Council partners with other agencies to address levee concern

At Tuesday night’s public meeting, the Lafourche Parish Council was addressed by ReggieW Dupre, former State Senator of District 12, in regards to the aftermath of Hurricane Barry – in particular, the levee break at Pointeaux-Chenes and the damages to homes in the area, as well as proposing a solution to avoiding such devastation in the future. Councilman Jerry Jones responded to Dupre’s information relating to the failure of the levee at Pointe-auxChenes that Lafourche residents “live in the best levee system in the country.” “We live in the best levee system in the county, but Pointe-auxChenes doesn’t,” Patty Ferguson, a citizen of Pointe-aux-Chenes and member of the Houma Nation, said in response to Councilman Jones’ comment when addressing the council as to the status of the levee, or lack thereof, in the area. U.S. Sen. Kennedy calls for permanent relief fund for fishing industry By David Jacobs | The Center Square

U.S. Sen. John Kennedy, a Louisiana Republican, is calling for a permanent taxpayer-supported safety net for the fishing industry. The Commercial Fishing and Aquaculture Protection Act of 2019, introduced by U.S. Sen. Cindy Hyde-Smith, R-Mississippi, does not carry an explicit price tag. Kennedy’s statement in support of the bill compares the proposal to the U.S. Department of Agriculture’s “well-established” disaster programs for farmers. “The shrimp and oyster seasons produced significantly lower yields on average this year due to disastrous freshwater intrusions in the Gulf,” Kennedy said in a prepared statement. “We need to give our fishing industry a break. This legislation will establish a program to help fishermen cope with disaster conditions like these.” USDA reportedly is preparing an open enrollment for a $3 billion aid package for farmers and ranchers. Enrollment is expected to begin by late August or early September.

“Farmers and ranchers who experience serious losses have access to well-established USDA programs to help them survive down years,” Hyde-Smith said. “Commercial fishermen, including aquaculture operations, do not have that option.” On July 8, Louisiana’s congressional delegation joined Gov. John Bel Edwards and Lt. Gov. Billy Nungesser in asking Secretary of Commerce Wilbur Ross for a federal disaster declaration for the state’s fisheries, which would allow Congress to appropriate money for relief. The Mississippi River’s current “92year flood record,” leading to the U.S. Army Corps of Engineers’ unprecedented decision to open the Bonnet Carré spillway twice in one year, disrupted many types of aquatic life vital to Louisiana’s seafood industry, the delegation’s letter to Ross says. In June, state government liaisons to the seafood industry said this year’s “disaster” is only the latest reason for uncertainty, also citing freshwater diversions meant to restore the coastline, hurricanes, climate change, and the 2010 BP oil spill. parish was spending too much. Tuesday night, auditors presented a new report that shows some material weaknesses and deficiencies in the parish’s accounting. The parish’s fund balance, however, appears to have recovered. The latest audit shows the combined fund balances ended the year with about $1.6 million more than in 2017. The 2018 audit was conducted by Postlethwaite & Netterville, a new contractor with the parish. Tommy Naquin, a CPA with the company, presented the report, reviewing the major findings. The auditors noted several weaknesses where the parish lacked proper accounting and, in some cases, is violating state law. Seatbelt checkpoint slated for Aug. 1

The Lafourche Parish Sheriff’s Office will conduct a seat belt checkpoint in Lafourche Parish during the daytime hours of August 1. Storm Analysis: Notes from a near disaster

JEFFERSON, La. (AP) — When the forecast called for the Mississippi River to crest at around 20 feet at New Orleans, Macon Fry thought about moving over to a neighbor’s higher-sitting house. “I think the floor of my house is right about 19 feet, four inches,” Fry said during an Associated Press interview. He spoke as what was then Hurricane Barry was close to making landfall farther west — and as water lapped at the pilings supporting his house. It’s one of about half a dozen on the river side of the Mississippi River at the line between New Orleans and Jefferson Parish. Fresh water marks on those pilings showed that the river was dropping. Fry was preparing to take his furniture off blocks and stay put. He hadn’t intended to go far. “I would have been perversely curious to see what 19 or 20 feet looked like,” Fry said. But not so curious that he wasn’t happy when the forecasts changed. “I wasn’t looking forward to spending the rest of the summer mucking out mud and pulling out stuff — or potentially seeing my house float. I don’t think it would have floated, but that’s happened to people that live on the batture.” Barry was full of surprises. Days before landfall, when it still was just a disturbance with no name in the Gulf of Mexico, it caught many off guard. Thunderstorms associated with it swamped New Orleans with a rush-hour deluge that flooded streets, cars, and some homes and businesses. Four days later, when it was a mere tropical depression moving into Arkansas, it was still pulling up rain bands that flooded homes and roads in parts of southwest Louisiana. As late as Tuesday, what was left of Barry was being blamed for a possible tornado in north Mississippi. But, Barry, despite its far-flung reach, didn’t live up to its potential as far as disasters go. It did not visit New Orleans with even more flash flooding, nor did it overtop the Mississippi River levees, as had been feared early on. Overall, its rain totals were less than once expected, sparing the Baton Rouge area the major flooding that hit in 2016. Still, Barry caused more than its share of problems. Ask Donald Smith, who instead of preparing meals in the days before the storm was using a push broom to guide the water from that surprise flash flood out of his restaurant on Basin Street in New Orleans. He held out hope for business from that weekend’s Delta Sigma Theta Sorority

Or the people who felt they should leave even if they were in areas where evacuations weren’t ordered or suggested. Like Maria Thomas. Riding out a hurricane means risking pro-

That can exacerbate the symptoms of the multiple sclerosis Thomas was diagnosed with four years ago. “If it gets above 70 degrees I get very sick. I can’t walk and I look like I have had a stroke,” she said. Thomas, 43, leaves even though she has had some less-than-pleasant evacuation experiences. Like when she, with her wife, fled to her motherin-law’s house in Mandeville, only to have a tree fall on it. That was the Katrina evacuation of 2005, a storm that marked a certain rite of passage for her as a young adult. “Prior to Katrina, storms were fun,” says Thomas. “You got to play with flashlights and eat cold soup. It was an adventure. “Not long into my adulthood, Katrina happened. Americans should be able to draw 100% of their social security benefits at age 65 but they can’t. 1983 began a gradual age increase from 65 to 67 which occurred over a 22 year period. For those who are already past 65 it’s too late to care much. People who began collecting at age 62 don’t care either. If you started paying into Social Security by the age of 25 and most Americans did or will, then forty years is long enough to pay into a fund that should give you the maximum payout based on what you paid into the fund. Many American workers began paying into a retirement account younger than 25 and then were able to draw 100% of their retirement after 27 or 28 years of work. This means some people, like school teachers, government workers and others might retire as young as 50. Fifty is significantly earlier than 66 or 67 to begin collecting your full Social Security benefits. Many Americans will pay into Social Security and never collect a penny although there may be family benefits. Americans can begin collecting Social Security at age 62 at a reduced benefit. The problem this creates for many Americans is they are limited to additional income. Why should the “62” crowd of Americans only be able to make $17,640 a year? If they are paying into Social Security from what they are earning from a job then they are only supplementing a system they are collecting from. Many Americans are

forced into double trouble. They have reduced benefits at age 62 because they want to go ahead and collect the income. Next, they are only allowed to make up to $17,640 additional money from working a job. They end up with a smaller amount of Social Security for life and could become totally unable to work a job thus creating a lifetime dilemma. The average senior will collect $17,532 in Social Security benefits a year or $1,461 per month with the 2.8% 2019 cost of living increase. Some Americans are collecting $2,788 per month or $33,456 a year if they paid in the maximum taxable earnings for 35 years. The maximum amount is now $132,900! How many Americans will make the maximum amount of earnings for 35 years? Each year about 6% of covered workers have earnings above the taxable maximum income. Sadly, once America gives up something we seldom get it back. For example, full Social Security at age 65. Our government is starved for cash. Our government has borrowed about $3 trillion from our Social Security fund. Our government “borrows” from the Social Security fund ad nauseam to cover their wasteful spending. If the government can get its way it will increase the Social Security age to 70 or higher. So beware! Start talking to your Representative or Senator about your Social Security benefits. If you are under 65 you need to care now.

when there is a stronger storm, the damage will be greater, with flooding extending up to and past Thibodaux, affecting nearly 700,000 Lafourche residents. Dupre stated that the levee at Pointe-auxChenes “shouldn’t even be considered a levee by any means – it is dredge material that broke.” The former State Senator then presented to the Council an interagency partnership and action plan, initially proposed by Terrebonne Parish President Gordon Dove on Monday. The partnership, which would be between Terrebonne Parish, Lafourche Parish, and the North Lafourche Levee Districts, would utilize marsh buggies to move and compact dredge material and Hesco baskets to strengthen and provide a temporary solution to the current 1.5-mile gap in the levee system between Dularge and Little Caillou. The timeline as provided by Dupre would have the project completed in four weeks. Dupre requested two actions by the Council, to join in the partnership and acquire the permits needed for the emergency work to be completed, and a commitment to fund the work alongside the financial commitments already given by Terrebonne and the North Lafourche Levee District. While there was no question as to the commitment by Lafourche Parish to join in such efforts, it quickly became a heated discussion as it related to funding. The council unanimously passed a resolution to join the efforts at Tuesday’s meeting, and called a special meeting Thursday to determine the amount of funding they will commit to the efforts.

under hazard mitigation grants, including a lack of documentation for some expenses and reimbursements, paying project expenses after the grant period ended and paying expenses without reimbursement requests. In reference to the surplus property sale, Naquin said, “There needs to be emphasis to make sure that what’s been sold was approved.” The parish sold 106 items at auction Oct. 7, 2017. According to the 2018 audit, some of those were not approved for sale by the council but were added to the list of items for sale after the council approved the auction list. The council passed a resolution just days after the auction, asking the Lafourche Parish District Attorney and Sheriff’s Office to investigate the matter. No charges or allegations have been made publicly since that resolution was passed. The report also notes that the parish has an outstanding debt of about $1.6 million owed to the Louisiana Department of Health for the operation of the parish health unit. Over 10 years ago, the parish agreed to pay the health department $16,500 per month to provide staffing for the facility. The audit report says the parish has not paid the monthly fee since 2010. In their response, the parish said they will contact the health department to try to negotiate a settlement and “establish terms in writing.” The full audit report is online at lafourche gov.org, under the finance department page. Under the proposed amendment to the Magnuson-Stevens Act, potential federal relief would be available when revenue associated with commercial fishing or farm-raised fish production for a calendar year is less than 85 percent of the average gross revenue for the previous three years. No fishery disaster declaration would be necessary. The compensation for a person or entity would be the difference between their revenue for the year and 85 percent of their average revenue for the prior three years, and “shall not exceed 85 percent of the average gross revenue received during the previous calendar years.” Compensation could apply to eligible losses suffered this year and every year in the future, “subject to available funds.”

Chicken company plans $47M expansion in Louisiana

BATON ROUGE, La. (AP) — A chicken producer is planning a $47 million expansion of its Louisiana operations, creating a new feed mill and upgrades to its hatchery and processing plant. House of Raeford Farms CEO Bob Johnson announced the plans Tuesday in a news release from Gov. John Bel Edwards’ office. The northwest Louisiana expansions are expected to create 118 new jobs. The North Carolinabased company says it’ll spend $41 million to build a feed mill in Lincoln Parish, replacing and doubling the capacity of an older mill, and $6 million on improvements to Bienville Parish facilities. The company distributes chicken products to grocery stores, schools and other businesses, packaged under its own label and other private labels. Louisiana is giving House of Raeford Farms $1.5 million for the projects, along with tax breaks. ___

Hepatitis A cases still increasing in Louisiana

BATON ROUGE, La. (AP) — Data from the Louisiana Department of Health shows cases of Hepatitis A have been continuing to increase across the state. The TimesPicayune/The New Orleans Advocate reports the number of reported cases since the outbreak began in January 2018 through July 18, 2019, is 375. Louisiana Bureau of Community Preparedness Medical Director Frank Welch says the outbreak is mostly affecting drug users and homeless people. Welch says the infection has been making people sicker than normal. About 60% of infected people were hospitalized whereas the typical hospitalization rate is around 25%. The state bought 15,000 Hepatitis A vaccinations to limit the outbreak among homeless populations and have distributed about 8,000. Arrest report: Fatal crash suspect says God told him to die

BATON ROUGE, La. (AP) — An 18-year-old Louisiana man told authorities God instructed him to end his life, so he crashed his truck into another vehicle at about 90 mph, killing a driver. Jack Jordan was arrested for second-degree murder, reckless operation of a vehicle and simple escape in the fiery crash Monday that killed 51-year-old Stephanie Payne. The Advocate reports one of its employees witnessed the crash and said Payne’s car was engulfed in flames and

pushed for yards through an intersection. Jordan’s arrest report stated he’d told officers God instructed him to kill himself, so he purposefully accelerated his vehicle to hit another vehicle. State Police spokesman Taylor Scrantz said investigators don’t think Jordan was impaired but did run tests. Jordan was treated for a hand injury.

Applications for School Uniform Vouchers will be accepted at the Galliano Outreach office on Tuesday, July 30, from 8:00 a.m. until 4:00 p.m.; Mathews Complex on Wednesday, July 31, from 8:00 a.m. until 4:00 p.m.; and the Thibodaux Outreach office on Thursday, August 1, from 8:00 a.m. until 4:00 p.m. Due to the high volume of clients of school uniform vouchers, the Mathews Office of Community Action will be closed on Tuesday, July 30 and Thursday, August 1, to allow for better assistance at the Outreach offices in Galliano and Thibodaux. Only school uniforms are to be purchased. No belts, hair bows, etc.; only one voucher per household.

Cafe du Monde to open in City Park next week

CITY PARK, La. (AP) — A famous New Orleans coffee shop is ready to bring their beignets to its new location at City Park. News outlets report Cafe du Monde announced their new shop will open and begin operating on July 31 at the Casino Building. The cafe had been operating a food truck in the area since January as the space was being renovated. The new space is inspired by the cafe’s original location in the French Quarter. Cafe du Monde won the bidding process for the space in December. It’d been occupied since 2012 by Morning Call, another coffee shop famous for the powdered sugar confection. Losing the bid left Morning Call homeless but the owner says the shop could have a new home soon at a location nearby. ___

$10K Mega Millions unclaimed prize sold in La expires soon

PONCHATOULA, La. (AP) — An unclaimed $10,000 Mega Millions ticket sold in Louisiana is expiring soon. Lottery officials say no one has claimed the prize won during the Feb. 26 drawing. WDSU-TV reports the winning ticket was purchased at The Carwash Depot in Ponchatoula and is set to expire Aug. 25. It matched four of the five white-ball numbers drawn and the yellow Mega Ball number to win. The winning numbers were 10-1214-24-60 and the Mega Ball was 20. The ticket holder

What a Life!

By: Rev. Wilmer L. Todd The following is an open letter from Rev. Deth Im, Director of Training and Development for Faith in Action, urging us to treat all immigrants with Christ-like dignity.

My family immigrated to the United States in 1973, before war and genocide destroyed Cambodia. As I reflect on my immigrant experience, I’m grateful that time and again, I was blessed to be in relationships with people who treated me as neighbor rather than as other. To be clear, there have been times when I’ve been “otherized.” Once in college, I was filling up my gas tank and a car drove by in which a guy yelled out the window, “Stupid Chink, go back to where you came from. We don’t want you here.” The guys in that car saw me as other; that is, as different from them. Since I am different, they could treat me differently. Often to treat someone as other is to treat them without dignity. “Othering” can mean offering different resources to different people. It can be used to determine who is worthy and who is not. Tragically, it can result in the loss of life when someone determines that people are so different they deserve death such as what happened to Jewish congregants at the Tree of Life Synagogue. There’s a revealing story in Christian scripture found in Luke 24:13-35. Two disciples were sad and scared because they watched their teacher get murdered. As they were walking, their teacher joins them, but they do not recognize him. Then something beautiful happens, they invite this stranger who had joined them on the road to share a meal with them and it is at this point their eyes are truly opened. Notice their actions include rather than ostracize. There were no preconditions for inclusion. They didn’t ask about his ability to pay his part of the meal or if he would use the meal to lead a productive life moving forward. The invitation was to join them, not prove anything to them. This current administration chooses to “otherize” more of our immigrant brothers and sisters. The Department of Homeland Security (DHS) can deny a green card or even initiate deportation for anyone “who is likely at any time to use or receive one or more public benefits.” This “otherizes” green card applicants and their dependents, including American children. It does not just include a laundry list of new possible benefits received (from Medicaid,
