Congress leader Ghulam Nabi Azad on Monday alleged that the Bharatiya Janata Party (BJP) has murdered democracy by recommending President's rule in Arunachal Pradesh. Azad, who is the Leader of Opposition in Rajya Sabha, alleged there is a huge difference between the Governor's rule in Jammu and Kashmir and Arunachal Pradesh. "Jammu and Kashmir got the Governor's rule in compulsion because no party was ready to form the government. But the Congress had two-third majority in Arunachal Pradesh. There (in Arunachal), the Bharatiya Janata Party itself created defection, created differences and after creating crisis, they declared a crisis situation and justified the Governor's rule," Azad said. After reading three paragraphs, Mr. Acharya fast-forwarded to the end of his 114page speech and concluded his address to the House, which assembled to pass a Vote-onAccount Budget for the first six months of the next fiscal.

Meanwhile, Assam Chief Minister Tarun Gogoi has alleged that BJP and some other parties are trying to incite communal tension in the state ahead of the Assembly polls.

Nearly 1,450 cadres of different militant groups were arrested across the state last year and a huge cache of arms and ammunition seized, Governor Padmanabha Balakrishna Acharya informed the Assembly.

"The security forces also recovered 577 assorted arms, 15,515 rounds of live ammunition, 58 IEDs, 307 grenades, 144 kg of explosives, 2,979 detonators and cash amounting to Rs 29,85,510 from different extremist elements," he added.

"During 2015, the security forces apprehended 1,449 cadres of different militant groups," Acharya said in his address to the House on the first day of the February Session. The Governor's speech, which was disrupted due to interruption by a united op-

Acharya also said 58 militants and 10 civilians were killed last year in encounters, while 49 other people were kidnapped in extremist-related incidents. "Identification of one module of JMB in the state in the wake of the blast in

Khagragarh, Burdwan district, West Bengal, led to the arrest of 30 members of the module from Barpeta, Nalbari and Chirang districts of Assam as well as recovery of 10 bombs," he added. Acharya said efforts are going on to apprehend the remaining members of the module. Currently 13 militant groups are on the path of joining the mainstream after laying down their arms, he said. "My government would also like to appeal to Shri Paresh Baruah and his faction of the ULFA and other insurgent groups to give up the path of violence and come

Assam Chief Minister Tarun Gogoi today presented a Rs 33,687.43 crore interim Budget for the first six months of 2016-17 financial year urging the Centre for more support to tide over the state's financial crisis. "To defray the obligatory and other necessary expenses, I seek Vote-on-Account on the demand for grants for an aggregate amount of Rs 33,68,743.21 lakh for the period from 1st of April, 2016 to 30th September, 2016," Gogoi said during his presentation speech in the assembly. Gogoi, who is also the Finance Minister, presented the interim Budget as the five-year term of his government will expire on May 15 and Assembly polls are due in the coming few months. He said the development of the state must be facilitated by the Central government "in the true spirit of cooperative federalism". "We hope and expect that our state will get the much needed support from the Central government in this regard," Gogoi said. He, however, criticised the Centre saying there has been a fund crisis as a result of abrupt change in policy decisions initiated by the present NDA government in 2014, including abolition of the Planning Commission.

"Although Planning Commission has been replaced by NITI Aayog, which is stated to be a purely advisory body, it has failed to give clear cut guidelines to the states for preparing it's Annual Plan. As a result, special category states like Assam have been facing serious problem of plan fund crisis," he said. Gogoi also said less budgetary provision of some central schemes and changing of funding pattern in some schemes to a higher level of state share from 90:10 earlier have led to fund crunch.

The Chief Minister informed that the provisional collection of sales tax till December 2015 stood at Rs 6,190.74 crore as against Rs 5,783.87 crore in the same period last fiscal. "VAT collection of the department during 2014-15 was Rs 6,859.24 crore as against Rs 6,288.54 crore during 2013-14 showing an increase of Rs 570.70 crore," he added. In the current fiscal up to November, the excise collection stood at Rs 463.66 crore, in addition to Rs 275.45 crore collected as liquor VAT, a rise of 13.84 per cent over the same period last fiscal.

Silchar-Sealdah Kanchanjunga Express began operations A Staff Reporter Guwahati, Jan 1

The Silchar-Sealdah Kanchanjunga Express began operations on Monday, meeting a long-standing demand of the people to link southern Assam with adjoining states including Tripura. North Frontier Railway spokesman Jyoti Sharma said in a statement that the tri-weekly train will also pass through Guwahati, Assam's main city. On the first day, the 19-coach train left Silchar in southern Assam at 9 a.m. It will halt at 34 stations including Guwahati, New Bongaigaon, New Coochbehar, New Jalpaiguri, Malda Town, Bolpur Shantiniketan and New Alipurduar. It will cover 1,345 km in 32 hours. Southern Assam, comprising four important districts, was brought on the broad gauge rail map on November 21 last year

when Railway Minister Suresh Prabhu flagged off the inaugural passenger train. The 437-km Lumding-Silchar and Badarpur-Agartala gauge conversion work was sanctioned in 1996. It was declared a national project in 2004, thereby ensuring uninterrupted funding from the general budget. In the first phase, the 210-km Lumding-Silchar gauge conversion project was completed early last year, and in the second the 227-km Badarpur-Agartala gauge conversion was undertaken. It was to be completed in March but was completed three months earlier. The Tripura capital is now connected with the country's broad gauge railway network through Guwahati -- a distance of around 600 km. This railway connectivity is the lifeline for millions in Tripura, western Manipur and eastern Mizoram besides southern Assam.

Is weak administration encouraging Meghalaya’s infringement? Sushanta Roy Diphu February 1: Systematic infringement on territory of West Karbi Anglong bordering Meghalaya by the neighboring state in organized technique; continuous effort since last 25 years have practically misshapen a vast area of Assam, it will be very difficult in establishing Assam’s claim in such areas in future. Due to rapid developmental activities of Meghalaya the growth striven people of the border who have remained in primitive condition so far within perimeter of Assam have in fact welcomed the activities ignoring the ulterior expansionism motive of the adjoining state. Indistinguishable population in either side of the boundary has helped Meghalaya in carrying out construction of road, school, low cost house, sanitation system, medical facility, power, transportation etc.

One will have to consume a bitter truth in this whole unpleasant episode, in last 60 years both Assam government and the Karbi Anglong Autonomous Council has done precious little to deliver minimum resources necessary for survival of civilized livelihood of human. Till today maximum bordering areas are not connected through road, drinking water, electricity, school, hospital are next to lavishness for those people. Weak and unenthusiastic administration of Hamren sub division since last few years have encouraged the Meghalaya authority to intensify their encroachment under the cover of development, but this bare truth has been grossly denied by the civil administration of Hamren so far. “The consequences of callous administration will have to be consumed by the people of Karbi Anglong Autonomous district whose hard

earned territory has been allowed to be seceded to neighboring state by Assam governments administration as Karbi Anglong Autonomous Council does not control the police and administration” said Horen Kro Nihang a resident of Donkamukam, Hamren. Primarily the hilly areas covered within the Block-1 and Block-2 of Hamren have remained center of discord after separation of Meghalaya from Assam, both Assam and Meghalaya have kept its claim alive over this territory. In absence of a proper surveyed polygon (map) of Karbi Anglong and distinct border demarcation by a competent authority like Survey of India, solution of boundary dispute seems to be a distant dream. After successive intrusion of Meghalaya last year including plundering pine forest and construction of road deep inside West Karbi Anglong, a feeble resistance was put up by the

Sub divisional administration of Hamren which was followed by a joint meeting of government officials of both the state where it was decided that the territory of about 26 kilometer considered to be disputed, (contagious with the border) will be under surveillance and if Meghalaya or Assam government carries out any construction in border area it will have to intimate the authority ahead. The whole bargain has in fact given the Meghalaya a kind of legal consent for continuing with their construction work, as chances are very remote if at all Assam government or KAAC authority takes up any infrastructure development work in boundary areas. If the situation is allowed to continue, soon Assam may lose all practical claims in vast area bordering Meghalaya except in legal document, there will be no trace of the parent state in the occupied areas.

'Political appointee' Rajkhowa was harassing Arunachal Govt.: Tuki Contd. from Page 1

Tuki emphasized that the former governors worked in close coordination with the state government. "The governor's role is defined by the law. But whosoever is posted to Arunachal Pradesh should be a neutral one in my opinion. Earlier, General JJ Singh was posted. He served there for five years and he made team Arunachal Pradesh. He was very good to the people of Arunachal Pradesh. He was a neutral person and did excellently well," he said.

Tuki further said a 'politically appointee' Governor Rajkhowa made a political statement criticizing the state government just after the swearing-in ceremony. "And after two days, he wrote a letter to the state government to give detailed information regarding what is functioning in the state. And on an everyday basis, there were lots of reports, inquiries, observations, explanations, so many questions he raised. So, our officers and officials were busy in replying to his queries. It was almost harassing the government and government officials," he added.

The former chief minister reiterated that the Governor behaved badly with them. "Yes, it was told earlier also. And how the camera was fixed in the meeting room, it had never happened in the past. How the security people had gathered? How our ministers were being frisked and their security was being checked?" he said. Tuki's remark came hours before the apex court will hear the petitions filed by the Congress Party challenging the imposition of President's rule in Arunachal Pradesh.

A five-judge bench headed by Justice J.S. Khehar had earlier on Wednesday posted the matter for today. The Centre had filed an affidavit in the Supreme Court on Friday to justify the imposition of President's rule. The affidavit, filed by Ministry of Home Affairs, claimed that there was complete breakdown of governance and law and order in the state. The Centre told the apex court that Arunachal Pradesh has been witness to recurrent insurgency as well as attempts by China to claims large parts of its territory. The affidavit also re-

ferred to six reports forwarded by the Governor to the President and to the Ministry, corroborating the reasons for proclamation of Emergency and maintaining that there was political instability in the state and a war-like situation. The affidavit was settled by Attorney General Mukul Rohatgi, who was asked by the five-judge constitution bench to respond to the petitions challenging the imposition of central rule. The petitions include the plea of Rajesh Tacho, the chief whip of Congress Legislature party in the state assembly which is now kept under suspended animation.

Under Article 361 of the Constitution, no notice can be issued to either the President of India or Governor of that state for anything done by him under the discharge of his duties," Jain added. Congress, its allies imposed President rule several times when in power: Venkaiah Naidu PTI New Delhi, Feb 1: Union Urban Development minister M Venkaiah Naidu today said the Congress and its allies had imposed president's rule on several occasions when they were in power. Reacting to the criticism on the imposition of President rule in Arunachal Pradesh, Naidu said the opposition party (Congress) does not have moral right to question the intentions of the (present) NDA government. Reading out statistics, Naidu said, "During Jawaharlal Nehru's rule eight times, Lal Bahadur Shastri once, Indira Gandhi about 50 occasions, during Charan Singh who was supported by Congress, VP Singh, Chandrasekhar and Raji Gandhi rule (together) 6 times, during PV Narasimha Rao tenure 11 times, Deve Gowda once and Manmohan Singh regime had imposed president rule on 12 occasions. What moral right does the Congress have to question the NDA Government on imposition of President rule in Arunachal Pradesh". Explaining the circumstances that led to imposition of President Rule in the northeastern state, the minister said there was constitutional crisis in that state as the Assembly was not convened within six months from the last session. "In Arunachal Pradesh, due to constitutional crisis, President rule was imposed. There, the

Speaker has locked the Assembly to prevent the session from taking place. Ministers and MLAs tried to attack the (state) Governor. They abused him. "There the government lost majority. Assembly has to be convened in six months that did not take place," he said. Naidu said the present NDA Government has imposed President Rule on three occasions in the three different states Maharashtra, Jammu & Kashmir and Arunachal Pradesh. President Pranab Mukherjee had earlier this week given assent to the Union Cabinet's decision to impose central rule in Arunachal Pradesh. On issuing ordinances, the minister said the Congress Government had issued 456 ordinances during the last 50 years. Replying to a query on the demand made by Congress Vice President Rahul Gandhi to make a special legislation to end discrimination in educational institutions, Naidu said, "there is no necessity for Bill. All you must have is political will" Meanwhile, Naidu took a dig at MIM Party chief Asaduddin Owaisi's for his comments supporting the agitating students of the Hyderabad Central University, who are protesting over the suicide of Dalit research scholar Rohith Vemula. "Owaisi talking about secularism is joke of the century," the Minister quipped.

support enjoyed by our party at the Mela Ground in Kalimpong and that is why he is labelling our party president's remarks based on historical documents anti-national ‌ Is making use of one's fundamental right to free speech and referring to historical truth anti-national? We want to ask Dr. Harka Bahadur Chhetri," said Tamang. The Morcha said

Chhetri's remark also appeared to be driven by fears that his lie on the Kalimpong district formation could be exposed. "Our party has for a long time been in favour Kalimpong district and if Kalimpong district is formed, our party will be the most happiest‌ However, there are historical obstacles to (the formation of) Kalimpong district and Chhetri's claims on the district issue smells of political conspiracy. We feel the declaration of Kalimpong district is a political one," he said.Mg to Tamnag's statement, MLA Chhetri said Kalimpong is a sovereign Indian territory over which Bhutan has no claims and iterated that Gurung's statement was "anti-national". Kolkata, Feb 1: Army jawan Saiful Alam saved many lives in his two decades of service and now after retirement, he has found another way to rescue those in trouble by being part of a small battalion of ex-servicemen who respond to a medical emergency whenever a senior citizen presses the alarm button on his smartwatch. "My life has not changed after retirement. I still feel like an army jawan as I am serving a very important section of the society," the 40-year-old retired jawan, who has joined a Kolkata- based start-up 'Support Elders' said. Led by entrepreneur Apratim Chattopadhyay, the social enterprise specialises in providing at-home support for elders who live alone in the city and on the outskirts.

Their services include medical emergency alert solutions under which uniquely customised smart wrist watches are given to their members. Running on a phone SIM card, the watch has an alarm button, which can trigger an SOS to their 24/7 call centre. "The watch, imported from America, is such that you can also talk to us. The GPS tracking technology helps us find the exact location of the person if he or she is unable to talk under extreme medical emergencies," Chattopadhyay said. Besides falling sick, elders also suffer the risk of a fall in bathrooms or on the staircase. In all such cases, they need immediate medical attention but those living alone or with an equallyold spouse, often find themselves helpless. At this point, the brigade of ex-jawans is the first one to respond. (Agencies)

3 years' delay in clearing ILP GNLA ultras held in damage suit worth Rs 31 cr Chokpot raid Shillong, Feb 1: While the State government has withdrawn all the 92 cases filed during the 2013 ILP related agitations against the leaders of the pressure groups, there is a long wait for the conclusion of the case of over Rs 31 crore damage suit filed by the government, which has been pending before the Special Court, constituted almost three years ago.A government advocate dealing with the case said on Sunday that the matter has been fixed for evidence by the Special Court. He also said that there

are more than 100 witnesses including deputy commissioners, superintendents of police and other police personnel in the list provided to the Special Court as part of the damage suit. The State government had filed two categories of cases, one criminal case under Meghalaya Maintenance of Public Order (MMPO) Act and another, over Rs 31 crore damage suit for causing destruction to properties, both public and private during the ILP agitations sponsored by 14 pressure groups in 2013. While

the State government had dropped as many as 92 cases under the Meghalaya Maintenance of Public Order Act on a fast track mode buckled under pressure from protestors, there was undue delay on disposing of the damage suit of over Rs 31 core due to one reason or other, sources said.According to sources, the transfer of Judges from the district court in December last year has slowed down the case as the earlier Judge R. Rymbai, who was heading the Special Court, was also transferred.

Another Judge D.S. Marbaniang is currently heading the Special Court. The delay in submission of government witnesses to the Special Court was another reason for the delay, sources said, while adding that there was no hearing of the case for the last several months.Out of the 14 pressure groups, those who are contesting the damage suit include All India Garo Union (AIGU), Civil Society Women's Organisation (CSWO) and Synjuk Ki Seng Samla Shnong (SSSS). BJP has 'murdered democracy' in Arunachal: Congress New Delhi, Feb. 1: Congress leader Ghulam Nabi Azad on Monday alleged that the Bharatiya Janata Party (BJP) has murdered democracy by recommending President's rule in Arunachal Pradesh. But the Congress had two-third majority in Arunachal

Pradesh. There (in Arunachal), the Bharatiya Janata Party itself created defection, created differences and after creating crisis, they declared a crisis situation and justified the Governor's rule," Azad said. "It was pure fraudulence and undemocratic. The BJP has murdered the democracy by imposing the Governor's rule," he added. The Supreme Court will today hear the petitions filed by the Congress Party challenging the imposition of President's rule in Arunachal. A five-judge bench

Congress leader Ghulam Nabi Azad headed by Justice J.S. Khehar had earlier on Wednesday posted the matter. The Centre had filed an affidavit in the Supreme Court on Friday to justify the imposition

of President's rule. The affidavit, filed by Ministry of Home Affairs, claimed that there was complete breakdown of governance and law and order in the state.

The Centre told the apex court that Arunachal Pradesh has been witness to recurrent insurgency as well as attempts by China to claims large parts of its territory. The affidavit also referred to six reports forwarded by the Governor to the President and to the Ministry, corroborating the reasons for proclamation of Emergency and maintaining that there was political instability in the state and

a war-like situation. (ANI)

Pakistan to seek more proof from India on Pathankot attack: Report Islamabad, Feb 1:With no headway made in the probe into the Pathankot terror attack, Pakistan plans to seek more evidence from India, a media report said today, days after Prime MinisterNawaz Sharif said the outcome of the investigation into the assault would be made public soon.A Pakistani government team investigating the Pathankot airbase attack will ask the foreign ministry to seek more evidence from India."The team has almost completed its investigation into five cellphone numbers (allegedly used for making calls from Pakistan to India) provided by the Indian government. No further leads were found from these numbers because they were unregistered and had fake identities,".

"The probe is not heading further. The team needs more evidence. Therefore, it has written to the government to speak to India and appraise it of the situation and demand more evidence to move forward in investigation here," he said.Answering a question about the people, including banned Jaish-eMohammad (JeM) chief Maulana Masood Azhar, detained in connection with the Pathankot incident, the source said, "Let first more evidence come from India."Sharif had formed the six-member investigation team headed by the Additional Inspector General of Punjab's Counter- Terrorism Department (CTD) in the second week of January to look into India's allegations that the JeM was behind the January 2

Security personnel guarding at a position inside the Pathankot Air Force base after the end of the military operation against militants attack. The team headed by AIG Counter Terror Department, Punjab Rai Tahir has so far held two meetings. The prime minister told reporters in Lahore on Saturday that the investigation was underway and its findings would be made public. we will bring them forth before everyone," he said, adding that Pakistan would go to "any length" to uncover the alleged use of its soil in the Pathankot attack."It is our responsibility to uncover if our soil was used in the attack. We will do this and the ongoing investigation will be

completed soon," he said.Meanwhile, law enforcement agencies have not produced before court any of the suspects arrested in connection with the attack over the past two weeks since their detention. The government has not disclosed the number of suspects detained. Nawaz Sharif Islamabad, Feb 1: The possibility of Pakistan-India talks being held in the first week of February now seems to be mostly unrealistic, a leading daily said on Monday, wondering: "Will it take a surprise visit to India by Prime Minister Nawaz Sharif to

get the talks back on track?" An editorial, "Dialogue with India", in The News International said if talks between India and Pakistan are delayed, there is no saying when they will restart. This was seen last summer too after high-level talks

between the National Security Advisers of both countries was called off at the last minute. "It took a rather unorthodox visit to Lahore by Indian Prime Minister Narendra Modi to set a talk's timeline once again. This was, as we know, disrupted by the Pathankot attack, which Indian officials blame on elements based in Pakistan," said the daily. Pakistan launched a "minicrackdown on the Jaish-eMuhammad and asked to join the investigation of the Pathankot attack. The hope was that these measures would result in confidence building and allow the talks to be restarted on an immediate basis". The daily said that

while talks are ongoing with India for convening a meeting of foreign secretaries to start what is being called a 'Comprehensive Bilateral Dialogue', it seems the tendency is to rather play to the gallery instead. "The possibility of talks being held in the first week of February now seems to be mostly unrealistic." It went on to say that one must hope the delay is not going to be as long as we have seen in the past. Noting that Pakistan has suffered more than India in the war on terrorism, the editorial said that while our priorities may not have always been in the right direction, there have been serious attempts at building

regional cooperation on the issue of terrorism over the past years. "Blaming each other will only lead to a failure of this budding cooperation and, in the long run, strengthen the hands of terrorists who prey on the mistrust India, Pakistan and Afghanistan has of each other." The daily wondered: "Will it take a surprise visit to India by Prime Minister Nawaz Sharif to get the talks back on track?" "This past Saturday, PM Nawaz promised that Pakistan would soon complete its investigation into the Pathankot attack. This would go a long way towards reviving talks between the two countries." Choi Son-hui, North Korea's deputy chief to the long-stalled six-party talks on the North's nuclear program, made a stopover in Beijing on his way to Germany to attend a seminar, the source said. South Korea and the United States have called on China, which keeps North Korea's economy afloat as a key supplier of food and oil, to back tougher U.N. sanctions against the North for its latest nuclear test on Jan. 6.China's reaction to such calls has been lukewarm. Many analysts believe that China's Communist Party leadership won't exert enough leverage on North Korea because a sudden collapse of the North's regime could threaten China's own security interests. 2016: The Year of the Commodities Buyer Kapu quota stir Andhra Pradesh turns violent The Indian Caste based reservation system and the arguments related to it have been the subject of electoral promises, books, national debates, forum discussions and bar fights. Since the past is the primary focus, these exercises hardly result in anything productive. Seeking quota benefits under Backward Class (BC) category, the Kapu community members resorted to violence on Sunday, setting a train, police station and police vehicles on fire, and blocking road and rail traffic for several hours at Tuni, in East Godavari district. As their agitation threatened to spread across the 13 districts of Andhra Pradesh, the powerful community gave a call for an indefinite "rasta roko", unless the TDP government releases a Government order for including Kapus in the backward classes list so that they can get the benefit of reservation in education and employment. In the 2014 general elections post-bifurcation, Kapus, who constitute 23.4 per cent of the coastal Andhra population, supported the TDP after Naidu promised to include the community in BC category. After delaying for several months, the TDP government last month appointed a judicial commission to look into the issue. Kapu leaders said they were classified as BC until 1960, when their status was changed and quota benefits revoked. The stir turned violent today with agitators setting four coaches of Ratnachal Express on fire at Tuni railway station near Kakinada in East Godavari district, severely disrupting train traffic on the Vijayawada and Visakhapatnam section. According to sources, Chandrababu Naidu is solely responsible for present situation as he has driven Kapus to streets in frustration by giving them false promises of inclusion in BC category. On the other hand, Padmanabh demanded that the government should immediately issue two GOs (Government Orders) including one granting the Backward Class status to the community and another sanctioning Rs 1000 crore to the State Kapu Welfare and Development Corporation. Kapus are mainly concentrated in the coastal districts and Rayalaseema regions, besides in North Telangana. Meanwhile, the Chief Minister also said on the basis on the report of the commission, reservation benefits would be extended to the community without exceeding the total reservation by 50 per cent as per the decision of the Supreme Court. The Caste based reservation system is a inconclusive debate with no clear cut lines. There is little evidence that it has made a difference to the poor over the forty years of practicing it, but the system cannot be scrapped or changed easily as the social disadvantages remain a contentious issue.

Corruption in India The hurdle to development Corruption in India is a major issue that adversely affects its economy. A study conducted by Transparency International in year 2005 found that more than 62% of Indians had firsthand experience of paying bribes or influence peddling to get jobs done in public offices successfully. In its study conducted in year 2008, Transparency International reports about 40% of Indians had firsthand experience of paying bribes or using a contact to get a job done in public office. India has been ranked at 76th position in public sector corruption out of 168 countries in the Transparency International Corruption Perceptions Index 2015, improving its slot from 85 in 2014 and 94 in 2013. Although corruption is still rife globally, more countries improved their scores in the 2015 edition of the corruption index, a Transparency International (TI) statement said. Overall, twothirds of the 168 countries on the 2015 index scored below 50 points on a scale from 0 (perceived to be highly corrupt) to 100 (perceived to be very clean). The big decliners in the past four years include Libya, Australia, Brazil, Spain and Turkey. The big improvers include Greece, Senegal and Britain. Denmark remained at the top of the index, a closely watched global barometer, for the second consecutive year as the country perceived as least corrupt. It scored 91 points, while North Korea and Somalia remained at the bottom with unchanged scores of 8. The US rose one spot this year to 16th place with a score of 76, tying with Austria. The UK rose three spots to place 10th, with a score of 81 that tied it with Germany and Luxembourg. The other top spots, from second to ninth, were occupied by Finland, Sweden, New Zealand, Netherlands, Norway, Switzerland, Singapore and Canada. Brazil and Turkey were among nations that tumbled the most amid an ongoing scandal at state oil company Petroleo Brasileiro SA and Turkish president Recep Tayyip Erdogan's expanded bid to shore up power. Brazil slide to 76th place, sharing its position with India, down from 69th last year. Turkey fell two spots to 66th, continuing its descent from 53rd place in 2013. Corruption can only be beaten if we work together. To stamp out the abuse of power, bribery and shed light on secret deals, citizens must together tell their governments they have had enough. Most of the largest sources of corruption in India are entitlement programmes and social spending schemes enacted by the Indian government. Examples include Mahatma Gandhi National Rural Employment Guarantee Act and National Rural Health Mission. Other daily sources of corruption include India's trucking industry which is forced to pay billions in bribes annually to numerous regulatory and police stops on its interstate highways. Indian media has widely published allegations of corrupt Indian citizens stashing trillions of dollars in Swiss banks. Swiss authorities, however, deny these allegations. The Indian media is mainly owned by corrupt politicians and industrialists who also play a major role in most of these scams, thus misleading public with wrong information and using media for mudslinging against their political and business opponents. Moreover, if corruption levels in India were reduced to levels in developed economies such as Singapore or the United Kingdom, India's GDP growth rate could increase at a higher rate annually.

U.S. oil prices crashed below $27 a barrel on January 20, their weakest level since May 2003, on news of rising U.S. crude inventories that have added to a global supply glut. This compares to the record $147 a barrel reached in 2008 on the back of surging demand from China, which now consumes around 12 percent of the world's oil, second only to the United States. Although reports of a possible deal to cut production between Russia and OPEC helped Brent crude prices rally to reach $33 a barrel on Wednesday, analysts remain bearish on the short-term outlook. Commodities Slide Meanwhile, all of the World Bank's main commodity price indices are expected to drop this year due to "persistently large supplies, and in the case of industrial commodities, slowing demand in emerging market economies," it said. According to the bank, non-energy prices are expected to slip by 3.7 percent in 2016, with metals dropping by 10 percent after a 21 percent fall in 2015 due to weaker demand from emerging economies and increased supply. Agricultural prices are also predicted to decline by 1.4 percent, with decreases expected in almost all of the main commodities, "reflecting adequate production prospects despite fears of El Nino disruptions, comfortable levels of stocks, lower energy costs, and plateauing demand for biofuel." "Low prices for oil and commodities are likely to be with us for some time," the World Bank's senior economist John Baffes said. "While we see some prospect for commodity prices to rise slightly over the next two years, significant downside risks remain." With emerging market economies such as China the main sources

The influence of emerging markets is shown by the fact that from 2010 to 2014, the BRICs accounted for 20 percent or more of global gas and oil production and 40 percent or more of global coal and grain production, while their commodity consumption has grown to reach 40 percent of global primary energy and food commodity consumption and more than 50 percent of

"It takes time for the benefits of lower commodity prices to be transformed into stronger economic growth among importers, but commodity exporters are feeling the pain right away." The panic has also reached the bond market, with the spread between high-yielding "junk" energy bonds and safe-haven U.S. Treasuries reaching its widest this month, fueling concerns of a spillover into credit markets, according to the Australian Financial Review.

Deloitte Australia's national director, oil and gas, Geoffrey Cann says the eventual price recovery could be rapid, once the supply-demand imbalance is rectified. "When supply finally falls below demand (and in my view that will not be in 2016), prices should snap back in a big way. All new developments that would bring fresh oil supplies to market in 24-36 months time have stalled, and demand continues to grow, albeit slowly, teeing up a supply shortfall," he said. "Maintenance capital for existing production has been curtailed. So many people have left the industry that recruiting them back will take time. The recovery should therefore be swift and vigorous."

Turmoil in Assam Nagaland Border

Sir, Time and again, the Nagas wrecked havoc in the border areas of Assam and Nagaland well within Assam. the Naga goons make gradual encroachment into Assam's Territory - intimidating the inhabitants with guns or other deadly weapons. Meanwhile, these goons killed number of Assamese residing in the border areas. All these oppressions on the people of Assam in the border areas by the Nagas are not enough to drive home the burning issue to the 'Home' ministry. The ministry is always in slumber that wakes up only when something serious happens in the border areas. A news paper report suggests that some Nagas entering the Geleky reserves hewed down valuable trees-denuding some portion of the reserves for cultivating tea and rubber. The Police always arrive at the spot late and thereby allowing the situation assume alarming proportion. It is the sheer inaction of the civil administration which for reasons best known to it press their force into action like a slow coach. What the people fear that the way Nagaland is maintaining its aggressive policy by illegally occupying lands within Assam, time is not far, it will de-

mand Sivasagar, Jorhat and Golaghat as territories within Nagaland. The 'Home' ministry's inertia already had done much damage to the people of the border. What is the worth of a 'Home' minister who cannot provide protection to the people of the state?

Book Review: Sharad Pawar's autobiography could've been more than just a political memoir But nonetheless recommends it as a must-read for anyone interested in politics, feels Dhaval Kulkarni. Book: On My Terms: From the Grassroots to the Corridors of Power Author: Sharad Pawar Publishing House: Speaking Tiger Pages: 280 Price: Rs 699 VS Naipaul could well have been referring to memoirs by politicians when he said the autobiography of a writer will always have an incompleteness. For a man whose brush with politics began when he was just three days old, cradled in the arms of mother Sharadabai while she attended a general body meeting of the Pune local board of which she was a member, Nationalist Congress Party (NCP) chief Sharad Pawar's autobiography seems curiously incomplete. This, from a man who is lauded by his followers as "the best prime minister India never had" and has been in the thick of politics in Maharashtra and Delhi for five decades, is disappointing. Apart from

a political memoir, On My Terms: From the Grassroots to the Corridors of Power could have been a ringside view of Maharashtra's changing socio-economic realities. The former Union agriculture minister has changed his stance almost every decade-became MLA in 1968, joined the Congress under Brahmanand Reddy but split and became the youngest chief minister of Maharashtra in 1978, merged his outfit with the parent party in 1986, was expelled, formed the NCP and patched up in 1999 and again walked out on the Congress before the 2014 state polls. With this book, he seems to have lost out on an opportunity for introspection. One misses his views on the NCP's humiliating defeat in the 2014 assembly elections, allegations of corruption against his party members, including nephew Ajit, with whom Pawar's relationship is said to blow hot and cold, the rise of Narendra Modi and the leadership of Congress scion Rahul Gandhi. Despite these drawbacks, however, the book is a must read for any student

of politics. From the larger perspective, politicians and policy makers penning their memoirs must be welcomed as their efforts help build institutional memory. Little known incidents make for interesting reading - like Pawar's backroom parleys helping broker the RajivLongowal accord, his attempts to tackle the Ram Janmabhoomi issue, his refusal to ditch mentor Yashwantrao Chavan, leading to the government being dismissed in 1979 by Indira Gandhi and Rajiv Gandhi refusing to join then Prime Minister Chandrashekhar in his plane two days before his relations with the Congress fell apart. There are another anecdotes that enrich this account. Like Rajiv Gandhi engineering a revolt against Pawar in 1990 but later admitting he had "asked them to shake the tree, not uproot it", Sonia Gandhi loyalists hampering his chances to be the prime minister in 1991, the handling of the 1993 serial blasts and the subsequent conditional surrender proposal by underworld don

The dramatic journey of Anousheh Ansari, the first female private space explorer From the troubled Iran of the 1970s all the way to space, it has been a dramatic journey of hope and grit for Anousheh Ansari. The tech entrepreneur, engineer and the first female private space explorer in history talks to Gargi Gupta Anousheh Ansari fell in love with the stars when, as a young girl growing up in Mashhad, Iran's second largest city, she would sleep out in the

travelling to the stars, which made her the first female private space explorer in history and the first space traveller of Iranian descent. But the journey to the stars was anything but easy. glish. "When I left Iran, I was 16 years old and in class XI. But in the US, I was admitted to class IX." Anousheh, however, was determined not to waste those academic years. "In the holidays, I went to the nearby college and attended English classes non-stop from eight in the morning to eight in the evening." The determination paid off and she went on to study electrical engineering at

2001, travelling by the Russian aircraft Soyuz. "I heard about Tito when it happened and I thought, if nothing else, this would be my chance. I was determined to grow the business to a level where I could afford to do this," she says. But even after she'd paid up - how much is not known and Anousheh won't tell - there was the gender bias within the

open during summer. "We didn't have air-conditioning and it was cooler that way," she says. It was the 1970s, and the times were tough with the country in the midst of political turmoil (culminating in the overthrow of the king in 1979). Anousheh's family was privileged, but even so her father lost his job and everyone around her was tense with the violence, the rioting mobs and the bombs and shootings around them. In the circumstances, the stars became a refuge for little Anousheh. "I would imagine the new worlds I could visit, the mystery of what's out there," says the intrepid tech entrepreneur, engineer and 'space tourist', who was in Jaipur for the literature festival this past week. In 2006, she realised her dream of

fire, and started throwing stones. "I was around 12 and my sister was six. My mother covered us with a chador and walked out - the police was out firing, the Islamic Guards were patrolling the streets. It was scary." Her family decided to migrate to the US, where they had a sponsor in Anousheh's aunt who was a resident of Virginia, but the US wasn't moved. Speaking in the context of all the recent rhetoric in the US and Europe over welcoming or restricting refugees, Anousheh says she sat for eight-nine hours in the American embassy with her mother and sister and no one would even grant them an interview. "It took us 12 years to get the visa," she says. Settling down in the US wasn't easy either. Anousheh knew no En-

George Mason University, Virginia. The chance to travel to space happened much later, when Telecom Technologies, the company she'd founded with her husband and brotherin-law after college, was sold off in a multi-million dollar deal. In 2000, the three has also contributed $10 million to set up the Ansari X Prize, which invited teams anywhere in the world to build manned spaceships.

Russian space establishment. "My husband travelled with me on my first trip to Space City near Moscow, where I trained for nearly a year, before the launch. A Russian general met us there but he wouldn't even look at me; he'd only talk to my husband. My husband kept telling him that it wasn't he that was travelling, I was the crazy one, but it didn't make any difference."

The way Anousheh tells it, it seems she'd actually been working towards the deal which would give her the financial wherewithal to afford to pay her way to space. Denis Tito, an American multimillionaire, had shown the way when he paid $15 million for an eight-day sojourn on the International Space Station in

Hamid Ansari, Anousheh's husband, had always known of her fascination with space. "The joke among us was, when we took the vows was, 'until death do us part…or until I went to space.' I have always been fortunate in having people in my life who have been very supportive of my crazy ideas," she says. The training was gruelling

with "little warmth", Pawar details how the differences led to him, Tariq Anwar and PA Sangma being expelled from the Congress and culminating in the formation of the NCP in 1999. But there is no reference to how the defeat of former Union home secretary and Congress candidate Ram Pradhan in the 1998 Rajya Sabha polls from Maharashtra amid immense cross-voting brought differences in the party to a boil; Pradhan was Sonia's nominee. The four-term chief minister of Maharashtra provides an insight on the gradual shrinking of democratic space within the Congress, and notes that Indira Gandhi's infamous Emergency met with support from an unexpected quarter - the Shiv Sena. More inside details on how the Sena tiger was tamed would have been welcome. Pawar's opinion about persisting with castebased reservations only at entry level and not in promotions may ruffle feathers, especially because the Congress and NCP had pushed through contro-

cians Hitendra Thakur and Pappu Kalani. Incidentally, Kalani's wife Jyoti is an NCP MLA from Ulhasnagar. Pawar has not written in detail about the reasons for agrarian distress and farmer suicides in Maharashtra, which coincided with his tenure in the agriculture ministry, or about the state's lopsided development model whose inequities are coming to the fore. Pawar's observation about the BJP being able to expand its reach when it is flexible on Hindutva and the danger of the party losing out on the middle-class constituency may ring true in the coming years. Among these are some impressive accounts, one of which is about Pawar's mother Sharadabai. An enlightened woman, who did not confine herself to home and hearth, Bai, as she was called by her children, was grievously gored by an injured bull in a freak accident, leaving her crippled. However, this did not stop her from learning how to drive a car and learning English to communicate with her British daughterin-law! Courtesy:dna

too. "I especially hated the spinning chair, though I loved the parabolic flights where you could experience zero-gravity for about 30 seconds." Anousheh flew on the Soyuz spacecraft to the International Space Station in August 2006, and stayed there for eight days doing research and writing a weblog - which made her especially famous. Among her memorable experiences in space, she says, was the sight of earth. "The spacecraft orbited the earth in 90 minutes and you could see the lights of the cities, the play of thunder and rain like a light show. The diving line between day and night never ceased to amaze me." It's been 10 years since, and Anousheh's written a book about her journey. She's also launched a company which is now working with the Tata Trust and the state government of Rajasthan to provide information and interactive services in health, education, sarkari programmes and the like via the television set in one lakh villages in India. Her engagement with space remains confined to her being a member on the boards of several companies that are in the emerging area of private space travel. As for going up to space again, she says that she doesn't have any plans yet. "But I hope to. I would go and live in space if I was given the chance. It's a very expensive endeavour. My husband tells me that you have a very expensive hobby." She's happy at the recent rapprochement between her native and adoptive countries. She's hoping that it means she can travel to meet her admirers in Iran. "I've been told that a lot of Iranian girls look up to me. I've had video conversations with some, but now I'm hoping to be back, perhaps for the 10th anniversary of my flight." Courtesy: dnaindia

versial quotas for Marathas and Muslims in Maharashtra before the assembly polls. Incidentally, a scathing chapter about the Congress-led UPA government, in which Pawar was the agriculture minister for a decade, is included in the Marathi version Lok Mazhe Sangati, but is missing from the English edition. Pawar also drops a bombshell in the Marathi version, about him and colleague Praful Patel deciding to resign in protest against policy paralysis but withdrawing after prime minister Manmohan Singh's intervention. Why was this chapter, critical of Singh and Sonia, dropped from the English edition? A discerning reader cannot help but speculate if this has a connection with the 2017 presidential race in which Pawar is said to be in the reckoning. While attempting to clear the air over "widely circulated myths" like him being the richest politician in the country, Pawar puts up a defence against allegations that he extended "patronage" to controversial musclemen-turned-politi-

FPI outflow hits 5-month high of Rs 11,000 cr in Jan

Source: ANI ANI New Delhi, Feb 1: Overseas investors pulled out more than Rs 11,000 crore from the Indian stock markets in January -- the highest net outflow in five months -- on global growth worries and decline in oil prices. However, these investors continue to remain bullish on the Indian debt market and invested a net amount of Rs 2,313 crore during the period. According to a data available with depositories, Foreign Portfolio Investors (FPIs) infused a gross amount of Rs 70,742 crore into equity markets, while pulling out Rs 81,868 crore during the same period, re-

sulting in a net outflow of Rs 11,126 crore ($1.65 billion). This is the highest net outflow since August last year, when foreign investors had taken out Rs 16,877 crore from the stock markets. Capital poured in by FPIs is often referred to as 'hot money' because of its unpredictability, although they continue to remain among the most important drivers of Indian stock markets. Market experts attributed the outflow to several negative factors such as crude oil price slipping below $28 per barrel this month. Currently, the price is around $35 per barrel. The investor sentiment is also rattled by depreciating rupee and concerns over health of the Chinese economy, said Vinod Nair, head of Fundamental Research of Geojit BNP Paribas Financial. In 2015, FPIs had infused a net amount of Rs 17,806 crore in equities and Rs 45,856 crore in bond markets.

HEALTH & LIFESTYLE Attitude toward ageing can The smarter you are, the affect how well we age healthier is your life

ANI In aging, as in many things, attitude can make a lot of difference and now, a research has shown that how people feel about ageing can have a direct effect on health. Negative attitudes to ageing affect both physical and cognitive health in later years, new research reveals. The study from the Irish Longitudinal Study on Ageing (TILDA), at Trinity College Dublin, further reveals that participants with positive attitudes towards ageing had improved cognitive ability. Older adults with negative attitudes towards ageing had slower walking speed and worse cognitive abilities two years later, compared to older adults with more positive attitudes towards ageing. This was true even after participants' medications,

Lead researcher Dr Deirdre Robertson said that everyone will grow older and if negative attitudes towards ageing are carried throughout life they can have a detrimental, measurable effect on mental, physical and cognitive health. The study appears in Personality and Individual Differences.

swimsuit photo shoot in the Bahamas and her bikini snaps are a knockout, News.com.au reported. Mirza keen to continue impeccable form post Oz Open triumph ANI Hyderabad, Feb.1 : Indian tennis ace Sania Mirza on Monday expressed happiness after claiming her maiden Australian Open women's double title, saying that it is a `dream` start to her season. Earlier, the top-seeded Indo -Swiss pair of Mirza and Martina Hingis continued their rampage form as they claimed a 7-6 (7-1), 6-3 win over Czech pair Andrea Hlavackova and Lucie Hradecka in a thrilling contest that lasted one hour and 49 minutes at Melbourne Park. The 29-year-old admitted that although it was impossible to play per-

fect all the time, she would try to continue her winning run as long as possible. "I don't think I have begun any year on such a perfect note professionally, in terms of we have not lost a match and everything that went on with it. For me it is a dream start to the year. All I can say is that I hope it continues. I know it is humanly impossible to keep it as perfect as this, but we will try to keep it as long as we can," Mirza told the media here. Talking about the performance, Mirza believes she and Hingis embraced the pressure pretty well. "May be it was just an xfactor that brought us to-

Sania Mirza gether and that keep us together and I think under pressure our biggest strength is we both come out playing good. In this situation, I think we both come out, we love the pressure we embrace it

and we come out playing really well and that's something we both bring to the team. That's why, we have come through a lot of close matches even when we are not playing our best," Mirza said.

Mirza, who is looking forward to pair up again with Hingis in French Open, said that she hopes to clinch one more title before the season ends. "It would be amazing to win French Open for many reasons. Obviously, one it would be great to win another slam, four in a row. Having said that, French Open is the toughest slam for us to win because it is not our best surface. It's still a long way off. Hopefully, we can win one more slam before season ends," she said. Mirza, who is also nominated for this year's Padma Shri award, said that she felt special that her efforts were being recognised, adding that it

was privileged to receive this award. "I think the recognition you get from the people, from the government and the people who are giving you this award is very special because they are recognizing the efforts that you have put in and your family has put in for years and years. Whether it is Khel Ratna, Arjuna Award or Padma Shri. I feel very honoured to receive these awards. It is one of the biggest honours as an Indian citizen you can receive," she added. With the triumph, Mirza and Hingis have also extended their winning streak to 36 and will aim for a clean sweep at the French Open in June.
