Arnold Chan, deputy house leader for the federal Liberals and a Scarborough politician who stood as a model of decent behaviour in politics, has died. He was 50. A lawyer, Chan became MP for Scarborough-Agincourt in 2014, winning a June byelection after Jim Karygiannis resigned. Months later, he was bothered by loss of sensation in his face and a lump in his neck. Chan was diagnosed with nasopharyngeal carcinoma, a rare cancer, and doctors treated small tumours in his neck and head. He became well enough to return to a full schedule, and won l See CELEBRATION, page 20

Scarborough’s Caring Alliance ’adopted’ families on the Kingston Road motel strip MIKE ADLER madler@insidetoronto.com The Caring Alliance, which for 20 years saw churches "adopt" homeless families staying in Kingston Road motels, has ended. Members and supporters, getting together for a final reunion in Guildwood this Sunday, Sept. 24, forged a partnership which ultimately helped thousands of destitute people, some newly-arrived refugees and others fleeing domestic violence. The Alliance made regular visits to aging motels on the Scarborough strip, where the City of Toronto placed people who wouldn’t fit in its overflowing shelter system. For years, members organized Christmas events, cooking lessons, drives for school supplies and moves to permanent housing, but local churches aren’t turning out volunteers as they once did. "Our leadership succession is difficult. We’re not attracting young people," says Charles Young, the group’s chairperson for several years. "I think maybe we’ve served our purpose." In 1997, public health nurses Catherine Khan and Mara Marano met a local pastor, asking whether churches near Kingston Road would step in. "There were hundreds of families being housed in crowded conditions, staying six months or more in these rooms. The stress on parents and children was great," Khan remembers.

Early members of the Caring Alliance including Cathy Tersigni, Glenis Emmett, the late Sharon Trivers, Charles Young, Catherine Khan, Leslie Jardine and Janice Simmons meet at Sister’s restaurant in 2005. The group, formed to aid homeless families staying at Kingston Road motels, is disbanding after 20 years of volunteer work. By 1999, as many as one in three children attending public schools near the strip were "temporary," but the Alliance was going strong. Leslie Jardine, manager of the city’s Family Residence on Kingston Road and involved with the group since its inception, said the Alliance has been "a strong force in raising awareness in Scarborough and beyond about homelessness and related issues." "They have deputed to city council, met with provincial and federal ministries, held one-on-one meetings with politicians at all orders of govern-

ment, and spearheaded additional services in our community." At one point, members raised $60,000 toward a Habitat for Humanity home, and helped to build it. Peter Vanderyagt, the group’s last chairperson, recalls vividly how the Alliance helped a family of five from Kenya. A three-bedroom apartment was rented, and during the move-in day, 15 churches responded to the group’s call for furniture, dishes, clothing and food. "On the appointed move-in day, the cars and vans arrived in the parking lot of the apartment.

Items were duly noted and each participant helped take the needed household items to the newly arrived family in the building," says Vanderyagt. "We were all united in a cause to help someone in need. Smiles could be seen everywhere. "The Caring Alliance didn’t just plant ’seeds,’ they encouraged and supported families in their move to a full and independent life in Canada." Like others in the group, Vanderyagt is sad the Alliance is dissolving but maintains other groups and agencies are better prepared to meet the needs of homeless fam-

ilies. "We have thrown the torch to individuals and faith groups to continue to do God’s will." Certain churches and individuals will continue some services of the Alliance, while places like the East Scarborough Storefront will handle others, Young says. Scarborough Centre for Healthy Communities, for instance, took over the furniture bank the Alliance once "ran on a shoestring." "The needs are being met in a more organized way," Young concludes. The city reserves fewer motel and hotel rooms for

“Twenty years ago, a large influx of Roma refugees arrived in Toronto and were temporarily housed in the motels on Kingston Road. Lori Metcalfe from the Guildwood Presbyterian Church and I were approached by two public health nurses, Catherine Khan and Mara Marano, who were concerned about the well-being of the families in the motels. We decided to try to form a coalition of interested churches to provide visitors for the motels. At the first meeting at St. Margaret’s-in-the-Pines, we came up with the name "The Caring Alliance" and each church "adopted" one of the motels. From a small start, the number of participating churches grew and went on to expand into many areas.” - Glenis Emmett, retired high school teacher “I had the honour and the privilege to know and learn from this dedicated, compassionate and thoughtful group of people who worked tirelessly for so many years for those less fortunate.” - Cathy Tersigni, public health nurse

homeless families than it did during the early years of this century, but many are still under contract for nothing else. On Sept. 13, for example, 1,075 motel and hotel rooms were reserved in Toronto - though most of these are no longer on Kingston Road - and the city used 978 of them. The Family Residence remains, and a former Comfort Inn on the Kingston strip is being converted to a transitional shelter for seniors. The Caring Alliance reunion on Sunday is at Guildwood Community Presbyterian Church from 3 to 5 p.m.

RAHUL GUPTA rgupta@insidetoronto.com An Agincourt residential group remains frustrated by the decision to double train traffic on the Stouffville GO Transit line, claiming the move has reduced safety and increased noise in the surrounding area. Under the watchful eyes of Metrolinx security officers and police officers from 42 Division, the Agincourt Village Community Association (AVCA) held a 90-minute demonstration outside of Agincourt GO Station Tuesday evening to demand immediate infrastructure upgrades to the tracks where traffic has now risen to 34 trains a day from 17. While the decision to boost GO service is welcomed, Rhoda Potter believes doing so without installing appropriate barriers and noise walls negatively impacts Agincourt residents. She’s also surprised the move to boost

traffic, which took effect in late June, came without warning and following regular discussions between the AVCA and Metrolinx, as well as the Ontario Ministry of Transportation. "We endorse the trains, but we haven’t been listened to as a community," said Potter, president of the AVCA. Frances Lesick said her primary concern is safety of children frequently crossing the tracks to get to one of seven schools in the area. She’s particularly worried points along the line without sufficient barriers, including at Havendale Road, Huntingwood Drive and Finch Avenue, will lead to tragedy. "Younger children don’t always think, they’re concerned about being late for school and in a rush," said Lesick, also a member of the AVCA. "With more frequency of trains it poses a greater threat to them." While his two small chil-

community further south fought successfully to have a crossing barrier installed on the tracks in the vicinity of Corvette Junior Public School, in the vicinity of Midland Avenue and Danforth Road. "Prior to that, you were on your own," she said. A Ministry spokesperson told The Mirror earlier this year Metrolinx is supposed to develop a rail safety campaign for local schools as well as address the potential for grade separations for when an additional track to the Stouffville line is completed. The safety plan would include posting crossing guards at points where the tracks are open. Agincourt GO station is also slated to undergo a thorough renovation to be done by 2019. A representative of Scarborough-Agincourt MPP Soo Wong also attended the demonstration, but declined an interview.

ABOUT US

Legacy continues with Invictus Games The Toronto International Film Festival may have wrapped up last weekend, but Toronto has kept the red carpet rolled out with the Invictus Games about to take over. If there’s anyone that deserves the spotlight, it’s these soldiers and veterans - about 550 of them from 17 allied nations - who will take part in the event which kicks off with the opening ceremonies Saturday night. Competition takes place from Sunday through to the closing ceremonies the following Saturday night. The nations involved have all asked a lot of their armed forces. For those of us who live in a democracy, such as Canada, we have the privilege and responsibility to question our political leaders - past, present and future - whether the right decisions have been made in the deployment of our troops. What should never be up for debate is the support we must always have for those troops - the men and women we have sent, and continue to send, into harm’s way on our behalf. For Canada, that commitment includes being a part of the Global Coalition against Daesh in Iraq on the heels of a more than 12-year deployment in Afghanistan. These athletes, according to organizers, "have become ill or injured during or as a direct consequence of their service." You can bet they will try to win their events, but they have already won, in some cases hard earned battles, just by participating. Supporters are welcome to check out their efforts. There are some free events. Watch wheelchair tennis at Nathan Phillips Square, archery at Fort York, cycling in High Park, golf at St. George’s Golf and Country Club as well as the Jaguar Land Rover Driving Challenge, which is being held on a special course being built on the parking grounds adjacent to the Distillery District. Ticketed events (most at a very reasonable $25) include athletics at York University, swimming at the Toronto Pan Am Sports Centre in Scarborough and, at Ryerson’s Mattamy Athletic Centre (formerly Maple Leaf Gardens), indoor rowing, powerlifting, sitting volleyball, wheelchair basketball and wheelchair rugby. Beware, some sessions have already sold out. The Invictus Games follow on the heels of this summer’s successful North American Indigenous Games (NAIG) for Indigenous youth. Both events benefited from the facilities bequeathed to us by The Toronto 2015 Pan Am/Parapan Am Games. Arguably, this is a much better use of our resources than an Olympics could ever be.

The urban heroes you don’t know about We live with heroes in Toronto, but we don’t know who they are. I met one, Martha Nyame, in Rexdale. From a village in Ghana called Abosamso, she never attended school. Her family was too poor. After emigrating to Canada, she returned to Abosamso in 1994 and saw many children that she knew faced a sad childhood like hers were uneducated. So, she changed their future. What was to be a family home became an orphanage and free school. In Toronto, Nyame worked two jobs and sent every dollar and box of supplies she could to Abosamso. "Even $5 is money," she says. More than 100 children

MIKE ADLER Edges of Toronto were housed and taught at Abosamso, even as fibromyalgia and arthritis advanced in Nyame to the point where she can’t work anymore. Last week, she made an agonized decision to close the school - only 18 orphans will remain there - and I was struck by how few people outside Abosamso knew what Nyame had done for more than 20

On our website, you can meet other heroes we’re going to honour next month, including Nasser Rad, who couldn’t afford a car after he arrived in Canada as an Iranian refugee; now, he gives cars away to people who need a break. José Alberto Flores, vice-principal of a Catholic secondary school in Bloor West Village, buys breakfasts for students who can’t afford it, bringing the food to class. "Each student has a story," he says. Sharon Nyarko is a hero too. The University of Toronto Scarborough student, who’s been depressed, made a short film, Beyond Words, to chal-

lenge misconception around mental illness and get people talking. The needs Urban Heroes address are different, but all make the decision to do good. Sometimes it’s because of their faith, and sometimes because they recognize people around them are human beings who need help. They didn’t seek this recognition. We know them because friends nominated them, or readers voted for them online. You don’t have to be a movie star or famous athlete to change people’s lives. The heroes among us prove that. Metroland Reports: SIU

No consequences when police don’t call SIU ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com The Dafonte Miller assault case is raising questions about how some police forces interpret the Special Investigations Unit’s mandate. Miller, 19, was seriously injured, losing sight in one eye, during an altercation with an off-duty Toronto police officer and his brother in Whitby on Dec. 28. But neither Durham Regional Police, which initially investigated the incident, nor the Toronto Police Service contacted the province’s police watchdog. The alleged assault was reported to the SIU nearly four months later by Miller’s lawyer, and the agency charged both the officer, Const. Michael Theriault, and his brother Christian in July. The SIU investigates whenever there is a serious injury, death or sexual assault allegation involving police and its jurisdiction doesn’t differentiate between on-duty and off-duty officers, so police services are under a duty to report both onduty and off-duty occurrences. However, as a matter of practice, the agency normally doesn’t investigate conduct by off-duty officers unless police equipment or property is involved or the officer’s status as a police officer was implicated in the incident.

Dafonte Miller in a photo (left) from before his altercation with off duty Toronto police officer Michael Theriault and in hospital (right). "Durham said it’s Toronto’s (case) because it’s a Toronto officer; Toronto said it’s Durham’s (case) because it’s a Durham inves-

tigation," said Scott Nicholls, a former Peel Regional Police officer who teaches police oversight at Humber College. "That goes to the

reporting question. Who is responsible (for contacting the SIU)? Maybe they both should have." The SIU cannot invoke their

mandate unless they are contacted, and no one reached out to them for months. Nicholls stressed there should be consequences when a police service or a police officer either refuses to or neglects to notify the SIU. "That’s an issue that any review of the SIU mandate, any review of the SIU function needs to address: What happens to a police service, what happens to an individual officer who doesn’t follow the mandate, who doesn’t notify the SIU in a timely manner," he said. "It’s like a traffic law. If there’s a law against speeding, and no one enforces it, then it’s an ineffective law. People will speed because there are no consequences." The interpretation of serious injury is also an issue and could explain why some cases aren’t called in to the SIU, Nicholls said. The SIU says it uses the definition created by its first director, John Osler. A key aspect of the Osler definition is the impact the injury has on the victim’s life, health and ability to carry on in a normal fashion. "It leaves it to the discretion of a police officer, it leaves it to the discretion of the police service, it leaves it to the discretion of the SIU, and in the end someone is always going to be unhappy with the exercise of that discretion," Nicholls said.

Few SIU investigations made public

insidetoronto.com

PAM DOUGLAS pdouglas@thebramptonguardian.com The province’s Special Investigations Unit (SIU) launched investigations into 74 police-involved deaths and injuries in Toronto last year – but you only heard about 33 of them. That’s because the SIU doesn’t have enough staff to issue news releases for every investigation, according to SIU spokesperson Jason Gennaro. "Each year the SIU starts hundreds of investigations all across the province," Gennaro wrote in an email to Metroland Media. "The unit has limited resources and does not have the ability to issue an initial news release and to provide details in every case it begins." The SIU isn’t required by law to report to the public. It does so as a

matter of policy. That’s one thing Justice Michael Tulloch, in his Independent Police Oversight Review report, has said must change. "The SIU must be more open, candid and communicative than it is now," Tulloch concluded in the lengthy report released this past

Since the release of Tulloch’s report, the Attorney General has committed to releasing all reports publicly, online. That decision will give the public access to information about all SIU investigations in which charges are not laid, but only after the case has been closed.

Provincially, SIU only notifies the public of 1 in 4 investigations

April that included 129 recommendations for improvements to the current system of police oversight in Ontario. He quoted the Police Services Act, which states only that the SIU must report to the Attorney General.

Tulloch recommended the law require the SIU report to the public on every investigation, and he even set out guidelines for how often the unit should update the progress being made on ongoing investigations - after 120 days, and then every 60 days thereafter.

Gennaro has said the SIU is committed to issuing news releases in all death cases, shootings, and for "major" vehicle collisions involving police, which has meant few details released in the majority of SIU-involved cases. Under that policy, news releases are issued by the SIU only 25 per cent of the time, or for one out of every four investigations it conducts, Tulloch’s review found. The SIU handles hundreds of cases each year. Last year, it opened 327 investigations. Tulloch emphasized the correlation between accountability and public trust in the SIU and the amount of information the unit shares with the public. In 2014/15, the SIU spent 4 per cent of its total expenditures on "communications, outreach and affected persons," or $352,584 out of approximately $8.2 million.

"Public accountability is vital to the SIU’s success. Yet the SIU currently has only one person responsible for public communications," Tulloch concluded. Approximately 80 per cent of expenditures were spent on investigations and identification services. "This disparity between the two functions should be addressed," Tulloch concluded, calling for more resources to fulfill its public accountability function. Since the release of Tulloch’s report, the Attorney General’s office has begun releasing the reports the SIU submits and a spokesperson for the Attorney General said that, going forward, all reports will be released to the public. That means the public will be notified of all SIU investigations, after they are completed.

Notice of Completion Lakeshore East Rail Corridor Expansion (Don River to Scarborough GO Station) – Transit Project Assessment Process The Project Metrolinx, an agency of the Province of Ontario, is upgrading its commuter rail system into Regional Express Rail. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 10 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement Regional Express Rail and make other improvements to the GO system. By 2025, electrified trains will be running every 15 minutes or better, all day and in both directions, within the most heavily travelled sections of the GO network. To support this service increase, Metrolinx has completed a Transit Project Assessment Process (TPAP) under Ontario Regulation 231/08: Transit Projects and Metrolinx Undertakings, made under the Environmental Assessment Act, to evaluate expanding and improving the Lakeshore East GO rail corridor between the Don River and Scarborough GO Station in the City of Toronto. Ontario Chamber of Commerce says 185,000 jobs could be lost MIKE ADLER madler@insidetoronto.com Ontario’s Liberal government is just "pretending" to help vulnerable low-waged workers with its Bill 148, says a representative of the province’s largest business group. The Ontario Chamber of Commerce claims 185,000 jobs could be lost over two years if the bill and its minimum wage hikes passes this fall. "This is ultimately going to hurt women," since most minimum-wage earners are women, Ashley Challinor, the Chamber’s policy director, told members of the Scarborough Business Associa-

tion. Ontario’s labour market is changing. Self-serve kiosks at stores and movie theatres are eliminating lower-wage jobs. But people disagree on whether people earning minimum wage - 30 per cent of working Ontarians - will be hurt or helped more by raising it to $15 an hour by 2019. Challinor said small businesses will react to the province’s timetable by cutting employees, while large ones will speed up automation. "With Bill 148, you’re making it harder to employ people. Employing people is kind of against the trend right now," she said during a Sept. 13 Small Business Administration meeting at Centennial College. Challinor said the Chamber, which will release a detailed report on Sept. 26, believes small business owners will be hit hardest and should write

or call MPPs with their concerns. In an interview, Deena Ladd, a spokesperson for Toronto’s Workers’ Action Centre, said the Chamber "sees it from one side only." Going, as the government plans, from $11.40 per hour to $14 on Jan. 1, and $15 in 2019, will lift people out of poverty, boosting spending and creating jobs, she argued. There will also be a spillover effect which should lead to pay increases for people making up to $19 an hour, Ladd said. How to handle this "differential" above minimum wage worried some owners at the Scarborough meeting, including Adam Watson, a partner in Pristine Property, a local landscaping company with 165 employees. Watson said employees he’s paying $17 or $18 will want raises, setting up a "domino effect throughout our company."

Mike Adler/Metroland

Ontario Chamber of Commerce policy director Ashley Challinor speaks to members of the Scarborough Business Association on Sept. 13 about the Ontario government’s Bill 148 and its potential negative effects on businesses. nancial Accountability Office reported on Sept. 12 moving to a $15-wage would mean a net loss of 50,000 jobs. Ontario’s Progressive Conservative party, mean-

Past minimum-wage increases haven’t made him reduce his workforce, he acknowledged. "It’s this 32-per-cent increase that is alarming." The province’s own Fi-

while, stated its support for $15 an hour - which left some SBA members disappointed - while continuing to call the government’s schedule for increases too fast, and warning this will lead to either lay offs or higher consumer prices. Ladd said the Chamber is "fear-mongering," and employers who feel they must pay "poverty wages" should take a hard look at themselves. Wages have stagnated "because people haven’t done the right thing," and $15 an hour is barely above the poverty line in Toronto, she said. "I think people aren’t believing the hype." Brad Duguid, a Scarborough MPP and Ontario’s economic development minister, said the province’s economy is booming, and the changes in Bill 148 won’t upset Ontario’s international competitiveness.

Scarborough’s Islamic Foundation of Toronto is getting $78,000 in federal funds for security cameras, lights and access control at its mosque and school. Public Safety Minister Ralph Goodale referred in a release to "recent incidents" which mean public safety at such institutions cannot be taken for granted. One may be the Jan. 30 Quebec City mosque shooting in which six people were murdered. Scarborough North MP Shaun Chen announced the grant, from the Communities at Risk: Security Infrastructure Program, at the mosque on Sept. 13. Places of worship, schools and community centres linked to communities "at risk of being victimized by hatemotivated crime" can apply. "At this challenging time when faith-related

AARON D’ANDREA adandrea@metroland.com Toronto police have released security camera footage into the murder of Anthony Soares, a father and friend of rapper Drake, who was gunned downed in a Scarborough highrise last Thursday. Police said Soares, 33, at 2:54 a.m. got out of a car that was driven by his friend and walked into the lobby of a building on Glamorgan Avenue, near Kennedy and Ellesmere roads in Dorset Park. He was approached by two hooded male suspects armed with semi-automatic handguns who shot him multiple times at close range. He was rushed to hospital in critical condition where he later died. Det. Sgt. Gary Giroux released two videos at a news conference Tuesday in order to identify a motive, the suspects and gen-

erate witnesses. He called the shooting targeted and overkill. The videos show Soares buzzing for access into the building when the suspects rushed the lobby and shot him through the glass windows, emptying their clips before fleeing into a white, four-door Ford Fusion. "The deceased is trapped between the suspects and the interior door," Giroux said. "The deceased falls to the floor of the foyer, and the suspects continue to fire at the deceased while he’s lying on the floor." At one point, one of the suspects, who was wearing a burgundy hoodie, touched the door with his hand, but wiped away his print with his sleeve. Soares’ friend fled the scene and returned later on, calling police. Giroux said he is co-operating with investigators. The suspects were last seen travelling north-

bound on Kennedy toward Hwy. 401. On Friday, Drake posted a picture of Soares on Instagram saying he was part of his family. "I still can’t even believe this morning was real," the post read. "It was a honour to have shared years together and I will always keep your memory alive." Giroux confirmed his relationship with Drake, saying many of Soares’ family members have met the rapper. "I certainly would encourage him through his tweets to encourage anybody within the community to come forward with regards to any information that they have that may assist in solving his friend’s murder," he said. Giroux added Soares has a "criminal past" but "was not on any current charges." "We’re looking into his lifestyle and his background, but as it stands

Barbuda ex-pats holding fundraising book sale JOANNA LAVOIE jlavoie@insidetoronto.com The extreme devastation that has recently struck the tiny island nation of Barbuda is extra close to home for one east Toronto family. On Sept. 7, the category five hurricane Irma destroyed an estimated 90 per cent of the buildings in the eastern Caribbean country. Long-time Scarborough resident John Teague grew up there. Roughly 50 of his immediate family members and numerous friends still lived in Barbuda until recently. Since the disaster, the entire island has been evacuated. Despite having left Barbuda 36 years ago, Teague, his wife Vicky Tsorlinis, along with their children Isaac and Phebe, have visited Barbuda on a number of occasions as they have a family home there. The couple plans to one day spend the winters there. "All of my sisters- and broth-

few days later when the local family started to receive emails from relatives that contained photos of local landmarks they’d seen countless times over the years completely razed. "I couldn’t stop crying," she shared. Tsorlinis, who has volun-

teered for a number of causes over the years, immediately felt compelled to do something to help her loved ones. "I wanted to show them I cared. I didn’t want people to be forgotten," said Tsorlinis, who has held a number of book sale fundraisers over the years.

The day after the disaster hit, she immediately reached out to businesses along Queen Street East in the Beach to see if they’d offer their space for a book sale. And while Harold Weisfeld, or Zoltzz as he’s better known, was unable to offer space at his former Ends storefront at Queen and Elmer as is had officially been sold, he has come forward to donate some leftover items from his discount emporium for those in Barbuda. Andrew Beckett of Beaches Pharmasave was able to donate some room for Tsorlinis to hold a book sale on September 9 and 10. That fundraiser raised $1,300. Last Saturday, she sold books for Barbuda at the inaugural Toronto Beaches Festival at Woodbine Beach raising $1,150. Event organizer Christiane Tetreault donated space for the fundraiser. Tsorlinis, who is aiming to raise $5,000 for her relatives Barbuda, is holding another book sale in the Upper Beach on Saturday, Sept. 23 from 7 a.m to 3 p.m. at Savoury Grounds, 283 Scarborough rd. She’s still finalizing locations for a few more upcoming book sales. "So far the response has been incredible. I’m so happy," said Tsorlinis, who stores donated books at her southwest Scarborough home in large supermarket bags. In early November, Toronto doctor Greg Flynn will be sailing to Antigua and has generously offered to transport any items the Teague family may need at his expense. Funds raised by Tsorlinis will be used to purchase those essentials. In the near future, Tsorlinis and her husband along with other family members abroad plan to travel to Barbuda to assist with cleaning up and rebuilding. Email Tsorlinis at vickytsorlinis@rogers.com for more details about the times and locations of upcoming book sales and/or to make a donation.

Celebration of his life to be held Saturday l Continued from front

re-election, but in March 2016 a check-up at Toronto’s Princess Margaret Hospital showed the cancer had returned. "I am confident that I will beat this challenge," Chan said at the time. York West MP Judy Sgro, a longtime member of the Liberal caucus in Toronto, announced the news on Sept. 14. Jean Yip, his wife, called Chan "a loving father, wonderful husband and a dedicated public servant." A father of three sons, he was beloved by his entire family, she said in a statement, "and while he courageously fought his nasopharyngeal cancer he always continued to work hard for his constituents." "We will miss him dearly." During one of his last public appearances, Chan

delivered a speech in the House of Commons, praised by members of all parties, in which he asked parliamentarians to "elevate our debate" and act honourably in politics. Greater Toronto’s Asian Business Network Association awarded Chan one of its coveted Chinese Canadian Legend awards last month, recognizing him as the first Chinese-Canadian appointed as a government’s deputy house leader. The group also said Chan, by continuing his parliamentary work while ill, "sets a courageous example for Chinese Canadians." He was too sick to attend the ceremony. Visitations for Chan will be at York Cemetery Chapel in North York on Thursday, Sept. 21 and Friday, Sept. 22 from 5 to 9 p.m. A celebration of his life begins at Bloor Street

"He leaves us with wise words that he truly embodied: ’We should use our heads, but follow our hearts.’" Opposition Leader Andrew Scheer said the entire Conservative party is saddened by Chan’s death. Mayor John Tory called Chan "a tremendous supporter" of Toronto, who "worked to help make this city a better place, especially when it came to transit and housing." Scarborough North MP Shaun Chen said Chan fought to the end. "Even as his health faltered, he continued to work hard," Chen said last week. If your home hasn’t sold for a long time and has been taken off the market, don’t worry. The reason your home did not sell may have nothing to do with your home or the market. Your home may have been one of the most sought after property. Some Reasons Why Your Home Didn’t Sell: • The property was not in the Multiple Listing Service (MLS) • The property was priced too high • No Internet presence ( Advertisements) • Lack of staging • Lack of open houses Many sellers found that there was a tremendous amount a homeowner needed to be educated on to sell their home for top dollar in the shortest time period. Don’t risk making the wrong choices and losing your time and money. Before you hire a realtor, know the right questions to ask to save you time and money. Industry experts have prepared a free special report called “How to Sell a House that Didn’t Sellâ€? which educates you on the issues involved. What’s trending in smart home technology? Everyday, technology is getting better at saving homeowners time, energy and money. In recent years, appliances of all brands have set their sights on pushing the limits of development and innovation. What used only to exist in futuristic films can now be found in your local Home Depot. Here are a few recent insights into what’s new in appliances.

new door-in-door fridge design, which provides easy access to drinks and snacks without opening the full fridge door. It’s almost like magic — simply knock twice on the glass to illuminate the contents within.

Saving time. Some appliances have smart home capabilities so busy professionals can monitor their kitchens via their phone or laptops. This means

you can now purchase high-tech ovens, dishwashers and fridges that are equipped with cameras, allowing you to check on your roast from the bed-

room or draft a shopping list from the supermarket. Saving money. Have you ever been

Flexibility. Imagine owning a washer that can run two separate loads at once, or a dryer that lets you dry delicates and everyday garments at the same time. Newly developed technology brings this dream to life, and even include Wi-Fi connectivity so that you can receive alerts, start, stop and monitor cycles remotely.

Simplified design. As the heart of the home, the kitchen fills an increasing number of functions including cooking, socializing and dining. Designers are finding new ways to embed intelligent technology into countertop surfaces that help keep the space clean and uncluttered. Homeowners now have the option to integrate wireless charging hotspots directly into hard surfaces like Corian countertops, which allows for embedded tech. So, when you get home after a long day at work, simply place your smartphone on the designated counter area and juice up that battery while you get dinner started.

COMMUNITY

25

MIKE ADLER madler@insidetoronto.com Toronto Mayor John Tory asked people in Scarborough to send him three requests, and a group there has just named its second: $2.5 million to study the feasibility of a living arts facility. A grand-scale arts centre, including a museum, art gallery, performance space and conference centre, is "desperately needed to improve the Scarborough economy," the Scarborough Community Renewal Organization (SCRO) told the mayor in a Sept. 11 letter. The building will "serve as a vehicle for rebranding Scarborough," said SCRO, asking Tory to request $2.5 million at Toronto council for a study of the idea. Designed by a famous architect, the centre would be a "vibrant, signature, scenic structure seen to be defining Scarborough," said Dave Hardy, a SCRO board member who co-wrote the letter

with SCRO chairperson Jennifer McKelvie. Hardy, a Rotarian who led a community renewal campaign which inspired creation of SCRO - also called Renew Scarborough in 2016, said the centre should seat 10,000, because Scarborough has no large concert venues. "There’s nowhere for the Weeknd to play," he said, referring to a popular singer raised in Scarborough. The group maintains Tory, in April 2015, asked Scarborough’s renewal campaigners to send him three requests "to advance through his office." Tory appeared at Centennial College during that month and promised he would "show some leadership in moving some city jobs to Scarborough." Some municipal employees downtown "don’t have to be there," and after studying which ones can be moved, Tory said, he would tell private employers, "I’m making the move to put some people

Mayor John Tory (left) speaks with Victor Shastra during a 2015 Rotary Club reception at Centennial College Residence and Conference Centr to discuss the Scarborough Renewal Campaign report. The Scarborough Community Renewal Organization has asked the mayor to get $2.5 million to study feasibility of a local Living Arts Centre. in Scarborough; so should you." In October 2016, SCRO submitted, as a first request to Tory, a demand for the "immediate move" of 3,000 city employees, including entire departments and their senior staff, to the Scarborough Town Centre area.

The mayor’s office hasn’t responded, but says an office modernization review of city staffing will be completed this fall. The review includes options for employees to work at home or "city space closer to home." "We haven’t seen progress (on that request) up to

this point," Hardy acknowledged last week. SCRO’s letter mentions the former City of Scarborough in 1984 had a five-year plan for the arts in Scarborough which suggested officials, hoping to promote local tourism, envisioned something like a Living Arts

Centre. That plan was to design a "Civic Arts Centre" that would provide opportunities for all the arts and serve as their central hub in the former city. "Eventually, it might even become a North American or world centre in one or two art forms, such as puppetry and musical theatre," the plan predicted. Tory’s office said it is reviewing the request for $2.5 million. Hardy said members of SCRO are realistic on how long a Living Arts Centre may take: "This may be a generation away." He said the group hasn’t settled on a third request. SCRO lent public support to Tory’s transit plan for Scarborough, including a subway extension to Scarborough Town Centre, a SmartTrack station at Lawrence East and the Eglinton East light rail transit line to University of Toronto Scarborough, which is currently unfunded.

Toronto Pearson:

International Noise Benchmarking and Best Practices Report Launch

NEW LOCATION:

Join us on September 27, 2017 from 6:30 p.m. – 8:30 p.m.

Toronto Congress Centre, 650 Dixon Road, Etobicoke, ON, M9W 1J1

for our Community Environment & Noise Advisory Committee (CENAC) meeting for the release of our Noise Management Program Benchmarking and Best Practices Study. What is CENAC?

Why is this important?

CENAC is a forum for discussion between the community and the Greater Toronto Airports Authority (GTAA) on matters relating to aircraft noise and the environmentally responsible operation of Toronto Pearson International Airport.

Toronto Pearson serves Canada’s largest and fastest-growing metropolitan area. The GTAA is committed to managing and reducing the impact of our operations and is reviewing a range of ambitious targets and actions to reduce the impact on GTA residents. Our updated five-year Noise Management Action Plan will be released this winter following a year of detailed study and consultations. Understanding international best practices is an important step in the development of this plan.

What can you expect to learn? In 2016, the GTAA hired UK aviation consultant Helios to undertake a Noise Management Program Benchmarking and Best Practices study. The study looked at 11 areas of noise management at 26 comparator airports around the world to identify potential new programs to be adopted at Toronto Pearson. This is the release of the report’s findings. There will be opportunities to speak with experts, including Toronto Pearson staff. This meeting is not focused on decisions around runway usage.

How do I RSVP? Visit www.torontopearson.com/noisemanagement to register and to learn more about CENAC and the GTAA’s important noise consultations and studies.

Age Well, Live Well

SPONSORED BY HOME INSTEAD

Alzheimer’s Learning Day:

Educating Scarborough If we all wish to age well, we need to be aware of not only changes in our general health and well-being, but also about those conditions which are prevalent amongst the senior community and which may impact us in one way or another. Far too often, we dismiss changes in either ourselves or a loved one’s behaviour as simply slowing down or having a bad day, but often these signs are symptomatic of bigger issues which need to be investigated thoroughly. Memory loss, for example, is often incorrectly regarded as a normal part of the aging process. In reality, however, it could be an indicator of the presence of Alzheimer’s or another form of dementia. In fact, as our population ages, more and more Canadians will be impacted by the disease. By 2038, it is estimated that 1.13 million Canadians will suffer from dementia, up from the approximate 500,000 that are suffering from one form or another of this disease today.* As the number of Canadians living with dementia increases

so too does the need for public education and both professional and family caregivers. Like cancer, this disease is likely to leave no family untouched and we all need to educate ourselves on the risks, prevention techniques, treatment and support options that are available to anyone who is afflicted with Alzheimer’s or other forms of dementia. To help raise awareness and provide access to local public education programs, Home Instead Senior Care is asking members of the Scarborough community to participate in the organization’s Alzheimer’s Learning Day on September 26. With September being World Alzheimer’s Month, it’s the perfect time to learn, educate and share knowledge around Alzheimer’s and other forms of dementia. To participate in Alzheimer’s learning day you can simply dedicate 5, 30 or 60 minutes of your time to reading an online article, taking an e-learning class or attending an online webinar hosted by Home Instead. By undertaking this

pledge to learn more, we can all become better at recognizing the risks, understanding the methods of prevention and being able to identify the needs of those living with Alzheimer’s or dementia. There are many firms working diligently and tirelessly on the research and development of treatments and an overall cure, but Home Instead Senior Care has taken the lead in educating and providing people of all ages with resources on understanding and caring for people with dementia based on their own handson experience with programs like Alzheimer’s Learning Day. Capt. Mike Westwood said. "The back larger part of the warehouse did not appear to be involved in the fire initially." One firefighter suffered minor injuries to his hand and was taken to hospital for treatment. Westwood said firefighters thought they had the fire under control at 2:47 a.m. "Then, the fire got through the roof at 3:33 (a.m.)," he said. "The fire was up in the channel of the false ceiling above the office area." Firefighters switched to a defensive fire attack, and the fire was upgraded to a fifth alarm at 4:48 a.m. Westwood said the "bulk of the fire got knocked down" at 5:10 a.m. There were more than 30 fire trucks dispatched to the scene.

“ Why do I hear but not understand? ” If you struggle to understand, you’re not alone, in fact 47% of Canadians over the age of 60 have hearing loss. Your hearing difficulties could be caused by damaged hearing hair cells inside your inner ear (cochlea). When damage occurs in the high-frequency areas of the cochlea (where consonants are heard), speech may sound garbled and comprehension may become difficult. The right hearing aid could help you improve your comprehension.

When you have hearing loss, fewer sounds reach your brain. To make sense of these sounds, your brain has to work harder to understand speech and focus on what is important. Today’s hearing aids do this automatically so you enjoy a richer, more natural hearing experience. You may notice a decrease in listening effort and an increase in your ability to remember what people say to you, even in challenging listening environments like restaurants and social gatherings.

Nationwide coverage – Over 200 locations across the country.

It was the year the Beatles and the Beach Boys dominated the radio, Montreal actor William Shatner starred in a new TV series called Star Trek, and the average price of a house in Toronto was $22,500. Ontario’s first public college opened its doors to a makeshift campus created out of the husk of an old factory on Warden Avenue in 1966. Named for the coming 100th birthday of Canada, Scarborough’s Centennial College was the first in a network of public colleges Education Minister William Davis had envisioned to accommodate the enormous wave of youth finishing high school in the 1960s. The Ontario government knew a new type of “applied” education was needed by the Baby Boom generation, those young people born after the Second World War. Davis wanted his community colleges to be relevant and flexible, institutions that were responsive to local industry needs, as well as could staff the rapidly expanding public sector at the time. Ontario needed social workers, daycare providers, marketing specialists and computer technicians – careers that hardly existed prior to the 1960s. In a sign of the optimistic economic times, every graduate from Centennial’s first class of 1967 had a job in hand, and many had multiple offers. Centennial’s rapid growth mirrored that of booming suburban Scarborough, and it became integral to the borough’s local economy. Today, Scarborough’s local college has four award-winning campuses serving 22,000 full-

time and 19,000 part-time students annually. It offers 250 programs in everything from aviation technician and paramedic training, to sports journalism and business administration. Significantly, Centennial expanded its horizons far beyond its original community mandate. It has forged partnerships with schools in China, India, South Korea, Turkey, Panama, Brazil and other countries, which send their students to Toronto. As a result, Centennial supports the largest number of international students of any college in Canada – a boon to local businesses that sell their goods and services to them. Last year, Centennial opened its first full-service campus in Suzhou, located 100 km northwest of Shanghai, China, the first Canadian institution approved by the Chinese government to teach Canadian programs and confer Canadian diplomas. In fact, Centennial is a well-known Canadian brand in China and India – the world’s largest education markets.

It enjoys a higher profile here at home, too. For the second year in a row, Centennial has led the six GTA colleges in student, graduate and employer satisfaction, according to the government’s Key Performance Indictors (KPI) surveys. Centennial College is ranked #1 in the highly competitive Toronto education marketplace. To top it all off, Centennial College has just been named the Readers’ Choice Diamond Winner in Adult Education (College or University) by the Scarborough Mirror. It’s another illustration of just how important Centennial is to Scarborough – and vice versa. Want to see what all the fuss is about? Come visit Centennial at the Ontario College Fair at the Enercare Centre, Exhibition Place, on October 24-25. Or attend the Discover Centennial Open House on Sunday, November 12 at Progress Campus for a first-hand look at Scarborough’s groundbreaking college.

WATERFRONT TRANSIT STUDY PROPOSES RADICAL OPTIONS Some outlandish options are under consideration for improving travel around Union Station. The Waterfront Transit "Reset" is a city-led transportation planning study spanning the water’s edge from Long Branch to Woodbine Avenue. Most of the findings aren’t too surprising - the study proposes a transit-dedicated corridor to serve Humber Bay Shores, a long-time community ask - but options get more creative for the Union corridor. As an alternative to expanding streetcar service underneath Bay Street to Queen’s Quay, the study suggests an automated walkway, in airports. Things get wackier with the funicular option to replace the streetcars with a high-speed cable car system. Such transit modes are in use around the world and typically built on an incline. Don’t get too outraged or excited just yet; the findings

RAHUL GUPTA TO in Transit are preliminary and wholly dependent on political approval to proceed. A study update is due in October. CROWDSOURCED PLAN TO COUNT BIKES IN DOWNTOWN CORE Plans are in the offing for a crowdsourcing project to count the total cyclists who make use of downtown bike lanes and other roadways. The plan is the brainchild of Gil Meslin, who hatched the scheme over Twitter (where else). He suggests a manual calculation of bicycle traffic volume, updating the numbers produced from a 2010 city study. Having convincing data on hand will

prove persuasive to politicians when it comes to approving more bike infrastructure, Meslin argues. If you’d like to help out with a bike count, contact Meslin directly at TorontoBikeCount@gmail.com "SIXTEEN MINUTES TO SPADINA" BEMOANS TRANSIT DELAYS For all those stranded in the subway thanks to a TTC delay, the band Conflicting Plaid has a new transit anthem for you. Sixteen Minutes to Spadina chronicles the band’s hilariously frustrating odyssey through the Better Way, resulting in failed relationships thanks to stalled subway cars. The self-styled lounge punk song features lyrics such as "My girl hates it when I’m late/But the subway’s stuck at Pape". The band insists it’s not blaming transit workers for the delays, rather voicing frustration at years of "monetary and infrastructure neglect that got us to this point".
