As the project continues, the decision to further develop the Civic Center at the QRO 2000 Park came naturally, as both an extension of the central thesis of the project and an opportunity to explore the capacity (or lack thereof) of architecture to define how and what we do in the the space and the city.

Democracy, identity, politics, and society are all born out of dialogue. A complex system involving not two, but a seemingly infinite number of actors. As the ruling class, political powers manage an image, crafted to carry a message, rally people to a cause and effect change. People, in turn, use whatever is available as a canvas for expression, constantly answering, asking, provoking. A democracy can be considered “healthy� to the extent to which effective, bilateral communication is procured.

It is possible to understand much about how a system functions by looking not only at what they are, but what they say they are. What language do its actors use? Where do they express themselves?

Democracy as both a theory of government and a method for it is not a new idea. But it seems to be in Mexico. Still facing the growing pains of developing nations, the country struggles to ensure democratic values are respected. A single-party system has given way to a disarray of oposing political forces, all vying for power, and sadly, all engaging in un-democratic activities that corrupt the ideals on which it is founded.

Power can be understood as the degree to which one commands the attention of the public, and therefore is able to guide it. The perception of power is, for all intents and purposes, power itself.

7TH STRA TEGY Currently, ministries and government offices are dispersed around the city, and more specifically, in the historic downtown area. This encroaches on both; government offices are kept separate and inefficient and the city center must provide a space for thousands of civil servants and all the infrastructure state government entails. Neither benefits from the exchange.

By bringing together the disparate, it is possible to re-establish the way in which government operates and bring it closer to its citizens. Clarity instead of confusion, accesibility instead of distance.

It is possible to begin to provide a sense of scale when weighing three factors regarding state ministries: the number of departments they encompass, the number of services they provide, and the number of prodcedures available to the constituents. Hierarchies arise from this exercise, enabling the formulation of programmatic connections. Some departments deal with the government’s internal managmente, making them less immediately accessible to the citizen. Though not the only way to understand their constribution to the business of governing, it is useful to view the government through the lense of the ordinary citizen, and arrange and design accordingly.

In this case, the art musuem, business hub and park provide a spatial framework for the project, as well as a sounding board for it. connections can be established further afield; directly connected to the rest of not only BQ but the city via the tram line, the new civic center serves as a central point for it, catalyzing more projects around it.
