DAVID NICKLE dnickle@insidetoronto.com “It’s a simple thing, right?” That’s Nick Kouvalis – the marketing and campaign manager who helped Rob Ford win the mayor’s race in 2010 – on the trick to running a winning campaign for the top political job in Toronto, and arguably the highest-profile municipal

post in Canada. Getting that post routinely requires a war chest of more than $1 million and a commitment of all or most of a year to a political marathon that has defeated cabinet ministers, CEOs, city councillors and even former mayors as they vie for the hearts, minds and ultimately votes of almost three million Torontonians.

The finish line for the upcoming marathon campaign is a little over a year from now: Oct. 27, when Toronto voters decide on a new council and mayor. And rumors are swirling as to who is likely to run. Ford has indicated he will run, and New Democrat MP Olivia Chow and Councillor Karen Stintz are said to be working on assembling campaign teams.

Amid all the debate about our transit system, one project is actually being built. In seven years the Eglinton Crosstown LRT will run from Mount Dennis in the west to Kennedy in the east. fourth season Now in its fourth season, Battle of the Blades premiered Sunday, Sept. 22, with a special two-hour episode which looked back on the previous seasons and introduced the new participants. Each of the eight pairs, made up of a former NHL player and a World or Olympic figure skater, will face off for the first time during a twohour live performance show this Sunday, Sept. 29, with the hopes of

winning $100,000 for the charity of their choice. Live performances and eliminations will air every Sunday following, starting Oct. 6. Viewers can vote until Tuesday night at midnight for Sunday performances, which will determine the bottom two for the following week. The bottom teams will face a skate-off at the end of the following Sunday’s show, with judges deciding who to cut. Hosted by Ron MacLean, the judging panel is made up of four-time World and Canadian champion Kurt Browning, Olympic and world champion pair figure skater and Battle of the Blades Season one champion Jamie Salé, and Season two Battle of the Blades cast member and Hockey Night in Canada panelist P.J. Stock. Participants have been splitting their practice time between the

MasterCard Centre in Etobicoke, where the show will broadcast live Sundays, and Upper Canada College near St. Clair Avenue and Avenue Road. “We practice Monday to Friday, 10 to 15 hours a week - it’s tough,” Carter said, chuckling. “I’m not 21, I’m a young 39.” Carter credits his Battle of the Blades partner, world champion and three-time Olympian ice dancer Shae-Lynn Bourne, with boundless patience. “She’s been awesome,” he said. “I’m not at her level yet. I watch her and her technique.” As for performing live, Carter, who played in the NHL for teams including the Washington Capitals, Boston Bruins and Edmonton Oilers, thinks it will be an interesting experience.

Scarborough native and NHL veteran Anson Carter teams up with Shae-Lynn Bourne in CBC’s fourth installment of Battle of the Blades.

Besides a friendship with U.S. Olympian Michelle Kwan, former NHL player Anson Carter knew next to nothing about figure skating when he signed up for this year’s season of Battle of the Blades. “I heard of the show a couple years ago but had no time to do it,” Carter said. “(Season three competitor) Bryan Berard told me it was a wonderful experience.” Though he would be skating in unknown territory Carter, who grew up in Scarborough and whose parents still live in Agincourt, wanted to show his two young daughters it’s OK to be scared, that he was willing to try something he had never done before. “Try something new, don’t be

afraid to fail,” he said. “I knew nothing about figure skating. That’s what makes it so challenging. It’s the exact opposite of hockey. In hockey we are taught to avoid contact and stay out of personal space. In figure skating, you have to be tall, graceful.”

What we’d like to see in 2014 W

hile 13 months may seem like a long time away, Toronto’s next municipal election and the race for who will be the mayor of our city come Oct. 27, 2014 is actually coming fast. In today’s edition, our special feature looks at some of the names being talked about as possible mayoral candidates. Considering that municipal candidates can register their nomination, start campaigning (and more importantly start raising money) as of Jan. 3, the time for voters to start paying attention is now. As our story points out, running for mayor in Toronto has become a costly marathon requiring a huge amount of political and personal stamina, and about $1 million in funding. The last mayoral race in 2010 had debates virtually every day in the final six weeks of a campaign that was ultimately won by Rob Ford. Ford will be running again, and we’ve identified some our view possible challengers in our story. Campaign for It’s our hope, though, that the 2014 campaign will be difmayor needs to ferent from 2010. That camfocus on city unity paign saw the divide between our city’s suburban communities of Scarborough, North York and Etobicoke and the downtown core ramped up for political gain. Ford played that divide masterfully, tapping into the frustration felt by suburban residents toward outgoing mayor David Miller and his administration, which was perceived as downtown-centric. Yes, it was a winning formula, but we’d like to see a campaign focusing on bringing Torontonians together in 2014 rather than a polarization of our city’s communities. We’d also like to see a race free from party politics. It’s critical municipal politics stays free of the party system. It’s the only level of representation we have not linked to political parties and agendas that may not mesh with the needs of a specific neighbourhood or ward. While high-profile mayor’s races attract voter interest, remember that choosing your ward councillor is a critically important decision. These are the politicians in your neighbourhood, close to your issues, and who are actually approachable. Also, be wary of council candidates latching onto mayoral candidates in an attempt to ride their coattails. Councillors’ first priority should be the people of the community they represent, not their political allegiance to the mayor.

Playing the Scarborough subway game

A

s sport, there have been few spectacles more entertaining than the political maneuvering over the subway extension in Scarborough. Even better, and unlike professional athletics with their complex rules, the subway sport is easy to understand: the goal is to get credit for your side while wrongfooting opponents. It’s somewhat disrespectful to describe a major public investment so flippantly. Too bad that it’s the easiest way to understand current decision-making. The situation begs for such an interpretation since the key players identify themselves by their membership and by constantly jabbing at competitors. One group, which itself includes plenty of infighting, consists of a majority of council plus the mayor. It supports a subway, and has given TTC staff direction for a preferred route, so that the TTC has written technical specifications for

david soknacki beyond the headlines this subway in such a way that almost prevents other options. Almost. The provincial government and its transit agency Metrolinx make up another team. They have enough transit expertise and antagonism to announce a proposal that would/could force council to choose between the Metrolinx route, or not have enough funds for any subway. And finally the federal government entered the ring. The prime minister and finance minister see the mayor as their ally, and the provincial government as an adversary. Without consultation with the province, which is how the provincial government behaved towards city hall, the federal government supported council’s route plus announced a $660-million contribution.

Federal support was deliberately set well below the amount needed to complete the city plan. Perhaps since the provincial government is the jurisdiction closest to an election, Queen’s Park felt the pressure to provide additional funding and re-consider its route. So it didn’t take long for the premier to suggest a meeting with the mayor. Yes, it is fun to watch. But it is incredibly bad policy. Let’s leave aside the Light Rapid Transit-versussubway argument, although abandoning the LRT is the equivalent of about eight years of tax support for the Toronto Zoo, or operating public health for two years. How this subway decision was made, as was the decision to run the Spadina subway extension to a mall in Vaughan, sets to rest the fantasy that our largest infrastructure investments are selected on the basis of serving the most people at least cost. It’s not about ridership, technology, or care-

ful planning. It’s all about politics. While politics must remain an essential part of public decision-making, the current mentality of winnertake-all leaves few winners: certainly not those who will pay for inefficient and ineffective transit for decades. Conversely, those areas without aggressive backers yet with compelling cases for transit will be stuck. Think not only about Rexdale or Malvern, but also downtown, which so desperately needs a relief line. Clearly the way out of this binary approach is for our political leadership to leave something on the table for others. It is not an approach advocated by practitioners of wedge issues, or for those in a minority government, but it is within our great Canadian tradition. And over time, it is the best way to deliver transit.

Wexford Soccer Club is the longest running soccer club in Scarborough. Founded in 1967, it has developed roots in East Toronto, helping kids and teens develop skills physically and socially. So far this year, the club has put over 1000 house league and 225 representative players on to fields in the Scar-

Tribute to Lois James, Rouge volunteers, set for civic centre People who appreciate the Rouge River Watershed – and that should be a very large number – are invited Monday, Sept. 30, to celebrate the river’s survival and a woman who, more than any other, has fought to keep it safe. Roots of the Rouge, starting at 6:30 p.m. in the rotunda of Scarborough Civic Centre, is a tribute to Lois James and other longtime Rouge volunteers on the anniversary of a 1988 City of Scarborough decision to protect thousands of acres along

the river. James, who turns 90 on Oct. 11, moved in 1965 with her late husband Bob to a home north of what is now the Toronto Zoo. She helped found Save the Rouge Valley System in 1975, ran for mayor three years later and has been a federal Green Party candidate since. In announcing her membership in the Order of Canada in 2003, the governor general’s office described James as “a champion of the environment and a nemesis to those

who seek to destroy it.” Organizers of the party, which is open to “all friends of Lois and the Rouge,” are hoping it helps inspire a new generation of volunteers as Scarborough’s Rouge Valley becomes the basis for a Rouge National Urban Park.

Local doctor part of challenge to federal refugee health cuts MIKE ADLER madler@insidetoronto.com The stories of people who sought free medical help in Scarborough since federal rules on refugee health coverage changed last June are now part of a bid to strike the changes down in federal court. The challenge brought by Canadian Doctors for Refugee

Care and others under Canada’s Charter of Rights is scheduled to be heard in December. Ye s t e r d a y, D r. P a u l Caulford, a member of the group, was cross-examined by the government on his testimony on more than a dozen cases of refugees he says were harmed by cuts to the Interim Federal Health Program.

Those refugees and others all visited the Community Volunteer Clinic for the Medically Uninsured, one of a handful in Toronto which regularly treats claimants without insurance. In his affidavit, Caulford, the clinic’s medical director, said he started chronicling refugee patients visiting the Markham Road clinic soon after June 2012.

“There was a sudden increase in patients. Our numbers of ‘uninsured’ increased by approximately 300 per cent,” the document says. Severe pain The recorded cases include a four-year-old refugee claimant “who had escaped from Iran with her parents (and)

came to the (clinic) crying and in severe pain from an ear infection that had gone untreated because her parents could not afford to pay their doctor once their IFH coverage was cancelled.” Among the others are a rejected refugee claimant suffering from sickle cell anemia, who “developed recurring leg ulcers due to lack of affordable regular medical follow-

up,” and a woman, 39-weeks pregnant, who “informed me that she had fled her country very quickly in order to save her 13 year old daughter from female genital mutilation.” The federal program “had become a confusing administrative nightmare,” the affidavit says.

Poll favouring LRT changes Scarborough subway debate: Perks DAVID NICKLE dnickle@insidetoronto.com A new poll shows that a slight majority of Scarborough residents would pick the alreadyapproved LRT replacement of the aging Scarborough Rapid Transit line over Ontario Transportation Minister Glenn Murray’s plan to build a two-stop subway. The poll, conducted by Forum Research, also says that

53 per cent of Scarborough residents surveyed said the fully-funded, seven-stop light rail line that council rejected in July. Just 26 per cent thought the two-stop subway was a better deal. Across Toronto, 52 per cent favoured the LRT. And when it came to choosing between the two-stop subway and council’s threestop proposal to Sheppard, 50 per cent of Torontonians

favoured the longer, costlier route. In Scarborough, 49 per cent favoured it. The Forum Research poll was taken among 1,082 Torontonians over the age of 18. It was conducted on Sept. 21-22. Results based on the total sample are accurate plus or minus three per cent 19 times out of 20. The subsamples (such as the specific Scarborough poll) are less accurate. Forum conducted the poll as “a public

service” and to demonstrate its methodology. Opponents of the subway plan, which looks to extend the Bloor-Danforth line beyond Kennedy station, on council called the poll a game-changer. “The fundamental argument has always been that people in Scarborough want a subway at any cost,” said ParkdaleHigh Park Councillor Gord Perks. “Now we have actual

social research that says no, people want the best transit option in Scarborough. This changes the terms of the debate in my view.” That debate will be coming to Toronto Council next month, when City Manager Joe Pennachetti brings forward a report to council on the status of the financing for the subway. So far, the city has $1.48 billion committed by the provincial

government to a subway, and this week another $660 million pledged from the federal government. But the total cost of the three-stop subway between Kennedy station and the intersection of Sheppard Avenue and McCowan Road will be $3.2 billion, which leaves a gap of $900 million.

INVITATION FOR APPLICATION To facilitate community input into the planning, development, and implementation of accessible transit, the Toronto Transit Commission relies on the TTC Advisory Committee on Accessible Transit (ACAT). Its role is to represent the needs and concerns of people with disabilities and seniors who use the TTC. It provides guidance and policy advice to the Commission on issues pertaining to the ways and means of improving fixed route (i.e., TTC bus, subway, and streetcar) and Wheel-Trans services. Five (5) volunteer positions on the committee are open to residents of the City of Toronto who have disabilities, as well as, seniors or others who have a knowledge of and an interest in, accessible transportation issues. Applicants must be willing to make a commitment of a minimum of 7 hours per week, to attend meetings normally held during regular business hours. Suspects sought in mugging Two men displaying a handgun and a knife mugged three other men near Pharmacy Avenue and Teesdale Place earlier this week. Police said two of the victims received minor injuries – one was beaten about the face with the gun – before the robbers left in the direction of the Teesdale cul-de-sac at 11:55 p.m. on Monday. Reported stolen was a cell phone, a backpack and a laptop bag. Police describe one suspect as being between 25 and 30 years old and between five foot ten and six foot three. The other suspect is said to be five foot six. Anyone with information on this incident is asked to call 41 Division at 416-8084100, or Crime Stoppers anonymously at 416-222-TIPS (8477).

Movie tells stories of civil war’s impact on Tamils Scarborough director Lenin Sivam’s A Gun & A Ring make its local screen debut this weekend MIKE ADLER madler@insidetoronto.com

A

young woman expecting to meet her future husband is left waiting at an airport. A young man hangs himself from a park tree. Elsewhere in Lenin Sivam’s A Gun & A Ring, another man discovers he shares his adopted city with a human monster from his past, and a murdering pedophile stalks a child. All of the Scarborough filmmaker’s six storylines are connected through a diamond engagement ring and a revolver with a hawk on the handle. His six principle characters share something else, emotional scars from the decades-long civil war in Sri Lanka. A Gun & A Ring is a far bigger film than 1999, Sivam’s 2009 feature about Tamil-Canadian gangs fighting on the streets of Scarborough a decade earlier. That film, shot on weekends, was informed by his interviews with youth workers and ex-gang

members. A Gun & A Ring, with its six different narrators eventually colliding into one theme, is not entirely fictional as it brings more stories from Greater Toronto’s Tamil community to the screen. Men left haunted and angry here by experiences in their homeland, a father refusing to recognize his son’s homosexuality, an arranged marriage that fails; these “are stories that I heard over time,” Sivam, a software architect when he’s not writing or directing, said last week. But underlying everything in A Gun & A Ring is the civil war, and Sivam’s aim in the film – which has its Greater Toronto premiere at 7 p.m. this Saturday at the York Cinemas in Richmond Hill – is to explore how the war still affects day to day experiences in Canada. “It’s to make the audience feel the brutality of the war,” through these characters and stories, he said. “This war is part of our lives.” Sivam saw a controversial U.K. Channel 4 documentary, Sri Lanka’s Killing Fields, and recalled being shocked by its images of the war’s

final months in 2009, when Sri Lanka’s armed forces destroyed the separatist Liberation Tigers of Tamil Eelam and tens of thousands of the ethnic Tamil civilians trapped with the fighters. “It put me in a state that for a week I wasn’t normal. It was haunting me.” Feeling he had to do something, Sivam started working on a script,

one he said could help non-Tamils in Greater Toronto understand why Tamil-Canadians staged protests that blocked University Avenue and briefly stopped the Gardiner Expressway during the war’s final days. “In these six stories there is a frustration that I felt,” said Sivam, the son of a pro-Tamil nationalist “who named all of his little kids after revolutionaries.”

But along with the deadly gun in the resulting film is the ring he said shows hope and redemption for some of its characters “putting things behind and moving on with this beautiful country.” With all its locations in Scarborough and Markham – viewers may recognize Morningside Park or Sylvan Park by the Scarborough Bluffs – A Gun & A Ring cost $100,000 to shoot over a single two-week period. That price doesn’t include volunteer work from its cast and crew, many of whom, Sivam said, used up a year of vacation time and worked as much as 20 hours a day “because they felt the story needs to be told.” Though all but two of its 30 speaking actors were on film for the first time, the film did well at the Shanghai International Film Festival in June, where it was shown alongside competitors with 10 times its budget, and at the Montreal World Film Festival last month, said Sivam,

������� ������� NAME: Olivia Chow CURRENT POSITION: New Democratic Party Member of Parliament for Trinity-Spadina BIOGRAPHY: Olivia Chow came to Canada from Hong Kong with her family in 1970. She was first elected as a school trustee in 1985, then was elected to Metropolitan Toronto Council in 1991 along with her husband, fellow New Democrat Jack Layton. The pair were elected to Toronto council at amalgamation, where Chow worked as council’s children’s advocate. Chow ran twice for the federal seat in Trinity-Spadina before joining Layton, then leader of the NDP, in Ottawa in 2005. Following Layton’s death in 2011, Chow has continued as MP for Trinity-Spadina.

NAME: Rob Ford CURRENT POSITION: Mayor of Toronto BIOGRAPHY: The son of former Conservative MPP and Etobicoke businessman Doug Ford Sr., Ford first joined Toronto council in 2000 as councillor for Ward 2 (Etobicoke North) and became mayor in 2010. Ford has made a name attacking what he sees as government waste and personally returning calls from residents. He has also been at the centre of a litany of controversies including allegations of drug use.

NAME: Shelley Carroll CURRENT POSITION: Don Valley East councillor BIOGRAPHY: A former community activist, Shelley Carroll got her start in politics as a Toronto District School Board trustee in 2000, finishing her single term there as co-chair. In 2003, she was elected to Toronto council in Ward 33 (Don Valley East). After spending her first term on council chairing the Public Works and Infrastructure Committee, Carroll was picked for budget chair in 2006 and was a major ally of Miller. When he announced he wasn’t running in 2010, the longtime Liberal considered a run but decided against early in the election year. Through this term of council, Carroll has been one of Ford’s sharper critics.

NAME: Karen Stintz CURRENT POSITION: Eglinton-Lawrence councillor and chair of the Toronto Transit Commission BIOGRAPHY: Karen Stintz was elected to Toronto council in 2003 after famously answering an advertisement from a local ratepayer organization seeking a candidate to run against incumbent Ann Johnston. Stintz considered and rejected a run for mayor in 2010. Instead, she became chair of the Toronto Transit Commission, where she earned Mayor Rob Ford’s enmity opposing his Sheppard subway plan in favour of the existing light rail plan, then in 2013 championed another Scarborough subway – along the Scarborough RT line.

NAME: Adam Vaughan CURRENT POSITION: Trinity-Spadina councillor BIOGRAPHY: Son of the late CityTV journalist and politician Colin Vaughan, Adam Vaughan worked as a television journalist at CBLT and CityTV. During his tenure covering city hall, former mayor Mel Lastman famously threatened to have him “killed” because he believed (falsely) that Vaughan had leaked information about a shoplifting incident involving Lastman’s wife. Vaughan ran for Toronto council in 2006 in the ward left vacant by Olivia Chow, winning the race against NDP candidate Helen Kennedy. He has been one of Ford’s most vociferous critics since 2010.

NAME: John Tory CURRENT POSITION: chair, CivicAction and CFRB radio host BIOGRAPHY: John Tory got his start in politics working for former Ontario premier Bill Davis and has worked for former prime ministers Brian Mulroney and Kim Campbell, before leading Rogers Media and Rogers Cable. After coming in second in the 2003 mayor’s race, Tory went on to lead the Ontario Progressive Conservative party, then host a popular afternoon radio show on CFRB 1010. Tory supporters made preparations for a second mayoralty run in 2010, but he backed out of the race early that year.

NAME: David Soknacki CURRENT POSITION: columnist with Metroland Media Toronto, President of Ecom Food Industries Corporation BIOGRAPHY: David Soknacki is a Scarborough business owner whose company Ecom Food Industries imports spices. He served a single term on the old Scarborough Council from 1994 to 1997, then returned to politics in 1999, filling former Scarborough mayor and councillor Frank Faubert’s seat in a byelection following his death. In 2003, he was Miller’s budget chief, and oversaw the first three budgets of that administration. In 2006, he left politics to return to his business and chair the Parc Downsview Park’s board.

NAME: Denzil Minnan-Wong CURRENT POSITION: Don Valley East councillor, chair of the Public Works and Infrastructure Committee BIOGRAPHY: Denzil Minnan-Wong is a veteran of municipal politics in North York. He was first appointed to North York Council in 1994 to fill a vacant seat in Don Mills. A longtime Progressive Conservative, MinnanWong was among Miller’s more active critics and is one of Ford’s most trusted allies. He currently sits on the Executive Committee and chairs the Public Works and Infrastructure Committee. While he is loyal to Ford, he has differed from the mayor on occasion – notably, in not supporting a casino in downtown Toronto earlier this year.

You have to identify your voters, know who they are and get them out to vote.” That, in essence, was the formula Kouvalis used to propel Ford across the finish line, in a race that was considered former Liberal Health Minister George Smitherman’s to lose in early 2010: A blitz of robocalls, telephone town halls and shoe-leather to identify those voters who agreed with Ford’s mantra of stopping the “gravy train” of out-of-control public spending, and make sure they came out on election day. By election day, the Ford campaign had a detailed list of supporters. It’s unlikely that list will be as much use four years later, Kouvalis acknowledges, given what he calls “the distractions” of Mayor Ford’s current term. But the larger divide continues to persist: Ford’s support is strongest in suburban communities and weak in the downtown core. Andrea Adario, who served as press secretary on Miller’s 2003 campaign, says any contender in 2014 is going to have to address that divide. “The city needs a mayor who’s really going to unite most of the municipalities post amalgamation in a way we haven’t seen yet,” she says. “Any candidate needs to be visiting every corner of the city and getting into a headspace where they can comfortably be the advocate of all parts of Toronto. The mayor needs to be seen as a downtown candidate or an Etobicoke candidate.” Adario said given the gruelling pace of a Toronto election, any candidate also needs stamina. Once nominations open Jan. 3, 2014, candidates will have to balance fundraising and low-level campaigning with what has historically been a gruelling number of debates. “It was crazy,” recalls Adario. “We were debating nightly for sure. I would say there was a minimum of four a week, sometimes more. Everything from local ratepayer associations to big debates sponsored by news outlets.” On his radio show, Ford has indicated he doesn’t intend to attend nearly as many debates as he did in 2010. “There are risks as well as benefits,” says Adario. “You risk having the conversation unfold without you.... but he’s shown that he knows how to be disciplined and stay on message and he is a formidable campaigner. But it all depends on who else is running and whatever revelations we might have.” Which leads to one other very simple truth about mayors’ races in Toronto. “There are no rules,” says Kouvalis.

Scarborough residents weigh in on hospital merger talks MIKE ADLER madler@insidetoronto.com The telephone call many people in Scarborough and western Durham Region took Tuesday night offered them reassurances about the future of their local health care. But though some asked, they didn’t learn how many employees might lose their jobs if Rouge Valley Health System and The Scarborough

Asked whether a merger will mean their overseers the Central East Local Health Integration Network or the province itself will invest in new hospital infrastructure, Mohan made no promise. However, he said if the hospitals continue as they are, “you’re going to keep digging the hole even deeper.” On the other hand, Mohan said leaders of both hospitals sense a merger will allow them to more effectively utilize resources they do have. “At the very least, we will be able to maintain our current performance,” he said. Biron, asked by a registered nurse from TSH Birchmount if jobs for RNs would be lost there, said he couldn’t speculate, but the hospitals, challenged as they are, want to maintain local access to services. “We’re going to have to be creative,” Biron said. “We are committed to spending less on administrative functions so we can spend more on direct patient care.” Though the hospitals say

they can’t talk about what a merged hospital would do with medical or other services, there are 14 joint working groups looking at “opportunities” should a merger happen. Most of those groups have posted “workbooks” for comment on a shared website, www.leadingforpatients.ca RVHS and TSH also pledge none of their sites or emergency rooms will close, and no medical services are to be exchanged or consolidated between Scarborough and the RVHS campus for AjaxPickering. They were no questions taken publicly about how the merger – according to a workbook on “hotel services” – could threaten a program that has introduced fresh and local foods to patients at the TSH General campus. In a blog posting last week, Joshna Maharaj, consulting chef on the program, said cancelling it in favour of a single reheated food distribution system for the three Scarborough campuses and

Ajax-Pickering “would be a huge step backwards.” In the legislature, Horwath said the fresh food program “can do wonders for patient morale and recovery” and demanded Liberal Premier Kathleen Wynne stop it from being cut. Wynne responded the government is “completely supportive” of such local food programs, but the merger study is part of “local discussions” within the LHIN. “It’s a discussion that’s happening, so we need to let that roll out.” In an interview Tuesday afternoon, Horwath was asked whether preserving the program was reasonable, considering the General is just one of four campuses and the hospitals are under pressure to cut non-medical costs. Horwath said Wynne would be showing a lack of leadership by not duplicating a program which has proved its value.

Subway extension means Scarborough RT can be forgiven

T

here will be property tax increases. We can expect congestion on the Bloor-Danforth subway line growing to a human traffic jam by the time trains reach Yonge and Bloor. Buses will be the booby prize for priority neighbourhoods promised stops on a light rail line. Yet raise a cheer, Scarborough. Our government is finally building subways deep into Scarborough. Those of us who take the Scarborough Rapid Transit (RT) line to the Scarborough Town Centre will no longer face the insult of sporadic service

We will be able to clutch a pole from Yonge Street all the way to Sheppard Avenue and McCowan Road one day, where, if our mayor’s luck holds out, we will one day be able to hang tight as the subway wheels around and heads back west beneath the condotower-shaded pavement, right back to Yonge Street. But let us not get ahead of ourselves, Scarborough.

For now it is enough that we are building a subway – one that replaces that clanking, wheezing toychoo-choo-train insult of a conveyance, the Scarborough RT. It is, let’s be honest, almost more of an affront than no transit at all. The new subway will be less of an affront than that, surely. If all goes according to the latest, cobbled-together plan, the three-stop subway to Sheppard will in fact be a proper apology: a $3 billion box of chocolates from neglectful old city hall, begging forgiveness for staying out late and spending all

Scarborough’s hard-earned money on lattes and film festivals and parades and fancy waterfronts. So Scarborough, subway in hand, might it perhaps be time that we offered up some proper forgiveness? Into the family Perhaps we should abandon that narrative that has so long defined Scarborough: that it is forever treated as Toronto’s poor relation, living with naught but the threadbare hand-me-downs and the withering contempt of its so-called betters. Danforth line – it would not be out of place to cultivate a certain magnanimity. Should the light rail lines that are also to be built in Scarborough – along Eglinton and Sheppard Avenues – turn out to be more help than hindrance, it might be gracious to say so. Grievance, complaint, anger and envy: these are surely feelings of the past now, at least in Scarborough. Surely, the subway to Sheppard has made it all better.

asked “to create a dance that would excite the school community and get everybody moving” and hundreds of students, teachers and administrative staff have practiced the steps for weeks.

The school on St. Clair Avenue at Kingston Road said the dance, which begins at 12:30 p.m. and should last four minutes and 11 seconds, will be first in an annual “Culture Days” challenge.

EQAO results show Grade 9 public students improve in math More Grade 9 students taking math at the Toronto District School Board (TDSB) have performed at or above the provincial standard over the past five years, according to the Education Quality and Accountability Office (EQAO) results released this week. The percentage of all Grade 9 students who performed at or above the provincial standard increased nine per cent in applied mathematics (23 to 32 per cent) and eight per cent in academic mathematics (75 to 83 per cent) from the 2008-2009 to the 2012-2013 school year. “Important changes are happening right across the TDSB and these results illustrate that. Our students and staff should be proud of the steady, measured progress we have seen over the past five years,” said Donna Quan, TDSB education director, in a statement.

Grade 9 Catholic board students improve in math, literacy: EQAO Toronto’s Catholic school board has seen strides in both its students’ literacy and mathematics scores, according to the latest results of standardized testing released by the Education Quality and Accountability Office (EQAO). Over the last five years in Grade 9 mathematics, the percentage of Toronto Catholic District School Board (TCDSB) students at or above the provincial standard jumped from 76 per cent to 84 per cent for

students in academic courses, and increased from 34 per cent to 40 per cent for students in applied courses. Literacy test results for high school students across the TCDSB, meanwhile, have remained stable over the past five years, and continue to hit the mark by meeting or exceeding the provincial scores. For the second consecutive year, 82 per cent of Grade 10 students were successful on the Ontario Secondary

School Literacy Test (OSSLT), which is identical to the results seen across the province. seeing improvements “Our students continue to demonstrate strong literacy skills, and we are also seeing improvements in our secondary math results,” TCDSB Director of Education Angela Gauthier said in a statement. “EQAO assessments are education
