The proposed resolution adds an additional $140,000 to the general fund. “The city has been subsidizing or covering street permit issuance and administration costs,” interim Public Works Director John Strickland said. “The present fee schedule does not address many types of street work permits issued and administered.” Public comments about the increases drew praise from residents hoping for increased revenue, but the group stood against raising fees affecting residents. “I know there should be increases, but you are

News LeBron James slams Phil Jackson for using term ‘posse’ By Tom Withers INDEPENDENCE, Ohio —LeBron James respected Phil Jackson’s unmatched coaching accomplishments. That affection has vanished. “I’ve got nothing for him,” James said Tuesday. James fired back at the 11-time coaching champion and current New York Knicks president for using the word “posse” in a recent interview to describe the NBA megastar’s business associates. James said he lost all respect for Jackson and his comments underline a larger societal issue for young AfricanAmericans trying to succeed in business. In the interview, Jackson, 71, said James has always demanded preferential treatment and called his departure from Miami as a free agent a “slap in the face” to the Heat organization. Jackson recalled a time when James asked for the team to stay over in Cleveland while on a road trip, a request that put coach Erik Spoelstra in a bind. “You can’t hold up the whole team because you and your mom and your posse

want to spend an extra night in Cleveland,” Jackson said in the ESPN interview . The word “posse” struck a chord with James, who has surrounded himself with childhood friends during his career. Jackson’s language also touched a flash point at a time of heightened racial tension in the country. “We see the success that we have, but then there is always someone that lets you know how far we still have to go as African-Americans,” James said Tuesday following the Cavaliers’ morning shootaround. “I don’t believe that Phil Jackson would have used that term if he was doing business with someone else and working with another team or if he was working with anybody in sports that was owning a team that wasn’t African-American and had a group of guys around them that didn’t agree with what they did. “I don’t think he would have called them a posse. But it just shows how far we have to go. But it won’t stop us from doing what we need to do as a group. I’ve put

together a great team, I’ve empowered some guys since I was a kid and we’ve all grown together and become one of the people that try to model after, so we’re not going to let Phil Jackson’s comments stop us from doing what we need to do. It just gives us extra motivation. But it’s still sad, though, to see that people at the top always want to try to put guys in power down.” James was offended by Jackson’s flippant use of a term many find degrading. “If you go and read the definition of what the word ‘posse’ is, it’s not what I’ve built over my career,” James said. “It’s not what I stand for. It’s not what my family stands for.” Cavs coach Tyronn Lue played for Jackson and said he doesn’t recall him ever being racially insensitive. Lue also has no intention of brokering any communication between his former coach and star player, and said James has never asked for any special treatment. “We treat everyone the same around here,” Lue said. Along with close friends Maverick Carter, Rich Paul

and Randy Mims, James has built a sports business empire. Among the group’s most prominent successes are landing James a lifetime contract with Nike worth nearly $1 billion and launching a film and TV production company that has partnered with Warner Bros. Carter handles James’ business affairs while Paul serves as his agent—and for several other top players— and Mims works with the Cavs. They formed LRMR marketing shortly after James turned pro, and the 31-yearold three-time champion was criticized for surrounding himself with friends. “I’ve tried to put my guys in position to where they can walk in a meeting and go places and they don’t need me because they got to a point where they’ve done their homework,” James said. “They’ve studied on what they want to do and they can hold a meeting without me because of the respect that they have and the knowledge they have. That’s just 12 years of hard work and dedication that we put to each other. I know Phil’s in a position of power in our sport, but to criticize me and my guys over that is nonsense.” The Cavs play the Knicks on Dec. 7 in Madison Square Garden, a game surely to be intensified by the JacksonJames drama. James seemed hurt someone of Jackson’s stature would try to demean him. “It seems like when my name is involved with other people that’s helped build the game, it’s like, ‘How can we criticize what he does on and off the floor?’ instead of trying to help me,” he said. James has been outspoken on social issues and doesn’t intend to stop. “My whole goal is while I have this platform and this muscle that I have right now is how can I better the youth that looks at me every single day and sees what I do and sees what I say and sees the way I walk and talk and what I wear and use it as a positive way to get out of the situation they’re in,” he said. “I’m not going to be that guy that ever downplays somebody or tries to knock someone off just to feel better about myself.”

Child-sex trafficker sentenced to federal prison LOS ANGELES—A Compton man who admitted to sex trafficking a 15-year-old girl and advertising the victim as a prostitute was sentenced Monday to more than 13 years in federal prison. Darrius Marques Sutton, also known as “Biz,” was sentenced by U.S. District Judge Terry J. Hatter Jr., who said he would have imposed a longer sentence had Sutton not been sentenced previously to more than four years in state prison on related pimping charges, Wesley L. Hsu, executive assistant U.S. attorney said. Sutton pleaded guilty in June to a federal charge of sex trafficking of a child. Over the course of month-long spree in 2011, Sutton “repeatedly engaged in violent sexual assaults on young women, and (Sutton) appears to have taken delight in subjecting his victims to inhumane and humiliating treatment while breaking them into his stable of prostitutes,” prosecutors wrote in a sentencing memo filed with the court.

At the sentencing hearing, prosecutors said that, over a five-month period, Sutton had posted at least 60 advertisements for prostitution on Backpage. com, some of which offered minor victims. “It is difficult to imagine sexual assaults more egregious than defendant’s,” prosecutors wrote in court papers, which noted a video recorded by Sutton in which he violently punches a young woman in the face, apparently breaking her nose. “As defendant admits, he repeatedly raped a 15-yearold girl, and recorded himself and others doing so—at times while she was unconscious, including on at least one occasion with a vodka bottle.” The 26-year-old Sutton was among four men indicted by a federal grand jury in August 2015. The federal case followed a state court prosecution of the men in which Sutton was convicted of conspiracy to pimp a minor. In the state case, Sutton was sentenced to 52 months in prison.

The proposed amendment then failed to pass as the mayor and all councilpersons, except Galvan, voted against it. The issue of such an exemption came up at a previous meeting, weeks before, when the interim ordinance on medical marijuana first came before Compton Council. At that time the ordinance failed to pass when Councilpersons Janna Zarita and Tana McCoy, as Galvan did this meeting, objected to including everyone in the medical ban. However, at a later meeting, the ordinance calling for a moratorium on all medical marijuana uses passed. The meeting’s agenda packet for Council contained documents which explained that the adoption of the interim ordinances allows the City to prohibit marijuana uses “while Planning Commission and City Council consider a comprehensive ordinance regulating or prohibiting” all marijuana activity.

News Two men charged in Marine’s killing in South Los Angeles LOS ANGELES—Two alleged gang members were charged Tuesday with the murder of a 19-yearold Marine from Camp Pendleton, who was found shot inside his vehicle in South Los Angeles nearly two months ago. Los Angeles Superior Court Judge Gustavo N. Sztraicher ordered Oscar Aguilar, 26, to remain jailed in lieu of $4.2 million bail, and co-defendant Esau Rios, 28, to be held on $3 million bail while awaiting arraignment Nov. 30 in connection with the Sept. 16 shooting of Lance Cpl. Carlos Segovia-Lopez. The criminal complaint alleges that Aguilar personally and intentionally discharged a handgun, and that the killing was committed in association with or for the benefit of a criminal street gang. Aguilar—who allegedly has a string of prior convictions—is additionally charged with one count each of possession of a firearm by a felon and dissuading a witness by force or threat. Segovia-Lopez was on leave from Camp Pendleton in San Diego County when he allegedly exchanged words with the defendants on Sept. 16, according to Los Angeles County prosecutors. He was found shortly after 11:30 that night, covered in blood and slumped over the steering wheel of a Dodge Charger in the 2100 block of 31st Street. He was taken off life support three days later after doctors informed the family that he could not be saved. Los Angeles police said after the shooting that Segovia-Lopez was on his cell phone and that he was driving on 31st Street when he was shot, causing him to lose control of his car and crash into a parked vehicle. Police have a recording of the call, and gunshots can be heard before the phone goes dead, according to LAPD Capt. Peter Whittingham. A week after SegoviaLopez was shot, the Los Angeles City Council approved a $50,000 reward for information leading to the identification, apprehension and conviction of whoever

was responsible for his killing. It was not immediately clear whether the reward played any role in the two being charged. Aguilar and Rios were arrested last Thursday by Los Angeles police, according to jail records. Aguilar could face up to 167 years to life in state prison if convicted, while Rios could face up to 50 years to life behind bars, according to the Los Angeles County District Attorney’s Office. A third man, Ricky Valente, 18, is charged with being an accessory after the fact with knowledge of the crime, and could face up to seven years in state prison if convicted, according to the District Attorney’s Office. Valente—who was ordered to be held on $1 million bail—was also arrested last Thursday and is due back in court Nov. 30 for arraignment. Hundreds of Marines at Camp Pendleton paused to pay tribute to the fallen Marine and offer support to his family at a Sept. 21 assembly. Relatives, friends and dozens of Marines gathered Oct. 5 at a memorial service for Segovia-Lopez at the Cathedral of Our Lady of the Angels in downtown Los Angeles, where Mayor Eric Garcetti praised him for his work with a local program to assist the homeless. “For Carlos, that was not some class of other people. That was his brother,” Garcetti said. “At a moment when we want to denigrate each other because of where we come from, what uniforms we serve, or we think we know people before we know them, let us all stop and learn and find who we are—the connections that unite us, not the ones that divide us,” Garcetti said. “Let us make the passing of Carlos something that bring us together in service and love and unity. At the end of our days we’re left with two things: who did we know and what did we do. By that measure, Carlos, you left and led the most blessed of lives.”

costs at being over $61,000; $41,500 for the Sheriff’s Department. Hunt spoke of “some great partnerships” that help with the cost. Last year approximately $20,000 was contributed by other

organizations and businesses; and $10,000 has already been pledged, so far, this year. Even if $20,000 is raised again this year, said the city manager, “that still leaves about a $50,000 funding gap...”

Family of murdered man seek public’s help MONTEREY PARK—Sheriff’s investigators and relatives of a disabled 30-year-old man who was shot and killed in Compton in May appealed to the public Friday for help finding whoever killed him. Andre McMihelk Jr. of Long Beach was gunned down about 7:35 p.m. on May 14 in the 1000 block of South Nestor Avenue, according to the Sheriff’s Information Bureau. Authorities said at the time that witnesses reported McMihelk was walking on South Nestor Avenue, on his way to visit with friends at a barbecue, when a dark four-door sedan rolled up and stopped. One passenger exited the vehicle and fired at McMihelk several times with an assault-style weapon, striking him multiple times. The suspect re-entered the Nissan and fled south on Nestor Street, along with a second vehicle described as 2005 or 2006 metallic-blue Cooper Mini S with a black top, investigators said. McMihelk was pronounced dead at the scene. Investigators said McMihelk was raising his five young children and engaged to a woman who is pregnant and due to give birth to their child during the Christmas season. McMihelk’s relatives and friends described him as outgoing and friendly with no ties to any criminal street gangs, according to Deputy Don Walker of the Sheriff’s Information Bureau. “The lack of identification of the suspects in this case overshadows all of the fond memories we have and that’s the most painful,” McMihelk’s younger brother Jermaine said at the news conference at the at the Sheriff’s Homicide Bureau in Monterey Park.

“My feelings on this,” said Zarita, “with the condition of Compton Boulevard between Willis and Alameda (much of the parade route), I would rather spend the $70,000 on the street...If we have a parade we haven’t budgeted for, we’ve had events we haven’t collected for, it kinda feels like deja vu.” She spoke of the debt of the city that was not yet handled, “mainly because of special events. “It’s unfortunate, and no reflection on Mr. Groomes because he didn’t do this budget, but unfortunate... that the citizens may have to sit out a parade this year because you can’t have a parade when you can’t even provide citizens with basic services...a parade is a privilege —and there will still be the need for Christmas decorations,” she said. “Frankly,” stated the city manager quietly, “I tend to agree.” Seated next to him, Councilperson Tana McCoy nodded her head. Groomes said he didn’t want tradition ignored, “but for this year, if council decides they don’t want to do the parade, there may be some alternative means of celebration.” “We need to consider something else,” said Zarita. Councilperson Isaac

Galvan asked if there were any way to eliminate the sheriff’s amount, the largest cost of the parade. The city manager said that was not recommended. Mayor Aja Brown spoke of various activities already planned including toy givea-ways and wondered if a kind of “wonderland” could come together, “photos with Santa, music, a really nice Christmas festival.” She said that some cities don’t have a parade every year, “and if it’s not budgeted...we just have to be wise with the taxpayers’ dollars.” Zarita said she’d like the citizens surveyed to see if, in the future, they’d like the parade budget to go instead on a float for the Rose Bowl Parade. In any case, she continued, “it’s really shameful to have a parade with the condition of the street. We’ve got boarded up buildings, trees half trimmed, potholes. No decorations.” The mayor then asked the city manager to “bring back something for the next council meeting,” suggestions for a Christmas celebration without the parade, for December 10th or 17th. “And also use the parade committee for this,” concluded Zarita.

SAN FRANCISCO— Some Facebook users received an unsettling shock Friday, when an unexplained glitch caused the social networking service to post a notice that implied they were dead. A number of Facebook users reported that their profile page on the social network was topped with a message that referred to them by name—as if they were gone—while linking to a feature that “memorializes” the page of someone who has died. The message said Facebook hoped the users’ loved ones would find comfort in seeing posts that others shared about them. Even Facebook CEO Mark Zuckerberg’s page had the death notice for a short time on Friday. But messages had disappeared by midday California time. “This was a terrible error that we have now fixed,” Facebook said in a statement.

Use a broom outdoors, not a hose. Every time you do, you’ll save up to 150 gallons of water. Look for other ways to reduce your water use too. Fix leaking sprinklers and replace broken ones. Every water-saving effort is a labor of love that helps us all.

THE BULLETIN WEDNESDAY, NOVEMBER 23, 2016

Opinion Thanksgiving quandary: roast turkey or lame duck Dr. James L. Snyder My father used to tell me anything worth doing was worth doing right the first time. If you have time to do it the second time, you have time to do it right the first time. As fathers go, he was right. It seems most people have not learned this lesson, least of all politicians who are supposedly serving the interests of their constituency. I know there are good politicians in America today. Nobody seems to know who they are, though. The reason I have been thinking about this is I’m sitting here indulging in the delicate aroma floating in from the kitchen where the Gracious Mistress of the Parsonage has begun her ritual of roasting the Thanksgiving turkey. I say turkey, but really, she is roasting three turkeys. One is for our family Thanksgiving dinner and the other two are for the church Thanksgiving dinner. Somewhere along the line, probably years before she met me, she learned the magnificent secret of doing things right the first time. Not like some people we hear about these days who don’t have time to do it right the first time, but seem to have plenty of time to do it over and over again, sometimes four times. Anything worth doing right the first time demands planning. If anyone knows planning, it certainly is my wife. If things were left up to me, nothing would ever get done. I plan to learn how to plan someday, but my plans seem to have fallen apart. In our home, it begins about the middle of October when my wife says rather pensively, “Let’s see. Thanksgiving is about five weeks away. Should we have a turkey this year?” I can never tell if this is a real question, a rhetorical question or if she is trying to set me up for something. Believe me; I’ve been set up so many times I have a hard time lying down. For the first hundred years of our marriage, I always said, turkey. After all, what else do you have at Thanksgiving time? However, this year was a little different. When I responded with my usual answer she said, “But we’ve had turkey for years. Aren’t you growing bored of turkey?” If there’s one thing I don’t ever get tired of it’s turkey. You can do so many things with turkey. There is roast turkey, sliced turkey sandwiches, turkey salad and turkey soup just to name a few. The only problem at our house is, the turkey rarely survives the first day, which is a tribute, not so much to our consumption as a family as to the genius of the family chef. I have often wondered what turkey soup really tastes like. This expertise in the direction of the Thanksgiving roast turkey did not come without cost. It took years for my wife to master the art of roasting a turkey. Unfortunately, much of this practice was on Yours Truly. She has been roasting me for years and still complains that I’m not quite done yet. That really burns me up. Only last week she complained I was a little hard on the outside and rather soft on the inside. I was tempted to shift the blame on her but when it comes to this area; I am more of a lame duck than a finely roasted turkey. My philosophy is along these lines; I’d rather let things

happen and then try to adjust to the consequences. My good wife is of the opinion that you create your own consequences. Moreover, when she says this she is usually looking at me a little askew. “Don’t you know that the Thanksgiving Turkey does not roast itself?” Being the lame duck I am, that thought never played with my mind. I have always enjoyed the results of the roasted turkey without a

thought about how it got to my table. While I was enjoying the aroma of the turkey roasting in the kitchen, I came up with several suggestions along these lines. First, I need to find things that are worth doing in the first place. How much time I have wasted on things not really worth my time or effort is beyond my computation. Like my wife, I need to be a little more picky about the things I choose to do. Not

everything is worth my time. Second, those things worth doing certainly deserve my best efforts. If I have to redo something, it means I’m not putting my best effort into the project. And at my age, I don’t have time to waste on things that are not worth my best effort. Third, there is no finer satisfaction than a job well done. I never understood that until recently. In the middle of our Thanksgiving dinner

when everybody is enjoying the food and complementing the chef, my wife is sitting in her chair smiling. I never really knew why until now. This must be how our heavenly Father felt with Jesus at his baptism. “And the Holy Ghost descended in a bodily shape like a dove upon him, and a voice came from heaven, which said, Thou art my beloved Son; in thee I am well pleased.” (Luke 3:22). The best way to celebrate Thanksgiving is to recognize

the wonderful work God has done for our salvation, which did not come without the ultimate cost, the sacrifice of His Son. This was done once and for all. Dr. James L. Why the Trans-Pacific Partnership had to die after Trump’s win By Robert Romano On Nov. 11, the 12-nation TransPacific Partnership (TPP) trade pact died a quiet death as the Obama administration abandoned efforts to pass the trade deal during the lame duck session of Congress, the Wall Street Journal reports. The problem? Donald Trump won the election by taking away Pennsylvania, Ohio, Michigan and Wisconsin from Democrats in the electoral college, denying Hillary Clinton the presidency. That was a combined 64 electoral votes, comprising the bulk of Trump’s win, and without which Democrats cannot hope to reclaim the White House anytime soon. Trump did it by campaigning against the TPP and other unpopular trade deals like NAFTA and China’s entry into the World Trade Organization and being granted permanent normal trade relations. After years of implementation by the Clinton administration and then under the Obama administration— which Congress just granted trade authority to—Trump was able successfully paint Democrats as the party of globalization and outsourcing. Remarkably, even though Clinton had rescinded her nominal support for the TPP on the campaign

trail—trying to stop the Democrat hemorrhaging of union household support—the Obama plan all along was to ram the trade deal through after she won the election. “The White House had lobbied hard for months in the hope of moving forward on the pact if Mrs. Clinton had won,” reported the Journal. Which makes sense. A Trump loss would have been read as a repudiation of his trade position. That is, after Clinton was done fooling working class Americans that Democrats would stop these bad trade deals, Obama was going to push it through Congress over the holidays when nobody was looking. And then a President Clinton could sign its implementation into law later. But the Trump win changed that entire calculation. Got that, union households? Clinton was going to betray you. By voting for Trump in the Rust Belt, you helped him to defeat the TPP. Trump has not even taken office yet, and he’s already delivering on his campaign promises. Finally fed up with being betrayed on trade, enough Democrats voted for Trump in the Rust Belt to make the difference. In Ohio, it was a crushing loss for Clinton, who lost by nearly 10 points—a 455,000 margin

Article One: A unifying agenda for a divided nation By Rick Manning In the wake of a bitter 2016 presidential battle and its acrimonious aftermath a critical question now confronts us: How do we govern a federal government many believe has become ungovernable? And more importantly, how do we manage a financial situation most agree has become unmanageable? By now our ship of state’s unsustainable course has openly manifested itself in the form of a $20 trillion debt, soaring deficits, rampant corruption, unfair crony capitalist trade agreements, wide open borders and a host of other ill-conceived foreign and domestic policy initiatives. On January 3, 2017, 535 men and women from all corners of the Republic will convene in Washington, D.C. as duly elected members of the 115th Congress. Like the members of the 114 Congresses preceding them, these lawmakers will be constitutionally empowered to collect taxes, appropriate funds, print money, conduct treaties, raise armies and – if necessary – declare wars. These powers (and others) have been explicitly enumerated in Article One of the U.S. Constitution – the blueprint for the establishment of the most prosperous, most powerful nation the world has ever seen. Lawmakers have been further empowered to enact legislation deemed “necessary and proper for carrying into Execution” the Congress’ enumerated powers. Moreover, the 435 members of the U.S. House of Representatives have the added responsibility of

initiating all legislation related to the raising of revenue. These are sweeping powers – and had Republican and Democratic congressional majorities consistently exercised them (and protected them) in recent years in accordance with the intent of the framers, our nation would be in much better shape on a number of critical fronts than it is today. But now is not the time to assign blame. Now is the time to chart a new and better way forward for our citizens and taxpayers. There are several key reforms to the rules of the U.S. House that might be taken up when members meet today to decide on those rules. For example, to expand rule XV to include an Article One Calendar. This would allow the House to vote up-or-down on legislation aimed at repealing Executive Orders, Presidential Memoranda and other executive branch rule-making that has not been authorized by Congress. This makes sense. It is not enough to simply hold press conferences criticizing unconstitutional executive overreach – Congress must affirmatively stamp it out. House rules could also grant subcommittee chairmen in the House full subpoena power under Rule XI – and the authority to hire dedicated staff for the purpose of conducting independent oversight hearings. There is obviously no shortage of scandal in Washington, D.C. – to the point we have grown numb as a society to headlines that would have stirred us to outrage decades ago.

of victory. But elsewhere, the margins were relatively narrow. Less than 12,000 votes separated Trump and Clinton in Michigan, and just 27,000 in Wisconsin. In Pennsylvania, it was 68,000 votes. That was Trump’s reason for winning—by picking up Democrat votes, particularly by union households. Meaning the complete 180 by Obama and Democrats on trade is not merely heeding voters’ concerns, but a matter of pure political survival in states they cannot hope to win the White House without. For Trump and the GOP, then, the opportunity now exists to go further and consolidate that electoral coalition, by delivering on the Trump trade agenda. That will mean bilateral deals where they make sense, renegotiating NAFTA or tearing it up, and working on an international monetary accord to deal with currency devaluations intended to boost exports once and for all. For modern Republicans, who have been supportive of global trade deals, this is uncharted territory. It will be a bloody battle in the conference, with lines already being drawn. For example, House Ways and Means Committee Chair Kevin Brady (R-Texas) has already called

for Trump to break his election campaign promise. “Don’t withdraw, renegotiate,” Brady said at a panel discussion of the Wall Street Journal CEO Council. “There is plenty that levels the playing field. Renegotiate. Fix the problems that exist today. Let’s find a way to move forward.” Yet, understanding that Trump owes his presidency to those Rust Belt states who voted for him, precisely because he promised to kill the TPP, tells you why it had to die—and needs to stay dead. No zombie trade deals. And kill the other ones, too, that don’t serve U.S. interests. The Congressional majority can be a vehicle for that agenda, or an obstacle. Here, Brady is signaling strongly that the House GOP will be an obstacle to the Trump trade agenda. As a result, it seems likely Trump will need at least some Democrat votes in the House and Senate to get his agenda through—who will be desperate to deal with Trump on trade lest they lose the blue-collar vote for a generation. And even then, Trump could run the table on trade in 2020 when it comes time to vote again. Because he’ll have done what Democrats have failed to do for decades, and that is to successfully govern—and win—on trade.

Job one for Trump: Dismantle EPA regulatory assault on economy By Natalia Castro President-elect Donald Trump must begin unraveling the Obama legacy immediately. As harmful regulations continue to cripple economic growth, rescinding EPA regulations on coal is the first necessary step for the Trump administration to get America back to work and end the big government policies Obama instituted. Since the 2007 Supreme Court decision in Massachusetts v. the Environmental Protection Agency (EPA), that agency has been able to regulate carbon emissions as “harmful pollutants” under the terms of the Clean Air Act. Under the Obama administration that is exactly what the EPA did with the 2009 Carbon Endangerment Finding. This rulemaking in turn has been used to justify the continual implementation of regulations that expand the agency’s power and wage a war on coal. The Trump administration must now begin rescinding these regulations under the terms of the Administrative Procedures Act, a process that could take up to two years. Best to get started now. Currently under the EPA’s regulations published at 80 Fed. Reg. 64,510 and 80 Fed. Reg. 64,662, the EPA has the ability regulate both existing and developing power plants for excessive carbon emissions. This overreach was granted by the Obama administration and has worked to make coal electricity uneconomical. By rescinding these regulations, Trump could provide a tangible opportunity for blue collar job growth in by beginning the rebuilding of the American coal industry. But this is only the start. President Obama did not only put in place regulations which cripple businesses and make coal uneconomical, he also put in place regulations which disempowered citizens and state government eager to push against the EPA’s interjection. Using sue and settle arrangements, environmental groups sue the EPA or local governments demanding to have issues addressed. To avoid further litigation, the parties settle the suit and the EPA is given permission to address the issue with newly expanded powers, even if previously the EPA had not jurisdiction or authority over the issue. Sue and settle provides them with new oversight. While the Obama administration has used sue and settle arrangements throughout the last 8 years to expand overreach, rescinding prior sue and settle arrangements under the Clean Air Act and Clean Water Act would prevent the EPA from continuing to destroy local employment opportunities. Stop it where it stands. This could be the first show of unity by the Trump administration and Senate Majority Leader Mitch McConnell (R-Ky.) after a hardfought campaign where Trump and McConnell did not always see eye to eye. Despite having control over both houses in Congress, Trump could face barriers to the implementation of his agenda with McConnell. At one point in the campaign Trump pegged McConnell as the “epitome of an establishment Republican.” However, now, with a narrow lead in the Senate, Trump must rely on McConnell to deliver his platform.

Opinion MY WORK HERE IS FINISHED

By Marita Noon For the past decade, I have been dedicated to fighting bad energy policies. My efforts began in New Mexico, where the organizations I lead are based, and expanded to focus on national issues. When I accepted the executive director position on January 1, 2007, New Mexico had an anti-energy governor and America had a pro-energy president. Two years later that flipped. By then, I’d become deeply committed to what I began to call the “energy makes America great!” message and I’d realized the issues in which I was engaged didn’t stop at the state line. While I do not come from a background in energy, and have no formal education in it, through my work, I quickly learned about the important role that energy plays in America’s economic prosperity and growth. Because I didn’t know a lot about energy before taking the position, I understood how little the average person thinks about energy — until their power goes out or gasoline prices spike. I believe that if people better understand the role of energy in their lives, they’d make wiser choices when they vote. I have been passionate about the cause. The election of Donald Trump as our 45th president is a vindication of my work as one of his big campaign messages was about America’s abundant resources and his promise to manage and maximize them — rather than to lock them up. While I have worked these past ten years to educate people and keep a positive energy message in the public dialog, during the past several months I have specifically engaged in doing everything I could to be sure our next president was pro-energy. I knew I wouldn’t be able to live with myself if Hillary Clinton won, and I hadn’t done everything I could to prevent that from happening. I don’t have the reach of a Rush Limbaugh, Glenn Beck, or Sean Hannity—or even Ann Coulter, Laura Ingram, or Michelle Malkin. But I do have a platform. My weekly column is widely distributed. I typically do dozens of radio interviews each month. And, I’ve frequently spoken for many industry, political, and civic organizations. Because most of my time as executive director was during the Obama years, I’ve fought for the Keystone pipeline and against the many punitive regulations that stem from the green agenda — most specifically the Clean Power Plan that is the cornerstone of Obama’s climate change agenda. The recent news cycle has been so myopically focused on the presidential election, I suspect few people are even aware of the U.N. climate change meeting going on right now, November 7-18, in Morocco. There green campaigners and policymakers are meeting for talks on implementing the Paris climate agreement. Imagine their shock when they realized that Trump would be our next president. He’s made canceling Obama’s commitment and ending the billions of climate change payments to the U.N. a key part of his stump speech. On November 9, Bloomberg wrote: “Doubts about U.S. support for the accord could stall progress in talks in Morocco this week and next, since other nations wouldn’t trust that any commitments the U.S. made will stick after Trump takes office.” Truly, getting the entire globe onboard for the plan that would raise energy costs, hurt the poor, and lower living standards was always doubtful. Just last week, China, which gave lip-service to the agreement, announced that it will raise coal power capacity by as much as 20 percent by 2020 — this, despite its climate pledge. Last month news came out of France that it would drop plans for a carbon tax — which was expected to kick start broader European action to cut emissions and drive forward the international climate accord. But now, under a Trump presidency, the Paris climate agreement’s entire future is “doubtful.” Trump will kill the Clean Power Plan and other key climate policies. He’ll end the war on coal. Coal-fueled power plants that were slated for closure can now achieve their full-life expectancy and continue to provide communities with cost-effective electricity. He’ll approve the Keystone pipeline and improve drilling access on federal lands. He’ll roll back regulations and diminish the Environmental Protection Agency’s authority. Wind and solar companies already realize their days of feeding at the government trough are over — immediately following Trump’s victory announcement, stock in the world’s largest wind turbine manufacturer “plunged” and solar stocks have been “hammered.” Trump’s energy policies are my energy policies. Mission accomplished. Thank you to the thousands of individuals and companies, from coast-to-coast, who have supported this work through notes of encouragement, membership in the Citizens’ Alliance for Responsible Energy, and financial contributions. Contrary to what those who

send me nasty notes might believe, I do not think the Koch brothers or ExxonMobil even know I exist. I have used what I call a Field-of-Dreams fundraising model: “If you build it, they will come.” This has mostly worked throughout my ten years at the helm. I’d send out fundraising letters and those who believed in my work sent checks — with an annual average of about $500 each. But then came the downturn in oil prices and coal company bankruptcies — and the accompanying job losses. Suddenly, the pool of people who’d written checks, and could continue to do so, got smaller. Likewise, the types of events where I’ve been a popular presenter, no longer have a budget for speakers. Nearly a year ago, I had to discontinue the services of the DC-based PR firm I’d used to successfully schedule all those interviews. During 2016, there’s only sporadically been enough in the checking account to cover my salary. Because I believed so strongly in the “energy makes America great!” message, I’ve continued without pay — hoping my efforts would impact the election. It has been a good decade. I’ve gone to some great places and met amazing people — many of whom I will always consider friends. Some of my favorite achievements include: the publication of my book Energy Freedom; being part of the successful effort to keep the sand dune lizard from being listed as an endangered species; meeting with legislators in the Southeast to give them my booklet Solar Power in the US — lessons learned and guidance for policymakers; going to Washington, DC, and working on the effort to lift the oil export ban; and the massive “green-energy crony-corruption scandal” collaboration with Christine Lakatos (and the huge body of work we created including her blog the Green Corruption Files). In fact, the final piece Lakatos and I did together: “Haiti needs electricity, Hillary gives them a sweatshop,” received nearly 15,000 Facebook “shares” from its publication on Breitbart (for comparison, one of my columns a couple of weeks earlier, received 8). Out with a bang! The original organization, the Citizens’ Alliance for Responsible Energy and the companion advocacy arm Energy Makes America Great (founded in 2010) will reemerge in some form — which is still being discussed. But I will no longer be involved (with the possible exception of occasional writing). Most of my readers and supporters don’t know that during my executive director tenure, my marriage of 29 years ended. I was single for several years and then married one of those “amazing people” I met in this work. I moved from Albuquerque to Lubbock — where my husband’s work is based. Throughout it all, I never missed writing and distributing my weekly column — even during my honeymoon (my first weekly column was published by Townhall.com in 2011). I’ve done radio interviews from my bed, office, and car; hotel rooms; and airports — and have been honored to be a regular guest on many, many shows. Will I miss this? Yes. But I am excited about my future. For the first time in my 58 years, I’ve had the opportunity to ask myself: “what do I really want to do?” In my youth, I majored in interior design because I loved fixing up houses. Over the years, I’ve claimed that I was codependent with houses — not people. People can fix themselves, but when I see a house in need, I feel compelled to fix it — though, until now, that was never an option for me. When I purchased my home in New Mexico at an auction on the courthouse steps, it was incomplete. Serving as the “general contractor,” I lined up the team to finish the house and did much of the work myself. When I moved to Lubbock in December 2014, my husband and I bought a house that needed TLC. Along with him, I’ve personally planned, painted, and planted. While I’ve always enjoyed my professional endeavors, these hands-on rehab projects have been some of my most rewarding. In August, I was at my mother’s in Palm Springs. There, I got some work done on her vacation rental — which I manage. It was a bit of an epiphany: this is what I love doing. I came home and had a long conversation with my husband. Together, we’ve now started a real estate rehab business — though he will continue to spend most of his time in his work as a CPA. I am looking forward to embarking on a new chapter in my life: Triumph Properties Lubbock Inc. This opportunity brings me full circle. I’ve made an offer on my first flip house and, because it is a short sale, I am waiting for the bank’s response. I invite you to keep in touch through Facebook. I am honored and humbled by your encouragement and support. My work here is finished.

By Natalie Italie NEW YORK—One lesson from the 2016 campaign: Celebrities guarantee attention, but they don’t ensure votes. Few presidential candidates attracted as much A-list support as did former first lady and Secretary of State Hillary Clinton. But rallies in Ohio with LeBron James, Beyonce and Jay Z did not prevent Republican rival and President-elect Donald Trump from prevailing in a state President Barack Obama had won twice. A joyous election eve gathering in Philadelphia, featuring a performance by Bruce Springsteen, did not prevent Clinton from losing Pennsylvania, where no Republican had won since 1988. Meanwhile, Trump’s notable guests in the days leading up to his stunning victory included rocker Ted Nugent, whose last top 20

One of Trump’s few celebrity endorsers at the Republican gathering was Scott Baio of “Happy Days” fame. And it didn’t seem to matter. “The overwhelming majority of voters know who they’re going to vote for long before the election and don’t decide based on celebrity endorsements,” says Jon Wiener, a history professor at the University of California, Irvine whose books include “How We Forgot The Cold War” and “Gimme Some Truth: The John Lennon FBI Files.” “I know it’s hard to believe but there were more powerful political forces at work in Pennsylvania than Bruce Springsteen.” On Thursday, celebrities themselves were still absorbing

the election’s results. Actress Kyra Sedgwick, a selfdescribed “lefty, liberal, living in New York and California,” said she yearned to visit “Trump country” and find “what binds us together.” Singer and stage actress Deborah Cox said she was living through “a real sobering moment.” “It’s a tough time. It’s a real sobering moment, I think, for the country,” she said. Trump, the former “Apprentice” star and the candidate with the longest background in entertainment since Ronald Reagan, apparently only needed his own endorsement. During the campaign he seemed to spend more time fighting celebrities than being praised by them. He continued his feud with Rosie O’Donnell, had harsh words for Jay Z and defied the wishes of the Rolling Stones, Adele and other artists by playing their music at his campaign appearances. But the entertainment industry’s distaste for Trump may also have contributed to his image as an outsider shunned by the country’s elite. “I’m here all by myself,” he said during a rally in Hershey, Pennsylvania. “Just me, no guitar, no piano, no nothing.” Wiener says that getting support from a celebrity like Beyonce can “help create excitement—and headlines” but is less important than inspiring people to vote. In Cleveland’s Cuyahoga County, for instance, turnout appeared to be down significantly from 2012, with preliminary results showing Clinton receiving some 60,000 fewer votes than Obama did four years earlier.

-------------------------------------NOTICE OF PETITION TO ADMINISTER ESTATE OF VERSIE LEE HARRIS Case No. 16STPB06067 To all heirs, beneficiaries, creditors, contingent creditors, and persons who may otherwise be interested in the will or estate, or both, of VERSIE LEE HARRIS A PETITION FOR PROBATE has been filed by Shirley Faye Williams in the Superior Court of California, County of LOS ANGELES. THE PETITION FOR PROBATE requests that Shirley Faye Williams be appointed as personal representative to administer the estate of the decedent. THE PETITION requests authority to administer the estate under the Independent Administration of Estates Act. (This authority will allow the personal representative to take many actions without obtaining court approval. Before taking certain very important actions, however, the personal representative will be required to give notice to interested persons unless they have waived notice or consented to the proposed action.) The independent administration authority will be granted unless an interested person files an objection to the petition and shows good cause why the court should not grant the authority. A HEARING on the petition will be held on Dec. 16, 2016 at 8:30 AM in Dept. No. 99 located at 111 N. Hill St., Los Angeles, CA 90012. IF YOU OBJECT to the granting of the petition, you should appear at the hearing and state your objections or file written objections with the court before the hearing. Your appearance may be in person or by your attorney. IF YOU ARE A CREDITOR or a contingent creditor of the decedent, you must file your claim with the court and mail a copy to the personal representative appointed by the court within the later of either (1) four months from the date of first issuance of letters to a general personal representative, as defined in section 58(b) of the California Probate Code, or (2) 60 days from the date of mailing or personal delivery to you of a notice under section 9052 of the California Probate Code. Other California statutes and legal authority may affect your rights as a creditor. You may want to consult with an attorney knowledgeable in California law. YOU MAY EXAMINE the file kept by the court. If you are a person interested in the estate, you may file with the court a Request for Special Notice (form DE-154) of the filing of an inventory and appraisal of estate assets or of any petition or account as provided in Probate Code section 1250. A Request for Special Notice form is available from the court clerk. The amount may be greater on the day of sale. Trustor: GERALDINE WOODSON, SURVIVING TRUSTEE OF THE WOODSON REVOCABLE LIVING TRUST DATED JULY 31, 2006 Duly Appointed Trustee: Law Offices of Les Zieve Deed of Trust recorded 4/1/2015 as Instrument No. 20150356129 in book , page of Official Records in the office of the Recorder of Los Angeles County, California, Date of Sale:1/17/2017 at 11:00 AM Place of Sale: By the fountain located at 400 Civic Center Plaza, Pomona, CA 91766 Estimated amount of unpaid balance and other charges: $220,635.72 Note: Because the Beneficiary reserves the right to bid less than the total debt owed, it is possible that at the time of the sale the opening bid may be less than the total debt owed. Street Address or other common designation of real property: 921 S APRILIA AVENUE COMPTON, CA 90220 Described as follows: As more fully described in said Deed of Trust A.P.N #.: 6140-023-011 The undersigned Trustee disclaims any liability for any incorrectness of the street address or other common designation, if any, shown above. If no street address or other common designation is shown, directions to the location of the property may be obtained by sending a written request to the beneficiary within 10 days of the date of first publication of this Notice of Sale. NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call (714) 848-9272 or visit this Internet Web site www.elitepostandpub.com, using the file number assigned to this case 16-42946. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site. The best way to verify postponement information is to attend the scheduled sale.

------------------------------------City of Compton Planning and Economic Development Department Request for Proposal: The completion of the 2030 Draft General Plan and Environmental Impact Report INTRODUCTION and PURPOSE The City of Compton is seeking a qualified firm to undertake the completion of the 2030 General Plan and Environmental Impact Report. The City through previous

consultants has prepared an uncompleted draft 2030 General Plan document and Environmental Impact Report (EIR) for the City. The City desires to complete the general plan update process and is releasing an RFP to retain a planning firm experienced in the preparation of General Plans and EIRs to complete the work already started. CITY OF COMPTON OVERVIEW The City of Compton is a vibrant suburban community with a growing population of approximately 100,000 residents. The City covers approximately 10.2 square miles and is centrally located within the boundaries of five freeways (SR-91, I-105, I-710, I-110, and I-405). To review the full RFP or more information visit our website at www.comptoncity.org Project Objectives This General Plan 2030 RFP is for the completion of the General Plan and is not envisioned to be a rewrite or generation of new elements or substantial expansion of the already completed draft elements, but rather a review and edit of the uncompleted draft 2030 General Plan. The selected consultant will focus on the completion of the existing draft general plan and EIR. The goal is to build upon prior efforts with minimal generation of new documents. In order to be considered a proposal must be submitted to the City Clerk no later than Monday 5:00 p.m. on January 9, 2017. Postmarks and copies sent via facsimile will not be considered. Please send nine copies of your firm’s bound proposal and one original (one unbound) to: Alita Godwin, City Clerk 205 S Willowbrook Avenue. Compton, CA. 90220 If you have any questions regarding this RFP, please contact Robert Delgadillo at rdelgadillo@comptoncity.org or call 310-605-5532. SchId:66963 CustId:314

Friday

8 p.m. on CBS-2 Frosty the Snowman: In this animated classic, Jackie Vernon provides the voice of Frosty, the legendary snowman with a corncob pipe and a button nose. Frosty comes to life when a magician’s hat lands on his head. With the help of children, he heads for the North Pole before he melts — but he’s pursued by the magician, who wants his hat back. Billy De Wolfe supplies the voice of the magician, and Jimmy Durante narrates the tale.

Sunday

8 p.m. on TNT The Librarians: Some vampire lore, especially that created by novelist Anne Rice, traces the roots of the bloodsuckers back to ancient Egypt, but did other uncanny terrors share those origins? That certainly seems implied in the new episode “And the Fangs of Death,” which finds Flynn (Noah Wyle) leading his team on a rescue mission that eventually takes them inside what turns out to be a subterranean trap — and it’s filled with ancient Egyptian werewolves.

Thursday

8:31 p.m. on CBS-2 The Great Indoors: Jack’s (Joel McHale) assessment of Clark’s (Christopher Mintz-Plasse) job performance proves so blunt and painful, the Human Resources department steps in and bans Jack from giving the younger employees any and all feedback in the new episode “No Bad Ideas.” Brooke’s (Susannah Fielding) approach to hiring draws criticism from Emma and Mason (Christine Ko, Shaun Brown).

Blitzen to prevent the creation of a theme park. This time, though, he has the help of a recently discovered lost tribe of Vikings. The animated story’s voice cast includes Ben Stiller, Hugh Grant, Britney Spears, James Belushi, Brad Garrett, Jerry Stiller, James Woods, Dan Dierdorf and Dick Enberg.

8 p.m. on NBC-4 Macy’s 90th Thanksgiving Day Parade Special: For those who just can’t wait until the next morning — and there are likely to be many of those folks — this preview hour presents glimpses of the New York parade route, the floats and (quite importantly) the character balloons that will draw spectators to televisions, if not to the actual streets covered by the extravaganza on the holiday.
