Coping with Debt

According to the latest available statistics released by the National Credit Regulator which covers the fourth quarter of 2010, the level of debt stress amongst consumers remains high, this is evident from the number of consumers with impaired credit records. Out of the 18.35 million credit active consumers, 46.3% or 8.49 million now have impaired credit records, which is a year on year rise of 400,000. an impaired record means that accounts are three or more months in arrears or they have a Judgment or Administration Order against them. It is probable that rapidly increasing fuel prices will begin to impact consumer prices forcing a rise in CPI inflation, It is therefore possible that some increase in the Repo rate may be seen later in the year, which adds to financial pressure on consumers. Now is a good time to reflect upon where you spend your money and what savings can be made, try shopping around for bargains and specials, leave the car at home and walk those short distances into town, always take a list with you when you shop, beware of credit card use it is very expensive money, think before you spend on luxury goods, can I really afford it? Do I really need it? Can I buy it cheaper elsewhere? The final shopping tip has to be not to even glance at the chocolate display cunningly positioned next to the checkout. Should you find yourself unable to meet your financial obligations at the end of the month, it is most important to do something, be pro-active, firstly in order to establish exactly how much you can afford to pay, sit down and work out an accurate monthly budget which you will be able to stick to, then contact your credit providers, they will normally try and assist you by temporarily reducing installments. If you are still unable to make ends meet or need assistance, the National Credit Act may offer some relief, it makes provision, if you are over indebted, to have your debt restructured by a registered Debt Counsellor, the Debt Counselling program offers an honourable way to pay your debts each month without the stigma of a judgment against your name. National Safety Advisory

NSRI are appealing to bathers and boaters, on inland and coastal waters, to exercise caution during this school vacation. A New Moon Spring Tide, which peaked on the 3rd of April, bringing stronger than normal rip-currents, and very warm weather expected over this coming weekend coupled with an expected influx of school vacationers to inland and coastal waterways are cause for concern and extreme caution is advised. Please take into account, as we approach the Winter, sea conditions worsen faster than the weather and although warm weather may give the appearance of calm seas, rough sea conditions can be expected at this time of year. Children should have responsible adult supervision around water at all times. Bathers at the coast should be cautious to go to deep into the ocean and be aware of rip-currents. If you are caught in a rip-current don't panic. As hard as it sounds go with the current and don't swim against the current (towards shore) as it will only cause exhaustion. Wave towards shore and scream for help. Tread water, to stay afloat, by moving your arms and legs in circular movements. At your first opportunity swim parallel to the shoreline until you are free of the rip current and then use the incoming waves to swim to shore. Bathers on dams, rivers and lakes should not swim out too far. Boaters and paddlers should wear life-jackets at all times on water. Carry safety equipment – red distress flares; a signaling mirror or CD disc; a referees whistle; communications device (a cell-phone or vhf hand-held radio) in watertight sleeves. Let a responsible person know the time you are leaving, your exact route and your estimated return time. Stick to your plans and have a safety plan prepared with your "responsible person" in case you don't return on time as planned. Restoring Life to the Ocean, Marine Protected Areas World wide we are eating all the fish, “The current global trend is a serious concern: it projects the collapse of all species of wild seafood that are currently fished by the year 2050”, Press Release: National Science Foundation Science 3 November 2006: 787-790. Marine Protected Areas (MPA’s) are a realistic way of sustaining and protecting the marine ecosystems. An MPA is a no-take zone, which means we are not allowed to take any marine life out of this area. We are only allowed to take what overflows outside of this area, called an open zone, in which case fishing is allowed with a permit. The local MPA is Tsitsikamma.

Robbery Outside ABSA 6th April

from Bruce Richardson, chairman of the Community Police Forum in Plett Dear All Having personally investigated the above incident, I report as follows:1. A suspicious vehicle was seen to park outside ABSA in the fairly early morning. I say suspicious owing to the fact that it arrived early and for no apparent reason reversed into a parking space. I personally have never seen a vehicle reverse into a parking space in Main Street. It is both difficult and inappropriate to do so owing to the nature of the street and the alignment of the parking. Those that noted this unusual occurrence failed to raise the alarm and I deal with the issue at some length as unusual occurrences of some kind often precede a crime and we need to not only be observant but to report such occurrences immediately to our Sector Manager or the patrol vehicle. Our being observant will be one of the most effective weapons in fighting crime. 2. At about 11:30 staff members from Pick and Pay arrived with a relatively small amount of cash and a cheque in a banking bag, the intention being to convert both into change for use in the supermarket.

3. The bag was snatched before the staff members could enter ABSA and the lady member of staff screamed which raised the alarm. 4. The “snatcher” jumped into the getaway vehicle which pulled out into Main Street and headed towards Market Square. The progress of the vehicle was somewhat impeded as is normal in Main Street as a result of which two local residents caught up to the vehicle on foot, one of whom opened the back door of the vehicle and pulled the rear seat occupant out of the vehi-

vehicle. b. The vehicle was a brownish maroon Hyundai Accent with black tinted windows. c. The registration number of the vehicle was CSL793EC 7. It turned out that the number plates were stolen and belonged to a 1995 Isuzu double cab located in Port Elizabeth. 8. Owing to the accuracy of the description of the vehicle and information received, a campaign was mounted by SAPS on Friday night. The vehicle with stolen plates was located in Quolweni and two of the participants arrested. A BMW was also seized at the same address as certain witnesses had observed a BMW which seemed to be accompanying the getaway vehicle. Later this week I am meeting with all senior SAPS details including the Duty Officer on duty at the time of the incident to discuss the matter with them and in order to make sure that there is a clear plan of action should any similar crime be perpetrated in the CBD in future. The PBCPA is also holding a meeting to ensure that there is a clear plan of action as between SAPS and the private sector should such an event occur in future. Preliminary proposals include a dedicated cell line which will be monitored 24/7 to which to report such incidents in order to remove any communications difficulties which may exist in the current situation and ensure an immediate response in future. As usual the past weekend was the busy weekend in KwaNokuthula, as the clock is ticking and days coming closer to the local elections that will take place on the 18 of May. Politicians in all the communities are working hard to make sure that their parties are ready to win in their respective wards. KwaNokuthula the community that is mostly affected by election fever had welcomed two national leaders who came to town to encourage their part supporters to go out in numbers and vote for them. The DA welcomed its chairperson Helen Zelle at KwaNokuthula sport ground while ANC welcomed the Young Community League National Secretary Bhuti Manamela at Simunye Hall. On Saturday the ANC Youth League of Nonzima Ntwanambi branch also hosted a Rally Mayihlome Ihlasele outside KwaNokuthula Sport ground, an event that gave a platform to local artists to showcase their abilities.

Letter via the Editor PETS IN HEAVEN Sunday night at around 8pm, I heard a car, a thud then suddenly the bone chilling scream from a cat. I ran out my gate to find a ginger cat lying in the road, screaming in pain. I managed to flag down the vehicle coming down the road which happened to be a police van with two men from George who were very helpful. While I was trying to keep the cat calm the police officers were trying their best to call PAWS and finally managed to contact the Robberg Vet who said he was on his way. Try and I might the poor cat took its last breath moments before the Vet arrived. This was the first “pet” death my 13 year old daughter and I had experienced. Not a pretty sight. The policemen stayed with me until the vet arrived and he informed us that the damage was in any event too great, and that nothing was to be done for the poor animal. So, to the idiot that raced down long ships, hit the cat and drove on, thank you - I certainly could not have gone another 37 years without experiencing something like that!!

DESALINATION...I have received a comprehensive report on the present situation concerning the activity of the plant. The pilot phase operations started on the 7th. December 2010 which proved that the construction of the plant and its functions were very successful with a minimum noise level. In line with the specialist recommendations, the operation of the plant was discontinued on 28 February 2011 since surface water levels in the estuary had declined to below a predetermined threshold. The estuary levels have stabilized and all monitoring devices are

all types of electrical work soundly in place. In order to reduce the potential impact on the estuary and to increase the efficiency of the plant, a new brine recycling system will be put in place. I have been assured that an adequate water supply will be operational during the festive season...Easter! To backtrack somewhat one might well ask why the original abstraction, namely from Robberg beach, was not adhered to. Close examination revealed enormous rocks a few meters below the beach surface. Furthermore the sand is too fine and prevents the necessary flow through pipes hence the move to the estuary. Should the above not prove successful during a period of time direct abstraction from the sea might be the only alternative... at a considerable cost. Rest assured that the Council and municipality are doing their best to make sure that Plett. will not be without the necessary water supply now and in future. Domestic Violence occurs when a partner is continuously hurt or abused by the man with whom she is in an intimate relationship. This person is usually her husband / boyfriend / lover. It does not simply involve a physical beating, rather research has shown that it is a far more destructive and complex experience. In her book “Behind Closed Doors”, Jan de Sousa identifies five ways in which men can abuse women. (Although this deals with women, note that men can also be victims of abuse.) Physical Abuse: When a woman is physically beaten. This involves slapping, punching, choking, kicking, black eyes and broken noses. Emotional Abuse: He makes the woman feel useless and nothing she does is good enough. He mocks and criticizes her in public. He is extremely jealous and possessive and accuses the woman of having affairs and being unfaithful. He threatens to hurt or kill her and her children. Emotional Abuse is often minimised yet it can leave deep and lasting scars. Verbal Abuse: This happens when he abuses the woman by calling her names, swearing at her and shouting at her. Site_Specific introduces Land Art to All The People of Bitou

All the people of Bitou are invited to participate in South Africa’s first-ever international Land Art celebration that will take place in Plettenberg Bay on May 28, 2011. The beauty and diversity of the natural environment, the excellent tourism infrastructure, and the strong support of existing community and conservation groups were key factors in Site_Specific’s decision to select Plettenberg Bay and Surrounds as the location for this landmark event. Local visual and performing artists and conservation groups are partnering with Site_Specific to create a lasting impact. The Kwanokuthula community of artists; the Kranshoek Griqua village stonemasons and riel dancers; the Madiba 90 tree project in New Horizons; the Eden -Addo conservancy; and the Green Ticket are among the existing initiatives that are looking to join forces with Site_Specific for this inaugural event. South African and international artists will lead outreach projects with community crafts people and learners from the Bitou 10 schools. Several local artists will benefit from mentoring during the Land Art making process taking place during the week of May 23-27th. A Thought for the Week

Our thought today is slightly different from the usual article and Scripture interpretation and is meant to make you think about what you normally hear preaching in your church. Which of the following thoughts occupy your mind most when you leave church after listening to a sermon? Read and mark them for yourself and then test them against the Scriptures. oThe awesome greatness of God? oThe love of God in Christ for you? o A feeling of guilt or condemnation? o A certain knowledge that Christ is your life? o A sense of failure and despair? o A deeper love of God? o The knowledge that you need not perform? oA sense of not measuring up to God’s standards? o Your complete acceptance by the Father? o A feeling of peace and rest in your heart? o The knowledge that Christ in you is sufficient? o A certain knowledge that God accepts you as you are? œ Was this all about Him or about me? o A deep longing for Christ to come to take us home? Have you yet come to the place where, together with Paul, you can say: "So far as the Law is concerned, however, I am dead - killed by the Law itself - in order that I might live for God. I have been put to death with Christ on His cross, so that it is no longer I who live, but it is Christ who lives in me. This life I live now, I live by faith in the Son of God, who loved me and gave His life for me." [Gal.2:19-20] If so, you will understand that the Christian life is not one where we strive to please God through self effort, either to get saved or to remain saved, but that it is an exchanged life - Christ coming to live in us. Paul understood this well and could therefore also say: "For our sake He [God] made Him [Jesus Christ] to be sin who knew no sin, so that in Him [Jesus Christ] we might become the righteousness of God." [2Cor.5:21 ESV] Therefore the message you ought to hear is summed up by Paul in 1 Cor.2:2 where he says: "For I am determined not to know anything among you except Jesus Christ and Him crucified." When this is preached you will come to realise the awesome greatness of God and His love in Christ for you; there will be no more feelings of guilt or condemnation, but the certain knowledge that Christ is your life; you will not leave with a sense of failure and despair, but with an ever deeper love of God; you will know that you need not perform and there will no longer be thoughts about not measuring up to God’s standards, but rather the knowledge of your complete acceptance

Assessment Practitioners Association

The newly launched Environmental Assessment Practitioners Association of South Africa (EAPASA) is expected to promote public interest through keeping a close eye on environmental practices in the country. The association, which was launched by Water and Environmental Affairs Deputy Minister Rejoice Mabudafhasi, will also promote and maintain the registration of Environmental Assessment Practitioners in terms of section 24H of the National Environmental Management Act, Act 107 of 1998. Mabudafhasi said her department has committed itself to put in place a system for integrated environmental impact management and assessment within the context of the principles of sustainable development. "This system will introduce a combination of initiatives and interventions, which includes introducing a framework of alternative tools and systems to enhance and compliment the current EIA system, developing and maintaining capacity, law reform and the integration of regulatory processes and coordination between organs of state. "It is our vision that this new system will address the shortcomings of the current system and optimise those aspects of efficiency and effectiveness already achieved, through both voluntary and regulated instruments being applied in the most effective and efficient manner," she said. The proposed system for registration for environmental assessment practitioners has been modelled on international best practice. Not only will professionals need to meet criteria for competence, experience and ethics, they will also need to commit to Continuing Professional Development, Mabudafhasi said. I have been informed by a reliable source that people in the informal settlements are being supplied with illegal connections to the Municipal Electricity system and paying the person connecting it R 50 a month for the privilege. Can the Municipality tell us how many of these illegal connections have been disconnected by our Municipal Law Enforcers and how many people have been prosecuted for this blatant theft or is this another case of our Municipality turning a blind eye. We referred this letter to the Municipality and received the following reply : Disconnections of illegal electrical connections were done in areas where information of this nature was brought to our attention e.g Kurland, Kwanokuthula and Bossiesgif/

Qolweni. In addition to being disconnected, consumers who have meters that were by-passed are fined, because we can trace on the pre-paid metering system that these consumers are not buying electricity (R1000 fine, R500 penalty and R56 reconnection fee). Where there are no legal connections, i.e. where we have no consumer details on record, we find it difficult to take punitive measures against the culprits. We can’t tell if there are consumers that are being supplied by others illegally unless someone reports this to us. We have however disconnected wires that were running across the streets and above roofs in areas like Qolweni and Varkplaas in Kurland. We request that people with information on these illegal activities report it to the municipality as this is not only illegal but unsafe and may lead to injuries and fatalities.
