INTRODUCTION

Sustainability has lost its meaning. The prophets of apocalypse are no longer sounding the alarm of climate change but climate tragedy. New concepts and disciplines - recycling, reconstruction, ecosystem, regeneration and geoengineering- are now emerging as part of the solution.

Moving beyond the ideas that are remarkable yet modest in size, whether this are green, avatartype futurist design or extravagant modern- day Noah´s Arcs (of the kind showing at a cinema near you), we most rise to the challenge of finding new ways of building responsibly and reducing our environmental impact. Humans have never been good at prevention, and, despite the warning signs, it seems that the world´s most powerful countries are not only failing to prepare but have even left the international treaty coding on them to make relatively small steps to mitigate the effects of climate change.

Most of the world needs to resolve urgent needs for security, affordable housing, high-quality public spaces- at this time of impending environmental catastrophe, making it unlikely for public policies to prioritize the imminent future in the immediate present.

Architecture has a role to play by enhancing construction processes to improve thermal insulation and cross ventilation, reducing the vast amounts of energy consumed by air-conditioning and heating systems. Academic research most deliver science - based knowledge about de current climate crisis, to show what measures are within reach of the world´s different economies and cultures. And urban planning needs to become for far more ambitions: cities should be designed around environmental justice giving priority to water´s vital role in every public or private project.

INTRODUcCIÓN

La sustentabilidad ya perdió sentido. Las trompetas apocalípticas ya no delatan el cambio climático si no la tragedia climática, y aparecen nuevos conceptos y diciplinas, como reciclaje, reconstrucción, regeneración de los ecosistemas o geoingenierías, como parte de la solución.

Mas allá de notables propuestas de escala modesta, de futurismo verde al avatar, o de extravagantes diseños de Arcas de Noé contemporáneas (que ya adquirieron formas en tantas películas de ficción), tenemos el desafío de pensar como construir de manera responsable, reduciendo nuestra huella ambiental. La prevención nunca ha formado parte de la humanidad y quizá tampoco sea prioridad ante las alarmas evidentes, ya que las principales potencias económicas actuales no solo participan en las medidas paliativas si no que se salieron del tratado internacional que las obliga a cumplir las mínimas. Cuando las urgencias de la mayor parte del planeta -seguridad, viviendas asequibles, calidad de espacio público - corren en paralelo con el apocalipsis medio ambiental anunciado, parece improbable que las políticas públicas sean capaces de priorizar el futuro inminente al presente inmediato.

Sin embargo, desde la arquitectura se puede eficientar los procesos constructivos que mejoren el aislamiento térmico, las ventilaciones cruzadas, para amortiguar el consumo masivo de aire acondicionado y calefacción. Desde la academia se debe de generar conocimiento científico sobre la actual crisis climática, para especular sobre las opciones al alcance de cada economía y cultura. Y desde la planeación urbana se tiene que ser mucho mas ambicioso y diseñar ciudades donde florezca la justicia ambiental, priorizando el protagonismo del agua en todos los proyectos, sean públicos o privados.

On this planet there is no type of border, what we do in one place affects in another and it is the responsibility of each of us to take care of the same place.

Can we change ?, Should we change ?, Are we going to change ?, The first two questions have been answered by science and the last dependency of each one of us. Is climate change a crisis or an emergency?, We currently emit 152 million tons of daily pollution, this throughout history has caused the temperature to rise 10 and this may sound easy but it has caused a number of major problems in ecosystems, economy, societies; This takes place into natural disasters, sea level rise, public health droughts, vulnerable population, migration, hydrological cycle, floods, fires, pandemic diseases, future of food, among others.

Air pollution kills 9 million people every year, Mexico is at number 4 worldwide, it should be noted that mortality from pollution costs us approximately 2% of GDP each year.

En este planeta no existe ningún tipo de frontera, lo que hacemos en un lugar afecta en otro y es responsabilidad de cada uno de nosotros cuidar de un mismo lugar. ¿Podemos cambiar?, ¿debemos cambiar?, ¿vamos a cambiar?, las primeras dos preguntas las ha contestado la ciencia y la ultima depende de cada uno de nosotros. ¿El cambio climático es una crisis o una emergencia?, actualmente emitimos 152 millones de toneladas de contaminación diario, esto a lo largo de la historia a provocado que la temperatura aumente 10 y esto puedo sonar fácil pero ha provocado una serie de problemas importantes en los ecosistemas, economía, sociedades; esto se traduce en catástrofes naturales, aumento del nivel del mar, sequias salud pública, población vulnerable, migración, ciclo hidrológico, inundaciones, incendios, enfermedades pandémicas, futuro de la comida, entre otras.

La contaminación del aire mata a 9 millones de personas cada año, México se encuentra en el numero 4 a nivel mundial, cabe mencionar que la mortalidad por contaminación nos cuesta aproximadamente el 2% del PIB cada año.

Queretaro Metropolitan Area has grown exponentially over the years, causing problems that currently affect its territory and its natural resources, leading us to catastrophic futures. La Zona Metropolitana de Querétaro a lo largo de los años ha crecido de manera exponencial ocasionando problemáticas que repercuten actualmente en su territorio y sus recursos naturales, orillándonos a futuros catastróficos.

Así Querétaro no cuenta con una buena gestión ambiental de territorio, no es proporcional a la disponibilidad de su recurso hídrico además de no contar con suficientes áreas naturales ni capacidad de infraestructura pluvial para recarga de mantos acuíferos, lo que nos llevará a enfrentar escasez de agua e inundaciones, donde El acuífero Valle de Querétaro se agotará y las zonas bajas de la ciudad sufrirán vulnerabilidad ambiental.

Si nos enfrentamos a un futuro catastrófico ¿Quién podría salvarse Querétaro? Las zonas con nivel de marginación dentro de Querétaro coinciden

con zonas de inundación, algunas zonas son “Santa María Magdalena, San José el Alto, incluso Hércules”, lo que nos lleva a confirmar que estas zonas tienen vulnerabilidad social respecto a situaciones de desastre en un futuro que podrían afectar la vida y propiedad de los habitantes, además cabe mencionar que las zonas permeables y potenciales para la recarga de mantos acuíferos se encuentran en las afuera de la ciudad, siendo ciudadanos de Querétaro ¿Cómo podemos mitigar está vulnerabilidad social ante desastres, crear zonas permeables y hacer ciudades justas?

LOCATION UBICACIÓN

Santa María Magdalena is located in the western part of the city, where it has been segregated and disadvantaged due to the presence of uses of military or industrial equipment.

Santa María Magdalena se encuentra en la parte oeste de la ciudad, donde ha quedado segregada desfavorecida debido a la presencia de usos de equipamiento militar o industrial.

Es una zona ejidal con pocos accesos y bordes en su perímetro como el Río Querétaro, las Vías del Tren y el dren “El Arenal” u otras colonias, cuenta con un alto índice de marginación además de que su origen fue un asentamiento rural, se caracteriza por tener usos mixtos en la zona de vivienda y alto comercio local, vivienda de autoconstrucción y desarrollo de vivienda en serie, así como un terreno “Vertisol Pélico”, calles angostas y empedradas, un nivel de saneamiento bajo medio y equipamiento escolar , está colonia se conoce en Querétaro como una zona de riesgo y desastre debido a problemáticas de inseguridad, inundación y hundimiento.

Santa María Magdalena is an active cultural area, of social cohesion, of roots, of customs, of identity, where there are different social groups within the neighborhood such as the group of ejidatarios “Emiliano Zapata”, church volunteers, the tianguistas, the muralists or graffiti artists, the rappers, in addition to those who participate in the annual festivities within the community such as “The fair of mole and tortilla”, including those who attend the Integral Center for Social Prevention CIPRES IV, these inhabitants involve to promote the neighborhood and reduce neighborhood degradation, they have the concern of built another image of where they live and regenerate the neighborhood, as well as maintaining practices linked to rural customs and habits mixed with urban practices that last over the years, turning them into intangible heritage. Although “built neighborhood” is talking about who lives in the neighborhood and for the social and segregated popular sectors in Mexico, it is a reflection of the people who inhabit the public space, so a process of social and urban transformation it focus on where the collectivity of neighborhood life its development.

Santa María Magdalena es una zona activamente cultural, de cohesión social, de arraigo, de costumbres, de identidad, donde existen diferentes grupos sociales dentro de la colonia como el grupo de ejidatarios “Emiliano Zapata”, los voluntarios de la iglesia, los tianguistas, los muralistas o grafiteros, los raperos, además de los que participan en las festividades anuales dentro de comunidad como la “La feria del mole y la tortilla”, incluso los que acuden al Centro Integral de Prevención Social CIPRES IV, estos grupos sociales activos se involucran para potencializar el barrio y disminuir la degradación barrial, tienen la inquietud de crear otra imagen de dónde viven y regenerar el barrio , así como mantener las prácticas ligadas a costumbres y hábitos rurales mezclados con prácticas de carácter urbano que perduran con los años convirtiéndolas en patrimonio inmaterial. Si bien “el hacer barrio” es hablar de quién habita el barrio y para los sectores populares segregados social y espacialmente en México es totalmente un reflejo de las personas que lo habitan en el espacio público así que un proceso de transformación social y urbana implica la participación de los involucrados dentro del espacio.

A natural environment is created that serves to recover this space by the inhabitants of both the South and North part of the neighborhood, integrating the community, where the different actors get involved, generating new recreational, recreational and environmental educational activities.

The “El Arenal” drain is as an axis of natural space where connections are established that achieve sensitivity to this body of water by reactivating the space, since it is key to the health and vitality of the neighborhood. Thus, this public open space within the neighborhood is walkable, safe, green spaces increase the possibilities for people to meet and nurture relationships beyond family, friends, and neighbors.

El dren “El Arenal” divide a Santa María en Norte y Sur, es un canal en el que corren aguas negras y se desborda periódicamente en temporada de lluvias de Mayo a Julio. Se propone una intervención arquitectónica y paisajista a lo largo del dren “El Arenal” que permita a la gente de Santa María Magdalena habitar el río. Se crea un entorno natural que sirva para recuperar este espacio por parte de los habitantes tanto de la parte Sur y Norte del barrio integrando a la comunidad, dónde se involucren los diferentes actores generando nuevas actividades recreativas, lúdicas y educativo ambientales, a lo largo de este.

Podemos establecer ahora al dren “El Arenal” como un eje de espacio natural donde se establecen conexiones que logran sensibilidad hacia este cuerpo de agua por medio de la reactivación del espacio, ya que es clave para la salud y vitalidad del barrio. Así este espacio verde dentro del Barrio transitable y seguro aumentan las posibilidades de que las personas se encuentren y fomenten relaciones más allá de la familia, los amigos y los vecinos.

Las estrategias principales dentro del dren “El arenal” fue crear un espacio público natural y un sistema peatonal buscando la integración continúa y permeable con el dren a través de la rehabilitación y creación de zonas como los miradores, terrazas y el “river walk” con la participación de los muralistas y grafiteros, para el desarrollo de diferentes actividades dentro del lugar, todo esto para generar un sensibilidad al agua. Por último es un espacio dinámico, resiliente y previene la erosión con plantas nativas de la zona, en este caso tomamos de referencia las plantas nativas del Río Querétaro cómo hidrófitas enraizadas emergentes crecen Cyperus odoratus, Echinochloa crus-pavonis, Heteranthera limosa, Hydrocotyle ranunculoides, Leptochloa fascicularis, Polygonum mexicanum, P. lapathifolium, P. punctatum y Rorippa nasturtiumaquaticum, de tallos postrados Ludwigia peploides y de hojas flotantes Marsilea en combinación de un sistema de gaviones.

Public space is vital for the health of urban communities. Santa Maria Magdalena, is considered one of the most insecure neighborhood’s in Querétaro. Finding problems within Santa Maria Magdalena opened the way to endless possibilities that could improve the quality of life of its inhabitants.

How to make more livable areas inside the neighborhood, more humane spaces and with insecurity problems this areas can be activated as a solution. The compilation of different data and news about what is happening in this neighborhood led us to the conclusion that train tracks are the main cause of insecurity.It is a stop area for immigrants, an area not suitable for pedestrians and where many acts of crime are taking place. There are no sidewalks or good lighting, there is a shortage of movement and this are opportunities for different crimes to happened.

The train tracks are a very strong horizontal axis throughout the city of Querétaro, it is an edge that is not used for good community design and becomes a vulnerable space for crime.Train tracks, like the Queretaro river, are important elements that have accompanied Santa Maria Magdalena throughout its history. They are not permeable border at all and this place does not invite the pedestrian to want to cross from north to south.The roads become a key element to promote the activation of green spaces, a rainwater catchment network that moves in a linear manner and will help contain and activate different programs for the inhabitants of Santa Maria Magdalena.

Train tracks are an industrial line, without pedestrian movement, without fluidity and permeability.

In the future we will think that the roads were considered a threatening space for the community.

This network of social activation and security will help raise and give growth opportunity to a space with a lot of potential. It is proposed that the routes lift the history and identity of Santa María Magdalena, become from an unsafe place to one that is fully habitable and that functions as a connector with the main streets within Santa María Magdalena.

A design opportunity, opening paths for the pedestrian and generating natural vigilance. The roads will have a great urban landscape and perfectly illuminated towards endless activities, promoting community participation, giving space to culture and art in Santa María Magdalena.

El espacio público es vital para la salud de las comunidades urbanas. Santa María magdalena es considerada una de las colonias más inseguras dentro de la ciudad de Querétaro. Encontrar problemáticas dentro de Santa María Magdalena nos abrió camino a un sinfín de posibilidades que podrían mejorar la calidad de vida de sus habitantes. Cómo hacer que diferentes áreas dentro de la colonia sean más habitables, más humanas y se puedan activar.

La recopilación de diferentes datos y noticias sobre lo que sucede en esta colonia nos llevó a la conclusión de que las vías del tren es la principal causa de la inseguridad. Es una parada para los inmigrantes, una zona no apta para el peatón y dónde suceden muchos actos de delincuencia. No existen banquetas ni buena iluminación, hay una escasez de movimiento y esto da oportunidad para que se generen diferentes delitos.

Las vías del tren son un eje horizontal muy fuerte a lo largo de la ciudad de Querétaro, es un borde que no se aprovecha para un buen diseño de comunidades y se convierte en un espacio vulnerable para la delincuencia.

Las vías del tren, como el río son elementos importantes que han ido acompañando a santa María Magdalena a lo largo de su historia. Son un borde que no es nada permeable y no invita al peatón a querer cruzar de norte a sur.

Las vías se vuelven un elemento clave para fomentar la activación de espacios verdes, una red de captación pluvial que se desplaza de manera lineal y ayudará a contener y activar diferentes programas para los habitantes de Santa María Magdalena.

Las vías del tren son una línea industrial, sin movimiento peatonal, sin una fluidez y permeabilidad.

En un futuro pensaremos que las vías eran consideradas un espacio de amenaza para la comunidad.

Esta red de activación social y seguridad, ayudará a levantar y dar oportunidad de crecimiento a un espacio con mucho potencial.

Se plantea que las vías levanten la historia e identidad de Santa María Magdalena, Convertir de un lugar inseguro a uno totalmente habitable y que funcione como conector con las calles principales dentro de Santa María Magdalena.

Una oportunidad de diseño, abriendo caminos para el peatón y generando una vigilancia natural. Las vías serán un paisaje urbano e iluminado hacía un sinfín de actividades, fomentando la participación comunitaria, dando espacio a la cultura y arte dentro de Santa maría magdalena
