Lockport man dies in utility vehicle crash

The Lafourche Parish Sheriff’s Office reported a Lockport man died as a result of a utility vehicle crash in Lockport on September 10. At around 8:55 p.m. W on Tuesday, LPSO deputies and EMTs with Acadian Ambulance responded to a utility vehicle crash near Bollinger Road in Lockport. Through investigation, deputies learned Alvin Terrebonne, 80, of Lockport was operating a Kubota utility vehicle with his son, Brian Terrebonne, 61, as the passenger when the vehicle crashed into a ditch. The Lockport Boat Launch will undergo significant major renovations soon after the Parish Council voted to award a construction contract to LA Contracting Enterprise.

voted Tuesday night to award a $138,000 construction contract to LA Contracting Enterprise, LLC for the project. Council Chairman Noonie Autin, who represents that area, said the project includes parking, bulkhead and lighting improvements to the heavily-used boat launch. Mrs. Beverley Cheramie is the lead janitor at South Lafourche High School — a job she’s held now for many years. But oh goodness, is she ever more than that — both to the school and then also to our community as a whole. Mrs. Bev is a local mainstay, a big piece of the fabric to the community. When there’s an event, she’s there. When someone needs help, she’s there. She’s getting a little older now, but she still seems to be everywhere she’s needed — an amazing love for service and the folks in our area that is unrivaled by most in our area. “I just love to help out,” Mrs. Bev said earlier this year in the halls of South Lafourche High School when asked why she does what she does. “If I can do it, I’m going to find a way to do it.” Does she ever! At school, Mrs. Bev helps keep things in order at South Lafourche High School, which is no easy chore, given the sheer size of the campus and all of the things that go into doing janitorial work at a major high school campus. But perhaps what makes Mrs. Bev’s story so special are the things she does on her own time. She’s a widow and also a loving mother and grandmother to a wonderful family. Her children and grandchildren put a huge smile on her face. Her kids are now older, but if a grandchild is playing a sport somewhere, she’ll be there. Committee formed to address flood insurance program

The state has formed a new subcommittee to craft a unified approach to addressing issues with the flood insurance, especially in coastal communities. Louisiana Coastal Protection and Restoration Authority board chairman Chip Kline led the National Flood Insurance Program and Coastal Insurability subcommittee’s first meeting last week. “This state relies heavily on the

protections provided by the National Flood Insurance Program,” said Kline. “In the future, as the state becomes more exposed to flood risk, insurance will become even more important.” At the first meeting were Rep. Suicide- Are there answers? By Dr. Glenn Mollette Guest Columnist

Billionaire financier Jeffrey Epstein, a convicted sex offender, recently hanged himself in prison. With a lifetime of prison ahead of him he chose suicide over going through another trial, more accusations and a lifetime behind bars. When comedian Robin Williams killed himself, we were shocked. Williams had been dealing with depression for many years and his mental illness overcame him. Millions were stunned when television personality Anthony Bourdain was found dead after reportedly hanging himself in France. To many of us it seemed he had the perfect life. He traveled, ate the best food and was rich and famous. Suicide happens to people at every level. Pastor Jarrid Wilson, a California church leader, author and mental health advocate, died by suicide. At the age of 30 he had a great ministry, was well loved and had a precious family. All of his knowledge and personal tools of the Christian faith did not help him to overcome his depression and mental state. In 2017 there were 47,173 recorded suicides, up from 42,773 in 2014. The U.S. suicide rate increased 24% between 1999 and 2014, from 10.5 to 13.0 suicides per 100,000 people, which was the highest rate in 28 years according to the National Center for Health Statistics. Why do people commit suicide? My first wife tried. After being on a respirator for three days the first words she said to me after being taken off life support were, “why didn’t you let me die?” Karen had severe Multiple Sclerosis. She was totally debilitated and could do nothing for herself, except think. As a prisoner in her own body she believed that suicide was her hope of escape. Sadly, two years later she died in a nursing home which was a place she had hoped to escape. For most, suicide is the hope of escaping what seems to be impossible. There are many reasons why some people kill themselves. Sometimes they think it’s their way of having the final word in a failed relationship. Sometimes it’s their way of saying, “I told you that things were bad in my life.” However, almost always suicide results from mental illness. Some people think and

talk about it for a long time and finally go through with it. For some people they commit suicide at a dark moment in their lives when it appears the only way out is death. What is the answer? People must stay connected to a few real meaningful relationships in life. Suicide victims feel alone. People need people they can safely be real with without harsh condemnation for everything they do. This is why some churches and ministers often fail in relationship building. Phony surface friendships aren’t the answer. Next, help such as counseling and reasonable medication are often crucial. Talking to someone who has been trained and is able to help you is important. Hope is imperative. It’s hard to imagine that

media personalities such as Robin Williams and Anthony Bourdain felt hopeless but to them it was on another scale. One person’s mental state of hopelessness is not the same for another. This is why people need help in ciphering through the fog of their minds to make sense of their mess and to see a light at the end of the tunnel of their desperation. Prayer, meditation, spiritual direction, counseling, medication, group support, work, activity, hobbies, going to school and plans are all tools in the fight against mental illness and suicide. Be attentive to the people in your life. Give love, understanding, hope and be helpful. Care enough to talk, listen and be a friend.

Boat Launch From 1-A

Autin said. “The community is very anxious to see those improvements by arguably the most utilized boat launch in the parish.” On an average weekend, there are over 50 cars parked in the lot, he said. The project is expected to take about 60 days. The council also voted to add the repaving of Oak D Street in Larose to the current road project in Road Sales Tax District 2 in south Lafourche. That project is on schedule to finish in late February.

No action was taken, however, on an effort to move money from Thibodaux-area projects into the Hero’s Park fund. The parish administration was asking the council to move $407,100 into the Hero’s Park fund from three separate projects, two of which are budgeted to the city of Thibodaux but have gone unpaid for two years. The amendments died, however, due to a lack of a second. Interim Councilman Craig Jaccuzzo had sponsored the amendments, despite pushback from other council members. the vehicle and the vehicle came to rest on top of him. He was pronounced dead at the scene. Alvin Terrebonne suffered non-life-threatening injuries. Alcohol use is not suspected to be a factor in the crash. The crash remains under investigation. Troopers from Louisiana State Police Troop C and members of the Lockport Volunteer Fire Department and Vacherie-Gheens Volunteer Fire Company responded to the scene to assist.

Group, who is designing the park’s expansion, said the parish hasn’t taken much action on the park lately after presenting four site plans to the public. The project is still in the conceptual stage as the parish works to find grants or other funding streams to build the expanded park. There have been recent discussion about building a community center on the new property; that would fit into the available space where a pavilion was originally planned, Klingman said. A lighting project at the existing park, however, is expected to begin this week.

What a Life!

By: Rev. Wilmer L. Todd Our living faith proclaims that God can be found anywhere and at anytime

My grandfather was a machinist. He spent his whole life making and repairing machines. He had a small workshop in his garage. Toward the end of his life he would sit on his stool in his garage where he built a metal cylinder that contained two pistons. He attached a water source to the piston in hopes that they would turn the attached metal platform. He was trying to build a perpetual-motion-machine. My father went to college and got his master’s degree in Physics. I remember one conversation my father had with my grandfather. My father said that having a perpetual-motion-machine was impossible. Everything we have on earth that puts out motion or energy needs to have some type of fuel, or energy to keep it going. (When I heard their discussion as a child, I was secretly pulling for my grandfather). This principle is true for our faith life. Some people assume that once they get baptized, they can just sail along for the rest of their lives on their Baptismal graces. This would surely make Baptism into some kind of spiritual-perpetual-motionevent, instead of the faith event that it is. Baptism brings us into the community of faith. We become children of God. We become part of God’s family – God is our Father, Jesus is our brother, the Holy Spirit guides us through life. As we grow in faith, God expects us to give some energy to the faith we have received. Otherwise when we stop nourishing it, our faith may die. Living a faith life that is shallow and superficial without any depth does not take any effort. This kind of faith seeks only the comfort and security that comes from religion. It avoids the hard questions of life and is frightened if anyone challenges or questions any aspect of it. This is not the kind of faith portrayed in the lives of the people in the Holy Scriptures. For example God called Abraham to set out on a journey to a place to which he had never been. God was his only guide. He needed to put out a lot of energy. He had to be alert to his surroundings as he moved from place to place. The image we have here is not one of comfort and security. It is just the opposite. The hardships and insecurity of travel in those ancient times were well-known facts. Being on a journey was not anyone’s idea of a holiday. You might not come back alive! Danger was all around. On such a journey you could not afford to be distracted. In our daily lives we fight against distractions by trying to keep focused. Whether we are

driving a car or walking by a road, or operating some dangerous machinery, we have to focus on what we are doing. If we do not, we can quickly fall into dangerous and perhaps fatal situations. We also need a focused faith to see the faith implications in every human situation. Our faith is not a passive virtue. It does not protect us from the world. It helps us remake the world after the image of Christ who commanded us to love one another as He has loved us. The place where God wants us to

serve the needs of others is where we find ourselves in life today. A living faith is a faith that believes that God is to be found anywhere and at anytime. A person with this kind of faith senses that his or her response to every person and every situation is ultimately a faith response. This is so because he or she believes that God is made known through the ordinary events of life. If we only encounter God on Sundays, then our understanding of God and our faith is very shallow.

Louisiana Department of Homeland Security, Emergency Preparedness Deputy Director Casey Tingle and Bubrig Insurance Agency owner Bill Bubrig. Each of the members is familiar with managing flood risk and efforts to reform the National Flood Insurance Program. The group heard reports from state and federal agencies as well as the offices of some federal legislators on the current efforts to address issues with the flood insurance program. Cindy O’Neal, with the Louisiana Department of Transportation and Development, provided an overview of the number of policyholders

in the state and how communities like Jefferson Parish are working toward lowering rates with different ordinances. She pointed to the need for statewide policies to support communities requiring people to build at least one foot above what’s required by the Federal Emergency Management Agency, which controls the National Flood Insurance Program. Forbes presented to the subcommittee about the state’s watershed initiative that will aim to take a regional approach to flood risk using new modeling to prioritize mitigation efforts. “The only way to be innovative and to improve how we were managing flood risk in the state was to start looking at watersheds,” said Forbes. “That water doesn’t observe jurisdictional boundaries and consequentially we are never going to be able to manage it by jurisdictional boundaries.”

They also heard from FEMA about its new mapping effort called FEMA Risk Rating 2.0 that would improve how it assigns flood risk. Representatives from Rep. Garret Graves and Sen. Bill Cassidy’s office also provided summaries of the bills in each side of congress that aim to fix some aspects of the National Flood Insurance Program. The bills also provide for a reauthorization of the program for five years. The subcommittee will continue to meet to establish principles on how the state views flood insurance and advocate for policies, according to Kline. Fewer Louisiana residents going without health insurance

BATON ROUGE, La. (AP) — The number of Louisiana residents without health insurance is falling, even as the national uninsured rate grew last year. New data released Tuesday from the Census Bureau shows 8% percent of people in Louisiana, or 363,000 residents, didn’t have health insurance coverage in 2018, edging down from 8.4% a year earlier. That’s 19,000 fewer people in the state who are uninsured. The national uninsured rate grew from 8.7% to 8.9% over the same period.

Houma man gets 20 years for stealing $100k from employer

HOUMA, La. (AP) — A 48-year-old Louisiana man has pleaded guilty to stealing more than $100,000 from his employer. The Courier reports Robert Yanos Tipton, of Houma, was scheduled for trial this week but pleaded guilty Tuesday to theft over $25,000. State District Judge Johnny Walker sentenced him to 20 years behind bars. Following an investigation by the Terrebonne Parish Sheriff’s Office, Tipton was arrested in 2017. Tipton had worked for two months as an office manager who handled the finances for Houmabased Michael Hyde Construction. In 2016, Tipton began depositing his payroll checks through a mobile banking application while cashing hard copies of

the same checks at multiple check-cashing businesses. An audit also revealed Tipton forged the owner’s signature on multiple company checks and paid his personal credit card bills using company funds.

LA and Mississippi researchers to share $106 million vessel

THE CENTER SQUARE - A consortium led by the Louisiana Universities Marine Consortium and the University of Southern Mississippi has been awarded a four-year National Science Foundation cooperative agreement to operate one of three new $106 million Regional Class Research Vessels, state and federal officials announced Tuesday. The National Science Foundation is expected to spend at least $318 million to build three new vessels, which are being constructed by Gulf Island Fabrication in Houma. The three ships will be operated by the Gulf RCRV Consortium (a partnership between LUMCON and USM), Oregon State University and the University of Rhode Island. “Louisiana’s marine researchers cherish opportunities like this one, which can yield solutions to some of our most challenging issues, including hurricane tracking and offshore fishery expansion,” Commissioner of Higher Education Kim Hunter Reed said.

The Lafourche Parish Sheriff’s Office will host two free Hunter Education Field Days in September for anyone age 10 or older that has completed the home study course. The first Field Day will take place on Wednesday, Sept. 25, from 4 p.m. to 9 p.m. at the LPSO Shooting Range located at 3451 Hwy. 182, Raceland. In a recent campaign questionaire held by The Daily Comet regarding the House of Representative, District 54 seat, of the three candidates running for the seat, Reggie Bagala was the only one who responded. The candidate field for south Lafourche’s state representative seat will be open in October for the first time in over 10 years.

The seat is represented by Truck Gisclair, who has served the maximum three consecutive four-year terms allowed by state law. Gisclair is hoping to continue his public service and is one of five candidates running for the state Senate District 20 seat. One of the candidates looking to fill his seat is Gisclair’s son-in-law, Donny Lerille. Lafourche Parish official Reggie Bagala and former Lockport Police chief Ernest Boudreaux are also running for the office. District 54 covers most of south and central Lafourche, along with Grand Isle in Jefferson Parish. The election will be held Oct. 12, with early voting from Sept. 28 to Oct. 5.

Here are Bagala’s answers to The Courier and Daily Comet’s campaign questionnaire. Responses have been edited for clarity and brevity. Boudreaux and Lerille did not submit responses. What would be your top three legislative priorities if elected?

Bagala: Infrastructure improvement: La. 1 completion from Golden Meadow to Port Fourchon, then north to U.S. 90; protect the jobs and economy we currently have and our quality of life; education support from K-12 to Nicholls and Fletcher, a fully funded TOPS program, early-childhood initiatives and bringing our teachers up to and beyond the Southern average in pay. I also support school choice (where needed), private schools and the Scholarship Program. Why would you be the best representative for your district?

Bagala: Our area needs a voice now. I have been preparing for this position my entire life. My experience is tested and we cannot afford to send someone to Baton Rouge who needs a learning curve. We need a loud and strong voice now, a person willing to fight for our area. What are your views on tax reform? What would you like to see changed, if anything.

Bagala: I fully support lower taxes on both the personal and business sides. I support a simplified, indexed structure.

BP settlement money has supported much of the state’s efforts for coastal restoration and protection. When that money runs out, how should the state pay for and address coastal issues, particularly those in Terrebonne and Lafourche? Bagala: GOMESA and fighting for a greater revenue-sharing formula for Louisiana on the federal level. How should the state address growing and costly infrastructure needs?

Bagala: Prioritize capital-outlay spending on roads and bridges. There must be a high priority associated with the economic benefit of each project. I oppose allowing legislators to add projects to the final transportation capital outlay list.

This legislature will have a chance to influence how the district boundaries are redrawn after the 2020 census. Would you propose or support any major changes to the current district lines? Bagala: Yes, unify District 54 in the Mathews and Raceland area.

What is your position on proposed legislation to give fishermen the right to traverse private waterways in coastal marshes? Bagala: I would support language in a proposed bill such as 2018′s House Bill 381.
