Module 1: Designing Learning DCO Session – 5 April 2011 Questions may be directed to DONCivDev@navy.mil NEEDS ASSESSMENTS Q Do all needs assessments have to pass through the union for bargaining unit employees? A You should check with your local Labor-Employee Relations (LER) Specialist. Q After a needs assessment is completed, how should we go about getting it implemented? Any creative suggestions, if budget is restrictive? Q It is important to remember that most needs assessments occur from a request for training or evaluation of a program. In your needs assessment you will develop a plan for your solution, and make these recommendations to stakeholders/ resource owners. Many times the cost of a solution is mostly manpower and that can be arranged through a negotiation of the workload with your current staff or peers. Q Would you conduct a needs assessment for someone who is having performance issues to create a Performance Improvement Plan (PIP)? A During the DCO, we stated that a needs assessment would not be used to create a PIP, however, in theory, the purpose of a needs assessment could fit in creating a PIP. This is to say, when evaluating an individual’s performance and developing an improvement plan for them, you must realign their performance to the expected performance and organizational needs. The assessment performed is at a much smaller scale than what we have described as a needs assessment. You may not need to research at length or conduct a work group for gathering information, but certainly the intention of improving the performance through an analysis of what is being done compared to what is needed to be done is the same. Q Is there a cost effective method that DON/USMC has in place for conducting a needs assessment such as an open Survey Monkey contract? A We are not aware of any standing arrangements between any contractors and the DON/USMC for conducting surveys. However, Survey Monkey, Zoomerang and several other online based survey tools do offer free accounts, which you can use without much difficulty. Needs assessments do not need to be costly. Most of the work is manpower and analysis. Surveys can be created through the use of Microsoft Word templates and data can be evaluated by the individual instead of an automated program. PROGRAM LOGISTICS Q Is the plan still to do one module a month? Will there a new schedule of when each module needs to be completed? A Yes, the plan is still to do one module a month. We will be posting all of them directly to the Portal link (http://www.public.navy.mil/donhr/TrainingDevelopment/developmentalresource/Pages/CW DTPDesignLearning.aspx). As soon as we are able to provide a more detailed schedule of the 5 April 2011

DCOs and CBTs we will let you know. In general the CBT should be completed prior to the DCO session. Q Will the slides from today’s DCO be available afterwards? A We will post today’s DCO recording and the FAQs from the session today and send out a link to everyone. Q Should I have taken the Computer Based Training (CBT) ahead of time? If I have not taken the CBT ahead of time what should I do? A Yes, the DCOs will explain in more depth a particular topic that is covered in each module. For example, this DCO covers “Needs Assessment” in depth and this is a fundamental element of the Analysis process of any ISD model. If you haven’t taken the CBT yet, you should take the training as soon as possible. More importantly than completing the CBTs, we try to allow you sufficient time to read the text provided by ASTD. These books have extremely valuable information and go much more in depth than the CBTs (that serve as an overview of the main topics of each module). Please begin reading your text as soon as the previous DCO has been completed. Q Where are the CBTs/texts available? A We will email out the links for the CBTs as they are available. We are currently using a third party site to host the books for the training called Issuu. There are two ways you can access the books. 1) Click each of the links below to view the individual modules as needed. You will need to retain this email to access them in the future; or 2) Store modules privately on your bookshelf which will allow you to comment and participate in any discussions occurring on the individual lessons and book pages. This option will require you to create an account with "ISSUU". To create an account, go to http://www.issuu.com and click "Sign Up" in the upper right hand of your browser window. It will prompt you for your name and email address. It will also ask you to choose an account name and a password. Click "enter" and it will automatically create your account for you. If you create an account, please let us know what email address you used by emailing us at DONCivDev@navy.mil so that we can grant you access to the program modules.
