BCAS to host horse show

Buchanan County Animal Shelter (BCAS) will host a fundraiser open horse show Saturday, June 18 starting at 9 AM at the Silver Spur Arena, Hudson. Spectators are welcome. Fifty-six classes are available for horses and ponies to compete in halter, showmanship and performance events. Showcase events will be a ranch horse challenge with $200 prize money and a top pleasure horse championship with $100 prize money. A special feature will be costume class for dogs. Medicare is confusing

Let’s face it – Medicare is confusing. It’s even more confusing when changes in the law occur. Sometimes those changes are easy to understand. Other times laws are so hard to interpret that everyday Iowans throw their hands up in disgust without getting the answers they need. Luckily, the Iowa Insurance Division Senior Health Insurance Information Program – known as SHIIP – is available to provide free, unbiased information about how changes may affect people on Medicare. Recently, SHIIP counselors have been getting many calls regarding a change in Medicare law that will take place in 2020 regarding Medicare Supplement plans C and F. Medicare Supplement plans are sold by private insurance companies to fill the gaps in traditional Medicare plans (Parts A and B). Plans help pay for things like coinsurance, copayments or deductibles on Medicare-covered services. If you own a Medicare Supplement C or F plan before Jan. 1, 2020, there will be no need to replace it. You will be able to keep it after 2020. In fact, as long as you were eligible for or enrolled in Medicare prior to 2020, you can continue to purchase Medicare Supplement Plans C or F even beyond 2020. The change in law simply will take these two plan options off the table for those newly eligible for or enrolled in Medicare after Jan. 1, 2020.

At the 18 Iowa Fraud Fighter events the Iowa Insurance Division held around the state, it was discussed that whenever there is a change in law, there is a certain amount of fear of the unknown. Whenever those changes occur, some individuals try to exploit that fear and make a profit by encouraging people to make a switch that may not be the right choice for the consumer. SHIIP has been seeing items claiming that once 2020 hits, Medicare Supplement Plans C and F will become unaffordable so people should switch now. That is not the case. Medicare supplement plans have come and gone over the years but the Iowa Insurance Division has not seen rate spirals in the Medicare supplement market. Medicare is confusing. Changes to Medicare are confusing. Don’t try to understand all the changes yourself. SHIIP has over 350 volunteers all over Iowa to help you get answers and assistance with your Medicare questions. SHIIP counselors do such a great job that they helped save Iowans over $20 million last year. Pasture walk focuses on timber pasture improvement Submitted by Buchanan Co. ISU Extension

Managing timbered pastures is a challenge to balance between forage production and lumber production. A pasture walk will be held at the Paul Mohlis farm near Fayette on Tuesday, July 12, starting at 6 PM. Utilizing EQIP and CSP contracts, Mohlis and his tenant Craig Allen of Allen’s’ Hilltop Angus have subdivided the 100+ acre pasture into about 10 acre paddocks, improved the stand by frost seeding legumes, and installed a spring water development with gravity flow distribution to paddocks. They have also fenced off a timber area to be flash grazed and managed for both forage and lumber. Dr. Jesse Randall, ISU Extension & Outreach forester, will attend to speak on the compatibility of cattle and timber management; Aaron Anderson, Fayette NRCS will discuss EQIP and CSP funding; and Denise Schwab, ISUEO beef specialist, will discuss pasture improvement. Allen and Mohlis will share what they have done for improvements, and how a landlord and tenant work together on these projects. The Fayette County Cattlemen will be grilling dinner following the pasture walk. To get to the pasture from Fayette, take Wadena Road east which turns into Kornhill Road. Turn left onto Hemlock Road about three miles, then turn left onto Grain Road about 1.2 miles to the farmstead at 15316 Grain Road. Pasture walks are informal educational programs designed to demonstrate key areas of pasture management, as well as answer questions. Each has a slightly different focus and all producers who are dependent on forage production are invited to attend to improve their own pasture management. This event is co-sponsored by Fayette County Soil & Water Conservation District, NRCS, ISU Extension and Outreach and the Iowa Beef Center, and the NE Iowa Angus Association. Iowa Zika transmission threat is low Mosquitoes that carry the virus don’t live in Iowa The Iowa Department of Public Health (IDPH) is urging Iowans to remember to protect themselves against mosquito bites this summer, not because of a Zika virus threat, but because of the much more likely consequence of West Nile virus. IDPH Director Gerd Clabaugh and IDPH Deputy State Epidemiologist Dr. Ann Garvey joined Governor Branstad at his weekly press conference to discuss the realistic threat of Zika virus to Iowans. “The greatest risk to Iowans for Zika virus is when they travel to areas of the world where Zika transmission is ongoing – for example, the Caribbean, Mexico and South America,” said Dr. Garvey. “It is especially important for pregnant women with plans to travel to these areas to reconsider their plans or take protective action while there.” Zika causes microcephaly (abnormally small head) in babies. This is why pregnant women should reconsider travel to Zika-affected areas and since Zika can be sexually transmitted, women considering pregnancy should be aware if their partner has traveled to a Zika-affected area. Since the mosquitoes known to transmit Zika (Aedes aegypti and Aedes albopictus) are not native to Iowa, the risk of transmission in this state is extremely low. Since surveillance began early this year, seven cases of Zika virus have been confirmed in Iowans. All cases involved travel to areas outside the U.S. where Zika transmission is occurring. The increased talk about mosquitoes and the Zika virus does offer an opportunity to educate Iowans about West Nile virus and prevention. Since 2005, Iowa has had between five and 44 reported cases of West Nile Virus each year. Mosquitoes that transmit West Nile virus and other diseases are established in Iowa. To protect against all mosquito bites and to prevent mosquito breeding: • Wear DEET-containing insect repellents; • Wear long sleeves and long pants when possible when outdoors; • Avoid being outside when mosquitoes bite – dusk and dawn; • Patch up screens to protect homes from mosquitoes; and • Get rid of standing water to eliminate breeding grounds. Patient photos to be taken for electronic medical record Submitted by RMC

Properly identifying patients is the first step in safety within a healthcare system. Improper identification can result in treatment errors and wrong-person procedures, as well as privacy violations, billing errors, insurance fraud, and even identity fraud. That’s why Regional Medical Center (RMC), Manchester, plans to begin having registration personnel take a photo of patients at the time of registration. The photo will then be uploaded to the patient’s electronic medical record and visible to all staff providing service to the patient. In addition, it will be required for all patients to show photo identification at the time their photo is taken. All patients age 18 or older will be asked to present photo identification at registration. RMC personnel will only need to take the patient’s picture and ask for a photo ID once. This is effective now within the East Registration and Regional Family Health in Manchester and will eventually roll out to all other registration areas. It is important to note that no one will be denied care if they don’t have photo identification; however, the patient will be encouraged to bring their photo identification to their next visit. “Patient safety is our top priority and we’ve recently been recognized with a patient safety award which validates our commitment towards patient safety,” said CEO Lon Butikofer. “We realize that some patients may be surprised by this request, especially since we know many of them; however, please know that this is in the best interest of all our patients. This is an additional step we are taking to ensure all our patients get their proper care and treatment – just as we always ask the patient’s name and date of birth before providing treatment.” Acceptable forms of photo identification include current driver’s license, governmentissued identification card, tribal identification card, United States passport, Certificate of Naturalization (document issued by United States government as proof of a person having obtained U.S. citizenship through naturalization), employment card, and student identification card.

State parks offer summer fun The summer community celebrations have begun. Our first parade was in Oelwein. We had to dodge a few showers, but it was great to visit with many of our friends in the area. Our communities offer many opportunities for family entertainment, as well as a way to showcase local talents and attractions. I look forward to a great summer celebration season. Iowa is kicking off summer with Great Outdoors Month this June. Iowa’s parks, forests and wildlife areas attract millions of visitors each year for biking, swimming, hiking, paddling, fishing, hunting, boating, bird watching and camping. Iowa’s state parks expect to host more than 900,000 overnight stays and nearly 15 million day visits this year. Together, 19 of Iowa’s state parks have a more than 90 family cabins, multifamily cabins, camping cabins and yurts, as well as traditional tent and RV sites. You can reserve a spot, but the parks also maintain 25-50% of their sites for walk-up camping.

There are new things to see and enjoy at our nearby state parks, including Cedar Rock in Independence, George Wyth State Park in Waterloo, Volga River State Recreation Area in Fayette and Backbone State Park in Dundee. Campers at Backbone State Park will find a brand new shower building. Backbone’s eight two-bedroom cabins were recently remodeled and are now available for summer reservations. For several years, Iowa’s state parks have been expanding interpretive programing during the summer season. This year, look for interpretive programs at Backbone and George Wyth. These two parks also have boats available to rent, snacks, firewood and other concession items. Make the best of your trip to our state parks by: • Checking for alerts and closures at www.iowadnr.gov/ parkclosures, as severe weather can impact trails and park facilities. • Coming prepared with bug spray, sunscreen and first aid kit. • Using firewood obtained within the county where it will be burned. This prevents the spread of forest pests like the emerald ash borer. June is Men’s Health Month June is Men’s Health Month! This is a nationwide celebration with the purpose of heightening the awareness of health problems among boys and men, and to encourage early detection and treatment of disease for all males. Boys and men are encouraged to eat healthy, get moving, and make a prevention a priority. Simple steps to improve health include adding fruits and vegetables to every meal, incorporating more play and activity into each day, and getting regular screenings from a healthcare provider. According to the Centers for Disease Control and Prevention (CDC), women are twice as likely to visit their physician for annual exams and preventive services as men. “Wear Blue Day” is celebrated annually on the Friday of Men’s Health Week. For 2016, this occurs on June 17! Whether it is your spouse, brother, dad, grandfather, or friend, wear blue on this day to show your support and concern for the health and well-being of all the boys and men in your life!

Buchanan Co. Public Health urges residents to be aware of mumps College students returning home may bring virus with them There have been several cases of mumps reported in Buchanan County. Mumps is a highly contagious disease that is typically preventable through vaccination. “Since July of 2015, Iowa has seen nearly 800 mumps cases,” said Buchanan County Public Health Director Amy Marlow. “The vast majority of these cases have been on college campuses, especially the University of Iowa. In addition, the number of cases reported weekly in Iowa has dropped dramatically; even so, Buchanan County continues to see sporadic cases reported here. It’s likely due to college students who were exposed to mumps while on campus who are returning home for the summer.” Buchanan County Public Health recommends all residents should check to be sure they have received two doses of the MMR vaccine (measles, mumps, rubella) unless they know they had mumps in the past (most people born before 1957 had mumps as children). If they need to be immunized, they should see their personal health care provider. Mumps is spread through the air and by droplets of saliva or mucus from the mouth, nose, or throat of an infected person, usually when the person coughs, sneezes or talks. The virus can be spread through shared use of drinks or cups. In addition, the virus may spread when someone with mumps touches an item or surface without washing their hands and someone else touches the same surface and rubs their mouth or nose. Those exposed to mumps could become ill 12-25 days later. Symptoms of mumps include: fever, headache, muscle aches, tiredness, loss of appetite, and swollen and tender salivary glands under the ears or jaw on one or both sides of the face. If these symptoms develop, stay home. Do not go to work or school until five days after symptoms have started, or until symptoms go away – whichever is later. Turkey hunters reported harvesting nearly 12,200 Iowa birds this spring, which is highest harvest total since hunters were required to report their harvest in 2007. Iowa’s five spring turkey seasons began April 9 with the youth season and ended on May 22. Hunters purchased nearly 51,000 spring turkey tags. Hunters can help the DNR with collecting population information during its annual turkey count in July and August. Statewide cost-share available for water quality practices Iowa Secretary of Agriculture Bill Northey reminds farmers the 2016 sign-up period is open for cost share funds for nutrient reduction practices. This program has been popular with farmers interested in adding additional practices to their operation. Practices eligible for this funding are cover crops, no-till or strip till, or using a nitriďŹ cation inhibitor when applying fertilizer. “With planting completed in much of the state, now is a great time for farmers to visit their local Soil and Water Conservation District oďŹƒce to sign-up for cost share and learn about other conservation programs available as well,â€? Northey said. “We continue to see cover crop acreage expand, but we still have more work to do. This program is a great way for farmers to try a practice and see how it ďŹ ts on their farm.â€? The cost share rate for farmers planting cover crops is $25 per acre ($15 per acre for past cover crop users) and

for farmers trying no-till or strip till is $10 per acre. Farmers using a nitrapyrin nitriďŹ cation inhibitor when applying fall fertilizer can receive $3 per acre. Farmers who have already used cover crops on their farm are eligible for a reduced rate of $15 per acre. Firsttime cover crop users will receive priority consideration for this assistance. Farmers are only eligible for cost share on up to 160 acres. The funds will be made available in July, but farmers can immediately start submitting applications through their local Soil and Water Conservation District oďŹƒce. Farmers are encouraged to visit their local Soil and Water Conservation District oďŹƒce to learn more about other conservation programs oered at their local SWCDs. The Iowa Department of Agriculture and Land Stewardship received $9.6 million for the Iowa Water Quality Initiative in ďŹ scal year 2017. These funds will allow the Iowa Department of Agriculture and Land Stewardship to continue to encourage the broad adoption of water quality practices through statewide cost share assistance as well as more intensive work in targeted watersheds. In the last three years this program has been available, over 2,900 farmers in each of Iowa’s 99 counties have put in new nutrient reduction practices on over 294,000 acres. The state provided about $6.2 million in cost share funding to help farmers try a water quality practice and Iowa farmers provided more than $6.2 million of their own resources to support these water quality practices.

Friends and family are invited to an Open House from 4-7 PM Saturday, June 25 to celebrate the 60th Wedding Anniversary of Russell and Marilyn Rouse of Independence. Russell and Marilyn (Schnepf) were married at the Brandon Methodist Church on June 17, 1956. The open house will be hosted by their three children: Tony (Dawn) Rouse, Teresa (Bob Higdon), and Tom (Brenda) Rouse and their families and held at the home of Tony and Dawn Rouse. Enter the Buchanan County Fair Amateur Photo Contest Attention camera enthusiasts! Bring only the best for the contest entries, and perhaps take home a blue ribbons. On Tuesday, July 5, Foto Friends will check in photos from 2-6 PM at the Garden Gate Building at the Buchanan County Fairgrounds, Independence. Please have selections made, and record the number of photos on the check-in sheet. Those who have name and address labels may put one on the back of each photo, entry card, and one on the check sheet. Judging will soon follow, and they are gracious about letting interested folks watch and listen to comments, which is a good way to learn. Ribbons and prizes will be awarded to all winners. Photos can be any size, up to and including 5x7, in color or black and white, and can be from anywhere in the world, but taken since last year’s fair. No frames or mats of any kind. one photo per category by each exhibitor will be allowed. Please return to pick up pictures and ribbons 5-8 PM Saturday, July 9. There are three classes: Taken by Children, ages 3-12 years old; Taken by Teens, ages 13-19 years old and Categories, which are open to all ages and include: Actions, Animals, Artistically Enhance, Building & Architecture, Children & Youth, Farm Scenes, Flowers & Plants, Open, People, Scenic. Children and teens may enter only one photo in their age group, but may also enter any of the categories, being mindful there they will be competing against more experienced photographers. Delaware County youth are “Going Buggy� at camp

On June 3, area youth attended the “Going Buggy� Day Camp hosted by Iowa State University Extension and Outreach Delaware County, Manchester Regional Education Partnership, NICC, the City of Manchester, and Delaware County Conservation. The camp was held at Bailey’s Ford Park. Campers learned about the lifecycle of insects, the important role insects play in the ecosystem, and then explored the park to identify insects.
