NEW ORLEANS (AP) — Louisiana is changing the lines labeled “bride” and “groom” on its marriage licenses to “bride/spouse” and “groom/spouse” to accommodate same-sex marriages. But same-sex couples don’t have to choose who is bride or groom. “They could circle whichever one they choose, or mark out” the other, said Holly Vining, president of the Louisiana Clerks of Court Association and clerk of court in Webster Parish. “Either way it would be valid.” Those are record copies, not for display, she noted.

Louisiana to receive more than $6.8 billion in new support

NEW ORLEANS (AP) — BP and five Gulf states announced an $18.7 billion settlement Thursday that resolves years of legal fighting over the environmental and economic damage done by the energy giant’s oil spill in 2010. The settlement money will be used to resolve the Clean Water Act penalties; resolve natural resources damage claims; settle economic claims; and resolve economic damage claims of local governments, according to an outline filed in federal court. The settlement involves Florida, Alabama, Mississippi, Louisiana and Texas. “If approved by the court, this settlement would be the largest settlement with a single entity in American history; it would help repair the damage done to the Gulf economy, fisheries, wetlands and wildlife; and it would bring lasting benefits to the Gulf region for generations to come,” U.S. Attorney General Loretta Lynch said in a statement. The settlement announcement comes as a federal judge was preparing to rule on how much BP owed in federal Clean Water Act penalties. The judge had already found that 3.19 million barrels of oil — nearly 134 million gallons — spewed into the Gulf. Individual states also were pursuing litigation.

BATON ROUGE, La. (AP) — Louisiana drivers only have to renew their licenses every six years beginning Wednesday, but they’ll have to pay more when they buy a car or seek a copy of their driving record. Those changes are among the new state laws that took effect July 1, along with a new 50cent-per-pack tax hike on cigarette smokers and scaled-back tax breaks for businesses. Wednesday marked the beginning of a new state budget year, so many of the laws that hit the books impact the state’s finances. CHANGES FOR DRIVERS Previously, drivers had to renew their licenses in Louisiana every four years. But lawmakers agreed last year to change the renewal period to six years, saying it could help lessen wait times at the Office of Motor Vehicles. They gave the motor vehicles agency a year to make the necessary system adjustments. With the change, the fee for a basic license is rising from $28.50 to $42.75 to cover the extra years of renewal. Fees for other licenses also will increase. Meanwhile, car buyers and sellers will pay $50 more for vehicle and salvage titles, boosting the fee to $68.50. And the price tag for getting an official state driving record is rising from $6 to $16. Vaccines are safe, effective and help protect other children from getting sick

Baton Rouge, La.—No need to remind the kids, but the beginning of the new school year is quickly approaching. The Louisiana Department of Health and Hospitals (DHH) is reminding Louisiana parents and guardians to make sure their children have received all vaccinations required by state law. “The important thing to know is that vaccinations are considered to be one of the most successful and cost-effective public health tools parents can use to help protect their children,” said DHH Immunization Medical Director Dr. Frank Welch. “Vaccine-preventable diseases include measles, influenza, mumps, whooping cough and pneumonia.” Louisiana law requires children who are ages 4 or older and entering kindergarten, pre-kindergarten or Head Start programs have proof

they have received the following vaccinations: - a booster dose of poliovirus vaccine (IPV); - two doses of measles, mumps and rubella vaccine (MMR); - three doses of hepatitis vaccine (HBV); - two doses of varicella (chickenpox) vaccine (Var); and - a booster dose of diphtheriatetanus-acellular pertussis vaccine (DTaP). Children in day care also need to be up-to-date with their age-appropriate immunizations. Children who are 11 or older and are entering the sixth grade must have proof they received all the age-appropriate immunizations listed above, as well as the meningococcal (meningitis) vaccine and tetanus-diphtheria-acellular pertussis vaccine (Tdap). Man exonerated last year after 30 years on death row dies

SHREVEPORT, La. (AP) — A 65-year-old Shreveport man on death row for three decades before being exonerated last year has died. An attorney for Glenn Ford told multiple media outlets that Ford died Monday. Ford had been diagnosed with lung cancer. The attorney, William Most, says Ford had been the longest-serving death row inmate in the U.S. at the time of his release on March 10, 2014. Ford was found guilty in 1984 in the 1983 murder of a Shreveport jeweler, but his conviction was vacated after new evidence pointed to a different suspect in the killing. After his release, Ford petitioned the state of Louisiana for compensation but was denied. Ford, who resided in New Orleans after his release and until his death, is survived by several children and grandchildren living in California. ___

One of Louisiana’s candidates for governor is trying to draw campaign donors with a Britney Spears ticket giveaway and backing from the superstar’s mom. State Rep. John Bel Edwards, one of four major gubernatorial candidates and the only Democrat, released a fundraising email Wednesday that touted the Lynne Spears endorsement. The Spears family and the Edwards family both live in Tangipahoa Parish. In the email, the Edwards campaign offers people who donate $50 a chance to win a trip to see Britney Spears live in Las Vegas. The winner gets two tickets to the singer’s “Piece of Me” show, backstage passes, airfare and a twonight hotel stay. The fundraising solicitation encourages multiple entries. The winner will be announced Sept. 8. The election is Oct. 24. ___

It’ll just have the names.” Louisiana, the last holdout state, began issuing licenses to same-sex couples Monday, three days after the historic U.S. Supreme Court ruling that marriage is a fundamental right for all Americans. Just about every parish, from tiny Tensas, with 5,100 rural residents, to East Baton Rouge Parish, pop. 441,900, either had granted at least one samesex marriage license or was ready to do so Tuesday. Lincoln Parish Clerk of Court Linda Cook said she planned to start Wednesday, because, as a recordkeeper, she felt the start of the month was appropriate for a major change. The new forms also have a number of changes as part of a general update, said St. Tammany Parish Clerk of Court Malise Prieto. She said her programmer has been on vacation but hoped to have new forms ready Wednesday afternoon. “I want to be sure all our I’s are dotted and our T’s are crossed ... because we’re one of the few parishes that does have our own form,” she said, noting that the parish had needed special permission to create such a form. While the rest of the state was focused on love and marriage, the Supreme Court decision also allowed same-sex couples to experience a side of marriage that heterosexual couples are already familiar with: Divorce. Attorney Mitchell Hoffman said a client of his filed for divorce almost as soon as he learned about the decision Friday, and it was granted Monday, a couple of hours before the first gay wedding in the state. He said the woman and her ex-partner got married in Massachusetts when that state legalized same-sex marriage. “The relationship didn’t work out; they separated and couldn’t get divorced in Louisiana,” he said. Massachusetts requires one-year residency for divorce, and both women have professional careers in Louisiana, Hoffman said. He said his client and the other woman went to Orleans Parish Civil District Court on Monday and filed a joint motion for trial. “The judge set it that day — that minute — basically on presentation — and heard the evidence and signed the judgment of divorce,” he said. The state Office of Motor Vehicles isn’t currently allowing newly married same-sex spouses to change their last names on driver’s licenses until after the 25-day time limit for the

high court to reconsider its ruling. But Louisiana State Police Col. Mike Edmonson, whose department oversees the motor vehicles agency, said the system currently isn’t even set up to allow the changing of a male’s last name without a manual override, so the system is being reprogrammed. “We should be able to comply with the 25-day period,” Edmonson said. “Anytime we have a ruling, we comply with those. FEWER SUBSIDIES FOR BUSINESSES Lawmakers lessened a wide array of tax breaks with the start of July, to help drum up revenue for the state budget and avoid steep reductions to public health care and colleges. The state’s payment on film tax credits is capped at $180 million annually for the next three years, and other business subsidies are scaled back by 20 percent, 25 percent and 28 percent across the board through June 2018. Louisiana’s solar tax credit is becoming less generous, and a 1-cent sales tax exemption on business utilities is temporarily suspended. Companies affected by the tax changes are threatening lawsuits, particularly in the film industry, which claims the cap will cause heavy damage to Hollywood South.

Louisiana is expected to spend about $560 million less on tax breaks in the budget year because of the changes. NEW REVIEW FOR CONSULTING CONTRACTS Lawmakers have new approval authority over consulting contracts signed across state agencies, part of an effort to combat wasteful state spending. Most consulting and professional services contracts with a state price tag topping $40,000 a year will be subject to review. If the Legislature’s joint budget committee doesn’t request a review within 30 days from receiving the information, the contract will be deemed approved. If the committee rejects or reworks a contract, savings go to a higher education fund. The authority expires in July 2018 and doesn’t cover certain health care, elections and other contracts.

Subcontractor employee steals truck from Galliano work site Sunday, July 5, 2015 THE LAFOURCHE GAZETTE

A man has been arrested for stealing a truck from an oilfield contractor’s Galliano site. Damon Johnson, 38, originally of Warwick, Rhode Island, admitted to taking the truck from a work site last month. Lafourche Parish detectives opened an investigation on June 24 after an employee of an oilfield contracting business reported a welding truck had been stolen from their Galliano site. Through investigation, detectives learned the truck had a GPS system and discovered the truck had been taken from the work site on June 11. They also learned the truck had been to a location in Morgan City before it was abandoned in a wooded area just off U.S. Highway 90 near its intersection with LA Highway 662. The vehicle was located, but the welding equipment and other items inside the vehicle were missing. Detectives then began working with the St. Mary Parish Sheriff’s Office to investigate the Morgan City location to which the truck was shown to have traveled. They discovered the welding equipment and other items located behind a residence at the location, and that a man named Damon Johnson had dropped off the equipment at the site. Detectives learned Johnson was an employee for a subcontractor of the business which owned the vehicle, but did not have

permission to use the vehicle in any way. Detectives then obtained a warrant for Johnson’s arrest. Johnson was arrested by Jefferson Parish SherDamon Johnson iff’s deputies after he was discovered at a job site in Lafitte, and he was eventually transported to the Lafourche Parish Detention Center in Thibodaux. On Tuesday, June 30, detectives met with Johnson, and during questioning, Johnson admitted to his involvement in the crime. He was booked theft of a motor vehicle, and he also had an outstanding warrant for contempt of court. He is being held in lieu of $55,000 bond as set by Judge Christopher J. Boudreaux. Johnson has a lengthy criminal history dating back to 1996 in Louisiana, including 16 arrests for charges involving theft, burglary, possession of stolen property, and indecent behavior with juveniles. Detectives say their investigation into this case is continuing.

What a Life!

The following modern parable a reader sent me speaks about the continuity of human life. In a mother’s womb were two babies. The first baby asked the other, “Do you believe in life after delivery?” The second baby replied, “Why, of course. There has to be something after delivery. Maybe we are here to prepare ourselves for what we will be later.” “Nonsense,” said the first. “There is no life after delivery. What would that life be?” “I don’t know, but there will be more light than here. Maybe we will walk with our legs and eat from our mouths.” The doubting baby laughed. “This is absurd! Walking is impossible, and eating with our mouths? Ridiculous. The umbilical cord supplies nutrition. Life after delivery is to be excluded. The umbilical cord is too short.” The second baby held his ground. “I think there is something and maybe it is different from it is here.” The first baby replied, “No one has ever come back from there. Delivery is the end of life, and in the afterdelivery it is nothing but darkness and anxiety and it takes us nowhere.” “Well, I don’t know,” said the twin, “but certainly we will see mother and she will take care of us.” “Mother?” The first baby guffawed. “You believe in mother? Where is she now?” The second baby calmly and patiently tried to explain. “She is all around us. It is in her that we live and move and have our being. Without her there would not be this world.” “Ha. I don’t see her, so it’s only logical that she doesn’t exist.” To which the other replied, “Sometimes when you are silent, you can hear her, and you can sense her presence. I believe there is a reality after delivery and we are here to prepare ourselves for that reality when it comes.” The following is a reflection on the reality of who God really is. Our natural tendency wants to make God into whom we want or need God to be. If God is mystery, then God is always on some level the unfamiliar, beyond our comfort zone, beyond what we can explain or understand. In the fourth century, St. Augustine said, “If you comprehend it, it is not God.” Would you respect a God you could comprehend? Yet very often that is what we want – a God who reflects our culture, our biases, our economic, our political and military systems. The First Commandment says that we are not to make any images of God

or worship them. We may think this deals only with handcrafted likenesses of God. The Commandment refers mainly to images of God that we hold in our heads. God created human beings in God’s own image, and we try to create God in our image. In America, God looks like a white AngloSaxon male, although it states in Genesis 1:27 that: “God created humankind in God’s own image; male and female God created them.” That clearly states that God cannot be only masculine. We find it very difficult to let God be God. The Almighty is greater than our culture, our immediate needs, and our projections. We have created a God

who fits into our small systems. We have created a God who likes to wage war just as much as we do, and a domineering God because we like to dominate. We have almost completely forgotten and ignored what Jesus revealed

about the nature of our loving Deity. If Jesus is the “image of the invisible God” (Colossians 1:15) then God is nothing like we expected. Jesus is not a dictator or a patriarch, but the very opposite, one whom John the Baptist calls “a lamb of God” (John 1:29).
