Pul was sworn-in as the eighth chief minister of Arunachal Pradesh on February 19 after the central government recommended that President`s Rule be lifted from the state.

Dr. Rajib Kumar Doley, Director, Inclusive Development, Tezpur University in a telephonic conversation told the Assam Tribune here that as stated by the Rastrapati Bhawan among the frontline central universalities in India has been able to achieve the honour reflecting the dignity of Tezpur as well as the martyrs of six years long Assam agitation as a fruition of supreme sacrifice of whose the University came into being. “Though it will be formally announced on March 14 from the office of the Rastrapati Bhawan, the news has delighted us and we our effort to take forward the university from all sides is given due honour.” Dr. Doley reiterated. In this context it is to be mentioned here that the central university considered to be one of

the outcomes of the Assam Accord, was established, by an Act of Parliament, in 1994 being opened by the then prime minister India, P. V. Narasimha Rao. Initially, the university was operated from the premises of the Darrang College, in Tezpur. For a while it was also operated from the Tezpur Law College premises. In the later years the land for it’s permanent set up was acquired at Napaam, a suburb of Tezpur, about 10 kilometers east from Tezpur town with a land of 242 acres (0.98 square kilometers). It must be noted here that cultural icon Kalaguru Bishnuprasad Rava donated an ancestral estate of 2500 bigha land received from the British government in favour of the peasants where the present-day Tezpur University stands. Dirang, Feb 26: A three days training cum demonstration programme on Integrated Farming System (IFS) was collaboratively organized by ICAR-National Research Centre on Yak, Dirang and Krishi Vigyan Kendra, West Kameng exclusively for the farmers of Salari village from 23-25 Feb, 2016 under Tribal Sub Plan (TSP). A total 35 nos. of participants were participated in the programme including farmers. The farmers were educated on the various topics of Integrated Farming System (IFS) with the help of joint scientific team from KVK West Kameng, Dirang and ICARNRC on Yak, Dirang, West Kameng district, Arunachal Pradesh. It might be mentioned that the work for re-construction of the road which serves as the lifeline for the people of Sonari and its adjoining areas was allotted to a Dibrugarh based contractor. The total length of work allotted from Garmur to Banfera is 25 kms. It is alleged that the contractor has been working on the project for the last two works, but work is going on at a snail pace. “The situation is such that even as the road is constructed at one

end the other end has already developed cracks. This is due to sheer negligence and corruption by the contractor who has connived with the concerned authorities due to which the quality of construction has been relatively low”, a local citizen in Sonari alleged. The work done in the Sarabhatti area is of very inferior quality, due to which several cracks have developed within just a couple of months of construction. It might be mentioned that the people of Sonari have been demanding repairing and development of the road for many years, after which the project was sanctioned. Shillong, Feb 26: A major IED attack was averted by security forces on Thursday who seized and diffused at least 47 of them from several link roads to villages in Meghalaya's East Garo Hills district.IG (Operations) G H P Raju said the IEDs were seized when an operation involving the special commandos of the state police was launched following inputs by villagers of Doengkhugre and adjoining areas of the district about the presence of strange and suspicious looking objects.Raju said the IEDs were hidden at the roadsides, with only their wires visible overground. They were handmade and assembled by GNLA cadres with the help of ULFA(I) under Dristi Rajkhowa. The bombs had adequate explosive powers and could have caused serious damage if they had exploded, he said, adding they were later diffused. Thursday's recovery has been the biggest explosives haul made by the state police in the Garo Hills region, the IG added.Earlier in the day, the self-styled deputy commander-inchief of Garo National Liberation Army (GNLA) identified as Rupanto had a narrow escape during an encounter with the police in Durama hills range where the villages were located, Raju said. There was a brief exchange of fire with GNLA militants during the encounter following which they fled, he said. Siachen, Defence Minister Manohar Parrikar New Delhi, Feb. 26: Citing the strategic significance of Siachen, Defence Minister Manohar Parrikar on Friday said that the glacier was an important area to secure, adding that the government would ensure proper compensation to all the soldiers who work in difficult terrain. "From strategic point of view, it is very important for us to secure the Siachen area. I know we are paying a price for that, but we need to maintain this position in the Siachen Glacier," Parrikar said in the Lok Sabha. Saluting the brave soldiers, Parrikar added that the government would ensure giving proper compensation to all those working in difficult terrains.

"If you vacate this Siachen and enemy occupies that, it will be impossible to recover it, we will have to lose many lives to recover it again," he added. Parrikar had earlier ruled out dislodging troops from Siachen Glacier citing the strategic significance. Acknowledging that "there are costs" of maintaining presence at the glacier, he said the number of casualties has come down to around 1014 a year in the last decade. Of these deaths, 8-9 deaths on average are because of 'accidents such as falling into snowy ditches', while only one or two deaths happen because of high altitude-sickness or cold, he said. (ANI)

Resolution against sale of F-16 jets to Pak introduced in US House Washington D.C. Feb. 26: A joint resolution seeking to block the sale of F-16 fighter jets to Pakistan has been introduced in the US Congress. The resolution (SJ Res 30), introduced by former Republican presidential candidate Senator Rand Paul on February 24, calls for prohibiting sale of eight F16 fighter jets to Pakistan, which the State Department had recently notified to the Congress. The resolution also calls for prohibiting sale to Pakistan other military hardware, including eight Advanced Integrated Defensive Electronic Warfare Suites and 14 Joint Helmet Mounted Cueing Systems.

About 40 attackers were arrested. The JIT would be visiting the airbase next month to gather evidence subject to permission by the Indian government to conduct its own investigation. The probe team comprises Punjab Counter Terrorism Department (CTD) Additional Inspector General of Police (IGP) Muhammad Tahir Rai (convener), Lahore Deputy Director General (DDG) Intelligence Bureau Mohammad Azim Arshad, Inter-Services Intelligence (ISI) Lt-Col Tanvir Ahmed, Military Intelligence Lt-Col Irfan Mirza and Gujjaranwala CTD Investigating Officer Shahid Tanveer (members).Earlier, a six-member Special Investigation Team (SIT) was set up by the government to carry out initial probe into the case based on the leads given by

Despite years of rapid economic growth, child malnutrition rates remained unchanged for years. After years of stasis, there seems to be some sign of progress in India's battle against malnutrition, although malnutrition rates remain high. There are currently 795 million people hungry people on earth. Ingograph dia itself is home to the largest under-nourished and hungry population, with 195 million people going hungry every day. Around half of all pregnant women in developing countries are anemic, because they lack access to iron-rich foods. Anemia is responsible for causing 110 deaths during childbirth every year. Malnutrition and anaemia are common among Indian adults. Both malnutrition and anaemia have increased among women since 1998-99. The latest edition of the Global Nutrition Report 2015 by the International Food Policy Research Institute, brings back the concerns over malnutrition into sharp focus. In July, the government of India, after much avoidable controversy, released malnutrition (used synonymously as undernutrition) figures from the Rapid Survey on Children (RSoC) data that was collected in 2013-14. This dataset was keenly awaited as it provides a nationwide assessment after the third round of the National Family Health Survey (NFHS-3), which is nearly a decade old now. The RSoC data also assumes significance as the world adopts the Sustainable Development Goals. Goal 2.2 seeks to end all forms of malnutrition by 2030, including achieving, by 2025, the internationally agreed targets on stunting and wasting in children under five years of age. The RSoC was conducted by the ministry of women and child development with technical support from Unicef. It found 29.4 per cent of children (aged less than three years) to be underweight (low in weight for their age), while 15 per cent were wasted (low weight for their height) and 38.7 per cent were stunted (low in height for age). On the face of it, this compares well with the NFHS3 data, in which the corresponding figures were 40.4 per cent (underweight), 22.9 per cent (wasted) and 44.9 per cent (stunted). The predominant form of malnutrition in India is significantly different from classical SAM and standardised protocols for treatment are not as effective in the Indian context, where longer durations are required for achieving targeted weight gains. This is on account of the high levels of underlying stunting. Stunting signifies chronic undernutrition and has no scope for "cure" in a therapeutic mode. Its levels in India are higher than in Africa, and exceedingly so among chronically poor populations. It costs just $0.25 (INR 16) per day to provide a child all the vitamins and nutrients he/she requires to grow healthy. Eradicating hunger was one of the key Sustainable Development Goals for 2015, and the target was to end hunger by 2030 and ensure food access to all parts of the population. But will this really be possible to achieve.

The same color based priority system can be implemented for feeding components to the incoming side. One can work on a process of ongoing improvement by helping suppliers (tier II vendors) to reduce their supply lead-time, which in turn will reduce the level of inventory at the tier I vendor. Our experience of implementing the above system over a one-year period has shown that the total inventory turns can be improved from an average of six rotations in a year to about 18 in a year. But this requires sustained effort with a partnership-based approach to help each tier II vendor to improve his lead-time. It is important to build win-win partnerships with vendors and let go of the promiscuous relationship based just on price reductions. As they say, win-win and lose-lose are the only practical possibilities in every relationship. Winlose is just a temporary phase which deteriorates to lose-lose within no time. So the only way to ensure Win for us is to ensure the Win for the other party in relationship. It could prove that the Northeast, instead of being on the "margins" of the nation, could be the vital bridge between India and East Asia. Thus it could turn the "mainland" and "periphery" argument on its head. I remember a conversation I once had with Assam Chief Minister Tarun Gogoi. He made his case for Assam and the Northeast with these

words: "If change has to come to the region, it will have to come through Guwahati. Apart from Sikkim, Assam is the corridor to not just the Northeast but Southeast Asia - a simple geographical fact that cannot be overlooked." The Government of India (GOI) took a while to wake up to the transforming the region's geopolitical state. But the first evidence of its awakening from slumber was when it earmarked 10 per cent of Eleventh Plan Outlay for the Northeast, which is populated by just 3.8 per cent of the population. GOI, make no mistake, was doing this for its own interests. It was looking at drawing future dividends from the fact that northeastern states share borders with Myanmar, Bangladesh and Bhutan and of course China, countries which in turn are docked into the economic hub that is Southeast Asia. Already Korea and Thailand have begun

displaying a strong interest in the Northeast. One may say a region like the Northeast that has not figured on the national map for the last half century, which is completely landlocked, certainly needs the attention of the Indian government. It needs roads, health centres, vocational training institutions, rural electrification projects, telecom and jobs - as of yesterday. But if local people are not given ownership of these plans of transformation, a stake in the changes envisaged in them, it will only foment existing resentments and reinforce old lines of polarization. We will then see the cycle of violence and repression continues in the years ahead. My classmates sometimes used to walk past me without identifying themselves so that I didn't ask them to do some work of mine. It is also a fact that if any disabled person performs better than his or her classmates, they start discriminating against him. I have firsthand experience of it. When I started performing well at academics, my sighted classmates started to find excuses for not helping me. Moreover, without considering my limitations, they started feeling jealous of me. In one way or the other, they attempted to make me feel inferior. Therefore, it's not only the institutional barriers which halt our journey towards success but, also, it's the attitude of the society which is non-progressive and non-cooperative towards disabled people. In today's discourse, people in society talk about gender discrimination. They can be seen talking about caste discrimination. But, rarely

does one talk about discrimination against disabled people. The society, which is dominated by sighted people, under the influence of 'ableism', hardly attempts to raise the issues related to the lives of disabled people. Day by day, hardships faced by disabled people are increasing. Their basic needs are being neglected. But no reputed human rights activist or NGO, even tries to put forward issues of disabled people seriously in the public arena. Disability is not merely a condition, but also an experience. A person, who in some way or the other becomes disabled, is forced to undergo traumatic experiences. Society, rather than assisting that individual to cope with the odds against him, demoralises and discourages him. That individual, in place of concentrating on his or her limitations and trying to overcome them, directs all his strength to resist the neglect which he faces in the society. The need of the hour is to make society sensitive towards the needs of disabled individuals. Also, there is a need to make society understand that disabled persons are also human beings like others in society are. These disabled people also share the same feelings or sentiments which other members of the community share. Society must realise its responsibilities towards its disabled citizens and, therefore, not only must structural barriers be reduced but, attempts should be made towards lessening the attitudinal barriers against disabled persons also. Only such an atmosphere can help a disabled individual to lead a self-respecting and dignified life. At the end, I would like to repeat my words that disability is not acquired only by birth. It can happen to any individual at any point in his or her life.

As part of the pact, which will come into force on March 1, Jet Airways and Korean Air will be able to connect from multiple points in India to Seoul over various gateway points in Asia. Korean Air operates over 462 flights per day to 129 cities in 46 countries with a fleet of 167 aircraft, including 10 jumbo jets A380s. BHEL to reduce green-house gas emissions with 40-mw hydro power unit in West Bengal ANI New delhi, Feb 26: State-owned BHEL has successfully commissioned a 40-mw hydroelectric generating unit in West Bengal. According to a company statement, the unit has been commissioned at the 4x40 mw Teesta Low Dam Hydro Electric Project ( HEP) stage-IV in West Bengal. The project is a run-of-theriver greenfield project on the Teesta in Darjeeling district of West Bengal. The other three units of the project are also at advanced stages of execution and the second unit is expected to be commissioned shortly. The estimated annual energy generation of 720 million units from the project will result in significant reduction of green-house gas emissions and will help in achieving a low carbon development path for the state and the country.

Mercedes launches refreshed version of its E-Class Pune, Feb 26: German luxury carmaker Mercedes-Benz launched a refreshed version of its E-Class sedan in India, priced between Rs. 48.60 lakh and Rs. 60.61 lakh (ex-showroom Pune), to mark 20 years of production of the model in the country. The company has sold over 32,000 units of the E-Class since the beginning of its production in India in 1995. Christened as the Edition E, the luxury sedan marks 20 years of the start of production of the E-Class, which has the unique distinction of being the first luxury car to be 'Made in India', Mercedes-Benz said in a statement. "The launch of the Edition E strongly underlines our strategy of periodically refreshing our existing best-selling products, enabling to win customer confidence and offer them value driven products," Mercedes-Benz India MD and CEO Roland Folger said. The E-Class, which was the first luxury sedan to be produced by Mercedes-Benz for the Indian market, also kick started the company's journey in country, he added. Pilferage remains a dilemma for LPG subsidy scheme Mumbai, Feb 26: The direct benefit transfer scheme (DBT) for LPG subsidy has resulted in considerable savings for the government. However pilferage still remains a problem, according to a study. "Despite being a well-designed system accruing big savings for the government, we discovered that cylinders continue to be diverted to the commercial market. In our research, we found that families, irrespective of income levels and family size consume 9.5-10.5 cylinders per year leaving 23 unutilised, subsidised cylinders per household. We discovered, this design has led to a unique problem that we call the 'March problem'," according to a study by MicroSave, an interna-

The report recommends a graded approach where the first few cylinders used receive a high subsidy amount while the 10, 11 and 12 cylinders receive no subsidy at all. Tata Steel Europe CEO Karl Koehler quits London, Feb 26: In an unexpected move, Tata Steel said Karl Koehler, the CEO of its embattled overseas arm Tata Steel Europe, has resigned and the firm has appointed Chief Technical Officer Hans Fischer as its new chief. Kohler, who took over as Tata Steel Europe's CEO and Managing Director in October 2010, has resigned from the post, effective February 29, 2016, Tata Steel Europe said in a statement. Fischer will assume the charge of Tata Steel Europe's CEO from March 1, 2016. A former CEO of German engineering giant ThyssenKrupp's Steel Americas, Fischer joined the firm as Chief Technical Officer in July 2012.

New Delhi, Feb 26: The Union Cabinet approved several steps to promote cashless transactions, which include mandatory cardbased or electronic payments beyond a prescribed threshold. Some of the other major steps approved by the Cabinet include the withdrawal of any additional charge currently imposed on card or digital payments by various government entities and the introduction of the required infrastructure for digital payments in all government offices. The Cabinet also approved the rationalisation of the merchant discount rate (MDR) on card transactions and telecom service charges for digital financial transactions to promote mobile banking. pleted its promise for such measures made in the previous Budget. However, the details of these incentives were not shared in formal communiquĂŠ of the Cabinet's decision. access to financial payment services to the citizens to conduct transactions through card/ digital means and shifting payment ecosystem from cash dominated to non-cash/less cash payments," according to a government statement. In his Budget speech, Finance Minister Arun Jaitley had said that one way to curb the flow of black money is to discourage transactions in cash. Towards this, he proposed to introduce several measures that would incentivise credit or debit card transactions. Later in the year, the government also proposed to levy a nominal cash handling charge on cash transactions above a specified level, though this was not included in the steps approved by the Cabinet. In reply, India chased down the score with 37 balls to spare, thanks to openers Smriti Mandhana (unbeaten at 43) and Vellaswamy Vanitha (34). The duo provided an initial thrust to their side by sharing a 64-run partnership for opening wicket.

The tourists struggled to face India's attack and were restricted to mere 89-run target within their allotted 20 overs. Eshani Lokusuryage was the highest scorer for the tourists as she made 25 off just 22 balls.
