Dogtown Resort started approximately 20 years ago

rescue for dogs. Today it still offers canine rescue as well as boarding and kenneling when dog owners travel.

Dogs come to Dogtown through a variety of ways.

They may be dogs a family needs to re-home due to a situation where the family is moving to a rental where pets aren’t allowed, they may be strays or they may come from breeders.

Usually Dogtown has about 12 dogs up for adoption at any given time. Dogs who need to

be re-homed, Manley prefers if the owner can keep them at home while she finds an adopter. “It’s amazing, I’ll post (on Facebook) the photo of a golden retriever, and I’ll get 12,000 views. If I post a pit bull, I may get 400 views,” she said about breed popularity.

“There are a number of dogs that are no particular breed that would make a great pet.”

Each week they rotate preaching.

Both the Hixenbaughs grew up in the Salvation Army. Joseph’s parents were officers. Kendra’s parents were members. “I enjoyed working in the food pantry when I was a kid. Then when I grew into a teen, the officer in charge of the youth called me her little evangelist. I invited all my friends to church, and we had a vibrant, active youth group.”

Before Kendra met Joseph, she knew his family members. “Actually, our parents were prayer partners. I met Joseph when I was a bridesmaid in his sister’s wedding. I was 16 at the time and he was 21. We really didn’t talk that much.”

However, when Kendra felt a call into the ministry and was taking classes at the Salvation Army College for Officer Training in Chicago, she met Joseph under different circumstances.

“He was acting very helpful to me when I first started my training. I found out later that he was actually flirting with me.”

Kendra is a brave soul. “On our second date, I decided I wanted to go skydiving for my 21st birthday. Joseph agreed

After her first year of training, the couple became engaged. “We were married right after I graduated from the program in 2017.

A week later we got our first ministry assignment.”

The Hixenbaughs are relatively new to Goshen. They began their pastoral duties at the church this past July. “Our church staff is small. My duties include anything that needs to be done. I can be the janitor one day and minister to senior citizens the next.”

Kendra loves working with the senior lunch program they have Tuesdays and Thursdays at the church. “After the seniors eat together, I do a short program and then we play bingo. Some of my elderly people just enjoy getting out and fellowshipping twice a week. This past December, we had 50 seniors at our Christmas program. It was fun shopping for gifts for all of them.”

Because she has a pastor’s heart, Kendra enjoys being invited into people’s lives in their most vulnerable moments. “I’ve been present with families when they’ve taken a loved one off of life support. When a baby is born, I visit. I’m there when my people are married. I have the privilege of praying with them and leading them to faith in Jesus Christ.”

Kendra is training their 3-year-old daughter Helena to love Jesus and minister to people. “Even at her young age, she helps me serve and lead in the church. The senior citizens love her.”

Calling about a comment that was made in “Leave it alone” in ‘the PAPER.’ I am really surprised the part that was published because it really does sound like a threat at the end where it says someone needs to tell her to leave it alone or she is going to be sorry. It has been my experience people like that who feel like people are causing problems for them are in denial about the problems they bring on themselves.

And if they are having problems with the landlord it’s probably because they are deadbeat tenants who don’t pay their rent on time and keep their place civilized on the outside.

Assess risks Millions of Americans have done everything that has been asked of them. They have worn masks, social distanced, been vaccinated twice and boosted. These conscientious citizens should not have to keep paying the price for the unvaccinated.

Yes, Omicron poses a major threat but we have many more ways to contain the coronavirus than we did a year ago. The vaccinated need to be allowed, even encouraged, to assess their own risks and keep living their lives.

The vaccinated have the right to proceed with their lives.

Omicron is almost certainly not the last dangerous variant we will see. This winter surge is a test of how we can and must co-exist with the COVID-19.

Study the issues

Vulgarity, greed, godlessness and drunkenness. That’s America. That’s today.

It’s sad.

Thankful I was in Goshen Hospital with COVID pneumonia and four of those days I was on VO Air which is pumping oxygen down into my lungs.

I just want to thank all of the nurses and health care workers for what they did for me. There was a traveling nurse from Mississippi, she took care of me four nights in a row. What a great job she did.

Again thank you all at Goshen Hospital for what you are doing.

Manley said Dogtown tends to get senior dogs which can be difficult to place. There is an adoption fee which helps cover expenses such as vaccinations, spay/neutering and food.

While Dogtown has space on site for dogs, Manley also has fosters who will take dogs in until they are adopted. And she’s looking for more fosters. She explained fosters help by double checking a dog’s house manners, such as making sure it is house broken and continuing with the dog’s training so it is prepared to move into a new home.

Dogtown also has volunteers who come to help with a variety of tasks especially with leash walking. Manley explained while Dogtown has outdoor play areas for the dogs, nothing beats taking a dog on a walk.

Several of Dogtown’s volunteers are dog owners whose pet has passed and they just aren’t ready to adopt a new dog yet.

Others are high school students whose teachers have required some type of civil service or community service hours. And there are those who came out to Dogtown on an employer sponsored give back day and got hooked on the dogs and Dogtown’s mission.

When it comes to re-homing a dog, Manley said, “We just try to find a responsible owner for each dog.” Her goal is to find a couch and a TV for every dog coming into her care.

She and her staff work hard to try to match the right dog with each family coming to adopt.

Those looking to adopt a dog need to fill out an application form, which includes providing a veterinarian reference along with three personal references. Manley said she checks all references when considering an adoption. If the adopter rents their home, she also checks with the landlord to make sure they allow pets. And like other rescues if the match doesn’t work, Dogtown will always take the dog back.

Hoosier artists strengthen careers through fellowships Recently, the Indiana Arts Commission announced it has awarded $204,000 to 102 creative entrepreneurs to fund arts projects around the state through the agency’s OnRamp Creative Entrepreneur Accelerator program.

Each funded project will support the pursuit of a clearly defined business goal that also supports the entrepreneur’s community.

“The projects that are taking place around the state are reflective of the diverse talents of Indiana’s creative entrepreneurs,” said Paige Sharp, IAC deputy director of programs. “This fellowship allows On-Ramp participants to grow in their career while strengthening the fabric of their community.”

Local artists who were honored with fellowships include: Idris Busari, Goshen. Busari is an independent singer-songwriter in the Afrofusion sub-genre. He has been writing songs since 1999.

He released his first serious musical work for global distribution in physical and digital form Jan. 22, 2009.

He released another body of work for global public consumption in April 2011 and his latest effort was released more than three years ago with a couple of professional created videos online to promote it. His last project took him back to Nigeria, West Africa, where he worked with a seasoned music producer in his sub-genre to make one of the bet albums in that musical space.

Detweiler is percussionist striving to create engaging performances of contemporary music in spaces where this music is not typically heard. His main work is in chamber music and solo repertoire. The goal of his work is to make contemporary music accessible and available to people who might not

Nappanee Library dedicates 100-year time capsule %\ 5$< %$/2*+ 6WDII :ULWHU At a Dec. 20 evening ceremony dedicating its 100-year time capsule, the Nappanee Public Library celebrated two centuries of library community service — one past, one yet to come.

The event, which included four speakers and a video, was held inside the library on the stairs up to the building’s original section. Contrary to traditional procedure, the metal capsule will not be buried; instead it will rest atop a wooden pedestal crafted for the purpose outside the administration office in the upper level gallery.

Julie Dykstra, library board president, introduced the dozen or so attendees to the proceedings, after which Martha Owen, Heritage Collection manager, read a proclamation by Mayor Phil Jenkins.

Teen creative writing contest winners Lindsay Graber, Rachel Titus and Damion Morillo were recognized for their entries. Lindsay, the contest winner, read her essay on the topic, “What do you imagine the world will look like in 100 years?” Rachel read her entry from the 100 words or fewer category, and Michaela Baumgartner, the library’s communications specialist, read Damion’s acrostic poem.

“It was quite a bit of work but

Gov. Holcomb awards $50 million grant The South Bend – Elkhart region consisting of 22 cities and towns in Elkhart, Marshall, and St. Joseph counties in Indiana has been awarded $50 million to support regional economic development plans across the region.

The South Bend – Elkhart region is one of 17 regions that received funding through Indiana’s Regional Economic Acceleration and Development Initiative.

“The 17 regions submitted innovative, creative and visionary projects that will result in a positive economic impact on Indiana’s future,” said Gov. Eric Holcomb.

“It took immense collaboration between communities as they put aside their own visions and worked together to present the best plan for the region. These plans will shape Indiana for generations to come and bring value to our state like nothing we’ve witnessed before. I want to thank the general assembly for having the courage and leadership to prioritize this initiative.”

Launched by Holcomb and led by the Indiana Economic Development Corporation, READI builds on the framework and successes of the Indiana Regional Cities Initiative and the 21st Century Talent Initiative, encouraging regional collaboration and data-driven, long-term planning that, when implemented, will attract and retain talent in Indiana. The $500 million READI fund was passed by legislation during the 2021 session. The IEDC awarded the maximum

grant amount of $50 million each to five of the 17 regions, including South Bend - Elkhart. Awards for the other regions ranged from $5 to 30 million.

“On behalf of half a million of us who live in the South Bend – Elkhart region, I want to thank Gov. Holcomb and the IEDC for continuing to invest in our region, not only with your dollars, but with your time and trust,” said John DeSalle, chair of the South Bend – Elkhart Regional Development Authority Board and executive engineer-in-residence, iNDustry Labs at Notre Dame.

“And congratulations to the other 16 regional recipients, this is a win for each of our regions and for the state of Indiana.”

Earlier this month, a team of South Bend – Elkhart regional leaders presented the region’s “Smart Connected Communities 2030 Plan” (The Plan) to the IEDC and members of the READI review committee. The presentation represented the final phase of the region’s READI application process, following The Plan submission in September of this year. The READI review committee, an external seven-member citizen committee, reviewed and scored the plans based on the established guidelines and against other relevant data, including historical population trends.

Considering additional public and private investments that would serve as matching funds to the READI grant, the overall

impact is significant. Based on the example projects included in the South Bend – Elkhart region’s Plan, the $50 million from the state of Indiana could generate over $461 million of total investment, comprised of 11 percent READI grant funds, 14 percent local public funding, and 75 percent private sector funding.

“This award is a prime example of the outstanding collaborative efforts that have led to immense progress for the South Bend – Elkhart region,” said Regina Emberton, president and CEO of the South Bend – Elkhart Regional Partnership. “Of course, none of this work is possible without the dedication, passion, and commitment of our community and regional stakeholders to making the South Bend – Elkhart region a prime location to live and work.”

On the heels of securing a $42 million Regional Cities Initiative grant awarded by the state of Indiana in 2015, the South Bend – Elkhart region’s shared vision catalyzed a $42 million grant from the Lilly Endowment to launch the Labs for Industry Futures and Transformation Network and associated iNDustry Labs at Notre Dame. To date, the South Bend – Elkhart Regional Partnership who also serves as administrator for the South Bend – Elkhart Regional Development Authority has helped secure over $134 million in grant funding for the region.

The regional development plans included housing, trails, broadband, childcare and wellness initiatives, workforce development programs and telling Indiana’s story to the world. The

plans enumerated a nearly 10:1 capitalization leverage ratio from private and public sources as compared to state investment.

New Paris community honors UPS driver George Doi %\ 7,0 $6+/(< 6WDII :ULWHU They started lining up in the Sunnyside Park Community Center even before the scheduled start time of 4:30 p.m. Tuesday, Dec. 28, to wish George Doi well in his retirement. Since 1988, or the last 33 years, he had been the only UPS delivery driver for New Paris and officially retired after 39 years of total service Friday, Dec. 24.

Clearly, Doi was a man of stability who created tight bonds in a small community. It was evident as hundreds stood in line patiently waiting for a chance to shake his hand, hug him or wish him the best in his retirement. At one point the line was long enough to

go outside the door.

“He knew everybody in town and he knew where to put their packages,” said Mark Grady, manager of New Paris Telephone, who helped organize the event.

Grady noted if Doi saw a car parked in town belonging to someone who lived in a rural area, “he would leave their package in the car.”

Initially the plan was to have a small carry-in dinner but Grady said those plans were changed especially after the outpouring of support for Doi on Facebook. “We decided we should do something more for him,” Grady said.

The well wishes were stopped long enough for Doi to be presented a set of vintage golf clubs

and also a monetary gift of $600 that was donated by community members. Even before Dec. 28, many had expressed their feelings by posting thank you signs in their yards or creating mem-

ory pages given to Doi at the retirement party. Several others gave him cards or even food.

A total head count of how many actually showed up at the retirement party is not avail-

able, but Grady said enough cake was made for 350 people.

Doi will eventually be replaced by another delivery driver, but, clearly, his replacement will have some big shoes to fill.

Hunting, fishing, trapping license fees increase For the first time since 2006, Indiana DNR Division of Fish & Wildlife has increased fees for hunting, fishing and trapping licenses. Commercial license fees also increase, some for the first time since the 1980s.

The increases will be applied to personal licenses starting with the 2022-23 license year (April 1, 2022 – March 31, 2023) that will go on sale in January. The fee increase does not affect licenses for the remainder of the 2021-22 li-

cense year (April 1, 2021 – March 31, 2022), even if those licenses are purchased after Jan. 1.

The new fees allow DFW to maintain core programs including habitat restoration, maintenance of public lands, scientific research and education, and expansion of other services to manage Indiana’s fish and wildlife for everyone to enjoy.

Funds will also go to the DNR Division of Law Enforcement to ensure it is equipped to provide

public safety and enforce the laws governing natural resources.

The new license prices were determined by comparing license fees among other Midwestern states and balancing the rising costs of resource management.

With the inevitable upcoming drop in temperatures across the state, Indiana Conservation Officers advise Hoosiers and visitors of the potential hazards of being on frozen lakes, ponds, rivers and streams.

It’s also important to keep a watchful eye for other people who may venture out on neighborhood retention ponds, lakes and other waterways and find themselves in trouble.

Every winter, thousands of Hoosiers safely enjoy fishing, skating, hiking, or just sliding around on frozen ponds and lakes. And every year, people drown after falling through ice.

Don’t let this happen to you or yours.

Similar to driving differently on snowy versus clear roads, being able to safely have fun on ice may require adjusting from what you have done in the past.

When thinking about getting on the ice, put safety first. Believe it is thin ice unless proven otherwise.

Here are a few tips to remem-

ber when considering standing on or walking on a frozen body of water: • No ice is safe ice.

• Test the thickness of the ice with an ice auger. At least 4 inches of ice is recommended for ice fishing; 5 inches is recommended for snowmobiling.

• If you don’t know the thickness of the ice, don‘t go on it.

• Wear a life jacket or flotation coat.

• Carry ice hooks and rope gear.

• Before going on the ice, leave a note of your whereabouts with a friend or family member.

• Don’t test the thickness of the ice while alone.

• Wearing a life jacket is especially important when on ice.

If you fall through, a life jacket will keep your head above the water until help arrives.

Remember a new coating of snow, while perhaps beautiful, can make for treacherous ice conditions. Snow can serve as insulation, causing water to

freeze at a slower rate. When snow and rain freeze into ice, it is not as strong as solid, clear ice.

Another potentially dangerous situation is when you see a pet or other animal in distress on the ice. If that happens, do not go after it. Instead, contact local emergency response personnel, who are equipped to make a rescue.

A few more tips: • Some bodies of water can appear to be frozen solid but have thin ice in several potentially unexpected areas.

• Flowing water, such as rivers and streams, should be avoided when covered by a layer of ice.

• Similarly, water that is surrounded by sand may freeze with inconsistencies in the thickness of the ice.

• Underground springs, wind, waterfowl and other animals can also keep areas of ice thin.

Enjoy the winter weather but make safety a priority.

Poinsettias: Beautiful to behold, difficult to renew

Year in review at Center for Healing & Hope

The past year has been a challenging one. The community is nearly two years into a pandemic that has changed the way we live and move and have our being.

In 2021, Center for Healing & Hope remained nimble, adaptive and responsive to the needs of the community. This year its staff...

• Refined testing as waves of infection crashed and receded, performing more than 25,000 COVID tests.

• Moved to a medical office building to better serve uninsured and vulnerable patients.

• Launched the Natural Helpers program so established im-

migrants can walk alongside new immigrants.

• Added a tiny pantry behind the clinic to provide access to food and hygiene products for those in need.

• Assisted more than 600 people to get vaccinated.

• Helped 196 kids with backto-school supplies.

• Issued more than 400 GRID cards.

As CHH finishes up another unusual year, it is grateful for the ways the local community has supported its mission and feel blessed by the generosity of donors from Virginia to California, and Texas to Ontario.

Poinsettias were first introduced to the U.S. in the 1820s, and quickly became a symbol of Christmas. These popular plants are best known for their bright red foliage.

These days, you are likely to see quite a bit of variation in color, from white, to pink, to red and blue or purple, although the traditional red still makes up 80% of the market.

A native of Mexico, poinsettias are a member of the Euphorbia family of plants. Euphorbias often have a sticky white sap when a stem is broken. Rumors often circulate their time of year poinsettias are poisonous to pets and people.

That is not true. However, the sap can cause a rash, so avoid contact with your skin, eyes and mouth.

The red color on upper portions of the plant is actually a special

type of leaf, called a bract, which surrounds tiny yellow flowers. The bracts, which look like flower petals, attract insects which pollinate the flowers. Under UV light, the bracts act like a beacon to attract pollinators.

The flowers themselves are called cyathia. In recent years, we have seen changes to their shape and size as plant breeders find ways to make them pop out to our eyes.

During the past 10 years, an amazing range of colors have been concocted by plant breeders. They range from creamy white, to pink, to orange and red. You will also find unusual colored poinsettias in blue or purple shades. These are cream colored varieties that have been spray painted, giving you more options to fit into your home decor.

Sometimes, you may even see glitter on the leaves, which I assure you, is not a natural part of the plants.

While most people throw poinsettias away when leaves begin to fall after the holidays, the adventurous green thumbs among us may try to bring them back for an additional season. This takes discipline, perseverance and a space where light can be controlled, because poinsettias require a daylight length of 11 hours or less for 10 weeks to force them to change color. All it takes is one brief blip of light in that window of time, and the process is ruined. I recall seeing padlocks and signs threatening unemployment on the doors of several local greenhouses during the September-December poinsettia season.

OBITUARIES Alinda Marie Millslagle Alinda Marie “Linda” Millslagle, 70, Warsaw, passed away at 8:15 p.m. Sunday, Dec. 19, 2021, at Kosciusko Community Hospital in Warsaw.

She was born Aug. 19, 1951, in Oskaloosa, Iowa, to Robert Earl and Margaret Ann (Stuchel) VanKlaveren.

She graduated from Goshen High School $/,1'$ 0$5,( and earned her LPN degree from Illinois Cen- 0,//6/$*/( tral College. She was married on March 6, 1971, to Wayne E. Millslagle, who preceded her on Dec. 16, 2021.

She was a licensed practical nurse and worked at various hospitals, nursing homes and for Home Health Care in Illinois.

She grew up in New Sharon, Iowa, for eight years before moving to Goshen, moved to Illinois in 1971 and then moved to Warsaw in February 2020.

She attended the Vineyard Community Church in Syracuse and formerly attended the United Methodist Church in Morton, Ill. She is survived by a son, Daniel (Katie) Millslagle of Morton, Ill.; nine grandchildren; one brother, Michael (Kathy) VanKlaveren of Goshen; and three sisters, Kathy (Scott) Parker of Warsaw, Beth (Tom) Bailey of Columbus and Karen (Mark) Johnson of Goshen.

She was preceded in death by her parents, Robert VanKlaveren and Margaret Duesler; and husband.

Cremation will take place at Cremation Services of Kosciusko County, 4356 N. SR 15, Warsaw. Owen Family Funeral Home, SR 13 and CR 500N, North Webster, is in charge of arrangements.

A Celebration of Life will be held for Linda and Wayne on Saturday, Jan. 8, at the Vineyard Community Church, 7566 E. 1000N, Syracuse. The family will receive visitors at 9 a.m. followed by the Service at 10:30 a.m.

Wayne Earl Millslagle Wayne Earl Millslagle, 72, Warsaw, passed away at 6:55 p.m. Thursday, Dec. 16, 2021, at Kosciusko Community Hospital in Warsaw.

He was born March 3, 1949, in Mount Pleasant, Pa., to Eugene Sterling and Mae (Smith) Millslagle.

He graduated from South Moreland High School and attended California State University :$<1( ($5/ in Pennsylvania and Goshen College. He was 0,//6/$*/( married on March 6, 1971, to Alinda M. “Linda” VanKlaveren, who passed away three days later on Dec. 19, 2021.

He retired from DMI/Case as a welder in Goodfield, Ill. He grew up in Pennsylvania and lived in Morton, Ill., until he moved to Warsaw in February 2020.

Statewide donation effort continues for Camp Atterbury evacuees Hoosiers can still donate needed items to Afghan evacuees at Camp Atterbury at eight locations across the state.

Several Indiana National Guard armories serve as collection sites for new, donated items for Operation Allies Welcome.

The locations have changed in recent weeks, including the opening of a location in Columbus and Lafayette, to best serve the donation effort launched by Gov. Eric J. Holcomb in mid-September.

Current local collection sites include:

Department of Health partners with Purdue University Indiana Department of Health has partnered with Purdue University on a new initiative that aims to ensure Hoosiers have better access to the resources they need to improve their health.

The two-year Indiana Healthy Opportunities for People Everywhere initiative will deploy teams across the state to facilitate community-level conversations, resulting in strategies to address the factors that prevent people from living their healthiest lives. The work will examine longstanding risk factors, as well as the impact of the COVID-19 pandemic on Hoosiers’ health.

The effort is being funded by a $34.8 million grant from the Centers for Disease Control and Prevention.

“Chronic disease, food insecurity, opioids, obesity and smoking were challenges for Indiana before the pandemic, and the last

two years of isolation and treatment delays have only made them worse,” said State Health Commissioner Kris Box, M.D., FACOG. “As we amplify pandemic recovery efforts, it’s more important than ever to understand and respond to the factors that make it difficult for people to get healthy and stay healthy, such as limited access to healthcare, affordable housing, transportation, childcare, and safe and secure employment. I-HOPE will help us do that.”

During the two-year project, the teams deployed by Purdue Healthcare Advisors at the Regenstrief Center for Healthcare Engineering will collaborate with I-HOPE partners working on projects statewide, as well as with 30 Indiana counties that have been most impacted by the pandemic. The initial focus areas will include Cass, Daviess,

Elkhart, Lake and Wayne counties, then will expand to Adams, Allen, Blackford, Clark, Clinton, Delaware, Fayette, Grant, Jackson, Jay, Jefferson, Kosciusko, LaPorte, Madison, Marshall, Noble, Orange, Ripley, Scott, St. Joseph, Sullivan, Switzerland, Tipton, Vanderburgh and Vigo counties.

The I-HOPE initiative is independent of, but will complement, the work of the Governor’s Public Health Commission, established in August to examine Indiana’s public health infrastructure.

The 15-member commission is charged with analyzing the strengths and weaknesses of Indiana’s current public health system and identifying ways to improve funding and equitable delivery of public health services in the future, with a focus on legislation.

The first soil surveys the U.S. were conducted in 1899, and were conducted by men who were geologists, chemists and building engineers. None had training in agronomy.

As time went by, it became clear surveying of soils had more uses than originally intended.

Elkhart County was originally surveyed in 1916. That survey lists five basis categories of soils, and had no map of the county. The description of Elkhart County agriculture is a trip back in time, describing farms with a little bit of everything, from crops, to livestock to orchards. Land, the survey declared, averages $100 per acre.

In 1974, the Soil Conservation Service released the first modern

soil survey of Elkhart County.

This version was much more inclusive of the various uses of our soils, and was the first to compare yields expected from our various soils, giving people a way to predict how farms may vary in productivity. In fact, Elkhart County was the first county in the state to use soil productively as a part of our property assessment system.

Despite the fact soils do not change much over time, the terminology describing soils did. So, in 2002, the Natural Resources Conservation Service released an updated version of the Elkhart County survey, which matched up better with those in neighboring counties. Today, all kinds of people use the soil survey as a starting point to assess the capabilities

of our land. As a member of the county planning commission, I see the survey incorporated in the plans for housing and industrial subdivisions each month.

Land buyers will look at the soil maps to determine if a property deserves further review for such projects. And while the maps are far too general to determine a specific site for a septic system, the science that went into the categorization of soils drives the decisions for the location of field systems throughout the Midwest.

The modern surveys also include interesting facts about our community, including the formation of our soils, our climate and water resources. If you are a history buff or natural resources enthusiast, these soil surveys, both historical and modern, may surprise you with details about the community.

Indiana State Trooper saves man with AED A routine traffic crash investigation took an unexpected turn recently for an Indiana State Trooper when the man he was speaking to 75223(5 fell to the $57+85 60,7+ ground unconscious.

On Dec. 26, Trooper Arthur Smith was investigating a minor crash that had occurred at approximately 7:15 p.m., when an SUV drove into the back of an Indiana State Trooper’s car while it was stopped at the stoplight at the intersection of SR 19 and CR 26. Smith had concluded the crash investigation and began to explain the associated paper-

work when the 60-year-old driver grabbed his chest and fell to the ground unconscious.

Smith immediately rushed to his police car and grabbed his automated external defibrillator from his police car.

When Smith attached the pads of the AED to the man, the AED advised a shock was needed. After delivering the shock, Smith began chest compressions. After several compressions, the man regained consciousness and began to talk. Responding paramedics praised Smith’s quick action before transporting the man to a local hospital.

Indiana State Trooper’s cars are equipped with AEDs to be prepared for cardiac situations like this. Troopers undergo regular training on the use of AEDs and CPR as well.

Attorney General announces expanded Parents’ Bill of Rights Attorney General Todd Rokita issued an expanded version of his office’s Parents’ Bill of Rights that contains, among other new information, a fresh section on parents’ rights involving medical decisions for their children.

Labeled Parents’ Bill of Rights 2.0, it includes new information on: • How to file a civil rights claim if your student is being discriminated against; • How to better engage school boards and get documents; • How to become aware of your students’ medical rights; • How to run for school boards; and • How to opt out of your student’s curriculum.

“Hoosier parents statewide are embracing their God-given roles as primary providers of their children’s education and upbringing,” Rokita said. “So many dedicated moms and dads responded with such appreciation to our Parents’ Bill of Rights when we first released it in June, and they raised many new questions and concerns that we are honored to help address in this Parents’ Bill of Rights 2.0.”

The newly released version contains new guidance on such

issues as social-emotional learning, open access to educational records, opting out of curriculum, and filing civil rights complaints.

This edition also provides a section on parents’ rights as it pertains to medical decisions for their children, including access to student health records, vaccination requirements, and educational accommodations.

Indiana standards should reflect a holistic approach that is balanced and representative of all viewpoints and consistent with the curriculum approved by the Indiana General Assembly. Standards reflecting various civic and moral instruction must be crafted in ways that reflect equality, inclusivity, and diversity, while not maligning parents, students, and educators.

“Many Indiana teachers are committed, passionate educators who would never contemplate using classroom time to indoctrinate students into specific political ideologies,” Rokita said. “But parents have learned they must stay watchful, and they need to understand their legal rights to participate in the part of their children’s education that occurs outside the home, including in government schools.”

INDOT reminds public to reinforce mailboxes Indiana Department of Transportation is urging residents along state roads and U.S. highways to prepare their mailboxes prior to the start of winter weather.

Snow and ice removal is INDOT’s top priority during winter months. While the agency’s yellow plow trucks generally travel slower than the posted speed limit and drivers are careful to avoid mailboxes, the weight of snow thrown from plows can cause damage to mailboxes that are not properly secured or have weak supports.

Property owners are responsible for installing and maintaining mailboxes on state right of way. To mitigate possible damage, INDOT recommends placing a mailbox as far from the edge of the roadway as a mail carrier can reach.

• Avoid plastic mailboxes if possible. Some tend to shatter in cold temperatures.

If your mailbox is continually damaged or knocked down, consider changing the location, even if just by a few feet.

Fire and Ice Festival returns for First Fridays The Fire & Ice Festival, Goshen’s annual ice-carving extravaganza, returns for January First Fridays bringing nearly 30 sparkling sculptures to downtown.

A 100-year-old business in Milford and operated by three generations has been sold.

Phend & Brown Inc., which started in Milford Jan. 1, 1922, was acquired by Rieth-Riley Construction Inc. Dec. 15. The official transfer of ownership took place Dec. 31.

According to Andy Brown, secretary/treasurer of Phend & Brown, the local company will carry on the way it has and all employees will remain. “We will be a wholly owned subsidiary of Rieth-Riley,” he stated.

“After careful consideration, our family decided to consolidate with this highly respected company that emphasizes the same qualities that we have always emphasized — honesty, integrity, quality, safety, sound execution, reliability and superior customer service. Our cultures are very much aligned,” explained Dan Brown, Phend & Brown president. “We are joining two of the oldest and most reputable companies in the area.

Even better yet, we are now a part of the only company in our industry and in our market area that is 100% employee owned which provides a family feel as we embark on our next century.”

Andy Brown further stated the trend since fall has been larger corporations have been acquiring smaller companies.

“It’s going on in the industry,” he stated, adding he knows of three

larger companies who have done such acquisitions. “It’s the way the market is.

“It was inevitable,” he stated, noting there is not a fourth generation to take over the business. “The timing was right,” stressing no one is ill or moving away in the Brown family.

The new acquisition further strengthens Rieth-Riley’s operations in north central Indiana.

The joining of these two longstanding and compatible companies will provide continuity of the same high quality work and customer service their customers have come to expect.

Phend & Brown had its beginning in Milford in 1922 when a partnership was formed by Harry Phend, Ronald Brown and Roy Treesh for the purpose of building gravel roads in northern Indiana counties. At that time roads were built using horse-drawn “slip scoops,” and a man and a team of horses could be hired for $5 for a 10-hour day.

After 1924, the company continued to grow as a partnership between Phend & Brown. The company expanded into state highway work in 1930 when it was awarded a contract for 10 miles of US 31 from LaPaz to South Bend. A number of state and county projects were built by the firm during the ‘30s and ‘40s including several bridges.

During this time, the firm was joined by the two partners’ sons, Parker Phend and Robert Brown.

With this new equipment the company was able to win a number of asphalt road contracts within the state from Indianapolis north. At the same time, the company’s fleet of earthmovers and bulldozers were kept busy grading on road and airport projects in the same general area.

Phend in 1965, the company became completely owned by the Brown family. Robert Brown, second generation owner and company president, was joined in the business by three sons, Dan, Doug and Andy. With the help of a number of skilled and experienced longtime employees, the growth of the company moved continuing steadily into the third generation of owners.

Robert Brown semi-retired as president of the company in 1995, but continued to stop by the office on a daily basis, never fully retiring until his death July 16, 2017. His sons took over the operations.

Phend & Brown is a general heavy and highway construction company contracting for public highway, street and road construction and reconstruction, as well as infrastructure for private commercial and resi-

dential development. Earthmoving, asphalt and concrete pavement, drainage, sewer and water are self-performed throughout northern Indiana.

The local company owns two asphalt plants, Leesburg Asphalt Plant, 76 W. 600N; and Disko Asphalt Plant, 3394 S. 1600E, Silver Lake. They also own Leesburg Sand and Gravel at 27 W. 600N. Rieth-Riley was founded in 1916 by Albert R. Rieth and George Riley, and is a 100% employee-owned, heavy and highway construction company with 29 permanent and portable asphalt plants, several portable concrete plants and multiple related material supply resources located throughout Indiana and Michigan. Rieth-Riley specializes in public, municipal and private infrastructure construction.
