BATON ROUGE - Louisiana residents can purchase flashlights, batteries, portable generators and other emergency supplies, free of the 4 percent state sales tax, during the 2015 Louisiana Hurricane Preparedness Sales Tax Holiday. The sales tax holiday will take place this Saturday, May 30 and Sunday, May 31, right before the start of the six-month 2015 Atlantic Hurricane Season that begins on June 1. The sales tax holiday exempts eligible items from the 4 percent state sales tax. The exemption applies to the first $1,500 of the purchase price of each item.

BATON ROUGE, La. (AP) — Louisiana’s state senators were told Monday that the House version of next year’s budget is short at least $155 million in identified needs, with holes mainly in public health care services for the poor and uninsured. But the gaps could be even larger, because of questionable financing sources used by the House. And that’s not counting other items senators might add to the wish list. The Senate Finance Committee, which is the first stopping point in the Senate for the House-backed budget bills, spent part of Memorial Day digging into the details of the proposals advanced by the House. Senators were trying to determine which agencies face cuts next year, to decide where they might want to add new money if they have it or where they might want to reshuffle existing dollars to account for their priorities. After Gov. Bobby Jindal introduced his budget proposal, which included a hefty shortfall, the House passed a package of tax changes to raise more money for state coffers.

Body of missing teenager recovered in Grand Isle Park

GRAND ISLE, La. (AP) — Authorities have recovered the body of a Louisiana teenager who went missing while he was swimming at Grand Isle State Park. Multiple news outlets report 16-year-old Travon William Robertson’s body was found Monday afternoon. Authorities say he was last seen Sunday swimming from the rock jetty to the first piling at Grand Isle State Park. Robertson’s mother says the teen was swimming with friends near the rocks when he was pulled beneath the waves by the undertow. The Coast Guard and other agencies began a search effort Sunday, but the boy’s body washed up near the beach where he drowned early Monday afternoon. Robertson was preparing for his sophomore year at Ponchatoula High School, where he played football as a freshman.

A Lafourche Parish man, who was arrested in September 2014 by the Criminal Investigation Division of the Louisiana Department of Environmental Quality for the illegal discharge of diesel fuel into state waterways, pled guilty to this charge in the 17th Judicial District Court in Thibodaux. Garrett Gilliam, 42, of Cut Off, pleaded guilty to illegal discharge of a pollutant into state waterways, theft and criminal damage to property. Judge John E. LeBlanc of the 17th Judicial District Court sentenced Gilliam to three years imprisonment, the statutory maximum for illegal discharge into state waterways. Gilliam was also sentenced to 10 years for the theft of the diesel

fuel, 10 years for criminal damage to property, and was ordered to pay $50,000 in restitution to Lafourche Parish. The sentences will run concurrently, so Gilliam will serve a total of 10 years in prison. Gilliam was originally arrested by Lafourche Parish Sheriff’s deputies on August 26, 2014, for stealing diesel fuel from a pump station located off La. 652 in Raceland sometime between August 23 and August 24, 2014. After his arrest, Gilliam admitted to deputies that he stole diesel and intentionally discharged some of it near the pump station to make his stolen load light enough to transport. Around 2.4 million dogs and cats have to be put down in U.S. shelters a year due to overpopulation. The overpopulation of pet animals becomes a very important issue during this time of year. Hilary Knight who works at the Lafourche Parish Animal Shelter at 934 Hwy. 3185 in Thibodaux said that cat reproductive cycles come in seasons, namely when it begins to get warmer. Six to seven week old kittens especially are known to crowd the shelter from April to the end of June. The problem is that there is also a drop in the number of people who want to adopt. Sadly due to these circumstances it is during these months where the save rate of cats and dogs drops dramatically. “It’s backwards because you see a lot of people that want to adopt around Christmas time,

November and December, and we barely have anything in December but right now it’s completely overflowing,” said Knight. “The intake numbers are really kicking up in gear and it will probably stay like that until September.” Because of this the Lafourche Parish Animal Shelter encourages the community to adopt their rescues. They are open Monday, Tuesday, Thursday, and Friday from 9 to 3:30, and on the first Saturday of every month from 8 a.m. to noon. Dogs are $100 to adopt and cats and kittens are $50. The cost also covers the pet’s spay/neuter cost as well as the cost of their microchip and all of their appropriate vaccinations. In total these costs would normally run a person at least $300. Seat belt checkpoint to be held Thursday

The Lafourche Parish Sheriff’s Office will conduct a seat belt checkpoint in Lafourche Parish during the daylight hours of Thursday, May 28. Deputies will be checking motorists for seat belt and safety seat violations, as well as other violations such as expired inspection tags. This checkpoint is part of the Lafourche Parish Sheriff’s Office’s year-long campaign designed to raise awareness for these types of violations and make the highways of the parish safer for all motorists.

Monthly commodities to be given out this week

The Lafourche Council on Aging and Catholic Charities will give out monthly commodities for qualifying seniors 60 years of age and older between 7 and 9 a.m. on Wednesday, May 27 at the Cut Off Youth Center and Thursday, May 28th at till Raceland Recreation Center.

The passing of our veterans will be honored on Saturday, May 30 at 10 a.m. at the Veterans Memorial Wall on Hwy. 3235 in Galliano. On Sunday, May 31, Cadet Major Andree Champagne, Cadet Captain Kimberly Perez, Cadet Captain Kenneth Gordon, will be checking into the virtual US Naval Attack Carrier Trainer, CVT-11 Ambition, located adjacent to the National Naval Aviation History Museum, NAS, Pensacola, FL, to attend one of the most impressive STEM programs (science, technology, engineering, & mathematics) in the nation today. The scholarships for the tuition were awarded to the unit, courtesy of the Blackhawk Flight Foundation, & it’s Executive Director, B.J. Perrett, a 1967 South Lafourche alumni. The program is an immersive, 6-day, once-in-alifetime adventure, which utilizes an aviation theme, tore enforce the basics of STEM (science, technology, engineering, & mathematics) education. wanted as a candidate, family member Lloyd Guidry. When he declined, younger brother Richard “Dick” Guidry accepted. He was only 21 years old. The “old regulars”/Earl Long faction held almost all public offices in Louisiana and all major offices in Lafourche Parish. They were Senator A.O. Rappelet, Sheriff Frank Ducos, Assessor Max Rizan, Clerk of Court Raoul Legendre, Coroner Dr. Leo Kern and State Representatives Leonard Toups and Paul Dufrene. All incumbents were running for re-election but Senator Rappelet had announced for governor and was replaced by Leonard Toups. Paul Dufrene did not seek re-election so Harvey Peltier, Jr. and Eugene Gouaux ran for representative. The Jones/Davis faction in Lafourche was hungry and with a new name,

“all parish”, opposed every incumbent and candidate of the “old regulars”. Their ticket included: Clyde Caillouet, Senator; Clinton Cheramie, Sheriff; R.J. Soignet and Richard “Dick” Guidry, State Representatives; Alvin Louviere, Assessor; and Jeanne Coulon, Clerk of Court. Other candidates, known as the Melancon-Robichaux-Landry ticket, included Wilson Melancon, Sheriff; Dave Robichaux, Assessor; and Ambroise Landry, Clerk of Court. Another, the “Chiasson” Ticket, offered Edwin Chiasson, Sheriff; Roy Dupuy, Assessor; and Mrs. Edward Daigle, Clerk of Court. All except the “old regulars” endorsed Dr. Philip Robichaux for Coroner. Most of those names are long forgotten but pay attention … a pop quiz will follow. (Just kidding). The “old regulars” teamed with Judge Carlos Spaht for Governor, (Earl Long was term limited), while “all parish” supported Judge Robert Kennon from Minden. The sound trucks, signs, rallies, poll watchers and haulers, (some called this vote buying but all sides did it so it was not an issue), were all ready to go. Dick Guidry called to inform me saying, “Our first rally is tomorrow in Chackbay.” The next day, in my 1950 Oldsmobile I had won in June, I headed for Chackbay, Ward 6 of Lafourche, predominately Cajun and a much desired voter group. The candidates were speaking to a small crowd when Dick walked to the mike, fiddled with the cord, raised and lowered the stand, and his hesitation was excruciating. It was only 10 seconds, but it seemed like an hour. He finally spoke and said: “I’m Dick Guidry, I’m running for Representative, please vote for me,” and sat down. My arms dropped, my mouth went dry and I thought: “Danger, Will Robinson!” (No, I couldn’t have—“Lost in Space” was still in the future.)

I shook Dick’s hand and fibbed “good job, Pal.” But traveling home I worried and many ideas ran through my mind so I stopped for a drink. Suddenly the proverbial electric light bulb lit above my head and I shouted “Eureka! I got it!” The bar crowd looked and I gave a sheepish smile while I metaphorically patted myself on the back and thought: “what a bright boy am I.” (I was young with a big ego.) Fronting a band for four years, I could address audiences and owned sound equipment and a new gadget I had bought from Dick’s family furniture store … a tape recorder, (invented by the Germans in World War II, hard to afford at $120 but I had to have it). Now I knew why! The next day, Dick and I hauled the equipment to the stage of his father’s Star Theater, and for the next week or so, I had him make speeches, recorded them, let him listen and did it over and over again until one day I said: “By George, I think you’ve got it!” My friend was ready! By the end of the campaign Dick was a force to be reckoned with. He gave passionate speeches using enthusiastic hand gestures and got favorable reactions from the crowd. My Professor Higgins to his Elisha had worked. I was proud and remembered an old quote from Albert Camus, “Don’t walk behind me, I

HOUSTON (AP) — Oilfield services company Baker

Hughes Inc. says the number of rigs exploring for oil and natural gas in the U.S. declined by three this week to 885. Houston-based Baker Hughes said Friday that 659 rigs were seeking oil and 222 explored for natural gas. Four were listed as miscellaneous. A year ago, 1,857 rigs were active. Among major oil- and gas-producing states,

Louisiana lost four rigs, West Virginia declined by three and Kansas, North Dakota and Ohio each lost one. INDIANAPOLIS (AP) — Former Indianapolis Colts wide receiver Reggie Wayne is poised to receive the key to the city. Indiana Black Expo announced Tuesday that Indianapolis Mayor Greg Ballard will present Wayne with the key during Indiana University’s Pacers Sports and Entertainment luncheon on July 17. The Colts parted ways with Wayne in March, making him an unrestricted free agent. He is considered one of the greatest receivers in the franchise’s history. The 36-year-old from New Orleans played for the Colts for 14 years since he was drafted during the first round in 2001. Ballard says Wayne deserves the honor because he has given back to the Indianapolis community. The mayor calls Wayne a role model. ____________

Bonnie Pritchard, a former teacher at Abney Elementary School, admitted to stealing the drugs to sell to a drug dealer. Police say their aim was to pay off debt and save for a trip to Las Vegas. Lampard is charged with 11 drug possession counts and theft over $100,000. Pritchard is charged with 11 drug possession counts and introducing drugs into a correctional facility. Both remain jailed as of Monday.

That, combined with money from improved income forecasts and other patchwork financing, would close about $860 million of the gap in the House version of the budget. The money was used to stop deep cuts to colleges, fully fund the K-12 public school financing formula and fill some health care shortages. Commissioner of Administration Kristy Nichols, the governor’s chief budget adviser, outlined a list of items labeled as shortfalls by either legislative leaders in the House or by the Jindal administration. The total gap for the fiscal year that begins July 1 is as much as $155 million “depending on what your priorities are and what you want to fund,” Nichols said. Also, she said $8 million in shortfalls need to be closed before the current budget year ends June 30. Most remaining gaps, after House action, are in the state health department and in payments to the operators of LSU’s privatized hospitals. In addition, without more money, LSU’s medical schools in New Orleans and Shreveport would be left to absorb millions in insurance and retiree costs from the privatization deals. Medical school leaders have said those added costs could leave them struggling to pay their bills, and senators questioned whether the financial burden could jeopardize the medical schools’ accreditation. “They’re awfully close to the edge,” said Sen. Sherri Smith Buffington, RKeithville. In the House version of the budget, cuts also would fall across public health care services, state parks, museums and agricultural services. The list of shortfalls could grow by another $28 million or more, depending on what the Senate wants to include. Sherry Phillips-Hymel, the Senate’s chief budget analyst, said of $18 million in hurricane recovery money used by the House for some health care expenses, “We’re not sure if that money actually exists.” She also noted the House didn’t add money to the education department. Superintendent of Education John White asked for $10 million more for standardized testing, saying Jindal’s funding recommendation for the education agency would wreck the state’s ability to measure student performance. Following the arrest, sheriff’s deputies contacted criminal investigators with the Louisiana Department of Environmental Quality about the incident. As the result of their ongoing investigation, DEQ investigators booked Gilliam with an additional felony charge of knowingly discharging a pollutant to state waterways. The case was prosecuted by District Attorney Camille A. “Cam� Morvant and Assistant District Attorney Heather Hendrix. “This office takes crimes against the environment seriously. They don’t want to go to the shelter, but it’s a lot easier for them to see four or five dogs or cats out in the community in good behavior to where they can imagine them living in their home,� said Knight. Plaisance reported that the Slip C East Sweep Dredging project bid opening last week resulted in a low bid from Coastal Dredging of $890,000. Airport Projects – Airport Manager Joe Wheeler reported that FAA is on site today doing the ground inspection of the Glide Slope project. We expect to have no issues to be able to schedule the flight check which can be next week or within the next 40 days depending on the schedule. The apron expansion is ahead of schedule. Byron E. Talbot has moved the Phase 2 paving date to April 21st. The clear lien certificate for the Pump Station Pipe Replacement project is later on the agenda for acceptance. The aircraft operations for the month of March were 3,828 with a passenger count of 10,122. Joe Wheeler stated that since this is his last meeting he wanted to show his appreciation to the board for this opportunity, the great staff, and wonderful experience of working here. He hopes to stay in touch. The board responded good luck and thanks for your service, time, and we look forward to a working relationship with you in the future. Port Security and Grant Projects – April Danos reported that the Cybersecurity and Resiliency project is scheduled to be complete by August 31st. The 11 Airport Cameras are online. We continue to process paperwork for the maintenance of cameras as part of the Port Wide Sustain & Maintain project. We received 6 proposals for the Risk Mitigation Plan which we will be interviewing 2 applicants. Other Port Projects – Joe Berlin with URS/AECOM reported that the Assumption of Maintenance Study has been submitted to the Corps of Engineers for final review and approval. Chiasson stated that during his travels to DC next week he has requested a meeting with the Corps of Engineers to discuss the report. Engineer John Plaisance reported that the Storm Harbor Marina is substantially complete with only minor painting and drainage work remaining. The Port did install the fence. Chiasson stated for the public the purpose the marina was built is to be used only during storms when commercial fishermen don’t have a dock inside the levee system. He then showed photos of what happens during the storm with rising water and if vessels don’t have a place to dock inside the system they sink, collide with others, or float onto land and roads. The fence was installed and we plan to install the gates in the next week at which time the signage and rules will be placed on the fence. Again, this is for emergency purposes only basically during storms to get inside the levee system for commercial fisherman’s use. Vizier stated this is only for commercial fisherman, which Chiasson replied yes. The federal funding used to build this marina was specific to commercial fisherman use. Collins stated during storms in Empire the water overtopped the levee and the boats were spread all over. He questioned if we are responsible for what boats damage, which Chiasson replied no. This marina is a use at your own risk. Engineer Plaisance reported that the contracts are being signed by Dolphin Services for the Nerby Collins Commercial Marina Bulkhead project. Sandy Guidry reported Barriere is 95% complete on drainage work for the N. J. Theriot Road Improvements project. They plan to start hauling embankment for shoulders this week and begin bring-

ing in limestone next week. Engineer Joe Picciola reported that Bertucci plans to receive the rock and mobilize on site later this week for the FEMA Breakwater project. Update from LA 1 Coalition – Henri Boulet reported DOTD continues to progress with the final design of Segment C of the LA 1 project. A letting date is set for October 14th. Within the last month, I have met with the Secretary of Transportation and the DOTD’s attorneys who have been finalizing the agreement between the state and companies providing the matching funds. The agreement is now in the Commissioner of Administration’s hands for critique. There are some final issues we anticipate the state wanting further changes on, but the real issue is if the Governor and the legislature will ultimately place the requested $25.5 million in Capital Outlay’s Priority 1. To that end, I have met with the Governor’s Transportation Policy Advisor and I am working with Senator Chabert and our delegation for their support. All of Phase 2 engineering continues to get worked on by HNTB and SIGMA, which is working on environmental permit assistance.  For Phase 2C in Golden Meadow, the final plans are 60% complete, the state anticipates acquiring the finalized construction permits around the end of July, and the estimate remains at $46.6 million. For Phase 2A the preliminary design plans are complete, and that estimate has gone down from $60 million to $43.4 million. For Phase 2B, the large 6-mile middle section between Golden Meadow and the future northern Leeville overpass crossing the Bollinger Canal, the preliminary design plans are complete and that estimate has gone down from $235 million to $230 million. Cheramie stated DOTD has all tickets go out within 30 days of the violation however when he went to sell a vehicle last month it showed he had 13 tickets on that vehicle and his license was suspended but he never receive one violation in the mail. He has a tag on the vehicle and should not have received any tickets they should have just taken the money from his account. He questioned when DOTD will straighten out their system. Boulet stated that he believes it was Scott Rendell with DOTD that presented that to the board and he can see if he can come update the board again on the system. He stated that is an error with the system if it is not taking the money from your account or even sending out the violation. Committee Reports Executive Committee - The committee met on April 6th in Galliano with Gisclair, Cheramie, Melancon, and Griffin present. Upon motion by Collins and second by Melancon, with no public comment, the board unanimously approved the request from HOS Port to lease 9 mooring dolphins in Flotation Canal #16 to #24, and the request from LLOG Exploration to lease 3 mooring dolphins in Flotation Canal #25, #26, & #27. Upon motion by Cheramie and second by Vizier, with no public comment, the board unanimously approved the request from Weeks Marine for a short-term mooring lease in Slip C during construction of the Caminada Headland Restoration project. Upon motion by Guidry and second by Bruce, with no public comment, the board unanimously approved the request from Ecoserv for a Landlord Consent to Leasehold Mortgage Agreement for site GLF628 in Slip C. Cheramie presented for the boards review the permit applications from Terry Serigny, USDA-NRCS, Hilcorp Energy Company, and LOOP, LLC. Cheramie stated a letter will be sent objecting to the prop washing proposed in the Hilcorp’s application. Construction & Development Committee - The committee met on April 6th in Galliano with Chairman Bruce, Gisclair, Griffin, and Vizier present. Upon motion by Cheramie and second by Bruce, with no public comment, the board unanimously approved Change Order No. 5 an increase of 60 calendar days from Johnson Bros for the Slip C Bulkhead project. NOLAN LASSEIGNE, SR. Nolan “T-Nol” Lasseigne Sr., 89, a native and resident of Galliano passed away May 22, 2015. Visitation was held on Monday, May 25, at Falgout Funeral Home in Galliano from 6:00 p.m. till 9:00 p.m. and on Tuesday, May 26, at St. Joseph Catholic Church from 9:00 a.m. till service time. Funeral Mass began at 11:00 a.m. with burial in Cheramie Cemetery. He is survived by his wife of 68 years Octavia “Tavie” Rousse Lasseigne; son, Ira Lasseigne and wife Jennifer; daughter, Charlene L. Danos and husband Glenn, Charlotte L. Guidry and husband Freddy, Robin L. Rogers and husband Joey, Penny L. Mongrue and husband Stan; daughter-in-law, Celeste P. Lasseigne; 21 grandchildren, 39 great grandchildren, one great-great grandchild; brothers, Arsen Jr., Ivy Jr., Norby. and Johnny Sr., and sister Myrna L. Blanchard. He was preceded in death by his parents, Arsen Sr. and Cisca Ledet Lasseigne; son, Nolan Lasseigne Jr.; brothers, Alec and Wilbert; sisters, Augustine Martin Breaux and Gloria Lasseigne. He was a WWII Army veteran, a parishioner of St. Joseph Catholic Church and an active member of his community. The Lafourche Parish Public Library system offers a variety of events for every age throughout the month of June. The public is invited and encouraged to take advantage of the many opportunities offered through the parish public libraries. The 2015 Summer Reading Program begins June 1 at public libraries. Set a reading goal (you could win prizes at the end of the summer), sign up for art workshops, and learn more about summer programs, such as guest performers and more. Call your local library branch for more information. Spiderman will visit the Raceland Library to help kick off the 2015 Summer Reading Program, which has a superhero theme. Children can visit with Spiderman and have their photos taken with the superhero at the Raceland Library, 177 Recreation Drive, on June 3, at 11 a.m. Don’t forget your camera! Batman will visit several library branches to also help kick off the Reading Program. Children can visit with the Caped Crusader and have their photos taken with the superhero at the following libraries: South Lafourche Branch, 16241 E. Join Levy when he visits the following locations: South Lafourche Branch, June 8, 10:30 a.m. - Holy Savior Catholic School Cafeteria, 201 Church Street, Lockport: June 8, 2 p.m. - Wetlands Acadian Cultural Center, 314 St. Mary Street, Thibodaux: June 15, 10:30 a.m. and 2 p.m. The Lafourche Parish Sheriff’s Office will demonstrate how to properly assemble a child’s car seat and provide safety tips at a free event for parents from 4 p.m. to 6 p.m. on June 4 at the Raceland Library. This program is free and open to the public. Enjoy a special story with a special princess at 2 p.m. on June 9 at the Raceland Library. This program is also free and open to the public. Children and teens (ages 8 to 18) can create 3D art with the library’s 3Doodler pen at 3 p.m. on June 9 at the Larose Branch. The Lockport Branch will host a series of MakerDays in June during which people of all ages can learn simple STEM (science, technology, engineering, and math) techniques. The MakerDays will be held throughout the day at the library on June 13, June 15, June 27 and June 30. The Lockport Branch will also host a five-session camp for children and teens ages 11 to 18 on building 2D role-playing games beginning June 13 at 2 p.m. at the library. Registration is required to attend, so sign up at the library.

It gallops along at a steady and rhythmic pace, but the blonde begins to slide from the saddle. In terror, she grabs for the horse’s mane, but cannot seem to get a firm grip.
