Here!” reads the sign on the end displays in aisles 11 and 12 adjacent to the store shelves of pop and bottled water, and potato chips. On Tuesday, the Ontario government announced the first 58 Ontario supermarkets to sell six-packs and singles of beer, the most significant change to alcohol retailing in a generation. Some Loblaws customers eager to eye and buy the suds arrived for the store’s 7 a.m. opening, said Chris Karsisiotis, the store manager. Beer is sold at Loblaws Mondays to Saturdays from 9 a.m. to 11 p.m. and Sundays from 11 a.m. to 6 p.m. Many grabbed their smartphones to take photos, even selfies, with the store’s beer display, he added. “It’s a little different. RAHUL GUPTA rgupta@insidetoronto.com The model home out on display caught their attention, and the group of Jamestown students had to know more. “They were very excited and interested, and asked me if they could build one as well,” recalled elementary teacher Claudio Seminerio, who had displayed the tiny replica of a one-storey bungalow in his classroom at Greenholme Junior Middle School. “I said if they got permission I’d be happy to do something, but on a larger scale.” With the school principal’s permission secured, the students, Jahquoya Brown, Makayla Davis, Natasha Cobbina and Teandra Wason, set about building their own model home. With Seminerio’s instruction and assistance, they applied advanced mathematical formulas and Canadian construction principles for the work. Along with the assistance of a few of their classmates, they succeeded in completing the construction project in just three weeks. The students built a oneroom model home big enough for a table and chairs. The model home was

unveiled Dec. 10 and sits in the school’s foyer. Made with donated lumber from the Home Depot at Kipling Avenue and Rexdale Boulevard, the finished structure has a front door entrance, windows, skylights and a sloped roof. In time for the holidays, it was transformed into a gingerbread house by the school’s class of students with developmental challenges. The architects, all of them in Grade 8, said they hoped the end result of their labour will serve as a comfortable place for fellow students to unwind and get away from it all. “We built this house for people who are having a bad day to go in there and relax,” said Jahquoya, 13. “It’s a calm place to stay and read a book.” “The experience was really fun, because boys usually do this job, but actually we did it,” she added. The construction project was part of the school’s S c i e n c e , Te c h n o l o g y, Engineer ing and Math (STEM) initiative, intended to foster innovative thinking among students. The girls also decided to document every step of the construction, said vice-principal Dianne Riehl.

“It was their project from start to finish,” she said. The project is a dose of good news for the school, which lies in a troubled area in Rexdale beset with gun violence and poverty. Last summer a student was shot and killed, and a longtime special needs assistant arrested for sexual assault. In w o rk i n g w i t h t h e Jamestown community, acting principal Judy Ignatowitz said the school helped to organize a healing ceremony. A garden was also planted and there are plans for a permanent memorial for the slain student. There’s also a giant colourful mural adorned in the foyer, which was created with the assistance of many of Greenholme’s students. And there are plans to convert surplus storage space to a dedicated space for students to work on their own projects. “What we’ve tried to do is bring the school back to life,” said Ignatowitz. More construction projects are already planned for the future, including an outdoor gazebo, picnic tables and benches. Home Depot is also on board, having agreed to provide the school with additional plywood, 2x4s, plus nails and screws.

The reservist regiment celebrated its centenary this year in its native Etobicoke where it moved in 2009 to a new armoury on Birmingham Street after operating for decades out of an armoury at Fort York. The Toronto Scottish Regiment perpetuates the 75th Battalion, which lost more than 1,000 soldiers during its fighting in France from 1916 until armistice in 1918. “Our hundredth anniversary is very important to us. It’s the reason why we were created,” said Major Graham Walsh, the regiment’s deputy commanding officer. “We have a very strong association with the First World War. The regiment was created to fight in the First World War and recruited from Etobicoke and Mississauga to fulfill the need to defend Canada and respond to that call.” The regiment’s “actionpacked” year kicked off in September 2014 when it received the first “Freedom to the City” from thenMississauga mayor Hazel McCallion. Dating back to ancient Rome, the ceremony involves a military company approaching a city’s walls and asking politicians permission to enter with colours (flags) waving. “It has been non-stop since,” Walsh said. Earlier this year, the regiment of 150 soldiers opened a museum at its armoury adjacent to the new Toronto Police College. In April, two delegations of Tor Scots went to the Netherlands to commemorate the 70th anniversary of the liberation of the Netherlands, as well as the regiment’s cen-

tenary. About 20 of its soldiers returned to Europe this year to visit the locations of some of the regiment’s key battles in Europe. Some 242 of its battalion soldiers received decorations after the First World War. Ten of its battalion honours are reflected in its regimental colours, including Somme, Vimy Ridge, Passchendaele and Amiens. During the Second World War, the Toronto Scottish was the first complete Canadian unit to land in the United Kingdom after the declaration of war. Almost every peacetime soldier volunteered for active duty in the machinegun unit. Toronto Scottish was awarded 21 battle honours, 10 of which appear on its regimental colours, including Dieppe, Falaise, St.-Andrewsur-Orne and The Scheldt. Its motto: Carry On. This year, Prince Charles, the regiment’s colonel-inchief, hosted some Tor Scots for the first time at his residence, Clarence House. In mid-July, about10 Tor Scots marched the “gruel-

ing” 40 kilometres a day in the International Four Day Marches in Nijmegen, Netherlands. Soldiers trained by marching about four hours from the armoury in south Etobicoke along Lake Shore Boulevard eastward to Ashbridge’s Bay and back. The regiment’s latest centennial highlight occurred last month when Prince Edward visited the armoury. He is the colonel-in-chief of the Tor Scots’ sister regiment, the London Scottish. afghanistan colours Prince Edward presented the Tor Scots with its Afghanistan colours (flag). About 60 of its soldiers fought in Afghanistan. Watchmaker Robin Devine of Time is Ticking, a small Toronto company, presented Prince Edward with the Toronto Scottish Regiment’s limited edition 100th anniversary commemorative watch she created. Its design is simple; in the middle is the Tor Scots’ cap badge design of a unicorn wearing a crown, the words “Belgium” and “France” with

the dates 1916-1919, with the regiment’s name and Carry On motto surrounded by Scottish thistles. The watch features Seiko movements, raised 24-karat gold plating, with the 75th Batallion engraved on the back and an alligator-style leather strap in black, red, blue, or green. It comes in an embossed velveteen collector’s box. It’s priced at $79; the regiment keeps $10 for each watch purchased. Devine also presented Prince Edward with her last remaining Argyll and Sutherland watch with tartar strap commemorating the now-disbanded Scottish regiment. “ We t a l k e d a b o u t (University of ) St. Andrews (in Scotland). He went to St. Andrews. My daughter went to St. Andrews,” Devine recalled of her conversation with Prince Edward. “His father had given my daughter her Duke of Edinburgh gold award. You can’t put a pricetag on these experiences.” In 2005, Devine created the Victory Europe 60th anniversary watch. Devine has designed

watches for the Canadian military, police services, cities and Canada Post. She estimated she has created thousands of watches, purchased by Canadian military families, non-military families and corporations, who purchase watches in the thousands to donate to veterans. In all, Devine said she has donated about $400,000 in watches and funds. “It’s my way of keeping Canadian military history alive. “I don’t believe anyone else in Canada is doing it,” she said.

The City of Toronto and a developer will continue to argue at the Ontario Municipal Board (OMB) in February whether a 15-storey, waterfront condominium should be built in Mimico. The developer Shoreline Towers Inc.’s OMB appeal of the city’s Mimico-by-theLake Secondary Plan has been held over until February. The Ontario tribunal hearing had been scheduled for two weeks in November. The continuation of the appeal will begin Feb. 2. A Secondary Plan is part of Toronto’s Official Plan that establishes more detailed local development policies to guide growth and change within a specific area. lakefront proposal Shoreline Towers is seeking to build the condominium on the surface parking lot behind its existing twin 10-storey lakefront rental apartment buildings at 2313 and 2323 Lake Shore Blvd. W., just east of Burlington Street. Shoreline Towers’ property is on a portion of Lake Shore identified as an “Avenue” in the Mimico-by-the-Lake Secondary Plan. The secondary plan calls for avenue midrise buildings built along Lake Shore to be a maximum eight storeys. S h o r e l i n e Tow e r s i s asking the board whether the plan’s prescribed heights and massing “fails to recognize” the heights of existing buildings in the secondary plan area. The developer is also arguing against a city requirement it contribute to the creation of a new local waterfront street. City planners and lawyers are defending the secondary plan at the board. Mimico Lakeshore Network is also a party to the hearing.

Citizens must condemn ‘blip’ of gun violence W

hile the recent uptick in gun violence that took place in Toronto this past week shouldn’t be cause for alarm, it should be a call for law-abiding citizens to condemn any violent crimes regardless of where they occur in the city. Beginning Friday afternoon, a fatal drive-by shooting was reported in the Entertainment District downtown, which was followed by a separate shooting incident at a small plaza minutes away from Fairview Mall near Don Mills Road and Sheppard Avenue. The following night, police responded to a call after gunfire erupted at Keele Street and Eglinton Avenue where a baby shower was taking place in a nearby building. Whenever gun violence is reported anywhere in the city, there’s a danger in the complacency felt by residents when they discover such violent acts have taken place in another neighbourhood. Instead of just reading the headlines in the newspaper and shrugging a shoulder, there may be opportunities to get involved with organizations that are already working to make communities safer through a number of outreach initiatives. Perhaps more can be done to ensure residents and businesses in at-risk neighbourhoods feel less neglected and isolated by demonstrating any violence in the city is unacceptable. Torontonians do indeed have the privilege of living in a safe city, but it will take more than just the police doing their jobs to keep it that way. So while it shouldn’t be a cause for alarm that Toronto streets are no longer safe, it should be a cause for concern that not all violent crimes are taken seriously.

Former mayor’s tax breeds complacency

L

et us take a moment to sing the praises of David Miller. This has not been a popular pastime for many years. Indeed, it made one suspect in certain circles from nearly the moment Torontonians decided to elect him mayor in 2003. Try saying a good word about Miller in 2007, the year he strong-armed Toronto councillors into approving the Municipal Land Transfer Tax (MLTT), and you’d be run out of certain parts of town even whistling a happy tune. Well, that was then. On Tuesday morning, Toronto’s new city manager Peter Wallace made it clear that everybody – tax-aphobic conservatives and spend-o-philes in the ranks of the municipal New Democratic Party, and everybody in between – owe it all to the blond lawyer from High Park and his notion of raising revenues by taxing real estate

The Municipal Land Transfer Tax, Wallace explained at the 2016 operating and capital budget launch, is the single biggest factor in allowing Toronto council to balance budgets with modest tax increases and reasonable service levels. Nothing has saved this city’s bacon like it. OK, that’s enough singing now. Miller’s land transfer tax was what you might call an excellent bet in a highstakes game that led to a series of very lucky breaks for the city. Revenue from the tax that adds a percentage to real estate transactions has grown steadily year by year, just as the value of real estate transactions has increased, in each year exceeding expectations of

finance staff very dramatically. Wallace laid it bare. When property tax revenues were increasing by around two to two-and-a-half per cent a year, the city’s revenue was increasing by about fiveand-a-half per cent, and that – not service cuts, not operating efficiencies, not the elimination of trains of gravy – were what kept the city afloat. He also pointed out it is unrealistic to expect this to continue. That’s still not bad, but it also won’t do. In 2016, the land transfer tax revenue will contribute to the $200 million in new revenue, up $50 million from the $150 million of new revenue the city floated on in 2015. In 2017, Wallace figures we’re looking at $100 million. That means that left on its own, Toronto will not be able to deal with its real inflationary rate – four to four-and-a-half per cent – using its existing revenue tools and keeping property

taxes at historic rates. Politicians can respond to this in a couple of ways. One, they can genuinely reduce the size of local government to fall in line with inflationary property tax increases. That will mean cutting services, limiting growth, tough labour negotiations and firing staff. Or they can go to property taxpayers and tell them to pay more – a lot more – to maintain the city in which they live, and admit that inflation is what the city, not the Bank of Canada, says it is in this town. It will be a job in itself to summon the will to take either course. Because while Miller’s gift of the land transfer tax has given an ephemeral respite from hard choices, one lasting legacy is complacency.

Justice vows to win Chopped in memory of her mom >>>from page 1 the Teen Tournament’s third round. An aspiring event planner, Justice said she’s been cooking since she and her younger siblings lost their mother at a young age. “My mom passed away when I was 10 years old and I definitely felt that I had to be strong for my little sister and my little brother,” she said, noting that she helps out with the family bills with a part-time job working the line at Chop Steakhouse and Bar. “I’m going to win Chopped Canada because I have the knowledge in the kitchen – and I’m going to do it for my mom.” Both Justice and fellow finalist Yohannes are enrolled in Thistletown’s Culinary Specialized High Skills Major program, where they study under former Chopped Canada champ Keith Hoare. The Ontario government requires at least 20 per cent of participating grocers’ shelves be reserved for beers made by Ontario craft producers and other small artisanal brewers. The practice has been in place during peak hours on the busy 501 Queen, 504 King and 510 Spadina lines. Now all streetcars will allow riders to board from any door at any time or day provided they have a valid proof of payment, such as a transfer or a Metropass. Anyone who needs to purchase a fare will still have to enter at the front of the vehicle, with the exception of the new streetcars that have vending machines on board. The announcement Uber is planning to launch a fixed-fare commuter option for Liberty Village may have reminded some of an ill-fated enterprise that promised the same type of service just last year. A new mobile app promises to make it easy to order a cab right from your smartphone. Developed by Cellwand, The Ride bills itself as an all-in-one service for hailing taxis as well as locating carshares and planning transit trips. According to a press release announcing its launch, the app is directly linked to 6,000 taxis across the country, with plans to add 3,000 more. The Ride also promises to allow access to a cab dispatcher should an e-hailing option be unavailable. Currently there’s no way arrange payment directly through the app a la Uber, and a “convenience fee” of

NIGHTLY CLOSURES OF YONGE LINE to end For some weeks, this column has breathlessly counted down the impending end of the early Yonge line subway closure for service north of Eglinton station. For well more than seven years, anyone who needed to travel in between Eglinton and Finch stations six days a week after 12:30 a.m. was forced to board a bus so TTC work crews could have enough time each night to carry out essential tunnel repairs. Now it can be announced: the practice will officially end as of 2 a.m. Friday. Good times are (almost) here again.

DAVID NICKLE dnickle@insidetoronto.com As the ride-sharing app Uber announced a new transit service, and another app announced it would begin operating in Ontario, Mayor John Tory and Ontario Premier Kathleen Wynne told reporters that all governments could do was try to catch up to “the sharing economy.” “This is a technology that exists – it is a realty – and our responsibility is to make sure we keep up in terms of keeping people safe and having the regulations in place that need to be in place,” said Wynne during a joint news conference with Tory following a Monday meeting at Queen’s Park. Tory told reporters that he and Wynne had discussed the developments in the “rapidly changing landscape” and had both agreed to work to modernize laws.

Tory made the comments just days after Toronto taxi drivers staged a massive protest around Toronto City Hall, demanding the city lay more charges against drivers using the Uber-X app and operating their vehicles in violation of city bylaws. The same day as the news conference, Uber announced a new service that would use minivans as a $5 transit service between the downtown and four under-serviced communities in the city. Those communities are Liberty Village, Fort York, CityPlace and the Distillery District. As well, a new app, The Ride, that lets potential riders call licenced cab drivers and also points out public transit and car sharing options for their routes, launched Monday morning. The Ride was developed by CellWand Communications – the company behind the #TAXI service currently in use on mobile phones.

Licensed Mortgage Agent Puneet Garg, Expert Mortgage’s “85-Alive” representative for the GTA Region, says, “We’re seeing mostly homeowners behind on mortgage and property taxes. The banks are refusing to restructure their loans. Many of these people have lost jobs due to the bad economy... or they’re self-employed. A monumental white oak tree that has stood in south Etobicoke for nearly three centuries gained heritage recognition Friday. Forests Ontario recognized the oak estimated at more than 250 years old on an unseasonably balmy day Dec. 11 in 94-year-old Tilly Kertesz’s Chestnut Hills backyard. The towering tree stands 24-metres tall and is more than four metres in diameter. Kertesz and her late husband, Fred, bought the red brick, storey-and-a-half house in the Dundas Street West and Islington Avenue area in 1954 after falling in love with the backyard tree, Kertesz said. “We didn’t buy a house, we bought a tree,” Kertesz said in a statement. “Over the years it provided our family with many fond memories and a shady area to spend time in the summers.” Kertesz has lived in the house for 61 years. Every day, she walks in her backyard with her terrier, Robbie, to admire her beloved tree.

Scarlett Heights entrepreneurs get to work for holidays Scarlett Heights’ student entrepreneurs turned their popular semiannual Student Venture Day into a Winter Wonderland this week. This year’s festive-themed showcase, which took place Tuesday, gave the entrepreneurial academy’s grades 9 and 11 business students the opportunity to go into retail with the holiday-gift business ideas they’d been developing all semester. “This event is an opportunity for Scarlett students to showcase the knowledge of business they have acquired as part of their curriculum, and for the rest of the school to get into the Christmas/holiday spirit,” said principal Rizwana Jafri, noting that this year’s crop of entrepreneurs had help from Rotary Club of Etobicoke mentors. In short, students were tasked with coming up with affordable giftgiving ideas for either a product or a service, then had to create it, market it and sell it to their classmates, as well as students from Hilltop JMS, at the showcase. Previous years’ wares have included everything from homemade bracelets, to cupcakes and other baked treats, to Christmas tree decorations filled with candy, to

hand-decorated mugs, to activities such as ping-pong competitions and photo booths. December has proven a busy month for student entrepreneurs at Scarlett Heights – in addition to the Winter Wonderland venture day, the school also hosted the Young Innovator Boot Camp and Showcase earlier this month. The intensive five-day boot camp saw students from across the Toronto District School Board taking their creative talents to “new heights” with help from mentors from the University of Toronto, i2H (Ideas Hatchery). “It is widely recognized that an entrepreneurial, innovative mindset will be the key to future success for our youth,” Jafri said in a statement. “We are pleased to fuel the spark of their creativity and connect them to mentors who can guide them to make their ideas a reality.” The i2H mentors not only guided students in utilizing real-world application of entrepreneurship mindset, but also helped them work in teams to solve challenges of the next millennium, and to create original business solutions.

Toronto’s staff-recommended operating and capital budget was launched to a packed city hall committee room Tuesday. As promised, City Manager Peter Wallace’s proposed budget doesn’t provide all the answers. It posits an inflationary property tax increase of 1.3 per cent, but that will only maintain services at their 2015 levels in the $10.4 bil-

lion operating budget. If councillors want to include enhancements such as transit improvements and poverty reduction strategies, they will have to close that gap themselves. Staff did recommend two new revenue grabs: one, the elimination of the rebate on the very largest garbage bins, costing homeowners about $120 a year with those bins, and a $75 fee on top of the land transfer tax to cover administrative costs. Wallace also offered warnings about the land transfer tax, which has been a cash cow for many years keeping the city afloat financially. He said the good times are likely to end in 2017, when the everincreasing revenue stream will likely level off. At that point, he said, council will be facing pres-

sure to reduce the size of government. Budget Chief Gary Crawford moved a motion directing staff to brief councillors on discretionary spending, which he said should be frozen in 2016. He said the debate, which will take place through January to midFebruary, will be difficult but transparent. “We’re having a very open, frank and transparent and accountable discussion with the residents of the city,” he said. “We need to provide an affordable budget for residents of the city. The majority of the people, that’s what they wanted, but they also wanted us to provide the important investments. We’re going to be continuing to do those important investments but we have to be prudent.”

Waterfront Toronto names Will Fleissig as new CEO RAHUL GUPTA rgupta@insidetoronto.com The man Waterfront Toronto has selected to lead it into the next decade and beyond boasts both private and public sector experience culled from 30 years of planning and urban design work in a number of U.S. cities. Will Fleissig will assume his new posting as of January when he officially replaces longtime CEO John Campbell who is retiring. Fleissig – who was chosen from an international list of some 300 applicants for the job of overseeing the agency – said he was excited with the task of continuing the revitalization of Toronto’s historically neglected waterfront. “Ultimately what we’re doing is preparing a legacy to future generations of Torontonians,” said Fleissig during a press conference Monday afternoon at the agency’s downtown headquarters.

“This is not just about what happens in the next five or 10 years.” Waterfront Toronto was responsible for a number of recent public space improvements including the redevelopment of Queens Quay, Sugar Beach and Corktown Common. Its board includes representatives from all three levels of government and has faced heated criticism at times for delays and projects running over budget. Fleissig said he was looking forward to the challenge of working with the board’s disparate membership like his predecessor Campbell on the common goal of waterfront redevelopment. “Obviously there are multiple agendas, but what we’ve seen with John’s leadership is the ability to bring people together around this visionary project,” he said. “While there may be quibbling…I don’t think anybody looks at Queens Quay today and

Waterfront chair Mark Wilson said the board unanimously endorsed the appointment first in June and as part of its due-diligence

Wilson also said the board had to certify to the federal government Fleissig, an American, was the best possible candidate. He’s also worked on projects based in Boston, Los Angeles, San Jose and Washington D.C. “Will has demonstrated over and over his deep commitment to public and community engagement which has been a hallmark of Waterfront Toronto’s approach,” said Wilson. Fleissig said his family, also at the announcement, will move to Toronto from San Francisco in 2016.

Best in Canada – again Etobicoke’s Joey Votto is again Canada’s baseball player of the year. The Cincinnati Reds slugger was named earlier this month by the Canadian Baseball Hall of Fame as this year’s winner of the Tip O’Neill Award. It marks his sixth honour in seven years (he was co-winner in 2011 with John Axford). His only miss was last season when he was limited to just 62 games through injury. This year’s comeback was so complete that he was one of three finalists for the National League’s comeback player of the year, as voted on by the players (ultimately awarded to starting pitcher Matt Harvey of the New York Mets who missed all of the 2014 season due to ‘Tommy John’ surgery). Votto was also one of three finalists for the National League MVP award (which he won once before in 2011), as judged by the Baseball Writers’ Association of America (ultimately awarded to Washington Nationals outfielder Bryce Harper). In his youth, the Etobicoke native played high school baseball with Richview Collegiate Institute and club ball with the Etobicoke Rangers.

Do you know this dog? The Great Dane-bullmastiff mix was discovered by a Humbercrest Boulevard homeowner and her daughter Friday. The dog had made himself comfortable on their porch. “We fell madly in love with him,” Brenda Morgan told The Guardian. Morgan, who has a golden retriever named Bailey, took the dog to her backyard while she reached out to as many as 60 dog owners in the neighbourhood, who are part of an organization called ‘The Humber Hounds.’ She and her daughter also

called around to area veterinarians and clinics. “His temperament – he’s unbelievable,” Morgan said. “He’s like a baby, so sweet.” Morgan discovered the dog after City of Toronto employees who were working on the street knocked on her door, alerting her the animal was going to wander away. “They had noticed the dog on the porch,” Morgan recalled. “They knocked on the door and said, ‘Your dog is going to wander away.’” Morgan and her daughter, Jordan, eventually took the dog to the nearby Jane Animal Hospital. He is now at Toronto Animal Services South Shelter, near the CNE. Morgan said she learned from animal services

that the dog had been sighted throughout the city’s west end as far away as James Gardens in Etobicoke over the past week or so and that it’s likely he was abandoned down by the Humber River. The dog is about six years old. He is not neutered. He doesn’t have a collar or tags. He’s not micro-chipped and doesn’t have any tattoos. He is awaiting a vet check up this week before he’s eligible for adoption.
