1923 HALL COUNTY COURTHOUSE RESTORATION

The "Temple of Justice" at the heart of Memphis is bustling with contractors and workers undertaking a monumental restoration project that supporters hope will bring new life and renewed pride to the community.

The 1923 Hall County Courthouse cost $175,000 when it was constructed. Adjusted for inflation, that’s about $3.2 million in today’s dollars; but of course, a building of that scale, form, and function could not be constructed for that sum now. Restoring the building will cost $11.3 million.

County Judge Ray Powell says it’s been a long road to get to the point of restoring the old building. The story begins with the founding of the county.

Hall County was organized in 1890, and two years later, the first Courthouse was built at a cost of $45,000. In a short time, the Courthouse Square became a hub of activity as Memphis grew and businesses came to town. In the center of it all, the old Courthouse stood as a land-

mark for about three decades before tragedy struck.

“It was a beautiful building,” Judge Powell says, “but it just wasn’t well built, and ultimately it burned down.”

Construction on the new Courthouse began in 1922, and the building was occupied in January 1923. Architect Charles Page designed the new building in the Classical Revival Style with Beaux Arts influences, and The Memphis Democrat gave a glowing description of the building before it opened, calling it “magnificent” and “a milestone in the advancement of Hall County.”

The Courthouse contained several unique features when it was brand new. A public auditorium occupied the east half of the first floor with a well-lit stage on the south side of the room, dressing rooms on either side of the stage, and opera chair seating for 308 people.

The clerk’s office on the second story included a spiral iron stairway to a large vault in a sub-basement where

county records were to be kept. The new building was also designed to be as fireproof as possible.

On the fourth floor, dormitories were constructed and furnished with single beds, bathrooms and showers for jurors, and another small sleep quarters adjoined the dormitory for the sheriff or deputy assigned to the jury.

Like many public buildings, renovations and modifications as the needs of the county changed through the years. Over time, Powell says, the auditorium was divided up for office spaces, windows were closed up and ceilings were lowered in the name of energy efficiency, and an elevator was added in the 1980s.

Age and other circumstances also took their toll on the Courthouse. Powell says by late 1990s and early 2000s, the Courthouse was suffering from settling, accessibility issues, and a hodgepodge of electrical systems that combined new wiring with the original 1923 wiring. Perhaps most alarming was natural gas leaks that employ-

ees could smell but were hard to pinpoint.

Evergreen trees planted around the exterior of the Courthouse were also presenting problems, not the least of which was that debris from the trees were clogging drains resulting in water damage to the building.

When the State of Texas began its Courthouse Restoration program, Hall County officials considered undertaking a restoration. Architectural and planning work was done, but there was no consensus to proceed. In 2007, it was estimated that a restoration would cost about $4 million, Powell said, but restoration was not favored by a majority of commissioners.

By 2019, the Courthouse’s problems were getting worse, and county officials again began again to pursue a restoration project with the Texas Historical Commission. A petition in 2022 put approval of the project on the ballot, and Powell says the vote was 67 percent in favor.

funding and $4 million in local funding, the county approved a bid from Premier Commercial Group, and county offices moved out of the building in the spring of 2023, relocating temporarily to a Courthouse Annex purchased a few blocks away at 101 S. Ninth.

Completion of the project is now expected in November 2025, and Powell thinks it will have a positive impact on the community.

“We’re hoping it will bring new businesses to the square,” Powell says. “We hope that it will look so great that it will get people to spruce up their properties and attract new business.”

The Courthouse is central to life in the comunity, Powell says, particularly the Hall County Picnic held each September, attracting people from all parts of the county as well as from out of town. The restored Courthouse is going to make that event and others much more special, he says.

“It’s going to be magnificent.”

OVERVIEW:

Built in the the Classical Revival Style with Beaux Arts influences, the Courthouse features red brick with cast stone details including Corinthian columns, a dentilated cornice, pediments, tablets, and garlands. Each façade features a two-story loggia with paired columns.

The restoration is addressing compliance with accessibility and building code; replacing outdated systems; and restoring cast stone and brick, wooden windows, interior plaster walls and ceilings, the courtroom, vaults and all original finishes.

memphis municipal airport Welcomes visitors

Situated on US 287, Memphis and Hall County are easy to get to by ground transportation, and the Memphis Municipal Airport also provides the option for visitors to fly to the community.

The airport is popular with several local pilots; and the 4,670-foot runway can accommodate many small and mid-size jets, which can comfortably and safely make Memphis a point for landing and departure.

Tie-downs are available for those wishing to fly in for business purposes, for family functions or community events, or to enjoy the many hunting opportunities that Hall County has to offer.

Located north of the city off FM 1547 near Fairview Cemetery, the Memphis Municipal Airport is well-maintained and benefits from easy access on paved roads.

Several private hangers are already on the property, and ample room is available for additional hangers for those wishing to use the airport on a long-term basis.

The Memphis Swimming Pool at City Park has been providing fun times and relief from the summer heat for more than 70 years and is still going strong.

The Swimming Pool was constructed at a cost of

$55,000. Initially, local citizens voted against the bonds for the park improvements in August 1952.

City leaders were persistent, however; and, in February 1953, a new ballot initiative

passed with a narrow margin of only 36 votes in favor. Today, the city offers swimming lessons, and July 4th is a free swim day. Today, the annual cost to operate the pool is over $40,000.

The Memphis City Park facilities are available to groups and citizens for family gatherings, group parties, picnics, or other events on a first come first serve basis. The park is open daily from sunrise until 10:00 p.m.

The City Park's beautiful Amphitheater was part of a Park and Amphitheater project started in 1938. It has seating for around 2,000 people and is acoustically perfect.

US HWY 287, the City of Memphis' Landfill is FREE to Memphis residents and businesses except for roofing materials, tires, and appliances with freon.

There are also several green dumpsters around local businesses for cardboard recycling. Most household trash and debris, when properly bundled and/ or contained properly, can be disposed of in residential dumpsters.

AH-HAA! CELEBRATING THE KING OF WESTERN SWING

One of the most famous small-town festivals in Texas is without a doubt the annual Bob Wills Days celebration in Turkey.

Held the last Saturday in April by the Bob Wills Foundation since 1971, the event draws thousands of people to the town that usually has a population of a little more than 300 and honors its most famous son.

Wills was born in East Texas in 1905 and his family moved to Hall County in 1913, settling on a ranch between Memphis and Estelline before spending much of his childhood in Turkey. He learned to play the violin and first performed for a dance in 1915. It was the beginning of a journey that would see Wills combine frontier fiddle playing with blues and jazz learned from black youth he worked and played with in cottonfields growing up to evolve a new genre – Western Swing.

The Bob Wills Museum, also operated by the Foundation, tells the story of the music maker daily from 9 a.m. to 4 p.m., and live music is popular in Turkey

throughout the year, but Bob Wills Day is all about the King.

The 2024 Bob Wills Day celebration will be held April 25, 26, and 27. Among the numerous activities planned for the weekend are the dances at the Old School Gym. Doors open at 6 p.m., and advance tickets are available online. The

schedule includes the following:

April 25 - Jake Hooker & the Outsiders with the Georgia Parker Swing Band

April 26 Bill Wills' Texas Playboys under the direction of Jason Roberts with Hot Club Cowtown

April 27 Jody Nix & the Texas Cowboys with South Plains College Western Swing Band

Other activities include the 52nd annual Bob Wills Day Car Show and the Mercantile & Trade Show, the Bob Wills Day BBQ Cookoff, the annual Parade, the Midnight Breakfast, the Fiddlers Contest, Jam Sessions, Bob Wills films at the Gem Theatre, and the Valley Cheerleaders Concession Stand.

Saturday afternoon is the annual free outdoor concert on the football field at 2:30 p.m., which is one of the most popular events during Bob Wills Day.

OUTDOOR ADVENTURE AS BIG AS TEXAS!

Some of the most beautifully rugged country in West Texas is conserved in the Caprock Canyons State Park, which offers outdoor-lovers and sightseers numerous activities to enjoy.

The park is the home of the state’s official bison herd descended from the stock that was saved by Col. Charles Goodnight and his wife, Mary. Another remarkable experience is a bat colony living in the Clarity Tunnel on the park Trailway. Visitors can also hike, ride horses or bikes, camp, geocache, or take a

scenic drive. Lake Theo offers no-wake boating, fishing and swimming.

Included with the park’s 90 miles of trails, the Caprock Canyons Trailway covers 1,217 acres and stretches more than 64 miles and was formerly used as a rail line from the 1920s until 1989.

Today, the Trailway is popular with hikers, bikers, and equestrian trail riders. More than half of the Trailway lies within Hall County with its eastern most entry point just outside of Estelline on US 287 and another entry point

at the Turkey Depot off North Second Street.

The Trailway is broken into short segments, ranging from five to 12 miles long (one way). Solid decking and side rails on trestles allow easy bridge crossing for all users.

Visitors should carry all water, equipment, and supplies they will need. No water is available on the Trailway. Comfort stations are located at various points on the Trailway.

Campers can stay overnight in the park or at primitive campsites along the

Trailway.

Camps can be setup anywhere alongside the Trailway, but visitors should be sure they are within park boundaries.

The official headquarters of the park is located about a 23-minute drive from Turkey, north of Quitaque.

Did you know? Hall County was named for Warren D.C. Hall, a secretary of war for the Republic of Texas. What became the county seat was denied several names with the post office before a pioneer saw a letter mistakenly addressed to Memphis, Texas, instead of Tennessee. Valley season-long quest of bringing home their first state title in school history came up short as the Lady Patriots fell at the hands of Newcastle 48-32 in the UIL Class 1A state championship game on Saturday morning, March 2, 2024, at the Alamodome in San Antonio.

The Lady Patriots, who were playing the state tournament for the first time in 14 years, carried the No. 1-ranking in 1A most of the season end a fantastic year at 37-3 while suffering their first loss since Nov. 7.

“It’s an honor to be here,” Valley head coach Amy Bowles said. “It’s an honor to put Turkey-Quitaque back on the map at the state tournament. We were all thankful for this opportunity and happy we got this chance. We are a tight-knit family and we’re thankful. We had a lot of young kids here watching these girls play and I think it gives them that drive in motivation to get back to where this team took us.”

shooting Valley team struggled from the floor Saturday morning. The Lady Patriots got off to a slow start and never recovered going 13-of-52 (25 percent) from the floor, 2-of-9 from beyond the arc and 4-of-12 at the freethrow line.

The Lady Bobcats had a much different outcome. Newcastle shot 41.7 percent (15-of-36) from the field and were 15-of-18 from the charity stripe. Newcastle also outrebounded Valley 37-27 for the game.

Valley fell behind 13-4 after a rough first quarter. Mattie Dollar found a rhythm early scoring five points to

lead the Lady Bobcats. Newcastle was able to carry that lead into halftime up 22-15.

In the second half, Valley made its push cutting the deficit 28-24 with 47 seconds left in the third thanks to a 6-2 run highlighted by a Reese Cruse 3-pointer and layup. However, Newcastle fired right back closing the quarter fastbreak points from Dollar to take a 32-24 into the final frame.

That was the last gasp for the Lady Patriots as Newcastle dominated the last eight minutes to pull away to claim the 1A crown.

Dollar was named the 1A state tournament MVP for Newcastle post-

ing a double-double with 24 points, 11 rebounds with three assists and three steals. Dollar was also a perfect 12for-12 at the free-throw line.

Cruse led Valley with a team-high 18 points on 8-of-14 shooting with four steals and four rebounds. Trinity Schlueter followed with nine points and 11 boards.

“I feel blessed to be where we’re at,” Bowles said. “It’s hard to find those words after a loss but we play with grit, and we play with heart. We just couldn’t get over the hump against a really good team. But I’m proud of our team and where we are today.”
