St. Croix Falls couple arrested for maintaining a drug house
Michael Heilman, 50 and Jill Johnson, 56, were arrested D Dec. 9 after the St. C Croix Valley Drug T Task Force cond ducted a search w warrant at 2893 2 th Ave. in St. 274 C Croix Falls. According t the police reto p port, a search of Johnson the house revealed a large marijuana grow operation in three areas of the house. Approximately 43 live marijuana plants, several large bags of marijuana, a scale, packaging material, hash butter and oils, drug paraphernalia, grow lights, potting beads and soil, pumps, hoses and irrigation supplies. Several firearms were seized from the residence as well. Heilman admitted to the grow operation but denied selling or distributing marijuana with the exception of smoking with friends on occasion at the residence. The couple were charged with possession of THC with intent, possession of drug paraphernalia, manufacturing marijuana and maintaining a drug trafficking place.
Text message exchange escalates
to battery Tiffany Jerry, 34, of Dresser was arrested Dec. 8 after a text message exchange with neighbors in her apartment building escalated to Jerry allegedly using pepper spray on three people. According to the police report, one of the victims who was sprayed with pepper spray told officers that she had been having a text message argument with Jerry earlier in the day. The woman and two of her friends were sprayed by Jerry when they returned home. The victim showed the officer the text messages in which both women made “vulgar comments on the others sexual promiscuity, low morals, disposition of the other’s personality and failures of their physical appearance.” Jerry told the officer that she had been fighting with her neighbor and that she was “protecting her children” who were in the hallway during the altercation. Jerry’s estranged husband told officers he was aware of the argument going on between the two women and that Tiffany told him she was going to mace the other woman when she came home. Jerry was arrested and charged with three counts of battery.

According to tthe police report, d deputies were disp patched to a comSucco p plaint of a “suspicious subject in pajama pants” trying to gain access to a home in Milltown. The persons who called the authorities were working on their driveway when they observed Succo across the street, waving a machete. Succo dropped the machete and tried to follow the residents into their home. After talking with deputies, Succo agreed to return to his home, telling the officers that he was drunk and had sore teeth. A short time later, deputies returned to the scene where Succo was brandishing a hammer and going after the same neighbors. After being disarmed, Succo was arrested and charged with endangering safety by use of a dangerous weapon. About the crime stories
The crime stories on this page are based on the Probable Cause reports from different law enforcement agencies. Probable Cause Reports (PCs) are simply a report stating the “Probable Cause” that the arresting officer had at the time of arrest. It is used by the District Attorney, Defense Attorney, and Judges in the court’s “Initial Appearance” to assist them in determining, first, to confirm whether or not there was enough “Probable Cause” for the arrest, second, if the charge stated by the officer is appropriate and supported by the information contained therein, and third to assist the judge in setting bond. The District Attorney also uses the Probable Cause Report as a basis (but not exclusively) to complete the Criminal Complaint, which is the official charging document. A Probable Cause Report is NOT the same as a Criminal Complaint. While the PC shows why the person was arrested, they are not officially charged until the Criminal Complaint is filed. Those charges may differ from the charge(s) listed on the PC based upon what charges the District Attorney believes he can prove. Charges may be amended up or down during the charging process as information becomes available. As always, an arrested person is presumed to be innocent until convicted by a judge or jury. Not all arrested people are convicted of the crimes alleged.

School Board Proceedings The Regular Meeting of the Board of Education for the School District of Osceola was held in the district office on November 11, 2015. The meeting was called or order by President Timm Johnson at 6:00 p.m. with the following in attendance. Board Members: Craig Brunclik, Pete Kammerud, Keri Uzpen, Principals Dr. Peggy Weber, Jake Dodge, Dr. Rebecca Styles, Adam Spiegel, Dir. Of Curriculum Jane Maki, Superintendent Mark Luebker and Bus. Mgr. Jenny Frank. A Pete Kammerud/Craig Brunclik motion was made to adopt the agenda. Motion carried. A Craig Brunclik/Pete Kammerud motion was made to approve the minutes of the Regular meeting held on October 28, 2015. Motion carried. A Keri Uzpen/Pete Kammerud motion was made to approve payment of bills with checks numbered 93149 through 93164 and checks numbered 166465 through 166568 for a total of $709,326.87. Motion carried. Matt Zurbriggen had requested an audience with the Board but was unable to attend due to a conflict. He will be at the December meeting. Mr. Luebker reported on the Curriculum Committee meeting. Discussions included PBIS, textbook planning, and a review and discussion of Summer School. The Board recognized Barb Masters at the OES 3-hour

A Keri Uzpen/Pete Kammerud motion was made to approve Roger Kumlien and Greg Kumlien as co-coaches of the boys’ C team basketball team. Motion approved. A Craig Brunclik/Keri Uzpen motion was made to accept the resignation of Tami Rehberg as OMS Head Cook. Motion carried. The Board recognized Sarah Haley as a 5.5 hr. Special Ed Aide replacement at OES. Mr. Spiegel and Rick Stewart presented the idea of a Fishing Club as an option at the high school. There are approximately 40 students who are interested. A Keri Uzpen/Pete Kammerud motion was made to allow the Fishing Club at the high school. Motion carried. Jenny Frank reported that the results of the Franconia Referendum was 36 Yes and 21 No. A Craig Brunclik/Pete Kammerud motion was made to update the letter as requested by the Franconia’s auditor. Motion carried. A Keri Uzpen/Craig Brunclik motion was made to approve Youth Options request for second semester for two Osceola students. Motion carried. A Pete Kammerud/Keri Uzpen motion was made to approve the “Feed My Starving Children” fundraiser scheduled for January 30, 2016. Motion carried. Dr. Weber updated the Board on the PreK Charter Advisory meeting held on November 3. The Flu Shot Clinic was a great success with 335 serviced this year compared to 220 last year. Parent/Teacher conferences were well attended.

Veterans Day program went very well. ALICE drill will be held next week. Dr. Styles informed the Board that conferences went well and the parent survey showed that parents preferred the 8-minute scheduled conferences. The Veterans Day program was well attended and Mr. Bergman did an excellent job of organizing it. The middle school ALICE drill will be Thursday morning. Mr. Spiegel reported that first quarter just wrapped up and grades are due on Friday. Winter sport season is kicking off this week. A very nice email from a coach in our conference expressed how impressed he is with the athletes and coaches at Osceola. Mr. Spiegel toured the Dual Welding Academy at New Richmond where four of our students attend. It is an outstanding program for those students. Mr. Dodge thanked Mr. Strom for overseeing the Veterans Day assembly for students. ALICE drill will be tomorrow morning. OIS is sending 39 Drama Rama students to Prescott this weekend for competition. Mrs. Maki informed the Board of the in-service agenda for Friday. The next regular meeting of the Board of Education is suggested for Wednesday, December 16, 2015 at 6:00 p.m. in the Board room. A Technology Committee meeting will be held on December 16, 2015 at 4:30 p.m. A Strategic Planning Committee meeting will be held on November 16, 2015 at 6:00 p.m. The Board was reminded that the WI Association of School Board Convention in Milwaukee will be on January 19, 2016 through January 22, 2016.
