Now that the UK is outside of this system, any British bank wishing to have customers based in the EU must obtain new legal permissions and set up separate legal entities in each jurisdiction. For many high street banks, the number of customers they have does not justify this cost. While the letter - entitled “Please take action: we need you to close your account” - does not use the term “Brexit”, it is clear that the move is a direct result of Britain's decision to leave the EU. “We're applying limitations to the banking services we provide to customers with an address in the European Economic Area (EEA),” the letter states. “We're sorry to say this means we need you to close your account.” Since Brexit, the UK banking sector no longer has access to the so-called financial “passporting” system which allows banks in one

fter two years of disrupted plans, we made sure not to sign up to anything too ambitious for our summer holidays this year, fearing the lastminute cancellations and disappointments that have defined the last few summers. To be fair, as a family we rarely go away away as pre-pandemic my youngest was just that little bit too young to make it practical and printing The Bugle each and every month makes extended trips just a tad complicated. Instead, we planned a handful of mutli-night trips all within a few hours of home, a couple of overnighters to catch up with family and friends visiting the area and even a few day trips. The idea was that the kids would not get too bored as at any given point there would always be something to look forward to in the next week or so. That's the official line and I'm sticking to it.
It just so happens to be a completely unrelated coincidence that this approach resulted in us being unable to find a clear window to fit in a visit from the outlaws meaning they now can't make it over until the autumn... The largest of these trips came right at the start of the holidays, just after the kids had broken up and in that quiet period after the paper had been distributed. We had managed to squeeze in a five-day camping trip to a site in the Dordogne that we have stayed at before and we were all very excited. I travelled a fair bit in my earlier life and since the advent of kids and the subsequent absence of any time to myself, all I now want to do on holiday is sit on my own in a comfy chair with a good book and a cold drink. I also prefer to go somewhere I've been before so that I know what to expect (and pack) and where there are no unpleasant surprises. My feelings on this are similar to my principles

on restaurant ordering. I eat out so infrequently nowadays that I would rather order a dish I know I will like enjoy than take a risk on something I've never heard of that could be amazing... but could be disappointing. I realise that this is a really negative way to approach life and I do simultaneously bang on at my kids to never be afraid to try new things. I get the hypocrisy of the “if you never try you never know” mantra juxtaposed against my newfound reticence to take a chance, but there you have it. I would be far more adventurous if I ate out more regularly and equally I would be happy to try new and exciting adventures if we were the kind of family that holidayed every few months. But we're not, and if I've only got a few days to relax, then I am taking the fewest risks possible with that time. So I knew where we were going, I remembered the layout of the campsite, when the bar and restaurant were open, and crucially that they had good beer and an excellent wine menu. I arrived safe in the knowledge that there were plenty of on-site activities for the kids and that the pool was safe enough for them to be left pretty much
alone. For the first time ever, all of my children were old enough to be given some money for a drink and an ice-cream and told to be back in time for tea. It was perfect... nothing could go wrong... I dared to dream. Of the six days and five nights we were there, I think the coolest day was a sweltering 36 degrees. As Caroline Aherne would have said in that Fast Show sketch from the 90s; Scorchio! Single handedly putting up and taking down a sixperson tent in high-thirties heat was an experience I'm not too keen to repeat. Doing anything inside the tent between 9 am and 10 pm... forget about it. To be fair, everything else was just as I had hoped: the kids did leave me alone; the beer

was cold and delicious; and it was just about possible to find a shady corner with enough breeze to sit and read. We have another, slightly shorter camping trip planned further south in about a week, once this paper is fully out. I've just checked the weather for the area... 34, 39 and 38 on the three days we are there. Whatever I did in a former life must have been unspeakably bad! Until next month! Steve Martindale, Editor

Human error behind A20 motorway closure
I
t had been rumoured for a while, but the cause of the accident that recently closed the A20 at Limoges has been confirmed as human error. The motorway was initially shut in both directions at the end of June when part of a flyover that was under construction fell, causing huge traffic jams on the important north-south axis just as the country was gearing up to head away on holiday. Not only did the accident cause a great deal of disruption for residents and tourists, it effectively cut off the Family Village retail park from traffic south of Limoges, leading to significant losses for businesses. The motorway was ultimately closed for two weeks, but did reopen two days before schools broke up for summer and in time for one of the busiest traffic days of the year. “It was human error by one of the employees... a complete idiot,” said Guillaume Guérin, president of Limoges City, a theory that was later confirmed by Eiffage, the construction company building the flyover. “The CEO of Eiffage phoned to apologise and then in writing. He also confirmed that any costs incurred will not be passed on to the city.” Although the stability of the foundations and concrete supports was never in doubt, strict safety protocols had to be followed before the motorway could be fully reopened. “It was important to react as quickly as possible given the traffic implications for locals,” said Fabienne Balussou, prefect of the Haute-Vienne. “We had to reopen safely given that we are faced with a structure that weighs 700 tonnes over a road that carries 70,000 vehicles every day.” Officials for Limoges City confirmed that Eiffage had offered to cover the costs of the accident and that they would not be taking any further legal action against the construction company. This compensation is unlikely to cover lost income from local businesses, however, leaving much anger and resentment over the unnecessary closure. ■

ans of veggie burgers and vegan sausages are celebrating news that the country's top court has suspended a law banning manufacturers from using certain carnivorous terms from their marketing. Under the proposed changes, first introduced in 2020 and due to come into effect in October, producers would be banned from using words such as burger, sausage, steak and escalope to describe their meat-free alternatives. According to the decree, “The names used to indicate foodstuffs of animal origin shall not be used to describe, market, or promote
foodstuffs containing vegetable proteins”, a move welcomed by lobbyists for the country's meat industry - currently worth around €35 billion. The enforced U-turn brings France more into line with the EU's wider policy of allowing “meatstyle” descriptions of plant-based foods, but not for dairy items. “The Conseil d’Etat has accepted our argument that it is impossible for plant-based products to completely ‘leave the lexical field’ when it comes to meat substitutes,” explained Guillaume Hannotin, a lawyer for the Protéines France group

whose pressure led to the recent court case. The market for plant-based meat substitutes has surged in recent years, fuelled by concerns over climate change, animal welfare, and nutrition. Vegan alternatives are increasingly available in supermarkets and most fast-food chains now offer a vegan alternative to their burgers, such as the McDonald's McPlant and Burger King's plantbased Whopper. A recent report has predicted that the meat substitute market could be worth as much as $235 billion by 2030. ■

The move will come as a blow to thousands of expats who rely on their UK bank account to receive pension, rental or overseas income, and who in many cases have been with their bank for many decades. For those losing their UK bank accounts, taking and making Sterling payments through a French Euro account will undoubtedly incur significant transaction fees, the number and size of which are also growing as Britain withdraws further from the EU. Although it is a major high street bank north of the Channel, Barclays is just the latest in a string of banks ditching its expat clients and experts have warned that just because your bank or financial provider has not made any changes yet, that does not mean that they won't do so in the near future. A number of UK banks are maintaining expat accounts – for now at
least - although the vast majority will not accept new applications. There are a number of “international” solutions available to more wealthy expats, but these often require minimum balances or monthly transactions that put the option beyond the reach of those living off modest pensions. “These are often operated by the bank’s international arm, e.g. HSBC International, which is based in Jersey, and they’re really aimed at high-value, working, transient expat types, so they’re not really designed for UK pensioners who are living in France, for instance,” explained Ryan Frost, a private client adviser at Harrison Brook France, adding that minimum deposit levels of around £30,000 are not uncommon. “They will give you a UK account number that you can use for pensions, direct debits, etc. but they often charge high fees.” While the situation is far from ideal, the gap in the market currently being created has been seen as an opportunity for newer banking businesses. In
recent years a number of online-only banks have emerged which offer both UK/GBP and EU/EUR accounts and IBANs. The downside for many is that the vast majority are relatively new and hitherto unknown, leading to a natural degree of distrust, and only available via a website and app with no physical branches for in person contact. “These are new challengers on the banking scene and the advantage for Brits living in France is that you can set up both a Pounds Sterling and a Euro account and you will get both a GB sort code/IBAN – which will allow you to set up direct debits or receive a UK pension – and an EU account number and IBAN, usually through Belgium”, Ryan Frost explained. “It means you can use the account for business in the UK, but also transfer money quickly and easily to/from France. In fact for UK pensioners this might give them a better deal on exchange rates than receiving a pension into a UK account in pounds and then spending in euros in France.” ■

Fines issued after boar chases campers up tree A pair of Belgian tourists were forced to spend a night up a tree to escape an angry boar last month, before eventually being rescued the next day by emergency services... and promptly handed with a fine. The camping trip from hell began when the two 25-year-olds were attacked by a wild boar at the base they had set up between the towns of Castellane and Rougon in the Alpes-de-Haute-Provence department. Escaping up a nearby tree when the sanglier attacked, the pair were able to phone for help, despite witnesses later saying, “There were no branches on the tree; they had to grip onto it as much as they could before reaching the top.” When a team of gendarmes eventually arrived, the campers' story was confirmed: the boar was not only still present, but also still angry! As more people arrived, the animal was eventually convinced to go about his business and the frightened duo were able to descend and collect two €135 fines: one for illegal camping and the other for illegally setting a fire. While le camping sauvage is technically legal in France, it is highly regulated and there are a number of rules that campers should follow such as bans on pitching camp on the coast, in a protected nature reserve or near historic monuments. While the fines may seem harsh, the pair actually got away relatively lightly, as the maximum fine for such an offence is €1,500. ■

Dordogne cops help speeding Woman wakes up in a body bag parents get to hospital
A
74-year-old woman is in intensive care after being declared dead and then waking up in a body bag. The drama began as Jean Sellier, a retied inhabitant of Mably in the Loire department, was taking his usual cycle ride along the banks of the Roanne canal when he spotted a body floating face down in the water. As a former police lifeguard, Jean did not hesitate to dive into the water and bring the body to the shore. With the help of other passersby, he was then able to drag the woman up onto the towpath and begin to administer CPR while the emergency services were called. Ten minutes later, the SAMU arrived and continued CPR for a further 30 minutes, to no avail. The body was then placed in the ambulance and the formalities of death began. “She was unconscious on our arrival and we performed heart massage for half an hour,” a paramedic on the scene would later explain. “The victim was declared dead and we filled out a death certificate. But while we were in discussions with the local funeral director, the bag began to move!” “Never have I seen a heart starting to function again after such an intervention,” said Mr Sellier. The woman was rushed to the intensive care unit of Roanne hospital where she was placed in an induced coma but remains in a critical condition. How the woman came to be in the canal remains a mystery, although there are fears she may have known what she was doing. A resident of the Bonvert nursing home 200 metres away from the canal, her gilet, walking stick and sunglasses had been neatly placed beside the canal, suggesting she may have entered the water voluntarily. An investigation is underway as to how she was able to leave the home undetected. ■

f there is one time you could be forgiven for driving too fast, it would be while rushing your pregnant wife to hospital. This nightmare scenario for expectant parents happened in the Dordogne not once, but twice in a week recently, and on both occasions rather than being fined, the speeding drivers were given an escort to the hospital. The first instance occurred when Jérôme Giron's wife went into labour just before 5 am on 7th July. After rushing his two children to preschool garderie, Jérôme headed with his wife towards the maternity ward at Bergerac. “I was being careful, but I wasn't paying too much attention to my speed,” Jérôme would later confess. “While driving I was also trying to help my wife through her contractions.” Arriving at Bourg d’Abren on the D32, he soon found himself being pulled over by two gendarmes on motorbikes who had flashed him going at 113 km/h in an 80 zone. “I stopped, wound down my window and explained that my wife was in labour. They were really understanding and helped us get to the hospital.” At eight o'clock in the morning and with traffic building, the two gendarmes used their lights and sirens to clear traffic and escort the parents to
the hospital, where the nervous wait began. “I explained to the gendarmes that we were stuck between two names for our son, so I asked them what theirs were... Vincent and Xavier. Then one of them said that he had a son called Marius which brought tears to my eyes as that was one of the two names we had in mind. The decision was made.” Marius was born happy and healthy a short time later. Just a few days after that heartwarming tale, another new mother had nothing but praise for two local gendarmes. Stationed on a roundabout at 3:30 in the morning, the gendarmes saw a speeding motorist fly past. They then chased and pulled over the vehicle, only to find a young woman in the late stages of labour. “I was screaming in pain so loudly that
they couldn't possibly have thought it was an excuse to avoid a ticket!” explained the young mum. “They put on their sirens and we just followed them. I think we went the wrong way down three one-way streets to get there as quickly as possible!” No sooner had they arrived at Périgueux hospital than her waters broke in the passenger seat, just as a midwife rushed outside. “My husband had just about enough time to park and look for a midwife before my waters broke and five minutes later I had my baby in my arms!” A few days later, the young couple took their daughter to the barracks in Périgueux to introduce her to the gendarmes who had ensured she was not born at the side of the road. “They even had a little present for her.” ■

rexit was back in the headlines in July when large parts of Kent were brought to a standstill and thousands of families faced nightmare conditions while trying to cross the Channel for their summer holidays. The British government blamed the French, the French blamed Brexit and Eurotunnel failures, and Eurotunnel said it was nothing to do with them. So what are the new rules when crossing the Channel, were the recent problems a one-off perfect storm of smaller issues and how much of the mess is actually down to Brexit? When British schools broke up for the summer, thousands of families set off for their long-awaited summer holidays after two years of lockdowns, travel restrictions and last-minute cancellations. As the usual wave of cars headed for the port of Dover, authorities issued the following warning: “Please be aware that there is heavy traffic at border control. If you're booked to travel today please allow at least three to four hours to clear the approach roads and security checks. Rest assured, if you miss your crossing, you'll be on the next one available once at check-in.” What followed were scenes of endless miles of traffic, held in sweltering conditions, with reported waits of twelve hours and distressing stories of families with medical needs and no information. The crisis began when French border agents were apparently unable to cross into Dover due to a technical fault on the train due
to take them to work. This delay, combined with a separate staff shortage issue, meant that at the beginning of one of the busiest days of the year, only six of the possible nine French border checkpoints were open, causing a huge tailback. Although the remaining points opened later in the day, the damage had been done and it took several days to clear the backlog. So it was all the fault of the French, then? Yes and no. The port of Dover and the Eurotunnel terminal at Folkestone were both designed in an era of essentially frictionless travel and are not equipped to cope with vigorous border controls. This problem had been predicted several years ago as the reality of a hard Brexit became apparent, but little has been done to mitigate it. The port of Dover put forward a £33 million proposal in 2020 to double the number of French passport control booths from five to ten in anticipation of lengthier checks linked to Brexit. The British government turned down the request, however, instead giving the country's busiest port just £33,000 for unrelated work. In anticipation of the recent problems, Dover did independently install three extra passport checking booths in June as well as converting an old French police checkpoint for freight checks to avoid lorry queues. So while France did only staff six booths at the start of the day, this is still one more than has typically been available in previous years. ment hit the airwaves to lay the blame firmly at the feet of the French, claiming that Britain was never part of Schengen, so border checks are nothing new and the whole crisis has been manufactured by the EU to punish the UK for leaving. It is true that you have always been required to show your passport when entering the EU, so maybe they had a point? Again, yes and no. Under the Schengen Agreement, citizens of one country can travel to another without needing to show a passport and the UK has indeed never been part of the area. As a member of the EU, however, Brits did still have the right to freedom of movement throughout the bloc, so you could travel within the EU as often and for as long as you wanted and border checks were often cursory. After opting for a hard Brexit, however, Britain has become a “third country”, similar to Australia or America, meaning that
travellers can only spend 90 days out of every 180 in the EU. This means that passports need to be physically stamped when entering or leaving the EU, with dates of entry and exit checked to prevent “overstay”. Previously, at times of high traffic, cars would often be waved through passport control as you simply held up your passport; this is no longer possible. Unfortunately for British tourists, French border guards have no option but to perform these checks under EU security regulations; the British government were in fact supporters of these rules when they were established in the past. Queues at the major exit points are not uncommon during peak summer travel, but the new requirements have led to the average time required to process a vehicle almost doubling from 48 seconds to 90, leading to inevitable delays. In conclusion, it is possibly unhelpful to say that “Brexit is to
blame”, but it is very hard to deny that the recent border problems are “a consequence of Britain's decision to leave the EU”. This is certainly the opinion of French politicians who reacted angrily to accusations of deliberately causing the problems. Responding to a Telegraph article headlined “Liz Truss tells France to fix holiday travel chaos”, Transport Minister Clément Beaune tweeted “the French authorities are working to check our borders and facilitate the passing of traffic as much as possible. I have discussed this with my counterpart Grant Shapps, but France is not responsible for Brexit.” Less sympathetic observers have also quoted arch-remainer James O'Brian, who said on his LBC talk show: “If half a dozen Frenchmen turning up late for work can bring the country to a standstill, how much control have we really taken back?” ■

Local zoos take wildfire victims Dead orca was shot in head

he recent wildfires that tore through forests near Arcachon forced the closure of the famous Dune du Pilat and the evacuation of campsites across the area. It was not only people that were in danger of the fire and smoke, however, as hundreds of animals at the Teste-de-Buch Zoo also found themselves in the path of the devastation, but with fewer options to escape. Fortunately, the country's zoos mobilised to rescue the animals, a number of which are now living in both the Dordogne and Haute-Vienne, namely at the Parc du Reynou in Limoges and Calviac Zoo, just outside Sarlat-la-Canéda. After the animals were initially moved north to Bordeaux Zoo, other institutions across the country were then asked to take as many as they could, an appeal that Em-
manuel Mouton, director of the Calviac-enPérigord Zoo, did not hesitate to answer. “We sent all the crates and cages that we had in stock. We took all the animals that we could including crowned pigeons, kamichis, ducks, a female margay wildcat and a number of wallabies.” Parc du Reynou also took a number of animals including a pair of red pandas, a pair of civets, a raccoon and two soldier lapwings, which had actually been born at Reynou before being sent to the Arcachon bassin zoo a few months ago. Sadly a number of animals died during the evacuation, mostly primates and parrots which succumbed to the heat and stress. It is hoped that the vast majority of animals removed will be able to one day return to the popular zoo on the south-west coast. ■

here was shock and sadness last month as the public followed the plight of a confused killer whale that made its way inland up the Seine river before finally dying. This sadness has now been replaced by anger after it was revealed that the orca had been shot in the head before it died. As reported in last month's edition of The Bugle, the animal was believed to have been suffering from mucormycosis, a disease that attacks the skin of the animal before spreading to the heart, lungs and brain. An autopsy later confirmed this diagnosis, but also revealed a bullet lodged in the orca's head. The shot, fired several weeks prior to its death, is not believed to have been fatal; the official cause of death was starvation as a result of the advanced mucormycosis. Following the news, Sea Shepherd France – a notfor-profit NGO dedicated to protecting the oceans – has filed a complaint against
“Person X” and offered a €10,000 reward for information leading to a conviction. The group say that gunshot wounds on protected species are common and a direct consequence of the increasing scarcity of natural fishing grounds, which has forced these animals to venture in highly fished seas, bringing them into closer contact with boats. “The shot happened several weeks or months before the orca’s death. It happened out at sea and it was most likely fired by a fisherman,” said Layla Essemlali, president of Sea Shepherd France. “The presence of this bullet is indicative of

practices at sea that are far from isolated. On a regular basis, cetaceans are shot at by fishermen because they approach the fish in their nets. This happens very often in the Arctic or in the Strait of Gibraltar.” Sea Shepherd France has been successful in the past in offering a reward of this type. In 2019, three people were sentenced after they were found to have decapitated a number of seals, with the police stating the reward was “decisive in identifying the culprits”. Those found guilty of mutilating protected species can be jailed for up to three years and fined €150,000. ■

there will be no access to this area of the beach, for all services, including emergency personnel.” In addition to the ban on curious visitors, a CCTV camera has been installed to watch over the site as well as thermal monitors to ensure that the temperature inside the nest remains between 24 and 34 degrees. Should the temperature drop below this, the eggs will be moved to ensure their survival. Although the loggerhead turtle is a protected species, they are common to the Mediterranean. They can grow up to one metre long and weigh as much as 170kg, but it is very rare for them to be spotted laying their eggs on French beaches. It is far more common for females to build nests in the typically warmer central and eastern areas of the Mediterranean such as Greece, Tunisia, or Italy. Although global warming may be a factor, that the turtle in question has chosen Valras could suggest that

We have created a perimeter 50 metres around the nest, and banned people from going in,” confirmed Olivier Sébastien, director of technical services at Valras beach, speaking to BFMTV. “For two months,

she has been there before. “The turtle was probably born on this same beach 20 or 30 years ago, because turtles come to lay eggs where they were born,” explained Cindy Capdet. “It’s the first time we’ve found a nest at this spot, but that doesn’t mean that turtles, which are common in the Mediterranean, never come here. What is rare is being present for the lay-
ing and to be able to protect the nest. If no one had been passing the spot at that exact moment, the turtle would have left without anyone realising that there was a nest under the sand.” When the baby turtles hatch after two months' incubation and make the treacherous journey down the beach and into the sea, they will not be the first to have done so in
recent years. In 2018, more than 60 baby loggerhead turtles hatched on another beach in the Hérault department, and were only noticed by a passerby when they saw a baby turtle on the sand. Specialists arrived on the beach soon after to inspect the nests, and opened a small channel in the sand to allow the babies to get back to the water as quickly as possible. ■

A
combination of COVID lockdowns and the recent heatwaves has led to a boom in a relatively new sector of the leisure economy: private garden rentals. Over the course of the last few years families have been forced to spend months on end in often cramped houses and apartments, and many city dwellers longed for nothing more than fresh air, green grass and most crucially, a swimming pool. This led to significant migration from the country's bigger cities towards the countryside or wealthier families investing in rural second homes in which they could live and work from home in any future lockdowns. Where this is not a possible or practical option, briefly renting someone else's garden has become increasingly common.
As a result, people with large gardens and rarely used pools on the outskirts of cities have found that they can make significant sums of money renting out these spaces by the hour or afternoon. Initially, these private rentals proved popular for birthdays or family parties, but this year’s heatwave has brought about a renewed interest from those simply looking to cool down. Speaking to Le Journal du Dimanche, Sylvie Medjber explained how her garden in Nantes has helped her to earn over €3,000 in the last year alone. Modest by rural standards, the 1,500 m² garden features a large terrace and a 17-metrelong pool. “During a heatwave, I get a lot of requests. People in the city can suffocate a bit. They need a cool space.” In recent months, the problem facing many

of the websites offering garden spaces for rent has moved from generating the demand to finding enough supply. “We have more requests than offers. Our big challenge now is to recruit owners,” explained Sarah Jamy, communications director of Swimmy.fr, a website that specialises in the rental of private pools. “Summer has started very strongly. As soon as Météo France
announces a heat spike, our activity rises.” Other websites offering a similar service include WePeps, MyPrivatePool, Louer une piscine and Kiwiiz, which all operate on the same principle that has made short-term rental website Airbnb such a success. Rather than renting by the night, however, private gardens are rented by the hour or afternoon, with prices typically av-
eraging around €30 per person for a half day. With well over three million above and inground pools, France has the highest number of private swimming pools outside of the US. Furthermore, having your own pool is no longer the preserve of the rich and famous: a recent study showed that one quarter are owned by manual labourers, farmers and regular employees. ■

Mysterious fish deaths after Dordogne storms As the Dordogne begins to rebuild itself from the devastation caused by the June hailstorm, a new consequence has emerged... thousands of dead fish in one of the department's rivers. Surveying the river from the Rizonne bridge at Saint-VincentJalmoutiers, agents from the Office français de la biodiversité (OFB) recently “noted the presence of chub, roach, eel or even perch floating on the surface of blackish water, and causing a nauseating stink,” reported the town's mayor, Robert Denost. According to OFB agents, the death of the fish is due to a natural phenomenon well known to scientists and was directly linked to the recent hailstorms. When a significant amount of vegetation is stripped from trees and bushes during a storm, much of this can end up being washed into nearby rivers. This organic matter then decays, causing “an explosion of aquatic bacterial life” and, by extension, “a very significant deficit in the oxygen which is so vital for the life of aquatic fauna”, explained the mayor, quoting the OFB report. ■

ewly appointed Energy Transition Minister Agnès PannierRunacher will issue a new decree requiring all shops with air conditioning to keep their doors closed and to turn off illuminated advertising at night. The move is the latest in the country's battle to reduce its overall energy consumption by 10% within two years. It is currently not uncommon for shops to have their doors wide open to encourage customers while simultaneously running air con in summer, or heating in winter. “This leads to 20 per cent more consumption... it's absurd,” the minister said while announcing the changes. “In the coming days, I will issue two decrees: the first will widen the ban on illuminated advertising, whatever the size of the city, between 1 am and 6 am. The second will ban shops from having their doors open while the air conditioning and heating are operating.” Although the government has announced that there will be a grace period to allow for “education” of staff, businesses that fail to comply with the closed-doors policy will be fined €750 per infraction. The nighttime ban on illuminated advertising will be enforced with a €1,500 penalty. France produces 70% of its energy from nuclear power plants and has relatively cheap electricity when compared to its
European counterparts. Campaign groups have said this has made many take their energy consumption for granted. The recent global spike in energy prices has forced many to consider their electricity use much more seriously. “We have lived for decades with this promise of abundant energy, and have completely lost sight of the reality of our energy consumption,” explained Yves Marignac of the négaWatt think tank, which recommends ways to reduce energy consumption. “Closing the doors of airconditioned commercial premises is obviously common sense. When a government has to remind us of this, it shows how far down the cheap, harmless energy route we have travelled.” Critics have in the past accused the government of being quick to announce headline-grabbing energy-saving policies, but being slow to actually enforce them. Agnès Pannier-Runacher admitted that a ban on backlit advertising has been in force for some time for cities with a population less than 800,000, but that making the changes universal would “harmonise the rules”. “The challenge remains to ensure that these texts are applied by those who have public responsibility for them: local authorities and the state,” said a spokesperson for ANPCEN, a night sky campaign group

otorcycling groups are celebrating news that the government has reversed a decree to require all two-wheeled vehicles above 125cc to go through regular Contrôle Technique (CT) checks as is currently the case for cars. The change had been due to come into force later this year, but has now been scrapped. The news was welcomed by motoring groups, but has faced a significant backlash from environmentalists and green campaigners. The initial government decree to introduce CTs for motorbikes followed EU legislation from 2014 requiring all member states to introduce roadworthiness tests for all two-wheeled vehicles, but had resulted in huge protests by motorcycle groups. La Poste to ditch first class timbre rouge stamp
T
he French postal service La Poste has announced plans to phase out the timbre rouge, the country's equivalent of the first class stamp. The state run operator has been battling to find a new role in a rapidly changing world and claims that demand for an urgent “next day” delivery service has been steadily falling in recent years. In a major shake-up of the industry, the red stamp will be replaced by a new, online “e-lettre rouge” option which will cost €1.49 compared to the current red stamp price of €1.43. The electronic option will require customers to upload a document of up to three pages via the La Poste website before 8 pm, which will then be printed as close as possible to the destination and delivered the next day. Although the price is slightly higher, it will
include the cost of printing, the paper and the envelope. For customers who do not have access to a mobile app or digital services, La Poste says it will be possible to send a red e-letter from a post office branch. According to figures released by La Poste, the number of priority timbre rouge letters sent has fallen by a factor of 14 since 2008, and last year the next day letters represented just 300 million of the seven billion items it distributed. This has resulted in planes and trucks racing between delivery hubs with part, or even half loads, significantly raising the environmental impact of the service as a whole. “Today we have three air routes that consume 20 tonnes of kerosene, as well as 300 road routes between distribution hubs” La Poste said in a statement. With the recently
announced changes, the group believes it could save up to €150 million per year in operating costs, as well as cutting its carbon footprint by 25% by 2030. Other changes, that will also come into effect on 1st January next year, include the much more popular lettre verte slowing from J+2 delivery (two days after posting) to J+3, al-

As communication moves increasingly online, La Poste has been undergoing something of an existential crisis in recent years as fewer and fewer people use it for its core purpose of sending letters. In 2020, letters made up just 17% of the group's turnover. The recent lockdowns, however, have
accelerated a change that was already in full swing: home deliveries of online purchases. The group's lucrative Colissimo parcel delivery services have been expanding rapidly. La Poste has plans to become a key player in logistics, and has a stated ambition to establish itself as “the top European platform for linking things up”. ■

igh summer, and the weight of the heat bears down in the kitchen - and the duty of the continuous provision of meals for hungry holiday-making guests and family. Oh, for a break! To dip in the pool or river without a care for what will be put on the table at lunch or at supper. What we need at this time of year is food that is quick to prepare. Of course, the markets are filled with easy solutions: plump tomatoes ready to burst their juicy seams, crisp salad leaves, endless piles of strawberries that only cry out for a dribble of cream or a sprinkle of sugar. It’s not hard to put together a mouthwatering plate of vegetables, a roast chicken, a grilled fish. But at the back of the mind is a thought that says, What can we have that is even more celebratory but easy to make so I can retire to somewhere cool with a book for the afternoon yet impress the table? Let me propose the St Emilion au chocolat. It’s a cross between a petit pot de chocolat and a chocolate mousse and a blast from the past, first introduced to the British by Elizabeth David’s seminal 1950s cookbook, French Country Cooking. This was the book that taught so many post-war British wives how to cook at a time when olive oil’s only source was the chemist, where it was sold as a cure for earache, and those who had not travelled abroad had never met an aubergine, an artichoke, and so much more. A different view of the St Emilion’s origins has it that it was George Perry-Smith, whose restaurant, The Hole in the Wall in Bath, launched a culinary revolution in the 1950s. It’s said he discovered a recipe for it on a box of matches while travelling around France. He brought the recipe back and put it straight on his menu. Lovely image. I suspect it’s more likely, however, that Elizabeth David’s publishers sent him an advance copy for a quote or review. Variations have since been developed by other chefs, some of whom add a dash of coffee. You probably already know the importance of using a chocolate with a high cocoa butter content but you may not know why. Not so long ago, most bittersweet and semisweet chocolates available to home cooks contained less than 60 per cent cacao, and recipes were developed accordingly. Now that supermarkets sell bars with a wide range from 50 per cent to over 70 per cent cacao, recipes have altered to specify what should be used for what. The higher the cacao percentage, the lower the chocolate’s sugar content. Get the percentage wrong and your cake, for example, might become dry and crumbly and taste bitter, or your chocolate sauces split and curdle, so it’s important to use what you’re told. On the plus side, as well as tasting more intensely chocolate-y, 70 per cent dark chocolate contains higher antioxidants, fibre, potassium, calcium, copper, and magnesium, so feel free to consider it a health food and have a cube a day, as some in the medical profession recommend. Ingredients 200g 70% dark chocolate 225ml milk 100g butter
100g caster sugar 1 large egg yolk 150g almond macaroons or ratafia biscuits Brandy
Break the chocolate into pieces and let it melt in the milk in a small pan over a moderate heat. You must absolutely not let it come to the boil. Once melted, stir it to allow it to become thick and custardy. With an electric beater, whizz up the butter and sugar in a basin till light and fluffy. Beat in the egg yolk. Mix in the chocolate custard. Lightly crumble up the macaroons (but not to a powder) and put half of them in the bottom of a china or glass dish. Sprinkle them with enough brandy to dampen them. Pour over half the chocolate custard. Distribute the rest of the crumbled macaroons, a little more brandy, then the rest of the chocolate. Leave to set overnight in the fridge. If you want a lighter, more moussey version, use 4 eggs, separated. Add the yolks to the chocolate custard then whip the whites to soft peaks. Fold them into the chocolate mixture with a metal spoon, then continue with the recipe.

The wines of Bergerac - Terre Vieille
t is always a pleasure to visit the vineyard of Terre Vieille on the wooded plateau of the Pécharmant. The house and gardens are charming, the ancient pigeon towers are magnificent and if you don’t see the sign warning drivers that the chickens roam free, large and painted wooden silhouettes of cockerels will remind you. The tasting room contains an impressive collection of prehistoric stone and flint tools, hand axes, blades and scrapers, all found on the property. They have started an interesting new sideline in picnic lunches. For thirty euros you get a large wooden box with bottles of water, bread, pâtés, cheeses, fruit and salad, a feast for two, along with a glass of wine per head. There are tables and chairs scattered among the trees and they serve until they run out of fresh bread. There is also a great deal of more modern history here. The eight hectares of wine terrain around the house are known as Grateloup, an ancient term for a place where wolves liked to frolic. It was the home of the somewhat abstruse philosopher Maine de Biran, whose thought progressed from Locke’s focus on the senses and reason to theosophical mysticism and ended up back in the bosom of the Catholic Church. As a young man he was a member of the Royal Guard in 1789, when King Louis XVI was hauled back from Versailles after the Revolution. He became a politician, was expelled from the Council of 500 for his royalist sympathies but took his revenge in 1813 when he helped launch the constitutional coup that eventually toppled Napoleon. After the restoration of the monarchy in 1815, he became Treasurer to the Chamber of Deputies. Terre Vieille has always made a firstrate Pécharmant but I was interested in

model came together. How it works The principle behind Solarventi is simple: a small, builtin, solar cell powers a 12V fan that is connected to an air vent, a control unit and an on/ off switch. ack in 2020 we wrote some articles covering the possibilities of some UK Financial Institutions closing the accounts of clients that live in the EU. Some said this was scaremongering, others agreed with us and some just buried their heads in the sand. As time has moved on, it is certainly apparent that some UK Financial Service providers have taken action, making undertaking financial transactions difficult. We have, over the last 18 months or so, had many UK Financial Advisory companies advise their clients that they could no longer maintain their relationship and to make alternative arrangements. To add to this growing list of companies advising their EU resident clients that they can no longer maintain a relationship is
Barclays UK. We have received a stream of enquiries asking for assistance as those clients, where Barclays considers that the client is not residing in the UK, have received notification that their account will be closed on 24th November 2022. This has come as a major shock to many, as from my experience Barclays is a widely used bank for us here, and for many it’s their last remaining financial connection to the UK. Many

Les petits jardiniers du Limousin
We are a gardening association based in the Mairie at St. Amand le Petit, between Eymoutiers and Peyrat le Château. We hold monthly meetings on the third Thursday of the month, starting at 2.30 pm. Meetings are held in English, but we can also present topics in French. We have lots of different nationalities amongst our members. Our aim is to provide and promote opportunities for people to develop their interest and knowledge in horticulture and gardening and related topics in a relaxed and friendly atmosphere. In-house workshop meetings, external speakers and visits are on our agenda. During Covid-19, we were not been able to have meetings and kept in touch with members and friends via Facebook. This has become a very popular feature so do have a look at our Facebook page, "Les petits jardiniers du Limousin", where people post photos of their garden, ask questions, share information and keep in contact on a casual, friendly basis. Our meeting agenda remains subject to any Covid-19 regulations and restrictions in place at that time:

Lucky This is Lucky and he is a 6-year-old Griffon/Bouvier cross. He has only recently arrived at the shelter after being surrendered by his mistress who could no longer give him the life he needed. He is a very nice boy indeed, a little lost at the moment but slowly getting used to his new surroundings. Lucky is intelligent, knows how to sit and is always eager to give his paw, he also walks quite nicely on the lead. He loves his treats which is a big help with training and appears to be okay with other dogs and has had experience of children and a cat in his previous life. Given time and love, Lucky will make someone a very nice companion indeed, he just needs to live up to his name and find his forever home.

Boussac Brocante A fantastic day was experienced by all at the Boussac Brocante garden party on Sunday 17th July. In the dappled shade of the garden, our French, Dutch and English supporters enjoyed freshly brewed tea and coffee, sandwiches, scones with homemade jam and cream and a selection of delicious home-made cupcakes. Thank you to everyone who came to support us and to all the volunteers at the Boussac Brocante Association. We raised 447€ on the day through ticket sales, cupcake sales and sales from the Brocante itself. In fact, the afternoon was so popular that we have decided to continue this tradition on a somewhat smaller scale, offering coffee and cake on Thursday mornings, to coincide with openair market day. We will be serving drinks and cakes between 10 am and noon every Thursday. As always, all proceeds are donated to help distressed, abused, abandoned, lost and injured animals in need.

Guided visit of the church - Les Billanges Saturday 6th August, 2:30 pm
Bernadette and Philippe, the two guides belonging to the Association de Sauvegarde du Patrimoine - Les Billanges, are offering visitors the chance to take a historic pause on “the Way of Saint-James” and visit the Norman style fortified church of Les Billanges on Saturday 6th August. They will be delighted to welcome you to lead you back to the Middle Ages when the church was being built and tell you in English and French the legend of Saint Sebastian represented in many churches of the area. You will be enchanted by its guard turrets, testimonies of the 16th century religious wars. You will know why two reliquaries from the Abbey of Grandmont, dating from the 13th century, were given to the parish of Les Billanges in 1790 and more… Free guided visit - Donations in favour of the restoration of the church are welcome!
