Lafourche will again revisit airport road agreement By Julia Arenstam Daily Comet Staff Writer

The Lafourche Parish Council is expected to revisit an agreement with the Greater Lafourche Port Commission this week to commit $4.6 million to a road project at the South Lafourche Airport. The council previously delayed action on the agreement until a dedicated money source could be identified and the District Attorney’s Office had a chance to review the document. The agreement being presented at last Tuesday’s council meeting will loosely commit the parish to the project by paying about $1.7 million a year from 2020 through 2023, though it does not specify which fund the money will be pulled from. According to the agreement, the parish

has no obligation to the project if it does not budget the yearly payment. The Port Commission is also committing $4.6 million to the project, combined with a $16.4 million federal BUILD grant. This agreement is being put together in the hopes of securing another $9.4 million from state construction money. The $35 million plan includes building a bridge and connector road between La. 3235 and La. 308 where it connects to the airport. The commission is responsible for all construction-related activities for the project, including bidding out contractors. Tuesday’s council meeting will begin at 5 p.m. at the Mathews Government Complex, 4876 La. 1.

Band Director inspires his pupils to be the best they can be

Story originally ran in the Houma Times. The Pride of South Lafourche High School Marching Tarpon Band is phenomenal — year after year earning honors as among the top bands in the state of Louisiana. Most recently, they performed at Central Lafourche’s 2019 Fete de Musique and swept the awards for their division, including winning the title of 2019 Grand Champion. Surely, to have that much success, talented musicians are needed, and the Tarpons are blessed with a bunch of those. But a talented, skilled band director who knows how to reach out to children

and motivate them to do their best is also needed. Meet Randy Chiasson. Chiasson has been the Tarpons’ band director for several years — in his time with the school, he’s helped taken the group to new heights. Through building a culture, the Tarpon musicians have pride, have attention to detail and more importantly, they have fun. “We’re working hard,” Chiasson said during a radio interview about this year’s group. “The kids have put in so much time, and they’ve been so dedicated. We couldn’t be prouder of them and what they’ve accomplished.” Chiasson mentioned that diligence of his group. We saw that first hand earlier this

Flood fighting has become a “team sport,” especially in south Louisiana, a top Army Corps of Engineers official said Tuesday in Houma. New Orleans Deputy District Engineer Mark Wingate spoke to members of the South Central Industrial Association about levee building and flood control locally and across Louisiana. The corps often takes criticism in this area for its use of studies and slow push toward construction, but Wingate said studies are what open up construction money. The lack of federal money for the Morganza-to-the-Gulf levee project in Terrebonne and part of Lafourche didn’t go without mention. More than $400 million of Terrebonne Parish tax money has gone into building the levee system, with zero federal dollars for construction. Still, the corps recently worked with the state to reduce the construction cost from $10.3 billion to $3.2 billion. As a result, Wingate said, Morganza is now a “fundable project.” “The corps does what Congress and the administration direct us to, but I like to think we also listen,” he said. The project is working through engineering, he said, which would allow the corps to get involved in construction. “We are committed in the New Orleans District to do everything we can to play an important role from a construction side, not just a permitting standpoint. Let’s get out of the permitting game and let’s become a construction agency on this,” Wingate said, to much applause. The project is the district’s No. 1 priority and is included on corps Chief Todd T. Semonite’s bucket list, Wingate said. For other projects, state and local governments have three ways to tap into corps money: through the presidential budget, the agency’s funding and work plan and emergency supplemental bills passed by Congress. For 2019, the presidential budget totaled $275.4 million. The corps’ funding reached $184.7 million. See Morganza Page 3-A

“That’s what you have the ability to influence, Wingate said, pointing to the crowded audience of Terrebonne Parish government, Levee District and state legislative representatives. A 2019 emergency bill brought in another $1 billion. The corps’ ongoing project studies allow the district to be eligible for that money. “Projects are born through studies, Wingate said. “We really need to be ready because the next opportunity is right around the corner. The district still has money available from the $1.4 billion 2018 emergency supplemental bill, he said. During spring flooding, the corps reversed course and didn’t open the Morganza Spillway along the Mississippi River, north of Baton Rouge. For weeks, forecasts indicated the spillway would have to be opened, sending water down the Atchafalaya Basin, which posed a flood threat to the Gibson area locally. The Bonnet Carre spillway was opened twice this year, for a

total of 124 days. Since it was built in 1931, it was opened just nine times in its first 77 years. In the last eight, it’s been opened five times. “That’s what should have our attention. Something is changing and I think because of that we need to look at this system and determine, ‘Is this system still equipped to push fighting flood today but, more importantly, 30 years from now?’ he said. The state was in flood fighting mode 292 days this year, far above the 2011 count of 109 days, Wingate said. “There’s no doubt, after 292 days of getting beat up,... the system has been stressed and needs repairs, Wingate said, noting that river levels have begun to rise again.

about a dozen council meetings this year as the parish administration, council and District Attorney’s Office have grappled with a salary dispute for the parish president. The proposed amendment would add $47,436 in salaries and $3,628 in benefits back to the department, pulling from a pump project in the Waverly Subdivision. The money was originally moved from the executive department to the project during the 2019 budget process late last year. A District Court judge recently ruled that if Parish President Jimmy Cantrelle wants to continue a legal battle over his salary, he would have to sue himself as the head of the parish, rather than the Parish Council. The amendment has been deferred several times in the past pending the outcome of that court case. The council is also expected to introduce an ordinance Tuesday that would restore money to the recently re-established recreation districts. According to the ordinance, the four districts, 1, 2, 8 and 11, have fund balances that could be put back under the control of the recreation district boards. Ending balances as of September are as follows: Recreation District No. 1, $374,351; Recreation District No. 2 $89,089; Recreation District No. 8, $363,214; and Recreation District No. 11, $92,979. If introduced, the ordinance would go to a public hearing and final vote at the following council meeting on Nov. 12. Tuesday’s agenda can be found online at lafourchegov.org.

Juvenile detectives had been investing Berthusen after receiving complaints he had made inappropriate contact with three teenage girls, the Sheriff’s Office said. A fourth victim, who is now an adult, also reported Berthusen had sexually abused her for years beginning when she was 9. He was taken into custody in Jefferson County, Texas, and transferred to Lafourche jail Friday, where he was booked on a $205,000 bond, authorities said. An investigation

continues, and detectives said there may be additional victims. Anyone with information is asked to call sheriff’s Lt. Sean Scott at 532-4334. In the second investigation, detectives received a complaint that a teenage girl had fallen asleep at a friend’s house and woke up to find McCaa having sexual intercourse with her, authorities said. McCaa later admitted to detectives he had sex with the girl but denied he had raped her because the act had been consensual. The suspect did, however, admit to knowing the girl’s age. Detectives obtained an arrest warrant and took McCaa into custody Oct. 8, the Sheriff’s Office said. He was charged with one count of third-degree rape and

Chiasson From 1-A

The Tarpons worked and showed off pieces of their show to an eager audience. Some of it was good, some of it was bad. But no matter what, Chiasson stayed positive and upbeat for his kids. “That was great, Chiasson said through a megaphone at the end of one piece of the rehearsal. When it was over, the crowd applauded — the unofficial start of the season for the group. As fans departed, Chiasson got on his megaphone again. “I love you guys so much, he said. “That was great. I’m so proud. That love and support are what powers the Tarpons’ band room, and it’s a large piece of why they’ve had so much success. The group works hard, yes, but in the band room, the students are able to express themselves and be the truest versions of themselves without judgment or ridicule. Chiasson coaches his kids hard, and he expects them to strive to be the best that they can be. But he also jokes with his pupils

and loves on them — showing them that excellence is possible, while also still having a culture of love and fun. Before state a few years ago, Chiasson made a group with his team that if they performed high enough, students would get to shave his trademark scruffy beard. They did, and the beard went away. Tarpons win last-second thriller over Gators Gazette Sports Reports

After six weeks of struggles, South Lafourche finally got a “W”. The Tarpons beat South Terrebonne 1310 on Friday night, securing their first win of the season after an 0-6 start. The Tarpons led throughout the game, but had to overcome a late, last-second scare from the Gators. On the last drive of the game, the Gators pushed the ball inside the Tarpons’ 5-yard-line with 15 seconds to play. On third down, Gators’ quarterback Christian Arceneaux rolled to his right and was stopped by a wall of Tarpons’ defenders. As the Gators pondered whether to run another play or bring on the field goal team, time expired, a late-game goal line stand that ended the game. Coach Blake Forsythe said he was happy for his team, adding that they deserved to win one after a rough two-month stretch to open the year. “The kids never quit. They’ve been working so hard. They needed this,” Forsythe said. “Our defense was excellent. They’ve been that way all year. Our offense grew up a little bit and got the job done. We’re just happy for the kids to finally get one under their belts.” South Lafourche set the tone early. The Gators got the ball first, and punted. With possession, South Lafourche did something they’ve rarely done all season. They took the ball, marched straight down the field and scored a touchdown, on a run from Derin Doucet to go up 60. That lead held until the second quarter when the Gators kicked a field goal to trim the deficit to 6-3, a score which held until halftime. In the second half, South Lafourche grew their lead when South Terrebonne fumbled, one of several Gators turnovers in the game. The Tarpons turned that turnover into points on a short touchdown run from Patrick Gisclair to go up 13-3, an advantage that held going into the fourth quarter. But then, things got interesting. with just 12 minutes to spare, South Terrebonne turned up the jets. They marched down the field on a long, lengthy touchdown drive with 7 minutes left in the game to cut the Tarpons’ lead to 13-10. After South Lafourche turned over the ball on downs late, the Gators got it back with one more chance, and they nearly ruined the Tarpons’ party. They converted a 4th and 17 play on a long pass from Arceneaux to Payton Parr, then continued to push the ball into Tarpons’ territory. But with the ball inside of the 10-yard-line, the Tarpons stiffened up, forcing two key plays before the gamesaving third-down stop. The Gators had no timeouts and couldn’t stop the clock, instead having to watch it bleed dry while the Tarpons celebrated. South Lafourche now is 1-6 on the season, while the Gators are 4-3. The Tarpons will take on Morgan City and Ellender in the next two weeks, games they’ll be favored to win. TROJANS FALL TO HAHNVILLE It was just one of those days for Central Lafourche on Friday night at Hahnville.

The Trojans started slow, falling behind 140 in the opening quarter behind a Hahnville rush offense that ran wild at times throughout the game. They had their moments, but they could never quite catch up all the way, falling 42-30 to their Rival Parish rivals. Coach Keith Menard said he was proud of his team’s effort against a Hahnville team that is currently No. 1 in the state in LHSAA power ratings. “Our kids believed we could win this football game,” Menard said. “Not many other people gave us a chance, but we believed in ourselves and we kept fighting. I was happy to see that effort. We came up short, but we never backed down. That’s good to see.” The Trojans just could never get out from that early 14-point hole. They marched down the field and scored early in the second quarter on a touchdown pass from Ashtrein Duncan to Jansen Folse to trim the lead to 14-8. But Hahnville won

the rest of the half, adding a touchdown to go up 21-8, then stopping the Trojans from scoring late in the quarter after they marched into Hahnville territory. “That was a big swing there, not getting to punch it in before half,” Menard said. In the second half, the trams went back and forth, score for score. But the Trojans could never get the defensive stop they needed to have a chance to tie or take the lead. The Trojans cut

Hahnville’s lead to 2824 with 9 minutes to go in the game, but the Tigers scored with 6 minutes to go to make it 35-24. The Trojans’ final score came with 2:28 to go on a touchdown run from Deon Jenkins which made it 35-30. Late in the game, Hahnville was trying to run the clock out, but they broke one on a late-game touchdown run to send the game to its final margin. Central Lafourche is now 5-2 on the season.

HUNTSVILLE, Texas – The No. 9 Nicholls State University football team was limited to a season-low 55 yards on the ground and were shutout for the first time since 2015 as the Colonels suffered their first loss in Southland Conference play with a 17-0 setback at Sam Houston State Saturday afternoon in Bowers Stadium. Both teams finished with less than 300 yards of total offense, but the Bearkats (5-3, 4-1 SLC) were able to find the end zone in each half. Sam Houston led 10-0 at the break and added another score in the third quarter on a trick play. Nicholls (4-3, 3-1 SLC) had several key mistakes in the first half, with penalties and a bad snap putting the offense in third-andlongs against the nation’s leader in opponent third-down conversions. In the third quarter, a missed 33yard field goal by Gavin Lasseigne left points off the board and after a

Chase Fourcade interception, the Bearkats made it a three-possession game with a reverse pass to Ife Adeyi for a 47-yard touchdown. Fourcade threw for 212 yards on 19 of 34 in the loss and was held to only eight yards rushing on 11 carries. Julien Gums had 25 yards on nine carries and Kendall Bussey finished with 13 yards on five totes. Nicholls, which headed into the game averaging a Southland-best 207.5 rushing, averaged 1.7 yards in its lowest output of the season. The Bearkat defense had nine tackles for loss and three sacks. Allen Pittman led a spirited defensive effort with 11 tackles, and Kevin Moore III added nine. Defensive lineman Sully Laiche had a tackle for loss, but saw his sack streak end at three games. The secondary was also able to hold the conference’s all-time leading receiver Nathan Stewart without a catch. Sam Houston

scored on its opening drive, taking a 7-0 lead after Ty Brock connected with Brennon Tibbs for a 15-yard touchdown. The Bearkats took advantage of a roughing the passer call earlier in the drive on third down. Sam Houston had two opportunities to extend the lead in the second quarter, but Hunter Pinegar missed twice from 39 and 47 yards. Before the second miss, Nicholls moved into Sam Houston territory on a 34-yard catch by Dion Ray. The Red and Gray went to Gums on the ground on thirdand-2 and fourth-and-1, however, the Bearkat defense stuffed the run to end the drive. After Sam Houston took the 17-0 lead late in the third, the Colonels did not make it past midfield the rest of

Family sues over plane crash that killed New Orleans anchor

NEW ORLEANS (AP) — The husband and children of a New Orleans reporter who died in a small plane crash this summer are now suing the plane’s owner and engine manufacturer. The New Orleans Advocate/The TimesPicayune reports Glen

Boyd and the children filed the lawsuit last week against owner Drug Fighters Enterprises and Lycoming Engines. The lawsuit alleges that the biplane carrying former WVUETV news anchor Nancy Parker had a defective engine. The plane was piloted by Franklin J.P. Augustus, who also was killed in the crash. The plane had a delayed takeoff that day from Lakefront Airport due to mechanical problems. The 69-year-old Augustus was soon granted clearance for an emergency landing at the airport, but the National

Sentencing delayed for LSU student convicted in hazing death

BATON ROUGE, La. (AP) — A sentencing hearing has been postponed for a former Louisiana State University student convicted in the hazing death a Phi Delta Theta fraternity pledge. The Advocate reports 21-year-old Matthew Naquin was scheduled to be sentenced Wednesday for negligent homicide in the 2017 death of 18year-old Max Gruver of Roswell, Georgia. A continuance was granted because one of Naquin’s relatives was hospitalized with a serious illness. Naquin’s new sentencing date is Nov. 20. He faces up to five years in prison. It took a jury less than an hour to convict the Texas native in July. Gruver died of alcohol poisoning after a hazing ritual. Several pledges testified Naquin appeared to target Gruver that night. Two other members pleaded no-contest to misdemeanor hazing. They were released from jail in August.

hospitalized after a shooting at Louisiana’s Grambling State University. Trooper Michael Reichardt tells KTBS-TV that a person at a party on campus pulled out a gun and shot another attendee twice early Friday morning. He says one officer was shot in the leg while responding. He says the suspect fled the scene. The initial victim was airlifted to a

Shreveport hospital with severe wounds. The officer was hospitalized for injuries not considered to be life threatening. A university statement says the shooting was at the Frederick C. Hobdy Assembly Center. It’s unclear if the party was approved by the college. An investigation by campus and state police is ongoing.

The Amber Guyger trail and sentence gives Christian a lot to think about

An historic court case happened a couple of weeks ago that we should all remember and reflect upon. This is the background: Dallas Police Officer Amber Guyger went into the unlocked apartment of Botham Shem Jean, a native of the Caribbean nation of Saint Lucia and an employee at Pricewaterhouse Coopers in Dallas. The apartment was directly over her own and she mistakenly thought that he had broken into her apartment. The lights were off. Mistaking him for a burglar, she pulls out her gun and shoots him in the chest and kills him. Botham Jean, 26, was a graduate of Harding University in Arkansas, where he had been a beloved worship leader. University officials say that Jean was “one of those people who really stood out, with his voice and his leadership.” The officer who shot Jean is white, and Jean’s mother said she wondered whether the outcome would have been different if her son hadn’t been black. “I don’t want to judge her. We are Christians. We forgive,” she said. “But I need to look into her eyes and ask her why did she do that to my son.” Officer Amber Guyger was found guilty of murder and sentenced to 10 years in prison. The verdict came after only several hours of deliberation. In Texas, the sentence for murder can be from five to 99 years. However, in Texas a convicted person must serve the entire sentence; there is no possibility of parole. Attorney Lee Merritt, who also represented the family, said, “This is a huge victory, not only for the family of Botham Jean, but this is a victory for black people in America. It’s a signal that the tide is going to change here. Police officers are going to be held accountable for their actions, and we believe that will begin to change the policing culture around the world.” Guyger apologized with tears for killing Jean and told the jurors she feared for her life when she found the door to what she thought was her apartment unlocked. Guyger said that Jean came toward her at a fast walk when she entered with her gun out, but prosecutors have suggested he was just rising from a couch toward the back of the room when the officer shot him. The brother of Botham Jean, Brandt Jean, spoke at the sentencing phase of the trial and gave a statement that moved every Christian who watched it. Directing his remarks to Amber Guyger Brandt Jean said he forgave her and urged her to “embrace Christ.” “I love you just like anyone else,” Brandt said. “I’m not going to say I hope you rot and die … I personally want the best for you and I wasn’t going to ever say this in front of my family or anyone but I don’t

even want you to go to jail. I want the best for you because I know that’s exactly what Botham would want you to do – and the best would be to give your life to Christ.” At the end of his statement, Brandt asked if he could hug Guyger which the judge allowed. She was willing and both hugged each other crying with deep emotions. It was one of the most emotional moments I have ever experienced. This is what Jesus is taking about when he asked us to forgive. That’s the greatest act of forgiveness I have ever wit-

nessed. Amber acted out of racial fear and ignorance. Seeing a black man in what she thought was her apartment caused her to act without thinking. When fear and ignorance takes over our lives, we do stupid things. She killed a very

special human being “and asked questions later.” Her ten-year sentence should give her the time to reflect on her actions and come closer to God. This case should give each of us an occasion to reflect on our own racial prejudices.
