Over the course of an hourand-a-half discussion during the community health centre’s 40th annual general meeting on Thursday, Sept. 21, each of the panellists posited solutions to the escalating house prices and skyhigh rents that are squeezing young Toronto families, seniors, and middle- and low-income adults out of the local housing market.

So reads the inscription on a soon-to-be dedicated new monument commemorating the all-too-short lives of dozens of British Home Children buried in two mass graves at Park Lawn Cemetery.

Among those whose names will finally be inscribed at the central Etobicoke burial ground, 58 were children known as ’Barnardo kids,’ while the remaining 17 were infants born to some of the young, unwed mothers among their ranks.

At least one of the 75 children was murdered, while another died of exhaustion. Some succumbed to illness, while others died by suicide.

While the details of these children’s lives - and deaths - are still in the process of being unearthed, Lori Oschefski said all 75 had their lives cut tragically short for the common misfortune of being among the more than 100,000 British kids sent to Canada between 1869 and 1948 by such charity agencies as Barnardo’s, Macpherson’s and Fegan’s to become farm workers and domestics.

"The truth of the matter is, most of these children were brought here to work, not to become part of our families or to be adopted," said Oschefski, the CEO of the British Home Children Advocacy and Research Association (BHCARA) - an organization whose mission is to bring to light the true stories of British Home Children.

Many, like my Aunt Mary, were whipped, beaten, molested, raped. A lot of untruths were told to these children, too, so many grew up believing things that really weren’t fundamentally true about their lives: that they were discarded and unwanted, or that they were orphans."

In reality, Oschefski said the vast majority of British Home Children were born into the equivalent of today’s welfare families - families that, for whatever reason, became so desperate that they turned their chil-

dren over to one of the more than 30 organizations sending such children to Canada as labourers.

While Oschefski’s mother was among the "lucky" child migrants of that era to be adopted into a caring family, she still felt compelled to do something to memorialize her mom’s less fortunate peers.

After discovering the two mass plots of Barnardo kids at Park Lawn - one unmarked, the other with a lone memorial for nineyear-old Home Child Stanley Allebone - she launched a GoFundMe campaign to raise $16,000 toward a mon-

to another country without any kind of monitoring or oversight? It’s inconceivable that a wealthy country like England would turn its back on its own kids."

While soliciting support for the project around Ottawa, Huggins simultaneously took on the task of designing the monument in such a way that it would be "different and meaningful."

Soon after, she was contacted by Ottawa documentary filmmaker Bob Huggins and the pair teamed up on the project.

"My father was a Barnardo Home Child who came here as a farm labourer - sold to Canada for 10 pounds in 1929," said Huggins, who is currently working on a documentary titled A Barnardo Boy through his production company, Orphan Boy Films.

"Can you imagine today, a seven year old being sent

"It’s quite symbolic, because each of those children came across the sea in a ship like the one we used," Huggins said of the monument, which will be unveiled during a special dedication ceremony at Park Lawn Cemetery this weekend.

Oschefski, meanwhile, continues to research the lives of the 75 children buried in Etobicoke’s Barnardo plots with help from the charity itself, which is still active in England today.

"Just a few weeks ago, they sent me a document with the names of these children’s parents, so I can now go back to connect these children to their family trees where they exist (on Ancestry)," she said of Barnardo’s, which also gave a "generous" donation to the monument.

"Like I said to Barnardo’s, they didn’t just give me names, they gave these children their identity back and they gave them back their dignity."

The British Home Children monument dedication will take place on Sunday, Oct. 1 from 12:30 to 2:30 p.m. at Park Lawn Cemetery, 2845 Bloor St. W. The University of Ottawa student achieved The Duke of Edinburgh’s International Gold Award and met Prince Harry, whose grandfather Philip founded the award in 1956.

The Duke of Ed Gold Award recognizes individual, noncompetitive achievement in service, skills, physical recreation and adventurous journey.

Its mission - to inspire and promote lifelong improvement to young Canadians through personal development and achievement. "(Duke of Ed) was my platform to discover myself, break my boundaries and lead me to find my spark," said Hakim, 19. "I look up to His Royal Highness because he champions mental health and the

military.

"To be able to meet my role model was the greatest moment of my life."

Prince Harry created a buzz when he appeared at the Canada’s Gold Award Ceremony at the Fairmont Royal York hotel, where he met and spoke with award recipients.

Hakim spoke at the ceremony.

"Believe you can, and you can conquer anything.

There is no such thing as a perfect moment. Instead, take the moment and make it perfect. If an opportunity doesn’t knock, put yourself out there and build a door," she said in her remarks, after which, "Prince Harry said ’amazing job’ and gave me a thumb’s up."

Prince Harry is in Toronto this week for the Invictus Games, an annual multi-sport event for injured and ill military service personnel he founded in 2014.

Lieut.-Gov. of Ontario Elizabeth Dowdeswell presented 150 Canadian youth, including Hakim, their Duke of Ed Gold Award.

To achieve gold, Hakim learned photography, volunteered for a year with her alma mater, North Albion Collegiate, and with the Toronto police Youth in Policing program, which she joined in summer 2015.

She also spent a week with nine other students from across Ontario camping in Algonquin Park.

"Gold is the hardest level and it had the most impact on me," Hakim said. "I want to be a leader in my community and to serve it.

My goal is to be an MP, and one day, to be prime minister."

Hakim said she counts Etobicoke North Liberal MP Kirsty Duncan, Canada’s first minister of science, among her mentors.

Albion geography teacher, encouraged her to join the school’s Duke of Ed club.

She invited him and Toronto police Staff Sgt. Ron Boyce to her Gold ceremony.

"It definitely helped me with leadership," she said.

"I was bullied in my first month of high school. Because I was shy then, I wasn’t able to open up as quickly as everyone else. I decided to give Duke of Ed a chance. Within six months, I was celebrating Bronze. I got Silver. Then I said I have to finish at Gold."

Currently, more than 50,000 Canadian youth ages 14 to 24 are enrolled in the Duke of Ed Award program.

Hakim encouraged other young Canadians to take part.

"It’s worth the journey you take. It’s not an easy journey, but it’s worth it. I wear my (Duke of Ed) pins everywhere."

Amazon bid shows the value of inter-city teamwork Toronto and the regions surrounding it have had a long and not entirely salutary history of going it alone, when a united front would have been better.

Under former Mayor David Miller, Toronto withdrew from the Association of Municipalities in Ontario because he thought the city was better off talking to the provincial government on its own. Miller’s successor Rob Ford, largely skipped meetings of the Greater Toronto Area mayors and again, took us off on our own.

It’s memories like that, that make all the more impressive, the efforts of Mayor John Tory and a coalition of Greater Toronto Area municipalities to work together on a bid to lure U.S. e-commerce behemoth Amazon to Canada.

Toronto is teamed up with Durham, Mississauga, York, Brampton and Halton - and also Waterloo - under the umbrella of a new regional economic development coalition, Toronto Global, with an express purpose of bringing business to the region.

The bid for Amazon’s business is a very bold early move. And there are many reasons to suspect that it might be doomed.

There is enormous economic uncertainty in a U.S. company choosing to locate a headquarters outside of the U.S. at the best of times, and in these times it is moreso. It’s unclear what will be in the North American Free Trade Agreement - or even if there will be one once negotiations between Canada, the U.S., and Mexico are concluded. And there is risk in engaging the ire of America’s unpredictable President.

And there are other viable options within the U.S. for the Seattle-based giant before they consider crossing a border.

But Toronto and the region has much going for it: notably, political and social stability, and also more welcoming policies in bringing in overseas tech workers.

And Toronto - or the region at least - would have much to gain. The request for proposal that Amazon has put out for hosts for its "HQ2," has indicated that it will spend more than $5 billion U.S. on construction, and will offer up 50,000 high-paying jobs.

Toronto has some choice spots for such a development - notably, in the east-end Portlands. But even if those jobs and that construction migrate to other parts of the Greater Toronto Area, it would still be a colossal win for Torontonians.

If nothing else, we all would have learned a valuable lesson in regional cooperation - that we could apply to the next big opportunity for growth. In the end, everybody wins.

The road to public office is... along a road It is a truth long held that in Toronto for the last decade or so at least, the road to political office is most often found. along a road.

Rob Ford, back in 2010, paved his way to the mayoralty with automotive promises and commuter grievances: he promised to get rid of those car-blocking streetcars, erase bike lanes and build new transit underground, to keep the roads clear. When David Miller’s council put a tax on vehicle registration, Rob Ford promised to take it off.

John Tory, meanwhile, made it his mission to get traffic moving faster on downtown roads. He directed the city to spend a premium to have roadwork completed more quickly,

seen fit to support a bike lane pilot project on Bloor Street and a streetcarfriendly pilot project on congested King Street. But Tory knows well, that a politician that doesn’t cool the tempers of drivers stuck in traffic is a politician on the way out.

It will be interesting to see, given that long-held truth, what Tory does with the newly-installed bike lanes on Woodbine Avenue.

They were approved by Toronto Council earlier this year, and installed in late summer. and at least some of the east-end residents of the Beach are not taking kindly to them.

Local councillor Mary Margaret McMahon, who has announced that she will not be seeking re-elec-

tion, is defending the laneswhich do provide a necessary linkage in the bike lane network between East York and the waterfront trail. Mayor Tory, who’s announced he will be running for a second term, has, as of this writing, supported keeping the lanes too.

They may slow down traffic, but they make Woodbine safer by keeping car and bike traffic separate.

That may all be true in real life. In politics? We’ll see.

What is the biggest issue with the current Special Investigation Unit model?

Is it that cases are taking almost five times as long as they did in 2011?

That a Mississauga woman accidentally shot in the back by police while in her home still can’t find out who shot her?

That the public is regularly being kept in the dark about SIU investigations?

Or that police forces regularly don’t follow rules or don’t report incidents, without punishment including the recent case of a teenager who was beaten up by an off-duty cop and his brother?

What is the biggest issue with the current Special Investigation Unit model? Despite the ongoing debate, one thing most can agree on is that the current system is broken and in need of reform.

What form that will take is up to Ontario’s Attorney General, who has given little indication so far on which portions of Ontario Court of Appeal Judge Michael Tulloch’s review of the SIU - the provincial police watchdog that investigates when police kill someone, cause injury or are accused of sexual assault - should be instituted.

What we do know is the latest public comment has indicated the recommendations are under ’active consideration’ and new legislation involving portions of the report will be ready in the fall.

Metroland has interviewed three former SIU directors to find out what they believe are the most pressing issues facing the maligned body.

André Marin, director of the SIU between 1996 and 1998, wants the government to start assigning consequences to police departments who fail to report incidents, disobey guidelines or drag their heels when disclosing records. "(That means) jail, fines or both," he said, insisting that police departments, understand, above all, consequences.

He said change has already occurred in the face of Tulloch’s review, citing the Durham police chief’s most recent statement indicating the force will advise the SIU of incidents regardless from which force the officers derive something for which his police force was heavily criticized for failing to do in the case of then 19year-old Defonte Miller’s alleged assault at the hands of an off-duty Toronto police officer.

"To me this is a sign that change is imminent and it’s al-

ready started," said Marin. "(When you finally) see consequences (for failure to act) you will see a sea change in behaviour."

Ian Scott, the director from 2008 to 2013, said one of his top priorities involves a clear and concise definition of serious injury legislated in Ontario to avoid confusion.

"I remember arguing with police about that, they all have different ideas about what serious injury is," he said, explaining these differences often result in incidents going unreported, because they don’t necessarily fit with individual police force’s interpretations.

He added that Tulloch’s suggestions that SIU investigators add allegations of corruption, fraud and perjury to their remit is one of the most powerful points in the document.

tor between 1999 and 2002, during a time of great transition following the Adams review of 1998 conducted by former Justice George Adams. Tinsley said independence for the unit should be considered paramount.

Legislating a requirement for an annual report to be tabled, which until this past June had not been published in the previous two years, would go a long way in terms of forging the unit’s autonomy.

"It’s a hallmark of the independence of the unit," he said. "The director is not an officer of the legislature, but it provides a mechanism for accountability and transparency directly sourced from the unit to the legislature and community."

He agreed with Marin that punishment for police forces that don’t co-operate has long been a point of concern, adding that another body should be the ones to

dole out sanctions.

"It should be administered by a third party," Tinsley said.

None of the three men took issue with some of the SIU’s most hotly debated issues in the media, including the hiring of former police officers as investigators and the naming of subject officers who are never identified by name prior to charges being laid.

As long as there is a mix of civilians and former police investigators, any allegations of prejudice can be dealt with by the agency when they come up, said Tinsley.

Scott agreed, saying despite claims about the potential for bias, those with experience in criminal investigations are vital.

"If charges are laid, (those charges) can go to trial, you need investigators that can withstand the criminal trial process," he said, explaining few can handle the pressure better than former police.

As for the question of whether officers should be identified prior to charges being laid, Marin questioned the motivation behind these requests, as long as reports give appropriate "circumstances, findings and details."

"What’s in a name," he questioned. "People want to picket outside officer’s homes? It’s not a deal breaker."

Although still a mystery what will come out of the Tulloch review, one thing is for sure in Scott’s mind.

"If these recommendations are implemented (in their entirety)," he said. "Ontario will have the most independent, transparent and accountable oversight agency not only in Canada, but (likely) all jurisdictions in the world."

Sunrise Records: ’We’re a music store first’ Chain moved into 74 former HMV locations FANNIE SUNSHINE fsunshine@insidetoronto.com In an age where everyone and everything seems to be online, including music streaming services, Sunrise Records is hosting official grand opening celebrations in honour of its 80 stores, 74 of which were former HMV sites.

Celebrations, which will be made up of snacks, giveaways from limited-edition merchandise and signed vinyl, and special discounts will be held on Saturday, Sept. 30 and Sunday, Oct. 1, at its stores including Fairview Mall, 1800 Sheppard Ave. E. in North York; in Etobicoke at Sherway Gardens, 25 The West Mall; and Cloverdale Mall, 250 The East Mall.

"It’s been an intense four months," said Chris Dipardo, vice-president of sales and operations for Sunrise Records. "The stores would open when ready, with the last one about a month ago."

Along with the original six located in North Bay, Ottawa, Barrie, London, Brantford, and Cloverdale Mall, 74 new stores are now under the independently owned Canadian retailer, which was founded in 1977.

Despite digital’s growing popularity, entrepreneur Douglas Putman bought Sunrise Records in 2014 and opened new locations. When struggling HMV went into receivership this past January, Sunrise Records expanded into 74 of its former locations.

"Some businesses lose the sense of who they are, who their customers are, and are taken over by pop culture," Dipardo said of possible reasons behind HMV’s downfall. "Maybe they went too hard with the gifts and collectibles.

But for the time being, Sunrise Records is busy preparing for the official grand openings, along with its new Local Artist Contest.

According to a release, the contest gives the opportunity for emerging artists to have their music distributed across the country in a two-tiered contest. Hopeful bands/artists will enter through an online form and then enter a voting period. From the top 10 most-

voted artists, a panel of Sunrise Record judges will determine a winner for a grand prize and a runnerup prize. The grand prize includes the winning band/artist’s music pressed on 500 LPs and 500 CDs with nationwide distribution, a custom plaque, and promotion via Sunrise Record channels. The runner-up prize includes the winning band/artist’s music on 500 CDs with regional distribution, plus social media support.

Sunrise Records continues its support of local bands and artists through consignment deals on any retail-ready CDs, vinyl or cassettes by musicians who do not have current label distribution. Sunrise Records will stock CDs of local bands for a twomonth period, but that time frame can be renewed.

Typical payout is 50 per cent of sales.

add a Christian Education wing. However, their plan required major changes to the existing building. For 41 years, members of the church had been sitting in pews that faced south.

However, the new addition required the reversal of the pews to face north. To make the interior as functional as possible and increase space for the choir and a larger vestibule, they took the unusual step of completely reversing the sanctuary’s orientation 180 degrees. The new Christian Education wing opened in September 1966.

On Sunday, Oct. 29, 2017, St. Andrew’s Presbyterian Church is proudly celebrating its 95th anniversary. James Beamish and David Streight are recognized as two of the church’s founders on bronze plaques in the sanctuary.

This anniversary is also an opportunity to recognize the hundreds of other individuals who have contributed to this church’s work through 95 years of upholding the faith of their forebears.

In early September 1922, James Beamish stopped by the home of his friend, David Streight, to ask how he would feel about starting a Presbyterian church in Islington. At that time, they were both attending Victoria Presbyterian in the Junction, which Streight had helped found.

Streight was very much in favour of the idea and on Sept. 7, 1922, a meeting was held in his home which 33 local Presbyterians attended. They sent a letter to the Presbytery asking permission to establish "Islington Presbyterian Church." On Sept. 22, permission was granted for them to become a Mission of Dixie Presbyterian Church in Toronto Township (now Mississauga.)

With energy and enthusiasm, the work of organizing this new church began.

The first church service was held on Sept. 24 in Islington Public School on Canning (now Cordova) Avenue with 79 attendees.

The first Sunday School was held there on Nov. 5 with 37 ’scholars’ attending.

After meeting in the school for two years, they

decided to build a church basement where services could be held. They bought land from Beamish at the corner of Bloor Street West and Beamish Drive for $2,100. On Sunday, Dec. 24, 1924, their new $7,000 concrete block basement church was dedicated.

By 1948, church membership had reached 149 and the congregation planned the construction of a larger building on the site of the original. Their beautiful new Tudor Revival church opened on May 4, 1952. Modelled on St. Andrew’s Presbyterian Church in Tillsonburg, it is made of red brick with a steep gable roof that sweeps down to stone buttresses, with half-timbered dormers, and multi-paned glass windows. A massive tower holds the church bell. At the same time, in an almost unanimous vote, the church name was changed to St. Andrew’s Presbyterian Church, to be a constant reminder to parishioners to follow the example of the apostle Andrew.

"We (at Housing Matters) believe in the radical notion that if you want more people to have housing, you need to build more housing for people ... We think increasing supply is the way forward on this issue."

John Bagnall, who manages the Albion Neighbourhood Services (ANS) Housing Program out of LAMP’s offices, said many of his south Etobicoke clients are dealing with "complex challenges" when it comes to accessing affordable housing.

"Not only are they on low or fixed incomes, but they’re on disability or they’re dealing with health issues, mental health issues, and sometimes substance-use issues," he said.

"These things make it much more difficult to find housing, because many of

these people are discriminated against (by prospective landlords), and it’s also harder for them to keep housing while dealing with all these things."

In the long-term, Bagnall agrees that increasing housing supply is the solution, but in the short term, he’d like to see the eligibility for Toronto’s Transitional Housing Allowance Program expanded to include more people in need.

Bringing a more personal perspective to the discussion, Dawnmarie Harriott, a community-based researcher for Working for Change, described her own housing struggles over the years, starting when she left an abusive partner in 2005.

"Leaving places a single mom in poverty, and my biggest challenge was housing," she said, noting she struggled to regain custody of her two kids because her Ontario Works allowance would only cover rent for a single room.

Her kids now grown, Harriott lamented that she finds herself homeless yet again, despite maintaining a full-time job at Working for Change for the last eight years.

"I am currently resting my head at a shelter with 47 women in one room. To be in this position again, it’s really deflating. I’m working, why should I be taking up a shelter bed?" she

asked. "A big part of the problem is, the wait-list for subsidized housing is 14 years, so people in shelters can’t go anywhere."

Harriott said she’d like to see a certain percentage of units in all the condo and apartment buildings she sees being constructed around the city designated for subsidized housing.

Meanwhile, James McKellar, director of the

Brookfield Centre in Real Estate and Infrastructure at York University’s Schulich School of Business, argued that another reason why affordable housing remains out of reach for so many Torontonians is the ever-rising value of land in a city that has effectively frozen the density for about 65 to 70 per cent of its neighbourhoods.

"The issue of affordabili-

ty in Toronto is a land issue, and that’s because the City of Toronto has embraced a policy that I call a socialism for the rich, where they’ve frozen density for large, expensive single-family homes," he said, noting that, in 1970, the average household size in Toronto was about 4.2 people and with an average consumption of 300 square feet a person, while today, average occupancy is just over 2.0 and consumption is 700 square feet a person.

"The problem is, we have neighbourhoods today where the housing is large, it’s expensive and it’s empty," he said.

"I think we need creative thinking, we need more mid-rise buildings, and we need to repopulate these expensive, single-family neighbourhoods with people of different incomes, different age groups and different ethnicities. We cannot continue to treat them like archeological sites."

A three-year-old boy who died after being left for hours in a hot car last week is being remembered by neighbours near his family’s east Mississauga home as "cute" and "lovable."

Although a neighbour who only identified herself as Eluisa, didn’t know the child by his name - Patrick Adamski - she recalled seeing him on several occasions outside with his parents.

"Just such a cute, lovable kid," she said.

"Always running around and curious about things, like a typical child."

Zeljana Kosovac, 50, is charged with criminal negligence causing death.

Adamski was left in a red Hyundai parked near Burnhamthorpe and Mills Rds. in Etobicoke for about four hours on a hot and humid Thursday, Sept. 21.

It wasn’t until a concerned citizen smashed the window of the car that the child was rescued and tended to by Peel Region Paramedics, who rushed him to hospital in critical condition. He later died.

Toronto police said Kosovac was a caregiver for the child.

The accused woman was released on bail Friday, Sept. 22. Her conditions include no contact with the parents of the dead child, Justyna and Dariusz Adamski and supervision around children under 14.

A young child has died after being rushed to Trillium Hospital in life-threatening condition. The child was found in a hot vehicle in south Etobicoke last week.

"They are the nicest neighbours, the nicest family," she told The Star, adding the parents have another young son.

"The boys were very, very, very well behaved and gentle."

A vigil for the child around the area where he was found in Etobicoke continues to grow: Toronto Police Const. David Hopkinson said that it was too early to say whether it was the temperature inside the car that caused the toddler’s death, but that the case serves as a stark reminder of the dangers of leaving children in hot vehicles.

"It’s a horrible reminder," he said of the case.

HIGH PARK Fall is a wonderful time to visit High Park. See the fall colours at Grenadier Pond and watch the Northern Shoveller ducks feed at the pond before flying south for the winter. High Park is also hosting a harvest festival on Oct. 1.

EDWARDS GARDENS Edwards Gardens sits adjacent to the Toronto Botanical Garden. It features roses, wildflowers, rockery and a children’s Teaching Garden. It’s also home to "Your Highness," a large and gnarly dawn redwood, a species once thought to be extinct.

ROUGE PARK Rouge Park is the largest urban park in North America, with fall colours that stretch on for kilometres. Home to incredible biodiversity, Rouge Park has ravine cliffs, beaches and more than 10 km of trails to hike. It’s also accessible by TTC.
