Council aims to restrain water use The pressure will be on residents to run the tap less under a new plan to help council meet an increasing demand for water. Horowhenua District Council’s Water Management Plan, which aims to minimise water loss and manage water demand within the district, was signed off at its council meeting earlier this month. The district’s water sources are already limited, according to Horowhenua District Council water services manager Sarah Stephen, who said pressure for water demand is set to increase as population and commercial growth is forecast to grow by 2 per cent over the next 50 years. ‘‘This is of concern for Levin especially, as the Ohau River is the town’s only water source and why water restrictions become necessary in summer when demand peaks at the time the river flow is typically at its lowest.’’ She said Levin had no raw water storage facility and its two reservoirs of treated water only had a combined capacity of 6.8 million litres of water, enough for just 18 hours at average demand. Industry practice is to have at least 24 hours treated water at average day demand available. Council must also meet water allowances set by the Horizons Regional Council One Plan, Ms Stephen said. Peak demand within the Levin water supply area, 12.5 million litres of water used daily, is already exceeding the allowance by 10 per cent. A 2 per cent population rise is calculated to see that daily water consumption rise to 16.3 million litres. Under its new Water Management Plan, council’s’s water saving activities will include public education, detecting and controlling any leaks and identification of unauthorised connections. Ongoing monitoring and data analysis of river flows will ensure Level One water restrictions for Levin are in force when the river flow falls

BE WATER WISE Horowhenua District Council lifted its level one water restrictions last week, for all council water supplies throughout the district. Water Services Manager Sarah Stephen said Council appreciates the positive response to conserve water since the restriction was put in place at the start of last summer, and is encouraging residents to continue using water wisely. ‘‘Supply and demand may not be an issue now, but water conservation is still a good thing. The less water we use, the less we have to treat, which lowers the overall cost of operating our water supplies,’’ she said. Simple water saving tips include: - Turn off the tap while brushing teeth or shaving. - Check your toilet cistern, taps, and pipes for leaks or overflow. - Use a bucket of water and a soft sponge or mop for outdoor cleaning jobs. - Sweep up garden waste, rather than hosing it away. - Do only full loads in the washing machine and dishwasher. - Take shorter showers. - Use a bowl or plug in the sink when washing vegetables or hand-washing dishes. - Install a dual-flush toilet cistern For any enquiries please contact Council on 06 366-0999 or enquiries@horowhenua.govt.nz

THERE are many ways to conserve water including fixing leaking taps. below 2500 litres per second. Budget for a new town reservoir has also been included in the Long Term Plan 2012-22. The cost of implementing the Water Management Plan is estimated at $65,000 per year.

Other capital works that may arise will need to be budgeted for in the subsequent Annual Plans. The results of the Water Management Plan will be reviewed after three years and a decision made to continue with the

current activities or consider other options that include universal metering, rainwater tanks, water pricing review and a drought management plan. Council lifted its Level One water restrictions for Levin last week.
