NIVEL CERO is a project that foments social integration through selfsufficient public spaces. Promoting the union between two divided parts of a corridor like Fray Junípero Serra, with posibilities of adaptability to the different posible situations. Replicable to prevent next corridors from being uninhabitable for the pedestrian and an easy access to the automovile. A project which objective is a connection area via the user’s experiencie and its interaction with the space through learning and awareness. The first selfsufficient public space in México. NIVEL CERO es un proyecto que fomenta la integración social mediante el espacio público autosuficiente. Promoviendo la unión entre las dos partes que divide un corredor como lo es Fray Junípero Serra, con posibilidades de adaptabilidad a las diferentes situaciones que se puedan presentar. Replicable para evitar próximos corredores inhabitables para el peatón y de fácil uso para el automóvil. Un proyecto cuyo objetivo es un área de conexión mediante la experiencia del usuario y su interacción con el espacio a través del aprendizaje y la concientización. El primer espacio público autosuficiente en México.

The main characteristics of Querétaro were obtained to carry out an analysis of the city from which we obtained the previous results. Being a diverse city in terms of activities and population sectors with the possibility of working on different characteristics to make an improvement to the city. Se obtuvieron las características principales de Querétaro para realizar un análisis de la ciudad de los cuales obtuvimos los resultados anteriores. Siendo una ciudad diversa en cuanto a actividades y sectores poblaciones con posibilidad de trabajar en diferentes características para realizar una mejora a la ciudad.

Observing the previous results, two main themes that are a problem for the city were noted: barriers and the concentration of public spaces. Observando los resultados anteriores se notaron dos principales temáticas que son un problema para la ciudad: las barreras y la concentración de espacios públicos.

As seen in the maps, public space and its dispersion are delimited by certain barriers, which are the most important avenues in Querétaro: Boulevard Bernardo Quintana, Av. 5 de Febrero and Carretera 54.

Most of the public space available for the city is concentrated in this triangle, and as they approach theyse barrier, they start to disappear, leaving certain areas without possible access to different activities of a public nature. Even when there are spaces outside this area, they are often abandoned due to their bad conditions. En este triángulo se concentra la mayoría del espacio público disponible para la ciudad y según se van acercando a estas barreras van desapareciendo, dejando a ciertas zonas sin posible acceso a diferentes actividades de carácter público. Aún cuando hay espacios en la parte externa a esta zona, son espacios que muchas veces resultan abandonados debido a las condiciones de los mismos.

One of the main reasons for the abandonment of public spaces such as parks or squares is due to the lack of maintenance and as a consecuence, they can become dangerous since there is too little or no interaction of the user with the space. The maintenance of green areas is very expensive, especially in the city of Querétaro, where water has to be brought from another area and pumping it is a very expensive process. For this reason, few green spaces are well maintained and attention is diverted to only the most important ones, such as the public areas of Downtown Querétaro and the best known, La Alameda. The cost and amount of water required to maintain this space is presented in the charts. 21

Una de las razones principales para el abandono de los espacios públicos como parques o plazas es por la falta de mantenimiento de los mismos y debido a esto pueden volverse peligrosos por la poca o nula interacción del usuario con el espacio. La manutención de áreas verdes es muy costosa, especialmente en la ciudad de Querétaro, donde se tiene que traer el agua desde otra zona y bombearla es un proceso muy caro. Por esta razón, pocos espacios verdes están bien mantenidos y se desvía la atención a sólo los más importantes, como lo son las áreas públicas del Centro de Querétaro y la más conocida, La Alameda. A continuación se presenta el costo y la cantidad de agua requerida para la manutención de este espacio.

THE CITY GROWTH


The city of Querétaro has grown significantly in the last years. As this growth has taken place, important avenues have been created that have served as barriers between the pedestrian and the motorist, having as priority those who move in mechanical transport. These barriers have resulted in the dispersion of public space as the city has grown. With the motorist as the main user, it has been designed for this, concentrating public spaces in one area to use remaining areas of the city for productive activities and housing. La ciudad de Querétaro ha crecido de manera importante durante los últimos años. Según se ha dado este crecimiento, se han ido creando avenidas importantes que han fungido como barreras entre el peatón y el automovilista, teniendo como prioridad a quien se mueve en transporte mecánico. Estas barreras han dado como consecuencia la dispersión del espacio público según ha ido creciendo la ciudad. Teniendo como principal usuario el automovilista, se ha diseñado la para este, concentrando los espacios públicos en una zona para utilizar otras áreas de la ciudad para actividades productivas y vivienda.

Noting that there are areas that are disconnected from the city and have little contact with these spaces, an area that is growing exponentially was detected and has become an important corridor for the city. Fray Junípero Serra is located in the northeast part of the city, bordering the municipality of El Marqués. Observando que hay zonas que están desconectadas de la ciudad y tienen poco contacto con estos espacios, se detectó una zona que está creciendo de manera exponencial y se ha vuelto un corredor importante para la ciudad. Fray Junípero Serra se encuentra en el extremo noreste de la ciudad, limitando con el municipio El Marqués.

It is a fast track in which in recent years different residential and commercial complexes have developed, mostly private, closing off to the avenue. It acts as a barrier between two neighborhoods of different socioeconomic levels where for one sector it is easy to get around by car, while the other has to travel on public transport systems risking their life to get to the bus stops on this street. Es una vía rápida en la que durante los últimos años se han desarrollado distintos complejos residenciales y comerciales, en su mayoría privados, cerrándose a la avenida. Actúa como barrera entre dos colonias de distintos niveles socioeconómicos en donde para un sector es fácil moverse en auto, mientras el otro tiene que viajar en sistemas de transporte público arriesgando su vida para llegar a las paradas de autobús en esta avenida. 45

It has an important tendency to reproduce like any other corridor in the city in which the infrastructure for pedestrians is very poor and transportatio for the car is facilitated. If this tendency to create spaces closed to the corridor continues, the situation that occurs in Bernardo Quintana, where it becomes a barrier, can be replicated. Tiene una tendencia importante a reproducirse como cualquier otro corredor de la ciudad en la que la infraestructura para el peatรณn es muy pobre y se le facilita el transporte al automรณvil. Si se sigue con esta tendencia a crear espacios cerrados al corredor, puede replicarse la situaciรณn que se presenta en Bernardo Quintana en el que se vuelve una barrera.

Along the corridor there are pedestrian crossings that the users themselves have defined according to their needs, always exposing themselves to being run over by cars that pass at speeds of more than 80 km / h. The areas divided by Fray Junípero are of different socioeconomic sectors. The predominant sector when this area of​​ the city began to develop was the lower socioeconomic class (La Pradera, La Noria and La Purísima), however, later it started being occupied by the uppermiddle sector (El Refugio, La Vista and El Campanario ), closing to what already exists and promoting this division. Las zonas divididas por Fray Junípero son de diferentes sectores socioeconómicos. El sector predominante cuando empezó a desarrollarse esta zona de la ciudad era la clase socioeconómica baja (La Pradera, La Noria y La Purísima), sin embargo, después fue siendo ocupado por el sector medioalto (El Refugio, La Vista y El Campanario), cerrándose a lo ya existente y promoviendo esta división. 54

The most serious consequence of this division is the danger that pedestrians run when trying to cross. Since many people from La Pradera work as laborers or domestic employees in El Refugio, it is difficult to access due to the barrier in the middle. As well as the inhabitants of El Refugio cross to La Pradera to make certain purchases, however, they have access to private transport to cross the 60 meters of the avenue.

La consecuencia más grave de esta división es el peligro que corren los peatones al intentar cruzar. Siendo que muchas personas de la zona de La Pradera trabajan como obreros o empleados domésticos en El Refugio, es de difícil acceso debido a la barrera que se encuentra en el medio. Así como también los habitantes de El Refugio cruzan hacia La Pradera para hacer ciertas compras, sin embargo, ellos tienen acceso a transporte privado para cruzar los 60 metros que mide la avenida.

Within the area, an investigation was made of the existing public spaces in the two neighborhoods - La Pradera and El Refugio- and the following results were obtained. In both areas the most used spaces are where different sports and cultural activities are carried out and have spaces for commerce. These are also the best maintained. Dentro de la zona se hizo una investigación de los espacios públicos existentes en las dos colonias – La Pradera y El Refugio- y se obtuvieron los siguientes resultados. En ambas zonas los espacios más utilizados son donde se realizan diferentes actividades tanto deportivas como culturales y hay espacios destinados a comercio. Estos espacios son también los que están mejor mantenidos. 58

There is a crossing that predominates in terms of its use and it is the of our chosen site between El Refugio and La Pradera in the middle part that connects the two main entrances, each one to its respective neighborhood. 62

Hay un cruce que predomina en cuanto al uso del mismo y es el de nuestro sitio elegido entre El Refugio y La Pradera en la parte central que conecta las dos entradas principales, cada una a su respectiva colonia.

As mentioned before, it is important to change the priority pyramid that we now have for the design of cities; take it away from the car and give it to the pedestrian. It is vitally important that we make the car uncomfortable and facilitate movement for pedestrians and cyclists and thus promote more active cities with fewer cars. The pedestrian is the priority, then the cyclist, public transport and the last on the scale of the pyramid, the car. Como se ha mencionado anteriormente, es importante cambiar la pirámide de prioridad que tenemos ahora para el diseño de las ciudades; quitársela al automóvil y dársela al peatón. Es de vital importancia que incomodemos al auto y facilitemos el movimiento para el peatón y el ciclista y así promover ciudades más activas y con menos autos. El peatón queda como prioridad, en seguida ciclista, el transporte público y al último en la escala de la pirámide, el automóvil.

To achieve this, the pedestrians and cyclists are left on the ground levelit and the car is lowered to an underground level in the part of our intervention. Of the 5 existing lanes at ground level, 3 are lowered to keep it as a fast track and in the part of the project two lanes are included, one for the exclusive use of public transport and another for cars that have to take the exits to enter the zones residential. 66

Para lograr lo anterior, se optó por dejar al peatón y el ciclista a nivel y bajar el coche a un nivel subterráneo en la parte de nuestra intervención. De los 5 carriles existentes a nivel, se bajan 3 para mantenerlo como vía rápida y en la parte del proyecto se incluyen dos carriles, uno para uso exclusivo del transporte público y otro para los autos que tengan que tomar las salidas para ingresar a las zonas residenciales.

The main purpose of the project is to create a space that invites different users to interact with the site. Different areas were designed in which activities, that fulfill the needs of the inhabitants of the area, will be developed. The space promotes user interaction and the facilitation of connection between the two neighborhoods.

El propósito principal del proyecto es crear un espacio que invite a los diferentes usuarios a interactuar con el sitio. Se diseñaron distintas áreas en las que se desarrollarán actividades que cumplan con las necesidades de los habitantes de la zona. To achieve the project, the 4 characteristics that unite people were taken into account and certain spaces or strategies were allocated for the integration of these with the user, creating a project that promotes the interaction of people with the site through awareness and activation both the space and user. Under this roof, is proposed the development of different activities, the main one being to provide a dignified structure to the tianguis that exists in La Pradera. This tianguis is located on weekends on a street where it is in poor condition. We provide a space for an activity that involves the participation of people from both El Refugio and La Pradera and we promote the mixed use of the space through an esplanade that also encourages the development of both cultural and sports activities. Debajo de esta techumbre se plantea el desarrollo de diferentes actividades, siendo la principal el brindar una estructura digna al tianguis que existe en la Pradera. Este tianguis se sitĂşa los fines de semana en una calle en que se encuentra en malas condiciones. Brindamos un espacio para una actividad que involucra la participaciĂłn de personas tanto de El Refugio como de La Pradera y promovemos el uso mixto del espacio mediante una explanada que fomenta de igual manera el desarrollo de actividades tanto culturales como deportivas.

Spaces will be allocated for facilities in which the user will interact with. These will have as its main objective the awareness and teaching of the different ways of producing energy. The energy produced by these pavilions will be minimal, however, it shows the user how they can contribute with their participation to the environment. It is attractive to different sectors, both children and adults. Se destinarán espacios para instalaciones con las que el usuario interactuará. Estas tendrán como principal objetivo la concientización y la enseñanza de las diferentes formas de producir energía. La energía producida por estos pabellones será mínima, sin embargo, muestra al usuario cómo puede contribuir mediante su participación al cuidado del medio ambiente. Es atractivo para los diferentes sectores, tanto niños como adultos.

Sports areas that do not exist within any of the residential areas and that they wish there were, are designed. According to a survey carried out, the most demanded were places to skate and open spaces for different sports activities. The second strategy is related to the maintenance of public spaces. Considering that the irrigation of green areas is very expensive due to the transportation of water, a 3-chamber filtration system is contemplated in which the gray water discarded from the houses closest to the site of both colonies will be collected and will go through a process of filtration and cleaning so that later they can be used for the irrigation of the vegetation. 133

La segunda estrategia es relacionada al mantenimiento de los espacios públicos. Considerando que es muy costoso el riego de las áreas verdes debido al traslado del agua, se contempla un sistema de filtración de 3 cámaras en el que se recolectará el agua gris desechada de las casas más cercanas al sitio de ambas colonias y pasará por un proceso de filtración y limpieza para después ser utilizada para el riego de la vegetación.

Due to the fact that the maintenance cost is very expensive for public spaces, as they have to have good lighting throughout the day, the third strategy to implement is for the project to be self-sufficient by creating the energy that will be consumed. The energy that is produced within the site and is not used will be injected into the CFE network to be donated to other nearby public spaces. It’s important to mention that after the agricultural industry, industry and power generation are the second largest consumers of water, consuming 13% of the existing fresh water. Debido a que el costo de mantenimiento es muy caro para los espacios públicos pues tienen que tener buena iluminación durante todo el día, la tercera estrategia a implementar es que el proyecto sea autosuficiente creando la energía que se consumirá. La energía que se produzca dentro del sitio y no sea utilizada se inyectará a la red de CFE para ser donada a otros espacios públicos cercanos. Es importante mencionar que después de la industria agropecuaria, la industria y la generación de energía son los segundos mayores consumidores de agua, con 13% del agua dulce existente.

The area to work must be connected to the rest of the city, so a new public transport line called Qronecta is designed, which will work in conjunction with the Red-Q networks connecting Fray Junípero with an efficient and exclusive transportation system for the corridor , which will later join the lines of the existing public transport system. 161

La zona a trabajar debe de estar conectada con el resto de la ciudad por lo que se diseña una nueva línea llamada Qronecta, que trabajará en conjunto con las redes de Red-Q conectando Fray Junípero con un sistema de transporte eficiente y exclusivo para el corredor, que posteriormente se unirá a las líneas del sistema de transporte ya existente.
