MINUTES OF THE 45th ANNUAL CONVENTION EPISCOPAL DIOCESE OF WESTERN KANSAS OCTOBER 16 & 17, 2015 Thursday, October 15th Delegates and guests who arrived the night before the Convention were entertained with a barbeque supper in the Parish Hall at Christ Cathedral in Salina. All enjoyed a good meal and a pleasant evening renewing acquaintances and greeting friends. Friday, October 16th Friday Morning Convention activities began at 9:00AM at the Christ Cathedral Parish Hall in Salina, Kansas. Displays from congregations and organizations representing Women’s ministries including United Thank Offering, Diocesan ECW, and Daughters of the King; Dodge City youth group; Bishop Kemper School for Ministry; St. Francis Community Services; Christ Cathedral Organ School, and Bernice David, our liaison with the Episcopal Church Center, representing the Missionary Society were visited by all as they enjoyed coffee and cookies. Registration was conducted in the parish library. Opening Eucharist At 11:00 AM the Festival Eucharist celebrating the Feast of Latimore, Ridley and Cranmer began. Clergy processed to congregational singing of “Come Thou Almighty King”. The Rt. Rev. Michael Milliken presided and The Rev. Dean E. Wolfe, Bishop of the Diocese of Kansas preached. The Rev. Katie Hargis gave the necrology report. During the offertory, the United Thank Offering ingathering was presented by representatives from the various congregations. Delegates and guests ate lunch on their own following the service. Business Session The Convention reconvened at 2:00 PM in the sanctuary of the Cathedral. Bishop Milliken opened the session with prayer, and called the meeting to order. Bishop Milliken appointed Mrs. Carolyn Peterson as Dispatch of Business, and she moved the Schedule of Business, the Order of Business, and the Special Order of Business as printed. It was adopted. She further moved that the following special order of business be adopted: The Bishop’s Address will be given during the first legislative session on Friday, October 16. Offerings from the Convention Worship services will be used to support Biblically based ministries in the Diocese and that this Convention sends greetings to The Rt. Rev. and Mrs. Vernon Strickland and The Rt. Rev. and Mrs. James M. Adams, Jr. That any special order of business may be adopted by a two-thirds vote of the voting members present at this convention, providing there is a quorum of the House present. It was seconded and adopted. BISHOP’S ADDRESS Bishop Milliken opened the session with the Bishop’s Address. He spoke about St. Ignatius of Antioch whose feast would be celebrated tomorrow. He quoted St. Paul’s letter to the Romans which are part of the propers for St. Ignatius’ feast. The reading speaks to a fearful church. Bishop Milliken stated that congregations in the Diocese of Western Kansas are also fearful because of the changes and times we face currently.

He mentioned that February of 2016 will mark the fifth anniversary of his consecration as bishop. He stated that he believes that his work in the Diocese of Western Kansas is not yet complete. He reported on some of the actions of General Convention held the previous July in Salt Lake City. The Rt. Rev. Michael Curry was elected Presiding Bishop on the first ballot. Bishop Milliken stated that Bishop Curry has invited the church to join his Jesus Movement. The church has made a commitment to evangelism, and the General Convention funded the initiative. Bishop Milliken reported that the General Convention also gave permission for marriage of same gender couples. Bishop Milliken and Bishop Wolfe of the Diocese of Kansas will jointly issue guidelines for this to occur in their dioceses. He reported on bright lights across the Diocese of Western Kansas. There have been eleven baptisms and seven confirmations. We have celebrated five ordinations, and later in the year six more deacons will be ordained. There are also other persons in the pipeline for ordination. There are sufficient nominees for diocesan elections to require balloting. People are getting involved in the diocese. Molly Lamb and Rebecca Edwards are running Camp Runamuck for intercity kids to have a rural experience. St. Michael’s, Hays, and Grace Church, Hutchinson, are sponsoring Laundry Love, a laundry service for the poor and homeless. He reported the opening of Sanctuary House in Salina for homeless families with children. This ministry helps parents find jobs and helps get the children enrolled in school. He stated that there are food pantries and clothes closets across the diocese. He urged the churches to look outward to ministry beyond the walls of their churches. He urged inclusivity and stressed the need to accept everyone. The doors must be open to all and we must practice transformation and forgiveness. He stated that we have small churches, but not insignificant churches. We have the resurrected Lord in our midst. FIRST LEGISATIVE SESSION Bishop Milliken nominated The Hon. Julie Cowell as Parliamentarian and she was elected Parliamentarian for the Convention. He nominated Sherry Denton as Secretary of Convention and she was elected Secretary of Convention. Toni Cottrell was appointed assistant secretary. He announced that The Rev. Joe Withrow, The Rev. Georgia Decker, and Mrs. Bernice David would serve as Tellers. Bishop Milliken asked that Mrs. Bernice David, Western Kansas’ liaison from the Church Center in New York; Kay Collier McLaughlin, our keynote speaker; Sean McConnell from Episcopal Relief and Development, our banquet speaker; The Rt. Rev. Dean Wolfe, Bishop of the Diocese of Kansas; and The Rev. Ted Blakely, new rector for Grace Church, Hutchinson, be granted seat and voice. Moved, seconded and carried. He announced that The Rev. Katie Hargis is the new rector of St. Cornelius, Dodge City. David Hodges, Development Officer for St. Francis Community Services, was also introduced as new clergy in the Diocese. REPORT OF THE COMMITTEE ON CREDENTIALS The Rev. Canon Phyllis Flory, Chairman of Credentials and The Rev. Harvey Hillin, committee member reported that there were 17 clergy and 61 lay delegates certified and seated. DECLARATION OF A QUORUM The Rev. Harvey Hillen announced that a quorum was present for the transaction of business. RESOLUTIONS COMMITTEE REPORT The Rev. Karen Lemon and co-chair Molly Lamb reported that there were two resolutions to come before the Convention. Resolution #1 Financial Stewardship for Mission Congregations of Western Kansas

Whereas the Episcopal Diocese of Western Kansas is comprised of 28 congregations, of which 24 of those congregations are Diocesan Missions; Whereas the Diocesan Bishop canonically serves as Rector of all Diocesan Missions and as such has authority, and responsibility for, these missions; Whereas it is essential that all financial responsibilities of Diocesan Missions be maintained in good order; Whereas it is often difficult for small Diocesan Missions to find someone willing to assume the responsibilities of Treasurer; Whereas the Diocesan Office has previously agreed to assume the responsibility for maintaining the financial records for, and pay the bills of, Diocesan Missions; Whereas the Diocesan Office keeps the income of each Diocesan Mission separate and distinct from other Diocesan Missions; now, therefore, be it Resolved that the Diocese will identify those Mission Congregations that, by reason of: 1. Failure to provide on time, accurate, monthly reports to the Diocesan Office. 2. Failure to pay monthly assessment and/or insurance in full and to meet other financial obligations on time. And that those Diocesan Missions so identified will be given three (3) months to bring these financial matters into compliance, after which noncompliant Mission Congregations will be notified of their need to participate in the Diocesan accounting program. Resolution #2 Health Care Resolution for the Diocese of Western Kansas Whereas in order for the Diocese of Western Kansas to be in Compliance with General Convention Resolutions A177 (2009) and B126 (2012) with regard to health insurance coverage, It is hereby resolved that beginning January 1, 2016, the Episcopal Diocese of Western Kansas and all of its congregations, missions, and worshiping communities, shall participate in health insurance coverage in the Denominational Health Plan administered by the Church Pension Medical Trust for all qualified clergy and lay employees. (Those employed to work 1500 hours or more per year). Clergy and employees may opt out of the DHP coverage if they have health care benefits through other approved sources (currently defined by the DHP as coverage under spouse’s or domestic partner’s employer’s insurance, former employer, Tricare or Medicare). Congregations and covered institutions must offer at no cost to qualifying clergy and employees at least: Single/Employee only coverage health plan provided by the DHP. Congregations are free to offer higher coverage amounts, as long as they maintain parity (equal benefits) between clergy and lay employees. Lay and clergy employees, who work 1000 or more but less than 1500 hours per year or are retired may, but are not required to, participate in DHP, but the employer is not required to fund any of the premium or deductible. In each parish or covered institution, parity must be maintained in this group.

BUDGET AND FINANCE COMMITTEE REPORT Dr. Mike Walmsley presented the proposed budget for 2016. He reminded the Convention that this presentation was for information only at this time, and not for discussion. Dr. Walmsley recognized the Budget Committee of Mrs. Carolyn Peterson, Mrs. Pam Smith, Bishop Milliken and Mrs. Toni Cottrell, Diocesan Secretary. He reported that assessment revenue for 2016 is projected for $186,410. The only change in expenses is an increase of $8,000 per year for office rental. The rent was free for 2015, but is $11 per square foot this year. The Budget Committee proposed to keep the Assessment at 15%. Dr. Wamsley stated that the budget hearing would be held at the close of the First Legislative Session. Bishop Milliken reported that due to the actions of General Convention our assessment for The Episcopal Church will be going down. REPORT OF THE NOMINATIONS COMMITTEE The Rev. Mark Cowell moved that nominations cease and that a unanimous ballot be cast for The Rev. Harvey Hillin and Mrs. Patti Wamsley for Commission on Ministry. Seconded and elected.

REPORT OF THE CONSTITUTION AND CANONS COMMITTEE The Rev. Mark Cowell, chairman of the Committee on Constitution and Canons, reported that there were no constitutional or canonical changes to be considered. APPOINTMENTS Bishop Milliken announced that The Rev. Jerry Jones had been appointed as assistant to the Bishop as Chaplain for Retired Clergy. The Rev. Jones reported that he had attended a conference at Camp Allen sponsored by the Church Pension Group to help him with this ministry. Bishop Milliken reported that the Church Pension Group is exploring the possibility of pensions for part-time, bivocational, and non-stipendiary clergy. Bishop Milliken nominated of The Hon. Julie Cowell as Diocesan Chancellor, and The Rev. Mark Cowell as assistant Chancellor. Seconded and elected. BISHOP KEMPER SCHOOL FOR MINISTRY Mrs. Casey Rohleder, a third-year student and part-time marketing director for Bishop Kemper School for Ministry (BKSM), reported that the school has formed a new partnership with the Evangelical Lutheran Church in America (ELCA). Pastoral Ministry Associates from the ELCA will receive training at BKSM. She also reported that the school will be expanding its offerings from training only candidates for ordained ministry to focus on lay ministry as well. She stated that classes are offered once a month beginning at l:00 PM on Saturday and continuing through Sunday. Cost is $100 for the weekend. ST. FRANCIS COMMUNITY SERVICES The Rev. Canon Phyllis Flory, Chaplain at St. Francis Community Services, reported that the new psychiatric residential treatment facility building west of Salina is now complete and occupied. The building is state-of-the-art and cares for children ages 6 through 18. The building provides a safe environment, and staff are able to work with the children in comfortable surroundings. The Convention recessed briefly, then returned for the workshop. WORKSHOP Kay Collier McLaughlin presented a workshop for the Convention using material from her book “Big Lessons from Little Places: Faithfulness and the Future in Small Congregations”. Friday Evening A Social hour began at 6:30 PM at the Salina Country Club. It was followed by the Convention Banquet at 7:00 PM. Mr. Sean McConnell from Episcopal Relief and Development spoke about the ministry of ERD around the world. Bernice David, Western Kansas’ liaison from the Church Center, spoke about her work with The Missionary Society.

Saturday, October 17th Saturday Morning Delegates and guests breakfasted on their own while clergy spouses met at 8:30 AM for breakfast together. At 9:15 AM, delegates and guests read Morning Prayer, and the Convention reconvened at 9:30 AM. QUORUM The Rev. Canon Phyllis Flory, Chair of Credentials announced that there were 17 clergy and 42 lay delegates certified and seated. Elections The Rev Rita Stockton, Chair of the Committee on Nominations, conducted the elections. In the election for Standing Committee, ballots were distributed in the clergy and then the lay order. In the election for Diocesan Council, ballots were distributed for the clergy order, and in the lay order Lori Bone and Ruby Jane Davis were elected by acclamation. After voting was finished the ballots were collected and the tellers retired to count the ballots. WORKSHOP QUESTIONS AND ANSWERS Mrs. Kay Collier McLaughlin conducted a question and answer session regarding her workshop yesterday. Questions included evaluating programs: whether to keep or discontinue. Mrs. McLauglin counseled that we need to ask what God is calling us to now. We must use discernment and remember that ministry is not about the person doing the ministry but about the people the ministry serves. One method for discerning the value of a program is to let it lie fallow for three to six months, then evaluate whether or not to pick it up again. If a program is to be discontinued, it is important to honor and thank the participants, it is important to counter the fear of letting go with faith and trust. Participants affirmed the value of addressing problems directly because there is often a culture of fear and distrust, especially of authority. If we deal directly with fear and distrust the process becomes easier over time. Participants also affirmed the need to overcome barriers of perceived failures wherein people feel that programs have been tried and they didn’t work. Mrs. McLaughlin responded that all programs have mistakes and failures; however, we need to remember that God did not create us as failures and we are worthy to do the work and try again. Participant also affirmed that congregations do change over time and it is important to transition to meet new needs and circumstances. Mrs. McLaughlin stressed the importance of staying in touch and urged face to face interaction. She stressed that we must not let geography keep us apart. Other suggestions for connection were local, diocesan, and provincial networks. Perhaps the diocesan website could be used to share the talents and treasures of each congregation. Participants stated that restructuring at the church-wide level has created a fear that there is a secret plan to merge dioceses. Mrs. McLaughlin stated that it is important to be a part of the conversation. Conversations are not plans. FINANCIAL REPORT OF THE DIOCESE Dr. Mike Wamsley, Diocesan Treasurer, presented the Financial Report of the Diocese by title.

ADOPTION OF THE BUDGET AND SETTING OF THE ASSESSMENT Dr. Wamsley stated that there were no changes to the budget as presented yesterday as a result of the budget hearing. He reminded the Convention that the key to the budget is receipt of payments by the congregations. He moved the adoption of the 2016 budget as presented. Seconded, adopted. He then moved that the Diocesan assessment for 2016 be 15% of congregational net disposable income. Seconded, adopted. Carolyn Ballinger Bishop Milliken announced that the next meeting of the joint Standing Commission and Diocesan Council will be at the Heartland Center in Great Bend on November 7, 2015. REPORT OF THE YOUTH OF THE DIOCESE Elena Carlos and Sofia Hernandez reported on the Canterbury Pilgrimage. They showed a slide show and stated that it was a journey of a lifetime. A fourth pilgrimage to Canterbury is already being planned. The youth raffled several baskets to begin the fund-raising for the trip. REPORT OF THE DIOCESAN ENDOWMENT FUND Mr. Larry Williams reported for the Diocesan Endowment Fund. The fund had a balance of $3.3 million on October 17, 2015. The investment earnings for last year of $591,972 represented a 22% gain. Earnings were allocated proportionally to all the 21 funds based on average balances of each fund. The value of the fund in September 2014 was $3.5 million. Bishop Milliken presented the Bishop’s Service Award to The Endowment Committee of the Diocese: Mr. Mike Beatty, Mr. Larry Williams, Mr. John Golden, Mrs. Mary Weston, and Ms. Constance Achterberg. He commended their long and faithful work in growing the endowment. RESOLUTIONS The Rev. Karen Lemon moved Resolution #1 Financial Stewardship for Mission Congregations of Western Kansas. The resolution was seconded, and following questions and discussion the resolution was adopted. She then moved Resolution #2 Healthcare Resolution for the Diocese of Western Kansas. The resolution was seconded, and adopted.

ANNOUNCEMENTS Bishop Milliken announced that liturgical calendars were available from Toni Cottrell for congregations who had ordered them. PROVINCIAL REPORT Sherry Denton, President of Province VII, reported on the organizational meeting which was held recently in Dallas, Texas. The Provincial Council has mostly new members and the energy and new perspectives resulted in a revised mission statement and a reorganization of the areas of ministry at the provincial level. She urged anyone interested in ministry on a level outside their congregation to consider becoming involved at the diocesan or provincial level. ANNOUNCEMENTS Bishop Milliken announced that there would be a program on anti-racism next week at the Diocese of Kansas convention. There is also an anti-racism workshop planned for Western Kansas in the spring. The Lenten Clergy retreat will be conducted by The Rt. Rev. David Bailey, Bishop of Navajoland. Dr. David Cowell will present another clergy retreat in the spring. WOMEN’S MINISTRIES Mrs. Lana Mederos, chair of Episcopal Church Women, thanked everyone for donating the many baskets and other items which were raffled to raise money for Camp Runamuck. Bishop Milliken reported that Rebecca Stevens, founder of Thistle Farms, would speak in Olathe, Kansas on April 22 and 23, 2016 on her work with victims of human trafficking. Lana reminded the Convention that the focus of the Episcopal Church Women this triennium is human trafficking. She conducted drawings for several baskets at this time. The youth of the diocese thanked The Rev. Cowell for leading the Canterbury trip, the youth’s congregations for their support, and the Convention for their support of the youth fund raiser. RESPONSE TO THE BISHOP’S ADDRESS COMMITTEE The Rev. Don Martin, Chair of the Committee for the Response to the Bishop’s Address introduced committee members Mrs. Susan Smith and Mr. Bill Waln. Mr. Waln moved to suspend the rules to allow the presentation of the resolution from the Committee. Seconded, approved. Mrs. Susan Smith moved the following resolution: Whereas our Bishop in his address has reminded us of the gifts we have to offer the world as followers of the Resurrected Lord who lives in our midst, Be it resolved, that each congregation in the diocese look outside itself in an intentional way to discover God’s call to be welcoming, accepting, loving, and serving. Let us be the church no longer afraid, for Jesus is in our midst. Seconded, adopted. REPORT OF THE FUTURE CONVENTIONS COMMITTEE The Rev. Kelly Kensell made her initial interview with the COM, with no action being taken due to her not being Confirmed at that time. Kirby Happer and Jeff Mitchel continue with their studies at BKSM. The COM also certified that Matthew Kemp, Kathleen Hargis and Harvey Hillin had all fulfilled their requirements for ordination and were recommended for ordination to the Priesthood. They have all since been ordained, and Katie is serving as rector at St. Cornellius, Dodge City and Harvey is serving at St. Michael’s, Hays. The next regularly scheduled joint meeting of the COM and Standing Committee is scheduled for October 10. Those Candidates who receive a recommendation from the Standing Committee for ordination to the Diaconate and who are subsequently approved by Bishop Milliken are tentatively scheduled to be ordained as Deacons at Christ Cathedral on December 12. B Treasurers Report A few comments on the fiscal health of the Diocese of Western Kansas 1. Our current assessment rate of 15% seems to be working well. 2. We maintain monies in the bank and pay our bills on time. 3. Toni has instituted a program for use by Mission Congregations to assist them in paying their bills. Currently we have four churches participating with a couple of more to be added this year. 4. You will notice very few changes in certain areas of our budget for 2016. We will review the numbers and explain the reasons for the changes during the business session on Friday, and hold a question and answer session following the afternoon session. As usual, the budget will be presented for your consideration and vote during the business session on Saturday. Sincerely Mike Wamsley Treasurer ENDOWMENT FUND TRUSTEES’ REPORT The investment performance of the Endowment Fund was well above average last year, gaining about 13% on invested assets. We try to outperform the Standard & Poor’s 500 average - including dividends which gained 14% for 2014. The Endowment generally does better when the overall market performs below average but the market has been on a tear over the last 18 years. The Fund has outperformed the S&P 7 times in the last 18 years. We purchased shares of Starbucks and sold some of our Coca Cola last year. Union Pacific (up 45%), Starbucks (up 35%), Microsoft (up 28%), Berkshire Hathaway (up 27%), Wells Fargo (up 24%), and International Flavors (up 20%) were the big winners but 8 of our 16 holdings had double digit gains. The Endowment distributed $35,000 to St. Anne’s, McPherson, and $30,000 to Ashby House, $30,000 to the Diocese, $650 to Medicine Lodge and $1,416 to Transfiguration Bennington. No contributions were received last year. The investment earnings for last year of $403,196 were allocated proportionally among 21 funds on the basis of the 2014 average balance for each. The Mary Cohoon gift to benefit Christ Church Kingman was not adjusted to its present value at December 31, 2014. The Trustees communicated various times by email and met on May 28, 2015 in Hutchinson. So far in 2015, a contribution of $75.000 was received from the Diocese as a temporary investment to ultimately be used by Ashby House for their Sanctuary House project. Distributions this year have been to the Diocese for $65,000, Ashby House has received $35,000 from their funds and $10,000 from Diocese Mission Fund, St. Anne’s has received $30,000 and Holy Apostles Ellsworth and St. Elizabeth’s Russell have each received $3,000 from their funds. So far In 2015, we have purchased shares of Starbucks and International Flavors and Fragrances. The portfolio has lost about 16% to date in 2015. Respectfully submitted, Constance M. EPISCOPAL CHURCH WOMEN 2015 has presented its self in many interesting ways! With an event planned for our wonderful ladies with Lauren Winner this spring that ended up as a reschedule, I regretfully announce that we won’t be moving forward with this event. We had such a wonderful day planned, but Mother Nature did NOT cooperate. That should not be a big surprise here in Western Kansas! We had planned to reschedule, but as that is no longer possible, our next event will be in early 2016. A valuable lesson learned in not putting all of our eggs in one basket. I was able to attend the Triennial Meeting 2015 is Salt Lake City. It was a wonderful event and I have a few things to share. First and foremost, I met and bonded with women from all around the world. Made great connections with ladies from Kansas and Oklahoma, and we are hoping to participate in some events together. The National Board of Episcopal Church Women, had a Resolution 101/104 put together by an ad hoc committee whose work was facilitated by consultants. They set about studying the subject of restructuring and recommended, via a lengthy report, ways in which the National ECW Board can help our ministry move forward in a more inclusive, “more excellent way.” As we, and our sisters in the Episcopal Church know, ECW gatherings have in some cases became extinct, or are struggling to get ladies to participate. It was sad, and a relief, all at the same time to know that this is a common thread across all Diocese. The way we socialize, and gather, and communicate in all ways is changing. The good news is that your delegates accepted this information and, after much conversation and debate, gave the Board its marching orders. A large majority of delegates said, in essence, “take the recommendations of the committee, take our traditions, engage in some careful listening, and then help us, the women in parishes and missions, find a new way because it’s a new day.” All this concern about governance and structure will, I believe, help get us to where we need to be and where does our ministry need to be? Well, speaking in the broadest sense, we need to be a place that shows, with words AND actions, how we are inclusive and embracing of all our sisters. We are headed in the right direction. At the Triennial Meeting, women aged 20-something to 90-something actively participated in all proceedings. It was a multi-cultural, multi-ethnic assembly. Many of those present were newcomers to Triennial Meeting and General Convention. It was a gathering that stirred up the spirit. It was Church, in the best use of that word. As those plans are rolled out to us, I’ll be sharing them with all of you. DAUGHTERS OF THE KING

Working with the Daughters of the King shows our diversity and yet we are one in Christ. Summer was a busy time with many prayers needed for various illnesses and passings in each Parish. The internet is a great tool for getting information out quickly and keeping all in prayer mode. Members in McPherson and Salina are working with St. Francis Community Services to provide blankets in backpacks for children. The Prayer Shawl committee in Hutchinson are busily knitting caps and gloves to give to needy children during the Christmas season. A young woman in Larned has requested a Chapter starter kit for Sts. Mary and Martha’s Church and we are very excited to hear from them. Mother Caroline Ballinger is currently working to establish a new Chapter in Pratt. We are starting to see a growth in DOK's inwestern Kansas. Report of the Diocesan Ecumenical and Inter-religious Officer While we do not have a great deal of ecumenical activity in the Diocese of Western Kansas but that does not prevent local congregations from creating ecumenical and interfaith activity in their local communities. For example, in Medicine Lodge, The Rev’d Karen Lemon is offering services at both St Mark’s and First Presbyterian churches. On the national level the Episcopal Church is continuing dialogue on entering full communion with the United Methodist and Presbyterian Church (USA) denominations. The Anglican communion is still having ongoing dialogue with the Roman Catholic Church looking for ways to find common goals and interests that will help in a closer fellowship. The General Convention in Salt Lake City adopted a few EDEIO resolutions including: • Approved full communion with the Church of Sweden • Voted to “continue the conversation between The Episcopal Church and The Church of Jesus Christ of Latterday Saints for the purposes of friendship, good will, and mutual understanding.” • Acted in “support for and solidarity with the ancient Christian communities of the Middle East.” Currently, the Episcopal Church is in full communion with: • The Evangelical Lutheran Church in North America (ELCA) • The Church of Sweden • The Moravian Church • The Old Catholic Churches of the Union of Utrecht • Philippine Independent Church • Mar Thoma Syrian Church of Malabar, India • The Merger of Anglican Churches with other Churches • Churches of Bangladesh, North India, Pakistan, and South India Respectively Submitted to the Diocesan Convention on October 16, 2015 (The Rev’d) Larry A. REPORT FOR THE UNITED THANK OFFERING This year at the General Convention of the Episcopal Church in Salt Lake City, the United Thank Offering celebrated 125 years of providing financial aid to many people in our country and many others. It was a great privilege to represent our diocese at the UTO celebration this summer. Below you find how much UTO has provided in numbers of grants, projects, programs and staff positions since 1889. Over the years Western Kansas has been the recipient of a number of grants amounting to thousands of dollars. I want to that you for all the contributions you have made, and remind you to use your Blue Boxes. They help to make us aware of all that we have as individuals and as a diocese to be thankful for each day of our lives. Some UTO statistics….  Dollars distributed in grant in 1889: $2,188  Dollars distributed in grants in 2014: $1.56 million.  Dollars distributed over 125 years: $133.4 million,  Number of domestic dioceses receiving grants in 2015: 34. Youth and Young Adult Ministries The youth in Western Kansas had an active year. A group from Dodge City and Larned went on a pilgrimage to Canterbury, England, UK. They spent 10 day in London learning church history and visiting churches. Finally, they celebrated the Eucharist at Canterbury Cathedral. Youth convention was held at Camp WaJaTo in Lyons Kansas. Thirty five youth attended. Elena Carlos and Sofia Hernandez are the youth delegates to convention. Seventeen youth traveled to St. Joseph Missouri to attend Happening in the Diocese of West Missouri. We now have almost enough youth who have gone through Happening that we should be able to re-launch our own happening program here in Western Kansas. Respectfully Submitted, The Rev. Mark Cowell

Diocesan Disaster Initiative 2015 brought some progress to the disaster initiative in Western Kansas. Bishop Milliken held his semi-annual workshops for Clergy, Wardens, and Administrators, in March and included Disaster Initiative training as part of the workshop. Two workshops were held, the first on March 7 at Scott City and the second on March 21 at McPherson. Several Parish Disaster Volunteers were present at each workshop with the Disaster Initiative training presented to all in attendance. Approximately 40 people have now received the training. The DWK Disaster Initiative has been and still is an evolving program. As brought out in the workshops, the training has gone from 4 days to just over an hour in length. The one hour segment present at the Bishop’s workshops has laid the ground work for all parishes to start on their “in house� disaster preparedness planning. I am aware of two parishes that have a good start on their plans and are continuing to gather important information needed to be prepared locally. An important part of disaster planning is to have all important information available at any given moment, readily available and accessible to Clergy, Wardens, Administrators, and Disaster Volunteers. In addition to having that information, contacts, books, and records on a local level; each parish should have backup copies/files stored at several locations besides the church office/property. Toni Cottrell, Diocesan Administrator, discussed the many available methods of creating and keeping various records electronically, including but not limited to electronic copies stored at the Diocesan office or having backup discs stored off premise. The key to these backups is keeping the information up to date on a regular basis; weekly, monthly, quarterly, annually, based on the parish. As of this report, neither Mike Rees nor I have been asked to review any plans and I am not aware of any parish that has completed their disaster plan. CAMP RUNAMUCK Don't RUNAMUCK run to HIM! Camp Directors Molly Lamb and Rebecca Edwards along with their staff are excited to share how God has blessed CAMP RUNAMUCK during 2015. Working with St. Francis Community Services we were able to host eight foster girls at our camps this summer. We had been praying for a partnering ministry to send us at risk teen girls for camp. God made this possible through Bishop Milliken and Rev. Bobby Smith. During convention this fall Molly was able to visit with Rev. Bobby and he made the decision for St. Francis Community Services to partner with CAMP RUNAMUCK. God is faithful! We would like to thank Bishop Milliken, Toni Cottrell, Rev. Bobby Smith and Cory Rathbun for all their support and hard work. God has truly blessed Camp Runamuck with a great support system! We would also like to thank the Episcopal Diocese and the Episcopal Women’s Groups for their generous financial support. We held two camps in June and hosted four girls at each camp. The girls enjoyed spending time with the farm animals and working with the horses. Each girl was responsible for the care of their horse for the week as well as feeding the farm animals. Our camp horse Chester became ill with colic during the first camp, the girls we very concerned for the well-being of Chester and took turns caring for him until he was better. The girls went out in the pastures and helped check cattle and move fences. It is great to see the girls bond with the animals and how much love they have for the animals. The girls learned to how mill their own flour and make bread from scratch, they also helped cook their own meals all week. The girls enjoyed learning leather craft and learned how to express their emotions during art therapy. The nature walks were a big hit with the girls and were a great opportunity to see the vastness and beauty of God's creation. The girls gathered fossils, rocks, and flowers to take home. Each afternoon before Bible Study we played water games to cool off and enjoyed a game of charades. During the middle of the week we had a movie night. The girls loved to sing during praise and worship time and sang for everyone after the rodeo. It was fun to watch the girls come out of their shell and make lasting friendships with one another. As they got to know everyone it was great to see them relax and enjoy themselves. The last night of camp we invited a few friends from our churches to watch the camp rodeo. Before the rodeo the girls had their hair fixed and make up done and put on pretty shirts for the rodeo. You could tell they felt pretty special. The girls encouraged one another and cheered for each other during the rodeo. Following the rodeo each girl received one of the following awards.....the Christ-like Award, the Bible Scholar Award, the Courageous Award, and The Cowgirl Award. All the church members prayed with girls after the awards ceremony and encouraged them to continue to grow in their relationship with the Lord after camp. The following morning the girls headed home after tearful goodbyes. Some of the girls had a hardness of heart at the beginning of the week, but God was at work at CAMP RUNAMUCK! By the end of the week most of the girls had accepted Jesus as their Lord and Savior, and some of the girls asked to be baptized! You could feel the presence of the Holy Spirit during camp. It was inspiring to see the change in these girls as they realized how much God loves them and that he has a plan for their futures. We feel so very blessed that God has chosen us to minister to these amazing young women. When the girls leave Camp they are not alone, we plan to keep in touch with these young ladies and continue to encourage and minster to them. We also plan to have some of the girls return to camp again next summer. We are excited to see what God has planned for CAMP RUNAMUCK next year! Submitted by Molly Lamb

The Canon to the Ordinary I serve as Canon to the Ordinary in the Episcopal Diocese of Western Kansas, which is just a fancy way of saying that I work for the Bishop. My job is to support clergy and congregations toward the larger goal of furthering God's Reign of mercy, compassion, and hope. My service as the Canon to the Ordinary is a great privilege in that I am able to observe Bishop Milliken as he interacts with The Church in different situations. We were able to take part in the Re-imagining the Church in January. I see my role as a second set of ears when attending different meetings, such as the Board of Examining Chaplains, Diocesan Council and the pre-convention preparations. On occasion, my role is to convey concerns, to witness, sit quietly and listen, and to share in joyful and celebratory events.
