WELCOME TO FORT LEE HOME OF ARMY SUSTAINMENT

Whether your visit is temporary or long-term, we hope you will enjoy all that our installation and the local area have to offer. Fort Lee is situated alongside the Tri-Cities of Virginia – Petersburg, Colonial Heights and Hopewell – as well as the counties of Chesterfield, Prince George and Dinwiddie. The Army garrison shares many similarities with its neighbors. It is a diverse community comprised of service members and civilian personnel, as well as a home to hundreds of military families who reside in its housing areas. Over the past 14 years, Fort Lee experienced enormous growth, mostly as a result of the 2005 Base Realignment and Closure decisions and the installation’s designation as the Army Sustainment Center of Excellence – a focused training base for military supply, subsistence, maintenance, munitions, transportation and more. Those decisions sparked a massive base modernization mission with a budget of more than $1.2 billion. In addition to new training facilities, administrative areas, troop dining halls and barracks, Fort Lee has grown and improved its many support facilities and services for military families. Fort Lee has witnessed significant changes to its population as well – much of it due to the convergence of military organizations from other parts of the nation. In addition to the Combined Arms Support Command, Team Lee now consists of the Army Logistics University, the U.S. Army Ordnance School, the U.S. Army Quartermaster

School and the U.S. Army Transportation School. Its tenants include the headquarters of the Defense Commissary Agency, Kenner Army Health Clinic, a Military Entrance Processing Station, the Defense Contract Management Agency and the 2nd Brigade of the 94th Training Division (Army Reserve). Fort Lee supports more than 28,500 people on post and nearly 63,000 off post, including personnel from all branches of the military service, their families, government civilians and contractors, military retirees and reservists. Furthermore, as many as 70,000 troops will pass through Fort Lee’s classrooms each year, making it the third largest training site in the Army. These are the most significant statistics of all … Fort Lee recognizes its tremendous responsibility and the privilege to provide the most comprehensive training and quality of life services possible for the members of the military family who will pass through its gates. On a final note, the installation command team asks all Fort Lee visitors to exercise caution as they travel throughout the post. Slow down, especially around any marching troop formations, construction sites and housing areas. Be aware also that the installation prohibits the use of handheld electronic devices while operating a vehicle as a safety precaution and in compliance with DOD regulations. Fort Lee welcomes you. Fort Lee conducts ID checks for all adults (18 years and older) entering the post. Those visiting for the first time who do not have a federal ID card must go to the Visitor Control Center with a valid, government-issued photo ID (such as a driver’s license) to receive an initial background check. Once entered in the system, individuals can access post through any open gate with a Common Access Card, Military or Dependent ID, or a federal government-issued PIV. Visitors will be in-lane vetted when the VCC is closed. Visitors failing security checks will be denied access and directed to the VCC during normal operating hours. First-time visitors may expedite the initial screening process by submitting a pre-approval request – DES Form 190-3 (individual) or DES Form 190-2 (group). Pre-approval is encouraged for individuals outside of the state/local area. Pre-approval requests will be processed within three business days (holidays and weekends excluded). TRANSPORTATION TAXI SERVICE Marshall Cab is the only commercial taxi company authorized to operate on Fort Lee, providing transportation around post and out into the surrounding communities. To request services, call dispatch at (804) 222-6666. Other taxi companies may deliver and pick up customers on Fort Lee by request, but may not solicit fares on post. A government taxi is available on regular workdays for official post business. Call at least 15 minutes before desired pick-up time. Call 804-765-8294.


BUS SERVICE

INSTALLATION ACCESS & SAFETY

Regional bus service is provided by Greyhound at the terminal in Petersburg (100 W. Washington St.). Call toll free at (800) 872-7245 or local at (804) 732-2905. The Petersburg Area Transit operates on Fort Lee, providing services to and from the installation to Petersburg with connections to the surrounding communities. Pick-up location is outside the PXtra on Mahone Avenue.

RAIL SERVICE Regional and national rail service is provided by AMTRAK. The station is at 3516 South St., Petersburg. Ticket office hours are 7 a.m. to 10:30 p.m. daily. For more information, visit www.amtrak.com.

RUNNING ROUTE RESTRICTIONS Fort Lee has established official physical training routes from 5 to 7:30 a.m. Monday through Friday. During this time, traffic is prohibited on Shop Road from 11th to 19th Streets and on B Avenue from Sisisky Boulevard to 38th Street. Traffic also is prohibited on the Ordnance Campus Bridge from 5-7 a.m. Prohibited routes are marked with cones and during the physical training time. Violators will be cited by the Fort Lee Police. PEDESTRIAN SAFETY The pedestrian right-of-way law is not a guarantee that a vehicle will stop. Furthermore, drivers may have difficulty seeing joggers and walkers in the early morning and late afternoon, or during adverse weather conditions. To increase visibility between dusk and dawn, all persons are required to wear reflective clothing or a reflective belt.

If sidewalks are unavailable, pedestrians should face traffic while traveling on roadway shoulders and use designated crosswalks. The use of headphones and earbuds while walking, jogging, skating or bicycling on or adjacent to roadways on Army installations is prohibited. While using Fort Lee’s tracks, reflective clothing is not required and headphones are permitted.

MOTORCYCLE REQUIREMENTS All personnel operating a motorcycle, moped or scooter on the installation will wear a properly fastened Department of Transportation or SNELL Foundation-approved motorcycle helmet with face shield or goggles. Other requirements include full-fingered gloves, long pants, long-sleeved shirt and leather boots or over-the-ankle shoes. The policy is available at home.army.mil/lee/index.php/about/ policies-and-regulations. Motorcycle safety classes are offered free of charge to active-duty military personnel. SPEED LIMITS The speed limit in Fort Lee housing areas is 15 mph. All other roads are 25 mph unless otherwise posted. Speed limits are enforced using radar, especially in the housing areas. Individuals cited for a moving violation will receive a U.S. Violation Notice, requiring either the payment of fine or appearance in Magistrate Court. Additionally, Fort Lee police have the option of issuing an Armed Forces Traffic Ticket. On-post driving privileges can be suspended or revoked if multiple violations are issued to a single driver during a given time. Use of handheld devices is prohibited while operating a vehicle on Fort Lee. This ban includes text messaging. Hands-free devices for cellphones are authorized. Virginia also bans texting and driving. Violations are a primary offense, and drivers may be subjected to fines.

(Off-Post Housing) Soldier Support Center, Building 3400, Room 101 1401 B Avenue Phone: 804-765-3862/1597/7621 home.army.mil/lee/index.php/my-fort-lee/all-services/housing-services The Housing Services Office is available to all permanent-party service members, military families and government civilians for assistance during arrival, departure or anywhere in between. Service members will process through HSO both on arrival and departure from the installation. Furthermore, the HSO can assist PCSing service members looking for housing at their new duty stations. Important reminder: On the day PTDY House Hunting leave begins, take your DA31 to the gaining unit S-1 for validation. Also, remember to check in with Housing Services prior to accepting any lease agreements.

It provides standard and extended-stay rooms and family suites to accommodate military guests on permanent change of station orders and temporary duty assignments or retirees/civilians visiting the installation. Pets are allowed in rooms with payment of a one-time, nonrefundable fee of $75 for up to five days. If the visit extends to six days or more, there is a $7 charge each day for the pet. Some dog breeds are prohibited. The pet policy is available on the hotel website. Hotel amenities include an outdoor pool (open May-September), a fitness room, continental breakfast, free Wi-Fi and the Sustainers’ Pub.

UNACCOMPANIED PERSONNEL HOUSING Soldier Support Center, Building 3400, Room 101 1401 B Avenue Phone: (804) 765-4940 home.army.mil/lee/index.php/my-fort-lee/all-services/housing-services The implementation of Army Barracks Management Program occurred in January 2018. It provides support for the management of all permanent party spaces. Unaccompanied personnel in the grades of E-5 and below are housed in the installation’s barracks, Buildings P-8401, P-8402, P-8408 or P-8150. Geographical bachelor housing is not available at Fort Lee. Advanced Individual Training Soldiers must reside on the installation in their unit’s barracks. AIT students should not bring family members with them while stationed at Fort Lee. Questions regarding housing policies should be directed to the schools’ cadre. No pets are allowed in the barracks. 10

Fort Lee Family Housing is an amenity-rich military community nestled among tall evergreens and mature trees. It is comprised of new and traditional housing in seven distinct villages that exhibit the personality and rich history of Fort Lee and its surrounding area. Several units on Fort Lee are handicap adaptable for special needs residents. Home sizes range from two-to-five-bedroom within the different neighborhoods.

Building 8526 1900 Mahone Avenue Emergencies: 911 Police Desk: (804) 734-7400 DA Security Guards: (804) 734-4212 Game Warden: (804) 734-4213 home.army.mil/lee/index.php?cID=315 The Provost Marshal Division provides Department of the Army Civilian Police and Security Guard services, conducts criminal investigations, oversees traffic control, and maintains general law and order at Fort Lee. It operates a 24-hour Police Desk, and its Visitor Control Center issues post-access passes and registers privately owned weapons. Through its Physical Security Branch, it manages and directs the physical security program and executes access control points. Crimes, incidents, suspicious persons or activities should be reported by calling the desk sergeant at (804) 734-7400. Found property should be turned in to the Police Station Desk Sergeant.

Building 8525 B Avenue Phone: (804) 734-4213 The Fort Lee Game Warden enforces laws and regulations affecting natural and environmental resources on the military reservation. Related functions include access control for archeological sites, managing special hunting seasons, operating check stations, and assisting in hunting safety classes and public information programs. The Game Warden also handles most of the stray pet captures on post and acts as the installation animal control officer enforcing Virginia laws, Army regulations and post policies related to game and domestic animals.

This includes all shooting range and hunting activities. Newly arriving military personnel and their families who will reside on Fort Lee must complete registration within 96 hours of arrival. Firearms that are legally and permanently stored off the installation do not require registration. The hours of the Weapons Registration Office are 7 to 11:30 a.m. and 1 to 3:30 p.m. Monday through Friday. It is closed weekends and holidays.

FIRE AND EMERGENCY SERVICES Building 1530 520 A Avenue Station 1: (804) 734-7700 Station 2: (804) 734-7037 Station 3: (804) 734-6101 EMERGENCIES: 911 Our organization has a proud and honorable history of protecting U.S. military personnel, their families and civilians who work and live on Fort Lee. The mission of the Fire and Emergency Services Division is to protect life and property by providing emergency fire protections, fire prevention, public education and medical assistance to Fort Lee and the surrounding communities. The division operates out of three emergency response facilities located in buildings 3620 (Station 1), 1530 (Station 2) and 9513 (Station 3). The Fire administration and Fire Prevention branches are available 7 a.m. to 4:30 p.m. Monday through Friday. The operation branch is available 24/7.

A full array of outpatient primary health care services is provided for active-duty military members, retirees and their families. Nearby military medical facilities and network civilian health care partners provide specialty care and inpatient hospitalization. Walter Reed National Military Medical Center, Bethesda, Md.; Naval Medical Center Portsmouth; McDonald Army Health Center at Fort Eustis; and USAF Hospital Langley at Langley Air Force Base are additional military medical facilities serving beneficiaries in the Central Virginia region. For after-hours care, contact the Military Health System Nurse Advice Line at (800) 874-2273 or by secure web and video chat on MHSNurseAdviceLine.com. NAL services include assistance with finding an urgent or emergency care facility; recommendations for the most appropriate level of care; scheduling same- or next-day appointments when recommended by a registered nurse and enrolled to a MTF; and getting an online “absence excuse” when medically appropriate—subject to service command requirements.

EMERGENCY AND URGENT CARE Emergency care is not provided at Kenner. Those with a medical emergency should call 911 or go to the nearest emergency treatment facility. Beneficiaries who seek emergency treatment at another facility must coordinate all follow-up services with their primary care manager. Call the appointment line or go to www.TRICAREonline.com to make an appointment, and bring all documents from the emergency room visit with you. Appointments with specialists require a referral from a primary care manager. Referrals to urgent care are required for active duty members only. If an appointment is unavailable within an assigned clinic during regular duty hours, call the primary care manager for a referral for urgent care. The after-hours behavioral health and dental on-call provider also can be reached at (804) 734-9000. For urgent care questions, call the TRICARE Nurse Advice Line at (800) 874-2273, option 1. The nurse will triage the condition and either provide self-care instructions, create an appointment at Kenner, or issue an urgent care authorization.

EMPOWERMENT — DOMESTIC VIOLENCE PROGRAM Empowerment services include safety planning, assistance in obtaining protective orders, coordination of emergency services, and accompanying clients to court proceedings and other appointments. The victim advocate provides immediate support and addresses the expressed interest and safety of domestic violence victims.

EXCEPTIONAL FAMILY MEMBER PROGRAM EFMP is a mandatory enrollment support program that works with other military and civilian agencies to provide coordinated medical, educational, housing, community support and personnel services to Soldiers who have family members with special needs. This program provides medical and educational advocacy, system navigation for on- and off-post services, reference materials, support groups, training sessions and recreational events.

FAMILY ADVOCACY PROGRAM The mission of the FAP team is to build healthy families, sustain strong communities and promote family readiness by providing comprehensive approaches to prevention, identification and intervention of child and spouse abuse among military families. FINANCIAL READINESS PROGRAM The FRP offers assistance to resolve financial concerns and reduce stress associated with money management by providing solutionfocused financial counseling with an emphasis on self-sufficiency. The Playhouse also produces KidKapers live theater for children by children. Tickets are sold at the box office prior to each show. Participation is the essential ingredient in the Theater Group operation. Military, family members, DOD Civilians and their spouses, and those in the surrounding communities are invited to audition. Introductory lessons for many activities such as water-skiing, archery and paddle-boarding are

AN OVERVIEW OF THE TRI-CITIES REGION: The region is marked by the Appomattox River and the confluence of the Appomattox and James rivers. American Indians from the Appomattox and Powhatan tribes called this area home for centuries. Shortly after the settlement of Jamestown in 1607, colonists ventured down the Appomattox and James rivers to build new settlements along the banks. These included the Citie of Henricus in what is now Chesterfield County, and Fort Henry, which developed into the modern-day city of Petersburg. Major fur and Indian trade routes were established along local waterways, and it wasn’t long before the area became a center for tobacco farming and manufacturing, supplying Virginia’s cash crop to the entire globe.

CHESTERFIELD COUNTY The county was founded on May 25, 1749. It was carved from Henrico County. The county was named from the Fourth Earl of Stanhope, England’s famed Lord Chesterfield. The James River borders the county on the northeast and the Appomattox River forms the county’s southern boundary. Chesterfield was first settled in 1611 at the Citie of Henricus, when residents of Jamestown moved upstream to a “convenient, strong, healthie and sweete seate” for a new town after conditions at Jamestown were too harsh. Chesterfield County was the site of the first cultivated tobacco in America at Bermuda Hundred, which also became the first incorporated town in America. In 1619, Falling Creek became the site of the first iron furnace in the New World.

Battery Dantzler Battery Dantzler was constructed at the northern end of the Howlett Line in May 1864 to stop Union naval forces from advancing up the James River to Richmond. Confederate forces engaged in several artillery duels with Union ironclads. Drewry’s Bluff Constructed in 1862, Fort Drewry on Drewry’s Bluff stood as a vital bastion blocking the progress of the U. S. Navy up the James River toward the Confederate capital of Richmond. A decisive battle on May 15, 1862, ended the Union naval threat to the capital city when defenders defeated the famous ironclad USS Monitor and four other warships. Today the fort survives intact, with a one mile walking trail and numerous exhibits. A viewing platform offers a sweeping vista of the James River and the battlefield. Henricus Historical Park Located in the 800-acre Dutch Gap Conservation Area, this park is a reconstruction of the 1611 Citie of Henricus, the second successful English settlement in the New World. Henricus was established in 1611 at a site Sir Thomas Dale found on a bluff overlooking one of the most scenic areas of the James River in what is today Chesterfield County. Pocahontas, daughter of Chief Powhatan, spent much of her life near Henricus. It was here that tobacco crops were first grown and cultivated for sale in Europe. Pocahontas State Park Pocahontas State Park in Chesterfield County is Virginia’s largest, with over 7,900 acres, making it an outdoor recreation lover’s dream come true. LOCAL AREA COLONIAL HEIGHTS The earliest people to inhabit the area were members of the Algonquin Indian tribe, who apparently roamed along the Appomattox River. Several areas in presentday Colonial Heights still retain their Indian names. The area was settled by the English in 1620. The name Colonial Heights results from action during the American Revolutionary War. In 1781, the French troops under the Marquis de Lafayette, known as the Colonials, retreated north from Petersburg and set up artillery on the heights overlooking Petersburg and the Appomattox River. The area came to be known as Colonial Heights. The area also became involved in operations during the Civil War. General Robert E. Lee made his headquarters at Violet Bank from June through September during the siege of Petersburg in 1864. The area was first incorporated in 1926 and became an independent city in 1948.

LOCAL AREA DINWIDDIE COUNTY

Dinwiddie County was established on May 1, 1752 from Prince George County. The county is named for Robert Dinwiddie, lieutenant governor of Virginia from 17511758. The county was the site of several key battles during the Civil War during the Siege of Petersburg. The Battle of Lewis’ Farm, fought along Quaker Road, on March 29, 1865, was the first in a series of attempts by Gen. Ulysses S. Grant’s army to cut Gen. Robert E. Lee’s final supply line. On April 1, 1865, the Union army was able to cut the rail line after capturing Five Forks at the Battle of Five Forks. The following morning, Grant’s army was able to break through Confederate fortifications in the county. The assault broke Lee’s defensive line around Petersburg and compelled Lee to order the evacuation of Petersburg and Richmond that night. Five Forks Battlefield By the spring of 1865, the last remaining supply line into Petersburg was the South Side Railroad. On April 1, 22,000 Union troops under Major General Philip H. Sheridan attacked and defeated 10,000 Confederate troops led by Major General George E. Pickett at Five Forks, an important road junction that protected the railroad. The next day Grant assaulted Petersburg, which along with Richmond was evacuated that night. Historic Dinwiddie County Courthouse Built in 1851, the historic Dinwiddie County Courthouse was the headquarters of Union General Philip H. Sheridan during the Battles of Dinwiddie and Five Forks. The city of Hopewell grew from the outgrowth of old City Point, which was founded in 1613 by Sir Thomas Dale. In 1622, the town was wiped out by Indians. City Point was revived during the Civil War when Gen. Ulysses S. Grant made it a base of operations and supply center for the Union armies. City Point became one of the busiest seaports in the world during this time. In 1911, modern-day Hopewell was born when E.I. du Pont de Nemours Co. built a dynamite factory on the site of Hopewell Farms. Appomattox River & Heritage Trail The Friends of the Lower Appomattox River (FOLAR) has developed a series of Blueways (navigable water) and Greenways (hiking trails) that reveal the beauty of the Appomattox River. City Point National Cemetery The remains of both Union and Confederate soldiers lie in this 6.7acre cemetery near the James River in Hopewell. More than 5,200 Federals are buried here, including at least 1,000 African-Americans who died fighting for the Union. Mullan of the U.S. Navy arrived in City Point as the commander of seven iron-clad warships. LOCAL AREA Blandford Church and Cemetery Built in 1735 for colonial parishioners, this church was restored in the early 1900s as a memorial to Confederate soldiers. It is one of the few churches for which decorative stained-glass windows were completely executed under the direction of Louis Comfort Tiffany. The 15 stained-glass windows commemorate each of the 13 Confederate states, an additional window is of a cross and the other honors the group behind the effort, the Ladies Memorial Association of Petersburg. The city began as a frontier fort and trading post in 1645 called Fort Henry. The Battle of Petersburg on April 25, 1781, featured about 1,000 southside militia under Gen. Baron von Steuben resisting more than 2,500 British regulars. British Gen. Cornwallis gathered British troops for the Yorktown campaign in Petersburg. Petersburg was incorporated as a city in 1850. By then the city had become a thriving industrial and commercial center with tobacco warehouses, cotton and flour mills and iron foundries. The city’s railroad connections and its ability to provide supplies to the Confederate capital of Richmond made it a key target for Union armies under Gen. Ulysses S. Grant toward the end of the Civil War. For nearly 10 months in 1864 and 1865, Petersburg was under siege by the Union army and was defended by Gen. Robert E. Lee and the Army of Northern Virginia. Centre Hill Museum Built in 1823 by Robert Bolling IV, Centre Hill remained an opulent Petersburg residence until 1936. The home’s interior features outstanding examples of Greek Revival, Federal and Colonial Revival architecture. LOCAL AREA PRINCE GEORGE COUNTY The county was established in 1702 and was named in honor of Prince George of Denmark, who was the husband of England’s reigning monarch, Queen Anne. The county was one of the earliest settled regions of Virginia. It was first visited by the English in May of 1607, when Capt. Christopher Newport led a crew of 21 men in search of the best location for their permanent settlement. Prince George County is home of the oldest Episcopalian church still standing and still being used as a house of worship in America.
