MARCHING ORDERS Tips for Parade Goers There’s nothing like a brand new home and the best way to experience everything that’s new is the Parade of Homes. The 2013 Parade features 69 New Home Open Houses in 49 neighborhoods across the First Coast. This year’s Parade is the perfect way for prospective homebuyers to compare locations, products and builders – and take advantage of the best home prices, interest rates and builder incentives of the century!

Begin with this Parade supplement. It contains a photograph or artist’s sketch of each home in the Parade, along with a floorplan, a description of the home’s features and directions to the model.

Now you need to decide what is most important to you. Is there a part of town that appeals to you? If so, find the homes in the area of interest and create your Parade route. The supplement is conveniently organized by geographic area. Refer to the map to plan your trip. And, if you want assistance planning the most efficient Parade route, check out the interactive map feature of the online supplement on the TimesUnion website, Jacksonville.com, by clicking on the Parade button. Is there a particular feature you simply cannot live without? You may require a certain size home, a specific number of bedrooms or the flexibility of a bonus room. Review the descriptions and floorplans of the entries, and highlight those that meet your requirements. Is budget your primary concern? Look through the supplement and mark homes in your price range. Remember that Parade entries often include many of the builder’s premier options, and the base price of the home may be considerably less than the entry price. Also, the same house may be available in a different neighborhood at a different price. For this reason, builders specify the entry price and the base price in their descriptions of the homes. Don’t pass up a chance to visit homes that may be on the upper end of your price range. Not only can you get some great ideas, you may find that in today’s favorable economic climate, you can afford more house than you thought. The Parade of Homes begins April 27 and runs through May 5, spanning two weekends and giving you time to visit the homes you have marked as being of interest to you and perhaps 8

some new neighborhoods you want to check out. Model homes generally are open between 10 a.m. and 5 p.m. on the weekends. Many models are open during the week as well. It is a good idea to call the sales agent at the number included in this supplement to determine the exact hours the model is open.

Parade veterans suggest some tips for the serious home shopper. Take along a notebook or pad and pencil, and a list of your must haves. If you want to take pictures inside the home, check with the on-site representative first. Collect any literature the builder may have on display. Talk to the on-site representative and ask questions about options, the builder, warranties and other items of interest to you. This information and the representative’s helpfulness may tip the scales when you make your final decision. When the parade is over, you will have a wealth of information about homes, builders, communities and the building industry. The Jacksonville Urban League ran 16 voluntary pre-kindergarten programs at Head Start facilities in the 2010-11 school year to help children from low-income families get ready for school. But the majority of those VPKs were labeled low-performing, according to state readiness rates. Thirteen of the Head Start VPKs received the low-performing or on-probation label for having less than 70 percent of students tested score ready for kindergarten. The Urban League is the sole provider in Jacksonville of Head Start. The Head Start program is a federal schoolreadiness program for low-income families with children beginning at age 3. Voluntary pre-kindergarten is a state program that offers instruction to prepare the state’s 4-yearolds, regardless of income, for kindergarten. Both programs are free. While 81 percent of the Head Start VPKs were low-performing in Duval County, only 36 percent of all Duval’s VPKs that received readiness scores in 2010-11 were low-performing. The latter is similar to the statewide rate of 35 percent. There are more than 600 VPK providers on the First Coast. Many First Coast parents may not know if the VPK program their child attends is low-performing because the law does not require parent notification. The Early Learning VPK continues on A-9

In a move decried by the St. Johns Riverkeeper organization, Jacksonville is using $3.8 million in stormwater fees to pay off debt that was issued a decade before the city enacted the controversial fee in 2008. Tapping the stormwater fee to pay off old debt for past drainage work is legal, and the arrangement helped balance this year’s budget without a property tax rate increase. But using some of the stormwater fees to pay off bonds originally issued in 1997 and 2002 means there will be less money available for new projects. That’s a step back, said St. Johns Riverkeeper Lisa Rinaman, whose nonprofit group advocates for the river’s ecological health. “It’s unfortunate because the purpose of the stormwater fee is to get more projects online,� she said. “When you’re paying for past projects, it really holds up resources that could be used to improve the system.�
