Funding announced for new Mindarie Park
Northwood Planning Proposal refused
A Planning Proposal to permit a residential care facility above agerelated retail uses at 4-18 Northwood road has been rejected by Council.
An initial Planning Proposal for the site was lodged by Pathways Property Group with Council in November 2016. This proposal was refused in February 2017. Under direction of the Sydney North Planning Panel, the Proposal was then submitted to the Department of Planning who issued a Gateway Determination. Council was instructed to exhibit the Proposal for public consultation which occurred from 8 March to 19 April 2018. During this consultation period, 160 submissions were received, including from the Dept of Environment & Heritage, the RMS, Sydney Water, Transport for NSW as well as five community groups. Of these submissions, 8 were in favour of the proposal (5%), 7 were neutral or evenhanded (4.4%), and 145 were opposed (90.6%). Issues raised included: 1. Traffic flow (arterial road); 2. Road and pedestrian safety; 3. Traffic flow (local streets); 4. Parking/vehicle numbers generated; 5. Public transport; 6. Land use (as a residential care facility); 7. Land use (for retail); 8. Public benefits; 9. Conflict of interest/ Public hearing; 10. Seniors Housing SEPP; 11. Bushland; 12. Height of building; 13. FSR; 14. Visual impact; and 15. Amenity/Open space. Council has determined that it will not support the Planning Proposal as exhibited. They have advised Pathways Property Group that a new Planning Proposal be submitted to address rezoning, floor space ratio, building height, site entry, rear buffer, tree preservation, traffic, and open space issues associated with the proposed development.
If Pathways Property Group agree to these changes, Council will apply to the NSW Planning and Environment for an amended Gateway Determination which would allow an extension of time and a re-exhibition of this amendment.
$1 million funding announced for new Mindarie Park
Lane Cove Council is thrilled with the NSW Government’s announcement of funding for the new Mindarie Park Inclusive Playspace.
“This is a much-needed boost for the residents of Lane Cove North and the funding will provide us with the opportunity to get underway with the first stage of this exciting, long-awaited park in Lane Cove North,” said Council’s General Manager Craig Wrightson.
Minister for Planning and Housing Anthony Roberts announced the funding for the project in late June, with $1 million to go towards the planning and design of the new park and inclusive playspace.
The funding is part of the Accelerated Open Space and Parklands Program, implemented by the Office of Open Space and Parklands, that will see an initial investment of $6.5 million dedicated to the creation and embellishment of more quality open space and playspaces across NSW.
“This is another step towards delivering on the commitment the NSW Government made to work with councils and industry to deliver more useable and accessible playgrounds and play spaces that create places that children, families and individuals can enjoy, close to their homes,” Mr Roberts said.
Construction on the new park is expected to commence this Spring. It will provide 6,300 square metres of recreation space and will utilise six lots in Pinaroo Place, the Pinaroo Place cul-de-sac and the existing park on Kullah Parade.
Commissioner of Open Space and Parklands, Fiona Morrison said that the new inclusive playspace in Mindarie Park will align with the Everyone Can Play in NSW guidelines, which will outline a new standard of design by catering for all people, including disabled and abled bodied children and their carers.
