I’m happy to address concerns about my past: Scot Johnson RAHUL GUPTA rgupta@insidetoronto.com An Etobicoke resident soliciting donations for a chartered bus service has a past history of failed businesses and unresolved consumer complaints. Scot Johnson has received favourable media coverage for his plan to raise $50,000 to crowdfund a private shuttle bus servicing condominium residents in Humber Bay Shores seeking a faster transit option to Mimico GO station. Johnson has launched a GoFundMe campaign to raise the necessary monies for the bus service. Based on a tip from an individual who wants to remain anonymous, the Guardian has learned Johnson is also the former operator of Exotic Lifestyle Rentals, a defunct Etobicoke vehicle rental company, which along with several other businesses associated with his name received an "F" rating from the Better Business Bureau (BBB) the lowest possible grade. Reached by the Guardian, Johnson, who is listed as the principal owner of the companies listed in the review, blamed the negative rating on the actions of a former business partner. He did not provide further details claiming he is now in the process of pursuing a legal action against the un-

"They’re not exactly the easiest organization to work with," he said during a telephone interview Oct. 5. The Better Business Bureau did not respond to a request for comment on Johnson’s claim by dead-

line. The Bureau’s rating was given based on 13 factors: eight filed complaints, two instances where Johnsons’ named companies failed to respond to an inquiry and an additional three grievances which were not resolved to the complainants’ satisfaction. Included in the BBB review is an overview of the customer complaints, with the latest appearing on the site July 2017. They include failing to return a

one would do that to their community, to their neighbours, is absolutely beyond me," said Johnson. "My past has nothing to do with this operation whatsoever. In all, the complainants seek thousands of dollars in redress. He insisted his past business dealings should not negatively reflect on his motives in launching a funding campaign for the shuttle bus service. The Guardian contacted Mulmer Services multiple times to confirm whether it has agreed to run the service should the campaign reach its funding target, but did not receive a response. "Everyone has advised the setup is fine," Johnson said. He said the $50,000 goal will cover operating and administrative costs of the bus service for a little more than four months, but the service could be ready to commence operating with half that amount. Unlike other crowdfunding websites, GoFundMe doesn’t require campaigns to reach their targets to receive a payout, and donations can be withdrawn at any time. As of yesterday, the campaign counted $2,625 in donations

"Our intention is to keep it and incorporate it into our ultimate design of the property," said First Capital Realty vice-president, development Jodi Shpigel. Last year, First Capital purchased the property, and while it hasn’t yet filed a development application with the city, the company intends a mixed-use development, Shpigel said. "Really, 27 acres is such a significant size property, we’re really developing a whole community," Shpigel said. "Not only retail and services that are in demand, but community amenities, residential, restaurants, banks and open spaces." Currently, the land is zoned employment. Mondelez Canada, the property’s previous owner, filed an Ontario Municipal Board appeal after city council rejected its rezoning bid. "We inherited the OMB appeal, but we haven’t acted upon it," Shpigel said. "Our desire is to

work with the city and the community on a complete development." First Capital is the predominant landlord and owner in Liberty Village’s mixed-use development. It also owns and operates Leaside Village at Laird Drive and Eglinton Avenue East, and Yorkville Village at Avenue Road north of Bloor Street West. Humber Bay Shores continues to experience a population explosion with approximately 25,000 condominium units, and thousands more in various stages of development or construction. Etobicoke-Lakeshore Coun. Mark Grimes, who represents the area, said the Humber Bay Shores community can’t absorb more residential development. "It was a huge election issue," Grimes said. "No more residential. There’s no way the area can handle it. We need to get transit built first." Many in the waterfront community are eager to see the former cookie plant redeveloped into a transit hub, and First Capital would, as well.

"We knew transit and traffic congestion was an issue going in, which means there is an opportunity to improve it," Shpigel said. "We believe our property’s size is a very suitable area to host a GO station. We believe we can be the solution to it." Metrolinx officials have said they evaluated the Lake Shore and Park Lawn area, and it did not make the shortlist of 12 stations being studied and designed. Grimes said he has met with Metrolinx officials to emphasize the need for a GO station in the lakefront Etobicoke neighbourhood. "Me, (Etobicoke-Lakeshore MPP) Peter Milczyn, (EtobicokeLakeshore MP) James Maloney and (TTC CEO) Andy Byford met with Metrolinx to tell them ’we want a transit hub,’" Grimes said. First Capital’s purchase of the property, and the transit hub potential it presents, bodes well for further Metrolinx consideration, Grimes said. "Something is going to happen. It’s going to have a huge impact on that area," he said.

No time for red tape on housing Earlier this year, Statistics Canada released data from the 2016 census that indicated a long predicted, but nonetheless startling change had occurred in our country’s demographics. "From 2011 to 2016, Canada registered the largest increase in the proportion of seniors since Confederation. This acceleration of population aging is the result of the first baby boomers reaching the age of 65," StatsCan reported. "For the first time, the share of seniors (16.9 per cent) the share they represent of the total Canadian population exceeded the share of children (16.6 per cent). The increase in the proportion of seniors from 2011 to 2016 was the largest observed since 1871 - a clear sign that Canada’s population is aging at a faster pace." In our news feature Senior Tsunami on insidetoronto.com, Metroland Media looked at this change and its implications on housing for the average senior. We defined average as the range from having no additional income from a company pension or RRSPs (surviving solely on CPP and OAS benefits), to having a retirement pension or savings. In short, we focused on housing solutions for the middle-class senior; the one who can’t afford the average monthly cost of $3,526 for an Ontario retirement home (in the GTA, it is more than $4,700), but does not qualify for government-assisted housing. We also used a projection by the province’s ministry of finance that shows the senior population in much of central Ontario will more than double in the next 25 years. The results were frightening. Although we have watched the baby boomers ascend the population triangle year after year, we are ill-prepared to provide housing alternatives to match their income level. Several in-depth reports by the Canada Mortgage and Housing Corporation have forewarned of the impending crisis, but little in the form of solutions have taken shape. The province has been silent. In fact, we believe we are in a too-little, too-late situation for the Ontario government to show leadership on the issue of senior housing. We no longer have the luxury of time to meander the red tape of government. What we need are community-based, grassroots solutions. Ontario could offer surplus land or closed schools for senior housing developments. Municipalities, regional councils and provincial programs must collaborate to eliminate barriers, such as zoning and building bylaws, to pave the way for these alternatives. We need to work together to resolve this crisis. And with Food Banks Canada saying 45,000 seniors across the country rely on food banks each month, we need to start today.

It may be a long time before we’re over amalgamation It has been a long time since amalgamated Toronto’s first day - nearly 20 years - and there are no doubts some who think it’s time we got over it. Pity those poor forward-thinking cynics. Last week at Toronto council’s October meeting, Janet Davis rose to remind us that ... well ... that perhaps we need reminding. The Beaches-East York councillor was sponsoring a request from the East York Historical Society and the East York Foundation to please include the East York logo on any street signs that might be replaced. Of all the former municipalities, Davis reminded her colleagues, East York was "special."

single enclosed shopping mall, small enough that it didn’t even get to be a city it was a borough. But as signs at its irregular borders indicated, it was "Canada’s Only Borough." Its citizens were fiercely proud of it. When it came time to vote in illegal, Catalan-style referenda about amalgamation, East Yorkers voted ’no’ in greater numbers, and if anyone had been measuring it, surely greater volume. When it failed, the borough’s mayor, Michael Prue, went on to be a councillor on Mayor Mel Lastman’s first Toronto Council. And he wore East York sweaters, hand-knitted by his wife. The tradition continues, Davis told her col-

leagues. Skateboarders come at night to paint the East York logo on local skateboard parks. Teenagers, she insists, have the ’EY’ acronym tattooed on their flesh. The former borough’s senior citizens long for the sight of the old EY. Spending about $1,000 a year to put EY on street signs as they’re being replaced was the least that council could do. As it turns out, no. Council finally settled on something much larger, and overwhelmingly supported a motion from Toronto-Danforth Councillor Mary Fragedakis to blow the bank and stick up signs across all six former municipalities. Clearly, we are not over it at all.

n unstoppable flood is headed our way. Ontario’s senior population is rising as baby boomers turn 65. Within 25 years, the number of seniors is projected to double to 4.6 million. At that time, one in every four people in this province will be a senior. While this massive wave of seniors has long been predicted, we are still ill prepared to provide housing to meet their needs. Muskoka resident Shelley Raymond encountered this problem 10 years ago while exploring options for her parents. "I found pretty much nothing outside of a retirement home, or long-term care, which are all booked to the nines. And hugely expensive," she said. The average monthly cost in an Ontario retirement home is $3,526, but you can pay more than $6,000 depending on where you live, states a 2017 seniors’ housing report by the Canada Mortgage and Housing Corporation. As your health declines, you’ll fork over more money for added care. "Retirement homes, in most cases, are profit-based and when you run out of money they will kick you out," Raymond said. "It’s already happening over and over again." Raymond was determined to find an alternative. Due to declining health, her mom moved into long-term care. Her dad couldn’t afford to stay in the family home, but refused to give up his independence. And Raymond worried he would outlive his money in a retirement home. Because Raymond’s grandfather died at an early age, his son chose living life to the fullest over saving for retirement. The responsibility to find an answer for her dad fell at Raymond’s feet because her two siblings lived far away. Raymond was crying about her plight to a friend in a Muskoka restaurant when a solution was born. The pair was talking about shared home ownership. The idea came to Raymond after she looked worldwide for an option that could give her dad independence, affordability, and social interaction. "A man sitting in the restaurant overheard me and he walked over and said ‘You can use my house because I have the same problem,’" Raymond said. Solterra Co-housing Ltd.

Raymond has a background in real estate, her husband is a talented carpenter, and her dad was a top planner in Canada. They renovated the Bracebridge home and four seniors moved in, splitting ownership between them. But it wasn’t over. The plan sparked an uphill battle with the municipality, planners, lawyers and retirement homes. "I was pretty sure when I

announced what we were doing I could do it legally, all I had to do was convince others. That was problematic," Raymond said. She won the legal challenges at a huge cost, but her goal was never just one house. "I knew we could do it across Canada. If I was having those problems 10 years ago, I knew the numbers would increase substantially as we moved

forward," Raymond said. Demand for shared home ownership is picking up substantially. Raymond helped create co-housing projects in Brechin, Port Perry, and Guelph. Solterra Co-housing Ltd. just put an offer on a house in Barrie. Shared home ownership is one solution. We need a variety of housing options and models to ensure baby boomers can

fund their own retirement. This will require innovation, planning, and bylaw and zoning changes. In this series, Metroland examines four options: cohousing with a stranger, cohousing with family, retiring up north in Elliot Lake and renovating your home to add accessible features with help from government grants. The Association of Municipalities of Ontario (AMO) released a policy discussion paper in 2016 to recognize that the municipal sector is at the forefront of developing age-friendly communities, including affordable housing. Michael Jacek, a senior policy adviser, said AMO hasn’t come up with specific recommendations like shared home ownership, or co-housing. And they haven’t discussed bylaw and policy changes that may be required. "We’ve been operating more at a high-level to encourage people to do the age-friendly community planning. Creative solutions like that may be the result of some of these community plans," Jacek said. Urban planner John Lewis, an associate professor with the University of Waterloo’s school of planning, said there are municipalities, developers, and community groups facing the wave head on. He helped develop the province’s age-friendly planning guide. Lewis said top developers are leading the way with innovative housing solutions. "Once they have proven the market potential for that kind of housing stock, then generally the rest of the developers will follow suit," he said. Lewis said municipalities and community residents shouldn’t wait for the province to take a lead. Solutions will be found in grassroots initiatives, like Solterra Co-housing Ltd. "The feet on the ground literally consists of people who are residents of the communities driving these initiatives forward," Lewis said. l See page 26 for four housing solutions

Notice of Completion GO Rail Network Electrification Transit Project Assessment Process Metrolinx and Hydro One, as co-proponents, have completed an Environmental Project Report (EPR) in accordance with Ontario Regulation 231/08 for the GO Rail Network Electrification Project. The Project As part of Regional Express Rail, Metrolinx is proposing to electrify GO-owned corridors. The GO Rail Network Electrification undertaking will entail design and implementation of a traction power supply system and power distribution components including: an Overhead Contact System (OCS) along the rail corridors, electrical feeder routes, and a number of traction power facilities located within the vicinity of the rail corridors. Wilcox family helped build Islington Village DENISE HARRIS denise.harris@sympatico.ca A look back at the history of one property and its owners can often reveal interesting insights into how a society grows over time. To illustrate, I picked one property in the village we know today as Islington, that is rich with the history of three families who played important roles in its development between 1816 and 1999. Each owner’s property was within the area bound by Dundas Street West, Islington Avenue, Bywood Drive, Kipling Avenue, and Burnhamthorpe Road. This month’s column will cover the Wilcox family, followed by the Musson and Appleby families in two subsequent columns. Amasa Wilcox and his wife, Desdemona Post, emigrated from New York in 1816 and leased 40 hectares of Clergy Reserve land north of Dundas Street.

They arrived in a pioneer era of development in Upper Canada. Etobicoke was on the frontier: it had no schools, no churches, no banks, no stores, no post offices. The only commercial buildings were mills, and the only commodity in great supply was a seemingly endless stock of trees. However, Amasa was a millwright, and soon received a permit to build a sawmill on the east bank of Mimico Creek, half a kilometre north of Dundas. He later went into partnership with his brother-in-law, Jordan Post, who had a sawmill on Highland Creek in Scarborough and a schooner that they used to ship lumber on Lake Ontario. Amasa and Desdemona had three sons and three daughters. Amasa built the family a frame house on the southwest corner of today’s Dundas and Islington. In 1822, he received a licence to operate a tavern

He built a new house for his family on Burnhamthorpe Road, overlooking his mill, and gave their original house to his eldest son Truman (born 1806), who rented it to tenant tavern-keepers. About 1830, Amasa built

the first general store in Islington on the northeast corner of Dundas Street and Burnhamthorpe Crescent. This was an important step in the growth of this fledgling village. Truman operated the store until he was appointed the

first postmaster for Etobicoke in 1832, working in Lambton Mills. Amasa’s second son, Frend (born 1808), became a highlyskilled millwright like his father. In 1839, Amasa - now a well-off widower - moved to

virgin land he bought in Oxford County. His family could never understand why he moved to a place of relative wilderness just as Islington was becoming more settled. Nevertheless, Amasa retained ownership of most of his property in Islington, and donated land for three new buildings in the village: the first school (1832); a Methodist chapel (1843); and Islington Burying Ground (1844). These were clear signs of the advancement of civic life in the village. In 1843, Amasa received permission to purchase the land he had been leasing in Islington since 1816, and in 1845 he sold his remaining Etobicoke property to the Musson family, whom you will meet in my next column. TAMARA SHEPHARD tshephard@insidetoronto.com A Hindu temple that is an architectural marvel of marble, limestone and sandstone in Etobicoke has been chosen by the Ontario Association of Architects as the Toronto building in its eight-project exhibit this year. The BAPS Shri Swaminarayan Mandir carved entirely of white marble and limestone cuts an impressive figure in an otherwise flat landscape of homes and industrial buildings just off Hwy. 427 and Finch Avenue West. It is the first of its kind in Canada. Chandrakant Sachdev, BAPS president, expressed gratitude for the recognition. "We are so pleased to be recognized at the Ontario Association of Architects’ exhibit this year at Queen’s Park," Sachdev said in a statement. "The creation of the BAPS Swaminarayan Mandir in Etobicoke is a testament to Canada’s values of multiculturalism and pluralism. It was created with the support of over 400 volunteers who donated more than a million hours of their time and talents in a spirit of devotion to God and guru." Today, the OAA is celebrating World Architecture Day with its second-annual visit to Queen’s Park to recognize "how architecture is responsible, innovative and enriching communities," the association said Tuesday in a statement.

Tonnes of Turkish limestone, Italian marble, Burmese teakwood and Indian sandstone have been used in the temple’s construction. In all, there are 35,000 stone pieces. Each piece was cut and sculpted in India in a tradition passed down from generation to generation, before being shipped to Canada. Here, the stone met the skilled hands of 101 artisans who were flown in from India. Away from their families for two years, they have lived in construction trailers on-site the Claireville Drive temple. The men, all volunteers, answered a spiritual call, and worked tirelessly on the temple - for no wage. "It’s a labour of love and devotion to Indian art, intense craftsmanship, graceful beauty and timeless wisdom," said a video on the construction of a similar temple that opened in New Delhi, India in 2005 attended by 20,000 people with millions watching on television. The structure is a testament "to the spirit of voluntarism," the video said, calling its construction "scientifically stunning". "It stirs the soul from within with its sounds, insights and timeless dedication to one swami’s (Pramukh Swami Maharaj, BAPS spiritual leader) life and work." BAPS is a socio-spiritual Hindu organization which promotes a better way of life through the humanitarian values of service, purity, discipline, love, tolerance and harmony.

rafting high fashion garments out of bathroom tissue is no easy feat, but 16 of Canada’s next top designers took on the challenge for the 14th annual White Cashmere Collection. The national student design competition and breast cancer fundraiser is the world’s first and only bathroom tissue couture collection. The special event held Sept. 28 at the Royal Ontario Museum brought together the who’s who of Canada’s fashion scene for an inviteonly runway show that featured intricate ball gowns, sassy cocktail dresses, and other

whimsical frocks. Chelsea Cox of B.C.’s Kwantlen Polytechnic University, earned top honours and went home with $4,000, while Adrian Arnieri, a recent Ryerson grad from Mississauga, came in second and received $2,000. Seneca College student Charlotte Li of Markham placed third and was awarded a $1,000 bursary. Two Toronto men and one boy are dead after three separate murders occurred in north Etobicoke within days of each other. Just before midnight on Sunday, Zakariye Ali, 16, was shot and killed in a triple shooting in the parking lot of Kingsview Village Junior School near Dixon Road and Islington Avenue, just steps away from where Abdulkadir Bihi, 29, was shot and killed Thursday afternoon while sitting inside his car outside an apartment building at 263 Dixon Rd. Two suspects wanted in Bihi’s murder, Zayd Chaudhry, 19, and Yahya Jama, 20, turned themselves in to police Sunday night shortly after warrants were issued for their arrests. Both of them are charged with first-degree murder. They appeared in court on Monday. Police are looking for a man involved in Ali’s death who was last seen running northbound on York Road before entering into a small, light-col-

oured car. Homicide Det. Stephen Matthews described the suspect as black, in his 20s, standing 5’7" with a slim build. He was wearing all-black clothing. Ali was taken to hospital with life-threatening injuries where he later died. Two other men, 18 and 19, were taken to hospital with non-life-threatening injuries. The investigation is ongoing. Ali is the city’s 49th homicide victim of the year. Local Coun. Michael Ford said in a statement he was "extremely saddened" to hear about his death. "For such a violent incident to take place in the parking lot of a junior elementary school is tragic," he said. "Schools are a safe haven for our community, and for our children." Last Wednesday, police also found a man dead in an apartment at 12 Arbordell Rd. in Rexdale. Police said it appeared there was an altercation. The victim was identified as Abdinasir Hussein, 42. On Friday, police arrested Abdirizak Yabarow, 36, of Toronto. He’s charged with second-degree murder and assault causing bodily harm. "I want to also call upon our community to do
