LA Medicaid costs projected to rise by $3.2 billion even as enrollment declines By David Jacobs | The Center Square

Preliminary projections indicate the cost of Louisiana’s Medicaid program could rise more than $3 billion even as enrollment declines. Chris Keaton, chairman of a legislative subcommittee focused on Medicaid costs, at a recent hearing said about 1.6 million people were in the program during the 2018 fiscal year, when the budget was $11.5 billion. The Louisiana Department of Health is predicting about 1.5 million people will be in the program in fiscal year 2024, yet the projected budget is $14.7 billion, he said. “We’re losing 120,000 people in the Medicaid program, but it’s going to cost us an additional $3.2 billion,” Keaton said. “How is that possible?” Rising health care costs and higher reimbursement rates apSee Medicaid Page 9-A

State economist predicts job growth By Julia Arenstam, Daily Comet Staff Writer

The Houma-Thibodaux area is projected to be the second-fastest growing economy in the state over the next two years. Louisiana economist and LSU professor emeritus Loren Scott is projecting 1.8% employment growth in 2020 and 3.5% growth in 2021, or over 4,500 new jobs. Scott presented his annual Economic Outlook to local business and industry leaders at the Cypress Columns in Gray last week. The event was sponsored by the South Louisiana Economic Council. The economist is making two “heroic assumptions” this year: an economic boom period is going to continue through

2019, 2020 and 2021; and a spurt is about to happen in the Gulf of Mexico. The Houma-Thibodaux area lost 17.5% of its jobs since 2014, Scott said. Employment had just begun to grow in 2018, and while local employment numbers tracked by the Louisiana Workforce Commission suggest employment is going down again, Scott said it doesn’t track with what he’s hearing from employers. Companies such as Danos, Grand Isle Shipyard, Chett Morrison, Edison Chouest, Thoma Sea, Bollinger and Gulf Island are expanding employment, he said, projecting the commission will later make “major revisions” to its employment data. Port Fourchon is also continuing to expand, with two slip expansions in the

Local furniture icon, Lefort Furniture, celebrating 70 years of business

In 1948, Camille Lefort quit the shrimping business to go to TV and Radio Repair School, against the advice of his father. In October of 1949, Camille opened his doors in a small bayou side shop in Cut Off to service the South Lafourche area. Camille was known for his blue eyes and friendly service. In those days, he used to take a pirogue across the bayou to get to work every day. Before the end of his life in 2009, he told his granddaughter Lauren, “My daddy told me I was stupid for quitting the shrimping business and going to TV and Radio Repair School, but I think I did ok for myself.” See Lefort’s Page 3-A

Lauren Lefort Hand and her dad Dean Lefort are pictured holding a photo of Camille Lefort, who founded Lefort Furniture and Appliances 70 years ago.

Lefort’s From 1-A

He sure did, since Lefort’s is still going strong after 70 years in business. This makes it one of the oldest businesses still operating in the South Lafourche area. A lot has changed in 70 years, but some things remain the same. Lefort Furniture moved their store to the corner of West 58th Street in 1960 and added on to the building to be what it is today. They don’t sell TV’s and Radio’s anymore, but they have a large selection of Furniture and Whirlpool brand Appliances for the home. Camille’s son, Dean Lefort, started working at Lefort’s in 1974 and took over for his father in 1988. Camille’s granddaughter, Lauren Lefort Hand, has been working at Lefort’s for 13 years which makes this the third generation of Leforts to carry on Camille’s tradition. Above all Lefort’s still proudly serves their customers in the South Lafourche and Grand Isle areas with quality products and service after the sale. For many years Lefort Furniture has offered their customers new and innovative products. Camille expanded his business in 1950 when a gentleman from Walter Brothers in New Orleans showed up with the newly popularized invention, the television set, and told him to keep it. If he sold it, he could pay him later. Well the television was sold within a week and he ordered more making him one of the first in the tri-parish to sell television sets. In the 1970’s, Lefort’s introduced the microwave oven to the parish and held cooking demonstrations to help customers become familiar with the newly popular appliance. Lefort’s has been a Whirlpool Exclusive Dealer for over 60 years with Whirlpool being a leader in the appliance industry since 1911. For over 40 years Lefort’s has sold La-ZBoy products; La-Z-Boy today is the world’s leading manufacturer of reclining chairs and one of the largest producers of upholstered sofas,

loveseats, chairs and ottomans. Lefort Furniture also offers their customer America’s #1 Manufacturer of mattresses, Serta Mattresses. Serta Mattress has been an innovator in the bedding industry

introducing the world to “Pillow Soft” mattresses, continuous coil innerspring design, and gel memory foam technology. After so many years in business, Lefort’s has held true to a few things, and … they

never charge for local delivery or set up; they offer a quality product; and they service everything they sell. The most important thing Lefort’s values is their customers. Dean is proud to carry on his father’s legacy by always

Scott also pointed to traffic data at the La. 1 toll location in Leeville. While the numbers flattened out for the 2018 and 2019 fiscal years, traffic has started to decrease according to 2019 monthly totals, he said. With new money coming in to finish the elevation of La. 1, Scott said the only way to get the last $150 million in needed federal money is to re-elect President Donald Trump in 2020. In the oil and gas market, Scott predicts the price of oil will remain around $59 per

barrel through 2021. He also expects production to continue increasing with a “spurt” on the horizon, keeping a lid on prices. Lease sales have increased 52% and bid amounts by 33%, Scott said. The economist is also predicting Chevron will finally crack the code of the Anchor field by the end of the year, finding a way to drill in waters with 20,000 pounds of pressure per square inch, compared to the current 15,000pound capacity. Natural gas, however, isn’t expected to fare as well. Scott predicts natural gas prices will continue to decline because the sheer amount of the resource far exceeds demand and ability to move it. There are not enough pipelines to move the gas, and companies have begun just burning it on site, he said. Scott’s full Economic Outlook can is online at www.lsu. edu/business/eprg/lae conomicoutlook.

Trojans fall in heartbreaker; Tarpons steamrolled on the river Gazette Sports Reports

It was all setting up for a happy ending on Friday night for Central Lafourche. Halfback Deon Jenkins took the ball, made half the defense miss, crossed the goal line and waltzed into the end zone with less than 2 minutes on the clock to give his team a 33-28 lead. The crowd went wild. The band was playing their hearts out. The Trojans sideline was electric. But someone forgot to tell the kids from Thibodaux on the opposite sideline that they weren’t supposed to spoil the party.

THIS WEEK’S FOOTBALL ACTION: Friday, Oct. 4

Bucs @ Saints

Down late, the Tigers calmly marched all the way down the field and into the end zone, spoiling the Trojans’ late-game heroics with some of their own. The last blow was a short touchdown run from Rimond Thompson with 19 seconds left, a run set up by a of masterful series throws by quarterback Luke Alleman. After a 2-point conversion, Thibodaux had secured a 36-33 win, improving to 4-0 on the season. The Trojans fell to 3-1 in the thriller, which coach Keith Menard called one of the best high school football games he’d been around in a while. “It was competitive. The crowd was into it. It was as packed as I’ve ever seen our stadium. It was just a great high school football game that could have only been made greater had we won the ballgame,” Menard said. “But give credit to Thibodaux. Those kids fought and battled, just like ours. Both teams left it all out on the field. But they just made a play late and it was the difference.”

The game was close throughout. The first half was a shootout with the Tigers leading 28-21 at halftime. Thibodaux’s high-octane passing game caused problems for the Trojans, while Central Lafourche’s power running game and short, quick passes pushed them forward as well. In the second half, Central Lafourche appeared to be taking over, running Jenkins dozens of times and seemingly breaking the will of the Thibodaux defense. He scored midway through the fourth quarter on a short touchdown run to cut Thibodaux’s lead to 2827. The Trojans’ defense got the ball back, which set the stage for another Jenkins touchdown, this one from 35 yards away to give Central Lafourche the 33-28 lead with less than 2 minutes to play. For the night, Jenkins carried 37 times for 232 yards and four touchdowns. For the season, he now has 18 touchdowns in 4 games. “He’s a load,” Thibodaux coach Chris Dugas said. “He’s a special talent and just a terrific player.” But the Tigers didn’t wilt. Down 5 and against a short clock, Alleman hit several passes to push the Tigers into scoring territory. Once there, Thompson muscled home to secure the final score, the lead and

the win. Central Lafourche had a chance late, but never could get close to the end zone. Menard said his team was distraught after the game, but added that he was happy to see a few tears being shed. “That shows me that it means something to them,” Menard said. “Thatss a good thing.” The Trojans will get a chance to get back into the winner’s circle on Friday night against Ellender. ___ Tarpons fall flat at Lutcher All season long, the blue print for South Lafourche has been the same: dig a hole with a slow start, but then find late momentum with the score out of reach. This past Friday against Lutcher, the Tarpons did it opposite. This time, they actually played well in the first

quarter, but left a lot to be desired in the middle stages of the game. The result, unfortunately for them, was the same, a 42-7 defeat at the hands of the powerful, athletic Bulldogs. Tarpons coach Blake Forsythe said the Bulldogs’ athleticism gave the Tarpons problems throughout the game. Lutcher has a talented quarterback and 4-5 solid receivers. They stretched the field vertically throughout the game. “They have some really athletic dudes,” Forsythe said. “They have guys who can run and jump and can just flat out make plays. We knew going in that it would be a challenge. But their athletes bothered us. And we didn’t execute well enough offensively to keep them off the field.” The Tarpons actually started out in front. After a muffed punt,

7-A

South Lafourche got a short field and an early touchdown run from Derin Doucet to go up 7-0. But it was all Bulldogs after that. Lutcher scored a late-first-quarter touchdown to go up 8-7, then got three more in the second quarter to take a 28-7 lead into halftime. In the second half, the pace slowed slightly, and the Tarpons had a few chances to inch closer, but the Bulldogs stiffened each time, even adding a couple scores of their own to send the game to its final margin. “We just keep shooting ourselves in the foot,” Forsythe said. “Right now, we’re having a hard time playing the full 48 minutes. We have to work on that and become more consistent.” South Lafourche will take on Belle Chasse on Friday night.

Nicholls State University Sports

SAN MARCOS, TX – After being tied at the break, the Nicholls State University football team allowed three unanswered touchdowns in the second half against Texas State as the Colonels fell to the Bobcats, 24-3, Saturday night on Jim Wacker Field at Bobcat Stadium. With the loss, Nicholls slipped to 2-2 on the season and dropped its second contest in a row to the former Southland Conference member.

Now playing at the FBS level, Texas State (2-3) won the last meeting in 2011 for a two-game streak in the Battle for the Paddle. The Colonels were held to a season-low 220 yards on offense with just 75 on the ground. The Red and Gray entered the matchup averaging a Southland-best 223.7 yards rushing. Nicholls also went without finding the end zone for the first time since Game 3 of the Tim Rebowe era, a 48-0 loss at Colorado on Sept. 26, 2015. Chase Fourcade completed 15 of 27 passes

for 145 yards, with Dai’Jean Dixon finishing with five receptions for 54 yards. Defensively, Kevin Moore III totaled a career-high 14 tackles while Sully Laiche recorded his first sack of the season. Gresch Jensen led the Bobcat offense with 253 yards passing and two touchdowns on 22 of 29 attempts. After the teams were deadlocked at 3-3 at the intermission, Jensen capped a lengthy 14-play, 78yard drive with a 12yard strike to Micah Hilts to start the third. Two plays into the Colonels’ ensuing possession, Fourcade had his pass intercepted and it led to another Bobcat touchdown. Nicholls answered with one of its best drives of the night, getting three first downs on two completions to Mason Roberts and Dixon, and the other on a Fourcade scramble.

deputy undersecretary with the department. She said department staff are working with a team at LSU to dig into the data in hopes of firming up their projections. The federal government pays most of the costs for Medicaid, a taxpayer-funded health insurance program for low-income patients. Keaton said he’s worried that paying for Louisiana’s share of the

cost could exhaust all of the available general fund dollars in the state’s revenue projections. Department Undersecretary Cindy Rives reminded him that LDH has many other sources of financing other than general fund dollars, such as provider fees. “Eventually, the general fund is going to have to pay for some of it,” Keaton said.
