DAVID NICKLE dnickle@insidetoronto.com Howard Moscoe has been threatening to do something like this for years, since before he retired from a 32-year career in municipal politics back in 2010. And this October, the former councillor for Eglinton-Lawrence is making good. Moscoe, who former mayor Mel Lastman once described as "the best excuse for birth control I know," is publishing his memoirs. "It is a madcap romp through city hall," said Moscoe on a visit to the Toronto City Hall press gallery Aug. 22. "I had a lot of bizarre things happen in politics. I have four chapters I call the ’Bizarre of the Bizarre’ - just bizarre incidents that occurred. But bizarre incidents occurred through my whole run at city hall." Call Me Pisher: A Madcap Romp Through City Hall has an opening line that Moscoe promises sets the tone for the rest: "My grandfather was a horse thief, my grandmother a bootlegger, my father a bookmaker and my brother a scalper; so there was nothing left for me but politics." Anyone who has followed Moscoe’s long and very public career in city politics will have an idea of his approach to the game. Moscoe often played politics for laughs, and when it worked, it was comedy gold. For instance, when Lastman, then mayor of North York, replaced his toupee with hair plugs, Moscoe purchased the wig at a charity auction then for months afterward

Sometimes the jokes fell flat - as when he distributed a memo making fun of Coun. Jane Pitfield’s 2006 mayoralty bid entitled "How far will Lady Jane go?" It was a joke about Lady Jane Grey’s very short reign as queen regent of 16th century England. But other councillors accused Moscoe of sexism. Moscoe apologized for those remarks, but in general he does not seem to be offering anything close to a

mea culpa in his book. In an interview, he described the first day he took office, in 1978 as an alderman on the old North York council. "My first day on North York council, Mel Lastman became my enemy," said Moscoe. The newly-elected borough council had met in the basement of the town hall, to divide up committee appointments, and Lastman, then mayor, had prepared an inaugural address. "Mel was proud of the fact . so he distributed the
inaugural address and while they were divvying up the committees, I went to the back of the room, picked up the telephone and dictated a rebuttal to my secretary," he said. "At the meeting that afternoon, they handed out the inaugural address, Mel made it, and I handed out the rebuttal. That kicked off the Howard Moscoe vs. Mel Lastman follies for the next decade or so ... the next couple of decades. "Mel of course thought that someone had leaked his address and there was a witch hunt in his office to
find out who leaked it. Of course it was Mel who had leaked it. He just didn’t figure out how someone could rebut it in half an hour," said Moscoe. "It didn’t take me long to rebut Mel Lastman." Moscoe and Lastman spent much of their careers in opposite corners of the North York and then Toronto political arenas. Moscoe was a North York alderman and councillor, and then a controller on the North York Board of Control - a higher-level order of municipal government in the 1980s. He was
one of the few left-wing politicians in North York, and used his position to push election finance reform, criticized Lastman’s apparent pro-development politics and used his position to campaign against South African apartheid. And he took every opportunity to get up Lastman’s nose. One March, while Lastman was off with family, Moscoe found himself acting mayor. Lastman had just banned NOW Magazine from the North York Civic Centre because of its sexually-explicit escort advertisements. Moscoe declared the day Press Freedom Day and concocted an award for excellence in journalism to give to the alternative weekly paper. His fondest memory though is of the time in the early-oughts, when Lastman attempted in 2003 to remove him as chair of the Toronto Transit Commission. Lastman tried several times to assemble the votes necessary to turf Moscoe but each time, thanks to machinations by Moscoe and then-councillor David Miller, he came up short. "That’s got five or six chapters in the book," said Moscoe, "because it went on and on . Mel kept getting beaten up. But what did he care?" In the end, Moscoe doesn’t feel that he and Lastman were lasting enemies. "At the end of it it hasn’t been that acrimonious," he said. "I sometimes had lunch with him. Afterwards, in retirement." Moscoe’s book, Call Me Pisher: A Madcap Romp Through City Hall will be available through Yorkland Publishing. Delivery is expected in October.

A woman who frequently comes to the park for solitude found Jack slightly submerged in water and tried to render aid at about 12:45 p.m. Aug. 19. A postmortem examination that began Sunday found Jack suffered multiple penetrating stab wounds. "There’s always concern when someone loses life, but this is a particularly violent act," Det. Sgt. Terry Browne told reporters at the scene. Jack, the city’s 32nd murder victim of 2017, was last seen and spoken to by family and friends at about 2:30 p.m. Aug. 18. "We’re trying to figure

Charlottesville proves we must unite against hate After the events in Charlottesville and their aftermath this month, we in Canada might be tempted to allow just a little bit of smugness amid the horror we feel at the images of swastikas and torches on parade - at the evil brutality of Heather Heyer’s murder there. We should strive to avoid that. Their president aside, many Americans, most perhaps, have responded to the resurgence of neo-Nazism and white supremacy with powerful and principled rejection. America may remain bitterly divided, with a cut still very much in need of healing sustained during that country’s Civil War. But its loudest voices - again, excepting President Donald Trump’s Twitter feed - are most hateful when they speak of hate itself. Canada isn’t in nearly that sort of trouble, or so it seems. We are open to immigration, welcoming of refugees, inclusive and kind-hearted. If there is evidence to the contrary, surely it is a trifling bit, or if larger and more systemic, then it is something that we have common capacity to correct. Thinking that is a mistake, particularly if one is doing so from the point of view of the dominant, which is to say white, culture. Setting our own prime minister’s "sunny ways" narrative aside, Canada has a history of hateful rhetoric and fascist movements, and Toronto has too often been at the centre of it. The 1930s’ Christie Pits riot in which real Nazi supporters clashed with Jewish and Italian groups is a good touchstone, but there have been more: the recentlypassed Holocaust-denier Ernst Zündel was a Torontonian for many years, peddling his hate from a house in Cabbagetown. The Heritage Front neo-Nazi organization had a presence in Toronto before it disbanded in 2005. More recently, Torontonians in the east end have found their mailboxes filled with the hate-filled screeds from Your Ward News, a publication that Canada Post will no longer deliver for that reason. And of course it is Toronto where now-former Rebel Media correspondent Faith Goldy is based. The far-right website let her go just last week after she appeared on a neo-Nazi podcast, following her attendance at the Charlottesville rally. It would be wrong to say that Torontonians have tolerated this sort of thing all these years; we haven’t. But we have taken false comfort, in the belief that the seeds of racism and out-and-out Nazism that have been blowing through the gutters will never truly take root.

At 53, he’s on disability payments, has back problems, liver problems, a busted foot. A program for adults living with serious mental illness pays his rent. But his landlord in Scarborough’s Kingston-Galloway area wants him out. Running to replace the late Rob Ford as an Etobicoke councillor last August, Clarke kept hanging makeshift signs outside his building and from his balcony. The landlord, and Clarke’s own social worker, testified this was related to mental illness. Clarke says he’s exercis-
ing his right to campaign. He maintains the landlord, forced by his complaints to clean up his building’s playground and make various repairs, wants him out for that. "I told them the only way they can win is if I wind up dead or in hospital." Last Friday, he went to Divisional Court to get more time for an appeal. If evicted, he’ll be homeless again. Clarke can annoy. He videotapes his arguments. But I understand now: as long as Clarke runs for office, Toronto’s homeless, its truly marginalized, its ill, cannot completely be ignored. Kathy Todish and her husband Larry Grierson remember the exact details of the Sunrise Propane explosions on Aug. 10, 2008. It was early morning, and Todish was sleeping when she awoke to what she thought was thunder. "It was raining that night, and I remember this blast happening . and when I got up I wondered why stuff was off my dresser," she said. Grierson was watching television when he thought a car hit their house. "Everything was coming this way, smashing, and when I looked out, I didn’t see anything but when I looked up the street, I saw the big ball of flame," he said, adding they quickly gathered what they could and fled. Since then, they and their neighbours have wondered what would become of the blast site near their house on Murray Road in Toronto’s Ancaster neighbourhood. On Aug. 17, city planners presented their findings from a regeneration study for the lands at a public meeting. Staff proposed three land designation options for the study area, which is bounded by Wilson Avenue and Plewes Road: mixed use, general or high-end employment and split land use. The study area consists of a large plot of land owned by a numbered company run by brothers Mark and Roy Teskey of Teskey Concrete Co. Corp., which has operated there since 1960. A concrete batching plant proposed for the former Sunrise Propane site has been put on hold for two years while staff did their research. "This should be all residential around here," Grierson said. "That stuff is passé; that stuff should be out of the city."
At the meeting, planners said the landowners, who weren’t present, were invited, but Roy told The North York Mirror he wasn’t aware of the meeting. "I know they’re out there trying to do that (redesignate the area), but if they’re out there making proposals, you think they would talk to us, right?" he said. "It seems kind of silly." Roy declined to comment further, adding he wasn’t comfortable doing so since he wasn’t at the meeting. Each option would see the lands changed drastically to allow for potential office space, residential and stacked townhouses, a park and warehouses, if and when the site becomes available. Nearby resident Violet Divizio, who has been living in the area since 1968, said she wasn’t pleased when she found out about another industrial proposal. "Realistically, they have a right to be there. There is the noise, there are some of the drivers that come down my street when they shouldn’t, so it’s an inconvenience, but we all knew that they were there when we moved in so one has to mitigate that," she said. " Although if it’s a new plant, it could be new technology and therefore probably better than the old technology but still, it’s not something I’m overly happy about." She added she wouldn’t mind seeing mixed use because she said it would make for a safer community. Staff will now work on a final report which could be presented to councillors in October.

Just a little, according to Scarborough Southwest Councillor Gary Crawford, who’s in charge of cobbling together 2018’s electionyear city budget. "Well, you rest up, but you never get a full couple of weeks off," said Crawford, on his way to a meeting Tuesday, Aug. 22 at his city hall office. Crawford, who is also an accomplished painter, never quite made it to his studio this year as city staff ramp up to putting together the Toronto budget that for 2017 totalled $10.5 billion.

At this point, the city is looking at a $430 million shortfall that will have to be made up through either efficiencies, cuts or other revenue increases. And one of those revenue increases, the municipal land transfer tax, might not be as reliable as it was in past. "That has been a concern over the last number of years, the over $600 million we get as a result of the land transfer tax," said Crawford. "That’ll be one of my main concerns... where we are on the land transfer tax." With signs indicating a cooling real estate market through 2017, the city may not be able to rely on the $100 million estimated increases that helped balance the 2017 budget, to do the same thing for the 2018 budget. If that doesn’t happen, the city may have to rely on other measures, including service cuts that are often unpalatable in an election year. But there may be other ways, said Crawford. "There’s been a lot of measures we’ve been doing," he said. "Last year there was over $100 million in savings we’ve found. But we have to be extra careful next year. If every agency found zero per cent, we’d balance. Of course, you’ll see that some divisions won’t be able to achieve that but we have to balance it out." And ultimately, that balance will come later still, on the floor of Toronto Council in 2018.

Jeremiah Perry, 15, of Toronto died during an excursion in Algonquin Park, which was part of a summer school outdoor education program with the Toronto District School Board. Since the time of the drowning, it has been learned that Perry did not pass a mandatory swim test, along with 15 other students on the trip. He was attending C.W. Jefferys Collegiate. The accessibility sign in the parking lot of Holland Bloorview Kids Rehabilitation Hospital got a makeover Thursday, Aug. 17, as a way of bringing awareness to a campaign aiming at changing the iconic symbol. The Bayview and Eglinton avenues hospital teamed up with accessibility advocacy group The Forward Movement to paint the new "Dynamic Symbol of Access" signs in its parking lots, which feature a person in motion using a wheelchair. The International Symbol of Access, which depicts a stationary person with emphasis on the wheelchair, was created by the Swedish Handicap Institute in 1969. The Dynamic Symbol of Access was created by an American organization

A short-term rental can be the entire dwelling unit, a secondary suite (separate apartment unit in the same house) or up to three rooms rented for a period of no more than 28 consecutive days. The proposed licensing and registration system requires anyone operating a short-term rental to register with the City and include the City-issued registration number in all advertisements. Short-term rental companies will need to get a City licence and could only list registered short-term rentals.

Filipino culture celebrated at Taste of Manila Thousands gathered in Toronto’s unofficial Little Manila Entertainment and barbecue filled the Bathurst Street and Wilson Avenue area on Saturday and Sunday for the fourth annual Taste of Manila festival. Thousands of people filled the area unofficially known as Toronto’s Little Manila for the festival founded by Rolando "Rolly" Mangante, who founded the Philippine Cultural Community Centre in 2008 with the goal of establish-
ing a board to help bring a Filipino festival to the city. Attendees were treated to Filipino cuisine, dancing and music at the festival, which was attended by Prime Minister Justin Trudeau last year. According to the 2011 census, there are more than 70,000 people in the city who list Tagalog as their mother tongue, with 2,165 in Wesminster-Branson, which takes in Bathurst and Wilson.
