WELCOME TO FORT LEE HOME OF ARMY SUSTAINMENT Whether your visit is temporary or long term, we hope you will enjoy all that our installation and the local area have to offer. Fort Lee is situated alongside the Tri-Cities of Virginia – Petersburg, Colonial Heights and Hopewell – as well as the counties of Chesterfield, Prince George and Dinwiddie. The Army garrison shares many similarities with its neighbors. It is a diverse community comprised of service members and civilian personnel, as well as a home to hundreds of military families who reside in its housing areas. Over the past 12 years, Fort Lee experienced enormous growth, mostly as a result of the 2005 Base Realignment and Closure decisions and the installation’s designation as the Army Sustainment Center of Excellence — a focused training base for military supply, subsistence, maintenance, munitions, transportation and more. Those decisions sparked a massive base modernization mission with a budget of more than $1.2 billion. In addition to new training facilities, administrative areas, dining facilities and barracks, Fort Lee has grown and improved its many support facilities and services for military families. Fort Lee has witnessed significant change to its population as well; much of it due to the convergence of military organizations from other parts of the nation. In addition to the Combined Arms Support Command, Team Lee now consists of the Army Logistics University, the U.S. Army Ordnance School, the U.S. Army Quartermaster School and the U.S. Army Transportation School. Its tenants include

the headquarters of the Defense Commissary Agency, Kenner Army Health Clinic, a Military Entrance Processing Station, the Defense Contract Management Agency and several support activities specializing in contracting, automated supply systems and property management. Fort Lee supports around 29,000 people on post and just over 64,400 off post, including personnel from all branches of the military service, their families, government civilians and contractors, military retirees and reservists. Furthermore, as many as 70,000 troops will pass through Fort Lee’s classrooms each year, making it the thirdlargest training site in the Army. These are the most significant statistics of all … Fort Lee recognizes its tremendous responsibility and the privilege to provide the most comprehensive training and quality of life services possible for the members of the military family who will pass through its gates. On a final note, the installation command team asks all Fort Lee visitors to exercise caution as they travel throughout the post. Slow down, especially around any marching troop formations, construction sites and housing areas. Be aware also that the installation prohibits the use of handheld electronic devices while operating a vehicle as a safety precaution and in compliance with DOD regulations. Fort Lee welcomes you. Once approved and entered into the system, those individuals can present their ID at the gate to gain access as normal. All vehicles are subject to inspection by security personnel.

Marshall Cab is the only commercial taxi company authorized to operate on Fort Lee, providing transportation around post and out into the surrounding communities. To request services, call dispatch at (804) 458-3325. Other taxi companies may deliver and pick up customers on Fort Lee by request, but may not solicit fares on post.

The Petersburg Area Transit operates on Fort Lee, providing services to and from the installation to Petersburg with connections to the surrounding communities. Regional and national rail service is provided by AMTRAK. The station is at 3516 South St., Petersburg. Ticket office hours are 11 a.m. to 6:30 p.m. daily. For more information, visit www.amtrak.com.

RUNNING ROUTE RESTRICTIONS

Fort Lee has established official physical training routes from 5 to 7:30 a.m. Monday through Friday. During this time, traffic is prohibited on Shop Road from 11th to 19th Streets and on B Avenue from Sisisky Boulevard to 38th Street. Traffic also is prohibited on the Ordnance Campus Bridge from 5-7 a.m. Prohibited routes are marked with cones and signage during physical training hours. Violators will be cited by the Fort Lee Police. The policy is available at home.army.mil/lee/index.php/about/policies-andregulations.

PEDESTRIAN SAFETY

The pedestrian right-of-way law is not a guarantee that a vehicle will stop. Furthermore, drivers may have difficulty seeing joggers and walkers in the early morning and late afternoon, or during adverse weather conditions. To increase visibility between dusk and dawn, all persons are required to wear reflective clothing or a reflective belt. If sidewalks are unavailable, pedestrians should face traffic while walking on the side of the road. When crossing the street, use designated sidewalks. The use of headphones and earbuds while walking, jogging, skating or bicycling on or adjacent to roadways on Army installations is prohibited. While using Fort Lee’s tracks, reflective clothing is not required and headphones are permitted.

MOTORCYCLE REQUIREMENTS

All personnel operating a motorcycle, moped or scooter on the installation will wear a properly fastened Department of Transportation or SNELL Foundation-approved motorcycle helmet with face shield or goggles. Other requirements include full-fingered gloves, long pants, long-sleeved shirt and leather boots or over-the-ankle shoes. The policy is available at home.army.mil/lee/index.php/about/policiesand-regulations. Motorcycle safety classes are offered free of charge to active-duty military personnel. SPEED LIMITS

The speed limit in Fort Lee housing areas is 15 mph. All other roads are 25 mph unless otherwise posted. Speed limits are enforced using radar, especially in the housing areas. Individuals cited for a moving violation will receive a U.S. Violation Notice, requiring either the payment of fine or appearance in Magistrate Court. Additionally, Fort Lee police have the option of issuing an Armed Forces Traffic Ticket. On-post driving privileges can be suspended or revoked if multiple violations are issued to a single driver during a given time. Use of handheld devices is prohibited while operating a vehicle on Fort Lee. This ban includes text messaging. Hands-free devices for cellphones are authorized. Virginia also bans texting and driving. Violations are a primary offense, and drivers may be subjected to fines.

Other services, Army recruiters and MEPS cadre should contact their gaining units for specific instructions. It provides standard and extended-stay rooms and suites to accommodate advanced course students on temporary duty orders, military families on permanent change of station orders and other installation visitors, whether here for business or leisure travel. Pets are allowed in the lodging facility – with payment of a onetime, non-refundable $75 fee – for up to five days. After that, there is a $7 charge per day. Hotel amenities include free Wi-Fi and the Sustainers’ Pub.

UNACCOMPANIED PERSONNEL HOUSING

Geographical bachelor housing availability on the installation is granted on a case-by-case basis. Advanced Individual Training Soldiers must reside on the installation in their unit’s barracks. AIT students should not bring family members with them while stationed at Fort Lee. Questions regarding housing policies should be directed to the schools’ cadre. Barracks 8401 and 8150 provide two-person rooms for grades E-1 through E-4, and single rooms for E-5s. Barracks 8408 consists of 32 modules that house 64 service members – each with their own bedroom and a shared bathroom and common area (kitchen). No pets are allowed in the barracks.

HOUSING SERVICES OFFICE

Service members will process through HSO both on arrival and departure from the installation. Furthermore, the HSO can assist PCSing service members looking for housing at their new duty stations. Military members on permissive TDY for house hunting, in conjunction with PCS leave, must report to the HSO on the first day of PTDY to receive a housing stamp and date on the DA 31 Leave Form. If the leave form is not properly stamped and dated by housing, finance will charge regular annual leave instead of PTDY.

Office hours are 8:30 a.m. to 5:30 p.m. Monday through Friday and 9 a.m. to noon Saturday. Fort Lee Family Housing is an amenity-rich military community nestled among tall evergreens and mature trees. It is comprised of new and traditional housing in seven distinct villages that exhibit the personality and rich history of Fort Lee and its surrounding area. Several units on Fort Lee are handicap adaptable for special needs residents. Bedroom composition ranges from two-bedroom to fivebedroom units within the different neighborhoods.

The online resource is packed with information about the tasks relocating individuals and families need to complete in addition to recommendations and checklists for planning, packing or unpacking, inventorying, overseeing the move, and what to do if property is damaged. Crimes, incidents, suspicious persons or activities should be reported by calling the desk sergeant at (804) 734-7400. Found property should be turned in to the Police Station Desk Sergeant.

WEAPONS REGISTRATION

Military personnel assigned, attached or residing on Fort Lee – as well as their family members – will register all privately owned weapons with the Weapon Registration Office (located at the Visitor Control Center) within 96 hours of their introduction to the installation. Other personnel desiring to bring their weapons on post must have them registered prior to doing so. Concealed weapons are not authorized on Fort Lee. Do not bring weapons to the registration office. Weapon registration forms can be found at home.army. mil/lee/index.php/my-fort-lee/all-services/weapon-registration. Anyone with questions should call (804) 734-5058 between 7 a.m. and 4 p.m. Monday through Friday or visit the Fort Lee Visitor’s Center at the Lee Avenue Gate.

FIRE AND EMERGENCY SERVICES

The division operates out of three emergency response facilities located in buildings 3620 (Station 1), 1530 (Station 2) and 9513 (Station 3). The Fire administration and Fire Prevention branches are available 7 a.m. to 4:30 p.m. Monday through Friday. The operation branch is available 24/7. 10

FORT LEE GAME WARDEN

Building 8525 B Avenue Phone: (804) 734-4213 The Fort Lee Game Warden enforces laws and regulations affecting natural and environmental resources on the military reservation. Related functions include access control for archeological sites, managing special hunting seasons, operating check stations, and assisting in hunting safety classes and public information programs. The Game Warden also handles most of the stray pet captures on post and acts as the installation animal control officer enforcing Virginia laws, Army regulations and post policies related to game and domestic animals.


HEALTH SERVICES Any beneficiary receiving emergency care should coordinate all follow-up treatment with his or her KAHC primary care manager. Call the appointment line or go to www.TRICAREonline.com for scheduling. Bring all documents from the emergency room visit. Appointments with specialists require a referral from your primary care manager. Urgent care authorizations are no longer required for non-military beneficiaries, i.e. family members and retirees. However, active duty service members must receive authorization BEFORE seeking urgent care elsewhere. If an appointment is unavailable within an assigned clinic during regular hours, weekends or holidays, call the Nurse Advice Line at (800) 874-2273 and choose option 1. The nurse will triage symptoms and either provide self-care instructions, create an appointment at Kenner or issue an urgent care authorization as applicable. Active duty personnel who receive treatment from an urgent care facility without prior authorization will be responsible for paying the entire bill

A full array of outpatient primary health care services is provided for active-duty military members, retirees and their families. Nearby military medical facilities and network civilian health care partners provide specialty care and inpatient hospitalization. Walter Reed National Military Medical Center, Bethesda, Maryland; Naval Medical Center Portsmouth; McDonald Army Health Center at Fort Eustis; and USAF Hospital Langley at Langley Air Force Base are additional military medical facilities serving beneficiaries in the Central Virginia region. After hours, patients have access to care by calling the Nurse Advice Line at (877) 874-2273 and selecting option 1. The nurse will triage care and provide instructions, create an appointment at Kenner or issue an urgent care authorization.

ENROLLING AT KENNER

EMPOWERMENT — DOMESTIC VIOLENCE PROGRAM

Empowerment services include safety planning, assistance in obtaining protective orders, coordination of emergency services, and accompanying clients to court proceedings and other appointments. The victim advocate provides immediate support and addresses the expressed interest and safety of domestic violence victims.

EXCEPTIONAL FAMILY MEMBER PROGRAM

EFMP is a mandatory enrollment support program that works with other military and civilian agencies to provide coordinated medical, educational, housing, community support and personnel services to Soldiers who have family members with special needs. This program provides medical and educational advocacy, system navigation for on- and off-post services, library services, support groups, training sessions and recreational events.

LOCAL AREA AN OVERVIEW OF THE TRI-CITIES REGION:

The region is marked by the Appomattox River and the confluence of the Appomattox and James rivers. American Indians from the Appomattox and Powhatan tribes called this area home for centuries. Shortly after the settlement of Jamestown in 1607, colonists ventured down the Appomattox and James rivers to build new settlements along the banks. These included the Citie of Henricus in what is now Chesterfield County, and Fort Henry, which developed into the modern-day city of Petersburg. Major fur and Indian trade routes were established along local waterways, and it wasn’t long before the area became a center for tobacco farming and manufacturing, supplying Virginia’s cash crop to the entire globe.

LOCAL AREA CHESTERFIELD COUNTY The county was founded on May 25, 1749. It was carved from Henrico County. The county was named from the Fourth Earl of Stanhope, England’s famed Lord Chesterfield. The James River borders the county on the northeast and the Appomattox River forms the county’s southern boundary. Chesterfield was first settled in 1611 at the Citie of Henricus, when residents of Jamestown moved upstream to a “convenient, strong, healthie and sweete seate” for a new town after conditions at Jamestown were too harsh. Chesterfield County was the site of the first cultivated tobacco in America at Bermuda Hundred, which also became the first incorporated town in America. In 1619, Falling Creek became the site of the first iron furnace in the New World. Battery Dantzler Battery Dantzler was constructed at the northern end of the Howlett Line in May 1864 to stop Union naval forces from advancing up the James River to Richmond. Confederate forces engaged in several artillery duels with Union ironclads. LOCAL AREA COLONIAL HEIGHTS The earliest people to inhabit the area were members of the Algonquin Indian tribe, who apparently roamed along the Appomattox River. Several areas in present-day Colonial Heights still retain their Indian names. The area was settled by the English in 1620. The name Colonial Heights results from action during the American Revolutionary War. In 1781, the French troops under the Marquis de Lafayette, known as the Colonials, retreated north from Petersburg and set up artillery on the heights overlooking Petersburg and the Appomattox River. The area came to be known as Colonial Heights. The area also became involved in operations during the Civil War. General Robert E. Lee made his headquarters at Violet Bank from June through September during the siege of Petersburg in 1864. The area was first incorporated in 1926 and became an independent city in 1948. Fort Clifton Fort Clifton, positioned on a high bluff at the confluence of the Appomattox River and Swift Creek in Colonial Heights, was a Confederate stronghold during the Siege of Petersburg. The fort controlled navigation on the river north of Petersburg. Today it offers walking trails and a wildlife observation deck. Free admission. LOCAL AREA DINWIDDIE COUNTY Dinwiddie County was established on May 1, 1752 from Prince George County. The county is named for Robert Dinwiddie, lieutenant governor of Virginia from 1751-1758. The county was the site of several key battles during the Civil War during the Siege of Petersburg. The Battle of Lewis’ Farm, fought along Quaker Road, on March 29, 1865, was the first in a series of attempts by Gen. Ulysses S. Grant’s army to cut Gen. Robert E. Lee’s final supply line. On April 1, 1865, the Union army was able to cut the rail line after capturing Five Forks at the Battle of Five Forks. The following morning, Grant’s army was able to break through Confederate fortifications in the county. The assault broke Lee’s defensive line around Petersburg and compelled Lee to order the evacuation of Petersburg and Richmond that night. Five Forks Battlefield By the spring of 1865, the last remaining supply line into Petersburg was the South Side Railroad. On April 1, 22,000 Union troops under Major General Philip H. Sheridan attacked

and defeated 10,000 Confederate troops led by Major General George E. Pickett at Five Forks, an important road junction that protected the railroad. The next day Grant assaulted Petersburg, which along with Richmond was evacuated that night. LOCAL AREA HOPEWELL The city of Hopewell grew from the outgrowth of old City Point, which was founded in 1613 by Sir Thomas Dale. In 1622, the town was wiped out by Indians. City Point was revived during the Civil War when Gen. Ulysses S. Grant made it a base of operations and supply center for the Union armies. City Point became one of the busiest seaports in the world during this time. In 1911, modern-day Hopewell was born when E.I. du Pont de Nemours Co. built a dynamite factory on the site of Hopewell Farms. Appomattox River & Heritage Trail The Friends of the Lower Appomattox River (FOLAR) has developed a series of Blueways (navigable water) and Greenways (hiking trails) that reveal the beauty of the Appomattox River. Beacon Theatre One of Hopewell’s most visible landmarks, the Beacon Theatre opened in 1928 and captured the hearts of filmgoers until its closing in 1981. An ambitious restoration effort, begun in 1987, has made it a 48

Mullan of the U.S. Navy arrived in City Point as the commander of seven iron-clad warships. Today it is operated as a museum by the Historic Hopewell Foundation.

LOCAL AREA PETERSBURG The city began as a frontier fort and trading post in 1645 called Fort Henry. The Battle of Petersburg on April 25, 1781, featured about 1,000 southside militia under Gen. Baron von Steuben resisting more than 2,500 British regulars. British Gen. Cornwallis gathered British troops for the Yorktown campaign in Petersburg. Petersburg was incorporated as a city in 1850. By then the city had become a thriving industrial and commercial center with tobacco warehouses, cotton and flour mills and iron foundries. The city’s railroad connections and its ability to provide supplies to the Confederate capital of Richmond made it a key target for Union armies under Gen. Ulysses S. Grant toward the end of the Civil War. For nearly 10 months in 1864 and 1865, Petersburg was under siege by the Union army and was defended by Gen. Robert E. Lee and the Army of Northern Virginia.

be used by the Circuit Court today. During the Siege, soldiers from both sides could see the courthouse clock from the trenches and they set their timepieces by it. Poplar Grove National Cemetery, in Dinwiddie County, is the final resting place for over 6,000 Federal soldiers who fell in battles from Petersburg to Lynchburg, and is a highlight of the tour. LOCAL AREA PRINCE GEORGE COUNTY The county was established in 1702 and was named in honor of Prince George of Denmark, who was the husband of England’s reigning monarch, Queen Anne. The county was one of the earliest settled regions of Virginia. It was first visited by the English in May of 1607, when Capt. Christopher Newport led a crew of 21 men in search of the best location for their permanent settlement. Prince George County is home of the oldest Episcopalian church still standing and still being used as a house of worship in America.
