Dear Reader, Welcome to the March issue which as always is packed full of local events and essential local businesses should you need one or more! What a fabulous month if you happen to be an Easter Egg loving, Horse Racing Fan who is a Hot Cross Bun eating Mum that loves being pampered for the day! If that’s you, bring on March, which is the month of all months for you! The Cheltenham Festival takes place on the 15th-18th March, when the County becomes the focus of the racing world with four outstanding days of National Hunt Racing. The event is an important date for many of our local businesses who benefit from the mass influx and financial spend of the people that attend, and it creates many part time jobs for hundreds of local people. Spring is also on the way and at the time of writing this the daffodils are starting to come out – I so look forward to the beautiful daffodil displays each year! Perhaps in part because it is a sign that I’ve made it through the winter! Remember that the clocks go forward 1 hour at 1am on Sunday 29th of March and all the best until next month. Update on Forest Policing by Inspector Steve Chester Since 1st April 2015, crime has risen in the Forest of Dean by 2.2% compared to the previous year, which is disappointing, although this figure has been somewhat inflated due to a significant rise in reports of historic sexual offences. Violent crime has sadly gone up by over 16%, which is mainly attributable to a significant rise in domestic violence. This seems to be a problem nationally with far greater consumption of alcohol in the home being a significant factor. The Police take all reports of domestic violence extremely seriously and officers now conduct risk assessments whenever they are called out to homes where abuse may take place; to determine the likelihood of harm to people who may become victims, and to assess how best to protect them. Positive action, i.e. arrest of any suspected perpetrator is always a preferred option, as long as the “necessity test” is met, as this removes immediate danger. Even when a victim will not cooperate with us, officers now have the power to apply for a Domestic Violence Protection Order from the Courts to remove a threat of harm and this may stipulate that the perpetrator may be prevented from living in their own house for a while. If you are affected by domestic abuse, or are concerned about someone who may be, I urge you to look at www. glostakeastand.com a link for which can be found on the Constabulary’s own website. I am pleased to say that burglary has fallen by 4.1% although we have suffered a recent spate around Newent, Highnam and along the A417. Burglary is still a priority for us, as the harm this kind of offence does to victims can be immense. Please be vigilant about who is snooping about in your neighbourhood. If you see Page 10

There are over fifty parishes in the Forest of Dean and all have stretches of road residents consider hotspots. We have consequently been concentrating on this; not only on catching offending motorists, but to educate them on the risks of excess speed, particularly in towns and villages. You may have noticed that we now advertise when the camera enforcement vans are likely to be in specific areas in the local press. We also have regular visits by traffic officers from Tri Force, which is collaboration with Wiltshire and Avon and Somerset Constabularies. Each of the five teams in the Forest of Dean Local Policing Area now take part in a Drive Safe operation once every set of shifts. These target stretches of road in two or three areas, which are visited in one day to identify motoring offences and educate or prosecute drivers as appropriate. It has been disappointing that many of the “offending” drivers have been local to the hot spots concerned. The Aston Project had its official launch in Newent on Thursday 18th February and I am hoping it will be extended to other towns in the area soon. It aims to work with young people (aged 9-17) by identifying their interests and engaging them in constructive activity through which they build credits towards a reward activity, promoting a reward for work ethos. The credit scoring activities fall broadly into four categories; community based, discipline based, character/ team building or vocational. The Aston Project is Police led, working together with partners and communities to reduce harm, crime and anti-social behaviour,

As you may have read in the press, Gloucestershire Constabulary has managed to borrow two police horses from another force and we will be conducting a trial with them for 6 months. I have asked for them to visit the Forest this Spring and they should be coming to a location near you within the next couple of months with riders who are from Gloucestershire and they will be supported by a member of your local team. I am sure the Constabulary’s website will be updated with details of visits soon. We have recently revamped our website and you can see your local team by clicking on “Neighbourhood Policing” and then “Forest of Dean”. Each town in the Forest retains their named constables, who are supported by PCSOs and have geographical accountability for the town and the parishes adjacent; Lydney (PC Phil Hopkins), Coleford (PC Leanne Sterry), Cinderford (PC Julie Evans) and Newent (PC Rob Mortimer). In addition; Tidenham has PC Nick Assirati, West Dean PC Henry Davies, and the A48 corridor PC Rob Dix. They are there to help their neighbourhoods deal with local problems and spend most of their time on their respective areas. We also have 5 teams of officers based at Coleford which provide 24/7 cover for incident resolution and investigations. All officers and PCSOs have now been issued with a mobile device, which allows them to do much of their written reports while out and about, so they should not need to spend so much of their time in a police station, sat in front of a computer. They can look up intelligence, search the Police National Computer (PNC), take statements and electronically record notes on these devices, which are the size of a large mobile phone, or “phablet”. That should mean the police are spending more time in cars and on foot in the neighbourhoods they serve, which is a good thing.

Vertical Cover With Climbers by Pippa Greenwood If the boundaries of your garden are uninteresting or drab, then it is time to think about some vertical gardening. Upright surfaces are itching to be clothed in glorious climbers or wall shrubs, and if you have several vertical sites then so much the better. A visit to your local garden centre will reveal a plentiful supply of suitable plants. Start by looking at the surface you have, the size, the direction it faces and the amount of sun or shade the plants growing on the wall or fence are likely to receive. Soil type is important as the plant you choose must be suited to the site. Some climbers are quite quick growing and will look good later this year, and improve as the years pass. Many provide strong colour and others will be a useful backdrop for the garden as a whole. Most buildings can have climbers grown against them, so if you have an unsightly shed, garage or even a fairly uninteresting looking back to your house, then consider erecting some sort of support system on which to grow your climbers. Break up the monotony of a long stretch of wall with a range of different plants, and make a tall, narrow building seem broader by only allowing them Page 14

to reach the height of the first floor. A climbing hydrangea, Hydrangea petiolaris, or selfclinging plants such as ivies are ideal, but make sure the mortar on your wall is in good shape before planting. Climbers are best planted in open ground as they tend to have sizeable root systems. If grown in containers you must re-pot regularly and ultimately plan to use a big container such as a half barrel. Use a loam-based potting compost and add extra grit for drainage, and place a deep layer of crocks at the base of the container. Add controlled release fertilizer granules to the compost, to ensure that plants get adequately fed for the first few months. A triangular or Vshaped trellis panel at the back will give initial support for the plant to climb up before moving on to your wall or fence. Tie the top section of the trellis into the wall or fence, so that it does not rock about. For ground planting, dig a large hole at least 18 inches (45 cm) from the wall or fence and incorporate plenty of compost or well rotted manure. Soak the plant’s root ball and place in the hole, ideally at a 45 degree angle so that it leans towards the wall, then spread out the roots and plant. If your climber

came already attached to bamboo canes, untie the stems from any central stake and train the best looking shoots towards your new support system, using the bamboo canes to help it on its way. Keep climbers well watered, particularly if they are on or near a sunny wall. Auction Anecdote It’s always nice to start the New Year with a ‘feel good’ story and that’s exactly what happened when a local charity dropped off a random pile of about twenty items for auction at the salesroom in Newent just before Christmas. I was not around at the time but when I returned and began to go through the items there was a group of fairly unexciting furniture as well as a couple of rather grotty pieces I probably would have turned away if I had been there at the time. However, nestled in the centre of the pile was an intriguing walking cane carved out of horn with the handle formed into the head of a lion. I could immediately see this was a quality item of some age and with considerable appeal to a specialist dealer or walking stick collector I hoped that it might make the middle hundreds if my gut feeling was correct and the item ‘took off ’. I featured the walking cane heavily in my pre-sale advertising, flyers and editorial and during viewing I pointed out the stick to a few of the dealers who I thought might be interested. I was therefore delighted when a telephone line was booked and a number of condition enquiries had been made via the internet. On the auction day itself the walking cane far exceeded by my greatest expectations and made £1500 to a bidder on the internet based in London against a local dealer in the room. Overall the Peace & Hope Charity made in excess of £2000 to help with their work against poverty in Nicaragua - which was a fantastic result for both them and us. The most common fears are these: Fear of drying up Fear of forgetting Fear of trembling hands and trembling voice Fear of boring people Fear of not sounding right Overall can be summed up by ‘making an ass of myself’

So here are 10 tips that will get you started and help you overcome those fears: 1. Prior to writing the speech/presentation collect ideas, stories, interesting facts or anything that you may be able to use. 2. When you write the speech there must be a beginning, a middle and a close. 3. The beginning is to get the audience's attention. To achieve this, you can use an interesting fact or a people story. Try to avoid a weak joke. 4. The middle is the content, this is where you make your case and present your theme. 5. The close is the call to action suggesting something that everybody can do or take away. 6. Illustrate the speech with people stories, genuine case histories and examples. 7. Avoid streams of facts and figures. If necessary, they have to be on a hand out or can be easily read from a screen. 8. Always take some deep breaths before you start as this will settle your nerves, and say to yourself ‘I’m going to enjoy this and everybody else, I’m sure, will enjoy it too.’ 9. Always have some notes with big writing, your notes must be your aid – not a trap. 10. Speaking and presenting is not an ego trip, your message is for the benefit of everybody else. So remember the six P’s - Proper planning prevents particularly poor performance.

Computer Corner by Emily Trenwith Internet and Phone Scams I could write a book on internet scams! I’m sure most readers have received an e-mail informing them that a long lost relative died with a fortune of millions - or that a Nigerian prince needs your help to transfer his money and will reward you... There are a couple of more realistic scams circulating at the moment, that clients have unfortunately fallen for: The first one is a phone call from Microsoft (or a company claiming to act on behalf of Microsoft) because you have a virus or other problem on your computer. Microsoft are a huge company, and they are probably tracking us more than we realise. But they aren’t so generous that they are monitoring our computers and phoning us to tell us of problems out of the goodness of their hearts! This is certainly a scam - if you let the scammers proceed, they will ask you to allow them remote access to your computer to fix it, and they will then lock you out of it. You will not be able to log on with any of your user IDs, and will not be able to access any of your files. At this point, they will ask you to pay a hefty fee (I think about £300), to allow you back into your own PC. Unfortunately, if you do pay the fee - they will then have your credit card details - but there is also no guarantee that they will do what they say and let you back in! The good news is, that this is a problem we can fix, and have done so recently for multiple clients. I can tell you now that it would take an hour of my time to fix it (we charge £54 per hour inc VAT) - but it is best not to let unknown people remote into your PC in the first place. The second scam I wanted to highlight is telephone related - you may receive a call from BT (or another telephone provider) claiming your bill has not been paid. They then demand immediate payment or they will disconnect your phone line, and say that if you don’t pay now it will cost a lot more to reconnect it. If you query whether you are actually talking to BT, they “demonstrate” that they are genuine by “disconnecting the phone line”. All they do is simply press the mute button and stay on the line, preventing you from making calls. They can hear any attempts to dial out, and once you stop they immediately call back to ask for payment or face disconnection. BT has stated they may have to call you about a debt, but they will never disconnect a phone line during the call. I’m not sure what the scammers would do if you refused to pay (they can’t disconnect your phone line) but unfortunately they will take your money. It seems they are particularly targeting vulnerable elderly people with this one so please warn elderly friends and relatives.

Buttery tea rooms celebrate 5 years Just on the corner of Culver Street in Newent in an old timbered building sits a wonderful restaurant called 'The Buttery Tea Rooms'.

There has been a restaurant here for many years in the form of Souters Bistro however it was taken to greater heights when Judith and Peter Curtis took it over 5 years ago to create The Buttery Tea Rooms. According to Mick Thurston (local author and painter) in his book ‘A Brush with the Past’ the building is described as being a hairdressers for the first half of the 20th Century. One of the earliest barbers was Les Smith whose interest was canaries and budgies. He was well known for giving a little budgie as a present to any boy who was good! It then became Souters Bistro for a number of years before being transformed when Judith and Peter decided to set up their own restaurant after a lifetime of work in the catering industry. Judith’s experience in catering runs very deep having entered catering from school. She took on the role of cook/housekeeping for Charlie Watts (of Rolling Stones fame for those of you who can’t remember!), and even cooked for the Duke of Edinburgh and Prince Charles. Over the years, with husband Peter, they have worked (as Chef and Bar Manager respectively) in Ross, Painswick and Stinchcombe Golf Clubs and helped to plan and set up kitchens in Staunton Garden Centre, The Red Lion and Traveller’s Rest, both in Newent.

Then having bought the lease of the building Judith and Peter set about creating their own restaurant with great quality food and a range of reasonable prices.

Judith says The Buttery Tea Rooms “After many years in catering I felt I had the knowledge of what was required to make a good restaurant and to create a nice friendly atmosphere for people to eat in with a full menu of fine locally sourced and home-made fresh cooked food. We feel that over the past 5 years we have done this with many regular customers returning and with such complimentary comments on Facebook and from visitors on Trip Advisor”. Inside, enhanced by the old beams and the log fire you can feel the cosy atmosphere and this together with their reputation, built up over the last 5 years, has created a regular clientele locally and even from as far away as places such as Abbeymead and Malvern. Home & Interiors Make The Most Of A Small Kitchen

Tiny kitchen spaces are often extremely efficient – you can wash, slice and cook almost without moving at all. And you can create a practical and attractive galley kitchen for very little money, writes Katherine Sorrell. PLANNING THE ROOM In a small kitchen every centimetre counts, and the first principle of design is the ‘work triangle’ – the movement between the cooker, sink and fridge. Each zone should be self-contained, with its own storage and worktop space, but it should also be easy to move between each one. Ensure this by drawing a floor plan with lines connecting each point on the triangle, and avoid placing obstructions between them. In theory the most efficient length for each side of the triangle is about two metres, but in practice the three work centres should not be uncomfortably close or too far apart. In a double galley, keep the sink and cooker on the same side, with the fridge opposite. You can’t create a triangle in a single galley, but its linear shape makes it easy to use as long as the line is Page 28

not too long. Aim for tall cupboards at one end, then the hob, and the maximum amount of worktop between the hob and the sink, with the dishwasher next to the sink at the other end. Add a rubbish bin under the sink and, if you have room, a pull-out larder. EATING AND ENTERTAINING It’s always a good idea to fit in somewhere to eat and drink – perhaps a fold-down table, or a small dining table which extends for extra guests. Or, add a breakfast bar by forming an ‘L’ shape at the end of a worktop and tuck a couple of high stools underneath it. CHOOSING UNITS & WORKTOPS The trend is for mixing textures and colours in the kitchen, including metallics, marble and rough, tough industrial accents. Deep worktops and open shelving will update any sized kitchen but quality matters most. Cheaper carcasses are made from chipboard, sometimes with just hardboard backs, which is fine for a budget option. But for a well-used, long-lasting kitchen, opt for plywood or MDF veneer, the thicker the better. Laminate worktops are the budget choice – choose high-pressure rather than low-pressure ones, as they’re more durable. Wooden worktops can be inexpensive, but avoid ones that are too

cheap or too thin, especially next to a sink as they’ll just warp and buckle. Splashbacks are often made from the worktop material, though cheaper alternatives are ceramic tiles, tongue and groove painted with tough gloss, or a fashionable sheet of clear or coloured acrylic. MAKE THE MOST OF YOUR SPACE WITH THESE IDEAS • Fit wall cupboards that go right up to the ceiling • Sliding doors are ideal as they don’t intrude into the room • ‘Magic’ corner cupboards (with mechanisms that let you access the back) let you fit more in • Wall-hung racking systems provide organisation but let you see what you’ve got • Pull-out shelving and slim drawers (e.g. in the plinth) add extra storage space • Internal fittings help organise cupboards • For appliances, choose multifunctional, compact, slimline, built-in and stacking versions • Reflective and/or transparent surfaces and pale colours make the room seem bigger • Base cabinets on legs or recessed plinths let you see more floor • Avoid visual confusion by sticking to ultra-plain cabinet fronts with either no handles or very discreet ones • Larger-than-average floor tiles make the floor seem larger Main Image:Make use of wall space, drawers, slim appliances and free-standing storage such as trolleys. Craig's Comment Local post offices and bank branches have always been important, but in rural areas they are even more integral. Without them a real hub in our communities is lost. What is more, once a bank branch leaves it can result in real questions being asked about those businesses and services that remain. This is the current situation in Newent as it was announced not too long ago that the local Lloyds branch would be closing in the Spring. This immediately raised concern about the remaining branch in the town, Barclays. Thankfully we have since has confirmation from Barclays that they have no intention of closing their Newent branch any time soon. This will come as a relief to local residents and businesses alike. In the Forest our local banks do not only serve their towns, but also the surrounding areas as well. In the case of Newent's Lloyds, it is not unreasonable to say that Oxenhall, Kilcot, Gorsley,

Cliffords Mesne, Kempley, Dymock, and possibly even Hartpury all rely on the town services, including banks.

Mark Harper, our local MP, recently met with Helen Gunning, the Postmistress at Newent Post Office, at a meeting with residents chaired by Cllr Len Lawton (yes, as the name suggests we are related). Helen updated Mark and residents on the services that they are now able to

A busy February at Sheppard House February has gone by in a flash, despite its extra day this year, with so many things to do at Sheppard House. We celebrated Chinese New Year in style, with Chinese writing and a discussion on the right and wrong things to do during the fifteen day festival of the New Year in China. A Chinese lunch was served, complete with fortune cookies, and tumbling monkeys were made as it is the beginning of the year of the monkey. There have been so many festivals to acknowledge and celebrate in February that it has been hard to catch our breath! We had tossing of pancakes on Shrove Tuesday, with pancakes as pudding, then we discussed the traditions of Ash Wednesday and the start of Lent. Next came Valentine’s Day, so love was in the air... The men visited a local garden centre in order to make secret purchases for their loved ones,

On the subject of local support, over the Winter period one local charity has been hit hard by the weather we have been experiencing. New Start Cat Rescue, at Malswick, have been flooded not once but twice. While I am liaising with County Council Highways about what more can be done to stop this happening every year, any support you can lend them will, I know, be very much appreciated. The clients are now discussing the planting of the raised beds at Sheppard House. Cheltenham Race week will be upon us soon, and as always we will celebrate Ladies Day, with the wearing of lovely hats and the drinking of a little tipple! After that, Easter will be almost upon us! Our ‘Trio and Afternoon Tea’ will start again on Wednesday 30th March, an afternoon which is open to the public and which is much enjoyed by everyone who comes. Everyone is welcome, and transport can be arranged. We do ask the general public to book in advance by ringing us on 01531 821227, just to make sure we cut enough sandwiches and make enough cake!

Chicken in Red Wine Ready in 1 hour 15 minutes

Serves 4

This is a quick, easy and flavoursome way to serve chicken. Use a full-bodied red wine such as a Burgundy for the best flavour, although there is no need to buy a really pricy one!

Ingredients: • 2 tbsp olive oil • 600g skinless chicken breast fillets, cut into chunks • 225g button mushrooms • 200g shallots, peeled • 1 garlic clove, peeled and crushed • 300ml red wine • 200ml chicken or vegetable stock • 2 tbsp sun-dried tomato puree • 1 bay leaf • 2tbsp cornflour • Sprigs of fresh parsley to garnish • Sautéed potatoes and steamed green beans, to serve

TIP

This dish freezes well, so it’s worth doubling up the quantities to freeze away half for another day. Allow to cool completely then spoon into a shallow freezer-proof container and freeze for up to 2 months. Defrost thoroughly then reheat in a flameproof casserole until piping hot. Page 38

Heat the oil in a large frying pan over a medium heat. Add the chicken chunks and fry for 4-5 minutes, turning frequently until golden brown all over. Transfer to a plate with a slotted spoon. Add the button mushrooms and shallots to the pan and fry for 5 minutes until just beginning to brown. Add the garlic and fry for a further minute then return the chicken to the pan and stir in the red wine, stock, tomato puree and bay leaf. Bring to the boil then reduce the heat, cover and simmer gently for 25-30 minutes or until the chicken and onions are tender. Blend the cornflour and 2 tbsp water to a smooth paste then stir the paste into the pan. Simmer gently for further 2-3 minutes, stirring all the time, until the liquid has thickened. Serve with sautéed potatoes and steamed green beans and garnish with parsley sprigs.

Should You Be Wary Of Wheat?

If you suffer from bloating, nausea, vomiting, diarrhoea, constipation, stomach cramps or irritable bowel syndrome (IBS), maybe you should be. However, ALWAYS see your GP (rather than self-diagnosing) if these symptoms are severe and persistent, especially if you have blood in your stools, vomiting, excessive bloating or very painful stomach cramps - it may indicate more serious medical conditions. Wheat allergy, wheat sensitivity/ intolerance and Coeliac disease are often confused, so let’s get them straight. WheAt ALLerGY If you are truly wheat allergic, eating wheat will rapidly provoke allergy symptoms such as itching, rashes, sneezing and wheezing. You’ll need to avoid wheat in any form and see your GP. CoeLiAC DiSeASe Coeliac disease is an autoimmune condition that affects around 1% of people in the UK and often goes undiagnosed. In Coeliac sufferers, the intestinal lining becomes damaged because it can’t absorb gluten, a protein found in foods including wheat, barley and rye. Tiredness, hair loss, mouth ulcers,

anaemia and unexpected weight loss, alongside gastrointestinal symptoms, can indicate Coeliac disease. Diagnosis is by a blood test and biopsy. Both tests are only accurate if you’re still eating gluten, so you’ll need to continue eating gluten until the tests are complete. If Coeliac disease is diagnosed, you must avoid gluten permanently. WheAt intoLerAnCe/ SenSitivitY Wheat intolerance or sensitivity is much more common than wheat allergy. Symptoms can develop some hours after eating wheat, which can make the condition hard to pinpoint, and it’s not something your GP can test for. Try eliminating wheat for four weeks to see if your symptoms improve (ensuring you replace it with healthy alternatives like rice, corn, buckwheat pasta and quinoa). Remember that wheat is in most breads, cakes, pastas, pastries, cereals, couscous, biscuits, beer, soy sauce and hydrolysed vegetable protein (HVP), and is a hidden ingredient in many other products. Keep a food diary in case another food type, such as dairy, is the culprit – but don’t eliminate whole food groups long-term without consulting your GP. Reintroduce wheat slowly (preferably starting with 100% wheat products). If your symptoms reappear, it’s a good indication that you have wheat sensitivity; trial and error will tell you whether you’re sensitive to all wheat products or just some. This can depend on the process

Cycling the Newent Loop

By Linda Cox & Ann Fontbin Pit stops form an important part of any cycle ride. On a bike you feel very connected to the elements and to nature, but whether it’s a refreshing drink on a cool day or a warm cup of tea, refuelling is an important part of the enjoyment. With the average cyclist burning around 300 calories every 10 miles there’s no need to feel guilty about that slice of cake. Bromsberrow community shop and café say they have noticed an increase in customers of about 33% since the signage of the loop. There’s also the excellent café at the Trioscape centre, the Inn at Redmarley and a good choice in Newent.

Later the wild flowers become prolific, with bluebells in May. And of course there’s a wealth of interesting historic buildings. Without an engine a bike is a wonderful way of experiencing the sights, sounds and smells of the countryside and no need to worry about finding a parking space or Installing the Loop signs carbon emissions. British, and born in the 1950s or earlier? Congratulations! You’re a genius at mental arithmetic! There are no studies, surveys or statistics to prove this, but it stands to reason: you needed a brain from IBM just to work out your change! Here’s a simple test for anyone under 50. On Friday you go out with £1.17.4. You buy a pint of mild for Alf at 1s 2d, a bottle of sweet stout for Alf’s missus Mabel (no white wine for the ladies in those days!) at 10 and 1/2d, a pint of bitter for yourself at 1s 5d, a packet of crisps at 3d, and a dark rum for old Harry at 1s 8d. Later, it’s your round again – same again but no crisps, and Harry has a double (which he never does when it’s his round!). Later still the fish man comes and you have a poke of shrimps, 4d; then you give the lass from the Sally Army 2d for a War Cry which you never actually read. At chucking out time you buy a bottle of Guinness to take home, 1s 9d (1d back on the bottle). So: have you got enough left over to see Rovers at home tomorrow and buy a pie and a Bovril at the ground? Page 46

People think, wrongly, that Britain got decimalised on April 15th 1971, or D-Day as the press dubbed it. The real D-Day was March 1st 1966 when the Chancellor, Jim Callaghan, officially announced that the Government had accepted the report of a committee of enquiry (now more than two years old) and that a currency that was, in essence, more than 1,200 years old would be scrapped in five years’ time. The announcement marked the end of a long, slow march towards decimalisation. When the Decimal Association was founded in 1841 many people saw it as another manifestation of that extreme rationalism that demanded a 13-month year and one universal language. But it at least succeeded in getting a new coin minted from 1849 onwards: the florin, worth two shillings – or 10 to the pound! The florin, though, failed to our perception of the pound and shilling as the base units of currency. We were used to working with bases 12 and 20, and that’s why Britain was so good at arithmetic. (The above example is simple subtraction: imagine you were a wages clerk making up weekly pay-packets for 100-odd workers all of whom worked different hours at different rates!) Another reason why the old money had to go was that it was so damned BIG! Have you ever seen it? You needed a gusset sewn into your change pocket or all those farthings, halfpennies,

cartwheel pennies, 12-sided threepenny bits, tanners, bobs, florins and half-crowns would wear a hole in it in days. Still, there was a lot of resistance; and only when South Africa and Australia took the lead did Harold McMillan authorise the committee of enquiry in 1961. Once Mr Callaghan had made the formal announcement, though, things moved fast. The Decimal Coinage Act and the Decimal Currency Board came in 1969 along with the 50p piece. The new 5p and 10p came in 1970 and were the same size as the shilling and florin they eventually replaced. The only real change on D-Day itself was the introduction of the new 1/2p, 1p and 2p, although even then the old coppers remained in circulation until August. Was it worth it? A lot of old folk got fooled into thinking that 6p was the same as 6d when of course it was closer to 1s 2 and 1/2d; but my 23-year-old daughter is astonished and appalled that we put up with a system that mixed not only base 12 and base 20 but also fractions of the basic unit for so long. Still, we were brilliant at mental arithmetic!

You could contact the police directly and show them the evidence, but your camera may not have recorded enough material for charges to be brought. The aim of the site is to highlight dangerous driving and that those responsible are now having their actions recorded. They also act as a conduit to the police and insurance companies when claims or charges are brought. You may not have been the only one recording an incident, so the site can act as a collection point for other footage of the same incident, thereby increasing the chances of a prosecution. An additional incentive for getting a dash-cam is that, to help insurance companies prove liability, they may also pay for your footage, meaning it could pay for itself.

Only a few weeks ago we had a member of public come in with a lost Great Dane. We were surprised someone could lose such a large dog but we scanned his chip and phoned the owners. The owners had let him out for 5 minutes and he had wandered off without them noticing. We checked him over and kept him in a kennel until he was reunited with his owners within three hours. This fortunately is a typical story as more pets are microchipped these days which makes it easier to reunite them. The same is true for cats, who should also be microchipped as they sometimes go missing or get into vehicles and end up a long way from home - totally untraceable without a microchip!

A microchip is a capsule about the same size as a grain of rice that carries a unique identification number. It is implanted under the skin, usually between the shoulder blades in dogs and cats. Implanting the microchip should hurt no more than a routine injection and once microchipped your pet has a traceable form of ID should they escape, get lost, or be stolen. After your pet is microchipped, the details will be registered with a Lost and Found Pet Service. If the worst happens and your pet goes missing, it is very likely that they will be taken to a local vets, picked up by the animal warden, or handed in to one of the animal rescue organisations. These places are equipped with special scanners which can read the lost pet’s unique microchip number and this will

enable them to find your details 24/7, 365 days of the year. You can then be contacted directly so they can reunite you with your missing pet. Fun for all at Labels this Easter A visit to Labels Shopping always makes a great family outing at any time of year but over the upcoming Easter holidays there will be lots of additional fun activities going on to keep visitors of all ages amused, including a drawing competition and a Spring Trail, many of which are free to enjoy. As part of the new recently opened Handmade and Local Emporium at the store, you’ll be able to watch well-known local cow artist, Sam Morris, painting a huge new wall mural in the store, see Karie-Ann Pet Portraits at work and add your unique stamp to the handprint wall.

Dividend Taxation And Other Changes To Tax Laws in 2016/17 By Ann Haldon > 32.5% (for the higher rate band) > 38.1% (in the additional rate band) People with a low dividend income will see a reduction in their tax bill, but the new measures are likely to hit family-run small businesses the hardest.

A change to the dividend taxation laws is to be implemented from April 2016. Pension and ISA dividends will not be affected by the new regime and will remain free of tax, but the new dividend rules are likely to have an adverse effect on directors and shareholders of small incorporated companies. The new proposals will reportedly bring in an extra £2.54 billion in revenue for the 2016/17 tax year,�with smaller amounts continuing to bolster the public purse in future years. The changes are an effort by the government to equalise tax laws for those who run unincorporated businesses.

So why has the Treasury decided to overhaul the current system? The government is attempting to discourage tax-motivated incorporation, which means setting up a business as a limited company simply to enjoy a lower rate of tax on income. In the past, directors/ shareholders of a limited company have been able to take a small salary from their business, which attracted enough tax to maintain their entitlement to the state pension. The government’s objection, however, is that company profits are then used to extract a further dividend taxed at the much lower rate of 10%.

Here’s a summary of the changes to be introduced • A maximum annual Dividend Allowance of £5,000 is to come into force (after taking the personal allowance into account) • The existing 10% notional Dividend Tax Credit will be scrapped • Dividends over the £5,000 annual limit will be taxed at the following rates: > 7.5% on dividend income in the basic rate band

Strong objections from the business community With the inherent difficulties facing small businesses, fears have been expressed that the government is making it much harder for people in business to survive financially. This includes both individual contractors who have incorporated their businesses, and family-run companies. In fact, an online petition has been started, objecting to these new rules. Company directors/ shareholders say that the

rewards of low dividend taxation compensated for the long hours and risks they took when starting their business, and that their overall contribution to the economy needs to be more widely acknowledged by the government. Are there any other changes to UK taxation in the forthcoming financial year? Other announcements made in last year’s Budget include: • Pension tax relief changes - Restrictions on pension tax relief for those with an income of £150,000 or more will come into force from April 2016. A fixed rate of 33% will apply for all in the new tax year, regardless of the rate band. • Savings interest - Said to be an acknowledgement of recent poor returns for savers, George Osborne also announced in last year’s budget that savings interest of up to £1,000 will no longer be taxed. • Digital tax accounts - The ‘account’ will be similar to online banking in that details on how much is owed will be available to view at any time, and taxpayers will be able to make payments throughout the financial year rather than meeting a specific deadline. Rotary working to increase membership Rotary, like many other organisations, is currently striving to increase its membership, and in particular is keen to appeal to the younger sector of the community. At our meeting of 2nd February, the Club was delighted to induct two new young members. President Paul Gurney welcomed both Neil Albinson from Highnam, and Chris Gooch from May Hill into the Club. Like Neil and Chris, it is hoped that others from the local community will consider joining our Newent team, where you will make new friends, enjoy the fun and fellowship of social evenings, and assist us with our charity fundraising for local, national and international causes.

For our first meeting in February, the Club assembled at The Kilcot Inn, near Gorsley, for its first ever breakfast meeting. Members and wives had a most enjoyable breakfast, and all agreed that the Club should plan to repeat the idea in the near future.

Rotary updated by Two Rivers Housing presentation Gary King, Chief Executive Officer, Two Rivers Housing, gave a most interesting and professional presentation at our meeting on Tuesday 26th January. Covering a large area from Ledbury, through Newent to the Forest, as far South as Chepstow, but also with projects in Hereford, Gloucester, Stonehouse and Stroud, the charitable organisation seeks to create great homes and supports local communities. Providing affordable homes and cohesive and sustainable community projects, managing and developing apprenticeships, supporting new developments, regenerating areas and caring for the environment, this ‘not for profit’ organisation seeks to provide the support for a brighter future for our community. From their modern HO at Rivers Meet, Newent, their new subsidiary ‘Centigen’ also provides a facilities management service. President Paul Gurney thanked Mr Gary King for providing a brilliant insight into Two Rivers.
