Lafourche schools superintendent out indefinitely on medical leave By Halle Parker Daily Comet Staff Writer

The Lafourche Parish School District’s boardWroom was packed Wednesday night with school district employees and residents waiting to hear a status update on the schools superintendent who is on medical leave due to an undisclosed illness. After an hour-long executive session, the School Board voted unanimously to retain Central Lafourche High School Principal Jarod Martin as interim superintendent indefinitely or until Lafourche Superintendent Louis Voiron returns. They also voted to index his salary to that of the daily rate of the superintendent. They initially indexed it to the pay of an assistant superintendent when he first assumed the role almost two weeks ago. Voiron has been on medical leave since July 19. In that time, Martin has served as the interim superintendent as the district has prepared for the new school year set to resume on Aug. 8. Most of the board See Voiron Page 3-A

Governor: Louisiana again has $300M estimated budget surplus

BATON ROUGE, La. (AP) — Louisiana will close the books on the last budget year with a surplus around $300 million, the third year in a row the state has taken in more money than it immediately spent, Gov. John Bel Edwards said Thursday. The Democratic governor announced the surplus estimate at the Louisiana Sheriffs’ Association summer conference during a gubernatorial candidate forum where he faced off against one of his Republican opponents on the Oct. 12 ballot, U.S. Rep. Ralph Abraham. “We’re going to realize for the second straight year a surplus in n the range of $300 million,” Edwards said as he talked off spending more money on sher-iffs. Louisiana has had three e years of cash balances when n budget years ended: $123 million n from 2016-17, $308 million from om

2017-18, and the latest one from the 2018-19 fiscal year that ended June 30. Edwards said an official number of the leftover cash won’t be known for several more weeks. He said the estimate comes from his budget analysts’ calculations. It’s unclear which tax collections came in better than expected to account for the surplus. The governor declared it “another good sign for the state of Louisiana,” highlighting the state’s financial stability after nearly a decade of ongoing budget deficits that had to be closed. Edwards and the majority-GOP Legislature passed a m package of tax hikes this term, including a sales tax increase, to fill shortfalls and pay for ongoing expenses. e But some conservative Republicans say the continued surpluses show the tax hikes s went too far and some of the taxes w should shou be scaled back. Fall shrimp season to open Monday

The fall inshore shrimp season is set to open Monday. The Louisiana Wildlife and Fisheries Commission set the opening dates for the fall inshore shrimp season based on information provided by LDWF biologists, input from the Louisiana Shrimp Task Force, and public comments. LDWF biologists have monitored hydrological parameters and conducted trawl samples throughout the state’s estuarine and nearshore waters to develop recommendations for the opening of the season. Data were used to calculate a date when white shrimp will reach marketable size.

ABORTION Access to abortions done via medication is shrinking around the state. Medication abortions, administered through pills that induce miscarriage at early stages of pregnancy, must be performed at Louisiana’s three licensed abortion clinics in New Orleans, Shreveport and Baton Rouge, not in a gynecologist’s office. The law is among several new abortion restrictions passed by lawmakers. Also starting Thursday, any abortion clinic employee who believes a woman seeking the procedure is a victim of human trafficking, rape or incest must report that to law enforcement immediately and must get annual training on human trafficking prevention. CHILD SAFETY SEATS Louisiana has a toughened child safety seat law that requires children to stay in child restraint systems longer and includes more details about which children must be in car seats, booster seats and the vehicle’s back seat. The restrictions are based on height, weight and age. The Louisiana State Police has released a Facebook video for parents, informing them about the new law’s requirements. HAZING Anti-hazing laws are toughening, in continuing response to the 2017 alcohol-related death of Louisiana State University fraternity pledge Maxwell Gruver in what officials described as a hazing ritual. The latest provisions seek to force colleges that receive hazing allegations to report those claims quickly — and in detail with names of alleged participants — to law enforcement or face a fine of up to $10,000. College police officers get more power to respond to hazing allegations. And colleges have to document the actions taken after hazing allegations are reported. In 1983 when our current councilman was first elected, we were a bustling and thriving community. In 1983 we had over 7500 voters participating in our local elections. Today in 2019, we have less than 2500 participating in our local elections. Our once thriving community is struggling to hold on. We now have abandoned buildings on every other street, and only a few businesses. Our once beautiful neighborhoods are now littered with abandoned houses and meth heads roaming our streets at all hours of the day and night. Our crime rate has exploded. There are very few new buildings or houses being built partly due to the permit process that has made building undesirable and too costly. Our current career politician councilman, Mr Lorraine, used to be the ringleader of the 5 4 vote and could secure most of the funding he asked for. Mr. Lorraine is now the lone wolf of the 1 - 8 vote, also known as the “I-painted-myselfinto-the-corner bandit.” Unfortunately for the District 9 residents of Galliano, Golden Meadow, and Leeville, that means there has been almost no funding in the last several years which also means no new projects in the future. As long as arrogance and arguing continues, we are going to be stuck in neutral in our rapidly declining 9th district. Our community has been blessed with amazing schools and educators yet most of our students leave the area after graduating heading for thriving communities to our north. I am asking for your vote on October 12. Let’s make the 9th District great again!

Several former School Board members stood to echo the sentiments expressed by a few principals and district staff members during the July 19 meeting. Julie Breaux, Ann Sanamo and Calvin Duet all stood at the podium to urge the board to work collaboratively with each other and the superintendent. All three voted against Voiron for superintendent last year. Duet stated several rumors he had heard about pressure from a few board members placing Voiron and central office staff under “undue stress,” similar to the accusations made against the board by South Lafourche High School Principal Gaye Cheramie during the July 19 meeting. “Work with, not against our superintendent,” said Duet. “Prove you are truly here for the benefit of our children.” Former Lafourche Parish schools administrator Charles Michel also spoke to the board, outlining the alleged behavior he had heard while noting it was not confirmed. He requested for the board members to stay within their roles as outlined by the law and not allow any dysfunction to undermine the operation of the school system. “Keep your job as a board member by doing your job as a board,” he said. All of the comments were met with thunderous applause from the audience. After the meeting, Board President Brooke Huddleston said the board members were still unaware of Voiron’s condition. She said all they knew was that he would be out until further notice. Of the meeting’s crowd and the speakers’ comments, Huddleston said she was glad to see everyone come out. “I think everybody wants Dr. Voiron to get well,” she said. Just before the meeting ended, Martin also briefly touched on the circumstances leading to his position. “It’s difficult to step into this role knowing we all want Dr. Voiron back,” he said. “I know that the people in this district are prepared to do what’s necessary to keep us moving in the right direction. Lawmakers and the governor will decide how to spend the surplus cash in the 2020 legislative session. Under Louisiana’s constitution, surplus dollars can only be spent on certain one-time expenses, like debt payments, construction work and coastal projects, not ongoing agency expenses and continuing programs. At least 10 percent of any surplus is supposed to pay down retirement debt, and a quarter of a surplus is earmarked for the state’s “rainy day” fund. Lawmakers used the last surplus to pay for roadwork, coastal protection and debt payments, in addition to the rainy day fund allocation and retirement debt requirements. ___

NEW ORLEANS (AP) — This year’s Gulf of Mexico “dead zone” is the eighth largest on record, but Hurricane Barry reduced its size from an expected near record, the scientist who has measured it since 1985 said Thursday. Every summer, a large underwater area with too little oxygen to sustain marine life forms off Louisiana as nitrogen and other nutrients from the Mississippi River Basin feed blooms of algae that die and decompose on the sea floor. That decomposition uses up oxygen from the bottom up. A research cruise that ended early Wednesday measured it at 6,950 square miles, lead researcher Nancy Rabalais said during a media teleconference Thursday. “It’s not as large as we expected,” but still stretched from the Mississippi River to west of Galveston, Texas, she said. Rabalais described the affected area as surprisingly large, given that Hurricane Barry ‘s waves had mixed oxygen back into the water. “I would predict that in one week from now the area will be larger than it is right now, but we can only spend so much time on the water,” she said. And, she noted, it’s “still 2.8 times greater” than the goal of a federal-state task force created 19 years ago to try to reduce the area’s size. Two task force members — Steve Thur, director of the National Oceanic and Atmospheric Administration’s National Centers for Coastal Ocean Science, and U.S. Department of Agriculture Undersecretary Bill Northey — also were on the conference call. Thur said this year’s experience highlights the need for other ways to measure the low-oxygen condition called hypoxia. A test of underwater robots a few years ago didn’t work out, he said, but he was hoping for another test in the next fiscal year. Scientists had predicted a near-record 7,800 square miles because record floods had carried so much nitrogen and phosphorus

from the nation’s heartland down the Mississippi, which drains 41 percent of the continental United States. Hurricane Barry formed as a tropical storm in the Gulf on July 11 and made landfall two days later — 10 days before the measurement cruise began. Rabalais noted that although her survey is generally from the Mississippi River west into Texas waters, a survey of groundfish — fish that, like cod or flounder, are found on or near the ocean floor — in June had found hypoxia east of the river. The week before her cruise, she said, another researcher was collecting some oxygen data, though his research wasn’t focused on hypoxia. “He did not find low oxygen in areas where I normally find it, meaning he was more affected by Hurricane Barry than we were. And in that short time, it redeveloped” between their cruises, so that the area was hypoxic when Rabalais checked, she said. Rabalais also noted that floods had a clear effect across the entire area she checked: “Freshwater was evident across the Gulf.” Its effects are also visible across Mississippi’s coast, where every beach closed because of toxins from bacteria also fed by nutrients from the river water. The governors of Louisiana and Mississippi have asked the Commerce Department to declare a fisheries disaster because of the effects of freshwater on oysters, crabs and finfish. One reason the water is traveling so far east is that the Army Corps of Engineers had to open a spillway west of New Orleans twice this year, for 44 days ending April 11 and 79 days ending July 29, to protect New Orleans’ levees from the high river’s rush.

What a Life!

By: Rev. Wilmer L. Todd As God’s creatures, we are truly adopted children of the One we call Love

Judaism, Christianity, and Islam all believe in only one God. The rest of the world religions believe in many gods, perhaps hundreds or thousands, but Judaism, Christianity, and Islam teach that there is only one God. Christianity adds a unique element to the belief in one God. We believe that our one God is manifest in three persons. We use the word “Trinity” to describe this belief. If you spell out the word Trinity, tri – that is, three; and unity – that is, one. Drop the “u” and we get Trinity. The word “Trinity” is not in the Bible. This term became part of our Christian vocabulary about three centuries later. Christians always believed that there was one God in three persons. The early Church did not have a name for what they believed. The word, Trinity, best described this divine reality. God is beyond our grasp. If we fully understood God, then we would be God because in the very act of fully understanding we would have God under our control. A god under our control is not much of a god. If we understood everything about God, god would be insignificant, unworthy of our worship. Jesus told us in John’s gospel that truth is often unbearable. Too much information too soon can discourage the most courageous person. We have to grow into wisdom with the grace necessary to overcome any obstacles. Only then can we discover the truth about ourselves: that we are stronger, braver, and more heroic than we ever dreamed possible. Another way of saying this is that the indwelling Spirit of God is more accessible to us than we give credit. If we give up on our futures too soon, we miss the vast potential of God working as God in us. This is a powerful argument for the sanctity of life. If we kill off our unborn babies, we lose the great potential of those human beings and our relationship to them. If we insist on capital punishment, we cut short the activity of grace at work in criminals and all who know them. We do the same when we incarcerate rather than seek to rehabilitate, or choose retaliation before negotiation in global matters. God has work to do in our world globally and in us personally. If we shut down those possibilities by presuming the worst about ourselves and our humanity, how much of God’s redeeming grace would be lost to us? The way we under-

stand God is so important. If a Deity created the world, established some rules, and then sat back until Judgment Day, then we are all in trouble. However, if God so loves the world that Jesus entered our skin and our everyday life, showed us one clear path through sin and death, and promised to be with us always to the end of time, we have every reason to hope. All of us have a longing for union with one another and with the world in which we live. That longing is basic to who we are as daughters and sons of God. This longing is not just sentimental. As God’s crea-

tures, we are truly adopted children of the One we call Love. We know that we are not alone in this world. God is here, present, active, and powerful. If we want to hear a wise voice that will tell us the truth about ourselves, the world, and our journey through the world, that voice is speaking to us right now. We just have to listen. Although we humans have caused much evil in human history, that does not diminish God’s available goodness. The Spirit of truth will lead us straight to the best this world can offer, if we are prepared to listen and follow.
