DIGGERS & DOZERS

IMPROVISE, ADAPT, OVERCOME

Improvise, adapt and overcome. It is the unofficial slogan of the US Marine Corp and a trope of countless war movies in which the hero or heroes overcome seemingly insurmountable odds. But that same slogan could be applied to the plant and equipment sector, which has itself been forced to pivot without warning in the face of a global pandemic that brought construction sites to a juddering halt. The impact of – in some cases – a near three-month layoff has proven catastrophic for some and terminal for others. But there are some companies that have taken the COVID-19 crisis and the resulting quarantine in their stride. Some have taken the opportunity to regroup and to rationalise. Some have decided to forge a new path to keep men employed and to keep machines moving. And while it has meant we have all had to forego immediate visits to the Hillhead and PlantworX exhibitions, there are already signs that while the Coronavirus has been a curse for many, it may yet prove to be a blessing for some. Here at Diggers and Dozers, we quickly took the decision to pivot. If life was handing us lemons, then we were making lemonade. Or, our case, we were making LiveStream videos. I’ll be honest, when we first took the decision to take our news off the printed page (our printer was in lockdown so publishing this magazine was impossible) and onto your PC and mobile device screens, it was a leap of faith. We had never hosted a LiveStream before. The learning curve was steep and we were doing our learning in full view of the public. But it was a gamble that paid off. The exclusive LiveStream we hosted with Sany UK proved to be enormously popular. Our follow up focus on the Mecalac MCR “skid excavator” range (featured in this issue) even more so. And when we joined forced with the teams at Content with Media, DemolitionNews and the Digger Man Blog to bring you our Hillhead (almost) LIVE event, the response went off the charts. (You can, of course, still see all these shows on our YouTube channel here: https://www.youtube.com/user/diggersanddozers) Of course, aside from a few isolated regional lockdowns, the industry is now mostly back at work. But our LiveStream videos have proven far too popular to just go back to the good old days of pure magazine publishing. These videos allow us to provide viewers with more depth, more interactivity (and hopefully more entertainment) that any magazine article ever could. So while the lockdown is going away, the LiveStreams certainly are not. In fact, if you find yourself at a loose end at 6pm on Wednesday 26 August, you can join us as we get under the skin of the new Komatsu D71PXi dozer. That show will be broadcast LIVE on our YouTube channel and on our Facebook page, both of which will provide you with the opportunity to ask questions and – possibly – to win a scale model of the machine in question. We hope to see you there so that we can reassure you that Diggers and Dozers is not just alive. It is LIVE!

JCB DROPS H-BOMB JCB has developed what it claims to be the construction industry’s first-ever hydrogen powered excavator. The 20-tonne 220X excavator powered by a hydrogen fuel cell has been undergoing rigorous testing at JCB’s quarry proving grounds for more than 12 months. The exciting development means JCB is the first construction equipment company in the world to unveil a working prototype of

an excavator powered by hydrogen. “The development of the first hydrogen fuelled excavator is very exciting as we strive towards a zero carbon world,” says JCB Chairman Lord Bamford. “In the coming months, JCB will continue to develop and refine this technology with advanced testing of our prototype machine and we will continue to be at the forefront of

4

technologies designed to build a zero carbon future.” Lord Bamford’s son Jo Bamford spent 14 years at JCB before moving into the hydrogen sector, setting up Ryse Hydrogen and then buying Northern Ireland bus giant Wrightbus. He has won contracts to supply the world’s first hydrogen double-decker to cities such as London and Aberdeen.

DIGGERS & DOZERS

“I truly believe hydrogen is the UK’s best opportunity to build a world-leading industry which creates UK jobs, cuts emissions and is the envy of the globe,” Jo Bamford adds. Power for JCB’s prototype excavator is generated by reacting hydrogen with oxygen in a fuel cell to create the energy needed to run electric motors. The only

emission from the exhaust is water. The development comes after JCB made manufacturing history last year by going into full production with the construction industry’s first fully electric mini excavator, the 19C-1E. JCB has also extended electric technology to its innovative Teletruk telescopic forklift range with the launch of an electric model, the JCB 30-19E.

5

Through constant innovation and design improvements, JCB has also been leading the way on clean diesel technology to meet Stage V EU emissions regulations and has almost eradicated the most harmful emissions from its latest range of diesel engines. Nitrous Oxide (NOx) is down 97 percent, soot particulates down by 98 percent and Carbon Dioxide (CO2) emissions down by almost half.

The new Kobelco ED160BR Blade Runner is now available in Europe. The multipurpose ED160BR-7 Blade Runner, which combines dozer with SR-type excavator, can cover a large range of applications including landscaping, land clearing and maintenance of forestry roads and its short radius design makes it particularly suited to small or confined job sites. The machine’s large capacity, foldable 6-way dozer blade has Power, Angle and Tilt capability (PAT) so it can be angled 25 degrees to the left or right for moving earth out of the operator’s path, while its tilt function is ideal for slope grading and ditches. The PAT dozer also has a floating function to further aid levelling.

of 455 mm and drawbar pulling force (195kN) ensures smooth travel and easy manoeuvring on uneven terrain. Curved triple grouser shoes, which are available in 500 or 600 mm sizes, further promote the ED160BR-7’s agility, while the heavier operating weight (16,800 to 18,000kg) and

The ED160BR-7‘s high-power engine complies with the latest Stage V emission regulations and, when compared to the previous ED160BR-5 model, offers a 10 percent increase in engine output and a 10 percent reduction in digging cycle time. The machine also retains its high performance without reducing speed, even when carrying heavy loads or when travelling on a slope. Its excellent ground clearance

optional counterweights (580 and 1,000 kg) provide extra stability to manage complex attachments. The heavy-duty undercarriage also features 20-tonne components for increased durability. Complementing Kobelco’s line-up of next generation machines, including the SK75SR-7, SK85MSR-7, SK130LC-11 and SK140SRLC-7, the ED160BR-7 has been designed completely with the operator in mind.

Its large sized and modern cabin is equipped with a number of easily accessible controls, including a jog-type dial with multiple functions, which is back-lit for ease of operation. In fact, LED backlighting on all control switches inside the cabin also helps to reduce eyestrain, particularly during short daylight working hours and night time operation. The blade control lever is also more ergonomic when compared with the previous model. The ED160BR-7’s easy access 10inch colour monitor provides

the operator with a clear view of important machine status information, function menus and views from the machine’s cameras, including rear and right side cameras for a unique “eagleeye” view. Improved multi-function capabilities also means that the flow-rate modes of the bucket, breaker, nibbler and rotating grapple can be set before operation, allowing the operator to start work immediately. Mode settings for other attachments, such as the tilt rotator, can also be easily added. In addition, the ED160BR-7 features a comfortable Kobelcobranded Grammer seat that is constructed to incorporate the joystick and armrests as one unit. This means that with any movement of the seat, the operator remains comfortable and in full control. The cabin’s standard airconditioning system has also been improved. Other operator-based features include use of LED door lamps, that switch on when the cabin door is opened or the ignition switched off, FOPS Level II roof guard, which is equipped with a lockable swing-open section so the external roof glass can be easily cleaned. Parallel front window wipers ensure a significantly larger swept area of the front window for an uninterrupted view. For additional comfort, an AM/FM (hands-free) radio, smartphone holder and USB come as standard, while for additional security, a password can be set and is required to start the engine. The use of Kobelco’s innovative iNDr system (Integrated Noise and Dust Reduction) also means the ED160BR-7 is quiet in operation, not just in working areas but also inside the cabin. iNDr’s primary function is to filter dust from the cooling air reaching the engine, raising the reliability level of the machine even further.

or reopening their operations for customers, implementing appropriate measures to minimise the spread of infection, including social distancing and hygiene arrangements, is essential. The trade association’s Director of Certification Services, Carl Bartlett - the document’s author - explained that it provides guidance to members, when implementing the government directives to counter coronavirus. The directives will present challenges on time and resources of organisations, especially during the economic downturn. “From an educational and trading point of view things are going to be very different. People will need time to adjust and become accustomed to a new way of working,” Carl Bartlett says. “The cost of staggered shift patterns, plexiglass screens to protect staff, new directional signage to promote social distancing and upgrading sanitation facilities will all add to the financial strain on businesses.”

In the wake of the UK Government continuing to ease lockdown restrictions, HAE EHA (Hire Association Europe and Event Hire Association) continues its support to hire companies in the fight to prevent the spread of coronavirus and assist the construction industry’s recovery from the impact of the pandemic. The association is hosting webinars and has produced guidance notes for hire centres, all of which can be accessed through its website.

The guidance documents are regularly updated to reflect the changing situation, based on current government information and Construction Leadership Council advice. Approved by HAE EHA’s Health and Safety Technical panel, the information will also form part of the HAE EHA SafeHire Certification Scheme, the risk assessment for members. With many businesses in the Tool, Plant, and Equipment hire sector either remaining open

10

HAE EHA members are already familiarising themselves with the ‘new normal’ and have been seeking advice on practical issues like handling returned hired and saleable equipment and whether they should be disinfecting these items. The association’s guidance on this is 48 hours for quarantining saleable items and accessories with the timelines for quarantining tools and machinery being kept in line with government guidance but advising members to consult with manufacturers before spraying equipment with cleaning agents, as this could be detrimental or even damaging. “As an association we are trying to be proactive by offering good solid guidance to support members, pertinent to business operations during the current crisis, so that it gives them a starting point with all of the aspects they must consider when they carry out their risk assessment,” Bartlett concludes. “The emphasis is on supporting people not with rules, but guidance specific to their situation.”

DESKTOP COMPACTION Wacker Neuson has connected its proven compaction control with a Telematics solution. Compamatic is now also available for the heavyduty reversible and some of the heavy-duty remote-controlled vibratory plates. This makes compaction progress traceable and allows for completely documented quality control. Customers can even more efficiently design the job site process using Compamatic. Compamatic is a combination of the time-tested and proven Compatec compaction control by Wacker Neuson and a Telematics

module. Wacker Neuson now also introduces the system for the reversible vibratory plates DPU80, DPU90, DPU110 and the remotecontrolled versions DPU80r and DPU110r in the range from 80 to 110 Kilonewtons. Compamatic is likewise available for the coupling set of the DPU110 model. On the one hand, Compamatic results in enormous time savings on complex large construction sites, as quality assurance is enabled via the EquipCare Manager, therefore making fewer on-site inspections necessary. Even for small businesses, easier quality

12

control results in time and cost savings. “Compamatic makes it easier for our customers to monitor and document soil compaction,” explains Stefan Pfetsch, Director of Sales at the Wacker Neuson production company in Reichertshofen. “The function is linked to our existing Telematics system EquipCare. Thus, all information is clearly displayed on one platform and easy to find.” A vibratory plate equipped with Compamatic sends data for quality control to the Wacker Neuson EquipCare Telematics solution. The exact machine location is recorded via GPS. At the same time, the Compatec compaction control reads out the compaction data at the relevant point in time. In the EquipCare Manager, a satellite image with a “heat map” uses different colours to show where compaction has taken place and how much. Since 2019, Wacker Neuson has been equipping compact equipment such as excavators, dumpers and wheel loaders with the EquipCare Telematics solution. This increases transparency in fleet management, as the machines send a report in real time to the customer’s terminal device when maintenance is required, or in the event of operational faults or unexpected relocations.

YANMAR’S SPACE-SAVER Designed for worksites with limited access and operating space, Yanmar’s ViO23-6 mini excavator is ideal for urban environments. With its zero-tail swing design, neither the counterweight or upper frame extend beyond the width of its tracks, offering safe and predictable operation in tight spaces. Powered by Yanmar’s proven 3TNV76-PBV1 engine, the ViO236 is quiet, efficient and reliable. Harnessing an indirect injection system and mechanical speed governor, the engine delivers 14.6 kW power at 2,400 rpm. Auto-deceleration and eco-mode features are included as standard, improving fuel economy and reducing emissions.

The ViO23-6 offers exceptional performance for its class, with 13.1/17.5kN of digging force (arm/ bucket) to a depth of 2,655 mm. Smooth and predictable control is provided by the ViPPS (ViO Progressive 3 Pump System) hydraulic system, which uses three separate pumps – one variable displacement piston pump and two gear pumps – to allow for simultaneous operation of controls. The ViO23-6 also makes use of a 1,550 mm wide extendable folding blade that offers tool-less extension changes. With a variable undercarriage that can be easily extended and retracted with a single lever, the ViO23-6 can access tight spaces, while offering enhanced stability

13

once extended. It can perform on a variety of surfaces, with an operating weight of 2,245 kg for the canopy version and 2,405 kg for the cabin model. Its low transport weight of 2,270 kg means worryfree towing on a 3.5 tonne trailer, even with a breaker and buckets on board. Operators benefit from a spacious cabin and triple mirrors designed to provide 360° visibility. An adjustable air suspension seat reduces fatigue, while increased legroom and ergonomic arrangement of the operating controls maximises comfort. The ViO23-6 cabin has been designed to meet ROPS (Roll-Over Protective Structure) certification and FOPS (Falling Object Protection Structure) Level 1. A 3.3” digital interface informs the operator in real-time about the machine’s status, including fuel level/consumption, coolant temperature and LED lamp control. The interface also monitors maintenance intervals and functions as a diagnostic tool by reporting error codes to the operator.

JCB’S MILITARYMIGHT

14

DIGGERS & DOZERS

JCB has been awarded a contract to supply the U.S. military with a fleet of specialised high speed excavators over the next eight years in a deal worth up to $269 million (£217 million). The deal centres on the supply of High Mobility Engineer Excavators (HMEEs) for the U.S. Army and U.S. Marine Corps. Prototypes of the machine - capable of speeds up to 88 km/hour - were first developed in 2002 specifically for the U.S. Army to meet its demand for a high-speed backhoe loader capable of undertaking military engineering tasks. In 2005, JCB was subsequently awarded a contract worth around $209 million, along with an additional service contract valued at around $20 million. Subsequent contract extensions and international sales have seen HMEE production for the U.S. and allied nations rise to 1,200 machines. It has been confirmed that a new contract has been signed for the supply of up to 400 HMEEs which will all be manufactured at JCB’s North American headquarters in Savannah, Georgia. In addition to the base unarmoured HMEE, JCB will also provide armoured variants as well as attachments and service support. JCB CEO Graeme Macdonald said: “When it was developed, the HMEE revolutionised the way military tasks were carried out and we are delighted that the U.S. military has shown great faith in the product by placing this new order.” JCB Inc President and CEO Richard Fox-Marrs added: “To win this eight year contract is fantastic news for JCB’s North America Headquarters, which has

15

been manufacturing HMEEs here for the past 13 years. The U.S. military has shown tremendous confidence in this JCB product which speaks volumes for the team behind its design, engineering, manufacturing and after sales support.” The HMEE combines the capabilities of the worldrenowned JCB backhoe loader and the innovative high-speed JCB Fastrac– the world’s fastest tractor, which has full suspension and antilock brakes. The objective of the HMEE concept is to have a machine capable of travelling at military convoy speed without the need for transportation by a truck and low-loader trailer. Chris Giorgianni, Vice President of Government and Defence at JCB North America, said: “The JCB Government and Defense team is proud to continue to support the U.S. military through the extension of the HMEE programme. The fact that the U.S. military has entrusted JCB to manufacture the HMEE for over a decade is a testament to the work the entire team here has accomplished. We look forward to furthering the HMEE programme and working with the U.S. military on future projects.” The 17.5 tonne, 6.7 litre engine machines are well suited to a range of military and disaster relief missions, including earthmoving, fortification construction and ground clearing. In addition to its top speed of 55mph (88kph), the HMEE is certified for military transport on ships, rail and aircraft, and for airdrop operations. It is available in various configurations including an armoured specification. It is four-wheel drive, four-wheel steer, can lift more than two tonnes and dig to a depth of almost four metres.

BOBCAT COMES CLEAN Bobcat has added a new Pressure Washer Attachment to its range of over 100 different kinds of original attachments available for its extensive loader line. The company claims it is the world’s first manufacturer to offer this kind of attachment for skid-steer, compact track and all wheel steer loaders on the market. There are three different Pressure Washer Attachment models - the 250S, 250M and 250L - to match different Bobcat loaders and to meet the specific requirements of the many different applications for the attachment . “Bobcat is now offering a Pressure Washer Attachment that ensures that cleaning streets, signs and street furniture has never been so easy and effective. Wherever much larger dedicated machines cannot gain access or where the job must be done mechanically – the new Pressure Washer Attachment mounted on a Bobcat loader is the best way to clean surfaces,” says Daniele Paciotti, Product Line Manager Attachments Bobcat in Europe, the Middle East and Africa. “Excellent results can also be achieved when cleaning façades and roofs, to clear waste and moss/ lichen, for example.” The new attachment is also very versatile, as the operator can either operate the sprayer from the cab or with a handgun for more targeted high-pressure water cleaning or sanitisation of various objects. The 250S Pressure Washer model is intended for the Bobcat S100 skid-steer loader. Next in the range is the 250M model, which is approved for use on all Bobcat skid-steer loaders from the S450 to the S650 model and the T450, T590 and T650 track loaders. The third

model, the 250L, is designed for use with the S630, S650, S770 and S850 skid-steer loaders and the T590, T650, T770 and T870 compact track loaders. To work with the Pressure Washer Attachments, all the loaders except for the S100 must be equipped with the Bobcat Attachment Control Kit which is standard on the high flow machines. Working closely with Dynaset, Bobcat is now providing a Pressure Washer Attachment that is simple and effective, transforming the hydraulic power of the loader to pressurised water without any

16

loss of power. This simplicity is also key to the ease-of-use and low maintenance of the attachment, ensuring increased uptime and more working hours. Other product features include the Floating Front Wheel, which allows the Pressure Washer to work more smoothly and faster. As well as ease-of-use, the new Pressure Washer is also simple to clean, getting jobs done more quickly and safely with consistent results. The absence of rotating parts in the High Pressure Pump increases durability and ensures low maintenance requirements.

ANGOLA MAKES GOOD CASE CASE Construction Equipment has recorded one of its largest deliveries for 2020 with an order for 125 units from the Angolan Ministry of Transport. Amidst the global COVID-19 pandemic, the construction sector has begun to see an uptake in activity as governments of countries with a downward trend in contagion enter into their respective next phases, many of which involve reinstating select construction activities.

The latest signs of encouragement come from Africa, with this

substantial delivery in Angola. The result of a tender won by Redondo y Garcia SA, a key CASE partner in the country, the order consists of 35 backhoe loaders, 20 Crawler Excavators, 35 Dozers and 35 Motor Graders. Aftermarket services tied to this delivery are being supported by CASE dealer Ivecar SA. Despite the logistical slowdown due to COVID-19, the delivery has been successfully concluded. With Angola being one of the highest spenders on roads in Africa, infrastructure

18

development is crucial to the country. CASE machines will be used to support the construction and maintenance of the country’s roads, with the high performance and durability of the CASE equipment perfectly suited to these challenging conditions. Throughout the pandemic crisis, CASE has continued to support its global dealer network and maintained aftermarket services. The majority of CNH Industrial’s 67 global plants have also now reopened. To ensure the health and safety of its employees, the company has established a global COVID-19 Safety Protocol throughout its plants and logistics centres. This encompasses over 40 different measures and is in compliance with local regulations in all countries in which it operates.

SWITCHING TO LIUGONG Komatsu and Volvo in the 13 to 14-tonne range, which is the core size excavator for housing sites. But moving forward, the company is looking to standardise on LiuGong machines, all of which will feature the company’s distinctive silver and black corporate livery.

Kent-based Kingsheath Construction is the latest business to invest in a fleet of LiuGong excavators supplied by sole UK importer, LiuGong Direct UK. Managing Director and groundworks veteran, Jamie Pike, formed the business in October 2018 along with Matt Jeffrey who is a shareholder. The fledgling business received its first tender on the 21st of the month and started the contract in January 2019. The work has continued to snowball from there. The rapidly expanding business, which now employs 100 employees, amassed an impressive £11 million turnover in the first year of trading and currently have contracts secured worth in the region of £44 million. This is a key factor in the investment in the new machines.

invest in a fleet of 15 tonners, the company held discussions with LiuGong Direct UK to look at their options. LiuGong Direct UK’s Grant McGregor arranged for a demonstration model of the 915E to be delivered to site and both drivers agreed that it was one of the best machines they had operated. So according to Jamie it was “a bit of a no brainer” and he decided to purchase the first four of a ten-machine deal that will see the others arriving over the coming months. Kingsheath Construction currently runs machines from

Most of the company’s work is in the housebuilding, groundworks and civil engineering sectors, primarily for blue chip housing developers including Bellway Homes, Abbey Developments, Countryside, Redrow Homes, Crest Nicholson and Persimmon Homes. Having had previous experience hiring in LiuGong’s 22 tonne 922E models, Kingsheath discovered that their operators liked them. So when the decision was taken to

“One of the key issues is the fuel consumption on the machines. We have found we are getting threequarters of a day more out of a tank of fuel on these compared to our other brands on the fleet. In addition to this, the operators all love the cabs on them,” explains plant manager Nick Earl. “I have also had a great long term working relationship with Grant and I know that the back up from LiuGong Direct UK will be second to none”. This is a view echoed by Kingsheath Construction’s managing director, Jamie Pike. “Although we are a Kent-based company, we are extremely ambitious to expand our working area into Essex and the Home Counties,” he concludes. “ With these new machines we will be well prepared for the busy times which lay ahead for our business.”

The new Liebherr L 509 Tele telescopic wheel loader is a unique multifunctional machine which combines the lift height and reach of a regular telescopic loader with the productive material handling capacity of a classic wheel loader: The benefits of two machine types

in a single product. Developed on the basis of the Speeder L 509 stereoloader this new telescopic wheel loader retains the proven stereo steering and can reach a top speed of 38 km/h as standard thanks to the powerful hydrostatic travel drive. It also complies with

the emission stage V/ Tier 4f specifications. Instead of classic wheel loader lift arms, the new L 509 Tele has an extendable telescopic lift arm which can lift to a height of 4.8 metres with a fork attachment.

Thanks to the integrated z-bar kinematics the telescopic lift arm enables the operator to load containers and lorries at great heights or stack loading material. When working with a fork attachment, no manual readjustment is necessary, because the Liebherr engineers have optimised the parallel movement during fork operation. The new telescopic lift arm offers advantages in terms of lifting height and reach. The Liebherr stereo steering system, the proven combination of articulated steering and the steered rear axle, ensures manoeuvrability. The combination of these technical solutions makes the new L 509 Tele invaluable in many applications including landscaping, municipal, snow clearing or recycling services. This flexible, versatile machine is so user friendly that even lessexperienced machine operators can safely operate it on all types of construction sites. The L 509 Tele has a newly designed hydraulic quick coupler to switch between work tools. It ensures high wear and holding forces and, thanks to its compact design, offers a good view of the attachment being used. The connection dimensions are the same as the L 506 Compact - L 509 Stereo wheel loaders so that operators can use existing working tools for these machines on the L 509 Tele. This ensures year-round efficiency with attachments such as earth-moving and light material buckets, fork attachments, buckets with hydraulic clamp or snowploughs. The L 509 Tele has one of the most sizeable operator’s cabs in its machine class. In addition to its generous space the impressive, well laid out work station offers superb visibility. A special feature is the height-adjustable 9-inch touch display, which clearly shows all information. Liebherr has also modified some aspects of the standard stereoloader cab. For example it has a sunroof window so that the operator can clearly see the works tools and material being handled even when the telescopic lift arm is extended.

23

DIGGERS & DOZERS

The functions of the telescopic lift arm can be easily and intuitively operated using the Liebherr control lever integrated into the operator’s seat as standard. The mini-joystick on the control lever is used for retracting and extending the lift arm as well as controlling hydraulic work tools. To make working with the telescopic lift arm even easier, the “Comfort operation Tele” is available at the customer’s request. This includes automatic bucket return-todig, programmable auto lifting and auto lowering as well as visualisation of the equipment position on the display. Liebherr has equipped the L 509 Tele with an overload warning system as standard. This consists of a load torque limit and a load torque indicator on the display to continuously inform the machine operator about the bearing load situation and the stability of the telescopic wheel loader. In the critical area before the stability limit is reached,

the overload warning system ensures that the movements of the working hydraulics are slowed down to a standstill. The telescopic lift arm can then only be used to improve the stability of the machine. As an additional aid, the machine operator receives an acoustic signal and a visual warning on the display if the maximum load is exceeded. The new telescopic wheel loader also possesses many well-known features of the reliable Liebherr stereoloader series. The L 509 Tele also has a reduced articulation angle of 30 degrees thanks to stereo steering. As a result, the centre of gravity remains in the centre of the machine when transporting large loads, which increases stability. The damped articulated pendulum joint, as with the regular L 509 Stereoloader, compensates for uneven ground and ensures stable travel characteristics on uneven surfaces.

SECTOR SEES RED A collective group of construction trade bodies led by the Construction Plant-hire Association (CPA) has written to Chancellor Rishi Sunak to highlight continued concerns around the Treasury’s policy to cut the rebate on red diesel for construction plant machinery.

industry and extend the deadline by at least a further year to allow for a sustained economic recovery to take hold.

At the budget in March this year, the Chancellor confirmed the government’s plans to abolish the tax relief on red diesel for the construction sector in two years’ time. However, this was met with widespread disappointment from the construction industry and Hire Association Europe (HAE), International Powered Access Federation (IPAF), Scottish Plant Owners Association (SPOA), National Federation of Demolition Contractors (NFDC) and the Scottish Building Federation have backed the CPA’s calls to review the impact of the move on the already fragile finances many construction companies are now experiencing.

The letter states: “Since the March Budget, the ongoing impact of Covid-19 on our members has caused a sudden and continuous decline in their business outlook and future investment plans. For many businesses, cash flow remains critical and capital expenditure has been frozen or cancelled. As the latest ONS figures show, in the three months to May, construction output fell by 40 percent. The Office of Budget Responsibility has estimated that construction output will fall by 70 percent in Qtr 2 of 2020 relative to a decline of 35 ercent in the whole economy because of Covid-19. Although our members have actively taken steps to adapt to remain in business, their future and investment intentions are being put on hold. The outlook is highly uncertain and will remain so for some time ahead.”

The construction trade associations involved have urged Sunak to consult further with

Industry analysts have estimated scrapping the red diesel rebate will cost construction up to £490

million. Concerns have also been raised about the wider effects of cutting the rebate - such as limiting investment in greener technology, stifling innovation and the implications of passing increasing costs on to clients and users. The letter states that the construction trade associations recognise and welcome the support measures the government has set up since the crisis started, but warns that the Treasury’s plans will hamper the development of cleaner, more energy efficient technology in the sector, by adding another burden so soon after recovery from the global pandemic. It goes on to say that companies in the construction sector have no choice but to use diesel engines, as electric vehicles over the certain weight are currently not a realistic option. Sunak is urged to extend the rebate deadline by at least a further year and to consult with industry to allow the sector to properly prepare for the change and to give manufacturers the time to introduce cleaner, greener technologies to the marketplace.

BEST OF BOTH WORLDS boom system, allowing operators to do more from a single position. Together these capabilities produce truly game-changing versatility.”

Mecalac has a well-deserved reputation for creating innovative and often quirky machines. That reputation will be further enhanced by the company’s newly-updated MCR Series of “skid excavators” that combine the speed and agility of a skid steer with the 360-degree rotation of an excavator for versatility and travel speeds two times faster than any small excavator. Comprised of three models the 6MCR, 8MCR and 10MCR - Mecalac’s line of compact skid excavators offers superior speed, productivity and compact operation over traditional miniexcavators. A compact footprint brings Mecalac’s signature end-user-focused design to new applications and industries for increased safety, sustainability and efficiency. “One of the main goals of every Mecalac design is reducing congestion on the jobsite by providing one machine that can take the place of several,” says Peter Bigwood, general manager for Mecalac North America. “The MCR Series is truly multifunctional, acting as a skid steer, excavator or rough terrain forklift, depending on the attachment. We designed the new MCR series to go faster than anything else its size because we know time is of the essence on every site. But speed is only part of the equation when it comes to efficiency, so we added an unparalleled range of motion with the patented three-part Mecalac

The new MCR Series features a hydrostatic transmission and drive motors strong enough to take on any job. A dedicated pump drives the motor, allowing for twice the speed of any traditional mini excavator on the market. Each of the three machines is capable of travel speeds up to 10 km/hour. This significantly reduces time spent traveling across site, resulting in faster cycle times and less unnecessary downtime. On the jobsite, the MCRs’ groundbreaking versatility increases productivity and reduces congestion. This is due in part to the company’s patented quick coupler, CONNECT. The advanced system allows operators to quickly transition between attachments — such as pallet forks or digging buckets — without leaving the cab, decreasing downtime between tasks and increasing overall productivity. Additionally, once the pins are engaged, CONNECT guarantees zero risk of dropping a bucket. Using a range of attachments, contractors can easily do the job of several machines with a single unit, freeing up resources and space without sacrificing

32

efficiency. With a skid bucket attachment, contractors can move up to 0.75 m3 of material at top speed or rest the bucket against the blade for applications such as grading and ground leveling. This innovative feature stabilizes the bucket, distributing the forces to the frame of the machine and reducing stress on the boom, prolonging component life. MCR units combine Mecalac’s innovative three-part arm and a rotating ability to deliver superior performance as part of the company’s signature 360-degree compactness. The extended range of movement increases flexibility and reach while minimizing unnecessary movement, allowing operators to do more from a single position or within confined spaces. The three-part arm can also be tucked in, even with a full bucket, allowing for extra compactness and mobility without overbalancing the unit in the front — resulting in a true zero-turn radius. and Putney bridges, required the type of groundwork support in which Sheet Piling UK specialises. Its team started work at the site in April 2020, following the demolition of Fulham FC’s existing Riverside Stand.

PILING INTO THE COTTAGE Steel sheet pile installation specialist and supplier, Sheet Piling (UK) Limited, is playing its part in helping EFL Championship football club, Fulham FC, develop a suite of amenities, that will enable it to retain the iconic Craven Cottage site as its footballing home for many years to come. Sheet Piling UK has been part of a project that has seen Fulham FC extend its Riverside Stand,

to increase its seating capacity. The project also aims to create amenities along its stretch of the River Thames, for the enjoyment of fans, residents and visitors alike. Extending the stand and transforming the riverside walkway into a world-class destination, which will boast a pathway that allows leisure users to have an uninterrupted walk between Hammersmith

34

To create the necessary support works for the new stand, Sheet Piling UK both supplied and installed a range of its Emirates Steel sheet pile sections, consisting of EZ24-700 and EZ26-700 pairs of sheet piles, of lengths of between 10 and 13 metres. These were used to form a three-sided permanent basement, with the fourth side formed by the previously completed and realigned Thames wall. A part-cantilever and partpropped design solution was implemented, using the Z-section sheet piles to deliver the required structural properties and weight efficiencies. No delay in obtaining a supply of these first-class sheet piles was required, given the extensive amount of stock that Sheet Piling UK always holds. This saved the project time, enabling work to keep moving without unnecessary delay.

DIGGERS & DOZERS

Sheet piles were installed into predominantly cohesive soils using vibrator methods, followed by impact driving to achieve the design toe levels, as pre-augering was not possible. Z-section Emirates Steel sheet piles were installed in pairs, using two ABI telescopic leader rigs from the Sheet Piling UK fleet. These were fitted with resonance-free vibratory piling hammers and Sheet Piling UK’s double jaw clamp, ABI MZK1250 assemblies. Impact driving was then undertaken using the company’s Delmag leader-mounted hammer. This was of great benefit to the client, removing the need to create a deep lead trench, or longer sheet piles, which would have been the case had a conventional, crane-suspended, hydraulic impact hammer been used. Having completed the initial sheet pile installation, Sheet

Piling UK’s team are now looking to the next stage of the bulk earthworks project, which will see them creating and installing a temporary steel-welded support frame (part cofferdam). Once the earthworks are completed, the sheet pile interlocks will be welded, so as to provide a watertight basement structure. “We are delighted in playing our part in giving a real communityfocused football club like Fulham FC the opportunity to develop its ground in such a way as to secure its future at the site for many years to come. Many sports grounds are reticent to ask their fan base to adopt new grounds, in new locations and, through this project, Fulham FC has not had to do so,” concludes Sheet Piling UK’s managing director, Andrew Cotton. “It has been able to create a valuable sporting and leisure resource at its much beloved sporting home, with steel sheet piling at its base.”
