PREFACE The Elections to the 12th J&K Legislative Assembly were held in November-December-2014 and the Assembly was constituted on 31 st December, 2014 vide Notification No. LD(PAB)2014/G.Elc dated 31-12-2014. Thereafter the Hon’ble Governor vide Notification SRO-73 dated 1 st March.2015 nominated two women members namely; Mrs. Anjum Fazili and Smt. Priya Sethi in terms of the powers conferred on him under sub-section (1) of section 47 of the Constitution of Jammu & Kashmir. The publication contains the biographical sketches of all the members of the 12th J&K Legislative Assembly alongwith their photographs. These have been prepared on the basis of the information received from the members themselves. The biographical sketches appearing in this publication are in the ascending order of the numbers of the constituencies. As per the practice, this publication contains the list of the Council of Ministers, District-wise list of members, party-wise list of members, list of female members, list of the members with more than one term and separately a list of members elected for the first time. The publication also includes various informative and statistical details on various aspects of members such as data regarding age, education, legislative experience etc. Such information, it is hoped would be found useful by the readers. Moreover, the 12th J&K Legislative Assembly has a diverse composition and is represented by many political parties besides 3 independents. Among them, the JKPDP is the largest party with 29 Members followed by BJP with 26, JKNC with 15, Congress 12, JKPC 2, CPIM & PDF 1 each Member. Moreover, every effort has been made to authenticate and update the information contained in this publication in consultation with the members. 2 Members are in the age group of 20-30 years; 8 Members are in the age group of 31 to 40 years; 28 Members are in the age group of 41 to 50 years; 30 Members are in the age group of 51 to 60 years and 21 Members are above the age of 60 years. I hope this publication would prove to be an important ready reference source not only for the members of the J&K Legislative Assembly/ Council but also for scholars, researchers and all others interested in the functioning of the Parliamentary System. I further hope that the publication will serve the purpose for which it is brought out.

BIO-DATA OF MR. N.N. VOHRA HON’BLE GOVERNOR OF JAMMU AND KASHMIR
Educated at the Punjab University; was a visiting fellow at Queen Elizabeth House, Oxford University, UK (1969-70). After topping in M.A. (English) he served as Lecturer in Punjab University (1957-59); was in the Indian Administrative Service (1959-1994), borne on the Punjab cadre, held various responsible positions under the State and Central Governments. Following the Sino-Indian conflict he was inducted into the Special Services Bureau (under the Central Intelligence Bereau) underwent training with the elite SAS of UK and served in the Western Himalayan region (196264). Post Operation Blue Star, he was recalled to serve as Home Secretary Punjab (1984-85); he organized peaceful elections to the State Assembly (Sept. 1985) when the State was facing serious disturbances. With the

Government of India he worked as Joint Secretary, Ministry of Health and Family Welfare (1977-82); as Additional Secretary Defence, Secretary Defence Production, Defence Secretary (1985-93). Consequent to the serial bomb blasts in Mumbai he was appointed Secretary Home and Justice Departments (1993-94). Recalled from retirement to serve as Principal Secretary to the Prime Minister of India (1997-98). After retirement: served as:

From 20082014 introduced several legislations and Resolutions on the floor of the House including grant of Hill Development Council status to Rajouri Poonch, Ban on sale, purchase and use of liquor in the State, Promotion of Urdu language, takeing measures to control female foeticide which were adopted by the State Legislature unanimously, besides other matters of public importance were raised during the period. Also remained as Chairman of Ethics Committee of J&K Legislative Assembly (2014), Member of Public Accounts Committee, Estimates Committee, Public Undertakings Committee, Sun-ordinate legislation, Environment Committee, House Committee on Health, Assurance Committee, General Purposes Committee and also served as Chairman of Sub-Committee on Environment (Brick kilns). In social life working with an NGOs viz CMH Educational Society for the development of under privileged, Women and mal-nourished children; working as president of secular Educational Trust (Regd) and S.K Secular Educational Trust (Regd) established with an aim for spreading Education in the State of J&K in particulars and also the Chairman of CMH-Group of Colleges; Re-elected as Member J&K Legislative Assembly for 2nd term in 2014 General elections with a huge margin of more than 5000 votes; inducted in the Council of Ministers as Minister for CAPD and Tribal Affairs; having keen interest to bring the people of his Constituency at par with other developed areas of the State in respect of education, health care facilities, road connectivity, electricity, drinking water, employment, Industrial growth and other allied sectors.
