Hope for 'bomb threat' student Phnom Penh, Oct 7: Interior Minister Sar Kheng is seeking the legal means to engineer the acquittal of a student who threatened in a Facebook post to bomb a graduation ceremony he was scheduled to attend. The student, Tao Savoeun, wrote a letter to the minister on Monday, apologising and pleading for mercy. Sar Kheng read the letter yesterday, said ministry spokesman Khieu Sopheak, and the minister is consider-

Manmohan Singh seeks early hearing of appeal in coal scam case ANI New Delhi, Oct. 7: Former Prime Minister Dr. Manmohan Singh has sought an early hearing in the Supreme Court on his appeal filed against a trial court summoning him as an accused in the coal scam case. Dr. Singh had earlier told the CBI that he cannot be held responsible for the allocation of coal blocks, as he had many other issues to

worry about when he was holding additional charge of the coal ministry. The former prime minister said it was then coal secretary P.C. Parakh's responsibility to highlight the guidelines of allocation to him if these had a bearing on the decisions to be taken as coal minister, a portfolio he held in 2005 when the allocation of a coal block for Hindalco was discussed.

Former Jharkhand chief minister Madhu Koda had earlier sought the summoning of Dr. Singh as an additional accused in the A m a r k o n d a Murgadangal coal scam case, claiming there was no evidence to show his complicity in the allocation of the said coal block to firms of the Jindal group. The CBI had last month told

a special court that there was "no prima facie evidence" against Dr. Singh to summon him as an accused. The massive irregularities in the allocation of coal blocks came to light in 2012 after the national auditor said that a notional amount of Rs. 1.86 lakh crore had been lost with blocks being distributed without a transparent bidding process.

Karachi, Oct 7: The Competition Commission of Pakistan (CCP) has ordered the chief executive officers of private airlines to submit information about what it called the recent unreasonable increase in air fares and appear before an inquiry committee on Thursday. The order was passed on Tuesday as part of the inquiry initiated under Section 37 of the Competition Act into the alleged unreasonable increase in air fares by private airlines which apparently had taken advantage of the cancellation of PIA's flights on domestic routes because of a deadlock between its management and the Pakistan Airlines Pilots' Association. Through the inquiry, the CCP will investigate the possible abuse of dominant position or collusion among the private airlines to raise their air fares.

Volkswagen to start largest recall in Jan post emissions scandal ANI Washington D.C., Oct 7: German car manufacturer Volkswagen will initiate the largest recall in its company history in January, following the emissions scandal that knocked 25 billion dollars from its market value. Muller said that if everything went as planned, the company would start recalling affected vehicles in Europe in January next year. Muller believes all the cars would be fixed by the end of 2016. However, a spokesperson for Volkswagen America said that Muller's statement was only in reference to cars sold in the European Union. Roughly 488,000 out of 11 million dieselpowered vehicles affected worldwide are in the US.

Wrong to blame India for blockade on the border: NPS ANI Kathmandu, Oct. 7: The Nepal Sadbhavana Party(NPS) on Tuesday criticized the local media reports and other people who blamed the Indian counterpart for its involvement in the blockade of several freight trucks on the border. "The Blockade has been done by Madhesi people. The people of Madhesh have sat on the border. This is being done to malign India by anti-India people in Nepal and it won't affect our relationship with India, there is nothing to worry about," President NPS, Rajendra Mahto told.

Section 153A deals with promoting enmity between different groups on grounds of religion, race, place of birth, residence, language and doing acts prejudicial to maintenance of harmony, while section 188 deals with disobedience to order duly promulgated by public servant. ing ways the student might be granted clemency. "Samdech [Sar Kheng] read the letter and he is considering this case, because he has not filed the complaint against the student," Sopheak said yesterday. "He has not accused the student. We are finding a legal procedural way [to help him]." Tao Savoeun, 26, was arrested on September 28, shortly after getting his bachelor's degree in business management from the University of Southeast Asia in

Siem Reap. Angry with the minister because of changes to the graduation ceremony date, which interfered with his work schedule, Savoeun posted that he would "place a bomb to kill everyone" at the graduation on his Facebook account. In his letter from Siem Reap Provincial Prison, Savoeun said that he acted with a "lack of consideration and bad temper." But, he added, he did not commit any actual crime. Savoeun's par-

ents also posted a video clip on his Facebook wall, begging Sar Kheng for the student's release. "It's his mistake. Please release him," said Savoeun's mother, Hin Kien, who said the family depends on her son's income. Savoeun's case followed on the heels of the recent announcement of a new "anticybercrime" department within the Ministry of Interior tasked with monitoring online activity. (Agencies)
