Lafourche council passes 2020 budget amendments

BATON ROUGE, La. (AP) — Louisiana Gov. John Bel Edwards sketched out the broad outlines of his agenda for a second term last Thursday, proposing new investments in education and saying he hopes the new Legislature will choose compromise over obstruction. The Democratic incumbent said his top priority will be new dollars for early childhood education, an issue he frequently cited as he campaigned. Edwards also said he’d continue to seek K-12 teacher pay raises and more money for public colleges, building on increases he and lawmakers adopted this year.

The towns of both Golden Meadow and Lockport will once again host their tree lighting ceremonies and Christmas parades at different times this weekend beginning on Friday. Planning of restoration projects around Port Fourchon moves forward By Halle Parker Daily Comet Staff Writer

Crew workers with the Town of Lockport have been working on a few of the town’s street corners to help make it safer for the upcoming Christmas parade, along with school buses and local traffic.

With the receipt of a $500,000 grant, Port Fourchon and a Baton Rouge-based research nonprofit will move forward with the second phase of their coastal project. With plans to dredge the waterways near Fourchon deeper, the port and the Water Institute of the Gulf have partnered to use that sediment for coastal restoration projects. The initiative is called Partnership for Our Working Coast. The projects, ranging from marsh creation to increasing the number of black mangrove trees, aim to protect Port Fourchon as well as the communities north of it. “We are working towards not only protecting vital infrastructure in Port Fourchon using nature-based solutions, but also towards providing additional habitat and community benefits,” said Justin Ehrenwerth, Institute president and CEO, in a news release. Port Fourchon is a service hub for about 95 percent of the deepwater oil platforms in the Gulf of Mexico. The port plays a role in about 18% of the country’s oil supply.

Last week, the institute announced that it received a $500,000 grant from the National Coastal Resilience Fund after it raised about $650,000 in matching money. Aside from $50,000 from Port Fourchon, Chevron and Shell pledged to cover the other $600,000. The National Coastal Resilience Fund is administered by the National Fish and Wildlife Foundation and funds conservation projects proposed in coastal communities. Port Fourchon director Chett Chiasson said the $500,000 will go toward determining where the dredged sediment can be best used. See Port Page 5-A

With unanimous approval by the Lafourche Parish Council, the amended 2020 budget sits on the parish president’s desk, awaiting the green light or veto in early December. Parish council members proposed amendments during their regular meeting on Nov. 26. All members were present except for Craig Jacuzzo. Several of the proposed amendments redirected recreation money. Councilman Jerry Jones’ request for $100,000 to pay for the ongoing design of the expansion of Heroes Park in Thibodaux was unanimously approved. Councilman Daniel Lorraine’s push to shift the $100,000 designated for the Lockport Community Center swimming pool’s construction to the Golden Meadow Boat Launch failed in a 5-3 vote. He said the boat launch needed repairs and believed not enough of the parish-wide recreation tax was spent on the southern end of the parish. Councilman Armand “Noonie” Autin said he supported improving the parish’s boat launches but “vehemently” opposed taking the money from the Lockport center, a project he’s worked on for over two decades. Councilman Jerry Lafont, Lorraine and Jones voted in favor of the amendment, while council members Luci Sposito, Bo Melvin, Michael Gros, Corey Perrillioux and Autin voted against. Breaux to serve as Grand Marshal of Lockport Christmas Parade

Leon “Bud” Breaux III, President of the Lockport-based Breaux Petroleum Products, will serve as the 2019 Grand Marshal of the Lockport Christmas Parade. “Bud” Breaux, III Founded in Lockport Christmas 1922 in Lockport, Parade Breaux Petroleum Grand Marshall is a fuel and lubricants distributor throughout South Louisiana. Bud is a 1979 graduate of Central Lafourche High School and a 1983 graduate of Nicholls State University. A group of former Members of Sugarland Country (SCC) has developed a Business Plan to reopen and reorganize SCC. What a Life!

We should be grateful to our loving gracious God everday of the year

Thanksgiving is a great time to celebrate with family and friends and to share what is happening in each others’ lives. What is most important, we give thanks to God for our lives and all our blessings. St. Paul tells us, “Rejoice always, pray without ceasing, give thanks in all circumstances; for this is the will of God in Christ Jesus for you.” (1 Th 5:16-18). An important aspect of our spiritual growth is developing an attitude of being grateful. We were not born with a thankful disposition. We developed it when a person gave us a gift or favor and our parents said, “What do you say?” In the gospel Jesus cured the ten lepers; nine were ungrateful. Jesus was always grateful and taught his followers the virtue of gratitude. We have a lot to be thankful for. We thank God for the Spirit that gives us the strength, wisdom, power, and love to be the persons we are called to be. For our faith that helps us believe that when we seek, we will find; for answered prayers and the dream that will not die; for hope restored; for being able to surrender to what is and then to wait expectantly for

spiritual lives, it is also good for our physical and mental health. Gregg Easterbrook in an article entitled, Rx for Life: Gratitude, sites recent academic studies that show that gratitude affects our total wellbeing in the following ways. 1) People who describe themselves as feeling grateful have higher vitality and more optimism, suffer less stress, and experience fewer episodes of clinical depression than the population as a whole. 2) Grateful people are less materialistic than the population as a whole and they suffer

less anxiety about status or the accumulation of possessions. Because of this, they are more likely to describe themselves as happy or satisfied with life. 3) In an experiment with college students, those who kept a weekly record of things they felt grateful for, achieved better physical health, were more optimistic, exercised more regularly, and described themselves as happier than a control group of students who did not keep journals. 4) Grateful people are more spiritually aware and more likely to appreciate the intercon-

Lafont initially proposed a budget amendment that would take all $400,000 slotted for those ballparks in the 2020 budget and split it between the Larose Civic Center and the Cut Off Youth Center. THIBODAUX, La. – Behind a dominating performance in the ground game, on both sides of the ball, the No. 19 Nicholls State University football team advanced to the second round of the FCS playoffs with a 24-6 victory over No. 24 North Dakota Saturday evening on Manning Field at John L. Guidry Stadium. With the win, Nicholls improved to 9-4 on the season and will take on top-ranked North Dakota State next weekend in the FCS playoffs. The Bison, which are 2-0 all-time against the Colonels,

carry a 33-game winning streak into the matchup. Sophomore Julien Gums headed the attack on offense, rushing for 172 yards on just 16 carries. more than 30 years as well as a past president, coach of the Lockport Lightning swim team for over a decade, longtime member of the Saint Hilary finance committee and past president of the South Central Swim Association. He has two sons, Blake and Derek Breaux, who currently represent the fifth generation of leadership with the company. Bud is the son of Leon “Buddy” Breaux, Jr. and Gayle Breaux, owners of Breaux Petroleum and the company’s third generation of leadership. Buddy – who is still actively involved in leadership of the company – was responsible for the 1986 merger with Lockport Oil and Tire Company, forming what is now the present-day Breaux Petroleum Products. Buddy and Gayle have three other children in addition to Bud: Doug Breaux, Greg Breaux and Elizabeth Breaux. Since its founding, Breaux Petroleum has been a pillar of the Lockport community giving back to several local events and causes including the Lockport Library, Holy Savior Catholic School, Central Lafourche athletics association, Project Graduation and much more. This year’s Lockport Tree Lighting Festivities will begin on Friday, Dec. 6 at 6:30 p.m. at the Lockport Bayou Side Park. Every child will receive a gift from Santa Claus and Mr. Claus. Hot dogs and drinks will be provided. The event is sponsored by the Town of Lockport. state economy. He said he’d oppose efforts to roll back taxes passed over the last few years, as several Republican lawmakers have suggested, if a rollback could destabilize Louisiana’s budget. Taxes are certain to be a battle with lawmakers, and Edwards’ relationships with the House and Senate could be tested in the new term that begins in January, as many of his legislative allies are term-limited. The Legislature will be more conservative and tensions between the majority-GOP chambers and Democratic governor are expected to worsen. Edwards has started reaching out to new and returning lawmakers to discuss the upcoming term. He said he wants lawmakers positioning themselves for leadership positions to understand that “obstructionism and independence are not the same thing.” “I’m willing to work with anyone of any party who wants to work in good faith to solve our challenges and move our state forward,” he said. Though President Donald Trump traveled to Louisiana three times trying to unseat Edwards, the governor said he reiterated his pledge to work with the White House when Trump called to congratulate him after the election. He called the attack “largely unsuccessful” because state data wasn’t lost and Louisiana didn’t pay a ransom, but Office of Motor Vehicles locations won’t reopen until Monday as repair work continues. — Talked about his approach to Louisiana’s 2021 redistricting process, which will happen after the latest Census data is released. The Legislature must redraw political districts for U.S. House, state Senate and state House seats, among others. Edwards said he doesn’t want the focus to be based on protecting incumbents. “We need to make sure we have maps where voters choose their officials, and not the other way around,” he said. ___

Louisiana deputies storm the wrong house with search warrant

LAKE CHARLES, La. (AP) — A Louisiana sheriff has apologized to the pastor and retired schoolteacher whose home was stormed by officers searching the wrong house for a wanted man. Calcasieu Parish Sheriff Tony Mancuso said his office is investigating why the search warrant had the incorrect address. The American Press reports deputies were looking for a 25-year-old wanted on domestic abuse battery charges. Instead, deputies went Tuesday to the home of 79-year-old pastor Herman Weston and his wife Carol, who live with a granddaughter and her 3-week-old baby. Carol Weston says officers stormed the house with their guns drawn. She says she was handcuffed and walked to the street corner, with no explanation. Herman Weston says he was “totally embarrassed” by the incident. Mancuso says he met privately Wednesday with the Westons to apologize. Registered sex offender charged for sending lewd messages to teenage girls Lafourche Parish Sheriff Craig Webre announced the arrest of a registered sex offender after investigators found he had sent lewd messages to a juvenile female. Roland Bruce Jr., 40, of Cut Off is charged with Indecent Behavior with a Juvenile. At around 5:15 p.m. on November 23, 2019, deputies responded to a complaint involving a juvenile at a Larose residence. Upon arrival, deputies learned Roland Bruce Jr. had reportedly been sending text mes-

sages which were sexual in nature to a minor teenage girl. Bruce had also requested the girl send nude photos to him, but she did not comply. Following an investigation, deputies contacted Bruce at his Cut Off residence and placed him under arrest. He was charged with one count of Indecent Behavior with a Juvenile and booked into the Lafourche Parish Correctional Complex in Thibodaux. His bail is set at $75,000.
