A Message from Montgomery County Police Chief: Tom Manger Earlier this year, the Montgomery County Police Department was pleased to announce that total crime in the county in 2013 was down 9 percent from 2012. This decrease is only part of a seven-year trend that shows a 33 percent reduction in serious crime and a 26 percent decrease in all crimes in the county. In fact, the crime rate in Montgomery County is 1/3 of that of similar jurisdictions. While I am proud of the work that our department has done to reduce the crime rate, we realize that a large part of crime reduction is due to the partnerships that we enjoy with our community. Without the trust and assistance of our residents, our officers could not do the job that they do. In order to better serve our residents, we are always planning to improve our police department facilities. This year, we are happy to announce the opening of two new buildings: the Animal Services and Adoption Center opened in March 2014 and the 3rd District police station opened in May 2014. It is our hope that these facilities will serve the needs of our police department and our residents well into the future.

Speaking of the future, the MCPD is actively recruiting future members for our department. Oftentimes our best applicants come from the communities that we serve. If you enjoy working with people and want to give back to your community, I encourage you to submit an application. We offer a competitive starting salary, excellent benefits, and many opportunities for career advancement. The Montgomery County Police Department is a great organization—become part of our team! I am proud of the job that the men and women of this department do every day. Partnering with our residents and local businesses, it is our goal to continue to work together to keep Montgomery County a safe place to live, work, and enjoy life.

Montgomery County Police Department – 3rd District Station 1002 Milestone Drive, Silver Spring, MD 20904 (240)773-6800 The Montgomery County Police Department’s 3rd District station replaces the former station located at 801 Sligo Avenue in Silver Spring. The new 32,844-squarefoot building houses all of the 3rd District administrative, patrol, and investigative units. The new station went into operation in mid-May, but the formal ribbon-cutting ceremony will be held on June 7, 2014.

Educated. Proactive. Responsive. Committed to making our highly diverse community a better place to live. That’s a Montgomery County Police Officer.

Montgomery County Animal Services and Adoption Center 7315 Muncaster Mill Road, Derwood, MD 20855 (240)773-5900 www.montgomerycountymd.gov/animalservices The Montgomery County Animal Services and Adoption Center, owned and operated by the Montgomery County Police Department, opened on March 1, 2014. ANNUAL GUIDE TO THE COUNTY Welcome to The Gazette’s annual guide to Montgomery County. Do you need to know your elected officials? Are you wondering who to call if your recycling isn’t picked up? Or maybe you’re just looking for a new church or a sports team for your child. This guide is designed to help you find out about the services and resources that we in Montgomery County can take advantage of throughout the year. We’ve stuffed this guide with information about the county and each of the communities we cover. So if you’re living in Gaithersburg, Bethesda, Silver Spring or Rockville (to name just a few of our community editions), we have the lowdown on who’s who and what’s where. Even in communities where we do not have Gazettes, we’ve tried to include some information. We’ve included lists of key institutions —from schools to libraries to parks to places of worship — all of which gives us an opportunity to explain how The Gazette works. We print newspapers each week for communities in Montgomery County and cover what’s happening in your county, your town, your city and sometimes your neighborhood. We tell you how your child’s sports team is doing, what schools are planning, where the movies are,

how business is faring and about the celebrations important to your friends and neighbors — weddings, anniversaries and accomplishments. It’s easy to get a news item in The Gazette. Send it to us by mail, by email, by telephone, by fax or just drop it by our main office in Gaithersburg. On page 6 are some key names and numbers to help you. And don’t forget to check our website at www.gazette.net.

NOTE TO READERS Because Montgomery is so large — there are about 1 million of us living here — we might have overlooked something you need. In some cases, because of space constraints, we have omitted some information. If you can’t find certain information or see an error, send us an email at editor@gazette.net or mail the information to Community Guide, 9030 Comprint Court, Gaithersburg, MD 20877.

TRASH, RECYCLING, ANIMAL CONTROL TRASH

The Montgomery County Division of Solid Waste Services provides refuse collection services to a portion of the county’s single-family residents, predominantly in the downcounty area. Residents living in the remainder of the county must subscribe for refuse collection services with private collectors or obtain service through their homeowner associations. People living in municipalities must contact their local jurisdiction for more information. For questions about trash, call the county at 240-777-0311 or visit www.montgomerycountymd.gov/solidwaste. To drop off trash, call the Shady Grove Processing Facility & Transfer Station in Derwood at 240777-6560.

RECYCLING

The Montgomery County Division of Solid Waste Services provides recycling collection services to all singlefamily households in the

county, with the exception of households in municipalities where their local jurisdiction or a private collector provides recycling collection services. In the blue recycling bin, residents can recycle glass bottles and jars, aluminum cans and foil products, bi-metal steel/ tin cans, aerosol cans that contained non-hazardous or non-automotive materials, and plastic bottles, containers, jars, tubs, lids, pails, buckets and flower pots. In the blue wheeled recycling cart residents can recycle cardboard boxes, newspaper, magazines, office and copier paper, telephone books, paperback and hardcover books, shredded paper, milk and juice cartons and frozen food boxes. By using reusable containers or paper lawn bags, residents may recycle grass, leaves, garden trimmings and brush. Or, try backyard composting of leaves and grass, or grasscycling by leaving grass clippings on the lawn after mowing. To recycle scrap metal items such as

appliances, bicycles, metal furniture, lawn mowers, filing cabinets and more, call DSWS the business day before your recycling collection day to schedule a special scrap metal recycling collection. Curbside recycling collection is once per week and recyclables must be set out at the curb by 7 a.m. The county also recycles other items such as computers, televisions and other consumer electronic items, motor oil, antifreeze, tires, textiles, used cooking oil and reusable building supplies. These items can be dropped off in person at the Shady Grove Processing Facility & Transfer Station/ Recycling Center located at 16101/16105 Frederick Road in Derwood. For more information about recycling, call the county at 240-777-0311, or visit www.montgomerycountymd.gov/recycling.

COUNTY SCHOOLS BOARD OF EDUCATION

STUDENTS

The school board members are: • Judith Ringgold Docca (Dist. 1) of Montgomery Village, term ends 2014 • Rebecca Smondrowski (Dist. 2) of Gaithersburg, term ends 2016 • Patricia B. O’Neill (Dist. 3) of Bethesda, term ends 2014 • Christopher S. Barclay (Dist. 4) of Takoma Park, board president, term ends 2016 • Michael A. Montgomery County’s public school population continues to grow in numbers and diversity. The 2012-13 enrollment in county public schools is about 149,000 with students attending one of 202 county schools. The school system’s population represents several ethnic groups, as of the 2011-2012 school year: 33 percent white, 26.6 percent Hispanic, 21.3 percent African-American and 14.3 percent Asian. School system students come from more than 160 foreign countries. Of the county’s school-age children, 85 percent are enrolled in public school. The rest attend private schools or are home-schooled. Each school serves students who live within the boundaries of one of the county’s high school clusters. Clusters include one or more high schools,

one or more middle schools and several elementary schools. To determine which school serves your area, visit mcpsmd.org and select School Assignment Locater or call 240-314-4710.

REGISTRATION Maryland law requires children ages 5 to 16 to attend school. Children who turn 5 on or before Sept. 1, 2013, must enroll in school for the 2013-14 school year. Elementary and secondary schools have registration sessions through the summer. Students who are not U.S. citizens may register at the International Student Admissions Office, Rocking Horse Road Center, 4910 Macon Road, Rockville. For information, call 301-230-0686. To register for school, a new student needs to show proof of age and identity, proof of county residency and immunization records.

BOYDS Boyds is a community established by the railroad. In 1860, Col. James A. Boyd, an orphaned immigrant from Scotland who was raised by his grandmother, won the bid to build the Metropolitan Branch of the Baltimore and Ohio Railroad from Washington, D.C., through

Montgomery County to Point of Rocks. Boyds is a community at a crossroads, working to protect and maintain its rural character as development continues to emerge across the upcounty, especially in the neighboring communities of Germantown and Clarksburg.

DAMASCUS The history of Damascus is depicted in its farms, churches and schools. The town began as a crossroads on a hill. A historic marker near the Methodist Education Center on Main Street recognizes the original land grant of 1,101 acres, patented by Matthew Pigman on April 13, 1774, but historical records indicate there was activity in the area well before the 18th century. The name Damascus is a biblical reference. The first official mention of Damascus was in 1816, when Edward Hughes received congressional approval for a postal route through town. Ridge Road (Md. 27) was

part of the Susquehanna Trail that began near what now is Harrisburg, Pa., and wound along the hilltops to Seneca Creek. Damascus was incorporated for about 25 years in the early 20th century. The community’s population now exceeds 30,000. Neighboring communities include Boyds and Hyattstown, as well as Clarksburg.

CLARKSBURG The town’s first settler, William Clarke, saw a crossroads south of Frederick brimming with potential. Working out of his wagon in the 1730s, the peddler from Lancaster County, Pa., set up shop at the wooded intersection of two major indian trails. There he swapped trinkets for furs he could send to Europe’s wealthy markets. As traffic picked up in the area, an entrepreneur named Michael A. Dowden saw his fortune. He built a 17-room hotel and tavern in 1754 near Clarke’s post. Lt. George Washington and British Gen. Edward Braddock would stay at Dowden’s in 1775 for three days — while soldiers

camped on the snowblown hillsides — on their march toward Fort Duquesne. The town takes its name from Clarke’s son, John, who in the early 1790s surveyed the town and laid it out in lots, including “villages” for industries such as tanning and blacksmithing. In 1800, Clarke became the town’s first postmaster. Throughout the years, the “e” was dropped from the family name and the town became Clarksburg. By 1850, Clarksburg was the thirdlargest city in Montgomery County, behind Rockville and Poolesville. The town was booming with four general stores, two hotels, a school

and even its own band, according to local author and historian Susan Soderberg. Clarksburg began to decline in importance after the 1880s, when the Baltimore and Ohio rails laid a path for the Brunswick line that bypassed Clarksburg and ran through nearby Boyds, four miles away. After the turn of the century, hotels and industries began to close. Clarksburg is undergoing major development. The population is expected to grow to about 40,000 by 2025.

GAITHERSBURG The city of Gaithersburg continues to function thanks to the hard work of various people, from its roughly 250 full-time city staff to the countless residents who volunteer to serve the city. The 10-square-mile municipality in the center of Montgomery County can be called a hightech business hub. It also is the home of Olde Towne, a historic downtown area featuring shops, offices and restaurants that is undergoing a revitalization effort. Before it was Gaithersburg, residents called the area Log Town. In 1802, Benjamin Gaither built a house and several retail establishments at Frederick and Diamond avenues. The town’s name was changed shortly thereafter. The Gaither family also helped to bring the railroad to the city in the 1850s. Gaithersburg’s 2010 population was 59,933, giving it the fourthhighest population in Maryland, according to the U.S. Census Bureau. The city, which was incorporated in 1878, operates under a council-manager form of municipal government. The city manager is appointed by the five-member city council and serves as a city employee. The manager acts as the city’s chief executive officer and answers to the mayor and council concern-

ing city affairs. The mayor and city council are elected officials who serve staggered four-year terms. The mayor serves as the president of the city council and offers input without voting on the issues. Other municipalities around Gaithersburg include Washington Grove, with a population of 555 at the edge of East Diamond Avenue, and Laytonsville, an incorporated town with a population of about 350 north of Gaithersburg. The original full name of Washington Grove was the Washington Grove Camp Meeting Association of the District of Columbia and Maryland, reflecting the town’s founding as an outdoor religious summer camp. Washington probably was chosen because the majority of the people who founded the camp were from Washington, D.C., churches, and “grove” was chosen to advertise that meetings would take place in a place filled with trees. Laytonsville was established in 1789 on a tract of land granted to James Brooke. It originally was known as Cracklintown, named after the popular cracklin bread — bacon corn bread — that was baked locally. Laytonsville received its name after the local post office was moved to John Layton’s saddle shop.

The town was incorporated as a municipality in 1892.

OLNEY In the 18th century, Olney was the smaller and sleepier cousin of the surrounding towns. It started to grow when it began attracting artisans by the early 1800s. Sarah Brooke and Dr. Charles Farquhar named their home Olney after poet William Cowper’s hometown in England. The town was named after the

home, which still stands and is known today as The Olney House. Olney retained its rural character until the mid-1950s, when the first major development was built. By the early 1970s, growth changed the town’s character dramatically. The greater Olney community now boasts about 39,462 residents, according

the Montgomery County Park and Planning. The area, which measures roughly 47 square miles, has about 13,129 households (singlefamily, townhouse and garden apartments). The Town of Brookeville, to the north of Olney along the major north-south thoroughfare of Georgia Avenue (Md. 97), was founded in 1794

by Richard Thomas on land inherited by his wife, Deborah Brooke. He named the town after his wife’s family. Brookeville was incorporated in 1808 by the Maryland General Assembly, which appointed three commissioners to run the town. Sandy Spring was founded by Quakers who arrived in the early 1700s in search of

new land to grow tobacco and corn. The population of the Sandy Spring-Ashton area is about 5,628, based on 2010 statistics available at Park and Planning. The greater Olney area also includes such smaller communities as Brinklow, Ednor, Norbeck, Norwood

GERMANTOWN Germantown’s roots reach back to the 1800s, when farming was the way of life where housing developments stand today. The not-quite-a-town got its name from the large number of German business owners who settled in the crossroads area of Clopper Road and Md. 118 in the 1830s and 1840s, according to historian Susan Soderberg, author of “A History of Germantown, Maryland.” Although most of the area’s farmers and landowners were English, travelers and visitors remembered the accents of the shopkeepers, who were a mix of German immigrants and also from German settlements in Pennsylvania, and began to call the area “Germantown.” Since 1974, the Germantown population has been growing by about 2,000 people per year, and during

POOLESVILLE Poolesville is on the northwestern edge of the county between the Potomac River to the west and farmland to the east. It covers 2,375 acres. Poolesville fi rst began to take shape when two brothers from Anne Arundel County, John Poole Sr. and Joseph Poole Sr., purchased 160 acres in the area in 1760. In 1793, John Poole Jr. built a two-room log store on 15 acres given to him by his father and sold parcels to other merchants, including a tailor, tanner and tavern owner; and Poolesville was

born. The town was incorporated in 1867. The residents — about 5,800 — share an appreciation for the town and its simple way of life, yet opinions differ about its future growth potential.
