We are extremely honored to host the 103rd National Convention in downtown Milwaukee. We hope you take advantage of the many sites Brew City has to offer: the War Memorial Center, the Milwaukee Art Museum, the Milwaukee Zoo, the HarleyDavidson Museum, the Milwaukee Public Museum, American Family Field and so much more.

The Badger State is excited to bring you the American Legion Family Day event, in lieu of the parade, at the War Memorial Center on Sunday.

It is my pleasure to welcome all of you to the great state of Wisconsin for the 103rd American Legion National Convention. It is an honor to have you here in Milwaukee! From outdoor recreation to sports entertainment to shopping and dining, Wisconsin has something for everyone. I hope you are able to enjoy the many experiences our state has to offer while you are here. I would also like to take this opportunity to highlight the importance of this event and the work done by The American Legion. As veterans serving veterans, your continued commitment to service and to supporting one another is inspiring. We know that those who are serving today find strength in the unfailing support of veterans like you back home, and I want to offer my sincere thanks for your dedication and hard work. Finally, I want to thank the thousands of American Legion Family members I have encountered during my travels as national commander. The departments provided exceptional hospitality, and I witnessed firsthand how posts everywhere have delivered on my theme of “No Veteran Left Behind.” It is truly an honor representing the greatest veterans organization in the world.

Defense is something with which Legionnaires are familiar. Legionnaires have served in wars around the globe and, as a result, have seen the sacrifice, valor and dedication that define America’s veterans. They understand the pride veterans take in saluting the flag, assisting their comrades and serving their communities.

The American Legion once again prevailed after filing an amicus curiae brief in an important U.S. Supreme Court case granting a high school football coach the right to pray on the field after games. This victory comes just three years after the Legion successfully defended a veterans memorial in Bladensburg, Md. We were also pleased by another Supreme Court ruling that allows veterans to sue state governments if their agencies fail to respect the employment and re-employment rights of veterans returning from military service. These decisions send a strong message that those who defend our constitutional rights will also have their rights protected.

The American Legion was one of the first veterans organizations to pass a formal statement calling for a peaceful conflict resolution in Ukraine. While we do not support the deployment of U.S. troops to defend non-NATO member countries without certain conditions being met, we cannot help but be inspired by the commitment and bravery shown by the Ukrainians in their defense against unjustified Russian aggression.

For God and Country we associate ourselves together for the following purposes: To uphold and defend the Constitution of the United States of America; to maintain law and order; to foster perpetuateanda one hundred

This year, Congress passed the most comprehensive veterans health-care legislation in decades. The Sergeant First Class Heath Robinson Honoring Our PACT Act will benefit up to 3.5 million veterans exposed to burn pits, radiation and other toxins. It puts substance behind the phrase “thank you for your service,” by assisting those sickened by the poisons of war. It will save lives. And it also would not have passed Congress without the hard work and advocacy of countless American Legion Family members encouraging their elected leaders to do right by America’s veterans. It has also been a year in which The American Legion has focused on a number. That number is one, as in “Be the One.” The truth is that statistics regarding suicide among veterans vary. But the important point is that YOU can be the one to ask veterans in your life how they are doing, to listen to veterans when they need to talk and to reach out to veterans when they are struggling. Buddy Checks work and we know of cases in which these interactions have saved lives.

It has been such a pleasure to work the mission alongside American Legion National Commander Paul E. Dillard and Sons of The American Legion National Commander Michael Fox. From wreath-laying events, to walking the American Cemetery in Europe, to various unit and department visits as a family, we saw how important it is to work together. During my travels this year, I have seen that same camaraderie at the local level between members of the Legion Family. So much more can be accomplished when we work together as one. In addition to being proud of our Legion Family working together, I am also proud of how our members stepped up this year to recognize caregivers. I want to give extra encouragement to our caregivers who have been highlighted this past year through certificates of appreciation, Auxiliary magazine articles, and overall extra love and attention at meetings, events and in their homes. Caring for Those Who Care for Others has been a major step in recognizing and honoring our caregivers for all they do. I know there are many more caregivers out there, so please be kind to your members. We can never know what they are going through today, and your kindness may help them through one more day. Please continue to reach out and recognize them in your units and post homes. To all members, thank you for what you do for the mission. You have inspired me and inspired each other with new ways to work our programs while staying true to an ALA “Service Not Self” mindset. What you do is important, and it does make a difference!

It has been an honor to lead the American Legion Auxiliary during my term as national president. Thank you for the opportunity. I appreciate your kindness, your camaraderie and your friendships as I visited your departments. I look forward to seeing you all this week as we continue to put the needs of our nation’s veterans, military and their families first.

I am so excited to be here for the national convention to help celebrate the accomplishments made during this year. Each year, I look forward to catching up with old friends and making new ones. The American Legion Family is such a wonderful group of amazing and talented people, and I am honored to be a part of it. I am grateful to the Department of Wisconsin for hosting this year. I am looking forward to a wonderful week of learning, encouragement and motivation as we recap 2021-2022 highlights.

Sons and American Legion Family, and welcome to the Sons of The American Legion’s 50th convention. This year has been one for the record books. Riding the roller coaster of the pandemic, I am proud of all members who kept pushing forward to honor our nation’s heroes at historic numbers. This year has proven to the world that the American Legion Family will not lay down in times of need. The Sons have shown that we are a united brotherhood. Congratulations to all of you for the amazing accomplishments this past year. This year showed what we can accomplish with teamwork. This amazing year was centered around three key words: Inspire, Motivate and Teamwork. In closing this year out, there is no question that many of you were inspired. That inspiration allowed you to motivate your brothers and sisters and work together. We are a stronger family now because of it. Keep the passion moving forward, as we still have more work to do, as we want “No Veteran Left Behind.” I cannot thank all of you enough for your participation in my Flying Flags for Heroes project. The goal was set to place 1 million U.S. flags on the graves of our nation’s heroes. Working together, we have shattered that goal. Because of your hard work and dedication, cemeteries across this nation have been covered with Old Glory all year long. The Stars and Stripes have been prominent since Day 1 and the public has taken notice. Great work! We will be holding our 50th National Convention in the Miller High Life Theater, and I would like to invite each and every one of you to stop by and support your Sons. Thank you for allowing me to lead us into the next generation.

I started to fall apart and cry and go into that dark and deep place, and I needed to get some help. I’m not superwoman.”

Trials and triumphs. Heartbreak and healing. Caregivers often experience a wide range of emotions and life events as they care for their loved one. Many American Legion Auxiliary members are caregivers. A priority on these unsung heroes ties in with our mission, as well as the national focus for members during the 2021-2022 administrative year. The caregiver topic resonated so strongly with Auxiliary members, prompting many to reach out to ALA National Headquarters and share what it’s really like. Here are some of their stories.

PRAISE AMERICAN LEGION FAMILY FOR SUPPORT

Erika Clough, Department of Maryland, is a caregiver for her aunt, Elisabeth. About three years ago, Clough and her husband moved Elisabeth into their home. “It takes you down dark roads,” Clough said about caregiving. “I told my husband one time, ‘I have gone down this path so deep, I want you to take the gun out of the safe. I’m telling you: Hide it from me. I can’t do this.’ He took the gun out and hid it.”

Patricia Gustin, Department of Pennsylvania, cared for her mother, Catherine, and still cares for her mentally ill sister, Kathy. “It was hard for all of us because our mother went from this vibrant, self-sufficient and independent woman to someone who really needed help,” Gustin said.

Livingston said she could not have survived Robert’s death without the American Legion Auxiliary and her church. Being involved in different positions, such as chair for the VA hospital gift shop, helped keep her occupied.

“I love that this is our (national ALA focus) this year,” Nickerson-Cruz said. “People don’t really think about caregivers and how much they do.”

Cynthia Adams-McGrath, Department of Maryland, is a caregiver for her son, David.

“Don’t be too hard on yourself,” she urged. “You will make mistakes, and you will learn from them.”

Noreen Nickerson-Cruz, Department of Arizona, is a caregiver for her mother, Audrey.

For those who are caregivers or may be someday, Adams-McGrath offers her two cents. “Take time for yourself and be gentle with yourself because you are doing the best you can,” she said. “Be the best advocate you know how to be. Find the support where you can get it. Sometimes, I feel swallowed up in caregiving. When I get to that point, I do what I need to do for myself. It took me a while to realize I had to care for myself. It’s not easy, but it’s worth it.”

Being able to talk to someone who can help with your issues and help you understand your role is beneficial. “You find yourself so swept up in the caregiver role, you end up having no life of your own,” she said. “Don’t let that happen to you.”

Georgette Wenton, Department of Pennsylvania, is a caregiver for her husband, Jason. It’s one thing to be a caregiver for someone. It’s an entirely other thing to be a caregiver and go through major health issues yourself. This is ALA member Georgette Wenton’s reality. She was diagnosed with stage 2 ovarian cancer while also continuing to care for her husband, Jason. He served during Desert Storm with the Army combat engineers. Jason developed a rash related to his job duties while deployed, and it was misdiagnosed as a heat rash when it was gout. Unfortunately, he was allergic to every gout medicine, and the only way to keep it under control was through prednisone, which led to other issues.

“Even though I still have him, I can grieve the life we had before,” Wenton said. “Our relationship will never be the same.”Forthose who will become caregivers in the near or distant future, Wenton offers simple, yet effective advice.

David gave me purpose. I had to take care of him even though I didn’t feel like taking care of myself. Something inside me said that taking care of him will get me through what I was feeling.”

David received a formal diagnosis of cerebral palsy as a toddler, and Adams-McGrath has been caring for him since.“David saved me,” she said. “I had depression when I was in my mid-30s. I didn’t think I could come out of it.

“I had Auxiliary people call me constantly to make sure I was OK and if I needed anything,” she said. “I could have called a number of people.”

Donna Nemeth, Department of Florida, is a caregiver for her father, Stephen. “I always knew I would be his caregiver,” Nemeth said about her father, a World War II veteran and member of The American Legion. “My mother died when I was 16.

One difficulty she faces as a caregiver is isolation. As American Legion Family members who may not be caregivers yet, Nickerson-Cruz suggests checking on caregivers multiple times throughout the week to help battle isolation. “Let (caregivers) know you are thinking of them,” she said. “It would be wonderful if someone could stop in and visit — even just 10 to 15 minutes gives them someone to talk to.”

Toni Kettner, Department of Michigan, is a caregiver for her husband, Jason. “I took that vow to death — sickness and in health — everything,” she said. “I would do it over again. I would choose this life over and wouldn’t think twice.” In 2006, Jason became really sick from serviceconnected disabilities. Much of what he has falls under Gulf War Syndrome. He also has fibromyalgia and was diagnosed with early stages of dementia. Kettner and Jason weren’t married at the time Jason started feeling ill, but good friends who stayed in touch over the years. As a veteran, he spent three and a half years homeless. The two reconnected in 2012. “The American Legion Family has helped with caregiving,” Kettner said. “It is wonderful to belong to the Legion Family. I haven’t found any other organization that has given me as much care and understanding.”

Joyce Livingston, Department of Arizona, was a caregiver for her husband, Robert. “No one knows what a caregiver goes through until they become one themselves,” Livingston said. “You have to want to do it. You have to be there and put your heart into it. If you’re not willing to do everything you need to do, you won’t survive.”

From a young age, Cynthia Adams-McGrath took care of her younger siblings while her parents worked, ultimately preparing her for a life of what was to come.

What you can do to help caregivers

From her experience, a big piece of advice she has for caregivers is to have documents in place while the loved one is still in a good mindset — have a living will, donot-resuscitate order (if applicable) and other important documents needed for end of life. Also, knowing if your loved one wants to go into assisted living, wants to be at home, wants to stay with family, etc., is important.

Amy Kniffin, Department of New York, was a caregiver for her 100-year-old grandmother, Dorlisca. Kniffin lost her Navy veteran father in February 2020. Although she helped her dad with her grandmother while he was sick, for the next two years, she became the sole caregiver for her 100-year-old grandmother, Dorlisca.Asthose who care for others have experienced, taking time for yourself is extremely valuable. “If you get a minute and can take a shower and refresh yourself or change your clothes or sit outside, do it,” she said. “The person you are taking care of will be fine without you for a little while. Reach out to friends and family. Don’t be afraid to ask for help.”

She had cancer.” In addition to her caregiving duties, Nemeth still works full-time with a hybrid schedule. “It’s very difficult for me to watch my father slowly going downhill and not be able to do anything about it, to the point where he can’t get out of bed without assistance,” she said with a heavy voice. “I don’t get as good of a night’s sleep — he calls out to help him go to the bathroom. Emotionally, it’s draining on me. It feels like I have two full-time jobs.”

8. There shall be no public presentation of gifts during National Convention except by prearrangement with the National President.

6. Only authorized photographers shall be permitted on stage during the Convention sessions.

10. Only National Committee Chairmen and voting delegates of the Convention may make motions and address the National Convention in debate. To address the Convention, the voting delegate shall rise and (1) proceed to a microphone, (2) address the Chair, (3) wait to be recognized by the Chair, and (4) upon being recognized by the Chair shall state their name and Department.

11. All main motions, resolutions, and amendments from the floor shall be presented in writing immediately to the Chair on the motion forms provided, signed by the person making the motion. The completed motion form is then to be handed to the nearest Presidential Page for immediate delivery to the Chair.

12. Debate on any question shall be limited to two minutes. No delegate may address the Convention a second time on the same question until all delegates who desire to speak on the topic have spoken. During debate, delegates, alternates, and guests are to remain seated within their own delegation or assigned seating area unless they are approaching the microphone, completing a motion form, or entering or exiting the general session.

Each Department’s Delegation Chairman or Delegation Secretary shall sign for the electronic voting packets as instructed. Departments will be charged $150 for each device not returned each day. Inside each voting packet shall be: a. One certification sheet, which shall specify the number of votes to be cast as certified by the Credentials Chairman; b. An equal number of electronic voting devices as stated on the certification sheet.

18. If and when a paper ballot is used, each Department’s Delegation Chairman shall: a. Appoint two delegates to assist her in counting the number of votes cast; b. Distribute a ballot to each voting delegate; c. Enter onto the certification sheet the total number of votes cast, plus the absentee votes, witnessed by the assistants; d. Place the certification sheet and all the ballots in the ballot envelope; e. Remove the name of the Department from the ballot envelope; f. Return the ballot envelope as instructed.

20. Nomination of candidates for National Division Vice President shall be held prior to the convening of the National Convention at the Division caucuses held on Saturday, August 27, 2022. Nominations from the convention floor for National Division Vice President shall not be permitted.

4. Smoking is not permitted. Alcoholic beverages are not permitted. All electronic communication devices shall be turned off or silenced.

17. When the Chair deems paper ballots are to be used, a ballot envelope shall be provided for each Department. Placed inside each envelope shall be: a. One certification sheet, which shall specify the number of votes to be cast as certified by the Credentials Chairman; b. An equal number of ballots as stated on the certification sheet.

3. The audience shall remain seated during the business of the Convention. Doors will remain open unless noise or distractions interfere with the conducting of business. Persons leaving the Convention Hall during balloting, elections, or speaker presentations will not be allowed to re-enter the Convention Hall until the balloting or election is completed, or the guest speaker has concluded his/her presentation. Delegates may leave or enter the National Convention Hall without an escort.

2. The Credentials Committee shall report at such times as directed by the Chair.

7. The National President shall appoint a Minutes Approval Committee to approve the National Convention Minutes.

21. Nomination of candidates for the office of National CONVENTION STANDING RULES

15. Voting shall be by voice vote or by an electronic voting device, except when the Chair deems it necessary to use some other method. Voting by electronic voting device shall be deemed to be a division of the assembly.

13. Pages may deliver messages to the stage and to other delegations at any time.

19. The National President shall appoint an Election and Tally Committee.

5. Admission to the business sessions at the National Convention shall be restricted to those persons displaying the official Convention badge or other acceptable official credentials, or who are under the age of twelve (12) years.

14. Each delegate shall be entitled to one vote. The vote of any delegate absent and not represented by an alternate may be cast with the majority of the delegates present from the delegate’s Department, in accordance with the current National Constitution, Bylaws, and Standing Rules.

1. The Chair may deviate from the printed program when necessary or expedient.

9. The Chairman of each Department delegation shall be charged with the responsibility of ensuring that only accredited delegates wearing official Convention badges are seated with their delegation. Chairmen of special or standing committees required to report at the National Convention are permitted to be seated with the delegate body. If a delegate is absent from a meeting, an alternate delegate shall take the delegate’s place.

16. Packets containing electronic voting devices shall be provided for each Department. Electronic voting devices shall not be removed from the National Convention Hall.

24. Election of national officers shall be held on Wednesday. When there is but one candidate for any office, the nominee may be elected by voice. When there is more than one candidate for a national office, the election shall be by paper or electronic ballot, as determined by the presiding officer. A majority of votes cast shall elect each officer. When no candidate receives a majority of votes on the first ballot, a second ballot shall be taken between the candidates receiving the two highest numbers of votes, with the candidate receiving the most votes on the second ballot being elected.

22. Nominating speeches shall be limited to two minutes for each candidate except for the candidate(s) for National President who will be allowed four minutes. There shall be no seconding speeches.

2. Delegates desiring to make a motion or address the National Convention shall rise, address the chair as appropriate and state their name and the name of their department before proceeding.

15. Voting shall be by acclamation, except when a roll call is demanded by the chairmen of at least three departments. Election of national officers shall be by roll call.

18. Nominations for national officers shall be from the floor on roll call of the departments alphabetically arranged. Each department may present as many candidates as it chooses.

23. At the conclusion of balloting on national vice commanders, each department delegation chairman shall deliver a written ballot to the tellers. Such ballots shall be in the hands of the tellers before communication is made to the national commander for announcement of the results.

1. Robert’s Rules of Order Newly Revised shall be the authority on parliamentary procedure, with the following modifications set forth herein.

14. There shall be no unit rule of voting.

10. A delegation secretary, if not an accredited delegate or alternate, shall be seated with the secretary’s delegation.

26. The consent of two-thirds of the voting strength of the National Convention is necessary for suspension of the rules of the National Convention.

24. Those recognized by the national commander shall be entitled to a respectful hearing, and the chair shall have the authority to clear the gallery or the floor or have the sergeants-atarms escort from the National Convention anyone creating a disturbance or interfering with orderly procedure.

16. In the event a department has not provided the method by which alternates shall be designated to serve in the place of absent delegates, the chairman of the delegation shall make such designation.

25. None of the above rules shall be construed as preventing an alternate delegate from serving on a National Convention committee.

17. Prior to the election of national officers, the national commander shall appoint, subject to approval of the National Convention, a judge of election and such number of tellers as deemed necessary, provided that the total tellers so appointed shall be an odd number. In a contested election, candidates going to the ballot shall each be entitled to one teller of their choice.

22. The National Convention will nominate and elect a national commander, and five national vice commanders, in this sequence.

5. Only two delegates from any one delegation shall be permitted the floor on any one question. Where disagreement exists within a delegation, one delegate shall be permitted to speak on each side of the question. Upon a division of the question, however, this rule shall be applied separately for each division.

27. Any amendment to any resolution or report originating on the floor shall be presented in writing and transmitted to the presiding officer at the time of the introduction of such amendment.

8. When the poll of any department delegation is demanded by a delegate of such department, the National Convention secretary shall poll the vote without discussion of the question being voted upon.

9. On the roll calls, each delegation chairman shall poll their delegation on the floor and announce its vote.

28. Special rules applying to specific issues or order of business shall be written and presented to the National Convention by the convention committee on Credentials & Rules for adoption by majority vote at least one hour before such issue, or order, is to be considered unless such rule is agreed to by unanimous consent of the final session. Special rules shall prevail only in the National Convention adopting them. Any delegate may apply for a special rule to the convention committee on Credentials & Rules or may appeal to the National Convention for such special rule provided the rule be presented in writing, be read once from the platform, and shall lay upon the table at least one hour before the vote thereon is taken.

As contained in the “Uniform Code of Procedure for the Organization of National Conventions of The American Legion,” the following rules of convention are authorized under Article V, Section 6, of the National Constitution of The American Legion:

21. In a contested election for national vice commanders, balloting shall continue until (a) majorities and (b) pluralities are established for one or more candidates under the following provisions: If, on any ballot taken, less than five candidates receive the necessary majority to elect, the candidate or candidates receiving a majority vote shall be declared elected and a new ballot shall be taken for the remaining number of places to be filled. The candidate receiving the lowest number of votes on the preceding ballot shall be disqualified. Except, should two candidates remain to fill one place, a new ballot shall be taken.

7. Decisions on rules of debate or parliamentary order by the presiding officer may be subject to appeal by any two delegates under a point of order. Such appeal shall take precedence over any pending questions and shall be decided forthwith. An appeal from the decision of the chair shall be put to the National Convention on the question: “Shall the chair be sustained?”

13. Department delegations may arrive at a vote in such manner as they choose, but shall announce it in terms of full units and not in terms of a fractional part of a vote. The vote of any delegate absent and not represented by an alternate shall be cast by the majority of the delegates present from the department.

19. Nominating speeches for national officers shall be limited to five minutes each. Not more than two seconding speeches shall be made for any candidate, and said speeches shall be limited to three minutes.

6. The floor shall be permitted only once to any individual delegate on any one question, except by a two-thirds vote of the National Convention. Chairmen of convention committees may speak as frequently as may be necessary in connection with the reports of their committees. The presiding officer shall not entertain any motion which will curtail further debate without affording the committee chairman an opportunity to make the final statement of the debate.

3. Debate shall be limited to five minutes for each speaker.

12. Only accredited delegates or their alternates shall participate, directly or indirectly, in a viva voce vote on any subject before the National Convention.

11. Past national commanders’ votes shall be cast with their delegations.

4. Debate on any one subject presented to the National Convention shall be limited to two hours except under such special rule as the National Convention shall adopt prior to debate.

20. When more than two candidates are nominated for any office, balloting shall continue until one candidate receives a majority of the votes of the National Convention, except in the election of national vice commanders.

Hon. David P. Roe, M.D., Distinguished Service Medal Roe joined the U.S. Army Medical Corps after graduating from medical school, and served in South Korea in the early 1970s. He then went into practice in Johnson City, Tenn., retiring after 31 years and 5,000 babies delivered. He was elected to Congress from Tennessee’s 1st District, where he was a champion for veterans by being instrumental in the passage of landmark legislation impacting millions, including the “Forever GI Bill” and the MISSION Act. He retired at the end of 2020. He is a 16-year Paid Up For Life member of Kings Mountain American Legion Post 24 in Johnson City.

Afghanistan veteran and Paralympian Rob Jones joined the U.S. Marine Corps Reserve as a combat engineer. In 2010, he was wounded by an exploding land mine, resulting in a left knee disarticulation and amputation of his right leg above the knee. During his recovery, Jones learned to navigate life with two bionic knees and took to rowing. He decided to train for the 2012 Paralympics, where he and his partner won bronze. He has competed in bike rides and marathons across the country. A public speaker, Jones lives in Middleburg, Va., where he is a member of American Legion Post 295.

The Legislative Commission provides the NEC with a copy of the annual consolidated Legislative Council activities report (which summarizes the council’s grassroots lobbying efforts for each congressional session); collects into a single report, and then updates, a comprehensive compilation of all resolutions adopted by the national convention and/or the NEC that seek action by Congress or are a legislative policy statement of The American Legion; assists other commissions and their staffs in representing the Legion before Congress, and each committee thereof, on all legislative matters in which the Legion is officially interested; and assists, through its reports to the NEC and its liaison with other commissions, in the formulation of appropriate legislative actions to be officially endorsed by resolution adopted by the Legion.
