20 MINUTES OF THE 44th ANNUAL CONVENTION EPISCOPAL DIOCESE OF WESTERN KANSAS OCTOBER 17 & 18, 2014 Thursday, October 16th Delegates and guests gathered for a Taco dinner in the undercroft at the church in Colby hosted by the congregations of Ascension on the Prairie, Colby; St. Luke’s, Scott City, St. Paul’s, Goodland; and St. Francis, Russell Springs. St. Francis Community Services sponsored the dinner. The gathering began at 6:30 PM and continued into the evening as friendships and acquaintances were renewed. There was special excitement in welcoming The Most Rev. Katherine Jefferts Schori, Presiding Bishop, and her husband, Richard Schori as special guests. Friday, October 17th Friday Morning Convention activities began at 8:30 AM at the City Limits Convention Center. Congregations and organizations set up their display tables in the end of the Convention Center auditorium. Organizations represented were Women’s ministries including United Thank Offering, Diocesan ECW, and Daughters of the King; Dodge City youth group; Bishop Kemper School for Ministry; St. Francis Community Services; Steve Fontaine, Diocesan Disaster Coordinator; St. Francis Community Services; and Berniece David, our liaison with the Episcopal Church Center, representing the Missionary Society. Registration was conducted in the hall leading to the auditorium. Opening Eucharist At 11:00 AM the Festival Eucharist celebrating the Feast of St. Ignatius the Martyr was held in the Colby United Methodist Church. Congregational representatives processed their church banners and the clergy followed in the procession. The Rt. Rev. Michael Milliken presided and The Most Rev. Katharine Jefferts Schori preached. Following the sermon the clergy of the diocese reaffirmed their ordination vows. The Rev. Georgia Decker gave the necrology report. During the offertory, the United Thank Offering ingathering was presented by representatives from the various congregations. Delegates and guests ate lunch on their own following the service.

Business Session The Convention reconvened at the City Lights Convention Center at 2:00 PM. Bishop Milliken opened the session with prayer, and called the meeting to order. REPORT OF THE COMMITTEE ON CREDENTIALS The Rev. Cn. Phyllis Flory, Chairman of Credentials, reported that there were 20 of 29 clergy and 53 of 59 lay delegates certified and seated. Bishop Milliken appointed Mrs. Carolyn Peterson as Dispatch of Business, and she moved the Schedule of Business, the Order of Business, and the Special Order of Business as printed. It was adopted. She further moved that the following special order of business be adopted: The Bishop’s Address will be given during the first legislative session on Friday, October 17. Offerings from the Convention Worship services will be used to support Biblically based ministries in the Diocese (Camp Runamuck) and that this Convention sends greetings to The Rt. Steve Molstead , warden of Ascension on the Prairie, welcomed the Convention to Colby on behalf of the four sponsoring congregations. He introduced special guests The Most Rev. Katherine Jefferts Schori and her husband Richard Schori. He explained that there was a recipe book in the gift bags which was compiled by Marlene Pfeiffer, with recipes from members of the host congregations. There is also another cookbook in the bag which was given in memory of Mary Molstead. The Valomilk candy bars were a gift from the Russell Seifert Candy Company of Kansas City. He also recognized Julie Sadler, Convention Center manager, for her assistance with the Convention. Bishop Milliken offered prayer shawls which had been made by the Grace Church Prayer Shawl ministry to anyone who knew of someone in need of a prayer shawl. BISHOP’S ADDRESS Bishop Milliken opened the session with the Bishop’s Address. He mentioned that Bishop White in 1836 was the last dual role bishop until Bishop Milliken was elected five years ago. Now some other dioceses are trying a dual role bishop. He said he hears some people who feel that a diocese without a millon dollar budget is not viable. Additionally, some people feel a congregation of less than 150 average Sunday attendance is not viable. He noted that the average size of an Episcopal congregation is about 100 members or less. He quoted Barbara Brown Taylor who declared that self-preservation is not a big enough mission for the church. Bishop Milliken announced that he will resign as rector of Grace Church, and that beginning January 1, 2015, he will become a full time bishop for Western Kansas. He intends for this to be a two year plan, with the intention of resigning in early 2017 around his 70th birthday. The Diocese of Western Kansas will have three options upon his resignation. 1) repeat having a dual role bishop/rector, 2) find a half-time bishop, or 3) some other option. In conjunction with his move to full time bishop, the Diocesan Office will move into a rent-free suite in the First National Bank building in Hutchinson. There may be a need to tweak the budget during 2015 as some expenses may arise when the diocesan office is no longer sharing office space with Grace Church. He reported on signs of life and growth in the diocese including the appointment of The Rev. Cn. Phyllis Flory as Canon to the Ordinary, and the thirty-two students enrolled in the Bishop Kemper School for Ministry from the dioceses of Western Kansas, Kansas, Nebraska, and West Missouri. Two graduates, the Rev. Carolyn Ballinger and The Rev. Harvey Hillin are serving churches in the diocese. Molly Lamb and Rebecca Edwards are running Camp Runamuck for intercity kids to have a rural experience. Grace Church, Hutchinson, is sponsoring Loads of Love, a laundry service for the homeless. “The Grasshopper Myth” written by Carl Vaders states that small congregations need to celebrate who and what they are. Bishop Milliken hopes to have a workshop in 2015 using the material from the book. He urged each congregation to have a stewardship campaign and he encouraged every person to consider their pledge with a goal of reaching a tithe of 10% giving. He reminded clergy, paid staff, and all volunteers working with children that they must renew their “Safeguarding God’s Children” training every four years. This is now possible with an online course. He promoted the diocesan service that Toni Cottrell, the Diocesan Secretary offers, which provides bookkeeping services and bill payment for small congregations. He promoted the ECW seminar in April which author Lauren Winner will conduct. He closed with a prayer for the church. FIRST LEGISLATIVE SESSION Bishop Milliken nominated The Hon. Julie Cowell as Parliamentarian and she was elected Parliamentarian for the Convention. He nominated Sherry Denton as Secretary of Convention and she was elected Secretary of Convention. Toni Cottrell was appointed assistant secretary. He announced that The Rev. Joe Withrow, the Rev. Andy Hook, and Ms. Bernice David would serve as Tellers. Bishop Milliken asked that Ms. Bernice David, Western Kansas’ liaison from the Church Center in New York, The Vy. Rev. Bobby Smith, President and CEO of St. Francis Community Services, The Most Rev. Katharine Jefferts Schori, Presiding Bishop, and The Vy. Rev. Don Compier, Dean of Bishop Kemper School for Ministry, be granted seat and voice. Moved, Seconded and carried.


22 DECLARATION OF A QUORUM The Secretary of Convention announced that a quorum was present for the transaction of business. RESOLUTIONS COMMITTEE REPORT The Rev. Karen Lemon reported that no resolutions had been submitted for action at this convention. BUDGET AND FINANCE COMMITTEE REPORT Dr. Mike Walmsley presented the proposed budget for 2015. He reminded the Convention that this presentation was for information only at this time, and not for discussion. Dr. Walmsley recognized the Budget Committee of Mrs. Carolyn Peterson, Mrs. Pam Smith, Bishop Milliken and Mrs. Toni Cottrell, Diocesan Secretary. He reported that in order to go from a part-time to a full-time bishop, the expenses would rise from $87,542 to $182,065.65 for 2015. Dr. Wamsley stated that the increase could be funded by increasing the assessment to congregations to 32%, but the Budget Committee recommended that money be taken from the Endowment Fund. Dr. Wamsley highlighted changes in the budget. The Diocesan Secretary’s salary (line 59401) was increased $5000 with a related increase in Payroll taxes (line 5041). Disaster Preparedness was allocated $300 (line 5652) and the General Church Program Pledge (line 5010) was increased to $14,422. The Budget Committee proposed to keep the Assessment at 15%. Dr. Wamsley stated that the budget hearing would be held at the close of the First Legislative Session. REPORT OF THE NOMINATIONS COMMITTEE The Rev. Commission on Ministry –No vacancies Disciplinary Board – No vacancies Nominations were made from the floor. The Vy. Rev. Benjamin Thomas (Salina-Christ Cathedral) was nominated for Diocesan Council in the Clergy order. Nominations were closed. This concluded the report of the Nominating Committee. The new diocesan lapel pins were distributed to all present. Bishop Milliken explained the design of the shield of the Diocese of Western Kansas. There is a bishop’s miter at the top, a plowed wheat field, an antique plow, and two greyhounds. The greyhounds were from the Griswold family crest, and Bishop Griswold (the first Bishop) kept greyhounds. The motto in Greek states “the plowman shall plow in hope”.

REPORT OF THE CONSTITUTION AND CANONS COMMITTEE The Rev. Mark Cowell, chairman of the Committee on Constitution and Canons, reported that there were no constitutional or canonical changes to be considered. He stated that the Committee will be working in the coming year on resolutions to combine the Diocesan Council and the Standing Committee into one body. DAUGHTERS OF THE KING Patti Walmsley reported for the Daughters of the King. She is the provincial representative from Western Kansas. The last meeting was in Dallas at the Mont Serret Jesuit Center. Because another group was having a silent retreat at the same time, the Daughters agreed to silence during the joint meals. She stated this was very difficult. The triennial convention of the Daughters will be the week before General Convention. The Daughters will be in prayer during General Convention. She also reported that the Daughters at St. Anne’s, McPherson, are selling a cookbook. In preparation for the Triennial meeting, the Daughters are participating in a Torch Run. Each chapter will light candles, say prayers, and take pictures. The pictures will be collected and displayed at the meeting. The actual run will pass the corner of Kansas on October 22. Bishop Milliken introduced the deputies to next summer’s General Convention and mentioned opportunities for people to volunteer during Convention. He also commended St. Mark’s Press at Good Shepard in Wichita who publish church supplies. He particularly commended the lectionary cards. The Rev. Cn. Jerry Jones thanked everyone for their prayers for his family and especially his daughter who is battling cancer. DIOCESAN EPISCOPAL CHURCHWOMEN Lana Mederos, President of the diocesan ECW, reported that the ECW triennial meeting will be held in Salt Lake City during General Convention. The purpose of the ECW is to keep the “God Spark” alive in each life. In April of 2015 the ECW will host Lauren Winner, historian, author, and lecturer. Further details on her visit will be available by email, Facebook, and the Prairie Spirit.

REPORT OF THE YOUTH OF THE DIOCESE The Rev. Mark Cowell reported that there will be a third pilgrimage to Canterbury in 2015. Eight youth from Larned and Dodge City and thirteen adults will be making the trip. Father Mark reported that he will celebrate mass in Canterbury on March 18, 2015 during the trip.

BISHOP KEMPER SCHOOL FOR MINISTRY The Vy. Rev. Dr. Don Compier, Dean of Bishop Kemper School for Ministry, introduced himself and told how he came to Kansas City and to the Bishop Kemper School. He reported that Mrs. Carolyn Peterson, The Rev. Karen Lemon, and The Rt. Rev. Michael Milliken are on the Board of Directors of the School. The Revs. Harvey Hillin and Carolyn Ballinger are graduates, and Kirby Happer, Casey Rohleder, Terri DeoKaran, Basil Price, Bill Waln, and Jeff Mitchell are current students. There are lawyers, physicians, and government workers as well as five college professors among the current students which makes a very high quality student body. He asked for prayers for the school and for the students. Classes are held the second weekend of the month at Grace Cathedral in Topeka. Upton Hall is the newly renovated dormitory and the new classroom has state of the art distance learning capabilities. DISASTER PREPARDNESS Mr. Steve Fontaine reported that he is still visiting congregations to assist their creation of local disaster preparedness plans. The Convention sang Happy Birthday to The Rev. Larry Carver. Bishop Milliken blessed the City Limits Convention Center. The meeting was recessed at 4:00 pm to allow for preparations for the evening’s banquet.

Friday Evening A Social hour began at 6:00 PM at the City Limits Convention Center. It was followed by the Convention Banquet at 7:00 PM. Mr. Steve Molsted presented miniature windmills to Bishop Katharine and Bishop Mike. Molly Lamb spoke about Camp Runamuck. Bernice David, Western Kansas’ liaison from the Church Center, spoke about her work with The Missionary Society. Bishop Milliken presented the Bishop’s Service Award to Mrs. Sally Russell for her service to Grace Church, the diocese and Province VII. He also presented Service Awards to The Rev. Mark and The Hon. Julie Cowell for their work with the youth of the diocese and their service as chancellors and advisors to the bishop.

Saturday, October 19th Saturday Morning Delegates and guests breakfasted on the own while clergy spouses met at 8:30 AM for breakfast together. At 9:30 AM, The Rev. Don Martin officiated at Morning Prayer in the City Limits Convention Center. The Convention reconvened at 10:00 AM. QUORUM The Rev. Cn. Phyllis Flory, Chair of Credentials announced that there were 19 of 29 clergy and 52 of 59 delegates certified and seated. ANNOUNCEMENTS Bishop Milliken announced that the Rev. Richard Brooks has moved to McKinney, Texas following the death of his wife, Sally. He also announced that Matthew Kemp and Katie Hargis will be ordained to the Transitional Diaconate at Christ Cathedral in Salina on November 1, 2014. The ECW of Colby sold pecans and walnuts. The youth going to Canterbury sold stepping stones with either the Episcopal Shield or a cross. Orders could be placed at their display booth and they will deliver the finished stones. Bishop Milliken reported that Bishop Vernon Strickland and his wife, Joyce, sent their greetings to the Convention from Buffalo, Wyoming. Elections The Rev Rita Stockton, Chair of the Committee on Nominations, conducted the elections. In the election for Standing Committee, a unanimous ballot was cast for The Rev. Cn. Jerry Jones. Elected. Ballots were distributed for the election in the lay order. In the election for Diocesan Council, a unanimous ballot was cast for The Rev. Georgia Decker and The Vy. Rev. Benjamin Thomas. Elected. Ballots were distributed for the election in the lay order. After voting was finished the ballots were collected and the tellers retired to count the ballots. Bishop Milliken announced that the UTO boxes and envelopes could be picked up to take back to the churches. DRAWINGS The youth from Dodge City drew tickets for the baskets which they had created to raise money. Sherry Denton and The Rev. Mark Cowell won the two baskets. The youth who will be going to Canterbury thanked everyone for their support, and announced their intention to take prayers to the Pilgrim’s altar in Canterbury. Casey Rohleder announced that Bishop Milliken had obtained a $10,000 grant from Roane Ridge. This grant will be used to help fund the tuition for Western Kansas students in Bishop Kemper School for Ministry. It was hoped that the expenses for the students would be funded one-third by the Diocese, one-third by the congregation, and one-third by the student.

FINANCIAL REPORT OF THE DIOCESE Dr. Mike Wamsley, Diocesan Treasurer, presented the Financial Report of the Diocese by title. Several baskets offered by the Women’s Ministries group were awarded by the drawing of winning tickets. A wine basket was won by Steve Fontaine. A Tim Christian photo of Grace Church was won by Mike Wamsley and he auctioned it off to Linda Boone. A Cossette Christian painting was won by Mike Wamsley and he auctioned it off to Steve Kauffman. Julie Cowell won a basket with a book and teas. Terri Deokaran won the Italian Dinner.

REPORT OF THE DIOCESAN ENDOWMENT FUND Mr. Larry Williams reported for the Diocesan Endowment Fund. He recognized the Trustees of the Endowment Fund: Ms. Connie Achterberg, Mr. Mike Beatty, Mr. John Golden, Mrs. Mary Weston, and himself. Diocesan Secretary, Toni Cottrell does the bookkeeping for the Endowment Fund Committee. The investment earnings for last year of $591,972 represented a 22% gain. Earnings were allocated proportionally to all the 21 funds based on average balances of each fund. The value of the fund in September 2014 was $3.5 million. ADOPTION OF THE BUDGET AND SETTING OF THE ASSESSMENT Dr. Wamsley stated that there were no changes to the budget as presented yesterday as a result of the budget hearing. He therefore moved the adoption of the 2015 budget as presented. Seconded, adopted. He then moved that the Diocesan assessment for 2015 be 15% of congregational net disposable income. Seconded, adopted. ELECTIONS The results of the contested elections were announced by Bishop Milliken and the slate of those elected either by ballot or acclamation follows.

Pam Smith won a K-State basket and Martha Hullet won the UTX ministry basket. Finally, Macie Lamb was the winner of a K-State basket. REPORT OF THE FUTURE CONVENTIONS COMMITTEE The Rev. Don Martin announced the following schedule for the Diocese of Western Kansas Conventions: October 16 and 17, 2015 – Christ Cathedral, Salina 2016 – Wichita, joint convention with the Diocese of Kansas 2017 – St. Anne’s, McPherson 2018 – Salina, Christ Cathedral He moved the acceptance of invitations to host Convention for 2019 and 2019 – St. Cornelius, Dodge City 2020 – St. Michael’s, Hays Seconded, adopted. The Bishop Milliken explained that the joint convention will have joint worship and meals but separate legislative sessions. The last time the two Kansas dioceses held a joint convention was about thirty years ago. The dioceses are exploring cooperation on certain diocesan committee functions. COURTESY AND GRATITUDE The Rev. Randy McIntosh, chairman, requested greetings to the former bishops of the Diocese and their wives and the Bishop of the Diocese of Kansas as mentioned in the Special Order of Business. He also requested that our gratitude be conveyed to The Presiding Bishop, The Most Rev. Katharine Jefferts Schori, for her time among us, greetings to the Bishop Kemper School for Ministry, and gratitude to Saint Francis Community Services for their sponsorship of the Thursday night supper.

Don Martin and the congregations of Ascension-on-the-Prairie, Colby; St. Paul’s, Goodland; St. Luke’s, Scott City; and St. Francis, Russell Springs. This was greeted with a standing ovation. ANNOUNCEMENTS Bishop Milliken announced that the next issue of the Prairie Spirit will be published around November 1. Mrs. Casey Rohleder announced that St. Michael’s, Hays, will be co- sponsoring a benefit to support women who have escaped from sex trafficking. Mrs. Cathy Milliken is sending dresses and flip-flops to Haiti via the Society of St. Margaret in Boston. Mr. Richard Schori offered to leave a CD of the pictures he has taken of The Presiding Bishop’s visit with Bishop Milliken. John and Melinda Ryberg announced that they would facilitate the placement of a St. Francis Christmas for Kids tree in any church that would like to participate. Treasurers Report A few comments on the fiscal health of the Diocese of Western Kansas: 1. Our current assessment rate of 15% seems to be working well. 2. We maintain monies in the bank and pay our bills on time. 3. Toni has instituted a program for use by Mission Congregations to assist them in paying their bills. Seems to be working well. We hope it makes life a little easier for those folks. 4. You will notice some radical changes in certain areas of our budget for 2015. We will review the numbers and explain the reasons for the changes during the business session on Friday, and hold a question and answer session following the afternoon session. As usual, the budget will be presented for your consideration and vote during the business session on Saturday. ENDOWMENT FUND TRUSTEES’ REPORT The investment performance of the Endowment Fund was well above average last year, gaining about 22% on invested assets. We try to outperform the averages - including dividends and the Dow Jones Industrial Average gained 27% and the Standard & Poor’s 500 gained 32% for 2013. The Endowment generally does better when the overall market performs below average but the market has been on a tear over the last 17 years. The Fund has outperformed the S&P 7 times in the last 17 years. We purchased shares of International Flavors and Fragrances and sold some of our Colgate-Palmolive this year. Microsoft (returned 44%), Wells Fargo (37%), Union Pacific (36%), Emerson Electric (36%), Johnson and Johnson (35%), and Berkshire (32%) were the big winners and 11 of our 15 holdings had double digit gains. The Endowment distributed $30,000 to St. Anne’s, McPherson, and $25,000 to Ashby House, $4,587 to Medicine Lodge and $1,765 to Transfiguration Bennington. A contribution of $20,000 was received from the Diocese for the Spendable Future Mission Opportunity Fund.

The Mary Cohoon gift to benefit Christ Church Kingman was adjusted to its present value at December 31, 2012. The Trustees communicated various times by email and met on May 8, 2014 in Salina. So far in 2014, there have been no new contributions. The Diocese has received $30,000, St. Anne’s has received $25,000, Transfiguration – Bennington has received $1,416 and St. Mark’s has received $650 in distributions this year. EPISCOPAL CHURCH WOMEN

What a great year 2014 has been! Letting our Spark Shine in 2014 with the activities below. We have created a Facebook page to help communicate both Diocesan news and events, as well as sharing messages of worship and encouragement. A mailing list for those persons requesting standard mailing information is being compiled. There are also links on the Diocesan website for our group to share information to those who are interested. Our big event for the Women of the Diocese was held at St. Cornelius in Dodge City in August with 22 ladies in attendance. We shared a wonderful weekend together starting with a Meet and Greet on Friday evening hosted by the ladies at Dodge City. Saturday morning we spent in celebrating and worshiping together, along with a wonderful guided meditation with Mother Virginia Brown from the Rivendell Community in Missouri. She took us on a quite fascinating journey to get to our own quiet place to connect with the Lord in prayer and meditation. Lunch was provided from the youth at St Cornelius as a fundraising event to help fund their trip to England. Molly Lamb and Rebecca Edwards shared their wonder story about their mission with “Camp Runamuck” in Russell Springs. They are providing a wonderful experience for inner city children to connect with God and the “country life” and learning how we can all work together. Our next event will be in April 25th of 2015 with a wonderful day spent with Lauren Winner, Lauren is a historian, author and lecturer. She is Assistant Professor of Christian Spirituality at Duke Divinity School. Winner writes and lectures on Christian practice, the history of Christianity in America, and Jewish-Christian relations. Her book on overlooked biblical images of God, Wearing God, will be published by Harper One in the spring of 2015. Walking with God moving forward into 2015. Lana Mederos ECW President

DAUGHTERS OF THE KING • We are a group of Christian women striving to fulfill the promises of our Baptismal covenant through the Rule of Prayer and the Rule of Life. We are to pray daily for the unity of Christ’s church. We also pray for our diocese, its clergy, our bishop and all people for spiritual growth, to seek and serve Christ and love our neighbors as ourselves. • The Daughters of the King in Salina are working through three parishes: Incarnation and Christ Cathedral in Salina, and Church of the Epiphany in Concordia. • The DOK in McPherson continue their work at St. Anne’s and in the community. • The Daughters in Hutchinson also continue to work at Grace Church and in the community. • Our outreach projects include pantries to provide food for families, clothes closets to provide for families, and school supplies for children in our community. Money is also provided for programs at the prison through Kairos. • The Diocese of Western Kansas will hold its annual convention October 17th and 18th in Colby, Kansas. The Daughters of the King will again sponsor a prayer chapel and information table for the delegates. We will also spotlight the Triennial meeting in Utah along with the General Convention. • On December 6th, the DOK in Hutchinson will be sponsoring a “day of preparation” for Christ’s birth. This will include a guest speaker, meditations, and some surprises. This will be for all parishioners in the diocese. • Our cross bears the inscription “Magnanimeter Crucem Sustaine” which means “with heart, mind and spirit uphold and bear the cross” FHS for His Sake. SECRETARY OF CONVENTION As the elected Secretary of the 2013 Diocesan Convention, I kept and transcribed minutes for the Forty-third Diocesan Convention of Western Kansas. Following Convention, the assistant secretary sent letters of greeting and thanks as directed by Convention. In July, notice was sent to clergy, deputies and alternates for the 2014 Convention. Report of the Diocesan Ecumenical and Inter-religious Officer This year I represented the diocese at the annual National Workshop on Christian Unity where the annual meeting of the Episcopal Diocesan Ecumenical and Inter-religious Officers (EDEIO) was held. The topic of the National Workshop, which was held in Albuquerque, New Mexico, was “Has Christ Been Divided?” The Episcopal Church, along with the Roman Catholic, ELCA, and Methodist churches provide the largest denominational participation at these meetings. We discussed the progress of intercommunion and issues surrounding worshiping together. There are currently very serious discussions between the United Methodist Church and the Episcopal Church and hope was that a proposal on going into communion would be presented at both of our Conventions, however this has been delayed to make sure that all issues are clearly identified. You should know that the United Methodist’s are already in communion with the ELCA. The Episcopal Church is also in meaningful discussion with the Presbyterian Church-USA and with the Roman Catholic Church. And the Church of England has made very strong progress with Rome in their discussions which means progress for TEC will also benefit.


E It was suggested that we spend less time trying to resolve our differences and more time celebrating what we already have in common. With this spirit in mind I suggest that each congregation in the Diocese of Western Kansas consider the following two suggestions. The year 2015 is the 50 year anniversary of the Second Vatican Council, or Vatican II. This was the 21st ecumenical council of the Roman Catholic Church and was introduced by Pope John XXIII in 1962 and closed under Pope Paul VI in 1965. This council marked a renewal of Roman Catholic doctrine in a modern age. This was the event that brought English to the Mass as well as several modernized liturgical designs. Clergy who have attend the clergy conference at the convent in Great Bend know that the setting for worship is extremely modern and very non-traditional. I suggest that you contact your local Roman Catholic priest and see if they would be open to an ecumenical service or program to celebrate this 50th anniversary of Vatican II. October 31, 2017, marks the 500th anniversary of Luther posting the 95 Theses on Indulgences. This is an important date for all Protestants, but especially for Lutherans. I suggest that you make contact soon with any local Lutheran pastor(s) to see if they are planning a service to mark this important date. Both these events in the Christian church history are excellent opportunities for all of our Episcopal congregations to find a way to work with other denominations. TRUSTEES OF CHURCH PROPERTY No actions were taken in 2014

REPORT FOR THE UNITED THANK OFFERING Sharing blessings with thanksgiving and love. That is the purpose of the United Thank Offering. It is to remember the gifts God has given to us by helping others in need. Last year, 2013, the churches in Western Kansas generously gave to the UTO. The Fall ingathering collected at convention was a total of $3,596.43. This year we have again collected in the Spring and Fall. During the Diocesan Convention we will have our ingathering to show our thankfulness to God for the love he has shown us. Please remember to pick up your “Blue Box” and to thank God every day for the blessings he has given each and every one of us. In 2015 the collection Sundays will be May 10th (Mother’s Day) and September 20th. I want to thank each of you for generous gifts and ask God’s blessings on all of you and our churches in Western Kansas. Kathy Milliken

Youth and Young Adult Ministries The Diocesan Youth Ministries held its Fifth Semi-Annual Acolyte Festival at St. Anne’s Episcopal Church in McPherson. The festival held two workshops the first on Basic and Advanced Acolyting Techniques and the second on Praying with Icons. The youth participated in Acolyte Olympics and were served a hamburger and hotdog lunch by the faithful at St. Anne’s. The coveted Acolyte Trophy was won by the acolytes of St. Mary & Martha’s Episcopal Church in Larned. We thank the Rev. Laird MacGregor and the good people at St. Anne’s for their hospitality.


F In July the Rev. Andrew Hook and Seminarian Katie Hargis took four youth from our diocese to the Episcopal Youth Event in Philadelphia. The event was held at Villanova University. Along with workshops and various activities the youth participated in Morning and Evening prayer every day along with an opening and closing Eucharist. The opening Eucharist was presided over by the Rev. Gay Jennings, President of the House of Deputies and the closing Eucharist was presided over by the Most Rev. Katharine Jefferts Schori, Presiding Bishop. On the last full day of EYE we traveled into Philadelphia and visited St. James’ School, a primary and middle school that serves only the poor children in the neighborhoods of the Alleghany west, the Church of the Advocate, the historic church where the Philadelphia Eleven were ordained to the priesthood, Christ Church, where Presiding Bishop William White was rector and where President George Washington attended, and St. Mark’s Episcopal Church, an AngloCatholic parish where we experienced the Benediction of the Blessed Sacrament. The youth who attended from Western Kansas were Kyle Parks and Ty Waln (Grace, Hutchinson), Julia Thornton (Christ Cathedral, Salina), and Nicole Payne (St. Mark’s, Lyons). In September we held our Annual Youth Convention at Camp Wajato. Youth from Larned, Hutchinson, Salina, Lyons, and Dodge City attended. The Eucharist was presided over by the Rev. Mark Cowell and the homily was given by the Rev. Andrew Hook. The theme of this year’s convention was forgiveness. Worship music was led by Trevor Bennett (Grace, Hutchinson) for both the convention and the Acolyte Festival. Our youth delegates for Diocesan Convention are Nicole Payne (St. Mark’s, Lyons) and Julia Thornton (Christ Cathedral, Salina). Respectfully Submitted By, The Rev. Mark Cowell The Rev. Andrew Hook Province VII Youth Network The representatives from the Province VII Youth Network met face-to-face in Dallas earlier this year but our representative, the Rev. Andrew Hook, did not attend due to the lack of agenda which made it difficult to justify the expense. The network has now taken to meeting regularly through Google+ Hangouts. Diocesan Disaster Initiative 2013-2014 has seen little progress on the Disaster Initiative. Out of 29 churches in the Diocese we have volunteers for 8, a firm “no” from 2, and a couple are still attempting to lasso volunteers. We had hoped to start training the 1st quarter of 2014 to coincide with a slack period in the schedules of your volunteer Diocesan Coordinators. However by the first of May there were not enough volunteers in place to warrant it and the Coordinators schedules moved into the busy season and became swamped. Churches with volunteers are: Ascension on the Prairie, Colby; Holy Apostles, Ellsworth; St Paul’s, Goodland; Grace, Hutchinson; St. Mark’s, Lyons; All Saints, Pratt; St. Luke’s, Scott City; and St John’s, Ulysses. Where are we going at this point? Training for the 8 is being scheduled and will hopefully conclude prior to years end. It must be said again and again: A common misconception is that we are trying to prepare our Diocese and its people to become disaster responders, i.e. pack your bags and let’s go help. That is not what this initiative is about. We are trying to get each church the necessary tools and training to be prepared for a disaster at home – at the family level, church level, and/or community level. If we are not prepared to help ourselves in case of a disaster, how could we possibly travel somewhere else to assist others? Will we ever become disaster responders? We cannot honestly answer that question as that is a personal decision and commitment an individual would have to make. We can confirm that Episcopal Relief and Development does have a network of volunteers that are properly trained and ready to assist in time of need. That group of volunteers stands ready and willing to help when called upon. We say that to clarify that they must be called upon before responding, if not called they do not go. St. Francis Community Services Saint Francis Community Services said goodbye this year to The Very Reverend Edward Fellhauer, who retired after serving as President, CEO, and Dean of the ministry for 12 years. In July, his successor, The Rev. Robert Nelson Smith, began his tenure as the sixth president and CEO of Saint Francis. A graduate of Nashotah House Theological Seminary, “Fr. Bobby” was ordained in 2011. He comes to Kansas from Peru, Illinois, where he most recently served as Vice President, Physician Services and Quality/COO for Illinois Valley Community Hospital (IVCH). He has also served as associate rector to four churches that form the LaSalle County (Illinois) Episcopal Ministry within the Diocese of Chicago for the last three years. Fr. Bobby and his wife, Angela, have four daughters. Saint Francis Community Services has access to a variety of means to measure the success of our efforts. For some, the financial page provides the best gauge of mission success (see attached). For others, it’s the figures related to individual programs. For instance, this year saw a:

42% increase in the number of foster care homes available to children in need of care (435 homes) 1% increase in the number of adoptions in both the West and Wichita Regions (355 adoptions) 47% increase in the number of available beds for children (800 beds) 27% increase in monetary donations and presents for Christmas for Kids 30% increase in test scores for foster youth participating in our Skills & Drills computer courses

Saint Francis also broke ground October 2013 on the new Psychiatric Residential Treatment Facility (PRTF) west of Salina. Construction started in March 2014 and should conclude in the spring of 2015. We continue to advocate and work for the heath and security of the 8,000 children and families we serve in Kansas, Oklahoma, and Nebraska. We also support Bridgeway Apartments in Picayune, Mississippi, a supervised living apartment complex for adults with intellectual and developmental disabilities. We look at the work we do, serving thousands of children and families, and know that our success ultimately depends on answering God’s call to reach out and help – one child at a time.

2013 Audit Report An Independent Certified Accountant, Roger Field CPA from the firm Lindburg Vogel Pierce Faris, Hutchinson, Kansas, performed the 2013 Audit of accounting and financials for the Diocese of Western Kansas. It was completed in November of 2014. The Audit report and financial reports for year end 2014 are available in the Diocesan office for anyone in the Diocese to review.
