Residents are applauding a decision by the Ontario Municipal Board to reject a proposed 10-storey condo building on Yonge Street north of York Mills Road. Meanwhile, the developer plans to go back to the drawing board and return with a new plan for the site. Huron-Wendat First Nation honoured in ceremony at Driftwood Park LISA QUEEN lqueen@insidetoronto.com The long history of the HuronWendat First Nation was honoured at North York’s Driftwood Park on Saturday. The event in the Jane StreetFinch Avenue neighbourhood park included a plaque presentation and a ceremony to open the Huron-Wendat Trail. The Heritage Toronto plaques commemorate the history of the Huron-Wendat people in Toronto and Ontario, a press release from the city said. “The north shore of Lake Ontario, including present-day Toronto, was once the home of the ancestral Huron-Wendat people,” it stated. “Accomplished farmers and traders, they occupied numerous villages between 1200 and 1600, nearly always along rivers and creeks. They left behind artifacts that included remnants of their distinctive ceramic vessels, tobacco pipes, stone axes and bone tools, all of which help archeologists identify sites as being ancestral Huron-Wendat.” Elder Daniel Proteau, other Huron-Wendat Nation representatives and students travelled from Quebec to attend the ceremony,

promotes greater appreciation of Toronto’s heritage. “It’s a privilege to work with the Huron-Wendat Nation and the City of Toronto to raise awareness of that history, and it’s an honour to have representatives of the Huron-Wendat Nation with is as we do so,” he said.

Once again Dufferin Street has been named the worst road in Ontario. For the second straight year, the pothole-strewn street topped the Canadian Automobile Association (CAA) annual Worst Roads survey. The CAA made the announce Tuesday morning at the intersection of Dufferin Street and Finch Avenue in North York. Dufferin beat out Burlington Street East in Hamilton for the dubious honour, the CAA said. Four Toronto streets made the 2013’s Top 10 list including Finch Avenue West (third), Bayview Avenue (fifth) and Lawrence Avenue East (sixth). More than 10,000 respondents took part in the online poll, said South Central Ontario CAA spokesperson Faye Lyons. Lyons estimated it would cost around $2 billion a year for repairs to all the streets on the list. She said the money for the work should come not from cash-strapped municipalities but from a share of provincial gas tax revenues collected on every litre of gas or diesel purchased. The inclusion of Dufferin and Finch West on the CAA’s list comes as no surprise to local city councillor Anthony Perruzza. “There are some areas of Dufferin that are problematic and Finch has been an ugly street, always has been,”

While he supported the CAA”s call for more road infrastructure funding, Perruzza said major improvements on Finch at least should wait until the completion of a light rail transit line planned for the street and scheduled for completion by 2020. Major road reconstruction work is already taking place south along Dufferin, between Peel Avenue and Dundas Street West, which is expected to last until late in the year. City road crews are also completing sewer and road work near Finch, east of Islington Avenue, which is expected to last until late August. Nearly 90,000 vehicles travel through Dufferin and Finch according to the City of Toronto’s transportation services department.

Safety is a community concern, not an isolated one T

he spotlight is back on Toronto Community Housing Corporation (TCHC) with a recent report by Toronto Ombudsman Fiona Crean stating poor practices for evicting seniors still take place. In addition to the findings of this report – which was prompted by the death of 81-year-old Al Gosling in 2009 weeks after being evicted – TCHC has long dealt with negative press, often being associated with the stigma of being crime-ridden and unsafe. Both Mayor Rob Ford and TCHC CEO Eugene Jones have since our view vowed to fix the problem as well correct the lack of compassion Opportunities as with training for all TCHC staff to follow proper policies. But the rest exist for of the community must also get partnerships involved. Problems that exist within TCHC aren’t isolated ones but rather affect the community as a whole. Project Neighbourhood Safety, launched today by Toronto Police 11 Division, is a good example of a community working together in the city’s west end within an area that’s reported violent crime incidences in recent years. “We’ll be focusing on working with the community to resolve problems,” said 11 Division Community Response Unit Sgt. Chad Nicolle. “The difference between this project and others is that we’ll be there for the long-term in this particular complex.” With TCHC complexes existing across the city, this project, based on the concept of neighbourhood policing, can be done informally in all local communities where residents are on the lookout for any suspicious activity on a daily basis. Community members can partner with not just police but local businesses too that would also benefit from having safer neighbourhoods. Residents should also be on the lookout for those most vulnerable in society like seniors and at-risk youth. Volunteer opportunities exist across the city. Most projects begin and end, but community involvement is the true long-term fix to improve not just TCHC complexes but the surrounding community as well.

Dealing with congestion: council has options

raffic congestion is an issue that remains top of mind for Torontonians, as it will remain during the upcoming municipal election. Opinions on how to solve the problem come from every section of the political spectrum: from one-track solutions such as building subways, to menus of options presented by interest groups, all the way to laying of most of the blame at Queen’s Park’s or Ottawa’s doors. Members of the public can be forgiven if they become confused by the choices, or remain doubtful in believing that one solution will solve a problem that has been almost a century in the making. Part of the challenge in reducing congestion is due to its many causes. Its roots can be found in an original road pattern not designed for cars or current densities, and in rapidly changing demographic and commuting patterns. At the

david soknacki beyond the headlines same time we have higher expectations about the environment, on safety and the economy. Context is important as well: Toronto has traffic jams because our city is one of the most desirable places to live, the economic engine of Canada, and the home to institutions of international repute. Although arguments on congestion rapidly move to a discussion about mega-projects and money, congestion-relieving projects requiring major investment from Queen’s Park will be the responsibility of the province’s regional transportation agency Metrolinx. For Toronto Council, these decisions are now off the table. So what’s left? Lots. There remains a surprising number of tools within council’s jurisdiction that

can be used without bankrupting the city. Admittedly some ideas are undesirable. We do not want to create an environment that stunts employment growth or chases away newcomers. Other ideas are politically difficult, such as removing stop signs or traffic calming measures, or increasing speed limits. Managing motorists through tolls is still a difficult subject for a mayor, but much less so for councillors whose residents usually fall into one or the other of two sides. On the positive side there are so many ways council can help relieve congestion. For instance, it can greatly encourage development densities near transit lines or nodes. While such decisions are usually confirmed in the downtown core, governance changes are probably necessary to help make changes in the suburbs. In addition, the

city has more than 2,500 acres of virtually empty space in its hydro corridors that can be used for new busways and transit-centred development. And then there are the hundreds of smaller ideas that together will ease congestion. Examples include the optimization of traffic flows through technology, putting limits on deliveries and parking on arterial roads, separating turning lanes, building service roads, installing roundabouts and the like. While not as glamorous as advocating for new subways, the total of these decisions will make a significant difference in our lives. Better yet, these suggestions can be implemented by council, without large risks, and without further dividing residents. David Soknacki is a former City of Toronto councillor and budget chief. including them, Robinson said that has not happened to her before and she suspects it’s because she spoke out on the allegations. “I think it’s related. I think it’s related for sure, unfortunately,” she said. More importantly, residents would not have had a chance to learn and respond to the application if staff hadn’t given her a heads-up, said Robinson, who said she ran for council on a platform of public engagement. “I think the mayor should be careful when it’s related to public consultation. That public consultation piece is very important in planning, especially when you have a residential area mixed with employment lands mixed with sanctuaries and churches and schools. You have to be very careful in those neighbourhoods. Those are hypersensitive neighbourhoods,” she said. “How I feel is I think that the mayor has stepped out of his bounds, out of bounds a bit on this. It’s my area but he hasn’t done the consultation. I don’t think it reflects civic engagement or ensuring residents are in the loop as things develop and proceed. I think it’s a misstep, for sure, on the mayor’s part, to interfere with an application and not do any consultation with the residents.”

consultations. Meanwhile, Robinson said she’s been told by staff that Ford has met on more than one occasion with the applicant – at the school and at his office. While the application was only submitted to the city in April, Robinson said Ford appears to have become involved recently because he suggests the planning process is taking too long to deal with the issue. Robinson, who suggested two months is not a long time to deal with a planning application, said she suspects Ford’s apparent involvement has more to do with her speaking out about the allegations. “I think what happened is I started speaking out on the mayor’s allegations, that he needs to address it,” she said. “And this (application), the mayor didn’t get involved in this till a couple of weeks ago, a few weeks ago. My understanding is he felt planning (department) was dragging its heels.” While the mayor can address a planning application anywhere in the city, Robinson questioned why, for the first time, he hasn’t brought a local concern to her attention. While other councillors have told her Ford has gotten involved in issues he’s interested in in their wards without

While it appears Ford has been in touch with the applicant, Robinson said she and the community had been unaware of the proposal. There has been ongoing “friction” between the school and the neighbourhood over parents parking on Scarsdale and the adjacent Preakness Drive, Robinson said. Initially, the school proposed adding a place of worship to the school but has since revised the plan to say the addition would hold a recreation room. Because the application is a site plan control application, which Robinson described as the quickest way to get through the city’s planning process, she wasn’t aware of the application until alerted by city staff. “Staff brought it to my attention, which was very honorable of them to do,” she said, adding that allowed her to bring the matter to community council’s attention and now schedule community

Developer to come back with new plan >>>from page 1 impact on the community and the environment. “In light of the foregoing issues and evidence, the proposed development and amendments do not represent good planning and the board’s approval of these is not in the public interest,” the decision said. “Approval of this proposal would result in a net loss of ecosystem services and the permanent removal of (a) natural feature than cannot be recovered.” North York councillors had turned down the building last September after city planning staff warned the development would cut into an adjacent treed valley ridge, which is

regulated by the city’s ravine and natural feature protection bylaw. The building would also be significantly taller than surrounding buildings, staff said. There was significant community opposition to the project, including concerns about the impact the development would have on the 200-year-old St. John’s York Mills Anglican Church, one of Toronto’s oldest and most iconic churches, which sits on top of the valley ridge overlooking the site. After North York Community Council rejected the building, there were initially hopes developer Ire-Yonge Developers Inc., the commu-

nity and the city could reach a compromise. Although Ire-Yonge did reduce the size of the building, residents argued the development was still a threat to the neighbourhood and the environment. Ire-Yonge felt it had no choice at that point but to take its case to the OMB, Jason Pantalone, the company’s director or land acquisition and development, told The Mirror in April. This week, he said his company is disappointed by the OMB ruling but plans to come back with a new proposal. Jones said he and the community will have to see the new proposal before commenting.

Jazz festival lineup Ground breaks on Lassonde School of Engineering at York U. LISA QUEEN lqueen@insidetoronto.com If you are going to dream big, you might as well have your head in the clouds. So, it’s fitting that a cloud is the inspiration for York University’s new Lassonde School of Engineering. A groundbreaking ceremony for the new building was held Monday on the southwest side of the university beside Stong Pond where the new building will be located. The new engineering faculty aims to turn out “Renaissance engineers” who will combine an entrepreneurial spirit with a social conscience and a sense of global citizenship, York president Mamdouh Shoukri said. “It is really the engineer of the future,” he said. The new building was modelled after a cloud, a natural object that is always changing, architect Greg Woods told The Mirror. “We thought it was interesting, when we started the project, this is a brand new faculty and because the faculty was still clarifying itself, we thought it would be interesting to design a building that was out of focus and coming into focus and that’s where the idea of the cloud came in,” said Woods, with ZAS Architects + Interiors. “They ( York officials) wanted to realize an engineering building like no other. Traditionally, engineering buildings, you’re defined and confined by your discipline.

In fact, what they wanted to do was the opposite and have disciplines which merge together. And so, it lent itself to a building that we thought would be dynamic and everchanging and the idea of the cloud emerged from that.” A key feature of the building will be a double helix staircase, which is a strong, powerful idea that came out of Renaissance architecture, ZAS senior principal Paul Stevens told The Mirror. It will not only be a symbolic focus of the building but a feat of engineering, he said. The new building is expected to open in 2015. It will have academic space for the disciplines of electrical, civil and mechanical engineering.

Special emphasis will be placed on social and public areas that encourage collaboration between undergraduate, graduate and post-graduate students, faculty members and researchers. The faculty is named in honour of mining entrepreneur Pierre Lassonde, cofounder of Franco-Nevada Mining Corp., who donated $25 million towards the project to develop the engineering program and for student support. The $85 million building is also being funded with $50 million from the provincial government and $35 million from the university, including a $5-million gift from real estate and development giant Ignat Kaneff, CEO of the Kaneff Group of Companies.

Minister of Training, Colleges and Universities Brad Duguid praised York’s emerging engineering faculty as vital part of Ontario’s economic growth. “This is about building a stronger future. That is what this building is all about,” he said, complimenting the “picturesque” location of the future building. “Engineering is an incredibly important sector for our province...These kinds of projects will build that innovative workforce we need. We want these engineers to be coming from Ontario because we want Ontario to compete in that fiercely competitive global economy.” Janusz Kozinski, York’s dean of engineering, praised the weather for providing a perfect backdrop for the groundbreaking ceremony. “Perhaps it is most fitting we are having this event on a day when we have so many beautiful clouds up there because we collaborate in the clouds and our colleagues have created it for us,” he said. “Benjamin Franklin said a house is not a home unless it contains food and fire for the body and the mind. That is exactly what we are creating today. We are creating foundations for our students, who will be living their lives in this new cloud that we are creating for them.”

Toronto seeking Canadian bid to host 2017 world youth athletics championships Already set to host the 2015 Pan Am/Parapan Am Games, the City of Toronto has signalled its intention to host another major competition in 2017 – the World Youth Championships in Athletics. It’s a global track and field event for competitors 17 or younger, organized by the International Association

of Athletics Federation (IAAF). But first Toronto will have to beat out a couple of other Canadian cities who are also after the honour – Ottawa and Montreal. Toronto’s bid process is being led by Athletics Ontario and the Toronto Sports Council. Athletics Canada is slated

to hear presentations from the bid communities on Dec. 4 and then make its selection the next day. The IAAF, in turn, is expected to open the international bidding process early next year (2014) and make its decision later in the year.

The weekend shooting death of a 27-year-old man in a North York condo has been deemed a homicide. Byron Linares died of a single gunshot wound. Police are still trying to get in touch with the woman who made the initial 911 call. Police said they were called to Unit 909 at 35 Empress Ave. at 2:50 a.m. Sunday. Officers initially treated the death as a suicide because a gun was found beside the body. But police became suspicious when they received information about a car speeding away from the scene. In addition, the woman who called 911 hasn’t been identified and hasn’t come forward.

Originally slated to run until June 17, the gunsfor-cameras program was extended by nearly two weeks as a result of continued community interest – with more than 100 firearms and 4,000 rounds of ammunition turned over to police since June 3. “And we’re not done yet,” Deputy Chief Mark Saunders said Monday at a press conference announcing the Pixels for Pistols extension. “What we’re doing today is we’re launching another appeal and we’re hoping that members of the community

will be encouraged to bring any of the unwanted firearms that you may have in your possession to this program so that we can successfully destroy them.” Under the Pixels for Pistols program, all residents of Toronto who turn in a firearm to police will receive an Olympus digital camera and Henry’s Camera School of Imaging gift certificate – worth a total of $175. The process of surrendering your unwanted guns, Saunders said, is really “quite simple.” “All you have to do is contact Toronto police at 416-808-2222 and a police officer will arrive at your address and will take that firearm,” he said, cautioning the public against bringing their firearms in to a police

station or Henry’s store. “This program is designed primarily for those honest folks who have firearms legally but, for whatever reasons, no longer want to have those firearms in their

possession and are willing to render those firearms over to our amnesty program. By doing so, you will guarantee that that firearm will not get within the criminal element.” Of the more than 100 firearms so far surrendered to police since June 3, Bruce Finn, an officer with the integrated Gun and Gang Task Force, said some look to be army surplus or historical firearms brought back as souvenirs from the war (some dating back as far as the early 1900s), while others are non-restricted hunting rifles and shotguns. Like Saunders, Finn cautioned residents against keeping such guns in their possession unless safely stored. “It’s very important to take advantage of this program,” he said at Monday’s press conference. “Even if people want to keep them as a family heirloom – whether a grandfather has brought it back or

owned it – sometimes (these firearms) unexpectedly they get misplaced or lost during a move, and then they could possibly turn up in a crime scene. Let’s just get them off

the street, out of the way, and not have it tracked back to you.”

Time for Ford to at least get a driver

or years, Doug Ford has been saying that his brother Mayor Rob Ford needs a bodyguard. The events of last weekend, in which Mayor Ford was doused with a frozen drink at a public event, might be considered supporting evidence for that idea. One shouldn’t take such a dousing too lightly. As a 27-year-old yoga instructor has learned to her peril, allegedly tossing a drink in a gentleman’s face fits within the legal definition of criminal assault. The cup could as easily have been filled with a more harmful substance – or it could have been a knife, or a gun. It wasn’t this time. And the mayor and his nonsecurity staff reportedly proved more than capable of chasing the woman down, apprehending her and turning her over to the criminal justice system. It’s understandable that the mayor might have

david nickle the city been reluctant to include an actual bodyguard on his staff until now. It paints an unfriendly picture of a mayor who prides himself on personally dealing with constituents’ problems. But the time might have come to reconsider that. During his recent troubles, the mayor has availed himself of city hall security – the department that is on hand to look out for the security of City Hall itself and the safety of the public – to ensure his own comfort and safety as he moves about the building. And while so far he’s been hit by nothing worse than a frozen beverage and impertinent questions, it would be fair to suppose that he’s raised more ire than your typical mayor. Still, a bodyguard added to Mayor Ford’s staff might be more than he needs.

One addition that might be helpful, however, would be another one that his brother Doug, as well as his deputy mayor Doug Holyday have also been suggesting for many years: a driver. They raised that matter most vociferously in 2012, when Mayor Ford was photographed reading speaking notes while driving along the Gardiner Expressway. If he’d had a driver then, Mayor Ford could have studied his notes riding shotgun. A driver might also be helpful on some of the mayor’s other issues — specifically, his frequent tardiness when attending public events. And a driver might also provide the level of protection that our mayor demonstrably needs, while being prepared for various emergencies, medical and otherwise, to lend a hand.

he spring high school sports season wrapped up this month with a number of provincial championships held throughout the province. Here’s a quick recap of how North York schools fared at the championships, which are run by the Ontario Federation of School Athletic Associations (OFSAA):

wBOYS RUGBY

At the top 3/4A boys rugby championships in Ottawa, 10th ranked Senator O’Connor College School loses a close opening round game 24-19 to seventhranked Medway from London and then bows out of the tournament with a 12-0 loss to second ranked Lorne Park Secondary School from Mississauga.

wGIRLS SOCCER

At the 3A girls soccer championships in Windsor, Senator O’Connor CS didn’t make it out of their preliminary pool with a record of two ties and two losses. At the 1A girls soccer championships in Sudbury, E.S. Etienne-Brulé did not make it out of their preliminary pool with two losses and one tie.

TENNIS

North York hosted the provincial high school tennis championships at York University’s Rexall Centre June 3 to 5 and had a number of its athletes reach the medal games. Athletes compete in either of two levels – ‘open’ for provincial and national level players and ‘high school’ for recreational level players. Each of those two levels, in turn, feature

five categories – men’s and women’s singles and doubles and mixed doubles. Background Study Area 22, located in the Eglinton Avenue East and Victoria Park Avenue area, has experienced basement and surface flooding during extreme storms in the past. In response, the City of Toronto began a Schedule B, Class Environmental Assessment (EA) study in November 2011 to investigate the causes of flooding and identify solutions to reduce the risk of future flooding in the study area. Solutions to improve the quality of the stormwater runoff discharging to the East Don River have also been identified as part of the study.

Elementary school soccer: TDSB roundup The Cosburn Middle School girls Grade 6 soccer team not only won their Toronto District School Board (TDSB) championship in the top division one – they did it without allowing a single goal all year. The East York school won the championship game earlier this month 1-0 in sudden death overtime at Eglinton Flats, over Bedford Park Public School from north Toronto.
