Elgin Police Department Incident Reports

Public Disorderly Conduct: On 03/01/2023, at approximately 1645 hours Officer Handy, responded to 2495 Main St. (E&T Lumber) in reference to a suspicious person complaint. Once on the scene, I witnessed a male subject sitting in a black in color SUV bearing a Virginia tag. I approached the vehicle and made contact with the driver, who was later identified by his Virginia Drivers License, as Subject. As I opened the door of the vehicle, I observed Subject's eyes were glassy, his speech was slurred, and as he exited the vehicle he was unsteady on his feet. I asked Subject why was he at this location and he stated that he had gotten lost. I asked Subject if he had been drinking and he stated, "Yes." Subject stated he had recently moved to South Carolina and he was homesick and that's why he had been driving. At that time, I determined Subject was grossly intoxicated and arrested Subject for Public Disorderly Conduct. Subject was seated behind the steering wheel, the engine was not running, and I did not see him operating the vehicle. Shoplifting/Trespass Notice: On March 1, 2023, EPD Officers were dispatched to O'Reilly Auto Parts in the Town of Elgin in reference to shoplifting. Dispatch advised the shoplifter had left in a black Dodge Journey. I drove around the area and did not observe the described vehicle and went to the business. Upon arrival, Officers spoke to Employee for O'Reilly's who told Officers that Subject #1 came into the business with a 9 yoa boy dressed in all black she believed was his son. Also with Subject #1, was Subject #2, whom Employee described as pregnant. Another unknown female who was described as possibly Puerto Rican, with black and red hair, wearing a red shirt and red sweat pants, was with Subject #1's party. Employee told me Subject #2 made purchases and provided me the receipts. The reprint of the receipts are attached to this original report. Employee also told me Subject #1 asked about a spark plug thread repair kit and she showed him the one in stock (Line: MTM Item: 42025) valued at $60.99. She told me Subject #1 stated the item was costly and she returned to the customer service desk. Employee also told me, aside from Subject #1's party, no other customers were present in the business. She went on to say he did not purchase the repair kit and upon his party exiting the business, it was missing from the shelf and was the only one in stock. The store had multiple customers in line and I left the voluntary statement forms with Employee to complete. The store wanted Subject #1 charged with Shoplifting and Trespassed from the business. Upon returning to the EPD, I called the phone number attached to Subject #2's O'Reilly account and left a message on her voicemail to return my call.

Violation of Town Ordinance (Failure to Maintain Property): On 2/27/2023 the Elgin Police Department received a complaint of an unkempt property behind at Coleman Heating & Air in the Town of Elgin. The Complainant stated they had developed a rodent problem that lead to an environmental study. The study traced the rodents to an unkempt fenced in area containing decommissioned heating and A/C units. The area containing the decommissioned units is rented by Subject, owner of Coleman Heating and Air. On 2/28/2023 I looked at the property and found a pile of pallets, decommissioned units, and wet insulation. I made contact with Subject and explained the complaint to him and that it was a violation of Town Ordinance (72.09). I advised Subject he would be given until April 1, 2023 to get the property in compliance or it could result in a fine.

Larceny: On 02/26/2023, at approximately 1400 hours, Officer responded to Blaney's Wings in reference to a larceny complaint. Once on the scene, Officer was met by the restaurant manager who stated she had placed a load of kitchen towels in the dryer at Dirty Laundry located at 1232 A Rose Street in the Town of Elgin. The manager further stated that when she returned for the towels they had been stolen from the dryer. The manager made contact with the Owner of Dirty Laundry, and he provided her with a video of the incident. The video shows a white male taking the towels from the dryer and loading them into a grey in color Chevy pickup. The vehicle is registered to Subject who resides on Swallow Road in Kershaw County. Officer knows Subject by name and face and he appears to be the male in the video. Officer went to that address to make contact with Subject with negative results. Investigation pending.

Stolen Vehicle License: Officer was dispatched to a call at the IGA regarding a license plate being stolen. Officer spoke with Victim who stated on 02/28/2023 while she was at work at IGA, her license plate was stolen off of her car. Victim was given a Victims Form and Officer explained to her that if we found a suspect she would be notified. No cameras from IGA are pointed in the area Victim's vehicle was parked. After completing the report and returning to the EPD, the stolen vehicle license was entered into NCIC.
