In accordance with the National Environmental Policy Act of 1969 and the Federal Energy Regulatory Commission’s (Commission or FERC) regulations, 18 C.F.R. Part 380 (Order No. 486, 52 Federal Register   WKH 2I¿FH RI (QHUJ\ Projects has reviewed the application for a subsequent license for the Black Brook Hydroelectric Project (FERC Project No. 2894-013), located on the Apple River in Polk County, Wisconsin. The project does not occupy federal land.

The environmental assessment (EA) analyzes the potential environmental effects of continuing to operate the project, and concludes that issuing a subsequent license for the project, with appropriate environmental measures, would not constitute a major federal DFWLRQVLJQL¿FDQWO\DIIHFWLQJWKH quality of the human environment.

The Commission provides all interested persons an opportunity to view and/or print the EA via the Internet through the Commission’s Home Page (http://www.ferc.gov) using the “eLibrary” link. I just really missed him. I wished he didn’t live 350 miles away and the boat became a constant reminder of the distance between us. If he were here, he’d come over to help work on it and fi x in one afternoon what I’d been trying to fi gure out for two months, and probably still have time to clean my gutters and invent some new kind of solar-powered ceiling fan out of toothpicks and Elmer’s glue. I’d be pissed at how easy it all was for him and probably make some snide comment about it. But secretly I’d be glad he was there. After our initial idea of lighting the boat on fi re and pushing it off the Highway 36 bridge was deemed inappropriate, Dan and I decided to buy another trolling motor and venture to the fl owage again the next evening.

I knew he’d get a kick out of us fi nally getting some productive use out of the skiff, even though it’d also make him sad that he wasn’t there to do it with us.

I was proud that I’d put together a successful trip and was excited by the thought of a summer fi lled with fi shing new places. The curse had fi nally been lifted. Then as we loaded up to head home, I shut my tailgate on all three rods I’d brought and broke every one of them in half……

A Milltown man has been charged with Operating While Intoxicated (OWI) fourth charge, in connection with a May 23 incident. If convicted, Troy L. Cowan, 59, is facing six years in prison and $10,000 in fi nes.

According to Probable Cause, a Polk County Deputy was dispatched to a one-vehicle crash outside of Milltown.

Upon arrival, the deputy could see the vehicle had traveled approximately 15-20 feet down an embankment. There were tracks through the ditch where the vehicle had gone forward and reversed several times to come out of the ditch onto the roadway.

Cowan identifi ed himself and allegedly told law enforcement he had gone into the ditch because he had been drinking too much. When asked what he had been drinking, he said beer. When asked about the quantity, he said, “Way too much.” When asked if he thought he was too intoxicated to drive, he said, “Yes.”

An assault that allegedly stemmed from an argument over Utility Task Vehicle (UTV) parts, resulted in one man being transported to Regions Hospital in St. Paul and another being transported to Polk County jail.

According to Probable Cause, Clayton resident Dustin Groehler, 29, has been charged with substantial battery and disorderly conduct in connection with a May 25 incident.

When he exited his truck, Cowan seemed unsteady on his feet. His eyes were allegedly bloodshot and glossy and he had slurred, delayed speech. The deputy noticed a strong odor of alcoholic beverage coming from him.

Cowan said he did not have insurance for his vehicle and agreed to Standardized Field Testing. A Preliminary Breath Test showed a result of .258

Dispatch advised Cowan had three prior convictions for OWI in 1990, 1991 and 1995. Cowan told the Deputy he had been arrested for OWI within the past year as well. honest about accident

Allegedly law enforcement was contacted about an altercation that happened in front of Charlie’s Place tavern in Clayton. A victim had been transported to Regions with signifi cant injuries including brain bleeding and fractures to his face. Prior to police arrival, the suspect had fl ed.

A deputy spoke with the victim’s girlfriend, who witnessed the fi ght. She said an argument had started over ways to make an UTV go faster. She did not know the suspect’s name, but she could identify him if she saw him. Later she identifi ed Groehler as the person who assaulted her boyfriend based on a social media photo.

The bartender told law enforcement she did not see the altercation, but did go outside afterwards and saw Groehler holding his ear that appeared to have been injured.

Allegedly other witnesses identifi ed the missing man as the owner of an UTV that was still parked outside of the bar. The ATV was registered to Groehler.

Groehler was later taken into custody and charged. If convicted, he is facing up to 3 ½ years in prison and $10,000 in fi nes. UTV argument leads to assault
