COUNCIL CLEARS FUNDSFOR IMPROVEMENTS
$2.7M for rec fields, police and fire departments, siren, curbs, and sidewalks

The Borough Council approved a $2.7 million capital ordinance on June 11 that devotes $1.8 million to improvements for athletic and recreation fields, although the ordinance does not specify what the capital funds will be used for.
Under ordinance 24-11 that was approved 5-0, with councilman Clemente Osso absent, the $2,726,400 capital improvement ordinance funds “various improvements to and equipment acquisitions for the boroughʼs athletic fields, parks and recreation facilities. Estimated cost: $1,800,000.”
The ordinance notes that the $2.7 million appropriation shall be raised from the Capital Improvement Fund and Forfeiture Trust Fund, $2,621,400 and $105,000, respectively.
Although he voted to approve the funding, member John Ruocco noted the $1.8 million appropriation for local recreational fields— including future plans for artificial turf fields at Memorial Field— See COUNCIL on page 7

Democratic U.S. Representative Andy Kim and Republican candidate Christine Serrano Glassner topped Bergen Countyʼs Democratic and Republican Primary Election ballots for U.S. Senate on June 4, with Republican Curtis Bashaw besting Glassner.
Kim easily won his primary race against candidates Lawrence Hamm and Patricia Campos-Medina, garnering approximately 75% of the statewide Democratic primary vote. In Bergen County, he polled 40,507 votes to 3,943 for Hamm and 6,449 for CamposMedina.
Kim will face off against
hotelier Curtis Bashaw in the Nov. 5 election for indicted U.S. Sen. Robert Menendezʼs seat. Menenedez, meanwhile, has filed to run as an Independent candidate for the seat after being urged to step aside by many Democratic leaders.
Bashaw topped Serrano Glassner on statewide Republican ballots approximately 46% to 39%. Glassner had been endorsed by former president Donald Trump. Glassner topped Bashaw in Bergen County with 21,125 votes to Bashawʼs 3,782 votes.
On the Bergen County Clerkʼs Office website, the elections division has posted a 591-page districtby-district breakdown of the local Primary Election vote. Grab it via bergencountyclerk.gov.
While Pascack Valleyʼs eight local primary races featured a lack of challengers, thousands of registered voters in both parties voted
among the candidates competing to run for one open seat for U.S. Senate, now occupied by Menendez, a Democrat.
A primary election offers voters of both parties, registered Democrats and registered Republicans, a chance to choose among their partyʼs candidates who are seeking federal, state, county, and local government seats. Unaffiliated, or independent, voters can declare a party at the polls on Election Day, and vote in the primary.
The candidates selected by registered Democrats and registered Republicans will oppose each other in the Nov. 5 General Election, which is a presidential election this year. At this point, it appears likely to feature incumbent Democratic President Joseph R. Biden, and his Republican challenger, former president Donald J. Trump.

tions data, 22.25% of registered Democratic voters cast primary ballots, or 55,814 of a total 250,849 voters.

DPW buildings planned for upgrade; salt shed at WCL?

Under pressure to move DPW offices and vehicle parking back to the borough by yearʼs end— when their lease expires—borough officials said plans are underway to assess the existing four-bay DPW building to make improvements and possibly move the salt shed permanently to nearby Woodcliff Lake.
Earlier this year, following a December flood, the DPW relocated its administrative offices and light vehicle parking to two sites in Woodcliff Lake for a one-year lease of $34,000. The lease expires Dec. 31.
Officials said in early May that a detailed plan for renovations of the existing DPW buildings would likely be forthcoming. However, it was not clear when the plan might be publicly presented, officials told Pascack Press.
The council has one meeting in July and one in August.
Councilman John Ruocco told Pascack Press on June 17 that he had not seen cost estimates for “mitigating the perilous flooding risk” at the DPW site.
He said he recalled the administrator had previously said the cost of DPW site/building upgrades would be covered by American Rescue Plan (ARP) funds.
Borough administrator Mike Ghassali, also Montvaleʼs mayor, on June 11 said talks had begun with Woodcliff Lake Department of Public Works to move their boroughʼs salt shed there “just so we could have more room with the
DEP requirements.”
In the wake of Hurricane Ida in September 2021, the boroughʼs DPW lost hundreds of tons of salt due to Pascack Brook flooding. The borough has been seeking solutions to the DPW flooding issues since then, officials said.
Councilwoman Abby Lundy told Pascack Press on June 17 that no official plan for renovations has been seen by council yet, but “we have to do what we can and make the best of it (on site),” she said.
At the June 11 meeting, Councilman Justin Fox said they were getting estimates for renovations to the DPW buildings on site. Fox is chair of the town DPW Committee.
Fox told Pascack Press that leftover funds from a 2021 FEMA grant would likely be used to cover the estimated costs for building upgrades. He said an engineering report detailing whatʼs needed on site was planned for Julyʼs council meeting.
He said repairs would be done “as soon as possible” given the Dec. 31 deadline on the Wood-

cliff Lake property lease.
Ghassali said the second floor roof was recently repaired on the DPW building with four bays. He said two bays would likely be used for mechanic repairs of DPW vehicles, and that a second floor removal would be needed for raising and lowering vehicles.
He said site plans might include placing a permanent trailer for office operations on the siteʼs south side, if DEP approves.
“And when itʼs heavy rain and flooding coming, like we do every time, we have to move (equipment) to the high side,” said the administrator.
Generally, employees move DPW vehicles to the boroughʼs West Lot to avoid floodwaters.
Almost two months ago, Fox told Pascack Press that under preliminary plans, the town may modify the two existing structures on site, but all improvements were focused on keeping the DPW where it is.
He said the DPW committee and administrator are gathering costs and getting estimates and
when a more formal plan is ready, that will be presented to the mayor and council. He also declined to estimate possible costs of any future renovation plans.
Fox said that the borough has a DPW committee in place in order to discuss all possible options for dealing with DPWʼs ongoing flooding issues, and that many options were explored and discussed before they arrived back at the option of improving the current site.
He previously told us the possible solutions being suggested were only preliminary and open for discussion when a plan is presented to council.
Officials also said a recent feasibility study by Colliers Engi-
neering & Design had offered flood-proofing options with estimates that ranged so high— allegedly $2 million to $15 million—that they were a non-starter over cost.
Officials declined to release the Colliers letter that provided the cost estimates for elevating structures, ramps, parking and retrofitting the buildings.
Officials told Pascack Press there was concern residents might not understand that the estimate was preliminary and that it would not be done.

EFORETHE 1930S, road maps of the Township of Washington looked a lot different. The vast majority of todayʼs side streets did not yet exist; instead, they were covered in forest, marshes, and farmland that would not be developed, in most cases, until the 1950s.
On the south side of town, Pascack Road stopped at Ridgewood Road (next to present-day Bacari Grill) and did not meet up with Linwood Avenue. On the north side, if you were coming from the direction of Westwood, Washington Avenue stopped at Pascack Road, creating a "T” next to where Seasons is today.
In 1931, the Township of Washington took on a major project to have Washington Avenue extended west from Pascack Road to the Ho-Ho-Kus border, thereby creating a new east-west route through the region.
The photographs on this page show the portion of Washington Avenue where it crosses Van Emburgh Avenue and goes up the hill toward Ho-Ho-Kus. Van Emburgh, shown in the foreground, had already existed for many years, the path being an old farm lane named for one of the regionʼs founding families. That portion of Washington Avenue, on the other hand, was essentially an impassable wilderness.
Local men were employed in the construction, which provided some relief in those days of widespread unemployment during the Great Depression. As you can see, they had their work cut out for them. The workers felled trees using two-man saws, getting paid $4 a day for their labor.
Around the same time, Van Emburgh went from a dirt road to a paved one. One local newspaper (we cannot be sure which one, as we have only the clipping with no title) had this to say:
“For years a lowly dirt road, Van Emburgh Avenue in Washington Township is about to enter the high society of paved roads. To properly celebrate the grooming of this modest country lane for its coming debut as a modern highway, a large group of residents living along the road marked the start of construction on Thursday afternoon with a noisome ceremony.”
(That part about a “large group of residents” requires some context. About 400 people lived in the entire township at the time.)
The report continued, “The township folks roused the countryside by setting off blasts of dynamite. After all the years of being handicapped by having only a dirt road
upon which to reach the better highways, the people on Van Emburgh Avenue are happy over the prospect of enjoying a hard-surfaced thoroughfare.”

Towns gird as affordable housing law’s next deadlines

Local officials and the borough planner spent more than an hour answering questions recently about the upcoming Fourth Round of municipal affordable housing obligations that will require the borough—and other Pascack Valley towns—to meet tight deadlines starting in January 2025 to provide more affordable housing.
Most Pascack Valley towns have already begun discussing and planning for the receipt of affordable housing obligation numbers to come from the state Department of Community Affairs, and due by Oct. 20.
So far, only Montvale has said it plans to oppose meeting its future affordable housing obligations, and has asked for other towns to join its
planned legal fight.
Over 80 minutes on June 11, Planner Caroline Reiter, of T&M Associates, and affordable housing attorney Brian T. Giblin, answered questions. Reiter offered a slide show, and described the fast-moving affordable housing process that most towns will face over the next year.
Reiter said she had met several times with local officials and an affordable housing subcommittee already, noting that the new affordable law was signed in March by Gov. Phil Murphy.
The law requires the state Department of Community Affairs to calculate and provide required affordable housing numbers for most municipalities by October 20, 2024, using a formula known as the Jacobson Decision, that was adopted by the new affordable housing law.

Flags of their fathers: SAL retires military service flags
The Hillsdale Sons of the American Legion Squadron 162 (SAL162) commemorated Flag Day on June 14 by replacing five tattered military service flags (Army, Navy, Air Force, Marines, Coast Guard) at the Hillsdale War Memorial.
The flags were donated by American Legion Post 162, which played a major role in building the new memorial that honors all foreign wars in which our servicemen and women were deployed.
Together with SAL162, the post maintains the memorial “to
ensure we never forget the price paid.
“The guys were delighted to be asked by The Legion to complete this detail,” said Dennis Cesa, SAL162ʼs vice commander, who led the effort.
He added, “The Sons of the American Legion is a fully recognized national program of the American Legion. It was created so that we could pay personal tribute to the service of our fathers and relatives, ensure the past and current efforts of our military are not forgotten or ignored, and do

He said the cost-benefit analysis weighing artificial turf versus natural turf for Memorial Field was “not explained satisfactorily” and wondered “who was driving the train towards the artificial turf” at Memorial Field.
He said he would vote for it “nevertheless …because the die seems to be cast” and the capital ordinance provided items needed by other borough departments. He reminded councilors that improvements to fields and recreation facilities “was considerably less valued” in recent Planning Board surveys, than tax affordability, downtown improvements, better roads, better schools and public safety, which “all ranked above”

•$6,400 for Buildings & Grounds purchase and installation of lock-timer at Memorial Park restrooms;
• $129,000 for a Police Department sports utility vehicle and personal protective equipment.
In a later 4-1 resolution authorizing the clerk to advertise for bids for Centennial Athletic Complex renovations, should the engineer decide NJDEP approval is likely on the renovations, Ruocco was the no vote.
Ghassali told Ruocco that authorizing Colliers Engineering & Design (CED) officials to advertise for bids in advance was “not uncommon,” noting that Colliers would begin working on a bid package to possibly be advertised if NJDEP approval is received.
“Thereʼs no money spent here,” Ghassali told Ruocco.

The Westwood Free Public Library is wrapping up its Swiftie Club this summer. Open to grades 5–12, the Swiftie Club was established as a fun way to encourage young people to visit the library and participate in programs that spark their interests.
The Swiftie Clubʼs most recent meeting, June 5, discussed Taylor Swiftʼs album “Folklore.”
The final two meetings, July 3 and Aug. 7, will discuss “Evermore” and “Taylor Swift” (debut) albums respectively.
During club meetings, partici-
pants play Taylor Swift-themed trivia games such as Jeopardy and complete crafts including creating friendship bracelets and reputation picture frames. Club members discuss song lyrics and have an album-themed snack such as Hershey kisses referencing Swiftʼs song Last Kiss on the “Speak Now” album.
In an email to Pascack Press, library assistant and founder of the club, Sienna Tracy explained, “We started the Swiftie Club because of Swiftʼs growing popularity among our target age group with the Eras
Tour and re-record releases.”
She told us that the Swiftie Club began in November 2023 with a listening party for the album “1989 (Taylorʼs Version).” The group has been meeting every month since to discuss a different album theme.
The corresponding album for each month: December “Lover”; January “Reputation”; February “Speak Now Taylorʼs Version”; March “Red Taylorʼs Version”; April “Midnights” and “The Tortured Poets Department” listening party; May “Fearless Taylorʼs Version.”
Each meeting has approximately 20 participants aged 9–11. Tracy said, “We mostly see middle schoolers in attendance, with a few high schoolers here and there.”

Conlon, details numerous allegations against the board and immediate past president Michael Pontillo and current members Laura Cooper and Kristen Pedersen, all three of Westwood, who under the plaintiffʼs complaint are among her employers.
Mortimerʼs legal representatives, R. Armen McOmber, Esq., and Austin B. Tobin, Esq., of McOmber McOmber & Luber,
P.C., have alleged a series of hostile actions have significantly impacted Mortimerʼs professional and personal well-being.
We have invited a statement from the board via administrator Keith Rosado, and from those named as defendants.
The lawsuit also lists defendants referred to as ABC Corpora-
tions 1–5 and John Does 1–5, but Mortimer, in her only comments on the suit for the record in a brief conversation with Pascack Press on June 17, said these were not part of her suit.
Mortimer, of Wyckoff, seeks compensatory and punitive damages, reinstatement of employment with accommodations, and imple-
mentation of corrective actions by the board to prevent future occurrences of discrimination and harassment.
According to the complaint, the troubles began in March 2023 when Mortimer expressed her need to take medical leave for spinal fusion surgery.
Despite her documented medical condition and physicianʼs advice, Mortimer alleges that Pontillo, who also was and is Westwoodʼs police chief, pressured her to return to work prematurely— allegedly telling her “Youʼre kind of going out at a bad time”— resulting in exacerbated health issues and significant emotional distress.
Upon her return, Mortimer claims she was subjected to a hostile work environment, including being trapped and yelled at in her office by Cooper, which triggered her PTSD.
Mortimerʼs allegations further state that the board forced her onto involuntary psychiatric leave and demanded a psychiatric evaluation, actions she asserts were motivated by discriminatory animus towards her disabilities.
“Defendants brazenly violated the New Jersey Law Against Discrimination, N.J.S.A. 10:5- 1, et seq. (hereinafter referred to as the “NJLAD”) by subjecting plaintiff to an utterly intolerable and hostile work environment due to her various disabilities,” states the lawsuit.
The suit says “Defendant WRBOE launched a calculated and concerted effort to bully, harass, and intimidate plaintiff by subjecting her to disparate treatment on the basis of said disabilities. Defendants Pontillo, Cooper, and Pedersen [then board vice president] all aided and abetted in this discriminatory and retaliatory scheme against plaintiff and have only escalated such efforts after plaintiff began complaining about their unlawful actions.”
The suit alleges, “When plaintiff returned to the office, she was told by defendant Pontillo … that her performance and actions were ʻin stark contrast to the manner in which she performed [her] job in the beginning of this calendar yearʼ
(before her back surgery).”
“After plaintiff was finally allowed to return to work, the WRBOE defendants “actively impeded her efforts to benefit from reasonable work accommodations, violated her privacy by leaking her personal medical information to the public, and subjected her to significant public humiliation, emotional harm, and reputational damage,” says the suit.
It adds, “Following plaintiffʼs complaints about disability discrimination, the WRBOE defendants launched a campaign of transparent retaliation littered with unfounded scrutiny and unjustified smears attacking her character, competence, and performance when, in reality, plaintiff has, and continues to, exhibit exemplary job performance in her role as the educational leader of the Westwood Regional School District.”
Against this backdrop, the board voted to move Westwood Regional High School Principal Frank Connelly to the superintendent slot—and pro-rate his new compensation—at least on an interim basis. Then Mortimer returned to her role.
Mortimerʼs attorney pointed out in a special board meeting that she has two years left on her contract.
ʻI will consider staying on…ʼ
On Aug, 28, 2023, Mortimer wrote district families, “Today, I am announcing the fact that the board will soon secure a search firm to find a replacement for me. My resignation for the purpose of retirement will depend upon whether they find a suitable candidate for the 2024–2025 school year. I will consider staying on if they do not. I am grateful to the board for having faith in me, and my nine years of service to the district have been wonderful. This is a special place.”
A day later, Aug. 29, she told Pascack Press that taking an early retirement was long a part of her plan. “Iʼve been in education for 31 years. This position and this

Triplets celebrate 20 years of biking for cancer cure
This year marks a significant—and poignant—milestone for Kelly McCullough, Karen McCullough-DellʼAglio, and Kathy McCullough-Widmer. The triplets are riding their bikes 83 miles in the Pan-Massachusetts Challenge (PMC) for the 20th and final time, on Aug. 3 joining 6,800 other participants in this renowned event.
The sisters have been dedicated participants in the PMC since 2004, riding in memory of their mother, Ellen McCullough, who
succumbed to a rare type of cancer, leiomyosarcoma, in 2003.
Kathy McCullough-Widmer brings a personal victory to their mission as a two-time cancer survivor herself. Their resolve was further strengthened in 2023 when their aunt was diagnosed with breast cancer and subsequently became cancer-free.
The Pan-Massachusetts Challenge, established in 1980, is heralded as the nationʼs most successful athletic fundraising event. To date, the PMC has raised over
$972 million, funding lifesaving research at Dana-Farber Cancer Institute. The event's mission is to combat cancer by exploring its causes and developing more effective treatments.
Despite this being their last year riding, the McCullough sisters plan to continue supporting the PMC as volunteers. Their immediate goal is to raise $4,500, a requirement for participation in the event.

Reiter said when Emerson receives its affordable housing obligation number from DCA in October, the town can either agree with it, or come up with its own number, based on a detailed explanation as to why theyʼre using a different affordable obligation number.
Under the law, a town must adopt a binding resolution that details its total affordable housing obligation in Round 4, estimated to run through 2035.
Interested parties have until Feb. 28, 2025 to dispute or challenge the local obligation number. Following an appeal or challenge, a town must establish its total obligation number by a binding resolution of council by March 1, 2025. Disputes or challenges must be
resolved by March 31.
Following adoption of its obligation, the local Planning Board must update its Housing Element and Fair Share Plan by June 30, 2025, said Reiter. Any challenges to the housing element plan must be submitted by Aug. 31, and resolved by dispute resolution.

She said Emerson was in Region 1 that included Bergen, Essex, Passaic and Hudson counties. She said not much vacant land was available in Emerson.
She said they would be looking at the Vacant Land Analysis (VLA) “very carefully” and noted previously, some land was misidentified as vacant land that was not. She said itʼs really important that local officials get an accurate land capacity calculation.
She said Emerson is called a
vacant land community, a recognition that whatever its obligation is, Emerson does not have sufficient land to build its total obligation. She said at end of vacant land adjustment process, you get a realistic development potential, or RDP.
She said land in conservation, parkland. land on the National Register, farmlands, and environmentally sensitive lands such as wetlands and floodplains, are not counted as vacant.
After going through the VLA process and computing RDP, the rest of the obligation is “unmet need,” she said.
Previously towns only had to provide for an overlay zone to cover most of the unmet need. However, she said now the first 25% of unmet need must be addressed via specific sites and specific zoning in a communityʼs zoning plan.

Club women look to loftier heights in 2024–2026 installation
The GFWC/NJSFWC Womanʼs Club of Westwood on June 13 installed new officers for the 2024–2026 term. Susan Chambers, the 1st Vice President of the New Jersey State Federation of Womenʼs Clubs, conducted the installation with a creative puzzle theme. Each officer received a unique puzzle, symbolizing that the puzzle remains incomplete until every piece is in place.
Chambers emphasized that just as each puzzle piece is necessary to complete the picture, every member of the club is essential for its success.
“A successful club is not only comprised of its officers but also its members,” Chambers said.
“Just as every piece in a puzzle fits snugly together to create a picture, every member of this organization joins together to accomplish our

5 WAYS TO HELP PROTECT YOUR FAMILY FROM FRAUD
F rom listening to music to o rdering groceries, almost all aspects of our daily lives are connected to the Internet in some way. Nearly a third of Americans say theyʼre “almost constantly” online, with 81% using the Internet at least once a day.
But our always-connected nature can come with risks: The FBIʼs Internet Crime Complaint
Center averages more than 900 complaints a day; the center recorded $2.71 billion in victim losses in 2019.? Here are some ways you can help protect your family online.
1. Learn to spot imposter scams. Have you ever received a call, text, or email purporting to be from your credit card provider r egarding suspicious activity detected on your account? It could be a scammer trying to convince you to share sensitive information that would enable them to access your accounts.
Increasingly, these criminals
may be able to spoof caller ID or an email address so it appears they are legitimate. When in doubt, do not respond. Instead, alert your provider about the suspicious communication. Learn more about how to spot common scams at.wellsfargo.com/scams.
2. Manage and monitor your credit. If your data has been compromised through a security breach, consider placing a fraud alert on your credit file with the three major credit bureaus. Visit consumer.ftc.gov/features/feature-0014-identity-theft for more information on identity theft pre-
vention tips and resources you can share with your family. Make a habit of reviewing credit reports for you and your child at least once a year. Look for unauthorized accounts that may have been opened in your names.

3. Limit what you share on s ocial media. T hieves scour social media profiles for clues to s ecurity questions, passwords, and other information that could help them impersonate potential victims online.
First, set your profiles to private—and encourage your family members to do the same. Also, restrict your social media contacts to people you know personally.
Finally, watch what information you disclose. Revealing too much personal information in your social profiles can put you at greater risk of identity theft, especially if your bank or other companies use that information to verify your identity.
4. Protect your home network. Create a strong password for your wireless network in your home. Consider using a unique phrase with a mix of letters and numbers. Avoid using any part of your email address or information shared on social media, like the name of your pet, favorite movie, or anything else someone could easily guess. When you are configuring your router, the Department of Homeland Security rec-
ommends choosing the Wi-Fi Protected Access 2 (WPA2) Advanced Encryption Standard (AES) setting, which is the strongest encryption option.?

Led by director Candice Carlisle, Adventure Camp takes participants to various off-site locations. This program is designed to teach incoming kindergarten children about types of safety behavior. I have served the WWRSD to the best of my ability for almost a decade, and I truly believe that I possess the needed historical knowledge to lead the new hires in their roles and

We are finishing the first year of a three-year strategic plan, working to improve student achievement, and putting systemic measures in place to improve our overall educational environment. I intend to lead the district through this process, which will have real and ascertainable benefits to all of our students.”
On May 31, 2024 Mortimer wrote, “Please know I continue to eagerly serve as the superintendent in our school community. The high schoolʼs graduation is my favorite event of the year. I love the excitement, our beautiful field at sundown, the raising of the large American flag, and seeing everyone so happy.”
She said, “I also look forward to when our fine athletes are back on our high school fields early in the morning in mid-August. That is the first signal that school is about to start.”
Mortimer reflected, “I have seen a lot in my close to 10 years in the district. My dedication, professionalism, and work ethic are

An update on the board website from Feb. 16, 2024, Progress of Candidate Interviews, is still live. It says, “During the week of February 5, the Board interviewed eight impressive candidates for the position of WWRSD Superintendent of Schools. Given the level of talent and enthusiasm of the slate of candidates, the Board made the difficult but unanimous decision to advance four candidates forward for second interviews, which will be conducted during the last week of February.”
The statement said, “Our search process comprises three rounds of interviews, and we intend to hold final interviews in early March. We are on-track for a July 1 start date. Please continue to check this page for more updates on the process. As always, thank you for your continued support.”

In “New superintendentʼs five-year contract: $242K in 2022;
$262K in 2026” (Feb. 5, 2022, Michael Olohan), we reported that the new five-year contract signed by the Westwood Regional School District with Mortimer provides $242,500 in base salary for 2022 and more than $262,000 by the fifth year of service in 2025–2026.
Mortimer was hired Jan. 27, 2022 by a 6-1 vote, after having served six months as acting superintendent following the departure of Ray Gonzalez that summer. She drew praise for hitting the
ground running as remnants from Tropical Storm Ida damaged Washington Elementary School over Labor Day Weekend 2021, necessitating student and staff relocations while repairs were made.
More recently, she has apologized for a pair of false alarms that saw students lock down then shelter in place as police cleared the high school. She has cited technical issues with the lockdown system, later resolved.

That challenge to Emersonʼs affordable obligation number must be submitted by Feb. 28, 2025, and expected to be resolved by March 31, 2025.
Reiter said a “third party” disputing Emersonʼs affordable number could be a developer, or Fair Share Housing Center. Both Reiter and Giblin stated there were “a lot of unknowns” that could complicate the affordable housing disputes and settlements.
When asked about not meet-
ing deadlines, or opposing the law, Reiter said not meeting state-mandated deadlines for implementing affordable housing risks opening the town to a builderʼs remedy lawsuit. This would allow a developer to sue the town for not meeting its affordable obligations and be permitted to build an oversize development that provides affordable units that would not be subject to any local zoning laws.
Pressed by a resident on what possible land might be available for affordable units in Emerson, Mayor Danielle DiPaola said the governing body was “not interested” in adding more housing along Kinderkamack Road. She said they had looked at areas of town where
affordable units might be appropriate without impacting traffic, single-family homes, and not “put a burden on the people that are living and working here now.”
Officials said that residents could not get preference for an affordable unit as that was not allowed by law. If qualified, their name would be added to a lottery drawing along with all other qualified low-income applicants for the available affordable units.
As an example, Borough Administrator Rob Hermansen said recently that 3.612 qualified applicants were competing in a lottery for two local affordable apartment units that had become available and were advertised.

WFD responds to 23 emergency calls in May
Under the leadership of Fire Chief Brian Kronewitter, the Westwood Fire Department responded to 23 emergency calls throughout May. Notably, none of these calls resulted in significant fires within the borough.
In addition to these emergency responses, the department engaged in eight training sessions and two maintenance nights, racking up more than 430 volunteer hours.
Inter-Departmental Assistance:
The Westwood Fire Department provided mutual aid to neighboring communities on three occasions:
• Assisted the Emerson Fire Department.
•Supported the River Vale and Woodcliff Lake fire departments.
•Westwood received assistance from the Emerson and River Vale fire departments during one
local incident.
Automatic Fire Alarms:
The department responded to eight automatic fire alarms, all of which were false alarms requiring thorough inspections:
•Two alarms triggered by cooking activities.
• Three alarms due to detector malfunctions.
•Two alarms with no identified cause.
Gas Leak Investigations:
Firefighters addressed five reports of natural gas smells or leaks, with the following outcomes:
• A stove burner was left on at a borough residence.
•Slight gas readings detected at three locations, leading to immediate gas shutoff.
•No gas readings found at one location.
These incidents were subsequently handed over to Public Service Gas Company for further investigation.
Additional Incidents:
•Light smoke from cooking, managed with ventilation fans.
•A motor vehicle crash necessitating the use of the “Jaws of Life” to assist emergency medical personnel.
•A sparking and smoking outdoor light fixture, isolated by the fire crew to prevent further issues.
• A reported car fire, identified as smoldering wires under the dashboard, which was safely managed by firefighters. Provided by the Westwood Fire Department. Anna Victoria Georgiadis, born Sept. 4, 1944, departed Earth on April 22, 2023. Beloved mother to twins Juliet and Phaedra Cress; grandma to Drew and Sean McGuinness; sister to Electra Neel. Predeceased by parents Dimitrios and Evangeline, and brother Nicholas Georgiadis.
With a Masterʼs of Education from William Paterson University, she was an educator then a Realtor for 30plus years in New Jersey and Florida. From hosting parties to speaking three languages, her Greek heritage infused daily life and her magnetic spirit. A life well lived surrounded by dear friends, she will be missed for all eternity.

Eleanor Utenwoldt, 93, passed from this life to her heavenly home on Wednesday, June 12, 2024, just two days before the 50th anniversary of the death of her beloved husband, Roland Utenwoldt, who passed away on June 14, 1974.
Eleanor was born in Manhattan, N.Y., on April 30, 1931, to William and Theresa Lauterbach. She had one younger brother, William, who passed away in 2004.
Growing up in The Bronx, she graduated from Walton High School in 1949. Eleanor became a secretary, working at a publishing company and then Eastman Kodak.
She met the love of her life, Roland, at a New Yearʼs Eve party and they married on July 10, 1954. She loved to reminisce about their newlywed days living on Bleeker Street in Greenwich Village. They settled in Woodcliff Lake, where they raised their two children.
Eleanor is survived by her son Roland Mark Utenwoldt of Westwood, her daughter Karin Bar and husband Greg of Centerville, Mass.; her grandchildren Bethany Hofmann, Jordan Bar, Erich Utenwoldt, and Kurt Utenwoldt; and great-grandchildren Conor and Sophia Hofmann and Britton Bar. She was very pleased to recently learn that a fourth greatgrandchild is on the way!
She is also survived by her beloved sister-in-law Barbara Lauterbach of the Bronx, NY, and niece Linda Monteiro and family

Manville, R.I. She was the wife of the late Constantino Zanello for 59 years. Born in Hoboken, she was the daughter of the late John and Clotilde Tagliaferri. She is survived by her children Robert (Maureen) Zanello and Lucy Richardson; grandchildren Michaela Zanello, Jared Zanello, Gregory Zanello, Deanna (Michael) Bednarczyk, and Erica Richardson; greatgrandchildren Maxwell and Zachary Bednarczyk; a sister-in-law; and many nieces and nephews in the United States and in Italy. She was predeceased by her brother John Tagliaferri.
Lucy grew up in Park Ridge, where her parents ran a restaurant in their home that drew clientele from as far as New York City—including famous patrons like Frank Sinatra and his family.
She attended Park Ridge High School until her dad passed away, leaving school to help run the family business. She was introduced to her future husband during WWII by one of these customers.
After the war, they married in Italy, returned Stateside to live first in the Napa Valley in California and eventually back to New Jersey. They bought a home in Park Ridge, where they raised their family; Lucy lived there until she was 99. During that time, she made wonderful friends with many neighbors who cared for her until the very end.

Mae SMITH
Mae Smith, 93, passed away on May 26, 2024. She had been residing at the United Methodist Communities at the Shores in Ocean City for the last year.
Mae was born in Brooklyn, N.Y. in 1931. She was the third child of Dimitry and Nazira Abdelhak.
When she was 3 years old, her family moved to Park Ridge. Mae attended Park Ridge High School, graduating in the Class of 1948. She was a cheerleader, and she served as class secretary her senior year. For many years she helped organize her class reunions.
Mae was predeceased by her parents and her siblings, Eleanor Cochran-Heil, Edmund Abdelhak and Jeanne Lazelle.
She is survived by her husband, her children, Donna (Grant), Mark (Lois), Lori (Jim), her grandchildren, a great grandchild and two on the way.
A Celebration of Life Service will be held at 11:00 am on Saturday, July 13 at the Park Ridge United Methodist Church. A lunch reception will follow. There was a previous service at the nursing home for the residents and loving workers. In lieu of flowers, memorial
donations in memory of Mae can be made to the United Methodist Church in Park Ridge, or to Unicef, Save the Children or a charity of your choice.

Sandra (née Smith) Sobocinski, 82, of Hillsdale, passed away on Saturday, June 8. Sandy is survived by her beloved husband of 57 years, Dan; her three children, David (Jennifer) Sobocinski, Jill (Chris) Hanson, and Jennifer (Ben) Nelson; as well as seven grandsons: Dylan, Dawson, and Declan Sobocinki; Brett and Cole Hanson; Samuel and Lucas Nelson.
Sandy was a graduate of Colby College and a 50-year resident of Hillsdale where she and Dan raised their family. Over the years she was an active volunteer and member of the Pascack Hills PTA and the Hillsdale United Methodist Church. Although sheʼs had many roles at the church, she was most recently involved in both the food pantry and the churchʼs prayer shawl knitting group.
Sandy will be remembered at the Hillsdale United Methodist Church in Hillsdale on Sunday, June 30 at 10 a.m. All are welcome to attend. The family will hold a private memorial during their annual summer trip to say their final goodbyes.
In lieu of flowers, memorial contributions can be made in Sandyʼs name to the Helping Hand Food Pantry or to the Valley Hospitalʼs hospice or palliative care services.

Alice E. (Oddo) Schlogl, 85, of ParkRidge passed away on Sunday, May 26.She was a devout Christian, a woman of service, and a selfless wife, mother, grandmother, sister, aunt, and friend.
Alice was born in Brooklyn, N.Y. but she moved to Fairview at a young age with her parents and siblings: Philip, Helen (Loendorf), Tom, and Virginia (deceased).
She and her husband, Frank, were residents of Park Ridge for 62 years.
Alice was a caring, dedicated teacher who served the students of East Brook School (grade 6) and Park Ridge High School (English and reading) for many years.During her tenure, she was the assistant coach to the state championship girlsʼvolleyball team.She was an assistant track coach and worked on the school yearbook.
Throughout her life, Alice loved the outdoors. She enjoyed camping, hiking, gardening, golfing, and skiing with her family. She particularly loved the Adirondack Mountains of New York, where she spent time skiing at Gore Mountain and Whiteface Mountain.
Alice was a member of the Daughters of the American Revolution. She was involved in the church. She taught Vacation Bible School, attended and hosted Bible study groups, and with her husband, served as a missionary in Albania.
Alice was known for her kind, gentle spirit and her devotion to her family, especially her grandchildren. She is survived by her son Frank (Kathy Marcinak) and daughter Karen (Dave Masercola).Her youngest son John (Christine Kucharski) passed away in January. She also leaves behind her grandchildren Jake, Mike, and Alicia Masercola; Elizabeth and Megan Schlogl; and Ryan, Cortney, and Kyle (Paige) Schlogl.
Cremation was private, and the family will celebrate her life at a later date. In lieu of memorial flowers, Alice supported St. Jude Childrenʼs Research Hospital and local animal shelters.
