To the Editor: It’s that time again: budget approval for the Unified School District of Antigo (USDA). Local public schools rely heavily on local property tax proceeds, so it’s an important time; the State mandates that a budget “hearing” be held, and this time it’s on August 26. While in theory it’s the School Board and District supposedly “hearing” at the hearing, really it’s the common citizen struggling to discover, by listening to USDA’s Financial Services Director, other District employees, and perhaps other citizens, just how the devil the school system can and will spend about 30 million dollars over the next school year. Finance Director Filbrandt will allegedly “explain” the budget to those attending as well as the nine-member elected School Board, four of which were seated just four months ago. Only the Board (not the people) get to ratify the document, ultimately trusting Filbrandt with her quarter-century of experience to have produced a valid plan compliant with State law. Will it be compliant? Yes, I believe so.

Will it be transparent? NO, and don’t expect a lot of clarity after she’s through “explaining” either! At a time when most of us are cutting and downsizing our household budgets to obtain balance, USDA continues to demand MORE money to serve LESS students. Logic would hint that LESS students should need FEWER teachers, FEWER administrators, perhaps LESS money; the published budget reveals no real information on this mystery except to state that more money is now needed from local taxpayers than was needed last year – about 4 percent more via your annual property tax bill. Since USDA is about half your total bill, the “average” increase to that December letter will be at least 2% if all other taxing authorities charge the same as last year. You say you don’t own property? Then expect your rent/lodging/usage costs to rise 2-4% or even more so that the owner can pay his increased property tax bill. So much for the dollars – how about some answers as to how they’re spent? You can look, in vain, for the “maintenance” or “building/grounds” budget on the published budget notice, and you won’t find much on employee fringe benefits, District indebtedness, or the cost of student out-enrollment either. You might find the “general fund” balance, which is between 5 and 6 million dollars. BIG MONEY! That’s about 20% of USDA’s annual cash flow, and it’s “undesignated”. Other nearby school districts do well on an 8-12% “fund balance” – why not USDA? For us, that’s a million bucks, give or take. According to a recent consultant report, we need to upgrade and repair some of our buildings, and I don’t mean just a new roof job! A million wisely spent now

(with no tax increase) will save millions more later. Ms. Filbrandt apparently will not permit this reasonable reduction in the fund balance, so virtually no further renovation/improvement projects are planned or scheduled. WHY? Here’s another query: Why are “instruction expenses” basically stable compared to 2012-2013 but “administration and other support” budget expenses are scheduled to rise $800,000? And, well over half of that increase is for “business administration”? Not a nickel of that 800 grand increase would appear to be devoted to increasing student achievement or improving facilities or filling the swimming pool (don’t get me started on the pool!). On the positive side, we have the finest District Superintendent in modern USDA’s history, working hard to increase student learning and achievement levels and to change the culture and climate to a truly positive “Antigo Pride” attitude and condition. I trust him. But, as for the intentions of the Finance Director and the Building and Grounds Supervisor, it is past time to “trust, but verify”. Clark Palmer 1302 Fifth Avenue, Antigo 715-350-4220.

outstanding insulating and strengthening properties. When asbestos is undisturbed or intact, it poses little hazard to human health. It is only when damage has or may occur that the quality of the school’s management program becomes an issue.

In 1988, all buildings owned, leased, or “under the control of” the School District were inspected by EPA accredited inspectors, with building material samples analyzed by an independent laboratory. Based on the inspection, the School District prepared and the state approved a comprehensive management plan for administering the asbestos located within its buildings, safely and responsibly.

In addition, the rule requires a periodic walk-through (called “surveillance”) in each area containing asbestos every six months. Short-term workers (outside contractors e.g. telephone repair workers, electricians, etc.) must be provided information regarding the location of asbestos in which they may come into contact. All short-term workers shall contact the lead maintenance person before commencing work. Within the last year, the School District has removed approximately 10,000 sq. ft. of asbestos-containing floor tile and mastic at Crestwood Elementary School. This asbestos abatement project was done in compliance with all NESHAPS regulations. Routine Operations and Maintenance (O&M) work was completed at the other school buildings. The School District also requires that all new building materials introduced into the School District are free from asbestos. For all new buildings/additions, the architect responsible for the design certifies that, to the best of their knowledge, no asbestos-containing materials are used. If new buildings are acquired, they too will be inspected. A copy of the Asbestos Management Plan is available for review in the School District office as well as individual school offices. Copies are available at the School District office at a cost of ten (10) cents per page. Our goal is to be in full compliance with AHERA. It is our policy to maintain a safe and healthful environment for our students and our staff members. This shall be accomplished by strict enforcement of the policies regarding asbestos by the asbestos manager and the school officials.

BACK TO SCHOOL SAFETY With the new school year about to begin, now is a good time to talk with your kids about staying safe. Whether on the playground or in school, the following tips will be helpful for parents to stay on the lookout for potential hazards. To help keep your kids free from harm, here are some safety tips:

Traveling to and from School

Backpack Safety

1. Plan a walking route to school. Choose the most direct way, and if possible, intersections with crossing guards. 2. Teach your child never to talk to strangers or accept rides of gifts from strangers. 3. Be sure your child walks to and from school with a sibling, friend or neighbor. 4. When driving kids, deliver and pick them up as close to the school as possible. Don’t leave until they are in the schoolyard or building. 5. If your child bikes to school, make sure he wears a helmet that meets one of the safety standards (U.S. CPSC, Snell, ANSI, or ASTM). Be sure they know “the rules of the road” and always obey traffic 6. Teach children to arrive at the bus stop early, stay out of the street, wait for the bus to come to a complete stop before approaching the street, watch for cars, and when possible wait for the bus driver to signal for them to cross safely. 7. Tell your child not to bend down in front of the bus to tie shoes or pick up items as the driver may not see them before starting to move. 8. Be sure that your child knows his or her home phone number or a parent’s cell phone number, home address, the number of another trusted adult and to call 911 for emergencies.

1. Choose a backpack with wide padded shoulder straps and a padded back to distribute the weight evenly. 2. Pack light. Organize the backpack to use all of its compartments. Pack heavier items closest to the center of the back. The backpack should never weigh more than 10 to 20 percent or your child’s body weight. 3. Always use both shoulder straps. Slinging a backpack over one shoulder can strain muscles. 4. If your school allows, consider a rolling backpack. This type of backpack may be a good choice for students who must tote a heavy load. Just remember that rolling backpacks still must be carried up stairs and may be difficult to roll in snow.

How to sneak fruits and vegetables into any recipe

Fruits and vegetables are the building blocks of a healthy diet. But many people do not eat the recommended number of servings of produce. That’s especially true among growing children, who can benefit greatly from the vitamins and nutrients fruits and vegetables provide. According to the latest data from the NPD Group, a market research firm, Americans eat a little more than half a cup of fruit and a cup of vegetables per day. This is less than half of what the government recommends. The data is similar in Canada, where researchers at Concordia University found that Canadian adults ages 30 to 60, especially those from lower socioeconomic backgrounds, aren’t consuming the daily recommended levels of fruits and vegetables. Anyone who eats roughly 2,000 calories per day should strive to consume between two to three cups of vegetables and two cups of fruit per day. Produce helps to fight disease because it contains healthy antioxidants, fiber, minerals and vitamins. Eating four cups per day may seem difficult, but there are many ways to incorporate fruits and vegetables into everyday recipes. • Substitute pureed fruit, like figs, pears and apples, for oil in recipes for cakes and cookies. This will ensure the baked goods are moist but with a lot less fat. • Blend fruits and vegetables to create smoothies for breakfast or lunch on the go. • Bake hearty muffins or breads with sweet potato or carrots in the batter. • Mix stewed tomatoes in with your broth soup base to make a vegetable or chicken soup even more nutritious. • Divide your dinner plate into quadrants, filling half of the plate with vegetables, one quarter with meat and the remainder with a whole grain. • Replace lettuce on a sandwich or burger with a fresh leaf of spinach. While you’re dressing your sandwich, add a slice of tomato, too. • Substitute fresh vegetables and fruit slices for chips when serving dips and salsas. Kale chips are growing in popularity. • Give children a cup of sliced grapes with their lunches as a refreshing and healthy snack. • Blend other vegetables into your pasta sauce. • Use vegetables instead of pasta in traditional dishes. Layer eggplant slices to make a lasagna. Or use a spiral slicer to slice zucchini or carrots when making homemade noodles. • Fruit salad is often a refreshing snack or dessert. Having fruit already diced in a large bowl makes it more convenient to eat and possibly more enticing to children. • Mix together an avocado, 1/4 cup of cocoa powder and 1/4 cup honey to create a healthy alternative to chocolate pudding.

The newly formed Antigo Area ATV/UTV Club is taking this opportunity to thank the City of Antigo and Townships of Antigo and Neva. Recent actions by the City of Antigo have opened the use of the former railroad corridor from Amron Avenue north to County Road N. The township boards have designated a one-year trial basis in 2015 along Angle and Bluebell Roads as connector routes leading to existing trails in northern Langlade County, including the townships of Peck and Vilas. It is wished that with responsible use of the corridor users will create economic and recreational opportunities within Langlade County.
