The would-be groom was also a minor, at 17 years.

Narayan Podder, a retired employee of Tripura Gramin Bank (TGB), said that the regional rural banks had been launched from the year 1976 on the basis of decision passed by central cabinet headed by former prime minister Indira Gandhi. When the Regional Rural Bank (RRB) act had been passed it was stipulated that the officers and employees would be given salaries and pensions at par with the sponsor nationalised bank employees and officers. From the year 1984 the control and management of the RRBs had been handed over to the NABARD but there was no change in the fate of employees of RRBs. From the year 1995 the RRB employees and officers were given the nominal EPF pension which continued to be a pittance. Finally during the first UPA rule the then finance minister Pranab Mookherjee (now President) had agreed in a deputation with RRB officers and employees that they would be given pension at par with the employees and officers of nationalised banks as mentioned in the original RRB Act of 1976. But the decision was overrulled by Mookhkerjee's successor in the finance portfolio , P.Chidambaram . Pending cases: Seized cash puts cops in a fix in Meghalaya Shillong, Nov 28: The police are in a dilemma over the exchange of seized money from militants and miscreants, which run into crores of rupees, as their cases are pending in various courts across the State. Police fear that since the cases will be pending for a long time, the value of seized money in the demonetised currency notes of Rs 500 and Rs 1,000 may lapse as they will cease to be legal tender. Sources said that taking note of the situation, there was a query recently from the police headquarters to the East Khasi Hills superintendent of police on the need to exchange Rs 50

lakh seized in 2008 prior to the Assembly polls. The money that was probably meant to sponsor the candidates for the Assembly elections was seized from two individuals and a case was registered under Madanrting police station. However, sources added that the opinion of a legal expert was that the money cannot be exchanged since it will lead to tampering of evidence as the case is yet to be disposed of by the court. The seized materials should be intact to prove the case, the expert said. Moreover, if the cash is exchanged, this will weaken the case in favour of the accused as the court only wanted evidence

without any tampering. Sources added that there can be an option that once the case is disposed of, the court can give a direction to RBI to allow deposit of even the scrapped notes in the government account if it wins the case. While if the outcome of the case is in favour of the accused, he or she can deposit the cash in the bank accounts with the approval of the court. However, questions are being raised as to why there is a sudden interest on the part of the police headquarters to refer only the cash seized under Madanrting police station for legal opinion on exchange. Senior GNLA cadre shot dead Tura, Nov 28: A senior cadre of the Garo National Liberation Army (GNLA) was shot during a raid conducted by East Garo Hills late on Friday night. The team of East Garo Hills police was deployed to raid the hideout of the outfit's chief, Sohan D. Shira, on Friday night after they received information about the GNLA commanderin-chief's presence at Songma Adugre village across the Simsang inside the Durama hills. Sohan was reportedly staying in the village with a group of

well-armed cadres. Police commando teams were deployed to the village but halfway through their journey in the dense jungle in the dark they came across the rebels who were coming from the village. The rebels, on seeing the police team, took cover and started firing and a sustained gun battle followed. "The exchange of fire was heavy and went on for quite some time," said district police chief Davis Nestell R Marak. After the firing stopped, the team went to the encounter site

and found the body of a militant, identified as Ruga T Sangma, killed in the encounter. The cadre was from the 6th batch of the outfit's recruits who passed out of armed training last year. He was from Dorengkigre in the Durama hills. Police also found an AK rifle, a pistol and ammunition. "Though he passed out from the 6th batch of GNLA recruits he had been with Sohan for a long time. We are certain Sohan was part of the group that exchanged fire with our team," said Marak. (Agencies)

Survey on ICDS in Wokha district Wokha, Nov 28: A survey, conducted in Wokha district as part of a European Union (EU) funded project, has revealed that less than 5% of beneficiaries have availed nutrition and health education benefits and less than 5% were completely satisfied with behaviour of Anganwadi workers under the flagship Integrated Child Development Services (ICDS) programme. The EU-funded project titled 'Improving access to information and delivery of public service schemes in remote and backward districts of North East (NE) states of India' also revealed that none of the beneficiaries had attended the Non formal Pre-School Education (PSE) programme for children aged 3-6 years while less than 50% were aware of the process involved in the scheme for availing benefits. Carried out in the later part of 2015, the survey which covered 28 villages from 2 blocks of Wokha district also revealed that 40% of beneficiaries flagged poor services of staff as an issue even as 70% said they had not noticed contact details of officials for grievance redressal. 50% of beneficiaries also said problems faced under ICDS mostly related to entitle-

ments. This EU-funded project, covering 7 backward districts across 5 NE states including Wokha in Nagaland, is being implemented by the Parisbased French NGO Agency for Technical Cooperation and Development (ACTED) along with Guwahati-based North East India Committee on Relief and Development (NEICORD) which in partnership with local NGO Team Metamorphosis (TM) is responsible for field implementation, Bangalorebased Public Affairs Center (PAC) which is tasked with the research component, and the Guwahati-based Nanda Talukdar Foundation (NTF) as its media advocacy component. The project seeks to achieve three main results, namely, to encourage demand for improved service delivery, improved access to and quality of public services particularly for the most marginalized and women, and to enhance transparency of service providers for 10 central government flagship schemes: IAY, JSSK, ICDS, MDM, MGNREGA, RKVY, NBA/ TSC, RGGVY, NSAP, and TPDS. and Child Welfare, Government of India aims to improve nutritional status of preschool children aged 06 years; lay foundation for proper psychological, physical and social development of children; reduce incidence of mortality, morbidity, malnutrition and school dropouts; achieve effective coordination of policy and implementation in various departments to promote child development; and to enhance capability of mothers to look after normal health and nutritional needs of children through proper nutrition and health education. At the national level, it has, to an extent, been instrumental in improving health and wellbeing of mothers and children under 6 years of age by providing health and nutrition education, health services, supplementary food, and preschool education. Demonetisation and its discontents Demonetisation seems to have made friends of foes, and foes of friends in the political firmament. If Bihar Chief Minister Nitish Kumar differed from his allies while heaping praise on Prime Minister Narendra Modi for embarking on demonetisation, Shiv Sena chief Uddhav Thackeray was critical of his party's senior partner in government for "bringing tears in the eyes of the people" who had voted it to power. In West Bengal, Mamata Banerjee and her Trinamool Congress showed a readiness to join hands with arch-rival Left Front to fight the demonetisation drive. While the withdrawal of high-denomination notes can hardly be expected to trigger a political realignment anywhere, political parties seem to be rising above mundane political calculations while reacting to the demonetisation. A cynical view might be that Mr. Kumar is keeping his political options open by building bridges with the BJP, and keeping his politically junior but numerically stronger ally, the Rashtriya Janata Dal, in check. Arguably, he could be trying to recover his assiduously cultivated anti-corruption image, which took a beating following his electoral pact with Lalu Prasad of the RJD. But a simpler explanation cannot be ruled out: that Mr. Kumar saw some merit in the demonetisation drive, even as he recognised the difficulties in implementation. Similarly, the Sena cannot afford to break with the BJP at this juncture. Quite likely, Mr. Thackeray was prompted not by the possibilities of political realignment (of which there is practically none), but by the realities on the ground, in distancing himself and his party from the demonetisation decision. In West Bengal, an alliance between the Trinamool and the Left Front is inconceivable, but that did not stop Ms. Banerjee from reaching out to the CPI(M) in her fight. If political parties have thus reacted unpredictably, it could just be on account of the mixed results seen on the ground. None can afford to be seen as directly opposing measures to clean up black money and weed out counterfeits. However, stories of cashless banks and shuttered ATMs seem to have given some life to opposition parties looking for an issue to pin the government down on. Reports of the BJP having made huge cash deposits in banks in West Bengal, and land deals in Bihar days before the demonetisation, have provided some ammunition to opposition parties that were initially reluctant to criticise the move for fear of being labelled supporters of black money hoarders and counterfeiters. Demonetisation might not have changed political equations, but it has shaken up the political scene. What they cannot oppose in principle, parties have opposed in practice.

Cuba after Fidel The life of Fidel Castro, Latin America's last revolutionary leader and towering and charismatic antiimperialist torch-bearer, came to signify the high point of Cold War ideological hostilities of the 20th century. At home, his policies to promote affordable and accessible health care, housing and education, as well as his standing up to global hegemony, endeared him to the majority, even as his record on human rights came in for serious scrutiny. But these domestic issues played out in the larger shadow of his defiance of American power, which has outlasted that of the Soviet Union. When Castro captured power in 1959, there were few signs that the Marxist radical would emerge a global champion of Third World countries in his nearly fifty-year rule. But the failed 1961 Bay of Pigs invasion, by Cuban exiles trained by the U.S., to overthrow his regime began a pragmatic partnership between Castro and the Soviet Union, bringing the Cold War into the western hemisphere. This was the context to Russian preparations to house nuclear missiles in Cuba to threaten the U.S., which took the world to near-catastrophe in 1962. The U.S. misperception of the threat posed by Castro led to CIA plots to assassinate him. As it turned out, he lived long enough to see the rollback of Washington's decades-long sanctions that crippled the Cuban economy. The clearest example of Castro's global standing was the clout he commanded in the Non-Aligned Movement. In more recent times, his slogan of "socialism or death" inspired the nationalisation of natural wealth by governments across Latin America as a counter to the appropriation of oil and mineral resources by corporations. Changes in the global economic climate may have exposed the deficiencies of an economic model reliant on riding the commodity cycle. But the process of resumption of diplomatic ties between Havana and Washington under the stewardship of his designated successor and brother, RaĂşl, is still fragile. U.S. President Barack Obama, who undertook a historic visit to the Caribbean nation earlier this year, sought to build the new rapprochement between Washington and Havana based on the relative distance of current generations in both countries from the painful memories of the past. Clearly, this is the path for President-elect Donald Trump to pursue, assuming that his pre-poll rhetoric would make way for a more reasoned approach once in office. Meanwhile, with incumbent RaĂşl Castro having announced his intention to step down by 2018, it will be a long transition in Havana.

Use of antibiotics in Poultry Poultry is one of the fastest growing segments of the agricultural sector in India today. While the production of agricultural crops has been rising at a rate of 1.5 to 2 percent per annum, that of eggs and broilers has been rising at a rate of 8 to 10 percent per annum. As a result, India is now the world's fifth largest egg producer and the eighteenth largest producer of broilers. Broiler is a tender meat of young chicken of male or female that grows from a hatch weight of 40 grams to a weight over approximately around 1.5 kg to 2 kg in about six weeks' time period only. Broilers today has emerged as the one of the fastest growing poultry segment with the increased acceptance of broiler chicken meat in cities, towns, and villages, the demand and consumption of broiler chicken is increasing day by day in a fast pace. In India, during the last few years, poultry farming has taken a giant leap from a backyard venture into a fastest growing commercial sector. Broilers breeds reared for meat purpose in India are : a) Commercial Broiler breeds b) Dual purpose Broiler breeds Commercial Broiler breeds in India are Caribro, Babcobb., Krishibro, Colour broiler, Hy-Bro, Vencobb. Dual purpose Broiler breeds are Kuroiler Dual, Rhode Island, Red Vanaraja. and Grama Priya. Antibiotics have been used in animal feed for about 50 years ever since the discovery not only as an anti-microbial agent, but also as a growth-promoting agent and improvement in performance. Tetracyclines, penicillin, streptomycin and bactrican soon began to be common additives in feed for livestock and poultry. Currently, the following antibiotics are used in livestock and poultry feed: chlortetracycline, procaine penicillin, oxytetracycline, tylosin, bacitracin, neomycin sulfate, streptomycin, erythromycin, linomycin, o l e a n d o m y c i n , virginamycin, and bambermycins. In addition

to these antibiotics, which are of microbial origin, there are other chemically synthesized antimicrobial agents that are also sometimes used in animal feeds. These include three major classes of compounds: arsenical, nito-furan, and sulfa compounds. Arsenical compounds include arsanilic acid, 3-nitro-4-hydroxy phenylarsonic acid, and Farhana s o d i u m arsanilate; nitro-furan compounds include furazolidone and nitro-furazone; sulfamethazine, sulfathiazole, and sulfaquinoxaline. Other chemicals are also used as antiprotozoal agents to prevent coccidiosis and histomaniasis in chickens. Antibiotics are used regularly in animal feed at a rate of 2 to 50 grams per ton for improved performance in the animals. The reasons include a more efficient conversion of feed to animal products, an increased growth rate and a lower morbidity/mortality rate in general. The levels of antibiotics are often increased to 50-200 grams/ton or more when specific diseases are being targeted as when the spread of a particular disease is rampant. The levels are also increased in times of stress. This increased amount is often decreased when the threat of a disease is gone. The benefits of antibiotics in animal feed include increasing efficiency and growth rate, treating clinically sick animals and preventing or reducing the incidence of infectious disease. By far the major use of antibiotics among these, however, is increased efficiency, i.e. a more efficient conversion of feed to animal products, and an improved growth rate. In chicken feed, for example, tetracycline and penicillin show substantial improvement in egg production, feed efficiency and hatchability, but no significant effect on mortality. Chlorotetracycline, oxytetracyclin and penicillin also show an improved growth rate, but little effect on mortality. Antibiotics in animal feed, in general, are used regularly for increased

efficiency and growth rate than to combat specific diseases. After animals have been fed antibiotics over a period of time, they retain the strains of bacteria which are resistant to antibiotics. These bacteria proliferate in the animal. Through interaction, the resistant bacteria are transmitted to the other anithus Ahmed mals, forming a colonization of antibiotic resistant bacteria. The bacteria flourish in the intestinal flora of the animal, as well as, in the muscle. As a result, the feces of the animal often contain the resistant bacteria. Transfer of the bacteria from animal to human is possible through many practices. The primary exposure of humans to resistant bacteria occurs in farms and slaughterhouses. Humans clean the feces, which contain the bacteria, of the animals on farms. During the cleaning process, humans may get bacteria on their body and hands. If the body or hands are not properly cleaned, the bacteria could be ingested by the person. Likewise, in slaughterhouses, during slaughter, the intestine is severed. Resistant bacteria are exposed to slaughterhouse workers, which could get the bacteria on their bodies and hands. Transmission occurs when the bacteria is ingested. Along with the previous sources of contamination, humans can get infected by eating meat from animals with resistant bacteria. Even though cooking reduces the survival of the bacteria, some may still survive and infect the human. For example, in 1983, 18 people in four mid-western states in America developed multi-drug resistant Salmonella food poisoning after eating beef from cows fed antibiotics (1). After initial transmission and infection to humans, the transmission to other humans has a couple paths. Transmission can take place through the many mediums (aerosol, physical contact, and bodily fluids) of human contact in the community. An infected individual may also be admitted to a hospi-

tal for treatment. Treatment may not work in drug resistant bacteria, therefore, identifying a drug resistant infection. Bacteria are transmitted to other patients via the hospital environment or health care workers hands. After transmission, the bacteria will colonize in several of the patients. Colonization in other patients with other resistant bacteria can produce bacteria with multidrug resistance. Once the patients recover, they are discharged into the community. These patients could potentially infect several community members. Multiple infections could potentially produce a supergerm which is resistant to many drugs due to resistance sharing between bacteria. In most cases, the drug resistance genes of bacteria are carried on plasmids (specifically, the R or resistance plasmid), which replicate separately from the cell's circular DNA. These plasmids can be passed from cell to cell, allowing for a drug resistance to be passed to a large group of bacteria and to different types of bacteria. These resistance genes are also carried on transposons, which allow for these genes to move from one strand of genetic material to another. Because of this, a cell can receive multiple plasmids with resistance genes and then integrate all of the resistances onto one plasmid. Some R plasmids have as many as 8 drug resistances on them. The development of a drug resistance is not orchestrated specifically to counteract a drug. Rather, drug resistances arise because of spontaneous genetic mutations within a gene sequence. By chance, these mutations happen to produce some change in the cell that allows for drug resistance. This mutated bacteria then has a selective advantage over other nonresistant bacteria. The addition of antibiotics to the environment (the host organism) then selects for the resistant bacteria by killing off all of the non-resistant bacteria. This allows for the resistant cells to grow and divide, creating a large

population of resistant bacteria. The larger population then increases the likelihood that plasmid transfer will occur to other, non-resistant bacteria of various strains. This attained resistance has little effects on the host organism until plasmid/resistance transfer to a particularly virulent bacteria occurs. Then, the host is susceptible to infection from this organism without the benefit of treatment with the antibiotic that the bacteria is now resistant to. There are several general methods through which a cell can become resistance to an antibiotic. These mechanisms are: 1. Decreased cell permeability to the drug - the cell can change its membrane structure so that the drug cannot enter the cell and perform its function 2. Alter the drug binding/ recognition site - by changing the structure of the membrane surface, the site which previously allowed the drug to bind to the cell can no longer do so 3. Chemical modification of the antibiotic - by cleaving a portion of the molecule or adding a substituent group, the properties of the active molecule in the antibiotic can be altered such that it is rendered harmless to the cell 4. Active transport - the transport of drug molecules out of the cell. In many cases, this is done via a drug/proton antiport system. With this mechanism, H+ ions are pumped into the cell as drug molecules are pumped out. 5. Enzyme or pathway alteration - the cell can change the pathway or enzyme used to carry out a cell process occurs. By doing this, the cell can bypass the enzyme that is affected and cause the drugs effects to have no bearing on the functioning of the cell. There are three main ways in which genetic material (in these case, drug resistance genes) can be exchanged between bacteria. They are as follows: 1. Conjugation - a direct, cell-to-cell, contact transmission method. The plasmid containing cell generates a small tubule that con-

nects the two cells (the sex pili). This tube then allows for the passage of DNA strands between the two cells 2. Transformation - the absorption of "naked", freefloating DNA by a cell. Upon the death of a bacterial cell the cell components degrade, leaving the DNA and cell materials to disperse in the environment. If a cell with antibiotic resistance dies and breaks down, the resistance gene may be released into the environment and absorbed by another bacterial cell. 3. Transduction - the transportation of genetic material by a bacteriophage. When a bacteriophage infects and replicates in a cell, some new phages may be filled with cellular genetic material, rather than viral genetic material. In some cases, this cellular material is a resistance gene. When the phage containing the resistance gene infects another cell, the infected cell then gains the bacterial resistance. To stop using antibiotics in poultry will cause economic fallout also. The economic impact is difficult to measure, partly because extensive searching could not turn up exact figures for employees and profits specifically in feed additives. However, it is safe to say that in the U.S. alone, stopping the practice of adding antibiotics would result in a loss of millions of dollars in profits and thousands of lost jobs. This is true in case of India or any other countries. It is also worth noting that sales of antibiotics are a very profitable sector for companies that engage in their productions. Thus in India poultry farms have been using antibiotics unabatedly and its affects are now felt among the meat consuming population of the country. Another important aspect of this problem is the lack of any regulatory authority to put a curb on selling certain antibiotics meant for the poultry. The centrality of money in electoral politics also pushes many politicians to develop business activities once elected. Between 2007 and 2012, among the 95 re-elected MLAs, 41 had shifted from a non-business related profession (agriculture, teaching, medical doctor) to a businessrelated occupation. Thirty-six MLAs who registered themselves in 2007 as agriculturists declared another occupation five years later. In short, nearly half of the incumbent MLAs

shifted to some business activity after their first election. Generating money is seen as a necessary condition for reelection. Most of the businessmenpoliticians encountered belonged to specific sectors of economic activity: Construction, real estate, and transport companies, brick kiln ownership, liquor production and distribution. This is not coincidental, as these sectors are strongly dependent on the state (through public contracts or the licensing system). These sectors of economic activity are also among the most criminalised. Politics offers them many incentives and opportunities to expand their business activities. It also provides protection from both the state and the competition, besides enhancing social status. However, these self-declared professional categories should be treated with caution. For one, they are quite broad and vague. The "farmer" category does not distinguish between small and large landowners. Second, some candidates simply choose not to declare any oc-

cupation. Third, it is frequent that a declared profession conceals other sources of income. In the course of years of fieldwork, a number of lawyer-politicians were encountered who owned factories, ran private schools, contributed to their partners' or friends' businesses. For most of them, legal fees were a minor part of their income. Finally, legislation regarding offices of profit pushes many politicians to transfer ownership of their businesses to a family member and declare themselves as social workers. These complexities lead one to think that the actual number of businessmen in politics is probably underestimated. The main lesson here is that at a time when the political class has become more diverse in terms of caste, it has also become more homogeneous in terms of economic background. The success of regional parties in recent years has been based on their ability to attract candidates drawn from local elite groups. This calls into question both the claim that backward politics is emancipatory in nature and that regional parties offer greater diversity and representativeness.

Functioning of both the Rajya Sabha and the Lok Sabhawas disrupted, leading to their premature adjournment for the day. Rajya Sabha saw three adjournments between 11 am and 2 pm, before the final adjournment for the day. Lok Sabhawas adjourned twice before being adjourned till tomorrow at 2.10 pm. In the Lok Sabha, a number of Opposition leaders, including Mallikarjun Kharge (Cong), Sudip Bandhopadhyay (TMC) and Mulayam Singh Yadav (SP), pressed for acceptance of their demand for an Adjournment Motion and debate under a rule that entails voting. They also demanded presence of the Prime Minister during the debate. In response, Home Minister Rajnath Singh said the Prime Minister will speak on demonetisation if the Opposition wanted but the debate should take place, for which the rule will be decided by the Speaker. Singh said it was clear that nobody was questioning the government's intentions over demonetisation or imputing any malafide. Even as he was speaking, opposition members

"A decision has to be taken after proper planning, otherwise its impact is disastrous for people. Over 80 people have committed suicide because of your decision. There is no money in the bank or people's pockets. Farmers, workers have no food. Hawkers and small shopkeepers are crying," she said.

"Whole India is in a bad shape, Modi is sleeping and making big speeches. He is giving us lectures on 'Mann ki Baat' (radio programme)." PTI Kochi, Nov 28: Extending a helping hand, Kerala Police today took necessarysteps to ensure that a hartal called by ruling CPI(M)-led LDF on the demonetisation issue, would not affect a medical emergency in the state. They virtually formed a 'green corridor' to transport a liver from a hospital in Kozhikode to another hospital in Kochi for a transplant. "It usually takes more than five hours to travel between Kozhikode and Kochi but our team of doctors could cover the stretch in two-and-a-half hours. It was possible only because of the great

help offered by police," a spokesperson for the PVS Memorial Hospital here said. The liver of an 18-yearold girl, Keerthana, who was declared brain dead, was harvested at Baby Memorial Hospital in Kozhikode by a team of doctors from the PVS Memorial Hospital, the spokesperson said. They started the journey with the harvested organ at 9.15 am and reached Kochi in two-and-a-half hours, she said. The liver is being transplanted into 65-year-old K V Joseph. Doctors and Joseph's relatives thanked police for the help they extended on the hartal day.

MHA permits NIA to try Azhar, 3 others in Pathankot PTI New Delhi, Nov 28 : Home Ministry has given sanction to NIA to file a charge sheet against Jaish-e-Mohammed chief Maulana Masood Azhar and three others in the Pathankot terror strike carried out on January 2. After receiving sanction under Unlawful Activities (Prevention) Act (UAPA), the NIA will name Azhar, his brother Rauf Asghar, and handlers of four terrorists -Qashif Jan and Shaid Latif in the charge sheet to be filed soon, official sources said. The four terrorists, after entering into India from Bamiyal area of Gurudaspur, had carried out the strike inside the strategic Pathankot Indian Air Force base killing eight people including seven personnel of IAF and NSG. The fresh charge sheet will help India in building pressure on the international community to declare Azhar and his organisation a global terror group under the United Nations' anti-terror laws. The previous attempts were spurned after China exercised its veto power. The charge sheet will name only four terrorists involved in the attack as against six claimed by the NSG. According to the NIA, the terrorists, who were killed after two days of gunfight were identified as Nasir Hussain, Hafiz Abu Bakar,

Umar Farooq and Abdul Qayum and they were residents of Vehari (Punjab), Gujranwala (Punjab), Sanghar (Sindh) and Sukkur (Sindh) districts of Pakistan respectively. The NIA's probe will also included looking into the phone numbers and a conversation that one of the terrorists had minutes before launching the attack besides a video message of Rauf released on Jaish-affiliated website minutes after the strike. In the video message, which was subsequently removed from the website, Rauf had claimed responsibility for the Pathankot attack. The charge sheet will also include evidence of linking the footprints of one of the terrorists obtained from Bamiyal besides matching of DNA sample found from a soft drink can in the hijacked car of Punjab Superintendent of Police Salwinder Singh. The Pathankot terror strike had seen a joint investigation team from Pakistan also arriving in India for carrying out a thorough probe. However, upon their return, the Pakistani team claimed that India neither shared much of evidence nor allowed it to interrogate the personnel involved in repulsing the attack.

During the meeting in Parliament House complex, she briefed Modi on the latest situation in Kashmir Valley which has been witnessing trouble since July, sources said. Mehbooba, who is heading a PDP-BJP coalition government, underlined the need for reaching out to the people of the state and in this regard urged the Prime Minister to initiate state-specific CBMs, they said. The Prime Minister was supportive of her views, they added.

Later speaking to reporters, the Chief Minister said the situation in Kashmir is improving. "I discussed (with PM) how we can apply balm to the wounds of the people of Kashmir and talked about keeping a peaceful environment in the valley," she said. "The situation (in Kashmir) is improving gradually. I am happy that the students sat for the exams despite all this hardship. I congratulate the parents for this," she added. She said people of the country should visit Kashmir and allow the people to Kashmir to welcome them and provide them their services. Kashmir has been witnessing unrest since the killing of Hizbul Mujahideen militant Burhan Wani in an encounter on July 8. Though stone-pelting incidents and other such

forms of violence have stopped, normal life continues to be disrupted in the valley because of the continuous shutdown sponsored by the separatists. The strike, which has been going on for last five months, has been further extended till December 1. To questions on demonetisation, Mehbooba hailed the decision, saying it will benefit the country. "I congratulated the Prime Minister for the decision of demonetisation. This is not an ordinary decision," she said, adding "All those who have illegal money, fake currency have been hit by this move." The Chief Minister said the people will face difficulties for some time. "Whenever there is any drastic decision, some kinds of inconvenience are caused for some time but I believe it will prove historic for the nation," she added. Contending that demonetisation move will lead to the improvement in development for the country, she said, "There was no development for the last 70 years. No proper infrastructure, hospital, roads, water etc. In the coming days the improvement of the country will be speedy because of Prime Minister's decision.

Protests in several states against demonetisation PTI New Delhi, Nov 28 : Normal life was hit in some parts of the country today as non-BJP parties took to the streets and Kerala and Tripura observed a bandh to protest against the Centre's demonetisation move. While the Left constituents called a 12-hour bandh, other parties including Congress and TMC only held protests. JD(U) and BJD did not participate in the protests. Hundreds of workers from various Opposition parties, led by DMK, were arrested when they staged protests across Tamil Nadu. The parties slammed the ban on Rs 500 and Rs 1,000 notes as a "war on rural poor" that was causing "hardship" to the common man. DMK Treasurer M K Stalin, state secretaries of CPI-M and CPI G Ramakrishnan and R Mutharasan respectively, along with a several workers of their parties were among those arrested when they staged protests separately in front of central government offices and nationalised banks, police said. During their protest in the national capital, seven Left parties including the CPI(M) and CPI decried the invalidation of old currency notes as "antipoor and pro-corporate" and demanded that the government let people use these notes until it makes new notes available. Gwalior district Congress President Darshan Singh died of cardiac arrest in Gwalior soon after submitting a memorandum during the 'Jan Aakrosh Diwas' protest. Gwalior Divisional Commissioner S N Roopla said Singh was part of a Congress delegation which came for submitting the memorandum to him.

The Left Democratic Front took out marches at various places with state CPI-M Secretary Kodiyeri Balakrishnan here attacking the Centre for causing 'hardship' to the people in the name of its crackdown on black money. The Opposition Congress-led UDF, which did not participate in the hartal, took out a march to the Raj Bhavan instead to register its protest against the Centre's decision to scrap high value notes and consequent crisis in the state's cooperative sector. Ruling Congress in Karnataka held protests and rallies throughout the state against demonetisation. The protest affected the functioning of both the Houses of Karnataka Legislature, now in a 10-day winter session at Belagavi, as they did not sit today in line with the decision taken by the Business Advisory Commit-

tee (BAC). Life in Bengaluru and elsewhere remained normal with commercial establishments, educational institutions, banks and private offices working as usual and public transport and Metro maintaining their regular services. The state-wide 12-hour strike called by Left parties to in West Bengal failed to evoke much response. Government and private buses, trams and other private vehicles were seen plying on the road while most of the shops and markets were open. The strike call by the Left Front has been opposed by the ruling TMC. Train services of Eastern Railway in Sealdah and Howrah sections, besides Metro Rail services were also normal. Normal life was hit in Leftruled Tripura with schools, colleges and shops remaining closed and vehicles staying off the roads. However, banks were open as they were out of the purview of the bandh. In Maharashtra, Congress and NCP hit the streets though normal life remained unaffected with no disruption to public transport or functioning of offices and businesses in Mumbai and other parts.

Set reminders

Whether you are a student or already in the workforce, various distractions pose a serious threat to your learning productivity. While a couple of minutes here and there spent on social media or other activities seems innocuous at first, the amount of time you actually spend on things that are not essential to your studies add up yearly to precious hours — maybe even days — that you could have otherwise spent productively on your learning tasks. In fact, a 2005 Basex study cites that U.S. businesses lose $588 billion per year due to interruptions.1 On a smaller scale, diversions such as games and social media represent major roadblocks to skill acquisition and mastery.

To help you tune out the noise and focus on your studies, we’ve put together this helpful list of tricks and tools.

Develop a routine and stick to it Whether we like it or not, we live in an ADHD world. Without a set schedule, life can become chaotic rather quickly. To prevent chaos from overrunning your priorities, a Harvard Business Review article suggests adopting rituals in our daily and weekly routines.2 By closely following the rituals you have set, you can maintain focus and work better. As you progress in your course work, you can evolve the rituals that make up your daily routines using different techniques and practices that work better for you.

Find the right place to study or work Picking the right place to study is crucial because it has a major influence on the efficiency of the learning process.3 While you might like to study in your room, you’ll easily be distracted by TV, video games, or fashion magazines lying next to your bed. A coffee shop

might seem like a good option but it can be noisy at times, and if you live in a place like New York City, you’d be surprised at the amount of crazy people that cause commotions in public areas on a daily basis. Be sure to find a quiet and well lit place. If you are planning on spending long hours working or studying, it’s a good idea to make sure that your chair and desk are ergonomically designed for greater productivity. A bad physical setup can mess up both your posture and your work efficiency.

Turn off all electronic devices. While we all love our tablets and smart phones, these gadgets expose us to a world of distractions. Ironi-

cally, many of these devices were meant to save us time but end up wasting valuable time instead. For many people, cell phones have become a “new best friend” that enables them to see what everyone is up to, a highly appealing feature especially for people who lack real human connections. Even if you aren’t actively trying to access your smart phone, you’ll be distracted by notifications, texts, and incoming calls. The bottom line is that your mobile device is the enemy of productivity and you should declare your study space and time a gadget-free zone.

Establish priorities via the CEO & Worker Bee modes. Our friend Chase Reeves from Fizzle has a great theory on working. He proposes that within all of us are two modes of action: our inner CEO and our inner Worker Bee. Your inner CEO is the planner. He or she strategizes, prioritizes what’s important and plans the day. When the CEO is done planning, your Worker Bee comes to life. This is your inner “task rabbit” that carries out the activities set by the CEO.

In that vein, we recommend keeping not one, but two to-do lists. One is a master list of all of your high level priorities, and the other would be your daily to-do list. If you love lists, then you might even want to consider a “Not To-Do” list, that tracks time-wasting activities you should avoid. There’s a couple of cool and useful apps that can help you track multiple to-do lists: Clear(Mac/iOS) and Wunderlist (PC/Android/iOS). You can then get your tasks done one at a time. Remember, multitasking is counterproductive4 despite what every job description says. Don’t do it!

Visualize with paper.

In many contemporary classrooms and workplaces, tablets and computers are beginning to replace pen and paper for note-taking. However, you are better off ditching the keyboard and writing out your notes by hand. It keeps you more engaged and provides a means for visualizing ideas, and questions.

Shut down other windows. When taking any online course and especially when learning a digital skill like online marketing, program-

ming, graphic design and web development, it’s virtually impossible to avoid using your computer. While engaging course materials, studying, or practicing lesson concepts, it is of paramount importance to be diligent in blocking out the potential distractions that exist on your computer: news and entertainment sites, social media, video games, and instant messaging.

For those who lack the self control needed to ward off digital distractions, consider the following apps: Website blockers – Use SelfRestraint (PC) and SelfControl (Mac) to block distracting websites for predetermined blocks of time. Software blockers – Concentrate and Think are two very cool apps (Mac) that help you eliminate distracting software on your desktop. Time trackers – Rescue Time is an awesome app that runs behind the scenes and helps you figure out how you spend your time. Productivity-enhancing tools – Adopt the pomorodo technique, a method of breaking up your work into 25 activity blocks that you can manage and rotate easily. There are a number of pomodoro apps to help you get this done.

Know when to say “No.” When you are learning something new and exciting, it’s easy to take on a lot of coursework, projects, and networking meetings that are relevant to what you are doing. Well and good, but doing so sometimes abruptly leads to situations wherein you find yourself intensely busy yet still facing the dilemma of whether to fit other related activities in your already tight schedule. When taking on new work or meetings, make sure that

It can get him real tired and burned out on studying the subject, abruptly preventing further progress in his learning track. To avoid burnout, set regular breaks into your schedule and think of them as rewards for hard work. When practicing Pomodoro, you’ll have a brief five-minute break every 25 minutes but you should also plan larger breaks every 90 to 120 minutes throughout your day to keep you fresh and alert. Make sure to also schedule “me” time or time with loved ones in the evenings and and on weekends.

Relations have grown increasingly tense since the island's new China-sceptic president Tsai Ing-wen took power in May. The shipment of Terrex Infantry Carrier Vehicles and other Singaporean military equipment has been held in Hong Kong since last Wednesday due to a "request for routine inspections" by customs, Singapore's defence ministry said. Seoul, Nov 28: South Korean President Park GeunHye will not answer questions from prosecutors over a snowballing influence-peddling scandal rocking her presidency, her lawyer said Monday. Prosecutors describe Park and her secret confidante, Choi Soon-Sil, as co-culprits in the scandal. They are accused of coercing top Seoul firms to donate over $60 million to nonprofit foundations, some of which Choi allegedly used for personal gain. Choi was charged last week with coercion and abuse of power. The scandal has sparked nationwide fury, with hun-

dreds of thousands taking to the streets to call for Park's ousting. A parliamentary vote to impeach her could take place as early as this week as a growing number of ruling party politicians back the opposition-led campaign to oust the president. Park earlier vowed to cooperate "sincerely" with the legal probe but has rejected a series of requests in recent weeks by prosecutors to make herself available for questioning. Bajwa will take charge of the world's sixth-largest army by troop numbers from Pakistan's outgoing Chief of Army Staff (COAS) General Raheel Sharif, who paid farewell visits to President Mamnoon Hussain and Prime Minister Nawaz Sharif here on Monday. Sharif and Hussain lauded Raheel's valuable service as army chief and wished him the best for his postretirement life, Radio Pakistan reported. "The military policy will

continue and there will be no immediate change in it (under Bajwa)," Defence Minister Khawaja Asif told Geo News. "The focus will remain on country's eastern border and the armed forces backed by the nation will meet all challenges," he said. "The legacy of General Raheel Sharif would continue in the light of the examples he set," Asif said. The Defence Minister expressed hope that the government and military leadership will continue to work together for the betterment of the country. General Raheel will become the first army chief in more than 20 years to step down at the end of his term. New UN chief says better training needed for peacekeepers Beijing, Nov 28: The United Nations' incoming secretary-general said Monday that he wants U.N. peacekeepers to be better trained and more respectful of human rights, amid pressure on the organization to address a series of sexual abuse allegations. Antonio Guterres, who takes over from Ban Kimoon on Jan. 1, also said the U.N. needs to be more nimble and less bureaucratic. He spoke after meeting with Chinese Foreign Minister Wang Yi in Beijing. China is one of the U.N.'s largest financial backers, and Guterres said it could be an important peace broker in conflicts around the world. Guterres told a news conference that he wants to make sure the different parts of the U.N. "work for the same purpose" without duplicating efforts. He said they also need to be subject to independent public evaluation. The U.N.'s peacekeeping forces need to be better equipped and trained in order to avoid violating the rights of women and children, Guterres said. They also need to be able to better cooperate with regional organizations such as the African Union, he said. The United Nations has been in the spotlight over allegations of child rape and other sexual abuses by its peacekeepers, par-

ticularly in Central African Republic and Congo. Aleppo, Nov 28: Government forces have retaken a third of rebel-held territory in Aleppo, forcing nearly 10,000 civilians to flee as they pressed their offensive to retake Syria's second city. In a major breakthrough in the push to retake the whole city, regime forces captured six rebel-held districts of eastern Aleppo over the weekend, including Masaken Hanano, the biggest of those in eastern Aleppo. On Sunday, the 13th day of the operation, they also took control of the adjacent neighbourhoods of Jabal Badra and Baadeeen and captured three others, the Syrian Observatory for Human Rights said. Inzarat, Al-Sakan al-Shaabi and Ain al-Tall have all returned to regime hands and government forces have made large forays into Sakhur and nearby Haidariya, the monitor said. It said government forces are "in control of most of the northern part" of Aleppo.

"The rebels have lost at least 30 percent of the territory they once controlled in Aleppo," Observatory chief Rami Abdel Rahman said. The regime gains came as its aircraft pounded rebel positions and amid heavy clashes between the opposition and forces loyal to President Bashar al-Assad in the strategic Sakhur district. Masaken Hanano was the first district the rebels took in the summer of 2012 in a move that divided the city into a rebel-held east and a regime-controlled west. Around 250,000 civilians besieged for months in the east have faced serious food and fuel shortages. The Observatory said that nearly 10,000 civilians had fled east Aleppo overnight Saturday - at least 6,000 to the Kurdish-controlled northern district of Sheikh Maksoud, with the rest fleeing to government-held areas. "It is the first exodus of this kind from east Aleppo since 2012," Abdel Rahman said.

Syrian state television broadcast images of a crowd of civilians including women and children gathered around green buses that it said had come to pick them up in Masaken Hanano. One woman was shown pushing a stroller and many others carried plastic bags on their heads as bombardment was heard in the distance. Official media said they were taken "by the army to safe areas". Yasser al-Youssef, from the rebel group Nureddin alZinki, said opposition fighters were consolidating their positions in Sakhur. Sakhur lies on a stretch of just 1.5 kilometres between west Aleppo and Masaken Hanano, now both regimecontrolled. If the regime takes control of Sakhur, east Aleppo would be split in two from north to south, dealing a further blow to the armed opposition. The latest regime push comes after days of intense bombardment on the east, which has been pounded with air strikes, shelling and barrel bombs. On Saturday, dozens of families fled Sakhur and Haidariya as regime raids and artillery killed at least 18 civilians in several districts, the Britain-based Observatory said. At least 225 civilians, including 27 children, have been killed since the government's latest assault on east Aleppo began on November 15. "POS machines will be exempted from 12.5% excise duty and 4% SAD (Special Additional Duty) till March 31, 2017," a source said. A notification to this effect was tabled by Finance Minister Arun Jaitley in the Lok Sabha today amid uproar over the demonetisation issue. The notification "exempts

"Till now, 83 coal mines have been allocated to private and public sector under the provisions of the Coal Mines (Special Provisions) Act 2015. So far, a revenue of Rs. 2,779.36 crore (approx) has already been generated," Piyush Goyal, Minister of State for Coal, Power, New and Renewable Energy and Mines said in a reply to Rajya Sabha. AFP Abu Dhabi, Nov 27 : Nico Rosberg clinched his maiden world title today when he finished second in the Abu Dhabi Grand Prix despite Lewis Hamilton ignoring team orders in his quest to foil the German. The 31-year-old Rosberg concluded the longest season in the sport's history with a nail-biting second place under intense pressure after leader and ultimate race winner Hamilton had slowed the field to create a difficult finish. Hamilton reeled off his 10th win of the season - the most by any driver not to win the title - and the 53rd of his career, but his gamesmanship upset his team and his teammate in the closing laps. His final lap was nine seconds slower than the lap that carried him to pole and was clearly designed to push Rosberg into a vulnerable position as Sebastian Vettel closed in in his Ferrari. Hamilton ignored two instructions from the team to increase his speed at the front, but was unable to create a situation in which Rosberg could be attacked and passed. AFP Bulawayo, Nov 27 : Sri Lanka capped a productive month of cricket in Zimbabwe by lifting the triangular series trophy today, beating the hosts by six wickets in the final. Having comfortably beaten Zimbabwe in both Tests in Harare at the start of November, Sri Lanka added another trophy to their haul as half-centuries from captain Upul Tharanga and Kusal Mendis saw them chase a target of 161 with more than 12 overs to spare. Although regular skipper Angelo Mathews and Dinesh Chandimal missed the entire tour due to injury, Sri Lanka rarely felt their absence as they lost just one game in the process of clinching the tri-series, which also involved the West Indies.
