FAIVEGOALS. Thatʼs what were presented to the 4th Grade River Vale Ravens on the first day of practice in November 2023. After the previous season, the coaching staff knew they had a special team and, if they were able to come together, could achieve something River Vale has not done in basketball in many years.

Goal 1 was to win the three

pre-season tournaments that they participated in. The Ravens completed Goal 1 by winning the three tournaments by a combined score of 349-80.

Goal two: make the Bergen Travel Basketball League playoffs. The 4th Grade RV Ravens participated in the leagueʼs top division. Only the top four teams in each division make it to the playoffs. The Ravens went

13-1 during the regular season and clinched the No. 1 seed in the playoffs.

Goal three: host a playoff game. In winning the last regular season game of the year, against one of its toughest opponents, Paramus Spartans, the Ravens held the No. 1 seed in the playoffs and would host No. 4 seed Glen Rock in the semi-

ELECTIONS CHIEFTEASES IMPROVED FLOWAT POLLS

Says new voting machines, a possible ballot redesign have votersʼattention

To make in-person voting easier and more efficient, the Bergen County Superintendent of Elections Office is providing demonstrations of how to vote using the new Dominion voting machines in many Bergen County towns.

County Superintendent of Elections Debra Francica told Pascack Press that several voting machine demonstrations had been conducted by late March in Harrington Park and Oradell, and perhaps 15 more were planned over the next month—including Montvale and Washington Township on March 27.

In addition, she said, upcoming voting machine demonstrations were planned in Haworth on April 10 and in Emerson on April 24.

Moreover, Francica said the Superintendent of Elections office also released three videos online, and provided those videos to municipal clerks in all 70 Bergen County towns for posting to local websites and possible broadcast on community television channels.

Tree Health Check-up

Recently, Westwoodʼs beloved Copper Beech tree underwent a comprehensive health assessment, overseen by licensed tree expert and arborist Liz Stewart, in collaboration with the Westwood Shade Tree Advisory Committee, Westwood Heritage Society, and Westwood DPW. This proactive initiative underscores our commitment to preserving our natural treasures.

Why the check-up? According to Dan Zambrano, chair of the Westwood Shade Tree Advisory Committee, it was to monitor and safeguard against emerging threats such as Beech Leaf Disease; to ensure careful pruning and tree care, minimizing the risk of disease transmission; to nominate the Copper Beech as a designated NJDEP Big and Heritage Tree, recognizing its historical and ecological significance; and to estimate the age of the tree and unveil this fascinating detail during our Arbor Fest celebrations on April 24.

TOWNSHIPOFWASHINGTON

A new trial date of Friday, June 28 at 2:30 p.m. has been set by Superior Court Judge Christine Farrington for the developer of Four Seasons Marketplace retail plaza in its suit appealing the denial of its application for a 17,100-square-foot retail plaza at the Pascack Road and Washington Avenue intersection.

The date was newly adjourned from May 29.

A March 15 order from Far-

rington to the plaintiff (660 Pascack Realty LLC) and defendant (Washington Township Zoning Board) states “court-ordered mediation must be completed by the discovery end date. Ongoing mediation does not provide exceptional circumstances for a request for adjournment of trial.”

The order adds, “Contact the court for details on whether the proceeding will be held by video, or phone, or paper.” The court docket notes Jan. 3, 2025 as the current discovery end date and that the case was filed on Aug. 4, 2023 by plaintiff attorney Bruce Whitaker.

We recently reported that the originally scheduled March trial was delayed until May when ZBA attorney Louis Lamatina told the judge that the parties were negotiating to resolve the matter without going to trial.

“The additional time is requested because the parties are presently engaged in discussions toward a resolution of the matter," Lamatina wrote Feb. 16, requesting the original trial extension to Farrington. We reached out to Lamatina and Whitaker for comment but did not hear back.

After six hearings over seven months, the ZBA voted, 6-1, on

Hearing on school tax bump April 25

The Board of Education introduced a nearly $29 million preliminary 2024–2025 school budget on March 18 that will increase an average homeownerʼs property taxes by $267 yearly, said district officials.

After introduction, the budget was sent to the Bergen County Executive Superintendent of Schools for review and approval before advertising. A public hearing, and likely adoption, is expected at the Thursday, April 25 meeting at Meadowbrook Elementary School.

The total preliminary 2024–2025 budget was $28,819,606, with a general tax levy of $24,591,031 to be paid by local taxpayers.

During budget introduction, Vice President Salvatore Sileo said, “Iʼm pleased to announce the (budget) proposal was balanced while reducing the amount of budgeted funds for the upcoming school year.”

“As always, with an increase in cost for special education programs, transportation, salaries and

benefits, a sound fiscal plan was necessary and [BOE president] Mr. Saxon and I were pleased with the presentation made by the administration and how the district plans to combat these challenging and growing concerns,” Sileo said.

“As we look toward the upcoming school year, we note that the continued conservative budgeting and sound planning, the Hillsdale district will have another successful year,” Sileo added.

Sileo and Saxon thanked business administrator and board secretary Sacha Pouliot for his w work on the budget.

Pouliot told Pascack Press that the “average” assessed home was $476,107, and based on the local tax levy impact, the budgetʼs annual tax increase was $22.24 monthly, or $266.88 yearly.

Pouliot told us, “Preliminary budget submissions allow districts to submit a proposed budget for the purpose of county review. They are not final and they cannot predict how the district will fare for the remainder of the current 2023–2024 school year.”

He added, “Districts are not required to post preliminary budgets, but are required to post the districtʼs user-friendly budget within 48 hours following its approval. A presentation detailing the tax impact to the average assessed homeowner and the budget details, both for the current year and future year, will be offered at our upcoming April BOE meeting.”

Hillsdale Library acts on call for teen programs

HILLSDALE

The Hillsdale Free Public Library is excited to announce that teen programs for grades 7–12 are “back and better than ever.” Following in the footsteps of their popular adult programs, reintroducing teen programs was the next natural step.

Thatʼs according to Adult Programming Coordinator Michele Kilmurray, who tells Pascack Press, “Patrons were expressing an interest in programs specifically dedicated to the teen community, and we felt it was important to get teens active in the library with fun and interesting events.”

With an emphasis on getting the local teen community more involved, teens are invited to participate directly in choosing the programs they want to attend, including a survey about their

well into the 20th century. In the 1920s, the population was still only about 300 people. The landscape was made up of farmland, woods, and marshes. The Township of Washington was “the sticks” compared to neighboring Westwood, which had a busy downtown and nearly 5,000 residents.

In this weekʼs column, we go back 98 years to the first week of April 1926. Township of Washington officials were concerned about crime.

There seemed to be a rampant disregard for the laws of the road, with outsiders apparently viewing the rural township as primitive and lawless. There were no red lights to run in those days, but folks were speeding on the quiet country lanes and

ignoring the few traffic signs that existed.

Even worse, as the Park Ridge Local newspaper wrote, at night the roads were “infested with parking petters”—that is, young couples in cars, engaged in unseemly activities. It didnʼt help matters that the township had no street lights and was bathed in starry darkness after dusk.

The newspaper added, “The residents of Washington Township are an orderly and peace-keeping population, but outsiders seem to consider this a perfectly good place for unlawful parking and illegal speeding.”

The townshipʼs law enforcement consisted of part-time constables John Ruddell and Benton Bloomer. These men had long held their positions with neither salaries nor uniforms. There was no patrol or 24/7 officers on duty; rather, the men used their own home telephones and responded to calls as needed.

Both of them had regular jobs: Ruddell lived on Ridgewood Road and ran a riding academy; Bloomer, of Pascack Road, was a plumber.

In April 1926 the town council took a few steps to bolster law enforcement. As the senior constable, it was time for Ruddell to look the part. The town budgeted $75 toward buying him a uniform and equipment. They also added a handful of special officers. Those men did not have uniforms, but were provided with badges. All of the policemen would serve without pay, “except that when on actual duty, they will receive a minimum wage of $2 a day,” the newspaper explained. That is equivalent to $35 today.

On the evening of April 9, 1926, Constable Bloomer had been called out to Pascack Road, near the Hillsdale border, for a case of “parking petters.” An automobile had been stopped on the side of the road for some time, and someone had heard a young lady inside the car yelling for help.

Bloomer found an 18-year-old male

Scores of downtown businesses are expected to take advantage of the boroughʼs relaxed business vibe, due to a resolution council passed Feb. 20 that authorizes the use of sidewalks for retail sales, business signage, and busking for a fifth consecutive year.

Busking is the act of performing in a public space, such as a street performer or a street musician or artist, usually for gratuities.

Mayor Raymond Arroyo told us, “The pandemic literally turned dining, entertainment and shopping inside out. The reaction to indoor restrictions was an explosion of streetscape commerce, art and vibrancy that the borough continues to nurture with these [annu-

al] resolutions.”

Councilwoman Lauren Letezia told us the resolution recently passed that enables borough businesses to operate sidewalk sales and was first approved by council in 2020 and renewed every year since.

The relaxed restrictions mirror Covid-era relaxations that offered businesses flexibility to better market their stores, restaurants, and wares, Arroyo told us.

Borough Clerk Karen Hughes urged businesses to prepare for the coming outdoor sales season: “In order to take advantage of sidewalk use for retail or signage, businesses must be in full compliance with this resolution (24-78),” she wrote on borough letterhead. Be sure to read the resolution thoroughly prior to using sidewalks for retail or temporary portable signs.”

She said the borough had recently approved “extension of certain sidewalk and temporary signage uses through Dec. 31, 2024 within the parameters itemized” in Resolution 24-78.

The resolution notes insurance requirements, extent of sidewalk sales and signage, and denotes hours and locations for street artists and performers. Celebrate Westwood, a not-for-profit promoting local businesses, is responsible for coordinating all busking events and sponsors arts events and spring shopping events that draw visitors and shoppers.

Letizia told Pascack Press, “A majority of downtown businesses have taken advantage of these resolutions in some way. On each block of Westwood Ave, Broadway, Center and Fairview in the

finals.

On March 15, the Ravens hosted Glen Rock for the semifinals. Glen Rock, a difficult opponent all year for the River Vale, came into that game craving an upset. The Ravens came out on fire, outscoring Glen Rock, 27-5, in the first half.

Then it was Glen Rockʼs time to catch fire, as they roared back to get the score within five points with three minutes left of the game. The Ravens stayed composed and used the energy of the home crowd to keep them in the

game. River Vale held off Glen Rockʼs late run to win by six points.

With that win, the Ravens accomplished goal 4, which was to make it to the BTBL Championship Game.

On March 17, in the Championship Game, the River Vale Ravens played the Paramus Spartans, a team that a year prior went undefeated as third graders. The Ravens knew that this was going to be its toughest challenge yet. Before a massive crowd, mostly of River Vale supporters, the Ravens battled the Spartans.

At halftime, River Vale was leading, 17-11. Given Paramusʼscoring power, the Ravens knew this lead was not safe.

In the third quarter, the Ravens battled and gave it all they had to hold that lead. Leading by 10 in the fourth quarter, the Ravens knew they had to play smart and composed to keep the lead.

With 15 secnds left, up by 10 oints, the Ravens knew that their fifth and final Goal was about to be achieved. Holding the ball by half court, as the time ticked down, the boys knew that

all their hard work and dedication was about to pay off: 3, 2, 1, and the buzzer sounds. The Ravens are raucus This is only the fifth championship in the BTBL top division for any River Vale boys or girls team in almost 20 years. Their record for the season was 24-1.

Starters Dylan Pleeter, the teamʼs leading scorer; Brayden Klingele, a consistent sniper behind the line; Thomas Kabobjian, MVP of thhe championship game; Logan Noonan, steady power forward play; and Jackson Sidrow, the teamʼs leading rebounder, were steady all year.

Jack Gallione and Dylan Kal-

ish came off the bench and provided stellar defense and grittiness.

Anthony Buldo provided another point guard that could slash through any defense.

Derek Hurst was able to come off the bench and provide a spark plug with his shooting; Quinn McMorrow and Lochlann Thomson provided the muscle and played consistent defense.

Coaches Gregg Pleeter, Rich Kabobjian, and Adam Sidrow tell us their favorite moment of the year was seeing the boys celebrate after the buzzer sounded in the championship game and checking off that fifth and final goal.

officials.

Francica told us should Kim win the legal injunction against the “county line” ballots, that will be another wrinkle “that upends everything about the ballot and that will also be more of a learning curve for all the voters in the primary and general election.” She said abolishing the county l ine would affect the primary election and require a lot of work on the part of all county elections offices.

On Sunday, March 24, Democratic candidate Tammy Murphy (Gov. Phil Murphyʼs wife) dropped out of the U.S. Senate primary election race of June 4. Kim still faces at least two other Democratic challengers in the June primary.

VOLUNTEERFIREMAN’S ASSOCIATION SCHOLARSHIPS

The Park Ridge Volunteer Firemanʼs Association is again offering its Rocky Pilger Memorial Scholarship in memory of Chief Pilger and given to three current high school seniors who will be pursuing higher education in the fall.

The award is open to any Park Ridge resident graduating high school or in college and needing assistance, regardless of the school they attend.

If you attend Park Ridge High School, contact your guidance counselor. If you attend any other school, contact Mark “Cookey” Eisen at markeisen4@gmail.com for an application.

“The clerksʼcounty line primary ballots continue to violate constitutional rights of all three candidates who are suing, as well as the votersʼ rights,” said attorneys Brett Pugach, Flavio L. A judgeʼs ruling on the arrangement was expected the week of March 25, said elections

She said that although the countyʼs new voting machines can handle block-style ballots, voting machines in other counties might have problems.

“Voters are not used to looking at the (block format) ballot, so a voter may be led astray,” said Francica, noting the “county line” ballot has been used for a long time and another ballot style could be confusing to voters. She also said should blockstyle voting be approved, her new voting videos would have to be changed. “We donʼt want voters to be marginalized by this.” Francica noted five days of early voting for the primary run May 29–June 2. Generally, sample ballots are mailed out by the county clerkʼs office a week or two ahead of the primary and general elections.

The Park Ridge Volunteer Fire Department Association, or simply The Association, is composed of all active firefighters, officers, life members, and honorary members. The Association is committed to serving the community and ensuring the welfare of its members.

The Association is made up of many different committees; some focus on the serving the active side of the department while some focus on the community by funding school scholarships and sponsoring town events and athletic teams.

To be considered, all paperwork must be submitted to the PRHS guidance office, or to Eisen, at markeisen4@gmail.com, no later than this April 12.

Two of the boroughʼs largest real estate transactions are wrapping up, with the sale of 28.4 acres at 127 Summit Ave. to Veolia North America, and the boroughʼs purchase of 8.4 acres of farmland from DePieroʼs Farm moving steadily along, said borough officials.

Borough Attorney David Lafferty said March 14 that the borough was set to close on the sale of the 127 Summit Avenue property on March 15 to Veolia, while pocketing a $225,000 profit on the sale.

In addition, he updated officials on where purchasing DePieroʼs farm acreage stood.

Lafferty said at the 127 Summit Ave. closing, the borough would be reimbursed for administrative costs, appraisals and legal fees.

Veolia plans to site two water towers on the property that will increase townwide water pressure, officials previously said.

The borough bought 127 Summit Ave. in late 2022 for $4.5 million, partly to prevent any future development, and for future recreational uses, Ghassali said then.

Previously, a developer, Waypoint Residential, had proposed an active senior adult complex featuring 170 apartments, eventually reducing the proposal to 157 units, before withdrawing the application.

When it was acquired, Ghas-

sali said that the property only had about 17 buildable acres but due to wetlands, stream buffers and topography, that was also likely reduced.

Over months of talks with Veolia North America on where best to construct a water tower to help improve water pressure on the west side of town, the council approved Ordinance 2023-1544 to add “public utility facilities as permitted uses in the AH-6 (affordable housing) zone” which includes 127 Summit Ave.

At its Oct. 24, 2023 meeting, the council approved a consent resolution authorizing the public sale (auction) of property identified as 127 Summit Ave. for a minimum bid price of $4,725,000, which is $225,000 over its $4.5 million cost.

Purchasing 8.4 acres of DePieroʼs historic farm

Lafferty said the owners of DePiero Farm were currently before the Planning Board seeking site plan and subdivision approval for the sale of the property to Montvale Landscapers as well as the borough.

He said the owners were next before the board on March 19 and believed that might be the final hearing.

Last September, Mayor Mike Ghassali said that residents would soon be picking their own strawberries on a pick-your-own farm to be operated on a portion of the 8.4 acres of the former DePiero farmland if the site is acquired.

He also said it was likely other crops would be grown there,

as the borough was hoping to keep the farm operating as a faem, and would seek out other farmers interested in growing crops.

The borough plans to acquire the 8.4 acres of DePiero Farm property on Summit and Craig avenues for $5.15 million in bonds, which were approved in May, 2023.

The mayor told residents last year that local officials had formulated a plan to run the soon-to-beacquired farmland as a pick-yourown strawberry patch and to use part of it for a community garden. Ghassali told residents, “This is exciting as we will have the only pick-your-own strawberries farm in Bergen County and it will open up opportunities for farm grants to the borough in the future.”

Montvale Landscaping is also acquiring 6.5 acres of DePiero Farm property to expand its operations there.

Borough administrator

Joseph Voytus previously told us the borough hoped that the strawberry fields proposed may not come until 2025 due to a condition allowing DePieroʼs Farm and Farmstand to operate in 2024.

Voytus said one condition of acquiring the 8.4 acres will include allowing the DePiero family to operate the farm through 2024, which will mark the familyʼs 100th year of farming in Montvale.

Two other highly popular farms, Van Riperʼs Farm and Ticeʼs Farm, both based in nearby Woodcliff Lake off of Chestnut Ridge Road, sold in the mid- and late 1990s, respectively.

Van Riperʼs was converted into an A&P supermarket and mini mall in 1994. The supermarket was later turned into a Whole Foods.

In 1998, the 26-acre Tice Farms sold and was later converted into a mini-mall, Ticeʼs Corner Marketplace, and office park. No remnants of the former farms remain on the now-developed properties.

The Contemporaries of the Womanʼs Club of Westwood say theyʼre thrilled to invite their members and friends to “an unforgettable charity dining experience” —the Second Annual Progressive Dinner Party, Friday, April 12 at 6 p.m. in downtown.

The night will conclude with the group together again at Five Dimes Brewery.

“Just as weʼll be moving though Westwood, we thank our local sponsors who also assist with moving: Coldwell Banker of Pascack Valley, DeLuca Family Agency–M.C.D.M. Insurance, and a newly ʻmoved to Westwoodʼ

Skip Kelley Memorial Outing Sept. 12; scholarships open

The Skip Kelley Memorial Outing will be held on Thursday, Sept. 12 at Valley Brook Golf Course, with breakfast beginning at 7:30 a.m. and a shotgun start beginning at 8:30.

The cost will again be $720 per foursome and/or $180 per golfer.

T he Outing, renamed last year in honor of one of its cofounders who gave Westwood a lifetime of municipal service, will again be run using a Scramble and Shotgun format.

WCGO Scholarship Applications Available to Westwood Resident High School Seniors

Although its legal name remains the Westwood Charity G olf Outing, the Outing has raised more than $125,000 for charities for the past 28 years. During the first 10 years, proceeds went to local charities.

Then in 2007, the WCGO Scholarship Committee began giving its proceeds to the WCGO Scholarship Fund, offering scholarships to Westwood resident high

school seniors, thus assisting Westwoodʼs future leaders.

This year, the WCGO Scholarship Committee is offering three $2,000 scholarships to three Westwood resident senior students who are very talented, and the assistance for college would really help them and their families.

The scholarship-winning students may come from Westwood High School or one of the private high schools in the area to which Westwood residents attend. To

date, 36 recipie nts from six h igh schools have been awarded W CGO scholarships.

If you would like a scholars hip application, you may find them in the clerkʼs office at the Westwood Municipal Center, in the Recreation Department at the Westwood Community Center, or on

the Borough of Westwood website.

You also may request a scholarship application at westwoodcgo@gmail.com, or ask your guidance counselor for a copy.

If you have any other questions, write to: WCGO Scholarship Committee, 37 Goodwin Terrace, Westwood, NJ 07675.

The deadline for scholarship applications to be received and reviewed is April 30, 2024.

1899 Horse Blanket $5 note unique, powerful

Good morning, Jon,

The photos I've sent off to you are of what we believe was a $5 bill that my mother might have overlooked when she sold off my late fatherʼs collection of antique American money. Dad assembled quite a collection over many years. After my mom died last year, we emptied her safety deposit box, and this was in an old yellow envelope. This bill is in mint condition, still tight or crisp, as they say. Whatʼs your impression?

Senior appraiser Jon Felz of R.Z.M.Fine Arts & Antiques Inc. answers yourquestions on fine art,American coins, and great antiques.Send your questions and photos to rzmantique@aol.com

Hi, Susan, Youʼve got a Beautiful Series 1899 Horse Blanket Five Dollar Silver Certificate Note. Allow me to tell you about the powerful engraving of Running Antelope, Chief of the Oncpapa Lakota Sioux Indians. This was the only time a Native American image was used as the central design on any United States currency. The central vignette of Running Antelope is highlighted by the vibrant

Jon Felz: “This note is the perfect blend of United States history and beautiful period artwork to form an interesting American artifact…”

blue seal and a large “V” denoting the noteʼs denomination.

When this note was issued it caused controversy: the headdress Running Antelope is pictured wearing was for a Pawnee chief. Apparently, the engravers at the U.S. Mint did not know the Lakota and Pawnee were bitter enemies. Evidently the correct headdress would have been too tall for the engraving plate.

Your note is one of my favorite pieces of American cur-

rency, and one of the more popular of all time. Maybe this is why your mother held on to it. Itʼs the perfect blend of U.S. history and beautiful period artwork to form an interesting American artifact.

The note appears crisp, clean and damage-free, with nice square corners. Wonderful vibrant colors throughout. No staining or dirt. It should be professionally graded by a third party. If this note grades as excellent uncirculated the market value is $3,500.

A note of this quality should be sold only through an auction house specializing in United States currency. I can supply you with the names of the two best in the country. Thank you for sharing such an important item with us.

Spring field hockey clinic sign-ups

River Vale Township and Fitness With Friends have announced an exciting opportunity for young athletes in grades K–8 with the launch of a four-week Spring Field Hockey Clinic.

Geared toward girls with a passion for sports, this clinic aims to provide a comprehensive introduction to the fundamentals of field hockey while fostering a spirit of camaraderie and fun.

Running weekly May 4–June 1, the clinic promises a dynamic curriculum blending coach-led instruction, live games, and engaging activities. Participants will delve into the essential skills of field hockey, including stick handling basics, dribbling techniques, passing strategies, and the art of shooting.

Taking place at Mark Lane Field Complex, equipped with a state-of-the-art turf field, the clinic offers a conducive environment for skill development and friendly competition. The sessions will run from noon to 1 p.m. One of the primary objectives of the clinic is to ensure

that participants not only learn but also enjoy themselves throughout the program. Structured activities, interactive games, and lively scrimmages are all integral components designed to make each session both educational and entertaining.

The cost of enrollment for the clinic is $49, making it an accessible option for families seeking to introduce their daughters to the sport of field hockey.

Organizers emphasize the importance of safety equipment, urging all athletes to come prepared with shin guards, turf shoes or sneakers, and mouth guards. Participants are also encouraged to bring water and label their belongings with their names for easy identification.

For those in need of equipment, a limited number of sticks will be available to borrow on a first-come, first-serve basis. A fully refundable deposit of $20 will be required for stick rentals, ensuring that every participant has access to the necessary gear. For more information visit rivervalenj.org

Celebrate Westwood tunes up for Music on the Avenues

Celebrate Westwood is seeking musicians and performers for the 2024 Music on the Avenues season, June 7–Sept. 7.

Performers of all ages are invited to submit an application to be considered for the fifth season of live performances on the sidewalks of downtown Westwood. Artists do not need to be Westwood residents, however, local applicants will be given priority of selection.

By designating several locations downtown as outdoor performance areas during the COVID-19 Pandemic, the Borough of Westwood enabled Celebrate Westwood to help create a safe, inviting atmosphere in which to enjoy the arts, whether for a few minutes while shopping or longer while enjoying a meal or treat outside. The program was a success and has been annually renewed and permitted each year since.

In 2023, Music on the Avenues was recognized with a Tools of the Trade Excellence

Award by Downtown New Jersey (DNJ), a non-profit membership organization which believes that downtowns reflect our communities' unique identities, provide a focal point, a convenient local

place of commerce, and offer a sense of place where people can gather and truly be a community.

Celebrate Westwood agrees wholeheartedly with these sentiments and with the importance of local businesses within the fabric of our community, and as such, created BIZhub in 2023.

BIZhub is a networking and

information sharing committee for local business owners and operators. Since its creation, BIZhub has grown to include more than 75 members with monthly events and meetups.

Music on the Avenues is sponsored in part by BIZhub and serves as one of Celebrate Westwood's signature low-cost, high-

impact events. The series spans across fourteen weekends in the warmer months, serving to enhance local economic vitality by encouraging residents and visitors to stroll a little further, linger a little longer, and spend a little more time downtown.

Several musicians have returned for multiple seasons, finding the program worthwhile for their enjoyment, pocketbooks, and musical aspirations. Moreover, some participating artists have received offers to play at local establishments.

Westwood Councilmember

Beth Dell said in DNJ's 2023 statement, “The restaurants and merchants have been so pleased with the very positive results, and community members look forward to this summer program that brightens the days and nights of downtown Westwood for all!”

Program and application details can be found at celebratewestwood.org/music-on-theavenues The application is live, with a rolling deadline.

DR. KAPLAN: Less sleep means more stress — call me today!

Getting a good nightʼs sleep is directly related to improving memory and reducing anxiety and stress levels. The body enjoys g etting seven hours of sleep in the summer and eight hours of sleep in the winter. Children need more sleep than adults, so put them to bed earlier.

There are many steps that you can take to start improving your sleep immediately. The first is to stop watching television, going on social media, and browsing the internet at night.

Another way of describing the stress that bad news causes is called the fight or flight mode. We see this with patients with a history of physical trauma, emotional stress, and biochemical exposure. This will cause a certain wiring of the brain that will interfere with the circadian rhythms that control your sleep.

To get out of fight or flight, you must rewire your brain through neuroplasticity, which is like going to the gym to get stronger.

Stop eating at night. If your last meal is at 6 p.m. and you do not snack at night, you will improve sleep, increase energy and decrease anxiety. We eat to gain energy for our daily activities. Eating at night may result in it being more difficult to fall asleep quickly, and even worse, more difficult to stay asleep throughout the night.

Additionally, a very easy strategy to help with sleep is to take a walk outside during sunset. The brain will see the sun go down and realize it is almost time for sleep. When you get back to the house, dim all the lights as well so all the bright lights do not trick the brain into thinking it is daytime.

Patients always that after they start following these rules, they will also lose excessive body fat. If you decrease cortisol production at night, you will lose belly fat. This is a good side effect of a non-invasive therapy.

It is better to get six hours of deep sleep rather than eight hours of restless sleep. If you stop eating at night, eliminate nighttime electronic use, and perform the proper brain exercises, you will start sleeping more efficiently.

Advertiser Content

The brain is complicated and insomnia and sleeping problems need the proper attention. One of the best neurology tools we have in our office is qEEG with neurofeedback, which measures brain waves. It is noninvasive, there is no radiation, no pain, and only takes about 25 minutes to perform. If you are interested in getting this complete neurological evaluation (valued at $500) to find out how reduce depression and anxiety, while improving motivation, memory and focus using applied neuroscience, neuroplasticity, as well as hyperbaric chamber oxygen therapy, cold

laser, and neurofeedback, sign up by calling or texting (646) 2216738. The first seven people that respond can receive the brain mapping for the low price of $21.

You can also email info@kaplanbrainandbody.com.

Also, listen to my radio shows every Saturday morning at 8 on 970 AM as well as Saturday afternoon on 710 AM at 2.

I am giving a lecture in River Edge on April 30 from 6:30 to 7:30 p.m., “Boost Your Energy and Improve Your Sleep.”

This includes a free sleeping gift, drinks and snacks, and can also be seen via Zoom, or you can get the recording so you can listen to it at your convenience. It is normally $200, but the first seven people to sign up can attend for only $97 and get three free bonus seminars (that occur once a month) which cover physical exercise, nutrition, inflammation, and improving memory and focus.

Function Better, Feel Better, Live Better.

Itʼs a great benefit to have dental insurance as an employee or as an individual but it is important to understand some basic things about dental policies.

First, dental insurance is really not a fair name for many policies. Most policies should be called a limited dental benefit because of the limitations and restrictions these plans place on the treatment that they will cover.

The publicʼs perception of “Insurance” is that coverage is all encompassing and that the plan will impose very few restrictions or rules. In rare cases this may be true but in most instances the former is the case.

Insurance policies also vary in the way that they pay claims. Some plans pay set amounts, others pay percentages of guideline fees, some exclude certain proce-

dure all together and almost all have yearly payout limits and deductibles. A single insurance company may also have several different plans with widely varying coverage terms and conditions.

Dental offices which deal regularly with insurance will usually try to obtain details of a patientʼs insurance coverage prior to treatment in non-emergency cases. It is almost impossible to guarantee what exact coverage amounts will be, but by verifying coverage a close estimate can usually be obtained.

Ultimately, it is a smart idea to have some idea of what your individual plan and coverage is.

Dental office personnel can often help guide you in the right direction when there is a choice of plans available to you from your employer or as an individual to help you to decide what is best for you.

For questions about this and other dental procedures contact Dr Guller at askdrguller@aol.com or call (201) 391-5565.

RETIREMENT PLANS CAN BE SIMPLE

Editorʼs note: The following article is for informational purposes only.

If you own a small business (or are selfemployed), there are many retirement plan alternatives available to help you and your employees plan your financial future. One popular option for organizations such as sole proprietorships, partnerships, corporations, and nonprofit organizations to consider is the SIMPLE (Savings Incentive Match

Plan for Employees) Individual Retirement Account (IRA).

Unlike some retirement plans, there are specific criteria a business must meet to participate in a SIMPLE IRA plan. Here are the answers to commonly asked questions about this type of retirement plan: Can any business establish a SIMPLE IRA plan?

Self-employed individuals and employers with fewer than 100 employees may adopt a SIMPLE plan. However, the business must not maintain any other employer-sponsored retirement plan where contri-

butions are made or accrued during the calendar year in which the SIMPLE plan is effective. (This does not apply to plans that cover only union employees who are excluded from the SIMPLE plan.)

What is the deadline for establishing such a plan in order for it to qualify for the 2019 tax year?

The IRS deadline for establishing SIMPLE IRA plans for the current year is Oct. 1. Afterward, plans can only be established for the next tax year. An exception to Oct. 1 exists if the business is a newly established company and has never

sponsored a SIMPLE IRA plan. Which employees are eligible to participate in this type of plan?

An eligible employee is one who has received at least $5,000 in compensation from the employer during any two prior calendar years (does not need to be consecutive years) and who is reasonably expected to receive at least $5,000 compensation during the current year.

In the planʼs initial agreement, the employer is able to reduce the amount of compensation and the number of years required. However, there is no required participation for this plan – eligible employees can choose whether or not they want to participate and contribute.

How much can employees contribute to the plan through salary deferral?

The maximum salary deferral limit to a SIMPLE IRA plan for 2019 cannot exceed $13,000. If an employee is age 50 or older before Dec. 31, then an additional catch-up contribution of $3,000 is permitted.

What are the maximum employer contribution limits for a SIMPLE IRA?

Each year the employer must decide to do either a matching contribution (the lesser of the employeeʼs salary deferral or 3% of the employeeʼs compensation) or non-matching contribution of 2% of an employeeʼs compensation (limited to $280,000 for 2019).

All participants in the plan must be notified of the employerʼs decision.

When must contributions be deposited? Employee deferrals should be deposited as soon as administratively feasible, but no later than 30 days following the last day of the month in which the amounts would otherwise have been payable to the employee.

These rules also apply to selfemployed individuals. The employer contributions deadline is the due date of the employerʼs tax return, including extensions.

Can there be a vesting scheduled with a SIMPLE IRA?

There is no vesting schedule with this type of plan – both employer and employee are immediately 100% vested.

How are withdrawals from SIMPLE IRAs taxed?

Withdrawals from this type of account are taxed as ordinary income. However, if a participant is younger than age 59? and makes a

withdrawal within the first two years of plan participation, he or she will owe a 25% IRS penalty and ordinary income taxes on the amount withdrawn.

After the initial two years of plan participation, the 25% IRS penalty is reduced to 10% for pre 59? withdrawals. Exceptions to the 10% penalty on traditional IRAs are also exceptions to the 25% penalty for SIMPLE IRAs. Direct transfers to another SIMPLE IRA will not be subject to this penalty.

Can the assets in a SIMPLE IRA be rolled over?

Participants are able to roll over funds from one SIMPLE plan to another at any time. After two years of participation, employees may roll assets to a traditional or SEP IRA without tax penalties.

from Hackensack behind the wheel. His passenger was a 17year-old girl from Teaneck. The driver did not have a license, just a permit. Questioned, the girl said that things had gotten out of hand, and she had wanted the boy to take her back home. Her companion had failed to respond as a gentleman should, so she had screamed for help.

The kids were taken to the home of the local justice, William

Foster. By then it was midnight, and Foster was recovering from an illness, so he was already asleep. The gang drove to Westwood to see Justice E. Alan Meyer.

We surmise that Meyer was perturbed about this group showing up on his doorstep at that late hour, as he set a fine for the young man of $100. That was a hefty sum for the day, especially for an 18-year-old. It would register as approximately $1,700 in todayʼs money.

When the young manʼs father got word of this, he made an arrangement for reopening the case on Monday. Exactly what

was said between the men has been lost to time, but it must have been convincing. The $100 fine was thrown out; the young manʼs driving permit was revoked instead.

Washington Township authorities were livid about the Westwood magistrateʼs decision.

T he Park Ridge L ocal reported, “Authorities claim that the sentence, though severe in the first place, should not have been changed, and no reopening should have been countenanced.

[ The township] considers the action of the magistrate an affront to the dignity of the municipality.”

Montvale Clean-up Day April 20

Borough of Montvale: Clean up, celebrate, and get a free tree! On the morning of Saturday, April 20, the Montvale Environmental Commission hosts the Annual Montvale Clean-up Day and celebrating Montvaleʼs Arbor Day and Nationwide Earth Day.

Meet at Red Shed (across from Firehouse) on Memorial Drive. The Environmental Commission will give shirts to the early arrivers and, as a special treat for our environment, they are giving away free seedlings.

Early-arriving residents who sign-in will receive at least one small deer-resistant tree in recognition of Montvaleʼs Arbor Day.

Arbor Day is when the Borough of Montvale encourages all residents to plant at least one tree in town. If a resident does not have an appropriate property to plant a tree, they can designate the tree to be planted on Borough property, where the Environmental Commission is organzing the planting of additional trees.

Trees reduce erosion which prevents water problems, they lower our heating and cooling costs, clean our air and produce oxygen, and trees are used to produce countless wood products.

Organizers encourage anyone and everyone in the community to join them at 9 a.m. Paticipants will receive gloves and garbage bags and be directed to a location in town to help clean up.

The event runs to noon, when the garbage is hauled to the DPW building across the street from the Red Shed.

The borough thanks the following for their continued participation: Montvale Environmental Commission, Montvale Boy Scout Troop 334, Montvale Cub Scout Pack 336, Montvale Girl Scouts, Montvale Senior Club, and all th residents and groups donating their time.

For more information, visit montvale.org or call the borough at (201) 391-5700.

The savvy senior: Medicare and Social Security When You Move

Savvy Senior, Next month I am moving to a different state so I can be near my daughter and grandkids.

Do I need to notify Social Security and Medicare about the move?

—Relocating Grandma

Dear Relocating,

Yes, if youʼre a Social Security and Medicare recipient you definitely need to let these Federal agencies know when and where you move so there are no hiccups in your benefits or coverage. Hereʼs what you should know.

How to Update Your Info

If youʼre receiving Social Security retirement, survivors or disability benefits, itʼs required

that you notify the Social Security Administration when you move to ensure your deposits continue and you avoid disruptions.

Youʼll need to provide them your new mailing address so they can deliver important documents to you like your annual SSA-1099 tax form. And if youʼre switching banks or credit unions, youʼll need to update your direct deposit information by providing your new financial institutionʼs routing number and account number.

If youʼre a Medicare beneficiary, they too need your new mailing address so bills, correspondence, your Medicare Summary Notice and other statements can go to the right address.

You can update both your Social Security and Medicare contact information online by simply using the “My Profile” tab in your personal “my Social Security” account at SSA.gov/myaccount. If you donʼt have an

a ccount, you can create one online for free in just a few minutes.

Or, if you need some help or donʼt have internet access, you can call Social Security at 800772-1213, or visit your local Social Security office and they will make the changes for you.

Medicare Private Plans

You also need to know that if youʼre enrolled in original Medicare, you can move anywhere within the United States without losing coverage. But if you have Part D prescription drug coverage or a Medicare Advantage plan from a private health insurance company, and you move out of the planʼs service area, youʼll have to switch plans or youʼll face losing coverage.

Part D service areas typically are statewide or can extend to parts of neighboring states, while Medicare Advantage plansʼserv-

ice areas vary by county.

Moving out of a planʼs service area qualifies you for a special enrollment period (SEP) of at least two months to get a new plan. You may also qualify if you move within your planʼs service area and it offers options different from what you had. The enrollment timing depends on when you notify the plan.

If you tell your plan before you move, your chance to switch plans begins the month before the month you move and continues for two full months after you move. If you tell your plan after you move, your chance to switch plans begins the month you tell your plan, plus two more full months.

To shop for new Part D and Medicare Advantage plans in your new area, use the Medicare Plan Finder tool at Medicare.gov/plancompare. You can also switch Part D or

Medicare Advantage plans during open enrollment, which runs each year Oct. 15–Dec. 7 for coverage starting Jan. 1.

Medigap Plans

If youʼre enrolled in original Medicare and have a Medigap supplemental policy you usually donʼt have to switch plans if you move, but you do need to notify your provider. Some insurers let you keep the rate based on the state where you originally applied for Medigap. Others may change your premiums to coincide with their coverage in a different ZIP code.

Send your senior questions to Savvy Senior, P.O. Box 5443, Norman, OK 73070, or visit SavvySenior.org. Jim Miller is a contributor to the NBC Today show and author of “The Savvy Senior” book.

committed to practices that deescalate the toxic atmosphere in our towns. And we are committed to being the good neighbors our religious traditions teach us to be.

We write this statement with that sacred commitment at heart. These days are holy for members of the Abrahamic faiths; Christians, Jews, and Muslims. Ramadan has begun for our Muslim brothers and sisters. Soon our Christian and Jewish brothers and sisters will celebrate Easter and Passover.

We, religious leaders from throughout Northern New Jersey, are committed to ending antisemitism and anti-Muslim hatred, discrimination, and violence in our community.

In the days and months following Oct. 7, we have witnessed a proliferation of actions and

behaviors impacting the freedom, safety, and integrity of our wider community. These incidents include students finding swastika graffiti in classrooms and other school areas while family members and parents engage in an ever-escalating cycle of intimidation through words shared in person and online. We have seen friendships built over a lifetime split apart under the strain of the current crisis.

While we are strong and mutually supportive of one another, the kinds of relationships we have worked to foster in our communities since the Upper Pascack Valley Clergy Councilʼs first interfaith Thanksgiving service in 1969 have frayed over the last few months. These ongoing incidents are unacceptable and run counter to the values of our religious traditions and the respect, inclusion, and understanding we strive to cultivate throughout Northern New Jersey.

Each of our faith traditions values the life and dignity of each person. We cannot stand

idly by when human life is at stake. No one should fear for their lives and safety because of their religious or cultural identity. Children should be able to focus on their learning without worry or anxiety. Adults, neighbors, and all who call the Pascack Valley and Northern New Jersey home should feel supported and valued.

We will not always agree, or see eye to eye, but even when we disagree we can choose to love one another. May our words and actions embody the hope at the center of our Ramadan, Easter and Passover celebrations.

Free tree seedlings April 13

The Borough of Hillsdale offers free tree seedlings on Saturday, April 13 from 10 a.m. to noon at Hillsdale Train Station, Hillsdale Avenue and Broadway. (Rain/alternate location: Hillsdale Free Public Library.)

Residents and non-residents,

replant trees you lost in recent storms or add trees to your yard. Seedlings of native species will be distributed free. Hillsdale residents are encouraged to attend early. Two items max per family until the end of the event—if any seedlings remain.

This is a joint undertaking of the Hillsdale Environmental Commission and the Hillsdale Department of Public Works, supported by Community Tree Recovery, an Arbor Day Foundation Program; and the New Jersey Tree Recovery Campaign.

The Tree Recovery Campaignʼs goal of distributing over 700,000 tree seedlings to New Jersey residents over an eight-year period was met in 2020. However, trees are more important than ever because of natural disasters and invasive species that harm and destroy them.

Instructions will be available. Plant your seedlings promptly, or store them in a cool, damp location for a day or so. Seedlings need to be protected from deer predation and kept watered through the first year or two. Types of species will be updated to Hillsdale Environmental Commissionʼs Facebook on the week of the event.

CBD-SPE, and across the tracks on 3rd and Washington, and around the corner on Jefferson Avenue, Westwood businesses have quite literally taken to the streets to welcome customers.”

She added, “On sunny days, downtown visitors can expect to see tastefully designed sandwich boards announcing specials and inviting customers, small sales racks displaying merchandise at retail shops, or bistro tables set for hungry customers.”

Letizia noted that, “What began as a stopgap to help businesses stay afloat amidst pandemic-related gathering and indoor dining restrictions ended up making Westwood an even more inviting and lively destination, and the Westwood Council recognizes that.”

She said, “The business owners and patrons have been equally receptive to their annual renewal. Itʼs important to note that while the resolutions expand the area in which businesses can operate— and do so in a way where closing streets, disrupting traffic, or taking up valuable parking stalls is not required—there are parameters which require participating locations to register with the borough, keep sidewalks passable within ADA and public safety requirements.”

Letizia, also a longtime Celebrate Westwood volunteer, told us that the nonprofit business advocacy group has big plans for this year.

She said Celebrate Westwood “is looking forward to the return of Music on the Avenues, which, through this same resolution and permission of the governing body, brings local musicians to the downtown sidewalks every Friday and Saturday June 7—Sept. 10.

been recognized by Downtown New Jersey for its creativity and is in its fifth season. Additionally, she said, ʻArts in the Parkʼis scheduled for Saturday, June 8 from noon to 4 p.m., with applications now open for local artists.

She said Arts in the Park was “not a craft fair such as the ones often hosted by PJ Promotions, but an open air gallery with interactive booths, live music, and art for enjoyment and purchase.”

She noted, “Additionally, Celebrate Westwoodʼs BIZhub committee [which has stepped up to fill certain functions of the nowdefunct Westwood Chamber of Commerce] will be hosting spring shopping events at various locations downtown. These Celebrate

Only two occupied homes currently remain standing on the corner lot. Three vacant, dilapidated homes previously there were demolished last summer.

She said the street busking has

Westwood events are complementary to the robust programming of the Westwood Recreation Department which hosts such favorites as the Summer Concerts in the Park and Movies in the Park which bring hundreds of local residents and visitors to Veterans Park, right downtown.”

Additional upcoming events include the Memorial Day Parade and ceremonies (hosted by VFW) and a heath and wellness fair (hosted by the Board of Health) that should also increase foot traffic to our local businesses.

Added Arroyo: “As the ʻHub of the Pascack Valley,ʼwe have documented a steadily increasing volume of traffic traveling through town, both north-south, and east-

The retail plaza was also opposed by nearby Meisten Street residents who claimed the site might increase water runoff and affect water quality in a small “unnamed tributary” of Musquapsink Brook that runs behind a half-dozen homes and between the proposed development site.

According to a consent order issued Feb. 23 by Farrington, the defendants, or township Zoning Board of Adjustment, have until May 3, 2024 to send a Brief responding to the Plaintiff, 660 Pascack Realty LLC, legal filing that alleged the townshipʼs denial was arbitrary, capricious and unreasonable.

He noted, “As the outdoor dining/commerce resolution indicates, ensuring pedestrian flow and safety are prominent in this mix of concerns.”

Sylvan Learning of Park Ridge–Montvale debuts

Sylvan Learning, the leading provider of supplemental and enrichment education for K–12 students, with more than 710 locations worldwide, has opened its newest franchise location in Park Ridge, at 184 Kinderkamack Road, Suite 1-C next to the Dunkinʼ.

Sylvan Learning of Park Ridge–Montvale is owned and operated by Michael Hazen, an attorney and former partner of a local law firm for nearly two decades.

Hazen has a second location planned for nearby Closter.

Sylvan Learning has been producing proven results for over four decades. Now, it serves as a key resource for students as they work to recover from pandemic-related learning loss. Sylvanʼs proven tutoring approach and advanced technology-based curriculum are designed to give each student a personalized, trackable plan to achieve their educational goals.

“Weʼre proud to open our doors in Park Ridge–Montvale and provide a one-stop, all-subject resource to support students through every stage of their academic journey,” said John McAuliffe, CEO of Sylvan.

“It was the right time for me to transition from a partner to a passion-driven entrepreneur, and Iʼve always had a calling in education,” said Hazen, who pursued his masters in education prior to obtaining his law degree. “Iʼve always wanted to be a local business owner, so this is a dream come true to bring this Sylvan to my backyard.”

“Whether a student needs help catching up or advancing their skillset, Sylvan is here to help. I am extremely confident there is no one

Dolores ‘Dee Dee’ SOCHA

A beloved and cherished friend, Dolores “Dee Dee” Socha, was born on July 5, 1945 in Paters on to Theodore and Jean Socha. Growing up in nearby Fair Lawn a longside her younger brother Joseph, she a ttended Fair Lawn High School.

Fo llowing her graduation, Dolores embarked on her career journey as an office clerk at Old Dutch Packing Co. Inc. in Paterson, before joining the team at R+G Produce, also in Paterson. Her life took a serendipitous turn while working at R+G Produce, where she met Tony and Phyllis Chernalis of The Market Basket. After R+G Produce sold their business, Tony extended an offer to Dolores to join The Market Basket as a bookkeeper. Embracing this new opportunity, Dolores found not just a job but a second family and a home. She devoted 35 years of her life to The Market Basket, enjoying a fulfilling career until her passing. Throughout her time there, the Chernalis family, especially her

favorite (donʼt tell anyone) Zach, b ecame her cherished chosen family, marking a beautiful chapter in her life in the Township of Washington, where she became a lifetime resident.

As a devoted godmother to Alina and Nickolas Solowjow, Dolores extended her passion for travel to include their family. Together, they enjoyed a “Shrek”t hemed holiday in Nashville, explored Chattanooga on a steam train ride, relaxed at her favored G aylord Opryland Hotel, and even toured the Jack Danielʼs Distillery in Lynchburg, humorously r eferred to by Dolores as the “hooch” distillery.

In honor of Dolores, donations can be made to Happy Tails in Paramus at HappyTailsRescueNJ.com or P.O. Box 143 Paramus NJ 07653 And/Or Bright and Beautiful Therapy Dogs at golden-dogs.org/donate or 80 Powder M ill Road, Morris Plains NJ 07950.

A Celebration of Doloresʼlife was held on Wednesday, March 13 with a funeral Mass at St. Elizabethʼs Church in Wyckoff followed by a repast at The Ridgewood Womenʼs Club in Ridgewood, where her life and legacy will be honored and remembered. Share this livestream link with family and friends who are unable to attend the Mass: saintelizabeths.org/live-streaming.
