PREFACE The Elections to the 12th J&K Legislative Assembly were held in November-December-2014 and the Assembly was constituted on 31 st December, 2014 vide Notification No. LD(PAB)2014/G.Elc dated 31-12-2014. Thereafter the Hon’ble Governor vide Notification SRO-73 dated 1 st March.2015 nominated two women members namely; Mrs. Anjum Fazili and Smt. Priya Sethi in terms of the powers conferred on him under sub-section (1) of section 47 of the Constitution of Jammu & Kashmir. The publication contains the biographical sketches of all the members of the 12th J&K Legislative Assembly alongwith their photographs. These have been prepared on the basis of the information received from the members themselves. The biographical sketches appearing in this publication are in the ascending order of the numbers of the constituencies. As per the practice, this publication contains the list of the Council of Ministers, District-wise list of members, party-wise list of members, list of female members, list of the members with more than one term and separately a list of members elected for the first time. The publication also includes various informative and statistical details on various aspects of members such as data regarding age, education, legislative experience etc. Such information, it is hoped would be found useful by the readers. Moreover, the 12th J&K Legislative Assembly has a diverse composition and is represented by many political parties besides 3 independents. Among them, the JKPDP is the largest party with 29 Members followed by BJP with 26, JKNC with 15, Congress 12, JKPC 2, CPIM & PDF 1 each Member. Moreover, every effort has been made to authenticate and update the information contained in this publication in consultation with the members. 2 Members are in the age group of 20-30 years; 8 Members are in the age group of 31 to 40 years; 28 Members are in the age group of 41 to 50 years; 30 Members are in the age group of 51 to 60 years and 21 Members are above the age of 60 years. I hope this publication would prove to be an important ready reference source not only for the members of the J&K Legislative Assembly/ Council but also for scholars, researchers and all others interested in the functioning of the Parliamentary System. I further hope that the publication will serve the purpose for which it is brought out.

BIO-DATA OF MR. N.N. VOHRA HON’BLE GOVERNOR OF JAMMU AND KASHMIR

Educated at the Punjab University; was a visiting fellow at Queen Elizabeth House, Oxford University, UK (1969-70). After topping in M.A. (English) he served as Lecturer in Punjab University (1957-59); was in the Indian Administrative Service (1959-1994), borne on the Punjab cadre, held various responsible positions under the State and Central Governments. Following the Sino-Indian conflict he was inducted into the Special Services Bureau (under the Central Intelligence Bereau) underwent training with the elite SAS of UK and served in the Western Himalayan region (196264). Post Operation Blue Star, he was recalled to serve as Home Secretary Punjab (1984-85); he organized peaceful elections to the State Assembly (Sept. 1985) when the State was facing serious disturbances. With the

Government of India he worked as Joint Secretary, Ministry of Health and Family Welfare (1977-82); as Additional Secretary Defence, Secretary Defence Production, Defence Secretary (1985-93). Consequent to the serial bomb blasts in Mumbai he was appointed Secretary Home and Justice Departments (1993-94). Recalled from retirement to serve as Principal Secretary to the Prime Minister of India (1997-98). After retirement: served as: 

After receiving primary education locally, completed his graduation from S.P. College Srinagar and did his post graduation in Arabic

and Degree in Law from Aligarh Muslim University; thereafter, he joined Anantnag Bar Association and practiced as a lawyer for a brief spell at District Court, Anantnag; since his student career, he worked as a sympathizer of J&K National Conference and joined active politics in late fifties after his return from Aligarh; after resigning from J&K National Conference, he joined Democratic National Conference, rejoined again National Conference alongwith his colleagues; was first time elected as Member J&K Legislative Assembly from Dachinipora Constituency in 1962 and re-elected in 1967 General Elections and was inducted in the Council of Ministers headed by Late G.M. Sadiq as Deputy Minister for Agriculture and Cooperatives; however, he resigned from the Ministry as a mark of protest exhibiting his first expression of dissent involving his political principles; was also elected Member of J&K Legislative Council in 1972 and was inducted in the Council of Ministers headed by Syed Mir Qasim and held the portfolios of Public Works Department, Urban Development and Education; held the post of Congress President and the party leader in J&K Legislative Assembly in 1975 and retained the post of Pradesh Congress Chief for more than 12 years; was again elected as Member J&K Legislative Assembly from R.S.Pura Constituency in the Bye-elections of 1985 and as Member Rajya Sabha in 1986; was first time inducted in the Union Cabinet headed by Late Mr. Rajiv Gandhi as Minister for Tourism and Civil Aviation but resigned on moral grounds from union cabinet as well as from Rajya Sabha and the Congress party in the year 1987 to register his protest against the manner in which some important decisions were taken about the sensitive State of J&K; then he joined Janta Dal (Jan Morcha) headed by Mr. V.P.Singh; was elected as Member Lok Sabha from Muzaffar Nagar Constituency in 1989 and was inducted in the Union Cabinet as the first Muslim Home

Minister of India; resigned from Janta Dal and re-joined Indian National Congress and was re-elected as Member Lok Sabha from Anantnag Constituency in 1998; resigned from Indian National Congress and unsuccessfully contested 1999 Lok Sabha Elections as an independent candidate; launched his own political party under the name of J&K Peoples Democratic Party; his agenda of peace with dignity, political reconciliation, healing touch, “BANDUK SAY NA GOLI SAY, BAAT BANAY GI BOLI SAY” balanced development and sincere commitment for addressing the problems of the people received an endorsement from the electorates which resulted in the victory of the party in 2002 General Elections; after entering into coalition with Indian National Congress was first time sworn in as the Chief Minister of the State on November 3, 2002; during his tenure of 3 years Chief Minister ship, India and Pakistan took significant measures for opening of Srinagar- Muzaffarabad/ Chakkanda-Bagh-Rawlakote Roads and resumption of travel/trade across the line of control (LOC), which is considered as the land mark success achieved by his Government; was elected as Member, J&K Legislative Assembly from Anantnag Constituency in 2014 and 2nd time sworn in as Chief Minister on 1st March, 2015 after his party emerged as single largest party in the general elections of 2014.
