In the picturesque small towns an hour northeast of Minneapolis, the face of homelessness looks different than in the city. But the problem is just as real. “Rural homelessness is vastly different than urban homelessness,” ex-
plained the administrative director of Amery’s Northwoods Homeless Shelter, Virginia Ormsey. “People are, a lot of time, surprised that there are homeless people in Polk County.” She added: “Unlike in Minneapolis if I wanted to find someone that’s homeless, there are certain areas I can go. There

are no soup kitchens in Polk County. You may find people camping out this time of year, but by and large there are no places where people congregate that are in that situation, so it’s a hidden problem, a hidden issue.” In 2013, Polk County was included in the West Central Continuum of Care. The region had one of the highest counts of homelessness across the state with 71 homeless clients per 10,000 residents, according to an annual report by Wisconsin Homeless Management Information System. With this large of a number, there is a need for resources to help those who become homeless, which is where Northwoods Homeless Shelter came in to play. Comprised of a main office and three emergency shelters — two Amery and one in Luck — the Northwoods Homeless Shelter has a waiting list to get its the homes. “This is a different kind of program because a lot of other programs are mass shelters,” Ormsey explained. “It’s my understanding that when this program was set up, I think it was the first of its kind in this state because everybody has their own place.” ‘Residents’ are expectSEE HOMELESS, PAGE 21
