Maricopa County declares October as Domestic Violence Awareness Month PHOENIXMaricopa County’s Board of Supervisors issued a proclamation this September recognizing October as Domestic Violence Awareness Month. The county’s efforts will create an opportunity for residents and Maricopa’s more than 13,000 employees to learn about domestic violence prevention. “Sadly, we all probably know someone who has been affected by domestic violence,” said Maricopa County Board of Supervisors Chairman Steve Chucri, District 2. “By issuing this proclamation, we hope to draw

attention to both the problem and resources available.” Just last year, there were at least 90 deaths resulting from domestic violence in Arizona. Approximately 60 percent of those happened in Maricopa County, according to the Arizona Coalition to End Sexual and Domestic Violence. “Any number of domestic violence incidents is too high,” said Supervisor Steve Gallardo, District 5. “We need to work together to make sure our community has the resources to help stop the abuse of power and control in relationships.”

BLACK CANYON CITY – Community members are invited to participate in the 25th annual National Public Lands Day, which is the largest singleday volunteer effort for public lands, at Black Canyon Heritage Park on October 6. In just one afternoon local volunteers can help with planting, weeding and maintaining trails that would otherwise take park staff months to accomplish, giving back to the public lands’ residents enjoy. This event helps improve and restore public lands and its facilities. “Last year, more than 200,000 people participated in events at more than 2,500 sites in

all 50 states, Puerto Rico and Washington D.C.,” stated a press release from Black Canyon Heritage Park spokesperson, Ann Hutchinson. Registration for the local public lands event is at Black Canyon Heritage Park, 33955 S. Old Black Canyon Highway at 8:30 a.m., with the volunteer efforts beginning at 9 a.m. and ending by noon. Seven federal agencies, along with state, county, city and nonprofit partners will participate in the national event, and Toyota is the corporate sponsor.

Media Case #2018-2833

Cave Creek Unified School District CTED Election Information Fact Sheet Fall 2018 Silent Witness – It pays to fight crime

FATAL HIT & RUN

On June 25, 2018, the CCUSD Governing Board called for an election to place a question as part of the November 6, 2018 ballot.

The voters in our district would have the opportunity to vote whether or not CCUSD should join the East Valley Institute of Technology (EVIT).

EVIT is a Career and Technical Education District or CTED.

A CTED is a separate district that overlays a public school district to provide Career and Technical Education and specific job skills.

If the CCUSD voters approve the ballot question to allow CCUSD to join EVIT, our high school juniors and seniors would be able to travel to any EVIT facility to take the specialized coursework each school day, after taking a minimum of 4 courses daily at Cactus Shadows High School.

• Victim-Laqiea Davis

In addition, our plans are to have EVIT renovate areas of the former Desert Arroyo Middle School campus, adjacent to Cactus Shadows, so that our Juniors and Seniors who

are also enrolled in EVIT courses, can take their EVIT coursework there. Victim:

Laqiea "Kiki" Davis, 12 year old female with Down Syndrome.

Location:

5900 W. Indian School Road, Phoenix

Date:

Tuesday, July 31, 2018 at 4:40 a.m.

Vehicle:

1991 to 1996 Dodge Dakota Truck

A student survey taken last spring identified the following career areas for possible coursework at the CTED Center at the former Desert Arroyo Middle School campus: Engineering, Health Fields, Technology Fields and Culinary/Hospitality.

On Tuesday, July 31, 2018 at 4:40 a.m., Laqiea Davis left her residence unbeknownst to her mother, and walked away from her home. As she was crossing 59th Avenue at Indian School Road, Laqiea was struck by a Dodge Dakota traveling southbound, which did not stop at the scene. Laqiea did not survive her injuries.

School would be eligible to enroll in EVIT courses. •

If the ballot question is approved, a “nickel tax” would be assessed per $100 of secondary assessed valuation.

If you have any information regarding this case you may contact Silent Witness at 480-W-I-T-N-E-S-S, 480-948-6377, or 480-T-E-S-T-I-G-O for Spanish speaking. You can also leave an anonymous tip on the silent witness website at silentwitness.org. You remain completely anonymous and could earn a cash-reward for information leading to the arrest and/or indictment of the suspect(s) of this crime.

o A home with a full cash value of $100,000 would see a tax increase of $5.00 per year. o An average priced home in CCUSD at $555,750 would pay $27.79 per year or

You must contact Silent Witness prior to arrest or indictment to be eligible for any reward.

$2.32 per month. The estimated secondary assessed valuation would be $1,975,121,478. •

Hear the Lobos sing in the McDowell Mountains at SWCC BY TARA ALATORRE

SCOTTSDALE –With only about 114 Mexican gray wolves roaming isolated parts of Arizona and New Mexico, spotting one in the wild is a very rare once-in-a-lifetime opportunity for most, but you can still hear the Lobos sing if you’re privy – and it’s surprising close. The Southwest Wildlife Conservation Center (SWCC) is located near the McDowell Mountain preserve in North Scottsdale and it rescues injured, orphaned or abandoned wild, native animals, with a goal of rehabilitating and releasing them back into the wild; or providing a sanctuary for animals that can’t be released. The non-profit organization also provides acres of sanctuary that are used as a holding facility for the captive population of Mexican wolves in the federal Mexican Wolf Species Survival Plan. Using absolutely no government funds or assistance SWCC covers the entire costs of feeding and caring for the Mexican wolves along with the other animals that are being held at its sanctuary. “Our operations budget is at $1 million per year,” said Nikki

Julien SWCC’s Director of Education and Special Projects. “In medications and medical supplies (not equipment), we spent $120,000 in 2017 roughly.” Most of the wolves live at SWCC full-time because they have been “retired” from the breeding program and need a permanent home, but still contribute DNA to the frozen genetics bank. One wolf named Cinderella (F1219) will be transferred into a federal breeding facility this fall. The collected reproductive material will be used to hopefully breed litters of pups with the best genetic chance of survival. Because all Mexican wolves alive today are derived from merely seven descendants, genetic diversity has been an issue in the species recovery. “We have males and females donate genetic material, but we do not know if that material has been used yet,” Julien said. When I arrive at SWCC for a guided tour, it was a typical hot summer morning in the Valley, but my first impression was anything but normal. Upon my first moments at SWCC, I was greeted immediately by two howling Lobos strolling the

perimeter of their habitat while checking me out. It was pure desert magic to hear the wolves' call of the wild. Moments into arriving at SWCC I am locking eyes with two beautiful wolf mates, Serenity (F883) and Brio (M942), hearing their majestic song. Serenity, who is quite the singer, gets the rest of the pack howling, and soon I am being serenaded by some of the rarest animals in the world. It is a song to be cherished. Serenity, Brio and the seven other wolves here are not only keeping the howl of the wolf alive in Arizona, they are also keeping hope alive for the entire species, so it can regain its rightful place as a predator in the Southwest. “All our wolves are a little bit older, we’re kind of like the retirement community of Mexican gray wolves,” said Liberty, a SWCC volunteer tour guide. “They’re used to us, but they still have that natural instinct, so they are a little skittish.” The beautiful desert backdrop with unadulterated views of the McDowell Mountains that surround the facility only add to the experience when spending time with the desert creatures that live full-time at SWCC. Despite the views, it’s the species conservation work being done here that is the main

attraction and why it’s worth it to pay the nominal fee for a guided tour. Volunteers will take you through the sanctuary that is home not just to wolves but also to bears, mountain lions, coati, foxes, coyotes, javelina, bobcats and even a jaguar leopard hybrid to mention just a few. Visitors will hear heart-wrenching stories of how the animals came to live at SWCC, while taking solace in knowing the animals are getting the best care possible, living captive but enriched lives. Every volunteer and staff member are truly emotionally invested in each animal at the sanctuary and can tell visitors all the nitty gritty details about the animals’ personalities, habits,

quirks and origin stories. That genuine compassion allows SWCC to truly honor the wolves' pack dynamic by keeping bonded pairs together, which is yet another reason this facility should be on your bucket-list if you’re a resident of the Valley. Organizations like SWCC are critical for federal wildlife managers and the wolves attempting to reclaim their wild ranges. This sanctuary is truly making happy endings out of tragic beginnings. If you would like to schedule a tour, find events, donate, sponsor an animal or find out more information about SWCC visit southwestwildlife. org, email swcc@southwestwildlife. org, or call 480-471-9109.

I have always wanted to go to Greece. Eat delicious food. See the blue waters of the Mediterranean. Maybe have a sip of ouzo. And see spiders – millions of them. With 1,000foot webs that have encased the western coastline of Greece, the beach town of Aitoliko has become a real mecca for spiders. Like something out of a horror movie. The webs “cropped up” suddenly a week ago. Imagine one morning going for a walk along the coast to see all trees and vegetation mummified! Called the “veil of webs,” these sheet-like monstrosities of the Tetragnatha spiders are a phenomenon of nature. OK, I love nature, but if I woke up one morning to an entire seacoast shrouded in white, like something out of a Halloween display; I might

faint, or my screams would be heard around the world! Nooooo! A Greek biologist states that “there is nothing to worry about,” since the spiders are not poisonous. Of course, we should worry. This is an invasion! Do you fear spiders? If you do, you are not alone. Psychologists claim that one in three people on the planet are extremely scared of arachnids. Another third of the population find spiders “disgusting.” OK, so I now realize where my fear (phobia) came from. When I was a child, my father took me to see a movie about a giant spider that kept growing and growing until it was a monster. It was so huge that a man driving a truck under the spider said, “I don’t recall this underpass.” No, you fool, you are driving under a humongous spider and are about to get eaten! Another memorable scene was a lady looking out her bedroom window at two black orbs. “Honey, look at these two big black stars,” she calls to her husband. No, you have a spider standing over your house and those are his eyes peering into your window. Run for your life! So, kids are impressionable,

and a frightening movie about spiders can cause arachnophobia. But what about real life? Ever hear of the “fields of nightmares?” These are fields of spider webs that cover acres of land, looking like frost, except it happens during the summer. Several years ago, a reporter in Georgia was walking across a “pasture of nightmares” when she discovered it was the webs of millions of baby spiders. Yikes call 9-1-1! This is a terrifying “phenomenon” that occasionally happens around the world. I am not making this up! Oh, back to my fear of spiders. I must say that there is one gentle and handsome spider whom I dearly love and admire. His name is Manuel, the tarantula who comes each year to visit my friend, Diane. Now he is kind and easy going. He never builds a huge web to encapsulate her whole house! Dreams are made of traveling to far away, beautiful places. So are nightmares… going to Greece anyone? There is always ouzo. ‘3-Dgineers’ wanted at Black Canyon City Library

page 7

Got an Upcoming Community Event? Email the event information

BLACK CANYON CITY – Looking for something cool and hands-on for the kids to do over the October break? Look no further! The Black Canyon City Community Library is looking for parents and kids 10 years and older to become “3-Dgineers” and help assemble 3-D printer kits. That's right: not only can kids and parents learn about 3-D printing, but they can also build a printer from the ground up. Interested? Great! The

“3-Dgineering” project will be happening, from October 2 until October 13, from 3-4 p.m. Tuesday through Saturday; except for Saturday, October 6, and Thursday, October 11. This is a free event and dropins are welcome. Parents are encouraged to come with their kids, but children over 10 can come by themselves too. Come help with this unique opportunity and get your name on a poster immortalizing your status as a 3-D printing expert!

Not only that, but when the printers are opened to the public you'll have first dibs and special access. Pretty cool, right? This project is part of a Library Services and Technology Act grant awarded in May by the Institute of Museum and Library Services. This grant, called “BotBuilders,” allowed the library to purchase two 3-D printer kits as part of an extensive project to teach coding skills to students and local youths, with the ultimate goal of

having them create and program their own 3-D printed robots. Much of this activity will take place at Canon School but the library will also have related projects, with “3-Dgineering” being the first event. Give the library a call at 623-374-5866 for any questions, or just stop on by and ask for Chance. Black Canyon City Community Library is located at 34701 S Old Black Canyon Highway.

Congresswoman Lesko visits Boulder Creek High School, Peoria Traditional School BY TARA ALATORRE

ANTHEM – United States Representative Debbie Lesko (R) of Arizona’s Eighth Congressional District took a school tour last week visiting 11 schools in the communities she represents. Lesko, who is up for reelection this November and is running against political newcomer Hiral Tipireneni (D), toured Boulder Creek High School (BCHS) in Anthem, which is part of the Deer Valley Unified School District. She heard BCHS’s nationally recognized choir during her tour of the school’s

music department. The U.S. Congresswoman also went to Peoria Traditional School and recited the Pledge of Allegiance with students outside, and then observed reading and math classrooms. “Arizona’s Eighth District schools are some of the best,” said Lesko. “During my visits, I was continually impressed by students, teachers and administrators.”

Developer withdraws application for Valley Ridge Estates near New River CONSIGN & DESIGN 6750 W. Peoria Ave. Suite 138 (NWC of 67th Ave & Peoria)

We strive to make your projects easy! Pictured: The parcel of land where the proposing housing community called Valley Ridge Estates would have been located, which is near the I-17 Frontage and Circle Mountain roads, but developers recently withdrew their application.

BY TARA ALATORRE

NORTH PHOENIX – A proposed housing development that would have brought 286 new single-family homes to a 71-acre parcel of land located near the Interstate-17 Frontage and Circle Mountain roads is officially dead. Sometime this week the developer withdrew the application, which was requesting the City of Phoenix to rezone the parcel from commercial to residential, and would have made way for the proposed Valley Ridge Estates housing development, according to a Phoenix spokesperson. “EPS did withdraw their application this week and didn’t provide a reason,” stated Phoenix Planning and Development Department’s Public Information Officer, Angie Holdsworth, in an email to The Foothills Focus on September 26. That means the developer’s application regarding Valley Ridge Estates will not move forward in the rezoning process or seek further approval from the Phoenix Planning Commission or City Council. The parcel, which is owned by New Hamburg Land Company, was in the unincorporated boundaries of Maricopa

County, but was annexed last year into Phoenix in hopes of hooking up the potential homes to the city’s utilities. Although the application is withdrawn for Valley Ridge Estates, the land is still annexed into Phoenix and commercially zoned, and the developer’s future plans were unknown at the time this was written. The rezoning request and proposed housing development was mostly opposed by the communities of New River, Desert Hills and Anthem since it first appeared on the planning department’s docket this March. Many of the rural community’s residents have attended the meetings to speak out against the proposed development citing safety concerns regarding traffic and increased emergency response times. Other concerns raised were water shortage issues, light pollution and losing their rural lifestyle. Overcrowded public schools were also a point of contention between residents and the developer. The Deer Valley Unified School District confirmed that it could not accommodate the amount of high school students that were projected by the 286 additional residences. On September 11, the

Phoenix Rio Vista Planning Committee, which is an advisory board, unanimously voted to recommend a denial for Valley Ridge Estates to the city’s planning commission. The October 4 Phoenix Planning Commission hearing that was scheduled regarding rezoning request for Valley Ridge Estates has been cancelled.

THE SISTERS BROTHERS Dir: Jacques Audiard Starring: John C. Reilly, Joaquin Phoenix, Jake Gyllenhaal, Riz Ahmed, Rebecca Root, and Rutger Hauer Monte’s Rating 4.25 out of 5.00

BY MONTE YAZZIE FILM CRITIC

Through the pitch darkness of night, orange flashes from gun barrels exploding into the quietness of Oregon Territory as the Sisters Brothers, Eli and Charlie, hunt and kill a group of men. Just as quickly as a fire engulfs a nearby barn, the Sisters Brothers return to the darkness, amused yet concerned about

their knack for killing. “The Sisters Brothers” is directed by Jacque Audiard, who last directed the captivating and character driven “Dheepan” in 2015. His latest film is his first English-language film and it delves into the traditional form of the American Western film. It is a unique tale about two brothers tasked with killing a man in 1851. backdrops, gun fights and the search for easy wealth, the motifs for cowboy storytelling are all present in some way. However, what makes “The Sisters Brothers” stand confidently is its ease with paying reverence while parodying the classic Western movies that audiences have become so familiar with. Eli (John C. Reilly) and Charlie (Joaquin Phoenix) are brothers who have a distinguishing skillset, they are hired killers. A man, known as the Commodore (Rutger Hauer) hires the brothers to meet a refined detective named John Morris (Jake Gyllenhaal), who is tracking the brothers’ target, which is a man named Herman Kermit Warm (Riz Ahmed). The Sisters Brothers, who attract their fair share of threats along their journeys, soon find themselves at odds with each other and anyone who tries to cross their path to find their target. When in the hands of foreign filmmakers, the classic American design of Western film can find a fresh perspective. Take for instance the films of Sergio Leone, Ferdinando Baldi or Sergio Corbucci, who painted their versions of the West with violent strokes of betrayal and greed. Often their films are providing social commentary through their fantasies with men in cowboy hats. Director Jacque Audiard applies some of these aspects to “The Sisters Brothers,” but in a different way. Sometimes starkly humorous and other

times completely serious. It’s a balancing act that allows the film to exist somewhere in the middle of what typically defines the Western genre. Charlie and Eli are gunslingers, but not glamorous ones like Clint Eastwood or John Wayne. The design of the film lingers through hazy hilltops and cramped forests, opposed to the elaborately composed designs for showcasing trail chases and stagecoach pursuits found in Sam Peckinpah or John Ford films. Still, “The Sisters Brothers” amidst its deliberate pacing and shifting narrative tones is invigoratingly distinctive. The two leads, Phoenix and Reilly, steal the show with their charming bond as two somewhat dimwitted brothers. Phoenix slyly injects his character Charlie with the right amount of reckless character traits to make the audience hate him but want to stick around to watch his next bumbling situation. Reilly is in top form here; the sensitive and thoughtful composition of his character

makes his journey fascinating to watch play out. Add Gyllenhaal flexing a tailored suit and an interesting accent, with Ahmed’s character blindly stuck in the middle as the only reliable voice of reason, and the film has enough talented ammunition to hold your peak attention. “The Sisters Brothers” is a smartly written and keenly directed film that plays with the Western genre in very interesting ways. The narrative design wisely toys with the expectations of those familiar with cowboy tales, dodging the typical pitfalls associated with the genre. What ultimately satisfies throughout the film is how Mr. Audiard juxtapositions the progression of the American West to the contemporary state of America. With cowboys uneasy to relinquish their guns for the betterment of society, and idealists dreaming of a society free of gun fights, stage coach robberies and bullying authority figures.

Creativity Abounds

The great American poet, Maya Angelou wrote, “You can’t use up creativity the more you use the more you have.” Local violist, conductor, writer and composer, Dr. Carolyn Waters Broe, is the living example of the validity of this statement. Growing up in the beautiful rolling hills of Newport Beach, Calif., Carolyn started playing piano at age seven, violin at eight and the viola by 10. It would be the viola that would become her instrumental partner in life. She remembers her parents being extremely supportive of her dreams to become a musician. They spent hours driving her to viola lessons and honor orchestra rehearsals each week. Carolyn credits her first viola teacher, Rene Bregozzo, an Italian concert violinist, for her love of music and teaching her the art of performing; both priceless gifts that would become the foundation of her successful musical career. At the age of 15 she went on to play with the University Symphony at University of California, Irvine by the age of 17, while attending high school. Carolyn attended Chapman University in California, earning a bachelor’s degree in music where she studied with Jerry Epstein of the Los Angeles Philharmonic and Dr. Thomas Hall. While working on her master’s in music history at California State University in Long Beach, Carolyn studied viola with:

Adriana Chirilov, a solo violist from Romania; Robert Becker, Principal Violist of Pacific Symphony; and Louis Kievman, violist with Toscanini’s NBC Symphony. All were influential in her choosing to do her master’s thesis on J.S. Bach’s Treatment of the Viola. In 1980, Carolyn married clarinetist and businessman Steve Broe. Steve was the President of TLC Enterprises in California and managed a chain of private preschools. By 1982 she had founded the Opus Four String Quartet, performing between 75-100 professional concerts a year throughout Orange County, Calif. During that time she was also teaching private violin, viola and piano lessons. With the birth of their son Jean Rene Broe, she shifted the music career back to second gear, with no intentions of coming to a complete stop. In 1990 Carolyn’s husband, Steve was hired as Vice President of operations with American Child Care Corporation in Phoenix, so by 1991 the family was settled in Scottsdale. Carolyn soon joined the music community in her new home by founding the Four Seasons Orchestra of Scottsdale and the Four Seasons String Quartet. She also taught violin, viola and chamber music at Glendale Community and Scottsdale Community colleges. Arizona State University (ASU) would be Carolyn’s choice for a doctorate in music. ASU

also gave her the opportunity to study with William Magers, who Carolyn describes as, “A brilliant musician and historically grounded performer.” She chose for her ASU doctoral dissertation, “Louise Lincoln Kerr’s String Literature.” During her doctoral studies her daughter Jasmine was born. At this point Carolyn was handling the working mom role much as she would conduct an orchestra with calm, focused and organized resolve. She graduated with ASU from her doctorate program in 2001 and went on to expand her passion for music from a sitting performer into a standing conductor. To achieve this goal Carolyn pursued master classes with Leonard Bernstein, Herbert Blomstedt, Seiji Ozawa and Dr. Michael Zearott. Carolyn would use her skills conducting the Four Seasons Orchestra in Austria for the Hayden Festival in 2009. Most recently in January 2018, she conducted the Mozart, Chopin, and Friends Concert for the Four Seasons Orchestra, and five solo artists. Over the years the Four Seasons Orchestra has consistently been nominated for Grammy categories, Arizona Governor’s Arts Awards. It has also been given official Historical Centennial Legacy Project status for their “Arizona Profiles” album, which is now in the Arizona time capsule to be opened in 2121 at the State’s bi-centennial. In 2012 Carolyn was asked to audition as a violist for Scottsdale Philharmonic, and became their Principal Violist and a founding member. The Scottsdale Philharmonic will be performing Sunday, October 14, and November 18, at 4 p.m. Concerts are free and located at the Scottsdale Bible Church in Scottsdale. For more information go to scottsdalephilharmonic.com. Dr. Carolyn Broe can be reached at Carolyn@fourseasonsorchestra.org. Contact Arts Columnist, Shea Stanfield, at flowingquill@yahoo.com.

If you would like to help the family with funeral expenses there will be a donation box at the services on October 7, or you can mail Judy Black at P.O. Box 102 Black Canyon City, AZ 85324.

The new Grace Schoonover Archaeological Library was also installed this summer. “The family of our local avocational archaeologist Grace Schoonover gave the museum her library and archive of Southwestern books, reports, papers and research,” said Karrie Porter Brace, the executive director of the Cave Creek Museum. Patrons will be able to use the space to study and learn more about the cultural resources and ancient peoples of the Sonoran Desert. The museum is also introducing a new event called Second Sundays, a Family Passport Series, that will feature topics ranging from cowboys to animals to musicians. The events will take place every second Sunday of the month at 2 p.m. Participating children will create a passport that will be stamped at each event, after collecting five stamps children

will get a special gift. The first Second Sunday of the season will be on October 14, kicking off with “Petroglyphs are Fun.” Of course, the Golden Reef Stamp Mill will come to life once a month, and historic buildings are exhibited behind the museum that are listed on the National Registry of Historic Places such as the Tubercular Cabin. The Stamp Mill Tramway from Continental Mountain is scheduled for completion late this fall. The Cave Creek Museum is open now through May 31, 2019. Hours are Wednesday/ Thursday/ Saturday/Sunday from 1–4:30 p.m. and Friday 10 a.m. to 4:30 p.m. Admission is $7 for adults; $5 for seniors; $5 for students; children under five are free. an unidentified suspect entered the Subway located at 39512 N. Daisy Mountain Drive and demanded the employee open the register and give him the money. The employee complied and the suspect then sped away in a white Nissan Sentra, according to MCSO. Law enforcement and the victim believe the suspect may have been armed with a gun, but it is still unverified at this time. The license plate of the Sentra the suspect used to flee the scene of the crime is unknown, as well as the year of the vehicle. MCSO is asking for the public’s assistance in identifying the suspect. Anyone with information about the suspect or the incident should call 602-876TIPS (8477) and reference report number IR18-028321.

Pet of the week: Meet Tina

ANTHEM – Tina AKA Valentina, is a sweet cat. She is a domestic short hair, gray, silver tabby that is about two-and-halfyears-old. Tina was found as a stray. She is a little timid at first, but once she warms up to you she's very loving and cuddly. If you are looking for a cat that will cuddle on the couch with you and be your loyal companion, Tina is it. She gets along well with children and has lived with both cats and dogs. However, she prefers the company of her feline friends, with proper introductions. She is great with the litter box and love scratches under her chin. She is up to date on shots, spayed and microchipped. This sweet girl would be the perfect addition to anyone's home. Her adoption fee is $40. If you would like to meet Tina or any other cat/kitten visit: anthempets.org and fill out a matchmaker/meet and greet form. Or copy this link http://form. jotform.us/form/41676646153157.
