Keeping close eye on North York dam Black Creek among areas hardest hit by Monday’s record storm Lisa Queen lqueen@insidetoronto.com With more rain expected following Monday’s sudden storm, the Toronto Region Conservation Authority is keeping an eye on its G. Ross Lord dam in North York to monitor the release of water, an official says. “When we get storms back to back, we play a balancing act” between holding water back to prevent flooding downstream and ensuring the dam isn’t overstrained, Laurian Farrell, the authority’s senior manager of flood risk management told The Mirror. “We can’t keep (the water) there forever because it will compromise the dam, If we let the dam break, it’s way worse” and could result in massive uncontrolled flooding. The dam can’t control all the flooding but it can help manage it, Farrell said. When flooding stranded a northbound GO Train at 5:30 p.m. Monday on the tracks near Pottery Road and Bayview Avenue near the Don River, the authority held water at the dam near Dufferin Street and Finch Avenue while hundreds of passengers on board were rescued, Farrell said. By Tuesday morning, officials were able to release some of the water, she said. The authority has cancelled its flood warning because all streams and rivers in Toronto have basically returned to normal or manageable levels once water made its way to Lake Ontario. They now have capacity to handle more water, Farrell said. However, with more rainfall and possible thunderstorms expected Tuesday and into Wednesday, the authority will remain on high alert until Thursday, she added. “Not to be an alarmist but we want to be prepared for anything so we are on high alert till Thursday,” she said. Ideally, the authority hopes for time between storms. But Mother Nature is unpredictable and there is a plan in place should significant rainfall bring serious flooding

again, Farrell said. The release of water from the G. Ross Lord dam would put the areas of Hoggs Hollow around Yonge Street and York Mills Road and the Lower Don River most at risk, she said. However, she stressed the plan, which would be put into effect with Toronto police, the city and other agencies, would ensure people at risk would be evacuated before the water was released. The areas hardest hit by the storm on Monday were Black Creek and the Lower Don, Farrell said. She disputed rumours that the storm was bigger than Hurricane Hazel in 1965, which in Canada killed 81 people and caused more than $135 million in damage. Changes since then have prevented development in flood plains, Farrell said. Meanwhile, Toronto firefighters had a busy night Monday, responding to 902 calls across the city between 4 p.m. and midnight, public information officer Stephan Powell said. Compare that to a year ago when firefighters had 127 calls on July 8 2012 between 4 p.m. and midnight, he said. Crews were called out to a three-alarm fire on the 10th floor of a highrise building at 1901 Weston Rd. east of Lawrence Avenue. Because the power was out, firefighters had to walk up nine flights of stairs to the ninth floor to connect their hoses and then up to the 10th floor to fight the fire. Normally, firefighters take an elevator to two floors below a fire and walk up from there. Once they extinguished the blaze, they realized there was a fire in the unit above on the 11th floor, Powell said. The Ontario Fire Marshal’s office is investigating, he said. Firefighters also responded to two two-alarm fires, one at a house at 21 Compton Cres. southwest of Tavistock Road and Keele Street and another at a highrise building at 10 Bridletowne Cir. southwest of Finch and Warden avenues

Nestlé Waters Canada has donated more than $50,000 worth of bottled water to help keep the homeless hydrated over warm summer months. The $51,051 donation to Project Water, which worked out to 318,360 bottles of water, will be used to distribute the liquid to more than 160 social service agencies that work with the homeless in the city and Greater Toronto Area, including The Salvation Army, Canadian Red Cross, Street Health Bus and The Scott Mission. Since 2006, Nestlé Waters Canada has donated more than 1,514,808 bottles of water to Project Water, valued at $255,002. Project Water was established in 2000 by Jody Steinhauer, president of The Bargains Group on Caledonia Road. “Our volunteer activities in support of those less fortunate who live on the streets of Toronto and elsewhere in the GTA would simply not be possible without the continuing generous donation of bottled water and volunteer manpower by Nestlé Waters Canada,” Steinhauer said in a release. “Dehydration continues to be a significant health crisis in our community. The partnership of Project Water and Nestlé Waters is bringing us one step closer to resolving this challenge in the longer term while saving lives in the near term.” John Zupo, president of Nestlé Waters Canada, said his company is proud to work with an initiative such as Project Water. “Bottled water is the best antidote to dehydration for all human beings when they are away from home,” he said in a release. “Bottled water plays a key role in the continuing health and wellness of those who do not have access to potable water because they are homeless.” Steinhauer also heads Project Winter Survival, which distributes winter survival kits to the homeless, including sleeping bags.

n light of Monday’s severe thunderstorm that walloped the Greater Toronto Area and caused significant service disruptions and flooding, there’s much for all of us to learn from the experience. There always is. When it comes to the record rainfall and the subsequent flooding, power outages and transportation paralysis endured by Torontonians, we expect that service providers will undertake a thorough review of the steps they followed in the wake of Monday’s event. It’s essential because it can help lead to improved service delivery during future emergency occurrences. Indeed, the consequences of Monday’s storm form powerful reminder of the imporour view atance of proper emergency planning, but not just for the providers Much for us of municipal services, but for resiand businesses as well. to learn from dents Knowing what steps to take and what services to rely on during a experience trying time can make an unpredictable and uncomfortable situation just that much more bearable if there’s a plan in place. It helps to have that kind of stability. In some cases, it can be simple steps. Making sure communication devices are charged frequently, for example, is one. Having an emergency kit at home is another. In your own neighbourhood, checking in on those who may have mobility issues or other illnesses is yet another. But it’s also important to differentiate between preparation and reaction. The theory goes if we do a better job preparing, we’re better enabled to react properly. And while it’s important that all of us strive to improve our own planning for the unpredictable, it is also important to celebrate heroic deeds and acts of kindness we witnessed Monday evening. Some moving video and images have emerged. You can see some of them on our website at www.northyorkmirror.com There’s the picture of a man helping another move his car through a flooded intersection. There’s the video of the GO train rescue of 1,400 passengers on the Don Valley. So for emergencies, there’s the preparation part, which we must always strive to improve. And then there’s also the reaction part, which benefits from proper preparation.

Common ground in Toronto not a dream

hey came in their thousands, a crowd far larger than any of his opponents could muster. They represented Toronto’s European roots plus young families of new Canadians, they sang a new theme song, chanted their subways mantra and waited in lines to share a photo or word with their hero. Even his political enemies must admit that Ford Nation is still a potent force. They left believing that their mayor was a man just like them, perhaps not quite perfect, but one who shared their outlook. Said one attendee, probably summing up the feelings of many, “He’s true and genuine, you know.” It is a matter of pride that someone so identified with suburban interests was elected as mayor. Someone who lives where taking transit doubles commuting time. Where neighbours talk over fences and children play in their yards, rather than congregate in

Where the priority ought to be fixing existing city services, before spending millions on projects like lighting up the luminous veil on the Bloor Street Viaduct. In fact, the mystique of Ford Nation consists of pride at promoting suburban values, plus fear that the barbarians from downtown are eroding the suburban lifestyle. While accenting the suburban downtown divide is good politics, it is better policy, and campaigners might win more votes, by emphasizing how our two solitudes are coming together. As the tremendous vitality of different parts of the city shows, in many respects we do not have that divide. Demographics, how we work and where we live have changed so

much over the last few decades that many of our old models – on the need for a subway extension in Scarborough, for instance – are no longer valid. In short, the facts show that Torontonians have far more bringing us together,

than separating us. Veteran campaigners know the value of dividing groups, and winning each through appeals designed to chain together enough to win. We know by looking at the droves that attended the Ford Fest in Scarborough, and messages presented, that part of the upcoming campaign will emphasize the divisions between our

suburbs and downtown. Framing the campaign in this context will give Mayor Ford a strong starting base, as it will be easy for someone to make the case to be his opposite: a downtowner, progressive rather than conservative, and so forth. Such a campaign will continue our politics of division. But Ford Nation is also concerned about the many issues that are vital to those in the downtown core: such as transit, the city budget, enhancing our economic prospects and delivering city services. If the new crop of mayoral candidates addresses these issues as well as the Ford Nation signature concerns of stopping the gravy train, and keeping taxes low, there will be a fair chance to achieve a mandate that goes beyond one section of the city. The $5 million restoration began in 2011, through financial support of the federal government, Ontario Trillium Fund, TCDSB, city of Toronto, private foundations and individual donors. Once completed, 5,000 square feet of modern meeting/ performance space will be available. The estate consists of three buildings: the O’Connor House, coach house and maintenance building. The maintenance building will not be used for public occupancy.

Kennedy said he hopes to have work completed by the summer and renters in place by fall. “There is a crying need for seniors programs,” he said, adding something like an Eastern European cinema night can be held inside the space. “What’s really missing is a space that has regular programs.” Several “anchor” tenants have been recruited, Kennedy said, adding he’s hoping to build on that and identify other groups interested in using the property. “We have the facility, now we want to get in the organizations,” he said. “And we want them to bring in their friends and start working from there. We’re in a unique position as we have very high quality public space. We’re taking the Kevin Costner approach: if you build it, they will come.” TCDSB Trustee Angela Kennedy also attended the meeting on behalf of O’Connor House.

Ford kicked off the news conference with a more salutary message to city staff, many of whom spent the night before mopping up after a storm that delivered more than 126 millimetres of rain to parts of Toronto – much of it over just an hour during Monday evening’s rush hour. “What occurred over a few short hours (Monday night) was unprecedented,” said Ford. “I am proud of our hard-working staff who worked tirelessly through the night. I’m also proud of the people of this great city for

coming together. Once again Toronto has persevered – we have weathered the storm. There were a number of things that worked well last night, unfortunately there are areas that need improvement.” The storm caused commuter chaos in the downtown core and the west end of the city. It knocked out subway service in North York, parts of downtown and the west end, flooded the Don Valley Parkway and Bayview Extension as well as numerous underpasses, and caused basement flooding across the city. It left 1,400 GO Train commuters on the Richmond Hill line stranded as water levels rose into the first level of a double-decker train in the Don Valley. It also knocked out power to hundreds of thousands of homes. Ford said he spent the night in his SUV with his family and his cellphone, taking calls and driving around the neighbourhood to assist people.

He said the failures he wants to study were pointed out to him by Toronto residents he spoke with and visited. “It’s not what concerns me, it’s the taxpayers,” said Ford. “People had basement flooding – they were panicked last night. They needed answers and as mayor I can only do so much, so I have to sit down with Mr. Pennachetti and figure out how we can get the information out.” Ford said communication was a big problem. “Communications is a big one – but when there’s a blackout, TVs weren’t working, radios weren’t working. A lot of people were in their cars trying to get some information,” he said. City Manager Joe Pennachetti said he would review the city’s response, but said given the enormity of the rainfall, city staff performed well.

Let’s not be too hard on Doug Holyday this summer. Toronto’s deputy mayor seems to have found himself in a bit of a tangle, since he elected to accept the nomination to seek a provincial byelection victory for the Progressive Conservatives in Etobicoke-Lakeshore. Here’s the trouble: some nine years ago, Holyday made a fuss when then-citycouncillor Olivia Chow did something very similar, seeking the nomination for the federal New Democratic Party in the same riding where she’d just won her seat on council. Councillor Holyday was outraged, and put forward a motion asking that council require a councillor seeking higher office to immediately resign their post. It was a colourfully-worded motion. Holyday maintains that the circumstances are different this time — he hadn’t expected this opportunity... which is to say, byelection... to come along, unlike Chow, who knew an election was in the offing when she ran municpally.

david nickle the city Critics have pointed out that in 2004, Holyday hadn’t made that distinction, and he shouldn’t now. He ought then to quit — not simply forgo his salary for the better part of a month. Holyday ought to be consistent. To that, I say: Oh, tosh. Toronto’s deputy mayor has been startlingly consistent through his long career as a municipal politician. That is to say, consistently Conservative. When he was mayor of Etobicoke, he took one look at that city’s unionized garbage collectors and replaced them with contractors. When Holyday came to Toronto Council post-amalgamation, he listened as Mel Lastman called Ontario Premier Mike Harris a liar and gave away influence to New Democrats. Holyday spent the rest of the term calling Lastman out.

When former New Democrat David Miller took over as mayor in 2003, Holyday went to war. When New Democrats on council tried to look after one another, using tax dollars to cover legal bills related to their candidacy, Holyday was all over that — spending his own money to see that council followed the rules. And yes — when Chow made a play for a federal seat while she sat on Toronto Council, Holyday stood up to shout, ‘No.’ But we should understand: Holyday was shouting ‘No’ to a New Democrat. Holyday is hoping to cut gravy at Queen’s Park in the same way that he understands Mayor Ford to have done at city hall, and to bolster a Progressive Conservative caucus that has to his mind been too long out of power, and far too long without a seat in Toronto. The Conservative agenda is at stake.
